During the past 15 years in this country there have been few additions to the literature of lead smelting. After the consolidation of the principal smelting companies at the beginning of this period it became the policy of the larger company not to permit the publication of details in regard to many of its metallurgical processes. This led to similar action on the part of some of its competitors. The result, of course, was a decided decrease in the number of papers written upon the practical side of the subject. Even upon the theoretical side the contributions have been few. It would seem that the industry as a whole has suffered from this general unwillingness to exchange information. While it is true that a given company is entitled to the reward that may come from its own development of a new process, it is also true that a still greater reward might be the result of a free exchange of ideas with other plants. This principle has been recognized for a long time in other metallurgical industries, notably those engaged in the smelting of iron and the manufacture of steel. It is pleasing to note that the leading lead-smelting company has very recently decided to modify its policy of secrecy, and to permit the publication of papers covering some details of its metallurgical methods. The statement has been made that there has been but little progress in lead smelting during the period just referred to. This impression is due in part, no doubt, to the scarcity of papers written on the subject. 'There has been, it is true, some discussion of the new sintering processes, but with little reference to detail, and to the effect that blast roasting has had upon the industry as a whole. In spite of the prevailing belief, it may be said that lead smelting, in common with other metallurgical industries, has made steady and substantial progress. It is the purpose of the present paper to discuss briefly some features of the industry as it is now conducted, with special reference to the blast-furnace practice in the larger silver-lead smelting plants of the United States and Mexico.

METALLIC corrosion, which results from the chemical affinity of different metals for non- metallic elements, should be considered from both the kinetic and static viewpoints. From the stand- point of statics the metals may be arranged in the order of their affinity for oxygen, chlorine or any other acid- forming element. They may also be arranged in the order of the magnitude of the heat of combination of their corresponding compounds. It is misleading to talk about some metals as "noble," because these relations are all relative; and the order varies for oxygen, chlorine or whatever the element may be. A third way to arrange the metals is by their solution pressures. These three methods indicate that one metal is better under one set of conditions, but not so good under other conditions. Considering the problem from the standpoint of kinetics, the thing which saves most metals is what may be called the sluggishness of reactions. Using organic substances as an example, we know they will all oxidize, but fortunately they do so rather slowly. An increase in temperature always means an increase in the reaction rate, and preventing corrosion at high temperatures is a greater problem than at low temperatures. A second consideration is to avoid all sub- stances which might provoke catalytic action, and as it is generally impossible to foresee what substances might do this, the thing is to avoid all substances other than the main constituents of the alloys. A third consideration is to avoid local electrolytic action, which again indicates the advisability of avoiding the contact of differing substances.

The specifications for bridge-steel are usually not severe. The main difficulty is to secure a material which will roll easily, without showing signs of cracking on the corners of the blooms or on the flanges of the beams. In many mills sulphur has been deemed the most harmful constituent in this respect. It has been thought hazardous.to roll steel containing over 0.07 per cent. of sulphur. Yet, in making steel for the Phoenix Iron Company, I have produced from stock running as high as 0.13 per cent. of sulphur a material which rolled very satisfactorily. It is reasonable to infer that the injurious effect of sulphur can be neutralized, to a great extent, by proper treatment in the open-hearth furnace; and the following notes from my usual practice here may be of interest to those obliged to use high-sulphur stock. The steel made at Phoenixville in the 20-ton furnaces has about the following composition : Per cent. Carbon,...0.15 to 0.20 Manganese,.........0.50 to 0.60 Sulphur,..........0.11 to 0.13 Phosphorus,.: .0.04 to 0.06 Silicon,.......... 0.01 to 0.02 The best running heats were made with a small amount of pigiron. In using large proportions of pig the quantity of ore is also increased. This not only cuts the bottom, but also lengthens the time required to bring the charge down. Up to 50 per cent. of pig may be used, but 25 per cent. is much better. A 40,000-pound charge, containing 10,000 pounds of pig and 30,000 pounds of Bessemer butts or beam-scrap, works very well.

