Scientific elite of the Minerals Beneficiation Div. assembled in Denver, Colo., September 17 to 20 to commemorate the 50th Anniversary of Froth Flotation in the United States of America. In his warm address of welcome at the opening luncheon, John W. Vanderwilt, President, Colorado School of Mines, recalled his experience in Bonanza which coincided with the early days of flotation. In those years the scientific and engineering aspects of the process which we know today were little understood and operating the flotation circuit was considered an "art." Luncheon Chairman H. L. McNeill caught the flavor of the old days in an anecdote which recalled the mill nightmares to many present with the agonized words, "Oh God, what's happened to the concentrate now!" It was an appropriate gesture when he called the names of some of the flotation greats for presentation to the assembly; and many an "artist" there was among them!

Diamond drilling has advanced and expanded during the past few yean. Along with this increase there has been a marked trend to rely more and more upon drilling for the outlining of ore for reserve purposes. This is especially true underground, where men have not been available for opening up ore by crosscuts, drifts and raises. During the recent heavy call upon known ore reserves, more drilling has been done for exploration and it has become expedient to drill longer lateral holes from underground and deeper holes both from surface and from exploration headings in the mines. Furthermore, these deeper holes have to be drilled closely enough to warrant calculation of "probable" if not "proven" ore, from the results obtained therefrom. Interpretation of diamond-drill results has become more precise and reliable with the growing knowledge and understanding of the geologic structures that control the geometry of ore distribution, and this has broadened the field of usefulness of the drill. All of this has created a necessity and a demand for more accurate control of the hole as to direction, a more precise and reliable method of surveying for position, and a need for better and more complete core recovery, as well as larger cores, to provide an adequate sample. At depth the control becomes more difficult and, at the same time, more important. Control A close study of drilling in various parts of the world for a period of more than 20 years has brought to light one definite rule, practically invariable; namely, that diamond-drill holes tend to deviate into a position normal to any structure existing in the rocks, such as bedding, schistosity, gneissosity, or even parting or jointing— even if the hole is started at almost any angle other than parallel with the structure. It also appears that the better developed the structure is, the more quickly will the hole get into a position perpendicular to it. It has often been said that there is a tendency for holes to "drift" in the direction of rotation. This is obviously untrue, for in a vertical hole the measure of deviation would depend upon the azimuth chosen as zero, and there is an infinite number of choices. It has been proved. however, that in homogeneous rocks there is a tendency for the hole to corkscrew, and that the direction of the spiral is the same as the direction of rotation. This may account for the belief that holes drift in that direction. Some tests have been made using right-hand and left-hand rods, and these show that no matter what the direction of rotation the hole will swing into a position perpendicular to the structure. Methods of Control The foregoing empirical rule may be used as an indirect method of control. John Malcolm Fraser became Prime Minister in December 1975 when Australian voters gave him the biggest landslide victory in the history of the Federation. From the previous administration, Mr. Fraser has inherited an atrocious economic mess: a staggering budget deficit, an unrealistically overvalued currency, a 14% annual rate of inflation, mounting unemployment, and a demoralized business community. He has already tackled some of these problems with some measure of success; but he has been in power for barely a year, and it's too soon to see a turn-around.

