ENGINEERS as a group are often criticized because they have been responsible for the development of many technical improvements only to allow the administration of them to pass into the hands of others who may have little understanding of how they operate and little competence in their use. These criticisms are not always justified. There are many engineers who have shown themselves to be great administrators in addition to being great creators or builders, and more and more one sees the engineer demonstrating unusual administrative ability as he moves into the executive ranks. The last five or ten years have seen a new movement developing in this country-a movement brought about through the recognition by business statesmen that successful business administrators and executives just cannot be expected to develop like Topsy, that the management of a company must deliberately take steps to cultivate the proper climate or environment for growth if it wishes to provide an adequate and capable succession of executives in the future. This movement has taken on a number of names-Management Development, Executive Development, Personnel Development-but are these not actually misnomers? Can we develop anybody? In the strictest sense of the word, the author doubts that anyone can change any other person, at least, not much. The change must come from within. Perhaps this movement should be looked at not as a program of developing people but as one of giving people an opportunity to develop themselves. In the Humble Oil & Refining Co. there is an Executive Development Program; maybe it might better be called a Program of Development for Executives.

The efficient operation of a blast furnace depends primarily upon efficient contact between the descending streail1 of solid materials and the ascending stream of gas. A program of research dealing with the interior of the present-day furnace is being carried by the U. S. Bureau of Mines along two lines: (I) observations on commercial furnaces and (2) experiments in the laboratory. Through the courtesy of the officials of the Illinois Steel Co. it was possible to make a detailed investigation of the interior of the shaft of NO. 4 furnace at the company's South Works, South Chicago, Ill. The experimental work is reported in a IT. S. Bureau of Mines bulletin' which will include the results of several thousand observations on the interior of the shaft of this furnace. Such of the data as are presented later in this paper constitute only a brief summary. The second part of the work has been conducted in the laboratory. Only one phase of the laboratory investigation has been completed at the present time, namely, the flow of gases through beds of broken solids." The object of this papcr is to correlate the results of the two different lines of research and to present a. more or less complete picture of the condition of the interior of a blast furnace by giving approximate, quantitative data of the actual size-distribution of solid particles in a typical furnncc, and of the efficiency of contact between the gas and solid phases. With such data before him the operator or the experimenter not only has a much better idea of the actunl conditions inside a furnace, hut he also knows in what direction to look for possible improvement. The discussion which follows presents only a few of the items studied and reported; those persons who are particularly interested in all the result's of this investigation must refer to the aforementioned publication.

DURING the past few years, the Mineral Point Zinc Co. has had under consideration the improvement of various types of gas-filtering apparatus used in the removal of dust from crushing and milling plants, in the manufacture of oxide, and on blast-furnace fume and sintering furnaces. The original equipment of the various plants of the company was, of course, along lines of the standard stationary bag house. These houses required large surfaces, hand shaking, and varied only in the manner of the collection of solids and in the distribution of the gas. Early in 1908, the first trial of a mechanical bag house was made at Nassau Plant at Depue, Ill. The duty of this installation was on dust-laden gas from a fine-crushing mill. The Printz and Rau bag machine was finally adopted and put into operation. This ingenious machine embodied what were then to us two novel features in bag-house practice: 1. An intermittent crinkling and snapping of the filtering fabric to free the meshes of solids. i 2. A reversal of gas flow for a short period by a temporary connection w th the suction trunk. This equipment worked fairly well except in cold weather, when we ran into condensation troubles. Had we at that time understood more fully some of the limitations of fabric filtering work, these might well have been remedied. We were impressed by this experience, however, with the efficiency of sudden tension on the fabric under suction. After a study had been made of some of the Western blast-furnace houses using the reversal-of-flow feature, experiments were started early in 1914 with a view to developing an automatic equipment along the best lines of our past experience. The objects sought were: 1. Keeping labor out of the houses for hygienic reasons. 2. Reduction of labor costs. 3. Reduction in -size of hag houses. 4. Accessibility. 5. Ability to handle relatively hot gases where required.

