At the Scotia plant of Blue Diamond Coal Co., near Cumberland Ky., good recovery and grade can be obtained when floating deep mine coal. When the plant changes over to strip coal, flotation fails, resulting in loss of coal. A procedure was developed at the Minerals Research Laboratory in Asheville, N. C., for recovering strip coal by flotation. Laboratory results were duplicated on a batch scale at the plant. The procedure was found to be effective when tried on a continuous basis in the processing plant.

Much of the strip mining in the Appalachian coalfields was done prior to backfilling and regrading requirements, resulting in many devastated areas which also have serious acid mine drainage problems. Economic incentive or justification for reclaiming these thousands of acres of land does not exist unless some value can be attached to the open cuts and weathered overburden piles. In Pennsylvania many of these old strip mine cuts are being successfully used for sanitary landfills and sludge disposal sites, and multiple benefits are realized. Given proper regulatory control, this technique could be beneficially applied to many other areas in the east.

Merritt: Karl, you are a native New Englander, having been born in St. Albans, Vermont, in 1885. How did you decide on becoming a mining engineer? Twitchell: While I was attending St. Albans High School, my uncle, who had been the American Consul in Kingston, Ontario, for many years, told me of the excellent mining school there. He also introduced me to a Canadian mining engineer who sparked my interest in mining by noting the possibility of achieving personal success without always being under salary. Well, that appealed to me, so I applied to the Kingston School of Mines at Queen's University.

The 112th Meeting of the Institute, and the Annual Business Meeting, will be held at the Headquarters of the Institute in New York City, Feb. 14 to 17, 1916. The Chairmen of several of the technical committees report that papers on subjects of timely interest in their respective branches have been promised. David H. Browne, who was appointed Chairman of the Committee on Arrangements, has organized his committee for active work. Members are urged to make their plans now to be present at this meeting to avail themselves of the pleasant opportunity for greeting old friends and making new ones among those engaged in the same profession.

JAMES DOUGLAS Dr. James Douglas, twice President of the American Institute of Mining Engineers, and one of its principal benefactors, died in New York on June 25, 1918, at the age of 81 years. After a life of extraordinary activity, failure of his health compelled him to retire about 2 or 3 years ago, and in view of his advanced years his death was not unexpected. His funeral was held at the Church of the Mediator, on June 26, and was attended by representatives of the American Institute of Mining Engineers and of the Canadian Mining Institute. His body was then taken to Quebec for burial in the family plot. An extended notice of Dr. Douglas, prepared by Dr. R. W. Raymond, will be presented in the September issue of the Bulletin. LEWIS NEWTON BAILEY Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., April 30, 1918, at. the age of 34 years. He was Master Engineer, .Senior Grade, in the Fourth Regiment, U. S. Engineers; and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character.

MEMBERS of the Research Committee lunched to-gether on Monday and discussed the work and plans of the Committee. Some re-assignment of duties was made and a request put in for another member specializing in lead and zinc. By request, Director Flinn of the Engineering Foundation presented the problem of the proposed investigation of iron alloys. It was decided to call together a special committee in May to determine on recommendations. A. C. Fieldner discussed coal research and Chairman Manning was authorized to ascertain by letter ballot the opinions, on certain phases of this, of all members of the Committee.

The more important of the special properties of a mineral species with respect to heat include the following: Fusibility; conductivity and expansion, especially in their relation to crystalline structure; change in optical characters with change of temperature; specific heat; also diathermancy, or the power of transmitting heat radiation. The full discussion of these and other related subjects lies outside of the range of the present text-book. A few brief remarks are made upon them, and beyond these reference must be made to text-books on Physics ant1 to special memoirs, some of which are mentioned in the literature (p. 305).

The treatment of anode slimes at Outokumpu Pori Copper Refinery comprises the following process stages: copper leaching by air oxidation, nickel removal by digesting slimes in concentrated sulphuric acid at 200 °C, and dissolving of the formed nickel sulphate into water, roasting of the slimes in controlled gas atmosphere at 600 °C for selenium removal, smelting of slimes in a Doré furnace, electrolytic refining of silver, sulphuric acid and aqua regia leaching of slimes from the silver cells followed by the reduction of gold and platinum metals. The paper discusses operational experiences and recent developments of the process.

Accident cost data bases for all mining sectors covering the period 1975 through 1980 have been created on the PDP-11/70 and VAX-11/780 computers at the Bureau of Mines Pittsburgh Research Center. The total expected costs of the following tangible elements are computed: (a) loss in personal income; (b) compensation of wages from State, Federal, and union funds for disabling injuries; (c) benefits for injuries resulting in death or permanent disability; (d) medical treatment and hospital care; (e) investigation of a fatal accident; and (f) production loss due to accidents involving fatalities or amputation injuries. Each cost record computed contains a reference to the original record in the Health and Safety Analysis Center (HSAC) accident files to permit concurrent analysis. The intended applications include examinations of annual trends in mine accident statistics on the basis of economic loss. This provides an additional perspective on mine accidents. Various examples of the use of these data bases are presented.

