A special meeting of the officers of the Columbia Section was held in Spokane, Wash., Jan. 10, 1918, for the purpose of organizing and nominating members to the principal committees of the Section. Present: J. C. Haas, Vice-chairman; W. H. Linney, Past Chairman; and L. K. Armstrong, Secretary. J. F. McCarthy, Wallace, Idaho, was appointed fifth member of the Executive Committee. The following were appointed to the Membership Committee: R. M. Betts; for Oregon; W. J. Hall, for Idaho; J. M. Porter, for Washington. A member for British Columbia will be appointed later. The following were appointed to the Committee on Papers: Prof. F. A. Thomson, Moscow, Idaho; Prof. L. 0. Howard, Pullman, Wash.; H. S. Lee, Rye Valley, Ore. A fourth member, representing British Columbia, is to be appointed later. The following members were appointed representatives on the Executive Committee of the Spokane Engineering and Technical Association: J. C. Haas, W. H. Linney, F. A. Ross, L. K. Armstrong. The Treasurer reported a deficit, resulting from the participation of the Section at the Northwest Mining Convention in 1916. It was recommended that the Institute be petitioned to make good this deficit, in addition to the usual annual allowance. The members of the committee who were present expressed their desire to be of greater service in the present war, and discussed at some length the possible means of carrying out their desires. It was later decided to reopen the subject at a subsequent meeting of the Section, or to present it to the Executive Committee of the Spokane Engineering and Technical Association for discussion and cooperative action. AT the seventeenth National Metal Congress, held at Chicago, Oct. 1-3, the Iron and Steel Division and Institute of Metals Division participated with the American Society for Metals, American Welding Society, and the Wire Association in one of the most successful meetings ever held. The total attendance at the technical sessions and the scope of and interest shown in the exhibits at the Exposition were greater than at any of the "Metal Weeks" since the depression began. The Iron and Steel Division held two all-day symposia and one general session. The latter, at the International Amphitheatre, Wednesday afternoon, was the only one poorly attended. This was attributable, at least partly, to the location of the meeting roan.

A UTORADIOGRAPHY would appear to be sim-A pler and less time-consuming for diffusion studies than any of the radioactive tracer techniques commonly employed, namely, the sectioning, surface increase, and surface decrease techniques.' Accord- ingly, it was felt worthwhile to investigate the applicability of autoradiography to self-diffusion measurements, and gold was chosen for this purpose. The radioactive isotope Au'!'' was used, as obtained from the Brookhaven National Laboratory. Its radiation consists of p (0.97 mev) and y (0.41 mev) rays, and it has a half-life of 2.69 days. No-Screen X-ray film was found suitable for these experiments: the film has the desired high speed for recording P rays and yet is practically insensitive to y rays. On the other hand, due to the high atomic weight of gold, this metal is a strong absorber for p rays. The

A time-consuming and expensive preshearing program to minimize the adverse effects of blasting on slope stability at Kennecott Copper Corp.'s Ruth Pit in east-central Nevada has been eliminated in favor of down-the-hole, nonelectric delayed blasting which can produce a smooth wall effect and improve blast fragmentation. The new blasting approach resulted from a Kennecott engineering investigation aimed at improving the stability of the extremely variable rock conditions found throughout the pit by reducing the vibrational energy imparted to the walls with conventional bench blasts.

The events which led to computer control of the grinding circuit at Brenda Mines are described, beginning with mill operating philosophy. High production rates are encouraged so that, despite severe upstream disturbances, a manual control method to meet this philosophy had developed. Unfortunately, due to the time interval between manual control adjustments, losses in production resulted. An analog control method was devised and, although superior to manual control in some situations, was found to suffer from several practical limitations. The data logging capabilities of a control computer seemed warranted. Circuit testwork combined with an analysis of operating data showed that (1) metallurgical personnel at times could increase production rates by as much as 10% over that achieved by grinding operators; (2) the chosen data base required an increase of 2% or more to be statistically significant; and (3) for a 2% increase there would be a significant rate of return of investment in computer installation. Consequently one grinding circuit was fully instrumented, and a rented computer was installed by Brenda personnel. Prior to installation, Brenda metallurgical and instrumentation personnel were trained in the use of the computer. An experimental program was devised with short and long-term objectives. The short-term objective was to develop a practical control strategy which would yield immediate production improvement. This goal has been successfully met as described in this paper. Statistically significant increases in excess of 2% have been established. Work is being completed for the permanent installation of computer control on all four grinding circuits at the present time. Long-term objectives are (1) off-line analysis of the circuit using mathematical models of process units; (2) on-line experiments to study alternative control tactics; and (3) possible expansion of computer facilities to the crushing plant.

