For the first time in several years, Chile is again opening its doors to foreign investment. In its new investment code, the Chilean government has announced its willingness to become a partner in joint Chilean-foreign projects for a number of government-controlled porphyry copper deposits at the developed, semi-developed, or prospect stage; and, that it will allow privately owned deposits or deposits discovered by new exploration to be developed with up to 100% foreign ownership. Three deposits of particular interest are: El Abra, with at least 300 million mt of +100% Cu; Los Pelambres, with at least 428 million mt of 0.78% Cu and 0.03% Mo; and Andacollo, with 350 million mt of 0.70% Cu and 0.015% Mo. (El Abra is almost entirely government- controlled; but both Los Pelambres and Andacollo are mostly under private ownership.)

Morrow Point Dam and Power Plant are principal features of the Bureau of Reclamation's Curecanti Unit of the Colorado River Storage Project. They are under construction on the Gunnison River 20 miles east of Montrose, Colo. Johnson-MK is the prime contractor, and represents a joint venture of Al Johnson Construction Co., Minneapolis, Minn., and Morrison-Knudsen Co., Inc., Boise, Idaho. The power plant will be housed in an underground chamber in the left abutment, approximately 250 ft behind the original canyon wall. The chamber is 206 ft long and 57 ft wide. The distance from the foundation to the spring line of the roof arch varies from 51 ft in the service bay to 120 ft in the control bay. The roof arch has a rise of 16 ft. The longitudinal center line of the chamber is orientated east-west with the draft tubes discharging nearly due north. Access to the power plant chamber was possible through the cable tunnel, access tunnel, two draft tube tunnels, two penstock tunnels, exploratory tunnel, which became the ventilation tunnel, or the grouting and drainage tunnel leading to the dam. (See Fig. 1.) The shortest and fastest access was through the cable and access tunnels, and the contractor drove these two tunnels simultaneously. The cable tunnel and cable gallery excavation exposed a transverse section, at the west end of the chamber, that was 15 ft wide and extended from the crown to 5 ft below spring line. It was here that arch excavation began. The first 34 ft of advance along the arch was driven on three headings, and the muck was removed through the cable tunnel. Meanwhile, the access tunnel was completed, and a raise was driven from its crown to intersect the advancing arch excavation near the longitudinal centerline

CONSTRUCTION of a ground-water supply includes many operations, which do not end with completion of facilities. Evaluations must be made of the quality of water in various areas and the history of production. Following an analysis of geologic, hydrologic, and chemical data there must be an exploratory drilling program and a study of resulting information. When the well is completed a continuous survey of operating records and basic data is necessary, since designs for future wells are varied as more data becomes available for those already completed. As the following discussion must be limited to a single undertaking, the customary procedure will be outlined for development and construction of a ground-water supply in which more than three wells are involved. Parts of this procedure are applicable for all ground-water supplies.

REORGANIZING AMERICAN ENGINEERS There are in America approximately 500 engineers' organizations of various kinds, and yet it is estimated in many communities that 30 to 50. per cent. of the resident engineers are not members of any society of engineers. There is no enumeration of the engineers of the country, but estimates range from 100,000 to 300,000, the latter number probably including assistants, such as instrumentmen, draftsmen and inspectors, together with professional engineers. These local, state, regional and national organizations are for the most part independent and have no means for cooperation. Steps toward the improvement of these conditions are being taken in a number of localities and have already been taken in others. Many engineers are giving the matter serious attention. American Society of Civil-Engineers took an important action at the June meeting of its Board of Direction, by, authorizing the creation of a Committee on Development of Am. Soc. C. E. This action is now well known to all representatives on Engineering Council. Other Founder Societies axe reported to be considering similar action. Engineering Foundation, at its meeting on Sept. 12, adopted the following resolutions: Survey of Engineering Organizations BE IT RESOLVED: that the Engineering. Foundation is prepared, the four Founder Societies concurring, to devote its strength and its' income, so far as this may he required, to a study of existing engineering organizations, and from information thus developed to formulate a series of constructive recommendations which may he serviceable in guiding the further development of local and national engineering organizations in their relations to the profession of engineering, to the public and to each other, to the end that a foundation may he laid upon which to establish a broadly planned procedure, which, while recognizing and preserving all that has already been accomplished, shall increase the power of American engineers in upbuilding their profession and in the service they render to society; and RESOLVED: that in accepting the responsibility for such an undertaking, it will be the purpose of the Engineering Foundation to organize the proposed research along the broadest possible lines, to call to its aid highly qualified experts, and to avail itself of the help of agencies which may be willing to cooperate; and RESOLVED: that in proposing this research the Engineering Foundation has no desire or purpose to intrude upon the domain of individual organizations; that it does not propose to control the action of any individual or organization; nor to ask the acceptance of its conclusions; but that its purpose shall he to develop a possible procedure, or a series of such procedures, of such evident, merit that they will appeal to those who are likely to be most interested; it will do this in the belief that in so far as its work may justify the confidence of engineers and of engineering organizations, it will bear its own fruitage.