A perspective is presented of the steel plant sulphur distribution and elimination problem from coal to liquid steel ready for teeming, giving distributions of sulphur over a range of coke sulphur content, and some methods of sulphur control, in the blast furnace, external desulphuriza-tion between blast furnace and open hearth, distribution between fuel, slag, and metal, and methods and limitations of control of sulphur in the open hearth furnace. AS a part of the 1951 AIME symposium on sulphur in steelmaking, it was thought that a discussion of the distribution of sulphur throughout the whole series of operations, from coal and ore to finished steel ingots, might have some value in giving a perspective on the whole problem. The following discussion is an attempt to present such an overall picture. The order is that of the actual plant operations, beginning with a very brief consideration of the coking process. Sulphur in Coal and Coke Since by far the largest source of sulphur entering the steelmaking cycle is in the coal used to make coke for the blast furnace, it would seem reasonable to eliminate some of it, either from the coal, or the coke, or during the coking process. This has appeared impracticable up to the present, at least, for two main reasons: the low activity of the organic sulphur in either coal or coke, and because of price limitations involved in treating a low cost material such as coke. A variable portion, usually M or less, of the sulphur is present in coal in the form of pyrites or similar compounds, and a large part of this sulphur may be removed in the coal washery. Most of the sulphur, however, is normally present as "organic" sulphur, intimately associated with the coal structure. Its distribution prevents any separation by mechanical means. Its low activity makes improbable ' any rapid chemical removal, although hydrogen will remove sulphur from both coal and coke. Thus, prolonged recirculation of coke oven gas in the coking process would tend to leave a smaller percentage of the total sulphur in the coke residue. Table I shows a typical distribution of sulphur from coal into products in the coking process. As the sulphur in the coal increases, the sulphur in the coke tends to increase in about the same proportion. Sulphur in the Blast Furnace The best picture of the situation in the blast furnace is provided by a sulphur balance of raw materials entering, and of products leaving, the furnace. The difficulties in accurate weighing and sampling of the variable solid materials entering this process, and the number of hours required for the raw materials to descend through the furnace under variable operating conditions, make it difficult to obtain an accurate balance. However, balances made over periods of weeks or months tend to average out some of these uncertainties. Table I1 presents three typical sulphur balances similar to a number that the writers have calculated. In most of these the slag volume calculated from the sulphur balance is, in some instances more, and in other instances less, than the value corresponding to the best input and output balances of the other slag constituents (lime, silica, alumina, etc.). Probably the greatest source of error in these calculations is the sulphur content of the slag. Despite some possible inaccuracies the balances of Table II show rather definitely the following points: 1—That 87 to 95 pct of the total sulphur input is in the coke and 95 to 97 pct of the total sulphur output is in the slag. Also, that if any sulphur leaves the furnace with the gas it is relatively small, amounting to a possible 1 pct or less. 2—At the lower sulphur coke level of 0.86 pct the total amount of sulphur charged is 15 Ib of sulphur per ton iron increasing to 26 lb per ton at the higher sulphur, intimately associated with the coal struc-rare burdens containing sulphur-rich ores will the total sulphur burden fail to be nearly proportional to the content in the coke used. 3—The 7 to 9 pct of the total sulphur input from the limestone of furnaces B and C is due to the relatively high sulphur content of the stone, 0.226 and 0.265 pct, respectively. In the case of furnace A, the sulphur content of the limestone was only 0.06 pct which resulted in only 3 pct of the total sulphur input coming from this source. The author addressed a keynote session for all divisions at last October's SME Fall Meeting in Phoenix, Ariz. Discussing the competition from gas, oil, hydroelectric and atomic energy, he said that the market can only be wrested from them "by endeavoring to lower costs far beyond anything we thought possible a few years ago." He saw the rate of return for the industry as "grossly inadequate." Looking ahead, Mr. Lamm saw only a few extremely large generating plants being built. "Purchase of coal for such plants," he said, "will probably be confined to a single source on long-term contracts. Only those coal companies who are able to locate huge reserves, close to adequate cooling water, capable of being mined and transported at the lowest cost in relation to quality, will be able to compete. . . While the market for coal will be very large in terms of tons, it will be most selective and confined to a few transactions of very great magnitude. "Coal offers a proven and tried method of producing energy. The available strippable reserves of Western coal and mineable underground reserves offer the cheapest source of energy available. History will attest that coal has been a steady and stable source of energy. Up until recently, the energy market of the West has had to depend on natural gas which product has had a long and steady price escalation. Statistics show that, where coal is available, the price of gas is quite stable, but where gas is the only available fuel, it has traditionally followed a steady and upward price trend.

Although the pressure to meet the heavy demand for lead still took precedence over new metallurgical developments in the field of roasting, smelting, and refining of lead in 1948 there nevertheless has been considerable activity in the experimental development of new processes and improvements as well as plans for the modernization of many plants both here and abroad. Increasing labor and material costs have stimulated the trend to greater mechanization, revamping of flow sheets, and construction of larger units wherever possible. Although there have been many serious labor stoppages in the United States, Mexico, and Europe, labor supply has improved in most plants even if it has fallen off in efficiency.

