A BETTER understanding of what is happening in the domestic quicksilver industry, and what is likely to happen, can be had after reviewing some of the highlights of the past four years. Hitting the high spots in chronological order, they are: February 1939-Army and Navy Munitions Board starts investigation on civilian and war needs of certain "strategic materials," including quicksilver, with a view to recommending stock piles. Every known producer is canvassed by the end of the year.

THE CHALRYAN.--I think that we have set the stage for the balance of the sym- posium. Most of the emphasis has been placed on the immediate value of every- thing we can do and everything we can learn for the furtherance of the war effort. I believe that ought to be first, but I also believe that this is the time for us to con- sider very seriously not only what these improved methods and techniques do to form a closer approach to ideal segregation but what effect these great quantities of scrap metals and alloys that are going to be produced this year and next, are going to have-what their impact will be-on post- war industry in general and in particular ,, on the primary metals fields. In some cases we have been hearing in the last month or two of the law of diminishing returns coming to the fore. We find alloy simplification growing and certain alloys being produced in great quantities, which will perhaps drop out of the picture some- what as the war ends but never to the lower ( stage they had before. We have I think a pretty good cross- section of the producers, the refiners, the reclaimers and ingot makers, the ultimate users here, and there ought to be some good and helpful discussion. The petroleum industry is confronted with the problem of conservalion. This is not a simple problem in view of a wide difference of opinion among authorities as to whether conservation is necessary and the specific direction that it should take. Many writers accuse the petroleum industry of wasting the natural resources of the country. Others link the consuming public with the industry in this waste. Let us define our terms; agree, if possible, on where and when waste occurs in connection with either the recovery or use of petroleum and select such plans for conservation as appear most practical. A plan for conserv3tion which appears to be logical today may not meet the problem tomorrow. The conservation of petroleum is closely linked with the advancement of marly arts and sciences and as these advance, the plan of conservation has to change. The need for conservation does not necessarily rest upon the elimination of waste. There is not necessarily a fixed connection between waste and conservation. Conservation may be necessary or desirable although there is no waste. Definitions Waste: Useless or unnecessary expenditure. Conservation: The preservation of the natural resources for economical use. Both definitions contain adjectives the interpretation of which is extremely difficult. It is the determination of what expenditures are "unnecessary" or what uses are "economical" that will require study and agreement. If one lets his automobile engine run in cold weather in order to keep it hot, it is difficult to measure that necessity. If an automobile is driven two blocks, when the driver is physically capable of walking, what is the measure of necessity. This question is in the realm of one of the oldest of sociological problems, "What is a luxury?"—a problem which has not been solved. The history of society indicates that the measure of a man's wealth has been the measure of necessity. What he can afford to buy without stinting himself in some other direction, is not a luxury to him and, if it fulfills his desires, may be considered his necessity.

CLYDE WILLIAMS has reminded me that in the fall of 1929, gave, in MINING AND METALLURGY, an account of the hopes and aspirations of Battelle Memorial Institute, which was then just swinging into initial operation; and that therein I remarked that B.M.I. should stand, as well, for Better Metallurgical Industries, since helping to better them was the Institute's aim. So he has suggested that some of the betterments of the past fifteen years might well be listed. A yearly summary of progress comes pretty close to the ultimate in futility, for everything proved of value in that year had its inception in earlier years, and everything really new has still to be proved. Plenty of things hailed as wonderful achievements for that year, by some enthusiasts invited to contribute to the summary, turn out in later years to be inglorious flops. But over a decade and a half, betterments that are really such become self-evident, and recounting some of them can be done without guesswork or wishful thinking. An inventory of what was known and utilized in 1929 compared to what is now known and used is not too hard to make. Perhaps the most clear-cut picture of what is known and used at a certain date is drawn by the handbooks, textbooks, and equipment catalogs of that date, with scientific periodical literature forecasting what knowledge may later be used when it is verified and assimilated. The tools available for production or for research limit the application of old and the finding of new knowledge.

IN MY general contact with industry I have become more and more impressed with the need for the closest possible co-operation between engineers and metallurgists, and particularly with the need for appreciation of the work that each group is doing to assist the other. Also, I am convinced that from time to time it. is vitally important to a true perspective of human progress in all its branches, and certainly a salutary corrective of undue optimism and pessimism to endeavor to carry the mind hack over certain periods in the advance of technical knowledge, and form some kind of broad estimate of what has been accomplished in the application of science to industry in the fields with which we, as individuals or groups, may for the time being be concerned. We cannot without some appreciable mental effort realize what our forerunners have dine For us. If the young engineer or metallurgist entering industry today could be suddenly transported to a quarter of a century ago, and be compelled to work with the materials then available and within the limitations of knowledge then attained, he would, on his return to present-day life, have a much greater appreciation of what has been accomplished before lie arrived on the scene, and, what is even more important, a far more acute sense of its inherent value to his profession. I propose here merely to indulge in a general summary of the subject of improved engineering metals and alloys rather than in details, and to deal exclusively with developments within my own experience.