The advent of larger drilling, excavation, and milling equipment is resulting in a tremendous increase in the scale and annual tonnage of open pit mining. At the present time, open pits up to 3000 ft. deep, and tailings dams and waste dumps up to 600 ft. high are being planned. One of the major problems that projects of this magnitude create is stability. Stability at open pit mining developments must be assessed for tailings dams, waste dumps, and open pit slopes in overburden soil and in rock. Soil mechanics principles are used to assess the stability for the first three. This science was developed by Dr. Karl Terzaghi in the 1920’s, and since that time the theories and principles have been tested and evaluated. This experience has resulted in the development of sound theoretical concepts, workable sampling and testing techniques, and accurate methods of analysis. Typical problems that can be analyzed include: -bearing capacity of soil under dams and waste dumps. - amount of seepage under and through dams. - stability of slopes and determination of safe slope angles for tailings dams, waste dumps, and open pits. - influence of earthquakes on stability. - influence and cost of different excavation and construction techniques. To assist in comparing engineering experience, an international soil classification system has been developed and used for several decades. In addition, many excellent text books are available outlining soil mechanics principles and techniques. A high degree of technology exists in soil mechanics. This, the mining engineer cannot afford to ignore. If soil mechanics principles had been applied, many major failures involving tailings, tailings dams, or waste dumps, such as those at Aberfan, Mufulira, Luanshya, and El Cobre would not have occurred. Tailings dams are planned in Canada that will be up to 600 ft. high. Construction procedures used in the past have paid little attention to the compaction of the shell material or to the influence of earthquakes on stability. This neglect has led to failures. While failures in low dams may not be too serious, for high dams such failures could have catastrophic results. Another major area of concern is the stability of rock slopes. In November of 1957, the Aliquippa Works started operation of the third basic oxygen furnace shop in North America. This high speed basic steelmaking method provided a very economical increase in capacity at the Works. The success of these two (2) 81-ton furnaces led to the construction of a second B.O.F. shop, producing heats of 230 tons at J&L's Cleveland Works in 1962. The experience gained operating both shops provided the background for the design of the new steelmaking complex at the Aliquippa Works. This new complex consists of a three (3) furnace shop with two (2) furnaces blowing alternately producing heats ranging from 120 to 207 tons. This variation in heat size is predicated on the requirement that approximately 20% of the shop production will be used to supply steel to a six (6) strand casting machine, producing 4' through 7" billets. The new B.O.F. shop has replaced all other steelmaking units including the #1 Shop, where operations were discontinued in September of 1968. With the advent of the strand casting facilities in September of 1969, many of the standard shop practices had to be changed to compensate for higher tap temperatures, longer handling times, and reduced ladle availability. The subsequent changes in these areas led to the evolution of the strand cast ladle practice which is described in this paper.

