(communication to the Secretary *).-It has long been known that sulphur and oxygen react upon crude oils, removing hydrogen and thereby creating unsaturated hydrocarbons which unite with each other, producing heavier forms. Dr. Rogers now finds that the percentage of sulphur in the oils of several fields in California is roughly proportional to the specific gravity of the oil. This additional proof is most welcome. It is rather surprising, , in that the impression had prevailed that practically all the reacting sulphur escaped from the oil as hydrogen sulphide, and did not remain in combination with the oil. It would be interesting to know what part of the sulphur-plotted by Dr. Rogers is in solution as free sulphur and hydrogen sulphide, and what part is, in more complex compounds, such as thiophanes, etc.

Some mining engineers are pursuing their destinies in places far removed from what they might have envisioned back in the classroom. The path they follow to work each day may wind down Wall St., Park Avenue, LaSalle, or Market; their offices are in modern skyscrapers which offer all the amenities-air conditioning, thick carpets, attractive decor, and executive lunchrooms, to name just a few. The papers on their desks are a combination of financial figures and feasibility studies. But even in these surroundings there are indications of what these men do and where their professional interests lie-minerals are everywhere, from vast collections to one symbolic paperweight. . . there are sometimes specks of dirt under fingernails from a recent on-site inspection, belying the traditional banker's garb. . . and there are the wistful comments about finding it necessary to get out in the field.

To evaluate chemically the sample of rock obtained by diamond drilling, it has long been recognized that the analyses of the two components of the sample, core and sludge, must be given appropriate influence in computing the average analysis of any unit of depth. The purpose of this investigation is to set forth what means are available for apportioning the effect of core and sludge on the final analysis, what variables affect the problem, and what combination of applied mathematics will closest approximate the truth under each condition as these variables proceed within their limitations. A drill hole is bored in iron ore ex- ploration principally to test variations in rock composition with depth and is usually directed as nearly normal to the bedding of a horizon to be tested as possible. This practice has a tendency to minimize variation in composi- tion laterally which in any event is not likely to be great. It is obvious that the opportunity for change in analysis of a particular rock is not statistically as great radially in a diamond drill hole where the distance in which such a change may occur is from 0.719 in. (EX bit) to 1.469 in. (NX bit) as there would be longitudinally even in a run as short as 5 ft. Variations in composition of bedded or layered rocks are usually greater normal to the bedding than parallel thereto. Even in massive rocks, like porphyries, varia- tions are functions of distance. Hence, in either case, variations along the hole are of greater effect than across it.

The cost of transporting mineral raw materials and products will receive greater attention in the next 10-20 years because raw material sources and markets are changing. Today, shipping costs may equal 20%-80% of the landed or delivered cost of raw materials and products. Companies are learning that total costs are what count to the company and customers. Transportation has historically been priced at "What the traffic would bear" and little real effort has been made to analyze the shippers problem and provide them with effective and low cost transportation. This climate existed in both ocean and rail transport. The shiplines and railroads did not understand the shipper's problems and few shippers understood transportation and how to buy it. Recently more consideration has been given to the advantages between the American Merchant Marine- American Flag and Foreign flag vessels. The discussions held focused on what action is desirable to encourage American flag operations. Based on extensive studies made by both A. E. Gibson, Maritime Administrator and R. J. Blackwell, Deputy Maritime Administrator, the resulting statistics show that the potential for ocean transport is as follows: U. S. Foreign trade is estimated at 620 million long tons annually in the early 1980's. It was 418 million tons in 1968. In 1968 only 6.4% of the U.S. ocean borne trade was carried on American Flag vessels. About 50 million tons of early 1980's trade will go ill container ships. That leaves over 500 million tons to go as bulk or "neo-bulk" cargo.

