Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

THE Jones Mine (or Johannes Mine, as it was originally called, from a former proprietor), situated near Springfield, in the township of Caernarvon, Berks County, Pennsylvania, has long been known as a large deposit of magnetic iron ore, associated with more or less copper pyrites, and with malachite and chrysocolla. It occurs in a belt of soft schistose rocks which rest upon the Laurentian gneiss of the Welsh Mountain, and to the northward are soon concealed by the unconformably overlying Mesozoic sandstone of the region. These metalliferous strata belong to the Primal slates of Rodgers, which, in many other localities in this region, include similar deposits of iron ores associated with more or less copper, and often accompanied by chloritic and argillaceous schists, and, more rarely, by serpentine and small lenticular masses of crystalline limestone. To this same horizon belong the iron ores of Boyertown, Fritz's Island, and Roudenbusch, near Reading, Wheatfield, Cornwall, and Dillsburg (all of which are found along the northern border of the Mesozoic belt of * By the kind permission of Dr. F. THE effects of oxidation on the flotation behavior of sulphide minerals have been extensively studied,1-3 but no similar study has been made of coals. Coals of bituminous and lower rank undergo atmospheric oxidation during mining and storage, and their degree of oxidizing increases with temperature4,5 and time of exposure.6 The problem of recovering fine oxidized coal from culm piles, rivers, and streams by froth flotation has become increasingly important to the coal industry as well as to those concerned with air and stream pollution. This paper describes the flotation behavior of oxidized and unoxidized coals and carbons in the presence of oily collectors and presents the reagents found effective in the flotation of oxidized coals and carbons. Except where otherwise stated, flotation tests were performed in a 50-g Denver flotation cell. Solid feed for each test was 30 g, and the pulp dilution was kept at 8.5. The -65 mesh coal sample was wetted by agitation with water in the flotation cell for 6 min, then conditioned with a predetermined amount of collector for 2 min, and finally floated with pine oil as frother for 3 min.

The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western prophyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized - 2.5 + 1.3-cm (- 1 + 112- in.) ores from the Kingston (0.9% Cu) and Centennial (1.6% Cu) mines of Upper Michigan. Concentrates of 4.0% and 7.5% Cu, respectively, were obtained at recoveries of 85 and 80% of the copper in the feed. Eighty percent of the sorted ore was rejected as tailing. Sorting larger fragments improved the separation efficiency. Tests on - 10+ 5-cm (- 4 +2-in.) sized Kingston (1.6% Cu) and Centennial (2.1 % Cu) ore samples yielded concentrates of 4.3 and 4.5% Cu, respectively, with corresponding recoveries of 92 and 91 %. A bout 60% of the sorted ore was discarded as tailing. Porphyry copper sulfide ores also responded to electronic sorting but at a lower separation efficiency. Sorting response was affected by the degree of segregation.

THE Cartersville mining district, 35 miles northwest of Atlanta, Ga., has been of varying but continuous importance in the southern mineral industry during the past century. Noted chiefly for its production of brown iron ore, manganese oxide ores, barite, sienna, and magnesian limestone, the district and its environs have produced brick and tile clays, slate, gold, bauxite, and graphitic schist. Minor deposits of serpentine, sericite schist, copper ore, and red iron oxide have been prospected. The obvious deposits of brown iron ore, together with some associated specular hematite, were mined out years ago, although a little ore was left in the workings. Moderately steady production of sienna reached a peak about 1930, then declined rapidly. Manganese mining passed through a relatively active period from the World War to 1931, but has subsided to a small but rather constant output for the Birmingham market. How-ever, the White Manganese Corporation has prepared for possible increased production by constructing a new washer capable of handling about 300 tons of ore per day. Principal activity in the district proper has centered for some years in the production of barite and magne-sian limestone.

An examination of the neutron capture gamma ray method using a 252CF neutron source indicates that this technique may be feasible for process stream analysis of ores. Simulated laboratory experiments were made on iron in taconite and magnetite, and copper and nickel in their respective ores. Satisfactory analyses were obtained for 500-1000-g samples in a combined irradiation and counting time of 100 min. For large industrial size samples this time could be shortened. Based on these experiments, a set of guidelines are given for the use of the neutron capture gamma method in an industrial mill.

The writers are to be congratulated for their excellent paper on a subject dear to the hearts of manufacturers of cold rolled sheets. Gary Works produces rimmed steel ingots up to 53,000 pounds teemed 91 inches high in 31 x 84 inch molds. By the writers' definition, this puts us in the small mold category, and a comparison of their adopted melt shop practice with our established rimmed steel practice discloses not a dime's worth of difference between us. This should give comfort to the writers for we at Gary have- never encountered the frequency of white line rejections as described in their paper.

EXISTING distribution data' for silicon between liquid iron and silver at steelmaking temperatures, 1500" to 1600°C, has made activity relationships in liquid silver-silicon alloys desirable as a method of determining the silicon activity in molten iron. To this end, through the use of radioactive Ag110 and the molecular beam technique described in a previous paper,' the vapor pressure of silver as a function of temperature has been measured over three silver-silicon alloys containing 3.9, 9.3, and 15.4 atomic pct (eutectic composition) silicon. Horizontally stratified lithologies of certain open pit or strip mines create unique stability problems for mine operations. Such problems may result when specific lithologies, such as sandstone and shale, exist in final or long-term slopes. Slope instabilities may occur when a sandstone unit directly overlies a shale unit and ground water drains into the mine along the lithologic contact. In essence, the ground water erodes the underlying shales and undercuts the sandstone. Large sandstone blocks fail in a toppling mode and cause safety and cleanup problems. Use of rock reinforcement including chain link fencing, roof bolt mats, rock bolts, rock anchors, and shotcrete offers a possible solution to the problem.