In recent years, with the advent of new steelmaking procedures, the emphasis has turned away from conventional teeming and has been directed toward continuous casting. This paper points out the fact that there are still new methods being considered to decrease the problems and costs associated with conventional teeming. Although Inland has had no experience with the repair of mold lugs, we do find some problem with damaged ears associated with mechanically capped steel. When pouring bottle tops, any crane movement or leak from the pouring nozzle may result in steel over the top of the mold which, in turn, may result in the shearing of the mold lugs during stripping. Recent back pouring practices increase the chances of this occurring. At Inland's steelmaking shops, we have tried to combat this problem by various methods such as burning the steel from around the top of the mold at the pouring stand with oxy-gas torches. Last year, No. 4 BOF began a conversion from round to elliptically shaped bottle top caps. This change has greatly reduced the chance of splashing due to crane swing by increasing the dimension in the direction on normal swing. The answer to this particular problem is, however, tighter control of pouring performance. We are presently engaged in a process of re-education of personnel and experimentation with different materials and designs of nozzles, heads, and sleeves to help us achieve our goal.

The consistent upward trend in crude oil production prevailing in California throughout the greater part of 1929, was effectively checked in November by a curtailment program instituted by mutual agreement between operators in four of the major fields. This program artificially reduced daily production to approximately the same daily figure as prevailed in December, 1928. The large amount of deep drilling during the later part of 1928 and during 1929 has established a potential, however, which is far in excess of refinery needs in the state. Low prices for crude oil which prevailed in California during 1928 continued during 1929. General curtailment continued in the older fields in San Joaquin Valley. The number of wildcat and exploratory wells drilled throughout California was materially increased, but no major field was discovered unless the recent bringing in of the Ohio Oil Co.'s Recreation Gun Club No. 1 well, near Venice in Los Angeles Basin, during the closing days of 1929 results in such a field. Significant developments during 1929 were: (1) The discovery of three deeper zones in the Santa Fe Springs field known as the O'Connell, Clarke, and Hathaway; (2) Kettleman Hills development and unanimous agreement to restrict production; (3) developments along the Santa Barbara Coast and the drilling of tideland permits; (4) extensions of some of the older producing areas in the San Joaquin Valley; (5) the Lawndale and Santa Barbara Mesa structures, the former discovered in Los Angeles Basin in 1928, the latter in Santa Barbara County in 1929, proved to be failures; (6) intensive exploration throughout the state and the drilling of a large number of deep wildcat wells; (7) discovery of oil by the Ohio Oil Co. in the Los Angeles Basin at Venice; (8) Long Beach and Ventura Avenue fields maintained steady production throughout the year. As a natural sequence to the discovery of high-gravity oil fields in Kettleman Hills and at Elwood in 1928, a tremendous amount of exploratory work was done in 1929 in areas underlain by rocks of lower Miocene age, particularly along the Santa Barbara Coast area, the San Joaquin Valley, and the Salinas Valley, where the Vaqueros and Temblor sands were considered to hold possibilities for production.

UNTIL about 1930, the universal practice of horizontal-retort zinc smelters in the United States, as far as the writers are aware, was to operate the retort furnaces on a 24-hr cycle; that is, the retorts were charged in the early morning of one day, and in the early morning of the following day the residues were cleaned out, the retorts recharged, and a new cycle started. During the business depression of the early thirties, zinc production fell off to the extent that zinc smelters had idle retort capacity. Rather than continue to run some of the retort furnaces on a 24-hr cycle and shut down the remainder, a few companies decided to try out a longer cycle. Although the output of zinc per retort per day is lower, the longer cycle permits a larger charge per retort and improved zinc recovery. Advantages of the longer cycle were soon evident, and the practice spread rapidly. Various lengths of cycle were used, typical examples being 28-hr, 32-hr, 36-hr, and 48-hr. The 48-hr cycle fits in best with the standard routine of smelter practice that was built up on the basis of the 24-hr cycle; that is, the retort furnace "maneuver" always comes at the same time of day, and can be performed in the cool hours of the early morning. Under some conditions, particularly in some of the older plants, where the retorts are smaller than in newer plants, a 48-hr cycle is longer than necessary, and some intermediate length of cycle may theoretically be most economical. Use of an intermediate cycle, however, means that the maneuver comes at different times on consecutive days, and that sometimes it comes during the hottest part of the day. The work on the retort furnaces is extremely hot and arduous at best, and it is much worse, of course, if it is done during the heat of a summer day. When labor was plentiful and tractable, many plants were able to operate on cycles of intermediate length, but the workmen did not like the working hours. Under present labor conditions, it is hardly practicable to operate with a cycle of intermediate length, so the choice has narrowed down to the alternatives of 24-hr or 48-hr cycles. In any discussion of economics, too comprehensive generalization is not warranted, because local conditions affecting economics vary greatly. The best economic practice at one plant at any given time may be uneconomical at another plant, or even at the same plant at another time. To determine the length of cycle that is the better practice at a given plant at a given time requires a weighing of the advantages and disadvantages of each cycle, taking into consideration all the local conditions. Some of the factors that must be considered in making the comparison are discussed briefly in the following paragraphs.