THE Institute of Metals Division of the American Institute of Mining and Metallurgical Engineers appointed a Research Committee in 1925 to de-termine what could be done by the Division to promote research work in the United States on non-ferrous metals. It was recognized that a considerable volume of use-ful research work in this field was being carried on by individual industrial companies as well as by the uni-versities and other research institutions, such as the Bureau of Standards. One need only refer to the recent research literature on non-ferrous metals in the TRANS-ACTIONS of the A.I.M.E., and elsewhere, to be con-vinced of healthful research activity in this field. The appointment of the Committee, however, voiced the impression that what was being done was, however excellent, inadequate for the needs of the industry. It was felt that the Division could usefully devote some of its time and effort in stimulating activity in this field. The deliberations of the Research Committee have not failed to develop wide differences of opinion even on the simple questions: (1) whether the Division can aid in any practical manner in this cause and (2) what the features of such aid might be. However, it was clear that there was only one type of research activity with which it could be very usefully concerned, viz., that on subjects of fundamental interest and general application. It was obvious that research work having special objects and more immediate commercial appli-cation should best be left to the industry itself.

The use of "probability" methods in slope stability analysis has been practised by geotechnical engineers for some time. This paper questions whether the term probability has been properly used since in many cases the term is used in a classical statistical manner only to describe frequency distributions of data. This paper proposes a definition of the term probability which includes the engineers' subjective state of confidence for all critical parameters. Such parameters may include the slope stability model, undetected structural features, strength, groundwater pressure distribution, and geological framework. This process does not make a "better" analysis but it does force the geotechnical engineer to state his opinion in such a manner that others can understand and if necessary, criticize the assumptions. Further, this technique forces the question, "What impact would failure of a slope have on the production schedule or costs of a mine?" The level of risk taken in adopting a particular slope design strategy in a mine is not a question of what Factor of Safety should be selected but, rather, what trade-offs result from steeper slopes and the associated costs of failure. This paper also presents several simple probabilistic techniques which, though widely used in other fields have been all but ignored in geotechnical slope stability analyses. These include the use of stratified sampling to optimize Monte Carlo uncertainty approaches, and the use of simple functional approximations rather than complex stability models in probabilistic analysis. The author presents a case example of this technique and discusses the results in comparison with more traditional methods.

WHEN the Board of Directors of the Institute in June 1931 approved the formation of the Committee on Eastern Magnetite and its then membership of eleven, little did any of those concerned envision that twelve years later the annual Committee luncheon would attract 34, and the technical session, jointly with the Iron and Steel Division, more than 70. Yet that was exactly what happened during the February meeting just passed. And what is more important, some members of the Committee are now predicting that by 1944 over 10 per cent of the iron ore produced in the United States will come from these Eastern Magnetite properties. Chairman Crockett, in opening the meeting, advised that due to the serious illness of Meredith E. Johnson, State Geologist of New Jersey, Mr. Johnson would be unable to brief his scheduled paper, which would therefore be reserved for a later date.

A good mining engineer is supposed to make a good mine. What then makes a good mining engineer? There certainly are a lot of answers to that question. The answers depend on whether you are one, work for one, or employ one. There are several cliches about mining engineers, and there is some truth in them-as there usually is in any stereotype. Hollywood chose Jeff Chandler to portray a mining engineer in Foxfire. The image here was of an almost one-man mining operation. When Chandler picked up a jackhammer, cradled it in his gut and started drilling out a tunnel round, it gave one the hives. I would have liked to see him finish just one round that way. There are limits to what even the most hairy-chested of us will try. We can assume that Hollywood feels it needs to over- draw any profession to add impact.

