Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes. IN THE copper-casting department of a modern electrolytic copper refinery there are two kinds of casting furnaces: the first, or anode furnace for casting crude copper into anodes for electrolysis; the second, or refined-copper furnace for casting the cathodes resulting from electrolysis into market shapes, such as ingots, wire bars, and cakes. Both furnaces are reverberatories of practically the same general design and are operated intermittently, putting through a charge normally in 24 hours. The treatment of the copper in both furnaces is similar, in so far that oxidation followed by skimming and reduction (poling) is carried on in both; but in the refined-copper furnace, the work must be done with greater care and it is of extreme importance that not the slightest trace of impurity be introduced into the copper. The furnaces usually hold from 150 to 300 tons of molten copper, which constitutes the daily charge. Except in the case of furnaces in the Lake district, where the concentrates from native-copper ores are charged through the roof, the furnaces are charged through the side doors by charging machines similar to those used in open-hearth steel practice. In 1916, at the Perth Amboy plant, of the American Smelting & Refining Co., located at Maurer, N. J., a study was made of the possibility of firing the copper refinery furnaces with pulverized coal instead of by hand. The proposed method possessed obvious advantages over hand firing and coal was a much cheaper fuel than oil at that time. It was realized, however, that there were several objections to its use, the principal ones being the liability of increasing the sulfur content of the refined copper, and the additional slag that might be produced from the ash. The increase of the sulfur content of the refined copper was the more serious, as more than 0.002 per cent. sulfur is objectionable. In the case of the slag, any increase would be expensive as the copper in this slag would have to pass again through the entire smelting and refining process.

JET piercing is a licensed process developed by Linde Air Products Co. Experiments with this method lapsed during World War II, but in the decade that followed the process was expedited. Two types of drills mount the jet piercing equipment for blastholes. The turntable of one machine rotates the complete stem system as well as the blowpipe, which emits three individual flames at different levels. Depth penetrated is limited by length of the blowpipe mounted in the rotary mechanism. This machine has successfully drilled blast- holes in Minnesota taconite.

THE cost of hoisting with electricity in deep mines is a matter about which little information has been published. This paper makes a detailed study of such costs and presents the information in a series of curves. In particular the curves show the cost of hoisting ore from depths varying from 500 to 7000 ft. Vertical with the shaft at 70° incline for the double cylindroconical and double cylindrical drums, the hoists operating balanced, using Ward Leonard and Ilgner-Ward Leonard control, and designed for most economical operation from each depth. Operation with the double cylindrical drum is expanded to cover hoisting from 2000 to 5000 ft. using equipment designed for 5000 ft. and from 4000 to 7000 ft. using equipment designed for, 7000 ft. Additional curves are included to show the ratings of the necessary hoist motors, energy input per hoisting cycle and size of flywheel in tons for complete equalization when the Ilgner-Ward Leonard system is used, also hoisting efficiency. The duty imposed on a mine-hoist motor fluctuates between wide limits during a cycle of operation. The demand on the motor may vary from a large horsepower value' near the beginning of the cycle to a small or a negative demand near the end of the cycle. Such factors as tonnage to be raised per hour, depth of shaft, and balanced or unbalanced opera-tion have such a marked effect on the operating cycle and vary to such an extent for different mines that no set of rules can he formulated for quickly determining the size of the motor required. The duty cycle from which the motor rating is (derived must he determined for each case according to the conditions of the proposed hoisting operations. The motor torque required at the cardinal points of the duty cycle is determined from the moment or torque in pound-feet necessary to raise and lower the load and ropes, accelerate and retard the load, ropes, drum, etc. The torque diagram depends largely upon the type of drum. Two different types of drums, if used on exactly the same duty cycles, may have widely different peak demands and capacities of hoist motors. Of primary importance in mine-installations is the hoist, which has a very direct bearing on the successful operation of a mine. Conditions vary greatly with different mines, and especially in different localities. Such factors as depth, incline, the number of levels, permissible or desirable speeds, conditions of ore, etc., are always more or less special in each case. Veins of ore are never exactly duplicated, and the nature of the ground through which shafts are sunk may considerably modify permissible values. As mining-laws are made by the different States, they necessarily vary somewhat, and, even when not fully observed, they introduce factors which qualify the conditions of hoisting men and ore. The amount of timbering required is often of importance as relating to hoisting-conditions. Methods of loading ore affect the time required, as also does the question of the use of cars or skips. Safety-precautions must be very carefully considered, and the number of men in each mine, the number of compartments, and often the method of removing water from the mine, must have careful consideration. While a general discussion of the subject of hoisting is possible, most cases are entirely special, and can be considered only in connection with the peculiar conditions pertaining to that particular installation. The cost of installation of the hoisting-plant may be an appreciable amount, while the cost of raising the ore may be but a small part of the total operating-charge. In many cases, however, the output of the mine is limited by the capacity or the hoist, and the latter thus becomes of the first importance.

