THE MIDLANDS of England contain large areas of important oil lands, which, however, will not become of commercial importance for at least 5 years, because the ownership of the oil has become a political issue. In Great Britain, except in certain special areas, all minerals, except for gold and silver, belong to the surface owner. The leasing of minerals on the large estates is a very complicated business, as the family solicitors have many forms and formalities that must be observed. In the case of one of the large estates, the principal revenues of which for several hundred years have been from coal leases, the average time between the agreement on terms for a coal lease and the signing of the same has been 8 years. In 1916, one coal lease on this estate had been pending for 15 years, and was still unsigned, although the important terms had been agreed upon 15 years previously. Under war conditions, and considering the extreme importance that the production of petroleum in England would have had, such delays could not be tolerated. Most of the British landlords, relying on the almost, universal opinion of their own countrymen that there were no commercial deposits of petroleum in Great Britain, were prepared to give all their oil rights to the government, but they feared that such action might establish a precedent with respect to coal. For years the Labor Party and extreme radicals have protested against the payment of royalties to landlords on coal. The government, therefore, introduced a bill taking over all the oil rights and providing for the payment of a small royalty to the landlords, to safeguard the principle of compensation in case the coal mines should ever be nationalized. The provision of this bill, with respect to the payment of royalty to landlords, was defeated by a vote of 44 to 35 in a night session of the House of Commons on Oct. 25, 1917, when most of the members were absent, but when a group of labor members and extreme radicals were present. The resubmission of the point to the House of Commons was prevented by the labor members of the coalition government, who reminded the cabinet that the agreement

AT the Wednesday morning session on Mine Ven-tilation, D. Harrington's report of the committee on metal mine ventilation was presented. He said the only paper which had been received was one from Nevada, although a number had been promised. Mr. Harrington gave instances from his experience where it had cost less to operate ventilating fans during idle periods in mines than the expense of replacing timber, which was destroyed by fungus during the period when the mines were not ventilated. He referred particu-larly to a metal mine in Michigan and a copper mine in the Southwest where this condition had been found in parallel tunnels, one of which had been ventilated after work had ceased and the other had not been. Mr. Harrington also referred to the fumes after blasting operations in mines operating in large bodies of sul-fide ores. By installing mechanical ventilating devices, these conditions had been greatly improved. He re-ferred also to a recent instance where an ignition of sulfide ore-dust had resulted in an explosion which killed three men and burned a fourth severely. Methane had been found in some gold mines and also in tunnels for city water-supply, and as a result coal-mine inspec-tion methods had been adopted. In one instance the contractor had changed from 40 per cent gelatine ex-plosive to a permissible explosive. A daily gas sample was taken. Nitrogen had been found in some of the mines, and CO, gas had been found in some of the Cripple Creek mines where a fan had been installed to maintain pres-sure on the working faces. It was found by experiment that the oxygen was absorbed by the rock particles, which led to a relatively greater percentage of CO. Coal-mine splitting ventilating methods had been used in some places. Miners' consumption had been made compensable in Ontario, and there is a large threat-ened charge now standing against metal mine oper-ators in the Province of Ontario. Mr. Harrington re-ferred to some of the literature, especially the recent book on ventilation by W. S. Weeks of the University of California. He suggested, however, that a better title for the book would have been "The Physics and Mechanics of Metal Mine Ventilation," since it was especially valuable in this field.