SINCE the adoption by the U. S. Bureau of Standards several years ago of specifications for standard 100- and 200-mesh sieves, frequent requests have been received that this Bureau test and certify sieves of other sizes than these. With a view to the adoption of a series of standard testing sieves which might be of use to all industries making fineness tests, this Bureau for .two years has been studying the question of such a standard screen scale. Various scales that have been proposed were considered, and information was sought of representative firms in the various industries interested as to their requirements. Manufacturers of sieves have also been consulted as to the desirability of different screen scales and the practicability of their manufacture. As a result of this study of the question, a conference was called at the Bureau of Standards, Apr. 20, 1916, of representatives of various committees of the American Society for Testing Materials, American Society of Civil Engineers, American Institute of Mining Engineers, American Foundrymen's Association,. [Mining and Metallurgical Society of America, American Water Works Association, American Institute of Metals and the American Spice Trade Association; also representatives of the Committee of Revision of the U. S. Pharmacopoeia, the U. S. Geological Survey, the U. S. Bureau of Mines, the U. S. Office of Public Roads and Rural Engineering, the U. S. Office of Grain Standardization and the U. S. Bureau of Standards; also representatives of a number of private firms engaged in industries in which sieves are used, such as the glass, the drug milling, the abrasive, the asphalt, the mining, the spice, the chemical, and the graphite industries; also representatives of the firms in this country manufacturing wire cloth and sieves. THE Joint Committee appointed to consider a Code of Ethics for Engineers recommends, after delib-erate consideration, that each participating Insti-tute or Society adopt the short simple Code of Ethics following this report. The Committee further recommends that the following method of interpreting and administering the Code be adopted by each participating Institute or Society after any necessary provisions have been, made in the Constitution and By-laws of the Organization. The President of each Society or Institute shall appoint a Standing Committee on Professional. Conduct, to administer the Code of Ethics. The duties of such a Committee shall be to interpret the Code and to render opinions on any cases of ques-tionable conduct on the part of members that may be submitted to the Committee. These interpretations shall be reported to the Executive Board of the Institute or Society who may approve these interpretations, or take such other action as may seem just and necessary. The reports of the Committee on Professional Conduct, when approved by the Executive Board, shall be printed in abstract and in anonymous form in the Institute's or Society's monthly journal for the instruction and guidance of fellow members. This Committee on Professional Conduct shall be appointed in each Institute or Society by the President holding office at the time of the adoption of this Code and shall consist of five member one appointed for five years, one for four years, a third for three years, a fourth for two years and a fifth member for one year only. Thereafter, the President then holding office shall appoint one member annually to serve for five years, and shall also fill any vacancies that may occur for the unexpired term of the member who has withdrawn. These appointments shall he made from among the older members of the Institute or. Society, so that advantage may be taken of their mature experi-ence and judgment. The Committee after appointment shall elect its own chairman and secretary. The Committee shall have power to secure evidence or other information in any particular case not only from the organization's own members, but if it should seem desirable, from men in other professions. The Committee may also appoint sub-committees to consider certain cases when deemed necessary.

Previous studies have demonstrated the possibility of using aqua regia-extractable copper and zinc in plutonic rocks in exploration geochemistry. The present investigation compares this method of extraction with hydrofluoric-perchloric acid attack and bisulfate fusion in terms of precision and discrimination between high and low concentrations. Statistical treatment of data shows that the overall performance of the aqua regia method compares very favorably with other methods of attack.

The Mine Planning System consists of two parts: 1. A Sales Forecast (Sales Planning) 2. A Production Planning. The mathematical methods of the sales forecast are the exponential smoothing and a method with Markov-Chains. By these methods the quantity of material (ore, coal) will be calculated for the time planned. These quantities constitute the points in the production-planning. In the production-planning , special kinds of networks are used for calculating the resources-equipment required, labor and costs. A special routine optimizes the sequence of the mining areas within the mine on the basis of the lowest costs. The resources can be limited. The activities will be shifted when the demand exceeds this limit. The basis of the production-planning are computer files, in which the geological data and economical evaluations are stored.

The death of the eldest of the honorary members of the Institute was not unexpected. Ritter von Tunner had never recovered from the effects of a paralytic stroke received in 1892, and when the same enemy struck again in February of this year the blow was plainly mortal. He passed away June 9th, gently and without pain. Thus ends a career of great distinction and fruitfulness, crowned with fame and love. This pioneer of the age of iron and steel had lived so long and wrought so much that the present generation could scarcely recall the whole category of his services. There can be no more appropriate use of the pages of these Transactions than to honor them with a record of such a life and work, for the inspiration of other lives to other labors. The US Department of Energy's Coal Preparation Branch has developed a computer program to calculate the performance characteristics of coal washing devices. This program uses specific gravity analyses of the clean coal and refuse streams as input, and generates dependent and independent performance criteria for the washer. Partition curves are internally represented in a functional form by a Weibull function. Comparisons are made between performance criteria calculated by hand and the performance criteria calculated by the program for 120 different dense medium cyclone tests. Results show that the computer program gives results in close agreement with hand-calculated values while greatly reducing the amount of time involved in performing the analyses.

Correlation of interfacial tension of the methane-n-pentane and methane-n-decane systems was made by Hough and Stegemeier by the use of the Weinaug and Katz equation. The methane-n-heptane and ethylene-n-heptane systems were investigated by the authors. Additional systems taken from the literature were the me thane-propane system by Weinaug. and Katz, the methane-n-butane system by Pennington and Hough, and the n- butane -carbon dioxide system by Brauer and Hough. These systems were analyzed by the Weinaug-Katz equation and the Sugden equation on the IBM 1620 11 computer using a regression analysis program. Parachor and exponent values for each component and system were determined. The experimental work was close to the critical point of the light component in the n-butane-carbon dioxide and ethylene-n-heptane systems, between the critical points of the light and heavy components in the methane-n-pentane, methane-n-heptane and methane-n-decane systems, and close to the critical point of the heavy component in the methane-pmpane and methane-n-butane systems. An empirical formula was developed to find a value of the constant B in the Sugden equation for binary hydrocarbon systems from the parachor values of the two components. Interfacial tension for binary hydrocarbon systems was found to be a direct function of liquid-vapor phase density difference in the same manner as a single-component system.