The western coal industry, long overshadowed by the petroleum and metallic minerals industries, has been revitalized by several new coal mining operations, with the promise that this is only the beginning of a tremendous surge in production of coal that will carry into the next century. The content of this paper is confined to the coal fields and recent developments in eastern Montana, northeastern Wyoming and western North Dakota. The area is commonly referred to as the Powder River-Fort Union region although the Powder River Basin and the Fort Union formation are separate entities and are not coextensive. Coincidentally or otherwise, the extent of the subbituminous part of the coal region coincides approximately with the Powder River Basin. Environmental considerations together with the low sulfur content of much of the western coal have triggered demand since this coal could not compete at present with eastern and midwestern coal solely on a delivered-cost-per-million-btu basis. However, increasing costs of underground mining and the comparatively thin seams of the eastern and midwestern deposits may soon bring a balance to these costs regardless of the sulfur content. Another factor which has made western coal competitive at this time is the use of the unit-trains to significantly reduce the cost of transportation. Fast loading and unloading facilities and trains of 100 cars or more in turn-around service are the keys to success in this effort.

The mathematical description of solids transport in mills is an important aspect of the development of comprehensive models for the analysis, simulation and control of grinding systems. The basic mechanisms of particle transport and mixing, including gravity flow, carrier fluid transport, and "diffusion", are reviewed and their relative importance in wet and dry ball mills is discussed. Specific models for transport and mixing in dry, grate-discharge and wet, overflow ball mills are described. The limitations of the models, parameter estimation problems, scale-up criteria etc. are discussed and the conditions which lead to particle size dependent transport, and hence to internal classification in the mill, are described in detail.

Recent experimental data on the methane-n-butane-water system have been combined with data in literature to present: (I) the water-vapor content of natural gases, (2) the solubility of water in hydrocarbon liquids, and (3) the solubility of natural gases in water. Since water is present in petroleum reservoirs, experimental data regarding the behavior of water in hydrocarbon-water systems is of increasing engineering importance. A survey of literature (Table I) shows that data of these types are fragmen-tary at temperatures above the hydrate region. Experimental data taken from the authors' recent investigation of the meth-ape-n-butane-water system are presented.17

The Magnetic Storm Monitor is an instrument that continuously records variations in the earth's total magnetic field at a fixed location. It is intended for use in conjunction with airborne magnetometer surveys. There are stormy periods when changes in the earth's magnetic field are so violent that data obtained with airborne equipment would be of little value. The Monitor provides this information so that flights may be cancelled or terminated, thus eliminating useless flying. Moreover, when some unpredictable change in the earth's field occurs during an airborne survey, the Monitor record, showing a similar event, may serve to salvage the data.

