AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades: I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. I t is a fact which many of you can certify to, that we are wasting fully me-half of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth . below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. (Butte Meeting, August, 1913.) BEFORE touching upon the immediate subject of this paper a few facts of a historical nature as to the general application of electricity to mining might be of interest. As to what was actually the first application of electricity to mining, opinions will no doubt always differ. My experience does not go back far enough, nor are the records to which I have had access of any value as covering this point. Sydney F. Walker, a man whose pioneer experience in the application of electricity to mining purposes dates back as far as 1876, ,gave an interesting resume of the subject in an address before the South Wales branch of the Association of Mining Electrical Engineers at its 1.913 session, and, unless his statements are shown to be wrong, they should be accepted as facts. According to Mr. Walker, the ignition of charges of blasting powder was the first operation in mining to be accomplished with the aid of electricity. Very frequently this energy was furnished by a static machine and occasionally by a magneto generator. Later, this was followed by the application of electricity to bell signals, and we are told that this application was looked upon skeptically and regarded as an expensive experiment by the mining managers of those early days. At the Paris Exposition of 1878, there was exhibited an electric lamp, which suggested future possibilities to the mining engineers of those days. The first successful application of electric lighting to underground excavations that I have been able to find any record of is that of M. Blavier. In the year 1879' he installed two Serrin lamps and successfully illuminated one of the large underground chambers in the Angers slate quarries. Erie Mining Co. is a 10.3-million-tpy pellet producer on the east end of the Mesabi Range 60 miles north of Duluth. Its complex includes facilities for mining, crushing, grinding and beneficiation in addition to a pellet plant and power plant. A 74-mile railroad links the mine and plant to Taconite Harbor on the shore of Lake Superior. The concentrate recovery ratio at Erie is about 1: 3, and this, along with stripping activity, makes it necessary for the company to mine nearly a million tons of material a week. At the outset, all crude ore mined at Erie was hauled entirely by rail, but with expansion into additional mining areas, the company made a gradual transition towards truck-to-rail haulage. Today, in Erie's 11th year of operation, over 50% of all crude taconite mined is transported by truck to loading pockets where it is transferred to rail cars. Future years will see more taconite moved in this manner. Thus, the company has an increasing interest in tire performance.