By executive order of the President, dated June 25, 1918, the investigation of matters relating to gas warfare, which had been initiated by the Director of the U. S. Bureau of Mines early in 1917, and had been continuously maintained and improved since, that time, was transferred to the recently created Division of Gas Warfare of the War Department. On the occasion of this transfer, both the President and the Secretary of War took occasion to speak most highly of the efficient service that had been rendered by the Bureau of Mines. It gives us great pleasure to reproduce here a letter from the President and from the Secretary of War, bearing on this subject and also to append a brief review of the work of the Bureau of Mines, prepared by its Director, Mr. Van H. Manning. The White House, Washington. June 26, 1918. MY DEAR MR. MANNING: I have had before me for some days the-question presented by the Secretary of War involving the transfer of the chemical section established by you at the American University from the Bureau of Mines to the newly organized Division-of Gas Warfare in which the War Department is now concentrating all the various facilities for offensive and defensive gas operations. I am satisfied that a more efficient organization can he effected by having these various activities under one direction and control, and my hesitation about acting in the matter has grown only out of a reluctance to take away from the Bureau of Mines a piece of work which thus far it has so effectively performed. The Secretary of War has assured me of his own recognition of the splendid work you have been able to do, and I am taking the liberty of enclosing a letter which I have received from him, in order that you may-see how fully the War Department recognizes the value of the services. I am to-day signing the order directing the transfer. I want, however, to express to you my own-appreciation of the fine and helpful piece of work which you-have-done, and to. say that this sort of team work by the bureaus outside of the direct war-making agency is one of the cheering and gratifying evidences of the way our official forces are inspired by the presence of a great national task. PRESIDENT: In connection with the proposed transfer of the chemical section at. American University from the Bureau of Mines to the newly constituted and consolidated Gas Service of the War Department, which you are considering, I am specially concerned to have you know how much the War Department appreciates the splendid services which have been rendered to the country and to the Army by the Department of the Interior, and especially by the Bureau of Mines under the direction of Dr. Manning. In the early days of preparation and organization, Dr. Manning's contact with scientific men throughout the country was indispensably valuable. He was able to summon from the universities and the technical laboratories of the country men of the highest quality and to inspire them with enthusiastic zeal in attacking new and difficult problems which had to be solved with the utmost speed. I do not see how the work could have been better done than he did it, and the present suggestion that the section now pass under the direction and control of the War Department grows out of the fact that the whole subject of gas warfare has assumed a fresh pressure and intensity, and the director of it must have the widest control so as to be able to use the resources at his command in the most effective way possible. The proposal does not involve the disruption of the fine group of scientific men Dr. Manning has brought together, but merely their transfer to General Sibert's direction. THE application of gas or air under pressure to obtain more oil from a sand which has been practically exhausted by ordinary production methods has been practiced to a limited extent for many years. Until recently such methods were confined to the Eastern fields, principally those of Ohio and West Virginia, where in many cases the production obtained after applying pressure for a few years was nearly equal to the total production prior to that time which had been obtained by the usual production methods.' As early as 1917, J. 0. Lewis1 called attention to this method of increasing the recovery of oil and cited the phenomenal results obtained by H. E. Smith, I. L. Dunn and 0. C. Dunn, who pioneered the application of air or gas pressure recovery methods. With this information available it would appear that other oil-producing sections of the country have been extremely slow to realize the advantages of repressuring. However, after a few successful projects in the Mid-Continent area, the oil producers appreciated the value of this method for obtaining further and profitable production from their practically exhausted leases and are now making extensive use of it. In general, it has been the practice to apply pressure to the sands when production has declined to a small yield per well. The purpose of this paper is to discuss some of the advantages which may be expected from returning gas under pressure to the oil sands during the early stages of development, before the rock pressure has been dissipated and the gas exhausted, and to stimulate discussion of this subject on which comparatively little actual field data are available.

In October 1945. R. F. Farris. in an AIME paper entitled Method For Drtermining Minimum Waiting OIL Cenzent Time, presented a method for caiculating the minimum WOC* time required in oil well cementing operations. Briefly. this method consisted of shutting in a well. after the cement had been placed and noting the time required fur the wellhead pressure to reach a. maximum. This time was then multiplied by a factor of 1.5 to determine when the cement had reached sufficient strength to support the weight of the casing. As a result of this work, a number of areas have reduced their WOC time ~Wuirements with the subsequent saving of considerable rig time. The tests conducted by Farris were, for the most part, conducted under cementing temperatures in excess of 70°F. This was done because in the overwhelming majority of cases. cementing temperatures are in excess of 70°F (only in tile northern part of the country. primarily in the Rocky Mountain ares. in cementing surface casing are temperatures below 70° F. encountered, and such temperatures occur only during the winter months). The Stano-lind Research Laboratory since that time has performed a number of tests both in the laboratory and in the field to evaluate this WOC factor when cemeriting temperatures are lower than 70°F. The results of these tests indicated the need for greater WOC time in areas affeaed by abnormally low cementing temperatures. These tests indi.cated that a woc factor of 2 (Time from start to mix cement to maximum wellhead pressure x 2 = Time to drill plug) will allow sufficient time for the cement to develop adequate strength. A field test under abnormally low cementing temperatures (surface temyerature 35°F., mud discharge temperature <70°F. and cementing depth 500 ft.) in the Rangely Field, "* using the WOC factor of 2, indicated the time to drill the plug as 45 hours. Well conditions preventing getting back into the well until a 48-hour WOC time had elapsed. At this time, the plug drilled firm to hard indicating that the cement had reached its final set. It is contemplated that during next winter additional field tests will be performed to further check the results of the laboratory and field tests conducted to date,