INTRODUCTION Companies in the mining industry are subjected at times to currency exchange rate risks and interest rate risks. The former occurs any time a firm deals in more than one currency. The latter occurs anytime a firm is financing itself with borrowings that have a floating interest rate (although a fixed rate can be a problem at times). FOREIGN EXCHANGE RISKS There are two general reasons why exchange rate risks (FX risk) can occur: First, a firm may be building a mine or plant in another country where financing for the plan is denominated in funds other than the country hosting the plant. For example, if a Canadian firm is building a smelter in another country which is being financed with Canadian dollars, the C$100 million for labor, which must be paid in the local currency, has subjected the firm to a C$100 million FX exposure risk. If after the cost estimates were made the local currency appreciates 30% against the Canadian dollar, the cost of labor has increased to C$130 million. (Of course, the local currency could also devalue during this period making the labor cost component less than estimated.) The other reason exchange rate risk arises is due to the fact that the costs of production in one country producing minerals may be incurred in one currency while the production is sold in another currency, such as coal being exported from Canada to Japan under contracts denominated in Yen. In this example, the Canadian firm is exporting coal to Japan and being paid in yen in 30 days at a contract price of 100 Y per ton. Furthermore, assume that the mining firm anticipates a depreciation of the yen against the Canadian dollar of 5% in the next 30 days. Therefore, the mining firm stands to lose 5% of the value of its shipment in a month's time not including carrying costs. In both cases, the mining company risks an adverse change in the exchange rate, that is, the currency the company holds may decrease in value relative to the other currency. There are a number of ways to mitigate the exposure to foreign exchange which can be utilized by the mining company. Optimally, a company should try to match all their inflows and all their outflows in the same currency. For example, if a Canadian firm has mining costs and debt service costs both denominated in Canadian dollars then 100% of their receipts would need to be in Canadian dollars. If a Canadian firm has 70% of its cash outflows in Canadian dollars and 30% of its cash outflow in American dollars in the form of a loan amortization then their receipts would need to be 70% in Canadian dollars and 30% in U.S. dollars. This general principle of matching cash receipts and cash costs in the same currency works fine in a perfect world but what of the real world when these cannot be matched? In actual practice, however, the financial markets have developed a number of ways in which foreign exchange risks can he managed or reduced. FORWARD MARKETS One method is to use the forward markets which are made on a world-wide basis by the commerical banks for foreign exchange. If a firm wanted to lock in the current exchange rate for the receipt of a foreign currency at some point in the future, they could do so by contracting on the forward market with a bank selling that foreign currency at the current rate at the future date. For example, assume that a Canadian firm is exporting coal to Japan which would pay yen in 90 days. If a firm wanted to lock in today's exchange rate they could contract with a bank to sell on the forward market yen in 90 days. When the yen was received the contract would be executed by selling the yen to the bank and receiving the previously agreed upon number of Canadian dollars. TEACHING engineering students how to write and speak effectively -is one of the greatest problems facing the technical schools today. No phase of engineering education has received more criticism, and rightly so, for the criticism is justified. Year after year we continue to graduate men that are indifferent to the use of a tool they will need every day of their lives. Our young engineers cannot write a clear, concise report, and their business letters are a disgrace to the profession that takes pride in precision. The problem is not new. The remark ascribed to Sir James Barrie, that "The man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it" is as uncomfortably true today as it was thirty years ago. The records of meetings of engineering educators and the transactions of the engineering societies show that the inability of the engineer to communicate his ideas has been discussed for years. Engineering educators, prodded by industry, have recognized that the problem exists, but they have not solved it. Instead they continue to expose the student to composition and rhetoric, hustle him through English and American literature, and then blame his high school because he does not know enough English grammar to write a clear sentence. We must face the fact that the graduate is not going to reflect on the high school, but on his college. If the high school has shirked the job, the responsibility for correction rests on the faculty of the professional school.

In some respects, forward combustion (alias: fie-flooding, underground combustion, in-situ combustion, dry combustion) is an efficient oil recovery method. For example, its displacement efficiency (as much as 95 percent in reservoirs with high porosity and high oil saturation) is good. In its use of heat, however, forward combustion is grossly inefficient. Most of the heat generated during forward combustion is wasted. About one-fifth of the heat is picked up by the incoming air and re-used (regenerated); the remainder is left behind the combustion zone and ultimately is lost. Compressed air is expensive, and heat generated from compressed air via underground combustion is too valuable to be thrown away. Improvement is needed. Since the early 1950's, improvements in forward combustion by addition of water injection have been discussed, particularly in the patent literature, with increasing frequency.'-'' These concepts are based on the fact that relatively inexpensive water can be used to pick up much of the heat that is ordinarily wasted during forward combustion, and transport it forward to a more useful place, thereby reducing the amount of air required to move a heat front through the reservoir. Several approaches have been proposed. Merriam and Squires1 taught that a combustible (fuel) gas should be injected along with the air and water. This, however, would give at least a tendency toward reverse combustion instead of forward combustion, and would reduce the velocity of the heat bank, defeating the primary purpose of the water injection. Pelzer2 described primarily a batchwise method of forward combustion and water flooding. He advocated burning part way through a reservoir with forward combustion, then switching from air to water injection alone to push the heat toward the producing wells. Though possible, this method has serious disadvantages, the major one being that, by the time water injection is started, much of the heat has been irretrievably lost to the overlying and underlying formations. We have described what is considered a practical Combination Of Forward Combustion And Water-flooding (COFCAW).3,4 Air and water are injected simultaneously (or alternately) after a small heat bank has been formed by forward combustion. Some of the injected fluid fills up the region behind the heat bank; the rest enters the heat bank. Upon encountering heated rock, the water is converted into steam, which then flows ahead of the combustion zone and displaces much of the oil in place. Only enough air is injected to provide heat for vaporization of the water and to compensate for reservoir heat losses. Since the size of the heat bank is minimized, heat losses also are minimized. Because of more efficient oil displacement ahead of the combustion zone, fuel consumption is reduced. The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