IN September 1939, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1907 to 1919. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about 1 per cent Cu. The chief copper mineral, chalcocite, was disseminated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was probably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a complete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof comprised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig.1, which gives percentages of tonnage and copper content. The tonnage within the limit of the drill holes was estimated at about five million tons with an average content of 0.42 per cent Cu, 31 per cent of which (0.13 per cent) was acid-soluble. A screen analysis of the composite dump sample is shown in Table I. Flotation tests by several companies and individuals were then made, the results of [ ] which ranged from 62 to 74 per cent recovery. On the basis of these, a Zoo-ton pilot plant employing straight flotation was built and operated for a few months. Operation of this plant was unsuccessful, as no provision had been made to handle the copper-bearing solutions resulting from the water-soluble copper, a point that was overlooked in the laboratory test work. Attempts to decant the copper-bearing solution for precipitation in the usual manner ahead of flotation were not satisfactory because of low water recovery (owing to poor settling characteristics of the pulp) and contamination of the copper precipitate with unsettled slime. As described in the section on the Palabora twin crushers, the Palabora ore consists of two types: a carbonatite containing a low titanium magnetite, and a foskorite containing high titanium magnetite. As the Palabora pit was widened and deepened, more and more of the foskorite had to be mined. The 25,000 mt expansion of the Palabora plant which went into operation in early 1977 therefore takes its feed from the foskorite section of the orebody. For the expansion, a third 54 in. by 74 in. gyratory crusher was installed to crush feed for two 32 ft by 15 ft (9.75 by 4.6 m), 9000 hp (6710 kw) autogenous single -stage grinding mills. These units are located near the two existing primary crushers, and the ground ore is pumped 5277 ft (1640 m) to the expanded flotation plant by five stages of centrifugal pumps. The new gyratory is installed in a unique Figure-8 shaped enclosure with the crusher in the smaller 27 ft 11 in. (8. 5 m) diameter cylinder and the maintenance area in the 36 ft 1 in. (11 m) diameter cylinder. Cylinder walls are only 23.6 in. (600 mm) thick because their circular design permits all the concrete to be in compression. A rectangular dump pocket which sits on the smaller cylinder contains two manganese steel faced splitters to protect the crusher spider and countersunk water spray headers under the dumping positions for dust suppression. The dump pocket holds 330 st or 300 mt and is also lined with manganese steel. The crusher is mounted on a reinforced concrete diaphragm over the 363 st (400 mt) crushed ore pocket. In the back of the pocket is plastic pipe. Radioactive level control sources are lowered into this pipe from the crusher support floor. The pipe is protected by concrete covered with steel castings. Level control detectors are mounted on the front wall of the pocket. Liner plates on the crushed ore pocket walls are removed and in- stalled by the use of a circular monorail and trolley mounted on the pocket ceiling. The door in the front of the crushed ore pocket is hinged at the top rather than at the sides and is raised by an electric winch. For removal of the eccentric, rails are installed in the pocket and a unique hydraulically operated cart is moved under the eccentric. A platform is raised to receive the eccentric and lowered so that it may be removed. Crushed ore is removed from the pocket by a hydraulically powered, 8 ft

INTRODUCTION ONE of the most important problems facing the steel industry at the present time is that of maintaining at a minimum the sulphur content of many grades of steel where sulphur is known to have harmful effects on both quality and yield. The present outlook in this struggle to reduce the amount of sulphur in steel is rather gloomy since the sulphur content of the raw materials available in the United States is gradually rising, with little relief in sight. A flow sheet of sulphur in the steel process is shown in Fig I. The values used here were obtained by averaging coke oven and blast furnace data at No. 5 furnace in Cleveland and are considered typical for high top pressure practice. The sulphur evolved in the blast furnace top gas was obtained by difference and since the amount is relatively small, little significance should be attached to this particular value. From Fig I it is apparent, however, that coals used in the production of metallurgical coke represent by far the largest single source of sulphur in steelmaking. As an indication of the decrease in quality of these coals as regards sulphur content the weighed average annual sulphur analysis of the coals supplied to two different steel plants, since 1925, is plotted in Fig 2.1 The sharp rise since 1940 is strikingly apparent. Another indication of this trend is found in estimates of coking coal reserves. Thus in the case of Pittsburgh seam coals available in Allegheny, Fayette, Greene, Washington, and Westmoreland Counties in Pa. as of Jan. 1937 only 25 pct of the coal reserves would contain less than 1.50 pct sulphur after washing.2,3 Many of these lower sulphur reserves have been seriously depleted in recent years because of accelerated war demands. Still another demonstration of the increasing sulphur content of coals on a country-wide basis is found in a report by the Bureau of Mines4 which shows a steady increase in the sulphur content of coke made in the United States, It should be noted that this increase continues in spite of the wider use of coal washing in recent years. Sulphur occurs in coal in three forms, pyritic (FeS2), organic sulphur, and a small amount of sulphate sulphur (CaSO4), The sulphur is subsequently found in the coke in combination with carbonaceous material of unknown composition and as calcium and iron sulphides: In considering the general problem of sulphur elimination, the Republic Steel Corp. was interested in determining which, if either, of the two major forms of sulphur in coal contributes the greater portion of sulphur to the coke, Since the ratio of pyritic to organic sulphur varies widely in different coals, it was thought that if it could be shown definitely that the major part of the sulphur occurring in coke originates from one of the two major forms of sulphur in the coal, it would then be possible to select with confidence coal which, although high in total sulphur, would yield coke of fairly low sulphur content, Using the new