Coal refuse slurry impoundments are dams constructed of coarse coal refuse to impound fine refuse (slurry) and water (25 to 30% solids). Both products are waste from coal preparation plants. A number of these structures in West Virginia, Pennsylvania, and Kentucky were investigated to determine embankment stability. During the investigation a variety of embankment designs were encountered. The investigation determined the soil and geological characteristics of the embankments and the sites. This was accomplished by a test drilling and monitor installation (observation wells and piezometers) program, geologic study, and large-scale mapping which allowed subsurface profiles of the embankments to be constructed. The laboratory testing program concentrated on textural classification of the coal refuse, permeability, and determining strength parameters to be utilized in the stability analyses. For the stability analyses, the modified Fellenius slip circle, simplified Bishop slip circle, and analysis for translational failure were utilized. In all stability analyses hydrostatic pressure and seismic acceleration probability were considered. This investigation indicated that 62% of the embankments analyzed were in a stable condition. The coal seam, the type of roof rock, and the gradation of the refuse influence the degree of compaction obtainable and the permeability of refuse. The shear strength of coal refuse appears to be controlled by its composition, moisture content, degree of compaction, amount and grain size of fines present. This investigation demonstrated these embankments should not be treated as pure state-of-the-art dams consideration must be given to the particular properties of coal refuse and the total refuse disposal system. Refuse dam slurry impoundments generally lack the site selection phase that is standard practice with siting most other types of dams.

The University of Illinois, by Prof. H. H. Stock, professor of mining engineering, sent out to its mining students a long letter urging them to attend a Chicago meeting of the Institute. It stated that the University Council authorized the remission of the registration fee for sophomore, junior and senior mining engineers who would attend the meetings and present a written account of the sessions and excursions attended. Young engineers are rarely flushed at the beginning of their careers but if they ever expect to amount to anything at the end of 10-years-they are going to regret that they have not long been a member of the Insti-tute. So that the slogan "Do it now" is snore than particularly appli-cable in their cases and nothing will better indicate to them the scope of the Institute's work and the advantages which they are to get from mem-bership than attendance at one of the big meetings of the Institute and the preparation of a written report on the sessions and excursions attended to be returned to the University.

Samson Jordan was born at Geneva, Switzerland, June 23, 1831. At the age of 20 years he entered the Ecole Centrale des Arts et Manufactures, at Paris, from which he was graduated with high honors in 1854. After some months of service with the Compagnie du Chemin de Fer du Nord, he was employed (upon the recommendation of his former instructor, Prof. Burat, who had recognized his remarkable ability) at the mines of Portes, belonging to the Société de l'Elairage au Gaz et des Hauts Fourneaux, etc., of Marseilles, and subsequently to construct the St. Louis iron blast-furnaces of that Co. After finishing this work, he remained at Marseilles as a member of the directory of the Co., particularly connected with the development of its mines. In 1862 he became the general advisory engineer of the Co., and still later (1873) its general manager (Administratet~r), a position which he retained until his death, February 24, 1900. He became subsequently Administrateur of other important French industrial enterprises, including those of the Compagnie des Naut Fourneaux, Forges et Aciéries de Denain et Anzin, and the Compagnie Banco-Belge des Mines de Somorrostro ; and he was also, at various times, President of the Société technique du Gaz, Vice-President of the Comité des Forges de France, mepber of the Council of the Société d'Encouragement pour l'Industrie nationale. In all these positions, it is the unanimous testimony of his colleagues that he was no mere ornamental figurehead, but a profoundly wise, practical and industrious laborer and adviser, both patient and keen in the mastery of details, yet at the same time competent to apprehend the wider bear-

