The purpose of this note is to call attention to a source of difficulty which can be responsible for inaccurate estimates of wetting liquid pressure gradients in mixture flow experiments of the Hassler1 type. It has been our experience occasionally to observe what were indicated to be negative pressure gradients, and these were regarded as anomalous in the sense that physically they seemed to contradict the requirement that the flux be in the direction of the potential field. At first it was thought that our scheme of assembling barriers and core sample led to such asymmetry in the distribution of isobars that the manometric leads at each end of the core were responding to internal pressures (within the core sample) which could be either positive or negative with respect to each other, and which in fact might tend to reflect on different effective core lengths in an unpredictable fashion as the wetting liquid saturation was changed. However, no compelling evidence of this possibility has been established. In addition, we were cognizant of the requirements to be satisfied in selecting manometric instrumentation to minimize the delay in response of the manometer to the differential pressures being measured, and were thus assured that our observations of anomalous pressure gradients could not be explained by faulty instrumentation. What we suggest is that if a leak sink occurs in the fluid lines connecting the core to either side of the differential manometer, errors exceeding 100 per cent may result in the estimation of wetting liquid pressure gradient, even though the leak is of such small magnitude that its existence would tend to be obscured by evaporation effects. This is because in a system with leaks at the specified places, the manometer rec- ords at steady state the pressure drop across the manometer barrier elements in addition to the pressure drop across the core sample. This possibility will be illustrated below analytically and by numerical example for the special case where the leak occurs on the high presure side of the core, since we are especially desirous to explain the significance of our observations of the so-called negative pressure gradients. It will be indicated, however, that leak sinks on the low pressure side of the core can account for observations of anomalously high values of pressure gradient, and that multiple leaks on both sides of the core can provide for some compensation so that the errors in pressure estimation are reduced. However, the major point to be emphasized is the fact that the impractical-ity of detecting the small leak sinks which give rise to the difficulties makes it a complicated task for the experimenter in a particular case to know with certainty that his estimation of pressure gradient lies within the limits of error which can be tolerated. Fig. 1 shows the electrical analog of the flow system we have employed in our studies. The inflow and outflow barriers. I. INTRODUCTORY. Lake Valley, New Mexico, has long been one of the most widely known mining districts of southwestern United States. For many years its silver-mines have been among the most famous of the country, visited by many mining men and geologists; yet little information regarding the origin of the ore-deposits and the influencing geologic conditions has found its way into print. With the recent revival of public attention, after a decade and a half of utter stagnation, to the mining of silver in the Southwest, special interest attaches to the genesis and geologic disposition of the ore-bodies which are so finely open to inspection in the Lake Valley district. Moreover, the local features here described are typical of the conditions existing over a much larger field. The fact that the ores are chiefly the chloride and the chloro-bromide of silver adds further interest. Data bearing upon the genesis of haloid ore-deposits are, at the present time, very much sought. Arid regions offer particularly favorable conditions for the formation of such ores. This New Mexican district appears to supply solutions to many problems concerning this class of ores, which have long vexed the student of ore-deposits. II. LOCATION AND HISTORY. The town of Lake Valley is situated in Sierra county, in the southwestern part of New Mexico, and 100 miles northwest of El Paso, as the crow flies.From a mining standpoint, the location of the place is itself suggestive, as it lies on the southeastern slope of the great quaquaversal arch of the Colorado plateau. The center of this vast dome is in north-central Arizona, and radii about 150 miles in length reach its foot in all directions. Around its basal margins runs the broad mineralized belt containing most of the great mines of the Southwest, which extends from south-central Colorado southward and southwestward through New Mexico, thence westward through Arizona, northwestward and northward through southeastern California and western Nevada, and, finally, eastward through Nevada and Utah into Colorado again. This great mineralized belt is important as geographically limiting profitable mining over the greater part of five States.