The following procedure in estimating mineral oil when mixed with vegetable or animal oils, is the result of a long series of cxperiments based on the method suggested by Sir William Thompson and Mr. A. H. Allen, in a paper read before the Royal Society.* Four to five grams of the oil under examination are weighed out into a porcelain capsule of 75 C.C. capacity. Thirty C.C. of a 10 per cent. solution of potassium-hydrate in alcohol are added, and the capsule covered with a watch-glass is placed in a water-bath heated to about 93' C. The mixture of oil and alkali should be stirred frequently, and after three-quarters of an hour it is boiled with stirring. This will secure the complete saponification of all the vegetable or animal oil. After the boiling has been continued some time, and most of the alcohol is expelled and a thick scum of soap forms on the surface, a little bicarbonate of soda is added to convert the excess of caustic alkali into carbonate. When the contents of the capsule have become pasty an equal bulk of fine, clean sand is stirred in. This makes the soap granular, and facilitates the removal of the last traces of alcohol. The capsule is now heated for two hours more on the water-bath. After cooling, the contents of the capsule are transferred to a short-necked funnel, having a thin plug of asbestos, and washed with petroleum-ether, or some other light petroleum spirit. The ether dissolves out the mineral oil from the soap, and is best collected in a quarter-liter flask having a short neck. The ether can be applied conveniently and effectively by a small washbottle. THE subject of blast-furnace slag is one which has had much consideration, particularly from the scientific standpoint, and several years ago technical literature contained many learned discussions on the oxygen-ratio of the acids and the bases, all on the assumption that acids and bases must be present in a ratio depending on molecular weight and chemical valency. Much work has also been done, sometimes in conjunction with the former, on the total heat and the temperature of initial fusion or softening of various slags. A wider knowledge of the blast-furnace now enables us to say that for practical purposes this work has been of almost no value. It is now generally admitted that on the physical side the important point of a given slag is neither its total heat of fusion nor its softening-point, but its free-running temperature, since this is the critical temperature of the furnace. This temperature bears no definite relation to the softening-temperature, as determined by Seger cones, for instance, because some slags melt relatively like ice, with a very short viscous-range, while others melt relatively like tar, with a very long viscous-range. In one the difference between the softening- and the free-running temperature may be very small, as little as 100° F., while in another this difference may easily be 200° or 300°. The importance of this difference is so great in practice as to destroy completely the value of exhaustive investigations, even such as those of 0. IN these days, when detailed investigations of stratigraphy, structure, and sand conditions so frequently result in the discovery of new oil fields, and applause from oil companies and the public, geologists do well to walk humbly, and punctiliously to admit that the geologic principles controlling the distribution of oil and gas have as yet been discovered only in part, and that what remains yet to be learned is probably vastly more than what is already known. The few experiments already at-tempted have been fragmentary, and somewhat desultory, and however positive each of us may be with respect to certain theoretical conclusions, many of the fundamental questions as to the origin and mode of occurrence of petroleum are subject to radical disagreement. Of the chemical changes attending the generation of petroleum from organic matter, little is actually known. Most of the postulated formulas are liable to be misleading, through ignorance of essential factors. Open-mindedness is therefore a prime essential at the present stage of our science. Nevertheless, adopting the hypothesis that oil originates in some manner fundamentally connected with the organic theory, and in possible departure from such open-mindedness, the writer will pay no attention to the so-called inorganic theory, since every attempt to apply this theory to the study of old oil fields, or to the discovery of new ones, affords cumulative evidence of its inadequacy. In this paper, some of the factors affecting the occurrence of petroleum that the writer believes worthy of consideration by the prospector for oil in any new region will be discussed. Some of these, which are less generally understood, will be considered somewhat in detail. Other points, the significance of which cannot now be determined, require more field study, and for that reason are here brought to the attention of the field geologist. The use of "probability" methods in slope stability analysis has been practised by geotechnical engineers for some time. This paper questions whether the term probability has been properly used since in many cases the term is used in a classical statistical manner only to describe frequency distributions of data. This paper proposes a definition of the term probability which includes the engineers' subjective state of confidence for all critical parameters. Such parameters may include the slope stability model, undetected structural features, strength, groundwater pressure distribution, and geological framework. This process does not make a "better" analysis but it does force the geotechnical engineer to state his opinion in such a manner that others can understand and if necessary, criticize the assumptions. Further, this technique forces the question, "What impact would failure of a slope have on the production schedule or costs of a mine?" The level of risk taken in adopting a particular slope design strategy in a mine is not a question of what Factor of Safety should be selected but, rather, what trade-offs result from steeper slopes and the associated costs of failure. This paper also presents several simple probabilistic techniques which, though widely used in other fields have been all but ignored in geotechnical slope stability analyses. These include the use of stratified sampling to optimize Monte Carlo uncertainty approaches, and the use of simple functional approximations rather than complex stability models in probabilistic analysis. The author presents a case example of this technique and discusses the results in comparison with more traditional methods.

ONLY during the past few years, have the old-fashioned methods for treating ores and byproducts progressed to any marked degree. The advent of multiple-hearth roasting, blast roasting, the baghouse, and the Cottrell plant indicate this change. It is the ability to roast and smelt sulfide ores and concentrates that gave this later advance. Further investigations that will solve the problem of efficient handling of flotation concentrates and their attendant ills are of the utmost importance. With future developments, the metallurgist will be able to smelt more economically and to treat still more refractory ores, making the early methods appear small by comparison. GROWTH OF SMELTING Well within the memory of pioneer smeltermen, the ore was charged directly into the blast furnace as it came from the mine;, only the richer, ores were smelted, the lower grade and sulfide ores were undesirable. Matte was, at first, thrown away and only two products) were desired-slag and lead bullion. Scores of the early smelting companies failed because of improper reduction of ores, high costs, short- furnace campaigns, inability to treat sulfide ores, and ores containing-zinc. With the failure of weaker companies, consolidation eliminated many others, until today the field is dominated by a comparatively few organizations, each strong financially. Formerly, a few thousand dollars would erect a small plant, whereas the modern smelter costs over a million dollars. Ore and products to which formerly no attention was paid are now treated with comparative ease and at a good profit. Mechanical improvements have modernized smelting, furnace tonnages show an increase, and metal recoveries have made enormous strides. Even though costs have decreased, they have not dropped in proportion to the improvements, because of the higher wages, greater costs of fluxes and coke, more undesirable ores smelted, etc.

