It has been observed with considerable accuracy that if the major U. S. mines were moved to Mexico tomorrow, many of them would be losing money. But the companies would continue to operate, losses or not, because they would have to. And some of the newest and most promising low grade ore projects in the U. S. would never have "gotten off the ground" had they faced the equivalent of the mining taxes now in effect in Mexico. No one of the various mining taxes in Mexico seems prohibitive by itself. Taken together, on the balance sheet, however, the picture changes. Production and export taxes alone take from 20 to 40 pct of the gross product value for base and precious metals.

COLLIGAN*-I can best illustrate my opinions by drafting another five year plan (Table 2). This plan is set up following the same stipulations outlined by Dr. Behre, namely: (I) the student is preparing himself for commercial work as a mining geologist; (2) he is attending an institution with a sufficiently broad curriculum (that is, engineering school and mining school as well as liberal arts college) to furnish the courses listed; and (3) he is not planning to continue his studies through to a doctor's degree before going into commercial work. A comparison of my study plan (Table 2) and that submitted by Dr. Behre (Table I) will at once point up the basic similarity, due to the obvious fact that there are so many essential courses which must be included in any outline of study. However, a more detailed analysis will show up certain differences, which, in fact, are only certain refinements on Dr. Behre's program. These I plan to discuss in order of their importance. The first and most important change is the addition of 12 hr of optional subjects, making a total of 24 hr of optional subjects as against a total of 12 hr under Dr. Behre's schedule. This of course entails the elimination of certain courses, which I shall discuss later. However, I wish to make it clear that I suggest eliminating these courses not because I feel that they are unnecessary, but rather because I feel the optional courses are more necessary to the complete education of the individual. I appreciate that Dr. Behre recognizes the importance of the cultural side of education, but I take issue with his thesis that the student will get it without credit and in his spare time. I do not think that the average college student, and certainly not the college freshman, is mature enough to know what he needs and where to get it in his spare time. I think it must be "spoon-fed"; he must be oriented through specific courses. University life (or should I say "college life") is too full of athletics, fraternity activities, dances, "bull sessions," and countless other enjoyable distractions, all of which contribute to the "full man." I fail to see how the average young American male can possibly sandwich in a necessary complement of "cultural activities" in his spare time. Since these latter activities do not fall within the pattern set by the "group," and show less promise of immediate return in enjoyment, or increased social status on the campus, they are bound to suffer in competition with the more popular, "group" activities. No doubt much of the criticism levelled against arts colleges, namely, that the cultural courses are useless, is well taken, for the culture

Smallwood mine is part of the Iron Ore Company of Canada's Carol Lake operation and is situated in Labrador, 240 miles north of Sept-Iles, Quebec. Last year, 15 million tons of crude ore were crushed to yield 6.3 million tons of concentrate and pellets. This year the figures will be 17 million of crude and 7 ¼ million tons of concentrate and pellets, which is the full plant capacity. Carol Lake ores consist primarily of specularite and magnetite mixed with quartz. Since both rotary and jet piercing drills are used, it is often desirable in planning to know in which regions of the orebody, or new orebodies, a particular drill will be most economic. This makes it necessary to establish a correlation between drillability and pierceability and some physical rock property. For the rotary drills a good correlation was found with penetration rate and grinding factor index. The jet piercers were found to have a reciprocal relationship in the sense that the best rotary ground was the worst jet ground and vice versa. It is also indicated how an economic comparison could be made using these penetration rate versus grinding factor index curves, the hole size distribution curves for single pass and chambered holes, and the mine distribution curve for grinding factor index.