Previous to 1915, zinc refining had not become a general practice among the zinc smelters in the United States. Such refining as had been carried on was confined chiefly to remelting very high-leaded zinc, such as third-draw metal from the retort furnaces, and slab dross, and hard spelter from galvanizing pots. In this remelting operation, the lead and iron were settled out and the refined spelter obtained graded fifth class, ie., Prime Western. Owing to the presence of lead in most zinc ores, the bulk of the spelter produced by direct smelting is of this Prime Western grade. Careful selection of ores of low lead content gave purer grades of spelter, z.e., Brass Special and Intermediate; and smelters which could secure ores carrying practically no lead produced high-grade spelter. Thus, in general, the grade of spelter produced by any smelter was predetermined by the purity of the ore it could obtain. The needs of the warring nations of Europe for enormous quantities of cartridge and other high-grade brass resulted in such a demand for the purer grades of spelter that the available supply of lead-free and low-lead ores could not produce the quantity required. Prime Western grades went begging, so to speak, while high grades sold at times from 5 to 15 c. per pound over the Prime Western market. The great demand, coupled with the wide market margin, which permitted the inherent costs and losses, resulted in the conversion of the lower grades into higher grades by processes of refining. These conditions also accentuated the development and size of the electrolytic plants, which were being worked out at the time this increased demand for pure grade of metal occurred. The electrolytic process, where available, produces a higher grade of spelter from impure ores than does the fire process; a large portion of those impurities in the ore, which by the distillation process would be carried into the spelter, are removed in the leaching of the ores and the purification of the solutions. The refining process, adopted at a number of smelters for the purpose of converting low-grade spelter into grades suitable for bras4 was that of redistillation.

Before National Lead built an industrial plant on its Fredricktown property, some 100 miles south of St. Louis, a 750x500-ft area on the proposed site was investigated by electrical resistivity, seismic refraction, and churn drilling. Data were accumulated to prepare an isopach map of the overburden and to determine soundness of the dolomite bedrock and the depth to bedrock at fixed points. The site was on a gently sloping hillside. Elevations above sea level ranged from 760 ft in the northwest corner to 820 ft along the eastern edge, giving a total relief of 60 ft. There were no major drainage features, but in the northern part of the plant site there was an indicated depression area which later was interpreted as reflecting subsurface conditions in the bedrock. No rock was exposed in the entire plant site area; the surface was characterized by soil and overburden. GEOLOGY Prevailing geology in the area of investigation was relatively simple—Bonneterre dolomite overlain by residuum. The red overburden was that derived from the weathered Bonneterre. Some chert was present, interpreted in the general area as a weathering of both the Bonneterre dolomite and younger sedimentary rocks such as the Potosi dolomite. During the period of actual measurements the residuum varied from moist near surface on the western edge of the proposed site to dry near surface on the eastern edge, and for this reason overburden resistivities ranged from low on the west to high on the east. Seismic velocities were low, since the material was not well packed. The bedrock encountered was dolomite, specifically the Bonneterre of Upper Cambrian age which, according to McQueen,&apos; consists of an upper dark gray member and a lower light gray member. These have been further divided into four zones, in ascending sequence a dark gray, sandy argillaceous dolomite; a dark brown or black, fine-grained dolomite: a light gray, finely crystalline, compact dolomite; and, at the top, a dark brown, finely crystalline, compact dolomite. In the area of investigation the upper two zones were encountered in the drilling tests as constituting the bedrock. The dolomite varies widely in porosity, which is low in the dense, fine-grained layers. In this area, therefore, both electrical resistivities and seismic velocities were high. Fracture zones in the Bonneterre are nearly Geology, and may extend to some depth, causing considerable deep weathering. It was realized that over deep fracturing the apparent resistivities