PROBABLY no large industry in the United States is in greater need of technologic research leading to economic improvement than the coal industry. It has suffered severely from increasing substitution of petroleum and natural gas for coal and its products in the fuel markets. Part of this substitution is due to the greater convenience and suitability of liquid and gaseous fuels for special purposes, and part of it has been due to the extensive research programs conducted or sponsored by the petroleum and allied industries in the past 2 decades. A recent estimate1 places these expenditures at $100,000,000 a year.

The development, by the mechanism of volume diffusion, of a grain boundary groove on an interface separating a solid phase and a saturated fluid phase is calculated under the following assumptions: 1) isotropy of the interfacial free energy 's, 2) applicability of the Gibbs-Thompson formula relating curvature and chemical potential, 3) a nearly planar groove surface. The groove profile is found to have a .fixed shape and linear dimensions that are proportional to (time)1/3. The constant of proportionality is evaluated and involves ?s in such a way that the latter my be evaluated from grooving kinetics. A grain boundary that intersects an interphase interface will tend to produce a groove along the line of intersection (Fig. 1). The ultimate motivation for the formation of the groove is the reduction in interfacial free energ that occurs as the grain boundary contracts. Smith has discussed the way in which the free energy of the interfaces determines their dihedral angles at the groove root and has given a detailed analysis of the effect of the dihedral angles upon the nature the microstructures developed in polyphase alloys. Herring2 has extended the considerations to the case in which the free energy of an interface depends on its orientation and has thus added torque terms to the condition for interface equilibrium. Although the grain boundary and the interphase interface may quickly achieve the proper equilibrium angles where they intersect, as determined by the balance of equivalent tensions and torques,"2 the groove will generally continue to grow (though with decreasing speed). Thermodynamically, this continued growth reflects the fact that the lowest free energy cannot be achieved until the entire grain boundary has been eliminated; mechanistically, the growth occurs in response to inhomogeneities of chemical potential that are caused by the constraint of fixed dihedral angles at the groove root. The latter point is illustrated in Fig. 1, which shows that atoms* near the groove are on the convex side of a cylindrically curved surface and therefore have a higher chemical potential than atoms on the flat interface beyond. Thus atoms tend to leave the curved groove shoulders and force the groove to deepen. When both phases are solid additional chemical potential gradient may arise from whatever strain fields are necessary to insure continuity of material across the interface. In the discussion that follows, this complication due to strain will not occur since we always assume one phase to be a fluid and the other a solid. The transport processes that may operate to permit growth of the groove are surface (interface)* diffusion, volume diffusion in the phase on either side of the interface, and evaporation-condensation when one phase is gaseous. (Also a melting-freezing process is responsible for groove enlargement on a solid-melt interface as discussed in Sec. VI). The theory of grain boundary grooving has been discussed in detail for the processes of surface diffusion and of one type of evaporation-condensation.3'4 The theoretical predictions for the mechanism of surface diffusion have been confirmed in an experimental study of grooving kinetics in copper.5 In this paper, the theory of groove development by volume diffusion will be presented. Volume diffusion can occur either by atomic migration in the solid S or by diffusion of S atoms in the fluid phase, or solvent, adjacent to the groove surface. As discussed in Sec. V, volume diffusion in the solid should be less important than surface diffusion in forming a groove. THE casting of steel in large molds brings into play all of the undesirable effects that result inevitably from slow cooling. The origin of the molten metal, whether basic or acid open hearth or electric furnace, has little if anything to do with the phenomena involved. If the quantity of molten metal to be cast in a single mold is large enough, there is very little one can do about it-the metal will cool so slowly that 'nothing one can do, other than to provide as good feeding as practicable from an adequate reservoir of metal in the sink head, will be of any avail. Recently we have had occasion to cast a 108-in. octagon ingot weighing 545,700 lb, necessitating the combining of metal from three 100-ton open-hearth heats. This is one of the largest ingots ever made. The body of the ingot weighed 448,800 lb, which includes a bottom pool of about 7500 lb of metal, and the sink-head weight was 96,900 lb, or about 18 pct of the total weight.