EDWIN W. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.

THE support of roof in mines is dependent largely on the character of the top rock and its occurrence. The formations overlying the orebed in the Birmingham district are sandstone and slate. The sandstone occurs in beds of sufficient thickness to constitute important elements in the system of support; the slate is relatively strong but is thinly stratified. The alternating beds of sandstone and slate furnish an excellent combination in that the former are strong and the latter are impervious; however, their continuity is broken by jointing or slip planes. The thickness, and consequent weight of the overlying formations, is important in so far as the size and arrangement of pillars are concerned but may be relatively unimportant, temporarily at least, as a factor in the support of the roof. The position of the respective beds of sandstone and slate, their relative thickness, and their inherent weakness because of the occurrence of faults and folds, may exert a predominating influence on their support in place, which is affected only in part by the weight of the cover. The only mine in this district that operates under a cover of approximately 2000 ft. (1900 ft.) is the Shannon so-called "twin slope," situated 14,000 ft. southeast of the portal of the No. 7 mine of the Tennessee Coal, Iron, & Railroad Co. The conditions in this mine indicate what may be expected in other mines when the same depth is attained; in fact the effect of pressure is shown in several mines that have not reached two-thirds of that depth. It is evident then that conditions affecting the support of roof will not improve but rather will become more difficult with the extension of the mines into the valley under a constantly increasing weight of cover. Further, the difficulties will probably be augmented by the occurrence of faults and other disturbed ground, the presence and position of which at present are largely unknown.

The cost of mining during the past history of these mines has been excessive, principally by reason of the inefficiency of labor under the wage-system. The amount of labor performed per man was unsatisfactory; and Mr. Edmund B. Kirby, the general manager, decided to adopt the contract-system as a remedy. For this purpose the method now in use was devised by the writer (then and now the superintendent), as best adapted to the local conditions. On March 12, 1900, this system was presented to the miners of the War Eagle and the Center Star. The issue remained unsettled for several weeks,

FEW mining engineers-noted as the profession is for migratory predilections.--can point to as varied a record as Scott Turner, director of the U. S. Bureau of Mines and newly elected vice-president of the Institute. His record as printed shows that from the time of his graduation from the Michigan College of Mines in 1904 until he went to the Bureau in 1925, he worked for 21 different companies. Geographically the record is no less imposing, although one reason for this is the fact that he was field engineer for several exploration companies. Virtually every important mining state in the Union is represented in addition to Canada, Alaska, Panama, and several countries each in South America and Europe. In addition to all of the common metals he has mined tin and coal. He opened and operated for five years a group of coal mines in 73" 13' S. Lat., on the Island of Spitzbergen. This was 825 miles north of the Arctic Circle on No Man's Land, where Mr. Turner claimed and maintained pos- session under the American flag of an area of 600 square miles. Incidentally, he was a survivor of the ill-fated Lusitania, sunk by a submarine in May, 1915.