SEVEN years ago there was installed in the hospital of the Bunker Hill & Sullivan Mining & Concentrating Co. at Kellogg, Idaho, an ultra-violet ray quartz lamp, the standard equipment which is found everywhere in the offices of physicians and among usual hospital equipment. The use of this lamp was con- fined largely to treatment of pathological cases, still treatment of under-nourished children, run-down anemic people, both men and women, and, as a general tonic, was part of the routine hospital procedure. At the latitude of the Ceur d'Alene district and especially because of the position of the towns in deep canyons, with much overcast and cloudy weather, sunshine is not plentiful at any time of the year; for many of the winter months there is scarcely any. Underground workers, particularly during the winter, have little sun- shine; it is not unusual to have none at all for weeks at a time. Treatment by the ultra-violet ray lamp in the hospital has resulted in many extraordinary benefits but the use of the lamp is expensive and limited. Some weeks ago attention was directed to the automatic solarium equipment of the Burdick Corporation. The doctors strongly recommended the increased use of the ultra-violet lamp for its curative powers and tonic effects, urging that it be made accessible to all employees. Real interest was . . also displayed by employees with the possibility of securing ultra-violet ray treatment for themselves and families under better conditions than it was possible to have by the limited use of the lamp at the hospital. This resulted in the installation of the so-called sun room or automatic solarium as an adjunct to the mine change-house. An annex was built to the change-house, with dressing rooms for women, children and men from other departments, and the outfit put into use on Sept. 5, 1929. THE Jeffrey mine of the Canadian Johns-Manville Co., Asbestos, Que. has operated for a number of years, supplying the parent company, Johns-Manville, raw material for asbestos products. The mine is situated in the 70-mile-long serpentine belt running from Asbestos, Que. on the west to East Broughton on the east. This district is the most important producing area in the world of quality spinning-fiber asbestos, with 11 operating mines supplying 70 pct of the world's needs. The Jeffrey mine, located 90 miles from Montreal and approximately 35 miles southwest of Thetford, accounts for 50 pct of the Canadian asbestos output. Production from the Canadian serpentine belt is the chrysotile asbestos, which is considered the best available for spinning. Consumers in the United States prefer the clean, fine fibers of the Canadian chrysotile of the type produced by the Jeffrey mine. Mining In 1881, when the mine was first opened, all work, including drilling, was done by hand. The deposit, located on a hillside, was first worked as a sidehill cut by hand drilling 15-ft holes and blasting with black powder. The fiber was chiselled from the broken rock. Hand derricks, later powered by horses, were used to raise the rock as the pit deepened. Eventually, the pit became so deep that derricks were, by necessity, replaced by aerial tramways. In the late 1930's, further deepening of the open pit, with the resulting constriction of the pit bottom brought about the need for altering the mining system then in use. The high ratio of overburden to be handled to mill ore mined and the value of surface structures, not company property, that would be destroyed in expanding the area of the pit, definitely indicated vertical rather than horizontal expansion would have to be used. One exception to this was that a small area on company property to north and east of the pit could be opened up. The mining problem then resolved itself into two phases; make the small lateral expansion and as rapidly as possible choose a mining method that would expand the mine vertically. Several methods for vertical expansion were studied and rejected. Methods considered included shrinkage stoping, block caving, glory holing, and various modifications of open workings. Block caving was finally accepted as the most suitable method of underground development. Cost factors and production were important factors in the decision, also, the asbestos mines in the Thetford area were already having success with this method. Original plans provided for the lateral expansion of the open mine where possible and beginning the underground operation. This program was based on the open pit being worked out in 1954, with the underground development and production gradually increasing until the open mine was depleted. In 1949, the plan was changed to allow underground development to progress at maximum so that underground output would be 550 tons per hr by 1951. Any deficit in ore would be mined from the open pit. This change permitted extending the life of the open pit through 1964 and in this time would make available a large quantity of readily attained ore. Block Caving at The Jeffrey Mine Plans for the underground operation were formulated on a 12,000-ton-per-day basis, and the adaptability of block caving methods to high production presented a desirable situation. As shown in the main-haulage plan, a continuous loop was laid out for smooth operation of the underground railroad from the loading points to the underground crusher. A feature encountered at the Jeffrey mine, as well as other asbestos mines using caving methods, is the large size of caved material, requiring that ore be crushed before hoisting.

Laboratory and plant data covering 12 different operations show that lower than "standard" ball mill speeds increase grinding efficiency. In the case of high pulp-level mills, the gain is so great that the increase in capital cost of the larger lower speed mill will pay for itself in less than a year's time.