In order to evaluate the quantitative determination of porosity by various neutron logging systems, four test wells were constructed to simulate some of the possible variab1e.r found in field logging conditions. All of the test holes contain sections of limestone with one section of sandstone included in one well. Each well has a representative section of high, medium, and low porosity. Three borehole sizes are represented by three of the test wells, all containing fresh water. One test well contains saturated brine. Statistical and tune constant checks are made for each system evaluated. Runs and repeat runs are made with the sonde centered and eccentric. Factors evaluated are the effect of borehole size, sonde position, salinity, chemical composition of rock, and statistical variation. A semi-quantitative method of evaluation of these effects is used giving the average maximum per cent error possible for each. Drift and calibration procedures are also discussed. The effect of the various factors appears to be largely a function of the phenomena detected as well as the means of detection. Graphic illustrations of some of these effects are presented. It is concluded, that for accurate log interpretation, the hole size and sonde position should be known. INTRODUCTION The use of neutron logs for the derivation of porosity has become an accepted practice in many areas. In recent years, many different neutron logging systems have been offered to the industry. The neutron sources presently available are of the radium-beryllium or polonium -beryllium type. Detector types used are ionization chambers, Geiger-Mueller-type counters, proportional counters, or scintillation detectors used to detect or measure gamma rays, thermal neutrons, epithermal neutrons, fast neutrons or combinations of these. It is well-known that all systems do not respond alike in all environments. As a result, testing facilities and an evaluation method were developed for use in evaluating the porosity discriminating ability of neutron logging systems using conditions simulating those normally encountered in the field. With such an evaluation, the suitability of a logging system can be determined lor selected field conditions. TEST FACILITIES The testing facilities consist of wells containing rocks of various porosities, constructed to include as many parameters as practicable. Three pits were drilled to a depth of 20 ft and the fourth to a depth of 9 ft, all having 48-in. diameters. Rat holes were dug to a depth of 6 ft in the center of each pit and fitted with sections of pipe having appropriate diameters. The top of this pipe was located approximately 8 in. above the pit bottom. A 6-in, layer of cement was then poured on the bottom and while still wet, 42-in. OD corrugated, galvanized culvert pipe was set on bottom and centered in place. This pipe extends approximately 1 ft above the surface of the ground. The annulus around the culvert pipe was then filled with cement to the top. A 1- or 2-in. layer of sand was placed on the cement bottom to provide an adjustable bed on which to place the series of rocks set in each hole. ONLY a limited amount of information has been published on the effect of thorium as an alloying ingredient in magnesium. McDonald13'2 showed that the addition of thorium in amounts up to 3 pct increases significantly both the ductility and the strength of rolled magnesium sheet. A recent publication by Sauerwald" indicates that thorium contributes strength and creep resistance at elevated temperatures to magnesium in both the cast and wrought states. The observations of Sauerwald are confirmed in this paper, which presents the results of a systematic study of the effects of compositional variation on the tensile properties, creep resistance, conductivity, density, and metallography of Mg-Th alloys containing up to 50 pct Th both in the sand-cast and in the extruded states. The effect of the addition of cerium to Mg-Th alloys is also reported. Experimental Methods The alloys studied in this investigation were pre.pared in small laboratory melts according to the melting practice described by Nelson4 as the crucible method. Electrolytic magnesium was used as the starting material to which the thorium* was introduced in metallic form. It was observed that the