Forecasting demand is an art as well as a science, and much personal judgment is required. National forecasts made for sand and gravel, crushed stone, and/or aggregate may be misleading or unhelpful locally. This is because of significant variation in demand within different geographic and/or political areas in the US, and/or the use of an inadequate data base and forecasting methodology. The best forecasts may be made for local or regional market areas, irrespective of geographic or political boundaries, provided a proper data base is available.1 The Bureau of Mines compiles detailed statistics on commodities sold or used in the construction industries and, therefore, is in an advantageous position to make national aggregate demand forecasts.

From the latest and best literature on lead-smelting, little can be learned concerning the present state of the art of mechanical feeding in the United States. H. O. Hofman, in his Metallurgy of Lead (5th ed., 1899), briefly describes the main features of the system in use at Pueblo, Colo., and later (p. 235) says " the only successful mechanical feeding, as far as the writer is aware, is that found at the works of the Pueblo Smelting and Refining Co." H. F. Collins, in his Metallurgy of Lead and Silver (London, 1899), covers American practice pretty thoroughly; but as to mechanical charging, he says: "The German plan of taking off the gases by means of a small iron pipe suspended in the center, and the plan of charging by means of cup and cone, as in iron blast-furnaces, have both been tried, but have not found favor, chiefly on account of the difficulty of obtaining free access to the furnace-shaft for barring, etc., with such devices."' . H. W. Hixon, in his Notes on Lead and Copper Smelting (3d ed., New York, 1900), gives a description and drawing of the Hixon feeding device, as originally installed at East Helena. Evidence that this system of feeding has passed its experimental stage, and deserves more serious consideration than it has heretofore received, is furnished by two large plants—the Pueblo and the East Helena—of the American Smelting and Refining Co., where mechanical feeding has been in continuous and successful operation for a considerable period; one new plant now erecting at Salt Lake City, Utah, and one old one belonging to the same company, the El Paso works, now being rebuilt after a disastrous fire, in both of which mechanical feeding is to be a prominent feature ; one new plant of an independent concern at Torreon, Mexico, which will adopt mechanical feeding; and a number of other smaller plants, among

About 50,000 assays of mine samples were required in a preliminary investigation of the distribution of gold, silver, lead, copper, and zinc in two large Mexican mines, the Frisco mine at San Francisco del Oro (Chihuahua) and the Fresnillo mine at Fresnillo (Zacatecas). The feasibility of working with so many assays rests directly on the use of machine processing methods. The purpose of this article is to describe the methods used because machine (or data) processing can also be used efficiently to make the many calculations from mine assays needed in mining operations. No particular originality is claimed for these methods, which are straightforward applications of standard procedures for machine processing. Inasmuch as machine processing is essentially a routine job once it is begun, procedures must be organized more completely than is the case where human judgment can be inserted at every step. Before undertaking any work, it is necessary to decide carefully just which data must be processed as well as the exact results desired.