ONE of the major problems of management is how to restore in some measure the personal relation-ship between employer and employed which, in the days of small concerns, meant better morale among employees. The complexity of industry today, the heterogeneous mass. of workers employed, many .of them new to this country and to its institutions, the inability of those whose task it is to get out production to spend much time on the problems of labor-all these and many other factors serve to make of great impor-tance the question of how to establish more satisfactory mutual good will. While there is no such thing as a sure cure for labor troubles, in spite of the fact that charlatans have been selling alleged cures to guileless employers, study and experience have brought to light methods of approach to the problems confronting management in its relation to labor that are well worth consideration. Labor problems must be approached with common sense and an open mind. Facts must be the basis of action. So it is with the question of morale in industry. What makes or breaks morale? What are the forces behind the actions of men? What is there in one man that makes him act differently from another man under similar circumstances? How are men affected by the actions of others in their own group or by the actions of those under whose supervision they work? These are questions that must be carefully studied if we are, to get at the bottom of industrial unrest. It is an easy thing to say that good will can be created by "treating men right." That involves so many things and points of view that it will hardly serve as a full answer to our problem; but it is a good starting point if we mean by right treatment the payment of wages consistent with the well being of the worker and his family as members of the community, and if we also mean the provision of sanitary, wholesome working conditions and a working schedule that does not overtax the worker physically, and mutuality-a give and take relationship. With this as a basis we can go a step farther and see what else can be done to promote better relations between management and the workers.

The processes involved in turning a set of seismograph records into a geological structure map may be divided into three classes; (1) picking reflections on the records, to be used for the computations; (2) determining the basis on which the computations should be made in order to arrive at correct results; (3) making the necessary computations and plotting sections and maps. The first is usually done by the crew chief, or at least checked by him. The computing system usually originates in the head office, occasional consultations with the party chief providing modifications as necessary to meet special conditions. The computations and plotting are done by the party computer, with possibly one or two assistants if the calculations require much time. Picking the Rejleclions Marking of the reflections on the records is perhaps the most important step and the one most likely to determine the reliability of the final results. Making the "picks" is important because most of the problems that come up in practical work are connected with the problem of what can be done with poor records. The lack of any definite criteria by which to judge what are good and usable reflections is at the bottom of the difficulty. Give the same set of records to several people to mark and they will probably come out with a variation in the number of reflections per record that are deemed usable. With good records the correct picks are obvious to all, but with poor records experience seems to be the only reliable guide as to what picks are reliable and what are merely born of imagination and desperation. Experience in marking records and seeing how the structures eventually check out is more important than training in physics or geology. Different types of equipment and shooting methods may produce records quite different in appearance, from the same territory, and the computer can do his best work with records of a type on which he has had considerable experience, and has learned the limitations and shortcomings as well as the virtues of the data with which he is working. Reflections may be picked for dips only, in which case the particular reflection picked is not recognizable with certainty on records from any other spread. OF what use is the federation to me and why should I support it?" is a question that has been asked by many members of the constituent societies of the F. A. E. S. during the last year; a question that is asked because the speakers do not realize what the Federated is doing or what is the field of its activities. "What is it doing for the profession and for mankind?" would be a more appropriate question, the answer to which is found in the closing chapter of Prof. Cassius J. Keyser's "Mathematical Philosophy."' The chapter is entitled "Science and Engineering." Professor Keyser writes from the layman's point of view. He is looking at the profession and at engineers from the outside. We have in his thoughts the oppor-tunity that Burns sought when he wrote "Oh wad some power the giftie gie us to see oursels as ithers see us." With the permission of the author and the publisher, we quote the following paragraphs: A layman, viewing a profession from the outside, seeking thus to ascertain its proper relations to the common weal, may bring to the task a certain freedom, which, were he a member of the profession, he might have lost. "Men trained in a profession," said Prof. David Swing, "come by degrees into the profession's channel, and flow only in one direction, and always between the same banks. The master of a learned profession at last becomes its slave. He who follows faithfully any calling wears at last a soul of that call-ing's shape. You remember the death scene of the poor old schoolmaster. He had assembled the boys and girls in the winter mornings and had dismissed them winter evenings after sundown, and had done this for fifty long years. One winter morning he did not appear. Death had struck his old and feeble pulse; but, dying, his mind followed its beautiful but narrow river-bed, and his last words were: It is growing dark-the school is dismissed-let the .girls pass out first."' I shall not be so much concerned with the present status of the science as with its potency and promise. Of individual engineers the ideals may be high or low, worthy or unworthy; but of engineering itself the ideal is great and mighty. It is of that ideal that I intend to speak.