The Sierra Mojada mining district is situated in western Coahuila, about 8 km. east of the Chihuahua state line, and about one-half way from the northern to the southern extremity of the state. It is at the terminus of the Mexican Northern R. R., 125 km. northeast of Escal6n, Chihuahua; also about, 240 km. due west of Monclova, Coahuila. The altitude is approximately 1500 m. above sea level. The Sierra Mojada valley is about 10 km. long, from east to west, with a width of 1 to 2 km. It is approached from the east through the Puerto del Oro, where the Mexican Northern R. R. enters the valley; the slope from west to east is gentle. The Sierra Mojada, of which about 300 m. is an almost vertical wall, bounds the valley on the south side; on the north side, the slope to the crest of Sierra Planchada is more gradual, rising only 200 or 300 m. above the valley. Water is relatively scarce in the district, and there are no running streams. The rainy season, usually beginning at the middle of June, lasts through July, and occasionally into August or September. In some years the rains fail entirely. The slope of the ground is such that nearly all the water immediately runs off. The arroyos along the flanks of the mountains are not very deep, but in heavy rains, sometimes approaching cloudbursts, a tremendous volume of water rushes down them, carrying large boulders. A certain amount of seepage collects in the agglomerate, lying below the conglomerate, and is retained in the local fractures. Some shallow wells have been sunk in this agglomerate, and one well over 150 m. deep was sunk on the Volcan ranch, supplying about 76 1. (20 gal.) per min. A considerable supply of water is collected in large earth reservoirs in and below the town of Esmeralda. In ordinary years this supply will last until January or February, after which the Volcan well has to be depended on until the next rainy season. Vegetation is scarce, aside from scanty scrub oak and other brush in the mountains, and a few mezquite, locust, pepper, and cottonwood trees

Tramp iron and steel moving on a conveyor belt cause small currents to be generated in a coil situated in a strong magnetic field, which are converted to an alternating current and are amplified. The output voltage from the amplifier fires a thyratron with a relay in its anode circuit, which actuates a howler and simultaneously drops a spot of marker material on the belt.

THE Birmingham district of Alabama has utilized the slag from its blast furnaces consistently since the earliest development of the slag industry. Today there are producers of slag cement who started business in 1900, and who have, under a progressive policy, expanded the number of their products to meet present demands. There are producers of slag aggregates and other crushed slag products who have been successful for periods of over thirty years. There are at the present two companies, Cheney Lime and Cement Co. and the Southern Cement Co., manu-facturing puzzolan cement; three companies, Birmingham Slag Co., Woodstock Slag Co., and Swann Chemical Co., making slag aggregates and by-products; one company, Tennessee Coal, Iron and Railway Co., a subsidiary of the U. S. Steel Corporation, producing ground open-hearth basic slag for soil conditioning. Two companies, the Sloss Sheffield Steel and Iron Co. and the Woodstock Slag Co., make slag concrete in ready-mix plants and one company, the Superock Company, manufactures fine and coarse slag aggregates under a new granulation process. No Portland cement is made with slag as an ingredient, because dolomite is used so extensively as a blast-furnace flux that the magnesium content of the slag is excessive.

