On October 20, 1964, in his Waldorf Towers suite, death came to Herbert Clark Hoover, 31st President of the United States. At his bedside were his two sons, Allan A. and Herbert Hoover, Jr. Many years of humanitarian and public service earned him the gratitude of millions here and abroad. The Nation mourned his death. For the mining fraternity and AIME in particular, the life of Herbert Hoover held particular meaning. During the years from 1895 to 1914 when he was actively engaged in mining, he conducted himself with extraordinary competence, energy and integrity. In the years following, when his qualities of administration and leadership literally forced him into the limelight, he continued his interest and lent his talents for the benefit of the engineering profession.

I have attended these meetings, every year, since 1926 and have served on both the Pittsburgh and the National Executive Committees, so that I am fully aware - of the ruling of this organization regarding, "No Papers by Vendors". Since I am now classified as a VENDOR, I wish to express my sincere appreciation for the invitation to formally discuss these very interesting papers --all of which herald the coming of an entirely new era in the manufacture of quality steels. I also appreciate the references by Mr. Mosser and Dr. Swinkels to my first paper on the oxygen probe which was presented at the meeting of this group, here in Chicago, in 1966 and was subsequently published in the NOH Proceedings of that year. The Anthracite Division, Bureau of Distribution, of the United atates Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and therefore only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force .of seven or eight clerks and stenographers. The trying experiences of the winter of 1917-18 had, however, shown a ready willingness on the part of the anthracite operators and distributors to cooperate in every way with the United States Fuel Administration. IN recognition of thirty-one years' service as professor of mining in McGill University the friends of Dr. Porter gave him a complimentary dinner at Montreal, on Jan. 24. The affair was appropriately held under the auspices of the Montreal Branch of the Canadian Insti-tute of Mining and Metallurgy, George C. Riley presid-ing, and was made the occasion of presentation to him of a Canadian landscape painted by Maurice Cullen, and of a silver plate to Mrs. Porter. Among those speaking were Messrs. George E. Cole, F. D. Adams, Sir Arthur Currie, W. C. McBride, and J. G. Ross. Mr. Cole spoke of the large part Professor, Porter had played in the development of mining in Canada through training the men who had become the leaders in the work. More than 200 mining engineers graduated from the University during Dr. Porter's tenure of office and while not all of them had continued to practise their profession, as a body they had had an immense influence.

SINCE the equation of continuity governing transient flow of gases through porous media cannot be integrated mathematically into a simple usable expression free from series terms, empirical and approximate equations have been advanced relating cumulative production and future production rates from gas reservoirs with time. In order to check the accuracy of these empirical equations and to obtain an insight into the initial conditions pertinent to the solution of the fundamental equation of continuity, experimental work has been conducted on a vertical 2-in. tube, 91.6 ft. high, packed with unconsolidated Wilcox sand. The results presented in graphical form show the accuracy of the approximate relations. Data from unsteady-flow runs on the 2-in. experimental tube are presented graphically, and are applied to obtain an equation for this specific case, and are offered as an aid in future investigations of this basic equation. The close agreement between equations calculated for steady-state flow and the experiments indicates that the decline of actual gas reservoirs may be treated by an application of these equations without serious error.

Reduction of oxygen-containing copper has always heretofore been brought about with wood poles. This paper reveals the first successful, economical, and Practical substitute for poles: a gaseous reductant, of which the production and plant use are detailed herein. THE art of fire refining of copper, consisting of melting, oxidation, slag removal, and finally reduction with wood poles, has been practiced for many centuries. An authentic record, discussed in detail in De Re Metallica,* mentions that as early as 1200 A.D. workers in this field of metallurgy were already acquainted with and practiced the basic principles of copper purification. Undoubtedly, the art was well developed marly centuries before the first written records began to appear. Notwithstanding the many advantages gained by application of mechanical con. trivances and by the tremendous increase in size of operations over the centuries, the reduction phase of the process has persisted essentially the same to the present time except for a very recent breakthrough. Numerous articles have been published and many patents have been issued on the subject of substitutes for wood poling in the past half century. They have dealt with a variety of gaseous, solid, and liquid reducing agents. But to the knowledge of the writer, no procedure has ever been prosecuted to a complete success on a large operating plant scale with the single exception of gaseous reduction of oxygen-containing copper revealed in detail herein. In his paper on the calculation of harden-ability from chemical composition, Gross-mannl discussed the effect of most of the alloying elements used commercially. The purpose of the work reported in this paper was to determine the effect of several other elements on hardenability—arsenic, antimony, beryllium, cobalt, columbium, germanium, tellurium, tin, aluminum, and titanium—and to extend the range of composition of some of the elements studied by Grossmann—chromium, copper, manganese, molybdenum, nickel and silicon. Experimental Methods To determine the effect on hardenability, suitable amounts of the alloying elements were added to experimental heats and the hardenability determined by means of end-quenched hardenability specimens. The steels were melted in a high-frequency induction furnace with a basic crucible, using ingot iron as a base for some of the heats and S.A.E. 1015 for others. The alloying additions were made as ferroalloys or as metal, depending on the alloying element. Hundred-pound heats were split and poured into square, tapered, cast-iron ingot molds with hot tops. Aluminum was not used as a deoxidizer in most of the heats. The ingots were homogenized for 12 hr. at 1260°C. (23oo°F.) and forged into rounds of I½ -in. diameter. With oil consumption increasing more rapidly than known reserves in industrial countries, there has been a growing interest in the production of synthetic crude oil. The main starting materials for such production are coal, oil shale and tar sand, all of which occur in enormous quantities in North America. A process sequence suitable for all three of these starting materials incorporates a preliminary retorting step to produce oils for subsequent hydrotreating. For this retorting step, a technique known as the Lurgi-Ruhrgas process has proven highly efficient. The process has been commercially used for the flash carbonization of coal and has also been tested in pilot- plant experiments with oil shale and tar sand.