FRED. MACCOY, Raton, N. M. (written discussion *).-In the review of the Chilean nitrate industry presented by Messrs. Rogers and Van Wagenen, the most critical point relating to the future of the industry has been summed up in the last paragraph: when nitric acid can be produced synthetically cheaper than from the Chilean deposits, the Chilean industry will cease. A study of the prevailing mining methods and extraction process leads one to suspect that much can be done to reduce the present cost of the finished product; and a reasonable reduction of the cost would make available immense reserves of low-grade caliche, the locations of which are fairly well delimited. In a study of costs, one finds that actual data are very hard to procure. The average operator does not know, with any degree of reliability, his "head assay," what percentage of the caliche is lost in mining, nor what tonnage of caliche he is putting into the maquina. One manager remarked to me, "We are not concerned in what it costs to treat a ton of caliche, we are interested only in what it costs to, produce a quintal of' finished nitrate." Apart from the crude methods of mining, and the inefficient work in extraction, attention is at once drawn to the fact that the 40d., stated as the cost of the nitrate at the plant, has become 80d. by the time it is on board ship. DURING the past 25 years the steelmaker has experienced some difficulty in producing steel to meet the standards established by the metallurgist. In contrast to the past, when a chemical specification of broad limits was the only requirement, he now has to employ such tests as microscopic, macroscopic, tensile, impact, Magnaflux and even X-ray and supersonic. The development of these tests has more than set the pace for a manufacturing process of which the exactness still hinges to an important degree on the ability of the furnace operator. In our efforts to produce steel, and especially alloy steel, to meet the exactness of modern engineering specification, many factors must be taken into account. It is not sufficient to make a good heat of steel in the furnace and then be satisfied that the job is done, since there are many pitfalls between the furnace and the finished product. The literature abounds with information on melting practices, deoxidation methods and slag control, but the lack of positive information about what happens when the steel is teemed into molds is quite evident. Such questions as what is the proper mold size, shape and thickness; which is the best mold coating; what is the best rate of pour for any given steel, and what is the effect of cooling rates on quality, are still answered by opinions. It is acknowledged that a poor heat of steel cannot be improved in the pouring pit. On the other hand, a good heat can be ruined by improper handling after it leaves the furnace.

Let's start at the beginning, Mr. Turner. Where and when were you born? In Lansing, Mich., on July 31, 1880. And what was your education? I went to the University of Michigan, where I got an A.B. degree in 1902; then to the Michigan College of Mines at Houghton, graduating from there in 1904 with a B.S. and an E.M. What was your first job in the mining industry, Mr. Turner, and what were you paid? In the summer of 1902, 1 was a field assistant for the U. S. Geological Survey in southwestern Idaho and southeastern Oregon, working under Israel C. Russell, professor of geology at the University of Michigan, who incidentally, had just returned from an expedition to study the effects of the eruption of Mt. Pelee, on Martinique. I was paid $60 a month and found; in addition to doing geologic and hydrographic work, I cooked many of the meals for a party of four, and wrangled four horses. I slept for four months under the stars, without a tent.

TWO months ago, just after the coal code hearing in Washington, one of our leading liberal weeklies printed a study of the coal industry made by an economist in the Administration, and on the outside cover bad it featured as "Coal-A Dying Industry." There are, of course, different opinions as to the accuracy of this characterization and I want to present some of the facts about the outlook for the bituminous industry for a short time ahead. In view of what has happened in the industry within the recent past it would be futile to attempt to make any prophecy about what is likely to occur in the future. We all know that a prophet is not without honor save in his own country, but it is likely that anyone undertaking this role about this industry would soon find himself in no man's land. One can, with some slight degree of safety perhaps, outline present conditions and tendencies and draw some inferences as to what the future may hold.

YOUR speaker has long sought an opportunity to review the many differences between the subject matter called economic geology and the duties of a practicing economic geologist. As the subject was taught in my student days, professors teaching courses in economic geology paid little attention to what we now call industrial minerals. Certainly they were not concerned with problems involving production and marketing, but only with the origin of such mineral deposits as the Stassfurt potash deposits; with other evaporites, such as salt, gypsum, and Chilean nitrate; with the possible modes of formation of sulfur in salt domes; and the causes of asbestiform mineralization. Of course, much time and thought was given to the mineral identification and sequence of deposition of the minerals in pegmatites. The fact that such deposits actually produced commercial feldspar, mica, beryl, and lithium minerals for sale in industry was of minor importance. These observations lead us to pause to inquire, perhaps facetiously, what is and what is not to be included in the science of economic geology?