Estimates of 80% coal recovery in strip mining and 5O% recovery in auger mining are commonly used in reserve base calculations, according to a Bureau study team. A survey of coal mining states east of the Mississippi was conducted to test the validity of those figures.

FoR reasons unnecessary to enter into here, I was called upon to contradict the statement that " closed metallic vessels, partly filled with water and heated, do not become shattered by violent explosion, but simply rupture by over-pressure;" and the following experimental results were obtained in support of my position : A piece of drawn brass tubing (telescope-tubing) 1 1/2 inches in diameter and 15 inches long was closed at both ends by screwing on heavy caps of bronze. Before closing the second end the vessel was half filled with river water, the cap was then screwed on, and the closed vessel was supported upon two iron anvils, and heated in the interval between the supports by a large Bunsen lamp. The resulting explosion (which was doe to over-pressure only and not to any more occult cause) was exceedingly violent. No small damage was done to the room in which the experiment was undertaken; and the noise was like that of a cannon. Those of the pieces which could be recovered are shown in Fig. 1. Upon examining the wreck, it was noticed that one of the heavy bronze end-caps had preserved its circular section and still contained that portion of the barrel of the tube which had been screwed into it, while the other end-cap contained no portion of the tube, and was moreover sprung into a shape more or less elliptical, as if from excessive lateral strain. It was also observed that the large pieces of the shattered boiler predominated towards the end which had been closed by the un-sprung end-cap. The reasonable explanation, in view of the facts, was, that over-pressure had caused the boiler to yield through the screw-threads at A B, Fig. 2, and the righthand end-cap had blown off, thus leaving the boiler half filled with water, greatly super-heated for the new (atmospheric) pressure to which it was suddenly reduced; that this water had consequently sprung instantly into steam with dynamite effect, shattering the tube and springing the remaining end-cap. The large pieces would be expected at the open end of the boiler, as at that point the "tamping "would have been that of the atmosphere only. Equations for predicting the performance of vacuum filters and centrifuges used for coal dewatering are presented. These equations are the basis for a dewatering module which has recently been added to the Coal Preparation Plant Simulator developed at the University of Pittsburgh under the sponsorship of the Department of Energy. The module provides for mechanical degradation in the centrifuge; loss of fines to centrate or filtrate; changes in size and gravity distribution; changes in ash and sulfur content; as well as final moisture content of the dewatered product. Inputs to the module are the flow rate of the coal to be dewatered, a washability analysis of the coal, and parameters describing the operation of the vacuum filter or centrifuge. Typical results obtained using the module are presented. There are adjustable parameters which can be varied to match plant operation or experimental data if desired.

Most lead-zinc mines worldwide have moved to further mechanized techniques to boost productivity, improve safety, and lower costs. The mining session, chaired by S. C. Fall, NL. Industries, and C. J. Beattie, Callahan Mining Co., reviewed mining methods at five operations in the US, Australia, Peru, and Japan. Where massive sulfide-type and irregular ore bodies are encountered, resourceful operators have modified and varied the mining method with the localized ore zones. In all cases, mechanization of operations has registered gains in productivity.

A recent study estimates that a 10% improvement in the performance of wire rope used on draglines could save the US coal industry $2 million annually in rope costs. In addition, such an improvement could boost annual coal production by allowing the industry's draglines to remove an extra 1.5 million m3 (2 million cu yd) of solid overburden each year. These findings, although admittedly preliminary, suggest the magnitude of benefits that can be derived from a well-planned wire rope maintenance program.

Fractions of glass particles in the size range 0.5 to 5.0 µ were prepared by an elutriator that operates in a centrifugal field. Although mean sizes of commercially graded abrasive powders were ten times greater than those of samples prepared by the elutriator, frequency size plots for elutriator samples compared favorably. Efficiency of separation was low and amounts of material recovered by the elutriator were small, but the method should find use in preparation of small amounts of sized materials for laboratory investigations.

"For his creative efforts in explaining the electrochemistry of sulfide mineral leaching systems." Leaching reactions that occur during the dissolution of selected base metal sulfides and metals are considered in terms of surface reactions and the influence of intermediate or final products formed. These products may be solid layers, requiring solid phase diffusion for the reaction to proceed, or ions in solution that can influence the kinetics by controlling the mixed potential of the solid. Three general types of reactions are proposed to explain observed rates of reaction. Examples are presented for non-oxidative and oxidative leaching of galena (PbS), anodic dissolution and oxidative leaching of molybdenite (MoS2) and cyanidation of silver and gold.

After shotcrete had been in use for a short time al the Climax Mine of the Climax Molybdenum Co., Climax, Colo., it was noted that regular longhole undercutting blasts would severely damage or detach slusher drift shotcrete linings. If this were to be a usual occurrence, the widespread application of shotcrete would have to be reexamined or abandoned. Concrete drift linings are affected less by blasting because of occasional significant gaps between the placed concrete and rock and the greater thickness of poured-in-place linings. Research Project Organized A research project was organized to determine: 1) the seriousness of the problem, 2) more complete in-use shotcrete strength data, and 3) possible solutions.

The results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block- caving method are presented. The two-dimensional finite-element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

Scores of visitors who had never in their lives seen a piece of rough-and-ready mining machinery flocked around the display of Russian equipment presented as part of the Soviet Exhibition at New York's Coliseum. The Russian show, which ran from June 30 to August 10, presented an impressive view of an emerging technology. The exhibitors, however, made little attempt to appeal to the visitor who came only to be amused. In the mining show, as well as elsewhere throughout the exposition, the exhibits were devastatingly highbrow. If a coal mine's hydraulic roof support were "designed to support the prop- , free face front in longwall faces of flat seams, from 1.0 to 1.6 m thick, with medium-stable side rock," the visitors were told just that.