Monotonic tension and controlled cyclic-strain tests have been conducted on an annealed steel at various strain rates and temperatures in the weep range. Evidence of a strain-induced precipitate reaction abozle 500°C was determined from pronounced cyclic-hardening effects, increase inflow stress, inter granular fracture, drastic decrease in low-cycle fatigue resistance, and loss in tensile fracture ductility, as well as through electron-microscopy examination. It was found that strain rate as well as temperature had a pronounced effect on these observations. A parameter of the form P = T(7.95 - log ip) was determined, which was directly related to the ductility, defined either as the true strain at fracture in the case of simple tension, or as 2N 1/2 ? E p in the case of cyclic plastic strain. A highly satisfactory comparison of the cyclic life as measured and as computed from the ductility predicted by this parameter was obtained for a range of temperatures from 400° to 650°C and for crosshead speeds of 0.002 to 0.2 in. per min. MANY metals subjected to sustained loading at elevated temperatures derive resistance to creep from solid-state reactions of various alloying constituents. These reactions can be many and varied, and occur as a consequence of time and temperature according to reaction-rate principles. Strong evidence exists that many of these reactions are influenced by plastic strain, the argument being put forth that dislocations act as sites for nucleation and growth for the new phase.&apos; Many examples can be cited where plastic strain during transformation influences the structure, and as a consequence affects the properties.2 The low-alloy steels serve as particularly good examples for investigating the effect which aging reactions have on resulting properties. Alloying elements such as carbon and nitrogen, and carbide formers such as manganese, chromium, molybdenum, and so forth, can, by the particular aging reaction which occurs, produce strengthening effects at various temperatures, and so endow strength to the alloy over a broad range of temperatures. These effects have been systematically studied by Glen both during creep3 and for constant strain-rate tension testing.4,5 The work of Glen is of considerable interest in connection with the present study, particularly in regard to the effect of various alloying additions on the true stress-strain curve and on fracture ductility at various elevated temperatures. He has shown that strain-age hardening occurred during plastic straining, which was quite specific both to the temperature of the test and to the alloying element involved. When strain-age hardening was noted at a particular temperature, a .minimum in reduction of area was also obtained. Provided the temperature for the minimum reduction of area exceeded 300°C, all minimum ductility fractures were found to be inter-crystalline in nature. For carbon steels containing molybdenum, two minima in reduction of area were noted, one occurring at 200° to 250°C, the precise temperature depending on the percentage of molyb-

It is with sincere regret that the members of the Institute will have heard of the death, on March 17th last, at Terre Haute, Ind., of Professor Charles 0. Thompson, A.M., Ph.D., President of the Rose Polytechnic Institute of that city, and for many years pre viously the head of the Worcester County (Mass.) Free Institute of Industrial Science, and in 1881 and 1882 one of the managers of this society. To us he was chiefly known by the excellent character of the work which he had performed, as a recognized leader among the technical educators of the country. He was a constant, and interested atten dant at our meetings, seeking to acquaint himself not less with all that was noteworthy in the practical attainments and developments of the branches of industry represented by our membership, than with such such facts as would be of service to him in shaping or guiding a wise course of instruction in the institutions of which he had charge. We shall not soon forget him, or the genial courtesy of his manner, or his ready words and thoughtful comments. Charles Oliver Thompson was born September 25th, 1836, at East Windsor Hill, Conn., where his father, Rev. William Thomp son, D.D., was professor in the Connecticut Theological Seminary, since removed to Hartford. The son was fitted for college under the late Paul A. Chadbourne, and entered Dartmouth College in 1854. He was graduated in 1858 with honors. In all the studies of his course he had maintained a high rank, but showed marked proficiency in chemistry and mechanical philosophy. In 1861 he received the degree of A.M., followed by that of Ph.D. from his own college in 1879, and from Williams in 1880. In September, 1858, the year of his graduation, he became principal of the Peacham Academy, Vt., remaining in that position until November of 1864, though during that period he devoted several months to practical work as a surveyor and civil engineer. Thus his experiences were developing the qualities which, later on, fitted him to carry out so successfully the plans of the thoughtful projectors of a new system of technical education, along a path before untrodden, but which the test of time and the indisputable proof of success have shown to be both wise and fruitful.

Coprecipitation of anionic and cationic polyelectrolytes has been applied to flocculation of several mineral systems. Results obtained in a study of the flocculation of kaolinite and hematite suspensions of polycationic and polyanionic electrolytes are presented. Greatly increased settling rates were observed following precipitation of positive and negative polyelectrolytes on the surface of finely divided minerals in aqueous suspension. The ratios of polycationic to polyanionic electrolytes required to produce maximum sedimentation have been shown to correspond closely with the equivalence points obtained by light scattering studies of systems containing the positive and negative polyelectrolytes by themselves.