behavior of thorium in molten magnesium with respect to reaction with protective fluxes is similar to that of rare-earth metals. In order to obtain the highest possible alloying efficiency, it is necessary to use non-MgC1, fluxes and to apply all the precautions described by Marande6 for melting, alloying, and casting magnesium-rare-earth alloys. .Under these conditions it is possible to obtain an alloying efficiency in the range of 85 to 95 pct. The Mg-Th-Ce alloys were made with cerium of the highest purity available, not with the commercial product "misch-metal" which contains approximately 50 pct Ce. The total rare-earth content of this material was 97.1 pct, of which 0.3 pct was rare-earth metals other than cerium; the major impurities comprising the balance were iron and magnesium. The thorium and cerium contents of each alloy were determined chemically. Test bars 6% in. long with a 2% in. long reduced section of % in. diam were cast in sand molds using a four-baf pattern. In most cases, a 3 in. diam extrusion billet 10 in. long was cast in a steel mold from the same melt used for making the sand-cast test bars. For the higher thorium alloys, it was necessary to remelt the foundry scrap from the test bars in order to make the extrusion billets. The billets were scalped to a diameter of 2 15/16 in. and the ends faced to a length of 9% in. as limited by the size of the extrusion container. The alloys were extruded into % in. diam rod on a 500-ton direct-extrusion press. The details of the extrusion process are as follows: Billet preheat 925°F (2 to 16 hr) Container temperature 900 °F Die temperature 900°F Extrusion speed 10 ft per min Reduction ratio 36:1 Percent reduction 97.3 Alloys containing up to 10.2 pct Th were preheated at 925°F for 2 hr; all alloys with higher thorium contents were preheated for 16 hr. Plans have been completed with only details to be arranged for the first Metals Branch Conference in the Northwest. The two day meeting will be held jointly with the Industrial Minerals Div. on Friday and Saturday, May 9 and 10, 1952, at the Davenport Hotel in Spokane, Wash. For, some time the metals activities in this area have been neglected. Expansion of metal producing and fabricating industries in Washington and neighboring states has brought sufficient interest to insure the success of such a meeting. A committee has been hard at work for several months. Nonferrous extractive metallurgy men will find an extensive program in the April issue of JOURNAL OF METALS. Sessions for iron and steel producers, physical metallurgists, and educators will make the Metals Branch picture complete. Metals Branch members residing in Washington, British Columbia, Oregon, Idaho, Montana, Wyoming, Nevada, and Utah, or who can be in the Northwest at this time should make plans now to attend. A Metals Branch luncheon is planned for Friday and a dinner jointly with the Industrial Minerals Div. is planned for Saturday according to F. R. The Kentucky Geological Survey(KGS) was established in 1854 as the official geologic research organization in the Commonwealth. Since that time the Survey has performed basic research in a number of geologic areas such as energy, applied geology, mineral resources, geologic mapping, and hydrogeology. Because of coal's importance to Kentucky, a significant part of the geologic data collected by the KGS is coal related. Coal-related data also occur in a variety of other KGS data sets such as the petroleum and water data files. To adequately respond to coal-related inquiries, the KGS maintains an inter- active, on-line data base in which various types of geologic and hydrologic information can be easily stored, retrieved, and manipulated. The KGS will continue to expand and update this data base through ongoing research, and by cooperating with the Kentucky Natural Resources and Environmental Protection Cabinet, Kentucky Department of Mines and Minerals, U. S. Geological Survey, and University of Kentucky Institute for Mining and Minerals Research. Data in this comprehensive system is available to State, Federal, and local governments; industry; researchers; and the general public. These data facilitate coal exploration, mine planning and permitting, coal production, and research activities in the Commonwealth of Kentucky.