ABOUT the time this magazine reaches its readers, Cresap P. Watson will celebrate his 53d birthday. If he spends that birthday at his West Los Angeles home, he won't be far, as distance is measured today, from Santa Barbara, where he was born on July 8, 1895. He is truly a member of a petroleum family; one brother, N. O. Watson, managed Royal Dutch Shell interests in Venezuela for years and is now general manager of the Caribbean Petroleum Co. at. Maracaibo; another brother, Rex, is vice-president of the Drilling and Exploration Co., while brother-in-law Ben Belt is an executive of Gulf Oil. His own life has centered in the petroleum industry since his first job in 1913 as camp cashier for a Mexican oil field at Tampico. Down on the isthmus of Tehuantepec he advanced to tool dresser and' production foreman for the company. The first World War interrupted his Mexican experience by transforming him into an artillery officer in France. Once the Army ceased to demand his services¬by then it was 1919-he returned to the task of furthering his professional career as agent for the Amerada Petroleum Corp. By 1927 he had reached the position in which he could be called an executive in the petroleum industry, having organized and become president of the Federal Royalties Co. His activities in local and national legislation affecting the petroleum industry increased as has his advocacy of the development of oil and gas fields under sound engineering and conservation principles through unitization or other co-operative forms of operation. Considerable amounts of his time go to the promotion of industry public relations.

It is customary to ascribe two general modes of occurrence to natural gas, namely, shale gas which, as the name indicates, is found in shale, and reservoir gas, which occurs in sandstone, conglomerate and dolomitic limestone. Both of these types are found in the Cleveland district. The shale gas has been produced on a small scale for a long period of years, probably dating back as far as 1883. Shale gas is a low-pressure gas, small in volume with variable pressure, and is limited to no definite horizon. It is generally independent of oil, may last for a long time, and is not dependent to any great extent on the structure of the rocks. There are many such wells in the district which range from 400 to 1,840 ft. in depth, although most have been completed at about 800 ft. This indicates that the wells pass through the Cleveland and Chagrin shales into the Huron or Portage shale of the Upper Devonian. During the last 2 years great interest has developed in a deeper-seated reservoir gas. What is commonly called reservoir gas is generally a high-pressure gas occurring in large volume at a definite horizon. Oil may, or may not, be associated with the gas, and in most regions in which reservoir gas is found, the geological structure is of great importance. This type of gas occurs in all large fields such as those of West Virginia which have been supplying Cleveland until the recent discovery of local gas at great depths in commercial amounts. Historical Outline The oldest well producing reservoir gas in the district was drilled in 1886 in Newburg for what was then known as the Cleveland Rolling Mill Co. This well was 3,000 ft. deep, and was thought to have reached the "Clinton" formation. Two "sands" showing small amounts of oil were recorded in the Niagara limestone at depths of 2,658 and 2,686 ft. This is about the horizon of the so-called Newburg sand which has proved to be of some importance as a source of gas and oil by recent drilling operations. The rock pressure was reported to be 400 to 500 lb. per square inch, but since the volume was only 14,000 to 16,000 cu. ft. daily, the well was not only considered unsuccessful but was thought to prove the absence of high-pressure gas in commercial quantities in the Cleveland district.

Mica is an orchid among minerals. It is formed in pegmatites, one of the most bizarre of igneous formations, and is exceeded by few other minerals in the perfection it may attain as to size, color, and cleavage. First used for window glazing, as an ornament and article of trade, it has become one of the most essential insulators of electricity, heat, and shock. Most internal combustion engines use mica condensers or capacitors and such machines of war as planes, tanks, and submarines are immobile without it. The original manuscript of this guide was written in April 1943 at the peak of war emergency. It was not used be- cause shortly thereafter a decision was made to buy on a one price basis eliminating differentials for both quality and size. This is now presented with the thought that from the standpoint of preparedness we can only consider an- other war imminent and every effort should he made to set up in usable form the experience gained during the Second World War. Colonial Mica Corp. was set up by Metals Reserve Co. as a wholly owned government agency to encourage production of domestic mica and to purchase it. It soon became the exclusive buying agency for such mica. The writer as Southern Manager called on all the private agencies buying mica to assist in formulating buying policies, methods, and prices.