PRESIDENT Edwin Ludlow and Secretary Bradley Stoughton made their first-trip of the year 1921 to visit Local Sections of the Institute, and talk over Institute interests and policies, during the early part of April. The main purpose of the trip, as usual, was to bring back to headquarters suggestions or comments on the Institute&apos;s work on the part of, members. The trip was made a brief, one by the necessity of remaining in New Fork until Apr. 1, and of the attendance of President Ludlow at a meeting of American Engineering Council and. the organization of a Philadelphia Section of the Institute in Philadelphia on Apr. 16.

It was observed that chromized coatings on low carbon steel could be embrittled by cooling slowly through the 475°C range. A higher chromium coating was more susceptible to embrittlement than a lower chromium coating. Coating structure and composition could be correlated with the chromizing process and prior carbon content of the steel. IT was recently observed that during the fabrication of rectangular tubings made with chromized thin gage 1010 steel, a high percentage of these parts were fractured readily in a brittle manner under the light impact-forming load employed. Ensuing investigation indicated the cause for such brittle failures to be the so-called 475°C embrittlement of the chromized coatings. The experimental work and results are briefly reported. Rectangular tube sections of normalized AISI C1010 steel, which had a cross-section of 0.5x1.5 in. and a wall thickness of 0.030 in., were chromized to yield coatings having several ranges of thickness, varying from 0.0005 to 0.002 in. Essentially, the chromizing process is similar to that described by Samuel and Lockington,&apos; which consists of heating the parts in a sealed container at about 955°C for 4 hr in intimate contact with a chromizing mixture* samples in a hydraulic press, and the other employed a simple beam bending test of the flat sides of the tubing walls. Neither, however, was able to differentiate the relative brittleness of samples known to include both the brittle and tough types, since the impact-brittle samples were found to deform readily in a manner similar to the tough ones. Both the tough and brittle samples were studied by reflection microscopy. Observation showed that the microstructures of the steel cores were similar in content and distribution of inclusions as well as in the ferritic grain size. Results of Filar micrometer measurements showed that coating thicknesses+ of the brittle samples averaged 0.0007 in., whereas those of the tough samples averaged 0.0016 in. The micrographs of Fig. 2 illustrate the structural differences between coatings of both types of samples. By dissolving the steel cores in nitric acid, coatings of both the brittle and tough samples were isolated. Simple bending tests showed that coatings of the brittle samples cracked readily at about 90" bend, whereas those of the tough samples could be bent nearly 180° without cracking. ENGINEERS are the key men in our war program today. Upon the technical knowledge and skill of the engineer and upon his administrative and executive abilities rests the entire success for the production of vital materials of the war. Naturally the work load of the engineering examining unit of the U. S. Civil Service Commission has increased greatly since our active participation in the war. At present, over 550 separate requests for certification of eligibles are received by the engineering unit per week. These represent more than a fourth of the total requests received for personnel by the Commission&apos;s central office at Washington and represent a recruitment work load of three to four times that carried by the whole Commission previous to January 1940. These requests represent a minimum of a thousand vacancies to be filled each week, while an average week will produce, at present, approximately 1400 vacancies and a weekly maximum may approach well over 2000 vacancies.

Methane drainage by cross-measure boreholes on retreat longwall faces can be a viable alternative to the vertical gob degas boreholes under favorable circumstances. The research was done in a mine working Pittsburgh coal seam in northern West Virginia under USBM Cooperative Agreement No. 14-09-0050-3252. The study was the first application of this technique to Pittsburgh coal seam. A total of 14 small diameter, inclined boreholes were drilled over a retreat longwall panel from gate roads, to intersect the overlying coal seams. All boreholes were manifolded to a pipeline and the gob gas was extracted by a surface exhaust fan. The methane capture ratio was poor at 7% to 18% at various stages of the longwall panel. A vertical gob degas borehole captured an additional 20% gas. Poor results were due to premature failures of the cross-measure boreholes leading to air leakage. For better performance, the boreholes should be drilled from a point 30 to 45 m (98 to 148 ft) from longwall pillar over the largest chain pillar. The standpipe should be grouted for at least 6 m (20 ft), and the entry containing boreholes and the pipeline must be supported to ensure access for maintenance and optimization of methane capture. Coursing the ventilation air around longwall such that it forces methane migration toward cross-measure boreholes can further improve methane capture. The optimum vertical inclination is 45º ± 10º.