IN this paper the authors aim to chronicle the experience and salient points brought out in changing flotation reagents at a concentrator which had probably been using a minimum amount of oil at a minimum cost per ton, to a more complicated system requiring a partial chemical control. The original oils were coal tar and pine oil. The new reagents are line, xanthate and pine oil. It was found that there were no insur-mountable difficulties and eventually the cost of the new reagents per ton of ore proved to be very little more than that of the old. LIME PLANT When the question of handling lime came up there were two propositions open: (1) to handle the lime dry; (2) to handle it wet in the form of an emulsion. Granting that a dry lime feeder would function properly, delivering lime uniformly, the chief objection was the dust that would be raised when these feeders were being charged or operated, as the only possible location was on a gallery beneath which men were working. With this objection the handling of lime as an emulsion seemed to he the better scheme. The lime plant which was first installed was for experimental work on one section. This was gradually changed and developed until it was of sufficient size to accommodate 20 sections. The various changes will not be discussed and the following description deals only with the fully developed plant. Crude as it is, and perhaps somewhat expensive to operate, the lime-handling plant has been quite successful. Much has been learned which will pave the way for a better installation in the future.

Twenty-nine laboratory steels were studied to determine the effects of composition and ferrite grain size on drop-weight and Charpy V-notch transition temperatures. The experimental steels covered the following ranges in composition.. 0.10 to 0.32 pct C, 0.30 to 1.31 pct Mn, 0.02 to 0.43 pct Si, md nil to 0.136 pct acid-soluble Al. Although most of the data were obtained on hot-rolled samples, some plates were heat-treated in order to cover a wider range in ferrite grain size. The experimental data were used for a multiple-correlation analysis conducted with the aid of an electronic computer. The study showed that carbon raises and that manganese, silicon, aluminum, and finer ferrite grains lower both drop-weight and Charpy transition temperatures. Quantitatively, variations in composition and grain size have a more marked effect on V15 Charpy transition temperatures than on the drop-weight transition temperature. Useful correlations were found between transition temperatures in drop-weight tests and those defined by seven different criteria for Charpy tests. Evidence was accumulated that the conditions ordinarily used for drop-weight tests are more severe for 1-1/4-in. -thick plate than for 5/8- to 1-in. -thickplate. PROJECT SR-151, to study quantitatively the effects of metallurgical variables on performance in the drop-weight test, was established by the Ship Structure Committee late in 1958 on recommendation of the National Academy of Sciences, National Research Council. This project was initiated as a result of the increasing use of the drop-weight (nil-ductility) test in predicting the ductile-to-brittle behavior of steel. Qualitative data indicated the drop-weight was not as sensitive to metallurgical variables as the Charpy V-notch test. Furthermore, the available information indicated that the drop-weight test did not show the superiority of killed steels over semikilled steels reflected by Charpy tests. This difference in sensitivity to brittle fracture is considered important because the drop-weight transition temperature has been reported1 to correlate better with service-temperature failures than the V-notch test does at a constant energy level. Therefore, this project was concerned with establishing quantitatively the effects of metallurgical variables in the drop-weight test. For comparison, Charpy V-notch data were obtained for the steels investigated. This paper summarizes the results of the investigation. Most of the steels used for the study were made and processed in the laboratory. However, some tests were also made on commercial killed steels available from Project SR-139 (SSC-141). During the course of the investigation, data were obtained on the effects of carbon, silicon, manganese, and aluminum on transition temperatures of drop-weight and Charpy specimens. In addition, the effects of heat treatment which changed the ferrite grain size and the transition temperatures were also investigated. Finally a few exploratory studies were made on commercial killed steels to evaluate the effects of plate thickness, grain size, and heat treatment on the performance of drop-weight specimens. EXPERIMENTAL PROCEDURES Preparation of Materials. A total of twenty-nine 500-lb induction-furnace heats were made and processed in the laboratory for the investigation. Carbon, manganese, silicon, and aluminum contents were systematically varied. Melting and rolling techniques proven satisfactory in a previous project2 were used as a guide for the current investigation. Composition. The composition of the twenty-nine laboratory heats made for this project are given in Table I. The steels are divided into three groups. The first group consists of ten aluminum-killed steels similar in composition to Class C ship-plate steel. The second group consists of ten semikilled or Class B type steels. In both of these groups the carbon and manganese contents were intentionally varied over a wide range. This wide range in composition was helpful in obtaining quantitative data from a limited number of steels. The primary purposes of these two groups of steels was to determine the effects of carbon, manganese, and deoxidation practice. In addition, one steel in each group (Steels 2-2 and 9-2) were made about 1 year after the start of the program in order to check consistency of melting practice. The third group of nine steels listed in Table I was intended for studies on the effects of silicon and aluminum. THE economics of aerial survey and the technical processes by the aid of which vertical and oblique aerial photographs are turned into line maps showing the most profuse topographical detail such as contours, rivers, roads, plantations, habitations and cultivated lands do not concern us here. They have been ably and exhaustively described in the publi-cations of the British War Office, handbooks on surveying methods and on photogrammetry and in the South African mining, engineering and geological press. Suffice it to mention that for geological interpretation vertical photo-graphs are used on such scales as soon to 1/5,000 to 1/10,000, overlapping each other by 55 to 60 per cent in the direction of flight and some 10 to 20 per cent sideways on to the next sequence or strip. Through this duplication in the overlap the stereoscopic examination becomes possible. The standards by which monochrome aerial photographs are inter-preted can be grouped under the following headings: 1. Continuity.-The continuity of topographic relief not obtainable on the ground owing to the smallness of man relative to that relief. Here lies the greatest value of aerial survey with relation to geology. An immediate alignment can often be made of drainages running in different directions on each side of a hill; saddles and gorges in the mountainsides; abrupt termination of outcrop or indubitable signs of faulting. Most conclusive evidence is thus often obtained about faults which may be perfectly visible at one place on the ground but cannot elsewhere be identified because of decreased throw. Similarly, dikes can often be followed notwithstanding frequent interruption and disappearance under the soil. Scattered outcrop in scrub-covered or bush-covered country can be conveniently located and often correlated, with a large saving of time compared with field work. The same applies to geological contacts. Once these have been established at a few points on the ground, the intervening stretches can be drawn in.