DUE to its location in the Atacama Desert, one of the most barren of the earth's surfaces, Chuquicamata's water supply presents unusual problems. Yearly rain-fall averages less than one tenth of an inch at the plant. However, there are summer showers above 12,000 ft in the Cordillera to the east, the resulting run-off flowing through old river valleys buried beneath more recent volcanic formations, to be impounded within sediment-filled basins. This water emerges at springs where the outlets of these basins are blocked by lava flows, and here are formed the small streams which feed the only important river of the region, the Rio Loa. Chuquicamata's water is obtained from these springs and rivulets. [ ] The map above indicates four pipe lines from which potable and industrial water are supplied. Potable water, amounting to 4500 metric tons per day, is conveyed in the Toconce pipe line from springs 59 miles due east of Chuquicamata. This water is used not only for drinking, but also for boilers and other needs requiring high quality. For industrial water at the oxide plant, there are two 12-in. pipe lines from the Rio San Pedro, carrying a total of 17,000 metric tons per day of slightly brackish water. This water is at present used mainly for leaching and for hygienic purposes. Water Source Found For the present and future needs of the sulphide plant, it was calculated that at least 32,000 metric tons per day of make-up water would be required. For this purpose, a pipe line of 44 miles length was constructed to bring in the entire flow of the Arroyo Salado, one of the eastern tributaries of the Loa. The salt content of this water is so high (over 5000 parts per million of solubles, mostly chlorides) that it is highly detrimental to farming, and the Chilean Government had been studying projects to separate these waters from others of the Loa system in order to improve agricultural conditions in the fertile valley of Calama. So it happened that the Government was willing to award rights to the Arroyo Salado waters under agreement whereby the Mining Company removes waters from the Rio Loa system above Calama for all time. The outlet of these waters, after serving their purpose at the new concentrator and leaving the plant in tailing, is the Salar de Talabre, an old salt lake which presents fully ten square miles of surface to serve as an evaporating pan, the outlets having now been blocked by dams. Here the dry climate of Chuquicamata is a favourable factor, evaporation averaging slightly above 1/4 in. per day. The Toconce and San Pedro pipe lines have been functioning from 26 to 34 years, and through the use of special cleaning tools which were developed at the plant, as well as deaeration of the more active Toconce water, these pipes are now maintained at capacities which do not diminish as years go on. Constructing the Dam The Arroyo Salado pipe line design and construction involved certain special and interesting features, and inasmuch as this line and its intake works are solely for the needs of the new sulphide plant, more detailed description is given. The waters are impounded at a gravity dam constructed of concrete to a height of 100 ft above the river bed, keyed into the precipitous Dacite walls of the narrow canyon (barely 6-ft wide at the bottom, only 25-ft width at 50 ft above). A small secondary dam was built 100 ft down stream from the main dam, providing a pool of 15-ft depth to protect the main structure from flood flows over the spill-way during the rainy season. A system of four 36-in. syphons was designed for discharging these flood waters from the lower depths of the lake, in order to avoid eventual sedimentation behind the dam. The lake has a length of 3300 ft, and its water level is controlled by an adjustable spillway permitting draw-down of eighty inches, amounting to 41,000 metric tons of available capacity. This regulation is necessary because of wide fluctuations in stream flow between day and night due to freezing of feeders. TheRe is a small area about Murray where bedded gold quartz veins occur in Prichard slate. The ore taken from the upper levels, during the early days, was free milling and was treated by stamp milling and amalgamation. There was likewise a considerable placer working. The report is current that tungsten (scheelite) was encountered, which interfered with the amalgamation in the stamp mills and which, in placering, collected in the riffles in the sluice boxes and clogged them. Consequently, in the quartz mines, the scheelite, when encountered, was rejected, being thrown into the waste, sometimes inside the mine and at other times outside on the dump. The free surface ores became worked out and as the ore in depth became pyritic and rebellious to amalgamation the mines closed down. Last spring tungsten ore brought a high price, near $80 per unit, 60 per cent. W03 and up. This so stimulated the output of tungsten ore that old dumps were explored and waste stored in the mines was gone over. Tungsten was likewise mined from virgin ground. So the district produced quite heavily for a time. The condition now is different. The price is not so high, about $20 per unit WO3, which makes profits questionable when mining in new ground. The accumulations from early day mining have been exhausted and the output has greatly declined. The Golden Chest mine was the heaviest producer of tungsten. The months of June and July were spent at this mine studying the problem. Since the mine had produced both gold and tungsten, we looked forward to the problem of recovering both from what might be called a gold-tungsten ore. A study of the Golden Chest vein showed this was not to be the case. While gold ore and tungsten ore come from the same vein, the tungsten ore is confined to a more or less disturbed or distorted portion

THE PAST YEAR saw important developments in all the main branches of zinc metallurgy, which can only be douched on briefly here. Vertical Retort Smelting-The New Jersey Zinc Co. reports their operations to be about as last year when the number of vertical retorts at the Palmerton plant was increased from 16 to 28. The first unit of eight vertical retorts at Oker, Germany, to treat the Rammelsburg complex ore was completed early in the year. A second unit has been under construction and is probably ready to start operations about this time. Each unit is rated for 10,000 metric tons of zinc per year. A plant of 40,000 metric tons annual capacity is the goal. A reflux plant was also built to make high-grade zinc. The plant program is being -carried forward with government finan¬cial assistance, as was the case with the electrolytic zinc plant at Magdeburg. Government subsidies cover mining and 'smelting, and allow for depreciation and reasonable return on invested capital, according to U. S. Bureau of Mines reports.