The principle of sliding or graduation in royalties is accomplished either by the block, period, cumulative, or class method. The block method calls for a very low royalty rate on all oil produced up to a certain amount. This amount would normally be that which is believed to suffice to repay the cost of the well. A higher rate would be charged after the well is making a profit. This method, common in many industries, is peculiarly inadaptable to any industry such as this where the productivity per day of the units gradually and inevitably decreases. This, for reasons given later, is because it forces an early abandonment of the well and so offends against conservation. In the period method, the royalty rate is changed by some definite amount when the well produces less than a specified quantity per day or other given unit of time. While simple to explain, it operates badly because a great deal is made to depend upon a small reduction in production, whereas the reduction as a matter of fact declines rather erratically owing to the exigency of lease management, connecting of tankage, and vagaries of the gaugers. These disadvantages are obviated by the cumulative method. In this method, all the production less than a certain amount per week has one rate of royalty, or none at all, and the oil produced in excess of that amount pays an additional rate of royalty. In the long run the calculation is probably no greater than with the period method, for simple tables will be published and printed in the oil papers that can be cut out, enabling quick readings to be made. Even without the table the calculation is easy with the few royalty rates, two or three, which would be used. In this method, the amount paid in royalty declines gradually, rather than suddenly as in the period method. The following reasons might be advanced for the adoption oi cumulative royalties: 1. To distribute the burden in accordance with the capacity to pay. This principle is a unique one in business, although familiar in taxation. This is because it does not distribute reward in proportion to efficiency.

Basic laboratory tests on trona and the surrounding shales initiated the Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strength, Mohr's envelope, the biaxial stresses at failure, and creep were investigated. A series of underground problems were then approached using this information and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line were studied. After about 30 stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investi- gate a possible application of warning devices near the cave line. A study of mine reorientation was made. Problems related to the shape and size of pillars and barriers were studied. The effectiveness of roof bolting patterns was examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program. Without this system, mining in more than one instance would have been next to impossible. Indeed, from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars. The Westvaco trona* mine is located near the town of Green River in the southwestern corner of Wyoming. It is owned and operated by FMC Corp. on land leased from the US Government, the State of Wyoming, and the Union Pacific Railroad. This paper reviews progress in equipment design and in the techniques applied to mine lighting in Great Britain. The incidence of the disease miner's nystagmus, which was a major source of concern only a few years ago, has now diminished, largely owing to improvements in standards of lighting in mines. The reorganisation of the coal mining industry, involving increasing mech-anisation, together with new safety legislation, has brought about the widespread use of mains electric lighting underground. An account is given of some of the results of research to determine the lighting conditions needed for compliance with the compulsory legal requirement of "sufficient and suitable" general lighting at specific localities in British mines. Some details are given of the techniques applied and the results of recent research in the problem of glare from miners' cap lamps. Of the various factors in the working environment of the miner, it is true to say that lighting is seldom given attention comparable with that devoted to other factors, such as dust, heat and humidity, or atmospheric gas content. No doubt one reason for this lies in the ability of the human eye to adapt itself to low brightness levels. Be that as it may, the fact is that at the turn of the 20th century the miner's working light improved little throughout the centuries during which mining technology has developed. Indeed, in coal mines which encounter a methane explosion hazard, flame safety lamps, with a luminous intensity less than one candle power, were virtually the sole means of lighting during almost the whole of the 19th century. The 20th century has witnessed a substantial improvement in lighting techniques underground in coal and metalliferous mining. In Great Britain the general pattern has been one of standards periodically raised by the implementation of Statutory Regulations imposed under successive hlines Acts, but it is fair to add that the more progressive mining companies usually anticipated the Statutory Regulations, which when they have been put into effect have served to turn into general practice what was already being done at the better mines. In earlier years, official requirements were limited to the specification of approved lamp designs, with stipulated minimum values of luminous intensity and light output, but more recently the necessity of satisfactory maintenance of standards during service has been recognized, and the current regulations not only require that a maintenance organisation should exist, but also specify a maximum permissible depreciation below initial approval standards.'

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. A SURVEY of the Mesabi Range iron-ore industry demonstrates that a satisfactory degree of technical progress has been achieved in the last fifteen years. This advance has not been made over a uniform front, but, by salients and bays, according to the different initial positions, economic and technical, of the component producing companies. The producers endowed with rich ore have in general, because of natural advantages, progressed more slowly than their neighbors with leaner properties. The advance has been made step by step all along the line -blasting, loading, hauling and concentrating-and without the benefit of radical innovation. There have been, for instance, no such parallel discoveries in iron ore as leaching and flotation in copper. The much lower unit price of iron operates, of course, to bar the application of these and other practices developed for the higher-priced metals. There exists, however, a radically new concentration process whose technology is well worked out and which may become economically operative in the not too distant future; this, as so often happens in engineering advance, because of recent developments in an entirely unrelated field. First, however, let me devote a paragraph or two to the more important economies effected in mining.