In a previous paper1 the authors dealt with the physical properties of cold-rolled and heat-treated Britannia metal of the approximate composition Sn, 91 per cent., Sb, 7 per cent. and Cu, 2 per cent. It was found that cold rolling to more than 50 per cent. reduction produced a continuous softening of the metal when measured by the Brinell machine, whereas the Shore instrument indicated increased hardness; that the strength of the material followed the Brinell hardness and that the metal therefore became weaker the more it was cold-rolled; and further, it was found that hardness and strength could be largely restored to the cold-rolled metal by "baking" for about one hour at any temperature between 200" and 450" F., the melting point. The higher the baking temperature, the more effective was the heat treatment as far as increased hardness was concerned. It seemed to be of little importance whether the metal was soaked or not at the baking temperature for a great length of time and the rate of cooling seemed to be immaterial. The present paper deals with the same alloy and more particularly with the resistance towards various forms of stress — tensile, bend and deep drawing. The metallography of Britannia metal has in part also been covered and an explanation attempted for the abnormal behavior of this alloy. Tensile and Bend Tests Two ingots 73/4 in. wide, 11 in. long and ¾ in. thick were cast from the same pot. One ingot was cold-rolled in one direction to a strip 0.241 in. thick, which furnished the tensile test specimens; the other ingot was rolled in the same way to 0.253 in. and furnished the specimens for the bend tests. The ingots were cast as described in the previous paper and cold-rolled in six passes.

This discussion was prepared by members of the Phelps Dodge Corpn. staff who were designated to review the minutes. It is confidential but permission has been granted to distribute copies among those who attended the Conference. The minutes of the above conference contain numerous references to the plants and practices of Phelps Dodge Corporation. As many of these references are inaccurate, the following notes are made covering such points: Construction Magnesite Brick in Reverb. Arch (1) An.18" arch, 20 feet long, was built on one furnace with 5 feet on each side of magnesite brick, the center portion .being of silica brick. The furnace was put in operation February 13, 1930 and on April 23rd after 68.8 days' operation it was replaced due to failure of the silica brick forming the center of the arch. At this time, while the silica brick had completely gone, there was 14" of magnesite left. Bridgewall Tapping (2) Tapping matte through the burner wall was first tried at the Copper Queen Smelter in April, 1925. At that time, a copper casting with 1 ½ extra heavy pipes for water cooling cast in it, and having one taphole block was used. Later, on the other (old) furnaces, similar castings, but equipped with two tapholes, were used. We found with these furnaces that we could tap through the burner wall at the beginning of a campaign, but would subsequently have to go back to side wall tapping. This was the case until sometime in 1926. The new furnaces, that went in operation at the beginning of 1927, each had water. cooled castings with two tapholes. These have been used entirely and have been quite successful. Sometime after the furnaces were put into operation sidewall tapholes were put in, simply for the removal of any accumulation of matte that might be temporarily retained at the front end by bridges or dams in the furnace formed by overcharging locally.