THE first paper which appears in the published Transactions of our Institute is that read by our respected Secretary at its first meeting in Wilkes-Barre, in May, 1871. It is entitled The Geological Distribution of Mining Districts in the United States, and presents a brief but masterly review of what was known of the distribution of our deposits of useful minerals, particularly the metals, not only from a geographical but from .a geological stand-point. At the request of Dr. Raymond, I agreed, somewhat hastily, perhaps, to write for this occasion a brief sketch of the geological distribution of the deposits of the useful metals in this country, in the light of the increased knowledge of the present day. In the time given no personal investigation was possible, and as it was therefore out of the question to attempt to make anything that could be considered an original contribution to the history of our ore-deposits, I have been obliged to limit myself to an examination of such published data within my reach as bore upon this subject, and could be consulted in the brief time I have been able to give to it. Had the geological investigations undertaken by the Tenth Census been continued systematically by the United States Geological Survey or by the Eleventh Census, it might have been possible to make a fairly-complete review of the subject. The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.

With the development of open-pit mines of ever increasing depth, the stability of the pit slopes in soil and rock is of growing economic importance. How is it, considering the newness of the problem that we know anything at all about the stability of man-made slopes? How much do we know and how did it all begin? We can make a reasonable estimate of the stability of a slope in soil, but we know as yet woefully little about slopes in rock because the problem is much more complex. It is only with the development of the capacity of the computer to handle wearisome calculations that any but the simplest of stability problems in rock have become possible of solution. But what we do know is a guide of immense value in the design of slopes in rock. But remember that the computer is a great elevator; it takes everyone's feet off the ground! So our study began with soils and what is now known as "Soil Mechanics", which is a translation of the German term "Bodenmechanik". It is a pity that the title of Terzaghi's book "Erdbaumechanik" was not used instead. But here the task of the translator is difficult because English lacks the facility of German to string together several words and make a new one whose meaning is unequivocal. Thus, we have the three German words 'Erde' 'Bau' and 'Mechanik'. 'Erde' means "earth" in almost all the English senses including "soil". 'Bau' and 'bauen' convey the meaning of building and construction, and 'Mechanik' means "mechanics" which includes statics and dynamics and the 'mechanics of materials', etc. So that a correct translation of the German is a phrase like "the mechanics of construction with, in or on, earth or soil." However we are stuck with 'Soil Mechanics' and that is where it all began. Now this study or subject did not begin with 'Terzaghi' although his contribution to the subject is unquestionably greater than that of any other single person. Every scientific discipline has its 'classical problem' and that of soil mechanics is 'the earth pressure problem' and it began in the 17th century. In fact, it probably began before this with the introduction of gunpowder to Western Europe in about the 15th century, but the first known reference to the problem was by Vauban, a distinguished French military engineer who lived from 1633 to 1707 and who gave rules for the dimensions of retaining walls from 6 to 80 ft. in height. The soil properties were not mentioned by Vauban probably because the rules were intended to be applied to fortifications only, but Poncelet (1840) claimed that Vauban's rules were based on a theory, and not simply on military and practical

An approach for predicting the development of mineral resources on public lands has been developed as an aid to resource agencies. It consists of new techniques for evaluating the economic potential of the resource, the uncertainty about mine cost estimates, and the uncertainty about the occurrance of mineral deposits. New mineral sup- plies from inferred and hypothetical resources can be predicted by using these techniques. A case study illustrates their application in predicting development of copper resources in western Montana.

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

ORE tests are made for the purpose of determining the correct methods of treatment for any particular ore. They should be conducted so as to insure that the results obtained in actual mill practice, on ore of similar grade and physical nature, will duplicate the results obtained in the test work. As the expenditure of many thousand of dollars may be involved in the building of the necessary mill, the testing of ores calls for extreme care and skill in handling laboratory machines, and a knowledge of actual practice to guard against the danger of obtaining results in test work that would be impractical to duplicate on a commercial scale. The importance of a correct sample of the ore is at once apparent. No matter with what degree of care the test 4rk is done, it loses its value when made on an unrepresentative sample. It is the first safeguard against future disappointments in the loss of capital and time. A number of failures in the past have been traced directly to faulty or lax methods in obtaining the ore sample.