THIS is not simply the story of how a water filled shaft was developed into a million-ton- a-year producing mine in the space of four critical years, although it is reason enough for telling it, but it is also the saga of an engineering achievement in which knowledge nurtured by years of experience in coal and ore mines was blended together and the best from each type of mining selected. The entire system of mining was detailed on maps by the mining engineering department before the shaft was unwatered, and subsequent development followed these plans nearly to perfection. The selection of machinery was particularly critical as it was necessary to push production from only a few headings in the early stages of development and metal mine machinery was being used in a coal panel-system of mining. At the start of World War I1 the demand for iron ore to supply Woodward blast furnaces, and rapid exhaustion of the main source of Wood- ward ore, No. 3 Red Ore mine, necessitated speedy opening of the Pyne mine. The mine is three miles southwest of Bessemer and is responsible for 80 pct of Woodward ore, the rest coming from the Songo mine. The Woodward Iron Co. is one of the old producers of the Birmingham district. S. H. Woodward, an iron-master of Wheeling, overheard two Union soldiers conversing about ore and coal lands in Alabama, which lead to the acquisition of the first ore lands of the Woodward Co. in 1869. Development was not begun until after the death of S. H. Woodward; his two sons, W. H. Woodward and J. H. Woodward, formed the Woodward Iron Co. in 1881 and purchased a tract of land midway between the ore vein on the southeast and the coal field on the northeast about 12 miles southeast of Birmingham for the

"Mining as an industry of Utah had its inception in the activities of United States soldiers who came to the Salt Lake valley under the command of Gen. P. E. Connor, founder of Fort Douglas, in October, 1862. Many of these soldiers were from California and naturally employed their spare time in the search for minerals. Although their military status did not permit them to make locations in their own names, they assiduously prospected the region in accordance with their own knowledge and with information conveyed to them by Indians and others. Their efforts were encouraged by their commander, who thereby fairly earned the title of father of the industry here, and by their other officers, and many discoveries that subsequently proved of great value were made by the soldiers.No systematic prospecting or mining had been done in the Territory previously, although early Mormon settlers in the southern portion had mined a little ore from time to time in order to provide supplies of lead for bullets. The Mormon leaders at that time did not encourage mining. They held that agriculture was more important and profitable for their followers.Coal was discovered and produced in 1850. Iron was discovered in 1850 and the first iron plant was in operation in 1852 in Iron County. The first non-ferrous metal production was in 1854, in Beaver County, when Isaac Grundy treated ore from the Rollins mine in what is said to have been the first lead furnace west of the Rocky Mountains. The first mineral location was the West Jordan claim in Bingham canyon, located September 17, 1863, now owned by the United States Smelting, Refining & Mining Co., and still productive. The first district organized in the state was the West Mountain (Bingham), December I 7, 1863. Other important districts of early organization are: Little Cottonwood, December 20, 1869; Big Cottonwood, July 11, 1870; American Fork, July 21, 1870; Uintah (Park City), July 8, 1871; Tintic, December 13, 1896; Ophir, August 6, 1870. The first silver-lead smelting was by J. W. Gibson at Stockton in 1866. Lieut. James Finnerty had previously erected two small trial furnaces there, but made no quantity production."

“IT is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet ' with good fortune in all. they, undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work." These are the words of Georgius Agricola. to. those who are engaged in mining, taken from De Re Metallica, Book II, second paragraph. Safety in mining is just that simple, when considered on the basis of the individual. The words imply a .knowledge of what is to be done and how to do it. Armed with this knowledge it is only necessary to proceed with diligence and care to achieve the desired end without personal or financial mishap. Obviously the complication arises in the large company operating numerous mines and the consequent ramifications of company structure embodying management, supervision, engineering, and labor. Agricola stresses later on the importance of supervision and direction by the owners of the mine. We know that this principle is recognized today by the frequency with which the statement is repeated "a safety program must stem from management." People charged with responsibility for safety and management also stress the importance of securing the cooperation of the employees in formulating and carrying . out safe working practices. Safety committees consisting of employees, supervisors, and. representatives of management are recognized as the most practical method of achieving safety consciousness in all levels of mining company organization.