One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? CREATION of atomic energy, aside from its influence on war or peace, has posed these basic questions for the world: How soon can energy from atoms be harnessed to do man's daily work? How much of this power will there be, to what degree will it supplant present fuels, and what does it imply for the future of civilization? Answers to these questions may be found in part in analysis of just what atomic energy is and how far its development has come. The answers are encouraging. One of the first questions encountered in considering the application of atomic reactions is whether such reactions can be controlled. Fortunately, this has been adequately demonstrated by the operation of the Government plutonium plants at Hanford, Wash. Here nuclear reactions are carried out on a large scale involving liberation of about a billion B.t.u. per hour. This hourly heat liberation is equivalent to that obtained from about 7100 gallons of fuel oil. It has been possible to operate these plants day in and day out with the reaction controlled at the intensity desired. There should therefore be no question that, under proper conditions, reactions involving nuclear fission can be controlled.

Literature on the electrolysis of aluminum from cryolite melts and on the structure of these melts is surveyed critically. Data on density, freezing point, and other properties are reviewed. Theories of the electrolysis are examined in the light of these data. Two theories are presented which account equally well for the observations. * * * * In the early days, the process was thought of as a simple one. The actual mechanisms must be tremendously more complex. 2.3-1. Introduction. The subject-"Preliminary Evaluation of Coal, Metallic and Industrial Mineral Deposits for Surface Mining'-seems at first glance to be definitive and not likely to be misinterpreted. Nevertheless, there are widely divergent opinions as to what is meant by "preliminary" and even as to what is meant by "evaluation." Some definition and qualification is necessary in order to provide a readily recognized basis for discussion. Evaluation evokes the idea of organizing extant data and judging its significance especially in the economic sense. It also may evoke the concept of the physical processes of acquiring the data that will characterize the deposit such as the geologic mapping, drilling, etc. Castle (5) considers that evaluation may embrace psychological aspects wherein human traits as, for example, over optimism might cause the evaluator to overlook obvious project weaknesses. In this chapter, evaluation is discussed primarily from the viewpoint of economically appraising a project from data available at a given point in time. The qualifying adjective "preliminary" is not easily defineable. In fact, some kind of evaluation proceeds, if not continuously, intermittently over the full span of exploration and early stages of development of a deposit. Bailly (1) comments: "Sometimes, before starting exploration in new areas or countries for a given commodity, we establish models to define what minimum combinations of re- coverable grade and tonnage are needed to give the minimum acceptable rate of return established by corporate policy. Then, before starting physical exploration in any target area we try and guesstimate optimistically what best 'geometry-grade-tonnage' can be expected. If these are acceptable in light of above minimum combinations, exploration is started as soon as funds are appropriated for the target area.''

INTRODUCTION In the preceding chapters we have discussed the various elements of mineral economic analysis, their interrelationships, and the most accepted and advanced techniques by which these elements are manipulated to provide the decision maker quantitative measurements for judging alternate investment opportunities. Regardless of how carefully the economic evaluation is made, and how comprehensive the study of economic parameters has been, uncertainty still remains a significant factor in the outcome of the analysis. The investor or money manager is acutely aware of the uncertainty factor. Many of the economic parameters are functions of economic forecasts and value estimates that can- not be known with any degree of certainty. The postulated DCF-ROR is based upon certain estimates representing "best guess" values, and a single point parameter DCF-ROR analysis represents a combination of "best guesses." The wise decision maker looks at such an analysis and asks the "what if" questions. What if the production cost is 10% higher than the estimate? What if there is an overrun in construction costs? What if the mineral price falls lower than expected? What will be the effect of a higher royalty rate? Many more such questions may arise in trying to assess the total risk involved in funding a mineral project. Prior to the advent of the computer it was difficult to answer all such anticipated questions because of the many laborious calculations involved. Now, with the aid of the computer, most of these questions can be answered by the analyst at the same time the original computations are made by using the process of sensitivity analysis. Sensitivity analysis shows the effect of critical parameter changes upon the DCF-ROR or other profitability measure. When probability of occurrence can be associated with the various parameter value levels, sensitivity analysis becomes probabilistic analysis, and the risk factor can be quantitized in terms of total probability. SENSITIVITY ANALYSIS The determination of the sensitivity of the profitability index (usually the DCF-ROR) to changes in the various economic parameters, taking them one at a time, is called sensitivity analysis. The analysis may be performed for any number of parameters involved in the DCF-ROR computation. Generally, in mineral evaluations the most sensitive and most tested parameters are: the metal or mineral price, the operating cost, the annual production grade, and the initial capital invest-