DURING the war period of quicksilver activity there were a number of departures from what may be termed the classical quicksilver metallurgy. Attempts were made to beneficiate low-grade ores by gravity concentration and flotation; mechanical furnaces began to replace the Scott furnace and the vertical coarse-ore furnaces, and condensers of sewer tile and redwood tanks were used in place of the older brick and stone condensing chambers. Other developments that have occurred during the current period of quicksilver, activity are mainly in the nature of improvement and further refinement of those started during the war period. Each period of quicksilver activity has been accompanied by the proposal of various new processes, including wet methods for the treatment of quicksilver ores and innovations in furnaces, retorts and condenser equipment. As far as the author knows, nothing of economic significance in the way of "new processes" has been developed. There is in fact no real need for any essentially new process for the treatment of quicksilver ores; the direct furnace treatment is simple and inexpensive. Moreover, with fare exceptions, the quicksilver industry has no complex or refractory ore problems corresponding to those which are receiving more and more attention from metallurgists in other branches of the nonferrous field. Under these conditions improvements in quicksilver metallurgy must be looked for through the adaptation of current developments in engineering and metallurgy generally to the particular needs of quicksilver practice rather than through the invention of new processes.

The practical use to which topographical models or relief-maps have been put, has within the last few years taken a wider range. They are rapidly coming into favor for other than purely scientific purposes, and their value for illustration and instruction is being more fully appreciated. Topographical maps; representing by contour-curve lines the elevations and depressions of the earth's surface, are now demanded in engineering work of nearly every description, and afford a ready means of bringing out the configuration of the country in a simple manner. A beautiful example of recent topographical mapping is seen in the seventeen sheets just issued by the Geological Survey of New Jersey. By reason of the inability of unskilled persons to understand the nature of a topographical map, it is sometimes necessary to con struct the same in relief, with the rivers, canals, railroads, etc., delin eated upon it. With the aid of such a map, problems in engineer ing science which would otherwise require expert assistance to explain them, are reduced to a simple and understandable form. Relief-maps are also of value to the geologist in working out the geological structure. To the instructor they present the most ready and efficient means of imparting clear and accurate knowledge of topography and kindred subjects. To the lawyer they are invalua ble in enabling him to bring into the court-room a representation of a part of the country with all its features accurately shown, to ex plain to the court and jury the special points about which litigation is pending and which would otherwise require long and laborious description. The application of the topographical map to business purposes is shown in a relief constructed by the writers for the Cumberland Valley Railroad Company and used by that company in the various ways of calling attention to the desirability of its route. CONSIDERABLE progress has been made during the last few years in analyzing the action of plastic deformation in metallic crystals. This is due largely to the development of X-ray spectrographic methods for studying changes in the orientation of single crystals, or of conglomerates, as they occur during the process of plastic deformation, but partly to the widespread knowledge of suitable technique for preparing large (single or variously combined) crystals for direct crystallographic observation under stress or in various conditions of strain. These two methods of studying changes in the crystalline structure of metals may of course be used in conjunction with features of mutual support, but unfortunately the advantage of direct crystallographic observation is lost when we proceed to the study of severely cold-worked structures, owing to the occurrence of real or apparent crystalline discontinuities which become more and more complicated as the amount of plastic action increases. Furthermore, the X-ray methods do not appear to be adequate, at least in their present stage of development, to fix definitely the character of structural alteration in the parent crystal lattice by plastic deformation. The principal question at issue concerns the nature of the crystalline particles that remain after plastic deformation. These are generally known in our American metallurgical literature as crystalline fragments,' and they seem, indeed, to diffract as individuals causing the Hull pattern of a severely cold-worked metal to resemble the pattern of a fine powder,2 with certain features of preferred orientation among the particles deter- mined by the manner and intensity of cold working. We must freely concede that there are conceptions of lattice alteration, apart from that of simple fragmentation, which would account for an increasing number of lattice positions according to X-ray spectrographic observation as the degree of deformation increased.