C. H. GIBBS,* Salt Lake City, Utah (written discussion?).-The development of the coke industry in Utah had a somewhat checkered career for the first 50 years of its existence. About 1851 the iron-ore deposits of the Iron Springs and Iron Mountain mining districts, Iron County, Utah, were discovered. Obtaining of iron for any purpose at the time involved its shipment from the Mississippi River to Utah, by ox-team. The result was that the pioneers endeavored to establish an iron-ore smelting plant at what was known as Iron City, near Iron Mountain, in Iron County. Bishop Taylor, who headed this enterprise, endeavored to obtain coal suitable for coking from the Cretaceous coal measures immediately east of Cedar City. A few small bee-hive coke ovens were built and lump coal was coked in these ovens; or, more properly speaking, the volatile matter of the lump coal was driven off, leaving a carbonized material that retained the lump shape, although it was extremely, friable. This coke was promptly found to be unsuitable for iron smelting, not only clue to its extreme weakness under smelting load, but also because of the fact that it carried about 5 per cent. sulfur. Bishop Taylor made a very thorough and exhaustive effort, covering a considerable period of years, to locate suitable coking coal in Southwestern Utah. His efforts failed, and in 1902 the iron-ore property acquired by him and associates was sold to the Colorado Fuel and Iron Co. It is of interest to note in this connection that the iron-ore deposits of Iron County at present are the largest known undeveloped iron-ore fields on the North American continent. It is safe to say that there is at least one hundred million tons of 55-per cent. ore actually in sight. In 1878, coal-mining operations were begun at Connellsville, in Huntington Canyon, Emery County. Ten 8-ft. bee-hive ovens-were constructed, and lump coal was carbonized for use in the Salt Lake valley smelters. The product was somewhat better than that obtained in Iron County, but was still of very inferior quality. It had to be hauled a distance of 140 miles by wagon to the two small smelters then operating in Salt Lake valley. These ovens operated only a very short time. The next move toward obtaining a coking coal was in 1889 when the Pleasant Valley Coal Co. began operations in the Castle Gate district. In 1890, eighty 8-ft. bee-hive ovens were constructed, and the product. was used until 1900 in all the smelters in Utah. During this period, 124 additional. ovens were constructed, making a total of 204 bee-hive ovens operating at Castle Gate.

Graphic methods have long been used to advantage in dealing with diverse phases of fuel technology and research. Not only are graphs convenient for presenting data and making calculations, but they are invaluable for deriving generalizations from a mass of data. This is particularly true when relationships are obscure and numerical correlation is poor. This paper describes a new form of graph, the Multibasic Coal Chart, which has been developed to facilitate the study and comparison of coals of all ranks from peat to anthracite on any moisture and purity basis. This type of chart is of unique value for coal classification purposes, since it permits a direct visual comparison of the results obtained when coals are classified by the various systems which have been proposed. Coals are highly variable in character as a result of wide differenees in original vegetal ingredients, degree of metamorphism, and nature and amount of associated impurities. For nearly 100 years, attempts have been made to devise a satisfactory method of classification, and many tables, formulas, ratios and graphs have been suggested. Many of the suggested systems possess considerable merit and have found a limited use, thus promoting a better understanding of coal. However, objections have been raised against each system, and none has received general adoption. When the various systems of classification are compared, it is found that there is an apparently almost hopeless confusion due to: 1. Serious lack of agreement as to the proper moisture and purity basis on which to classify coal. More than ten different bases have been proposed, each of which requires complete recalculat.ion of the analysis data used. 2. Lack of agreement as to what chemical and physical properties are most important and best to use for classification purposes. There is too little knowledge of the degree to which these properties can be correlated.

According to statistics that have been compiled by the National Safety Council, U.S. Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. There isn't anyone who is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver isn't expecting a terrifying crash, the electrician isn't expected to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual. These are the victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed upon industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the U.S. Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it doesn't. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons: 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group 3) Physical or mental condition.

When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. The development of a geological department as an integral part of the Tennessee Coal, Iron & Railroad Co. in the Birmingham district, Alabama, in 1908 was an innovation probably unique for any mining organization south of the Ohio River. At that time a few of the oil companies were starting geological departments, but there were no geologists among the larger industrial organizations. The Tennessee Coal, Iron & Railroad Co. had been a substantial producer of pig iron for many years and was just getting a start in the manufacture of steel products from the pig iron. It had large acreages of coal land, ore land and timber land, but there was lacking the detailed knowledge of the possible mineral resources of much of its territory, and this territory at that time covered an area in the neighborhood of 500,000 acres in the states of Alabama, Tennessee and Georgia. Those responsible for the operations of the mining properties, not being familiar with the kind of help that might be expected from geologic work, were decidedly skeptical of the utility of the work. Therefore it was necessary to develop cooperation with the mining organization, by not infringing upon its functions, and by developing the work in such a manner as to demonstrate to the mining department its practical utility. In the first instance the man responsible for a mining operation is apt to assume the attitude that the geologist is a blockader, because the geologist, unfortunately, is obliged to point out difficulties in the carrying out of mining operations in the way originally planned. He points out the dangers of mining out one coal or metal seam at the ultimate expense of an upper or lower seam, and he develops structural features, such as faults and folds, which call to the attention of the mining operator difficulties in his future operations, which the latter had not anticipated. Eventually, however, the value of having these data became apparent to the Tennessee Coal, Iron and Railroad Co., and the operators not only welcomed the geological work and cooperated fully in its acquisition of essential information, but reached the point of asking assistance and advice; and complete coordination of the two activities has existed for many years.