THE Copperton mill in reality was a sort of proving ground. It was. designed to serve three purposes: (1) to verify the accuracy of the mine sampling by actually treating substantial tonnages of ore, (2) to demonstrate on a reasonably large scale the percentage of the copper in the ore that could be recovered, and (3) to permit the testing of various kinds of machines and devices for crushing and concentrating the ore, so as to guide the engineers in designing the proposed 6000-ton milling plant at Garfield. As a matter of fact, it contained a lot of second-hand equipment sent by MacNeill and Penrose from the works of the United States Reduction &Refining Co. in Colorado; and it was by no means a model installation. Probably it would have been even less efficient, except for the skillful work of George O. Bradley and-Frank-G, Janney, both of whom had worked with Jackling at Mercur. Bradley was a mechanical engineer employed to design the plant. Later he directed the design of the concentrator at Garfield and remained as consulting mechanical engineer to the company until 1915. Janney, who afterwards became manager of mills, a position that he retained until his death in 1916, was a skilled mechanic at the Golden Gate mill at Mercur when Jackling built the plant in 1897. His flair was making machinery do what it was intended to do. He was not an ore-dressing engineer in a technical sense; but Jackling him- self was a specialist in this respect as well as in designing and construction and Janney's mechanical aptitude made him a particularly valuable man in the Utah organization. INDUSTRIAL hygiene has been defined by Patty' as "the science and art of recognizing, evaluating, and controlling potentially harmful factors in the industrial environment." This definition implies thorough study of operations, evaluation of potentially harmful factors through air sampling, micro-analyses and other means and finally, appropriate medical and engineering control wherever indicated. The prevention of industrial health injuries is a vital part of operations of American industry today. Progress and interest in this field has increased steadily for many years, the most rapid progress having been attained, perhaps, during the last three decades. It is significant to note that there are now official agencies in 46 states actively concerned with industrial health problems and that a western field station has been established recently in Salt Lake City by the U. S. Public Health Service to augment its industrial hygiene services directed from headquarters of the National Institute of Health, Bethesda, Md. Many of the larger industries have found it advantageous to establish their own industrial hygiene departments. The American Smelting and Refining Co. is a world-wide organization engaged in the mining, smelting, and refining of lead, copper, zinc, silver, gold, by-product metals, including cadmium, arsenic, and others. In the United States there are 13 smelters and refineries, 11 secondary smelters or foundries, and a number of mines. Approximately 9000 workers are normally employed. It has long been the established company policy to seek out occupational hazards and provide safeguards for employee health. Protective equipment has been supplied to individual workers and exhaust ventilation installations have been in use in some operations for more than 40 years. All of the major units have their own medical departments which provide employees with excellent medical and hospital care. In 1937 full scale industrial hygiene studies were undertaken at the Selby Plant and were extended to most of the other smelters during the next three years. In 1945 the Department of Hygiene was organized with Professor Philip Drinker of Harvard University as Director and with Dr. S. S. Pinto as Medical Director. The department is responsible for coordinating and maintaining a program for the good health of all employees from top management down to the lowest paid day worker. It is essentially a service organization serving all of the United States plants regardless of location or size. Full and part-time physicians employed in all of the company's American plants and working in close cooperation with the Medical Director are responsible for de- termining the state of health of all the employees and giving treatment when necessary. In general, medical care is confined to accidents or illnesses occurring while the men are on the job. Among the duties of the doctors is the making of careful physical examinations of new employees and routine check-ups of old employees. In addition to medical care a primary responsibility of the department is the prevention of occupational illnesses. In this the main concern is with the working environment in relation to its effect on the worker. Environmental factors may be dusts, fumes, gases, toxic materials, heat, humidity, radiation, or noise. The objectives are: (1) Immediate control of these factors through the education of the worker, through providing the wearing of respirators or other protective devices, and through careful medical examinations and regular analysis of urine specimens; (2) a long range control program which may be accomplished by local exhaust ventilation, wetting of materials, changes in metallurgy, changes in methods of handling, or by use of special devices and special equipment. To accomplish these objectives a fine industrial hygiene laboratory was built in Salt Lake City and equipped to do routine and experimental work. Trained and experienced industrial hygienists obtain the facts by making frequent hygiene surveys. These surveys include tests of the air, studies of all processes, and careful investigation of ventilation, lighting, and general working conditions. Except in emergencies, the air contaminants and often the substances handled by the worker are sent to the laboratory for analysis by chemists and technicians specially trained in industrial hygiene methods. The findings are evaluated in terms of limits recommended by various State and Federal agencies, and in light of all available medical data. The methods used for studying the working environment involve all of the usual chemical and physical procedures employed in industrial hygiene. The Impinger, electric precipitator, thermal pre-cipitator, and filter paper sampler have been used to collect atmospheric dust and fume samples. Of special interest here is the filter paper sampler, shown in Fig. 1, which was developed by Dr. Silver-man at Harvard University. The instrument has been improved and is used very extensively in field studies. A water manometer connected behind an orifice is used to determine the rate of air flow. Calibration is effected by use of a standard gas meter or rotameter. The dust or fume is collected on a filter paper clamped between two rings, as shown in Fig. 2. The filter paper, such as Whatman No. 52, collects both dust and fume with a very high efficiency. The instrument is very convenient and easily transported. The solids collected on the filter paper are analyzed in the laboratory usually by use of a polar-ographic procedure. Seismic investigations at pre-construction sites commonly are limited to obtaining velocities and thicknesses of subsurface intervals which are useful in estimating construction costs, but are sometimes difficult to apply to project designing. This paper shows through a case history of the San Bernardino Tunnel Intake Tower, a part of the California State Water Project, that dynamic rock properties and dynamic resonant frequencies can be determined and velocity models constructed from in situ field studies and that these are theoretically correct after simplifying assumptions are made. These data can be used to confirm and extend information obtained by conventional methods such as drilling and laboratory static testing.