In times of overproduction such as the operators have been struggling against for the past several years it is the practice of the oil industry to shut in certain wells in order to reduce the flood of oil. The purpose of this paper is to present certain variations in production of oil wells when the offset wells are shut in. The scope of the study has been confined to California fields, and more especially to those of the San Joaquin Valley. The accepted definition of a shut-in well is a well where production has been suspended by closing in the casinghead arid tubing or by cessation of pumping. The immediate effect of such a procedure, of course, is to reduce the oil production from the lease, which is the result desired. However, it appears that certain types of wells vary widely in production of oil, gas and gasoline after adjacent wells have been shut in, which variation has a very material effect on the ultimate recovery of oil from the property. The increase or decrease in the oil production itself may not be of sufficient volume to occasion comment, but wide fluctuations in the gas and gasoline recovery under the changed conditions arc of the utmost importance in the future recovery of oil. The scope of this paper includes: (I) the effect on producing oil wells of shutting in offset wells, the wells being studied in three groups arranged according to their relative stages of depletion; (2) probable source of excess gas and the effect on the ultimate recovery of oil; (3) suggested procedure when wells are shut in; (4) methods that could be employed to prevent undue migration of gas from the shut-in area; and (5) the need for future studies of the situation. Three Classes of Producing Oil Wells For the purposes of this paper producing wells in California have been arranged in three groups according to the age of the well, or to the relative stage of depletion of the producing zones. The first group consists of those wells with a high fluid level, or in other words those wells whose fluid levels are a considerable distance above the top of the perforations. Ball wear in wet grinding mills has been the subject of considerable discussion in the last few years. Its importance to millmen is obvious in view of the fact that ball wear may cost from 2 to 4 per ton of ore for the more fortunate operators and many times this cost when a refractory ore must be reduced to a fine state of comminution. Consequently, any factual information that may be obtained on the nature of ball wear may be applied to introduce changes leading to lower ball consumption and therefore also to lower costs. In 1940, while employed with the Britannia Mining and Smelting Co., Britannia Beach, B.C., I had occasion to investigate factors that might affect ball consumption. We performed a number of tests, which will be briefly described. These tests originated as a result of changing from a 3½-in. ball to a 2-in. ball of different type of manufacture and were motivated by the desire to obtain the best possible type of 2-in. ball. Our testing was helped by the fact that the company operated a one-ton electric furnace, so that it was quite easy to make steel changes. It should be emphasized at the beginning that these tests produced results that in their general application to milling should be interpreted qualitatively rather than quantitatively. Ball wear in wet grinding mills has been the subject of considerable discussion in the last few years. Its importance to millmen is obvious in view of the fact that ball wear may cost from 2 to 4 per ton of ore for the more fortunate operators and many times this cost when a refractory ore must be reduced to a fine state of comminution. Consequently, any factual information that may be obtained on the nature of ball wear may be applied to introduce changes leading to lower ball consumption and therefore also to lower costs. In 1940, while employed with the Britannia Mining and Smelting Co., Britannia Beach, B.C., I had occasion to investigate factors that might affect ball consumption. We performed a number of tests, which will be briefly described. These tests originated as a result of changing from a 3½-in. ball to a 2-in. ball of different type of manufacture and were motivated by the desire to obtain the best possible type of 2-in. ball. Our testing was helped by the fact that the company operated a one-ton electric furnace, so that it was quite easy to make steel changes. It should be emphasized at the beginning that these tests produced results that in their general application to milling should be interpreted qualitatively rather than quantitatively.