In a paper contributed by W. A. Goodyear, M.E., on "Water Gas as Fuel," read at the Boston Meeting, February, 1883,* the following statenlent was made: "The latest experiments on a scale of some magnitude in our citier, in the way of heating buildings and furnishing power for manufacturing purposes, have been by the distribution of high-presslire steam through pipes laid in the streets. Hilt these experiments (1) have not hitherto been very successful; and when we consider the high cost and (2) the great and unavoidable loss of heat and power, which always accompany the conveyance of high-pressnre steam to any considerable distance in pipes, to say nothing of (3) certain practical difficulties in the management of the pipes themselves, (4) it is evident that all such methods must eventually disappear before a system which can furnish a cheap gas of great heating power, easily distributed wherever wanted, without requiring pipes to stand pressures of 50 to 75 pounds per square inch, and (5) without keeping the whole mass of ground in the streets through which it passes hot, gratis, for a distance of ten or fifteen feet, in all directions around the pipes!' For the purpose of controverting Mr. Goodyear's statements in regard to steam-distribution in cities, I hare numbered the points made in his indictment, my principal object being, not a professional discussion of the technical and theoretical merits of steam vs. watergas, but a simple statement of facts, in regard to the present state of the street system of steam distribntion. Taking Mr. Goodyear's points in their order: 1. Concerning what he terms " These experiments," saying that they " have not hitherto been very successful," I propose to show, that the problem of stearn-distribution has passed beyond the experimental stage, and that its practical solution is highly successful. Surrounded by the 13,000-ft high peaks of the San Juan Mountains in southwestern Colo., the town of Silverton is the site of the extensive development operations initiated 20 months ago by Standard Metals Corp. Appropriately termed the Silverton Project, Standard's operation has now passed the half-way point in its program to reopen two mines that were once sizeable producers of copper, lead, and zinc ores.

Although many oil fields have been, and still are being, discovered in Oklahoma, the geology and structure of most of them have not become familiar to the general public because of the delay in securing government geological surveys and the reluctance of oil companies and other intercsted parties to give out their "inside information " Therefore, until official surveys are available, it behooves us to publish geological results as soon as possible. Fortunately the writer has been authorized by the Cement Field Oil Co. to publish his data on the Cement field, Caddo County, at this time. Locality and Description The Cement field is situated in the part of Oklahoma known generally until recently, as "Healdton fields," and lies 60 mi. (96 km.) northwest of the Healdton field proper. Like the Healdton field, it forms an approximate ellipse, trending northwest and southeast through the village of Cement on the St. LouisSan Francisco Railroad, on which it is reached in 21/2 hours from Oklahoma City. In its geological structure, the field constitutes an anticline over 13 mi. (21 km.) long and from 1 to 3 mi. wide; the point of greatest width being not far from its intersection by the above-named railroad. The major axis trends north 75' west from the village of Cement; but eastward appears deflected (if field interpretations are correct) to about south 45" east. About 5 mi. south lies an approximately parall el syncline, which may be conveniently called the Cyril syncline, the south and west boundaries of which may be distant many miles, but forming a closed basin south of the Cement anticfine. The positjon of the offsetting synclinal axis, which is believed to lie north and east of-Cement, has not been discovered. TOPOGKAFHY In the southwest part of the state, nearly all maps of Oklahoma show two mountain areas—Arbuckle and Wichita—which are conspicuous geological and topographic landmarks. In addition, some maps show a third, and smaller, range, named the Keechi Hills, in the vicinity of Cement. These hills also form a conspicuous feature in the landscape; but for some reason they have been neglected by geologists, and the

EDUCATIONAL trends as reflected in curricular changes are of interest and importance in engineering educa¬tion both as matters of record and as considerations for the future. The data on which the evidence of this report is based were obtained by sending questionnaires to all schools in the United States granting the undergraduate degree in mining engineering, metallurgy, or metallurgical engineering. The questionnaire had two parts, one inquiring as to the general nature of revisions made or planned, and the other asking for information on specific courses added to or dropped from the curriculum, or given more or less time than formerly. The frequency with which curricular changes are made, even in normal times, is notable. Although it was expected that the period since 1939-40 would show numerous revisions, it was somewhat surprising to find that of 62 mining or metallurgical curricula in existence in 1939-40 and reported in the present survey, 58 had been revised or are shortly to be revised, 52 having already been changed during this period. WITHOUT QUESTION the Commonwealth of Pennsylvania contains the most remarkable coal deposits of the whole world. Within its borders ,are to be found excellent coals ranging in rank from the high volatile bituminous of the western part of 'the state through the low volatile or semi-bituminous of central Pennsylvania to that aristocrat of solid fuels, anthracite, found in the East. . . . But while other states and even the Federa1 Government have recognized the needs of the coal industry, Pennsylvania has not. Though bituminous coal represents one of the most important industries in the state, far more important in annual productive wealth than agriculture, for example, hundreds, of thousands of dollars have been spent on agricultural research whereas little or nothing has been spent on coal investigation.