AT most smelting plants, forced draft, induced by high stacks or fans, is used to carry the gases away from the furnaces, roasters, or sintering plants. Gases moving under forced draft carry varying amounts of solids in the form of dust and fume. Where the weight of the solids is material, and the metal content high, it is usually profitable to treat the gases to recover these solids. Baghouses, Cottrell treaters, and settling chambers are the common forms of plants used to recover solids from gases. To check on the efficiency of these plants it is necessary to know the volume of gas leaving the plant and the amount of solids carried by the gas. As the volume of gas is equal to the product of the velocity of that gas and the cross-sectional area of the flue, the determination of the volume includes the measurement of the area of the cross section and the determination of the velocity. The velocity is generally measured by means of the Pitot tube and Ellison differential pressure gage, although low velocities are best determined by means of an anemometer. The dust concentration is determined by passing a measured volume of sample through a filter and weighing the dust caught. From this the dust concentration per unit of volume may be calculated. It is necessary to assume that the gas is homogeneous or that each cubic foot of the gas contains the same weight of dust as every other cubic foot. Having the volume of gas passing through a flue per unit of time, and the dust concentration of the gas per unit of volume, the amount of solids may easily be calculated.

Through the generosity of Sir Robert Hadfield, Honorary Member, the Directors of the American Institute of Mining Engineers are enabled to announce the Hadfield Research Prize of $1,000 for the best contribution to the publications of the Institute upon the general subject of The Different Forms and Combinations of Carbon with Iron, including those in Iron Alloys. The prize will be awarded at the Annual Meeting of the Institute in February, 1916, to the best paper upon this subject which is presented to the Institute before Nov. 1, 1915, provided such paper is deemed worthy by the Institute's Iron and Steel Committee. The following suggestions are also added for the guidance of those who may take part in this research. While it is not desired to define closely the exact lines or scope of the proposed research, as it is advisable to make these as broad as possible, the object in mind may be said to be generally as follows: To elaborate and find out the best methods of determining the forms of carbon in steel or iron, including those in iron alloys. A portion of the work would probably be a continuation of the researches which have in the past been carried out by Jullien, Abel, Muller, Ledebur, T. Sterry Hunt, Akerman, Arnold, Stead, E. D. APRIL 10-Officially, spring comes to the Great Lakes on March 21 as it does elsewhere in the country but in the Superior district continued snow and freezing until late in March have caused citizens in Duluth to place their bets on April 15 for the first ore vessels if the ice breakup is left to Mother Nature. North and west of Duluth and near the eastern end of the Mesabilies the little town of Aurora, population 1100. As the little v-nosed snowplow, pride of the community, shuttled back and forth clearing Aurora's few sidewalks, the crowd in Bradich's Cafe were more interested in the impending high school state championship basketball tournament in Minneapolis than in the outcome of Erie Mining Company's petition for water rights for their proposed 10 million ton taconite concentrating plant. Such a plant would employ 4500 workmen, and at the prevailing ratio of 10 people for every mine worker in Minnesota, this would mean a 45,000 increase in population for Aurora and the vicinity in the next few years. Downstate fishermen are alarmed at the flurry of activity by the mining companies in pushing plans for large scale recovery of iron from taconite. Inconvenience to these gentlemen will be inconsequential when compared with the vast increase in payrolls for range communities. Oliver is pushing the construction of a fine ore agglomeration plant at Virginia which will give them valuable experience for projected taconite processing. Oglebay, Norton & Co. is ready to go at Beaver Bay, north of Duluth, as the right of way for a railroad from Babitt to Beaver Bay is secured as well as permission to dispose of tailing into Lake Superior at the site of the proposed concentrating plant. This company is also doing research in agglomeration at Ashland, Ky., in cooperation with other interests. The financing is yet to be worked out. Of the four possibilities for agglomerating taconite concentrate-sintering, pellitizing, nodulizing and briquetting-the prospects for pelletizing appear the most favorable., It seems likely that 60 cents per ton can be saved by this process over sintering because only 1 to 2 pct of coal is required as compared with 7 pct for sintering. One reason for the lower coal consumption is that the chemical transition of magnetite to hematite which transpires in the pelletizing process is exothermic.