Moderate but substantive gains were recorded in 1972 in the minerals processing industry. In the area of mill design, a number of large plants under construction during the past two to three years were tuned up and went into production. The application of operating controls has also made some significant strides. Progress here has been made in the areas of on-stream particle size analysis, on-stream x-ray analysis, slurry transportation, tripper control, flotation reagent control and digital control of grinding circuits. The major contributions to improved equipment are coming from smaller specialized equipment makers.

Minerals research by the U.S. Bureau of Mines embraces the mining and metallurgical problems of some 80 metals and nonmetals excluding the mineral fuels. It requires the energies and talents of about 1400 persons, almost half of whom are professionally trained in the physical sciences or engineering. Of approximately $13 million appropriated to the Bureau for minerals programs in Fiscal Year 1962, 76% has been allotted to technologic research and 24% to resources examination and appraisal. In addition, almost $2 million will be made available to the Bureau for minerals research from other Government sources and from private organizations that wish to utilize Bureau experience and capabilities in cooperative studies.

First attempts to apply computers for the modeling, simulation and analysis of mineral processing unit operations date back to almost twenty years. Since then substantial efforts have been directed to the development of computer software for mineral processing. Current literature indicates considerable activities in the development of computer packages for interactive and batch simulation of individual unit operations and integrated plant operations. This paper presents a comprehensive review of various simulation systems that have been described in the literature along with a discussion of present trends in the development of mineral processing simulation software. Finally, the paper includes a detailed discussion of the desirable features in future simulation packages.

The effect of poisoning on the behavior of platinum electrodes in redox potential measurements in metallurgical systems was studied in the presence of such inorganic surfactants as cyanide and sulfide and such organic surfactants as dodecylammonium acetate, trimethyldodecylammonium chloride, potassium ethyl xanthate, and potassium diethyl dithiophosphate (Aerofloat®). These chemical species represent, more or less, typical constituents encountered in leaching, flotation, and sewage treatment systems. Triangular wave voltammetry was used as the experimental technique to study the nature of poisoned surfaces. Among the species studied hydrogen sulfide and dodecylamine were found to form a resistant surface film affecting charge transfer. Platinum electrodes appeared to have a weaker tendency to adsorb sulfide species in alkaline pH ranges, while cyanide, xanthate, and dithiophosphate affected the normal electrode behavior differently. Possible methods of reactivation of a poisoned electrode by mechanical cleaning are suggested.

In addition to this general accommodation, another room has been similarly furnished as a business headquarters for a single person, and for a limited period. For the conditions of this privilege, inquiry should be made at the office of the Institute. In order that the benefit of this arrangement shall not be restricted to a few members only, the period of continued occupancy will be limited, and applications will be considered in the order of their receipt. A small fee will be required for the use of the facilities furnished.

In recent years considerable interest has been shown in surface-alloyed metals, particnlarly those of chromium (chromized steels), which have excellent corrosion resistance under a variety of severe conditions, and may undergo bending and flanging operations without spalling. An early method1 employed to produce a high-chromium case on steel was developed by Kelley in 1921. It consisted of heating a low-carbon steel in intimate contact with powdered chromium in the presence of hydrogen at temperatures sufficiently high to permit diffusion of chromium into the steel. The usefulness of this process was limited because the extremely high tem- peratures of 1200º to 1400ºC. (2200° to 2550°F.) caused excessive grain growth and warpage. Louenstein and Ulmer2 packed iron castings in ferrochromium and com- mon salt, and heated for approximately three hours at 930º to 1040°C. (1700º to 1900ºF.). A recent and more practical method of depositing chromium on steel surfaces has been developed in Germany by Daeves, Becker and Steinberg3-8 and in Russia by Izgaryshev and Sarkisov.9 This process consists of passing gaseous chromium chloride over the steel to be chromized at temperatures of 900º to 1000ºC., or packing them in a porous, ceramic material that previously had been saturated with chromium chloride.