In a recent paper1 the authors presented information on a refinement of the Rohn type of creep test with data on pure iron that exemplified the behavior of the apparatus. The present paper extends that work to nickel and cobalt and to the examination of the comparative high-temperature properties of two widely used commercial alloys. Careful attention has been given to the effect of plastic deformation in decreasing creep rate, using the elementary metals iron, nickel and cobalt for purposes of analysis. In any endeavor to develop new materials for high-temperature service one soon encounters a real problem as to the sort of test to be employed in evaluating the commercial possibilities of the alloys. At one time it was considered satisfactory to determine the tensile strengths at elevated temperatures and to use these values as a criterion for the commercial application of the alloys. More recently the proportional limit has been used as a means of classification. Data obtained from a form of bend test have also shown promise as providing a "merit index" of high-temperature serviceability.= Koerber and Pomp3 state that since the influence of testing time is small, the high-temperature yield point of steel furnishes sufficiently reliable and concordant values up to about 350" C. (and a maximum of 450" C. for alloy steels) to serve as a suitable basis for comparison evaluations of materials and for judging permissible stresses. Koerber and Pomp consider, however, that above these temperatures creep limit must be substituted for the high-temperature yield point as the all-important characteristic of the material. ALTHOUGH brasses and bronzes have been made for ages, a systematic study of their physical properties has been carried out only during the years of the present century. Among these properties may be included those which are to be detected by means of microscopic examination; in other words by the science of metallography. The earlier workers in this field, both in this country and abroad, gave their attention to steel. When the senior author explored the situation in 1902, there was little encouragement to be found in undertaking the study of the non-ferrous alloys. A start was made, and the metallography of the brasses and bronzes, as well as of the copper-nickel- zinc alloys developed materially under his direction. Annealing experiments were begun in 1902, and in the succeeding years the effect of temperature, and the influence of previous working, on the grain size of brass were studied. The conclusions so well known and widely published today were largely reached during those earlier years. In 1905 the first complete annealing series were made. By this it is meant that brass and copper sheet, 5 B & S Nos. hard, was machined into tensile test specimens, then annealed under accurate control for 30 min. at temperatures up to the melting point of the material. Various determinations were made, including tensile strength and elongation in 2 in. There rapidly followed similar series on all of the copper-zinc alloys from 100 to 60 per cent. copper, on the bronzes, cupronickels, and on copper-zinc-nickel alloys. At this point there was published by Grard, in October, 1909,1 the very comprehensive and complete work on the tensile properties of cartridge brass, 90-10 copper-zinc, and electrolytic copper. The excellent photomicrographs in that paper illustrated the changes in structure produced by cold rolling as well as by annealing at different temperatures, but where Grard's work was confined to copper and to two alloys, the investigations in this laboratory have been over the entire fields of the commercial copper-zinc alloys, copper-tin alloys, representative copper-nickel and copper-nickel-zinc alloys as well as aluminum bronzes and others of a more special nature.

The kinetics of copper cementation on rotating disks of body and tear-top beverage can aluminum alloys were studied as a function of temperature and copper ion concentration. Both alloys followed the two-step kinetic regions, an initially slow rate followed by an enhanced rate. Experimental activation energy determinations (9.04 to 19.62 kJ/mol) indicated that ionic diffusion controlled the reaction mechanism between 20° and 60°C. At low temperatures (< 20°C), the system appeared to be controlled by the presence of an aluminum oxide surface film. The results of this study showed that cementation kinetics for the beverage can aluminum alloys are similar to those for pure aluminum. It was also found that the chemical removal of the oxide layer is less important for the alloys than /or the pure aluminum system. The characteristics of the resultant copper deposits were studied under a scanning electron microscope, and the reaction kinetics seemed to depend strongly on the nature and morphology of the deposits. In addition, maximum rates occurred when the deposit structures were fine feathery dendrites.
