A coal preparation plant built with conventional materials only might be able to do an efficient job of preparing coal, but its maintenance costs would be high and emergency shutdowns frequent. To remedy this situation special materials are being used, either in original plant construction or for replacement of conventional materials. The special materials vary from high-strength and abrasion-resisting steels and stainless steel alloys to ceramics. They include hard surfacing welding rods, rubber refractories and some of the newer plastics, the merits of which are cited by the author. A coal preparation plant, limited strictly to the use of conventional materials-for example, mild steel, cast iron and ordinary rubber-could, no doubt, do an efficient job of preparing coal, but the high cost of maintenance and increasingly frequent emergency outages would soon force the operator to seek relief by introducing special materials such as alloyed steels, oil-resistant rubbers and hard-surfacing welding rods.

The National Labor Board, on June 25, ended its activities preparatory to final, dissolution by the President. No new cases will be heard nor new applications received. Controversies, jointly submitted, that could not be concluded prior to June 30, were assigned to the joint chairmen or a section of the board for disposition. The conclusion of the board's activities marks the passing of. one of the governmental agencies created during the war to further production of war materials. The board was organized under a Presidential proclamation with former President Taft and Frank P. Walsh of Kansas City as joint Chairmen, and with five members representing labor, five employers' representatives, and two members acting for the public. Mr. Walsh resigned soon after the signing of the armistice and was succeeded by Basil M. Manly of Washington. During the year that ended May 31, the hoard received 1245 cases, made awards in 462 cases, dismissed 391 for various cases, referred 315 to specified agencies, and suspended one case. Fifty-three cases remained on the docket because the hoard could not agree, and 23 cases were pending.

The effects of capital, operating and debt cost variations on project performance criteria are examined using a theoretical model and an actual case history. On an after-tax basis, financial measurements are found to be most sensitive to operating cost changes, somewhat sensitive to reasonable changes in capital costs and relatively insensitive to interest rate fluctuations.

The eighth meeting of the St. Louis Section was held at the Mercantile Club on Apr. 15, 1918. ,, The meeting was preceded by a dinner, at which 51 members and guests were present, and at which T. T. Brewster presided. Bradley Stoughton, Secretary of the Institute, and Major J. R. Fordyce were the guests of the Section. A number' of the Joplin members were obliged to leave before the close of the dinner, in order to make train connections. The Vice, chairman, therefore, called on Victor Rakowsky, who brought a message of greeting from the Southwest district. At the close of the dinner, the Vice-chairman, T. T. Brewster, introduced Bradley Stoughton, who talked on various subjects of interest to members of the Institute, especially the affiliation of local sections with those of other national engineering societies. The minutes of previous meetings were read and approved-and-the Treasurer presented a financial report covering the previous year.

Mr. Eschholz discusses the particular case of large precipitators installed in connection with large metallurgical operations, and receiving their high-potential energy through the conversion of alternating current to direct current by means of the mechanical rectifier. He classifies these mechanical rectifier installations, according to source of power, as follows: System A.-Applications utilizing individual alternating-current generators, either single-phase or polyphase, installed exclusively for furnishing energy to one or more transformer-rectifier-precipitator units. System. B.-Applications having no special alternating-current generators, but utilizing the existing alternating-current industrial or lighting mains to supply the energy to one or more transformer-rectifier-precipitator units. System C.-Applications receiving their energy from high-tension power circuits supplied directly to potential regulator-rectifier-precipitator units. I do not intend here to enter upon a detailed technical discussion of the foregoing classes, which would really interest only the manufacturers of electrical apparatus and the electrical engineers. To quantify the effects of proper stemming on air-blast and flyrock reduction for a surface mining operation, a study was undertaken with funding from the Office of Surface Mining. Known weights of explosive charges were detonated in a simulated blasthole when confined with various types and size distributions of stemming. Results showed that proper selection of material type and size distribution can reduce necessary stemming length by 41 % and airblast levels by 23%. A relationship was obtained for minimum length of stemming for explosive confinement as a function of stemming size distribution and borehole diameter over a range of explosive pressures.

Most Newfoundland mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Some criteria are described for the recognition of these environments of differing economic potential.

Feed preparation circuits, which involve such unit processes as size reduction, classification, and beneficiation are inherently a capital and operating cost intensive part of synthetic fuels plants. These circuits, as encountered in similar minerals industry operations, have until now been designed more or less by individual experience and preference mainly because of the large number of variables involved. As a first step towards a computer-aided design tool, a flowsheet simulator has been developed based on an executive program which can connect and drive modular subroutines according to the proposed circuit. The most efficient and appropriate mathematical models were selected as modular sub- routines among available sources such as SPOC, ASPEN, and DOE. Advantages and limitations of this kind of approach are discussed from the system architecture and methodology transfer standpoints with special emphasis on synfuels circuits.

THE thermal expansion characteristics of aluminum alloys have been examined by several investigators, among whom may be mentioned Shakespear,1 Schulz,2 Hidnert,3 Hidnert and Sweeney4 and McCullough.5 Shakespear compared the expansion of a series of aluminum alloys containing 14 per cent copper, with separate additions of about 1 per cent each of manganese, tin and zinc with that of pure copper. Schulz examined the expansion of aluminum and zinc and some aluminum-zinc alloys. Hidnert determined with a high degree of precision the expansion characteristics of pure aluminum, some aluminum-copper, aluminum-zinc, aluminum-silicon and some commercial alloys. Hidnert and Sweeney examined the expansion characteristics of aluminum-beryllium alloys. McCullough, by an interferometer method, determined the expansivity of some aluminum-copper, aluminum-magnesium, aluminum-iron, aluminum-nickel, aluminum-silicon and aluminum-manganese alloys. Incidental to an investigation carried out during the past six years and leading to the development and exploitation of an aluminum piston alloy of relatively low thermal expansivity, the expansion characteristics of a wide variety of alloys were examined. Some of the data which might be of general interest are gathered in this paper.

Brunton, Chairman, War Committee of Technical Societies of Engineering Council. Of the several actions taken at this meeting, the following are selected as being of most general interest. Chairman-Baker-presented a resolution on the conduct of the war, to which objections were made. It was referred to a special-committee; Charles Whiting Baker, Charles Warren Hunt, and Calvert Townley, for re-drafting and presentation later in the meeting. The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

A unique freeze conditioning agent (FCA) which functions by forming structurally weak ice rather than suppressing the freezing point of water has been successful in alleviating frozen coal problems. Frozen coal treated with FCA has been quickly unloaded at temperatures below -17.8°C (O°F). Other applications of FCA include deicing: conveyor belts, idler, idler arms, and other moving parts that have been impeded by ice.

The specimen of glazy iron used for analysis was highly characteristic in appearance. It was made at one of the furnaces of the Glendon Iron Works, working a light burden of ore with a highly silicious cinder. There are very few records of analyses of this variety of iron.