A CONSIDERABLE amount of information is available on the equilibrium distribution of manganese between slag and metal under oxidizing conditions. These data have increased our knowledge of the manganese reactions in the open hearth, ladle, and ingot mold. In contrast, there is a paucity of data on the slag-metal distribution of manganese under reducing conditions. The purpose of the present investigation was to study the equilibrium distribution of manganese between blast-furnace type slags and iron saturated with carbon. Experimental Method Furnace: The induction furnace used for the experiments is shown in Fig. 1. A 1 in. pipe, attached to the transite cover, was fitted with a window through which the charge could be observed. Material could be introduced into the furnace through a tee and plug without removing the cover. A graph-it cylinder (3 in. ID and 10'/2 in. long), centered within the induction coil, was used as a heating element. During a test, a zircon plug kept the top of the furnace from becoming too hot from heat radiation. At the bottom, a graphite block on the vertical center line of the furnace and extending 1 1/2 in. into the coil, was used as a support for the graphite crucibles containing the melt. The graphite crucibles, machined from regular carbon electrode stock, had a 2% in. OD with 3/16 in. walls and were 5% in. long. The fumes present in the furnace during the early part of a run made optical readings uncertain. A noble metal thermocouple was, therefore, adopted to measure the temperatures. The arrangement used, shown in Fig. 1, allowed the silmanite protection tube to be replaced with a minimum effort. The thermocouple was calibrated against a standard Pt-Pt-Rh thermocouple in a fused quartz protection tube. The latter was inserted in the molten iron by removing the glass window on the cover. The lower couple was found to be very sensitive to temperature changes. To insure accurate temperature readings, the graphite crucibles were made to fit tightly against the silmanite protection tube. Further, to avoid contamination of the thermocouple by carbon, the silmanite tube was changed and the calibration procedure was repeated at frequent intervals. By using this temperature measuring technique, the furnace was easily held within *1O°C of the desired temperature. Professor Ruff's most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. A study conducted at The Ohio State University sought to deter- mine whether explosives break rock primarily employing shock energy or energy stored as borehole gas pressure. The amount of broken material, calculated borehole pressure, and measured stress waves are compared as decoupling ratios (borehole diameter/explosive charge diameter) increased from 1 to 3 and all other variables remained constant. Breakage and calculated borehole pressure displayed a decrease as the decoupling ratio increased while the shock energy remained constant. The strong implication is that borehole gas pressure is the primarary force in breaking rock with explosives.

THE problem of eliminating the hazards of hoisting in mines has been with us since the industry passed its earliest stages, when coal and ore could be won from surface working and tunnels. At first, safety devices were introduced as means of decreasing the amount of labor necessary, to produce the mineral, or to increase the amount that could be obtained from a certain opening. For example, crude, ladders replaced winding footpaths or steps cut into the walls of the pit or shaft, decreasing the distance it was necessary to carry the product to the surface and eliminating, to some extent, the hazard introduced by the precarious footing afforded by such paths and steps. Later, instead of being carried from the pit on the backs of men, the product was hoisted in buckets or baskets on a rope passing over a pulley or around a windlass. Thus the capacity of the pit was considerably increased, and the hazard due to making many trips up and down the shaft was eliminated. From such beginnings accident prevention in mine hoisting advanced with the importance of the industry, until at present hoisting compares favorably with other branches of the mining industry with reference to safe practices. As in the other branches, this progress has been accomplished along two general lines-by legislation, rules, and education, and by the installation of safety devices. Though due credit must be given the former, it is not so satisfactory as the latter. Legislation, to be effective, requires a policing and inspection system to guarantee enforcement, such as we cannot hope to inaugurate. Rules may be satisfactory so long as the employer controls the labor market, and dismissal or some other form of discipline is an effective means of insuring obedience to the rules; but where labor demand is in excess of the supply, or where labor organizations are in control, such measures are not effective. An educational campaign will draw attention to hazards and may awaken a desire to avoid accidents by exercising the proper care.

This paper relates geostatistical doctrine to classical statistical and mathematical concepts. It is not a contribution to geostatistics; it is a contribution about geostatistics. It uses descriptive and pictorial arguments to assist interested readers in forming an intuitive grasp of the recondite and difficult mathematical issues involved. The method chosen is to cite authoritative literature references from the two fields and trace connections between them. Four broad conclusions appear: first, geostatistics comprises a relabelled subset of concepts detached from classical statistics and mathematics; second, this relabelling artificially isolates geostatistics from the classical fields and restricts its scope; third, the classical fields still have much to offer to the mining industry but will remain fallow unless artifcial communication barriers are removed; and fourth, the unique advantages asserted for geostatistics are neither unique nor necessarily real. These findings should not be regarded as iconoclastic but rather as Pointing the way to a wider and more productive scope for those who evaluate mineral deposits.