It has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine — each has very often to be governed in his actions by conditions which he cannot see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal—the further extension of ore-bodies, the existence of new ones, the throw of a fault, the probable change in grade' or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what his course should he to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directcd with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory operation is averted. AT a meeting of the American Society for Testing Materials at Atlantic City, June, 1908, Dr.. C. B. Dudley, in his presidential address,' showed the vital necessity of not only making a steel rail as good as in the past, but of making it considerably better in order to meet the present and prospective require¬ments of railroads. Doctor Dudley requested the co-operation of all who from personal experience could give information that would result in bringing about the production of a steel rail that could be relied upon to meet the present requirements. I have had considerable experience in the practical manufacture of steel of almost every grade, during the past 40 years, and I shall suggest changes that will bring about the results desired. Doctor Dudley has had a long experience as chemical and metallurgical expert for the Pennsylvania railroad, but he frankly admits that up to the present time both he and other metallurgical experts lack the practical knowledge of steel-making that is necessary to state correctly the reasons for the unreliability of the steel rails now produced. The necessity is self-evident for more positive practical knowledge on the part of these experts of what is possible and what is impossible regarding the practical manufacturing of steel rails from the ingot to the, finished product. Chemical knowledge in steel-making is far in advance of what it was years ago, and might be said to cover every requirement (in that department) for producing reliable steel. The study of the metallography of steel has been of great value, also the physical testing of steel, but this knowledge will only de-

WHAT IS SAMPLING? We are all involved in sampling almost every day of our lives, by tasting, feeling, or smelling. Most raw materials, food products or manufactured items are sampled several times at various stages of the production process before a commodity of suitable quality can be produced. Data obtained from sampling is used in establishing price, quality control, allocating production costs, or overall process efficiency. The area of sampling outlined in this article is the collection of a small quantity of material from large continuous bulk flows of solids and slurries. The concern in obtaining the sample is that the material obtained is truly representative of the main flow in every respect. The methods and equipment outlined are for the collection of a manageable sample. The sample has to be analyzed in a laboratory to determine its characteristics and compliance to set standards. SELECTING A SAMPLING SYSTEM When selecting a sampling system, it is essential to define the requirements, as to what the actual sample obtained will be used for and what degree of precision is required. Determine whether or not the system has to comply with any set standards such as A.S.T.M. (American Society for Testing and Materials) which have established methods for collection of a gross sample of coal. Sampling which is done for in-plant or process control is not generally governed by set procedures, but similar care should be taken during the selection process so that when the equipment is put into service it will operate reliably and produce a sample which is truly representative of the total material lot or consignment.

THE purpose of this paper is to state briefly the inspection requirements of the Bureau of Ordnance, the specifications governing the inspection, and the physical and chemical properties of the steel used in the construction of ordnance for our Navy. It would be of interest to evoke discussion on points in these specifications which do not tend to insure the production of the very best material for the purpose intended. In other words, what requirements of our specifications are useless and also in what manner are our specifications deficient? It might be well at the, start to answer the first criticism of this paper which will probably be made, and that is that the title does not agree with the subject matter. Considering metallographic work as covering only the macroscopic and microscopic examination of metals, this paper will have gone beyond the subject; but it is believed that a broader definition of metallography is that it is the study of the relation of the internal structure of metals and alloys to their composition and to their physical and- other properties. The internal structure of steel is dependent on its physical and its chemical properties. These physical properties are dependent on the chemical composition and the mechanical and thermal treatment of the steel. So it seems that this subtitle would not be entirely necessary and that the title "Metallography of Steel for Ordnance Purposes" would cover a study, not only of what we can learn of macroscopic and microscopic examination, but broadly of the whole subject of the specifications, the fulfillment of the requirements of which produce the structural conditions revealed by macroscopic and microscopic examination. .