Have your name and address on the first page of your manuscript. Typewritten manuscript is preferred, but is not essential. If you have the manuscript typewritten, have it double spaced and written on one side of the page only; send two copies to us if convenient; only one copy of the illustrations is desired. In typewritten manuscript, formulas are better inserted by hand. Keep a copy of your manuscript in case of loss in the mail. ILLUSTRATIONS.-Photographs reproduce best when printed on glossy paper. Solio is one of the best varieties. A good print is preferable to a negative. Blueprints, drawings, or pen or pencil sketches can be used for line engravings, but care should be exercised to make them legible and clear, especially in the case of blueprints. Tracings or photographs of drawings are preferable to blueprints. Rough sketches can be used, if necessary. Photographs should be sent flat, not rolled. Do not put reference letters or other marks on photographs; if such letters or marks are necessary, fasten a piece of tracing paper to the top edge, trace a rough outline of the picture upon it and then place all letters, etc. on the tracing paper lithe exact position you wish them to appear. Restrict the number of micrographs as much as possible on account of the considerable expense involved. Standard magnifications for non-ferrous metals and alloys are recommended as follows: 10, 25, 50, 75, 100, 150, 250, 500, 750, 1000, 1500. Micrographs should be trimmed to 2 1/4 X 2 1/4 in. (six micrographs to a plate), or, if larger, up to 3 1/2 X 4 in. (two to a plate). The smaller size should be adopted if consistent with adequate representation of the subject. With each micrograph should be attached an explanatory title, together with the actual magnification, etching medium, treatment, etc., indicating what the author intends to show.