An aluminum single crystal cold-rolled from (110) [1121 essentially retains its initial orientation after 99.6 pct reduction in thickness. The orientation of the recrys-tallized grains of this material can be described in terms of crystallographic rotations about principal poles of deformation texture. DURING the study of the recrystallization of a copper single crystal cold-rolled from a (110) [112] initial orientation, the orientation of the re-crystallized grains could be derived by a 30" rotation of the orientation of the cold-rolled matrix about its <111> poles.&apos; The present investigation was undertaken to extend the work done on copper&apos; to an aluminum crystal also cold-rolled from a (110) [112] initial orientation. Experimental Procedure The procedure of this experiment was similar to that reported for copper.&apos; An aluminum (99.998 pct) single crystal rod* 1 % in. in diameter was grown in back-reflection technique.&apos; The specimen (1.20x 1.004x0.6787 in. thick) was then rolled along the [112] direction. The final thickness was 0.0028 in., giving a reduction in thickness of about 99.6 pet. Specimens were cut from the rolled strip with scissors, and approximately in. of disturbed metal was removed with Tucker&apos;s reagent. The rolling edge remained intact. The specimens were sandwiched between two graphite plates and annealed in a lead or lead alloy bath which was electrically heated. Pole figures were constructed using the techniques previously described.&apos; Specimens were electrolytically polished4 and etched with 47 pct HNO8, 50 pct HC1, and 3 pct of 48 pct HF. The electrolytic polishing method and etching reagent employed for aluminum specimens were not entirely satisfactory and the microstruc-tures could not be studied in any detail. Results and Discussion The octahedral pole figure of cold-rolled aluminum strip is plotted in Fig. 1. The <111> poles spread in the transverse direction approximately 8" for the highest intensity areas. The spread in the transverse direction can be related to a rotation about two <110> directions lying in a plane containing the rolling direction and rolling plane normal. The two <110> directions and a scale of rotation for the <111> poles are shown in Fig. 2. The amount of rotation is consistent for three of the four <111> poles, about 35" to 40". The discrepancy for the fourth pole is believed to be due to limitations of the film technique. Alternate inter-

Rotary kilns, varying in construction, are used in a variety of processes. Products differ and operating conditions vary accorcling to economic requirements. All of these variables influence the degree of instrumentation and type of control necessary or profitable to install. Products fired in rotary kilns are the results of combined temperature and time treatment and the interrelation of these two factors should be kept constantly in mind in the perusal of this paper. Measurements of Kiln Temperature The securing of proper temperatures within the rotary kiln, either of the charge or of the kiln lining in the high fire zone, are basic objectives of kiln operation; therefore the measurement of these high-temperature conditions merits first consideration. For these measurements, radiation pyrometers, properly designed and protected, have proved adequate, particularly where records ox automatic control are desired, while Optica1 pyometers may serve as portable indicators. Light-sensitive devices or photoelectric cells in this service are capable of producing records as well as certain forms of automatic control. High-temperature measuring devices for rotary-kiln work should have the measuring unit protected from dust, as a continued accumulation of deposit would lower the readings. Fig. 1 shows a typical application of radiation equipment to a rotary kiln, mounted far enough away from the sighting hole through the kiln hood to be protected From puffs or stingouts and with a sighting tube having a series of settling chambers, to prevent dust from reaching the lens. Although dust conditions inside the kiln itself usually fluctuate considerably and have their effect upon the readings at that moment, such effects are not cumulative and show as a continuous fluctuation in the temperature indicated, provided the radiation unit and recorder are responsive to such slight and rapid temperature fluctuations. The ambient temperature to which a measuring unit is subjected fluctuates from possibly 0" to over zoo°F., therefore these changes should have no effect upon the final reading or upon the life of the measuring unit. A very narrow sighting angle is desirable, so that measurement of temperature may be made as far as possible into the high fire zone without effect of the flame temperature. There should some sighting means on the measuring unit, so that the proper field may be viewed. Measurement of wall temperature taken at a point where the charge has just left the wall is less affected by dusting conditions than when taken elsewhere.