I Introduction Coal fuels China. Roughly 70 percent of all commercial energy demand is supplied by domestic coal production and with the recent Chinese opening to the West, the Chinese Coal Industry may figure prominently in the export market as well. Because of the importance of China's coal industry to the future of China and the Pacific Rim energy balance, this paper reviews the industry and offers some cautious projections for its outlook. II Energy's Position in the Current Political and Economic Climate Traditionally, Chinese society has been dominated by the policies of its most important government leaders. Deng Xiaoping, Vice Chairman of the Communist Party is the current leader of China. Deng and his proteges are pragmatists. Although China's government structure is based on Marxist/Leninist tradition, Deng and his followers are promoting experiments with market economics and expanded relationships with Western Countries, which have encouraged foreign investment in China. Energy companies represent just one type of industry that is interested in helping the Chinese to develop their abundant natural resources. Although China's leadership is committed to a program of economic modernization, that program currently is experiencing what the Chinese government terms "readjustment". Readjustment cuts back in imports due to deficient foreign exchange and deemphasizes heavy industry, while it encourages agricultural and consumer goods output and, most imporant, energy production. Increased Chinese coal and oil production is essential both to fuel industry and, equally important, to provide foreign exchange. If sufficient energy production is not forthcoming, then economic growth will be severely retarded. China's 1979 per capita GNP of $260 is only slightly better than the weighted average achieved by low income countries of $230. (1) Delays in growth could lead to social unrest, threatening the position of the current leadership. Since there is no institutionalized mechanism for leadership succession and policy continuation, it is reasonable to assume that leadership changes could result in energy policy changes. III Energy Consumption Energy production is important to China's future economic health as highlighted by the World Bank. If China's economy grows rapidly, 5 percent to 6 percent during this decade, the Bank noted, a significant energy shortfall could occur as early as 1985. This state of affairs contrasts sharply with China's current position as a net hydrocarbon exporter. (2) To assure a healthy economic future, China's leadership is attempting to reduce its rate of increase in energy demand through conservation as well as to boost energy output. A massive conservation promotion program has been underway since 1979 and there is much room for improvement. China's industrial sector is only about half as energy efficient as is U.S. industry. (3) During the last two decades, each percent of increase in GNP has been accompanied by a 1.8 percent of increase in energy consumption. (4) This compares rather poorly with the United States where a less than one-to-one relationship exists. IV Energy Supply The short term prospects for oil production are uncertain. Production increases were rapid in the 1960's and early 1970's, averaging 20 percent annually, but most of this increase came from one field, Daquing. Now that Daquing's production has peaked and the offshore potential has yet to be developed, petroleum production has maintained a plateau of 2.1 million b/d, at least temporarily, of which approximately 15 percent is exported. CORRECTLY speaking, iron ore is limited to any naturally occurring rock from which iron may be extracted at a profit, but in practice the term is frequently used to indicate borderline material or inaccessible material that may in the future become commercially profitable. This distinction is much more than quibbling about terminology. When a layman hears that there are about 45 billion tons of iron ore in the world he naturally thinks that sounds like quite a bit of rock, and what is the use of worrying about the depletion of so plentiful a material. He does not realize, nor does he stop to analyze. why iron ore in Europe and Japan may carry no more than 30 per cent iron while tremendous quantities of 50-60 per cent iron ore in Brazil are not exploited. To people in the iron industry the answer is obvious: the Brazilian material is inaccessible, and there is no suitable fuel near-by. In places closer to home, submarginal ore in considerable quantity contains undesired impurities, such as sulphur, phosphorus, or titanium.

In the extending employment of open-hearth steel for structural purposes, it is a matter of prime importance that the test-piece shall represent with practical accuracy the characteristics of every portion of the heat from which it comes. In ordinary practice this homogeneity is assumed; but inasmuch as leading exponents of the revolving-hearth system have claimed that a reasonable uniformity could be obtained by their method alone, it may be pertinent to offer a few facts on the subject. The following heats made by the Pennsylvania Steel Company, for bridge-work, were tested by casting two four-inch ingots, one being taken during the first third and the other during the last third of the cast. Test-pieces obtained from these small ingots usually give results inferior to those obtained from larger sizes; but for purposes of cornparison they are equally conclusive. Many of the tests were made for experimental purposes within a few hours of the time of rolling, and before sufficient time had elapsed for the usual molecular redistribution necessary for the best results. All the tests were made on 3/4-inch rounds just as they left the rolls and without annealing; the results, therefore, are subject to the errors caused by variations in the diameter, and in the temperature at which the bar was finished. The tests from any one heat, however, were always nude as nearly as possible under the same conditions; and inasmuch as these data include the results of every heat so tested, and inasmuch as the errors could not by any chance always support any single theory, we may be certain that the unanimons testimony of the experiments indicates a valid conclusion.

IT IS becoming increasingly evident to management that it has other obligations than merely to earn dividends for stockholders. The head of one of America's largest organizations has stated it in these words: "There rests upon them a far broader responsibility than the mere production of goods and services, or solely the interests of their stockholders. They must assume the important obligation, through proper policy, of attuning industry to a rapidly changing world, from social as well as economic standpoints." Stockholders might as well reconcile themselves, therefore, to the fact that management cannot always put their interests first in the obligation of business enterprise: and that the legitimate requirements of customers and employees have acquired a new significance which must be recognized if the business of today is to prosper.