The stability of a rock structure depends primarily upon the extent to which fracture develops within the structure, The prediction of the extent of potential fracture, the first step in the study of fracture development, involves a knowledge of both the stress distribution in the structure and the criterion which governs rock fracture under various stress conditions. While a great deal of research effort has been devoted to the development of techniques for analyzing the stresses in mining and civil engineering structures1-3 and to the investigation of the fracture mechanism of rock 4-6 relatively little attention has been paid to the application of available knowledge to the solution of practical engineering problems. This paper describes a photoelastic technique for the determination of potential fracture zones in certain types of rock structures. A practical example, based upon a problem which might be encountered in designing the layout of deep-level mine excavations, is given as an illustration of the application of this technique. STRESS ANALYSIS AND ROCK FRACTURE In deciding upon the technique to be used for the solution of a problem involving the prediction of rock fracture it is necessary to consider: 1) What type of stress information is required to satisfy the fracture criterion for rock; anti 2) How this information can most conveniently be obtained. FUSED quartz is a glass made by the fusion of nearly pure silica. Some confusion in terminology exists but in the trade today "fused quartz" generally refers to the perfectly transparent colorless product made from rock crystal whereas "fused silica" is a white, translucent product made from silica sand. Vitrified silica is the term preferred by purists for all quartz glass, but it lacks the definiteness of -the trade terms. Since the raw materials, methods of production, and properties of the finished products arc different for the two types, the trade terms are preferred. As fused quartz is amorphous, it-physical properties differ greatly from those of quartz crystal. Lacking crystallographic directions and having no piezo-electric properties, fused quartz. of course, has no value for the making of radio oscillator plates; but it does have other valuable and unique properties. Perhaps the 'best known and most useful properties are its extremely low coefficient of expansion and its ability to transmit short-wave ultraviolet radiant energy. NICKEL-BEARING alloys are associated with petroleum in the fields of exploration, production, and refining. In the first- named field the geologist of today makes use of such instruments as the seismograph, torsion balance, and magnetometer, the selection of proper alloys and metals for the manufacture of which is an important matter. Nickel-bearing alloys are useful for parts that require resistance to corrosion or that must have non-magnetic properties. Where special co- efficient of thermal expansion are de- sired, they are obtained by using alloys high in nickel (20 to 60 per cent), since, by varying the nickel contents, alloys can be obtained ranging fro111 "Invar", with a low expansion between -40 and 175 cleg. F., to those with coefficients of expansion exceeding that of steels. The latter are obtained by additions of chromiurn to the alloys. Alloys containing 50 to 80 per cent of nickel, which possess high magnetic permeability, find application in certain instruments where this property is important.

THERE are three distinct varieties of phosphate rock, in Tennessee, known commercially as: (a) the "brown" rock, which is the residual pro- duct of the weathering and natural concentration of certain phosphatic Ordovician limestones; (b) the "blue " rock, which is an unaltered phosphatic stratum of Mississippian or Devonian age; and (c) the "white" rock, which is the result of chemical replacement and deposition. Before 1894, South Carolina and Florida had supplied most of the phosphate of the United States, South Carolina leading until that date and Florida from then until the present time. In December, 1893, the blue phosphate of Tennessee was discovered almost simultaneously on Swan Creek, in Lewis County, by two independent parties-by one as the result of a careful and systematic search for a workable deposit of the long known kidney phosphate, and by the other through mistaking it for a "bloom" of coal. Leases were taken and, with further prospecting disclosing other deposits in the region, the development progressed as rapidly as 'could be expected without railroad transportation

SOME time ago, in a conference considering the mechanizing of a group of mines, I was asked if I knew of any data showing the relative frequency of accidents due to the use of 275 or 550-volt current inside mines and having a recollection of seeing some in print, the answer was made that I would find what was available. Subsequent search failed to find any pub-lished records of any kind giving such figures and none of the compensation agencies of whom inquiry was made were able to supply any, excepting the Pennsyl-vania Compensation Rating and Inspection Bureau, which had some data covering a few months for some companies in that State. The inquiry was confined to the three largest producing States, Pennsylvania, West Virginia, and Illinois. The inspection departments of neither of the first two had any such records, and in Illinois, only 275 volts has been allowed inside the mines for many years. A laborious inquiry has resulted in the data, shown in Table 1, which on this account was confined to the years 1921 and 1925, the latter being the latest figures available. In each State, to find the mines using 275 and 550-volt current respectively, it was necessary to list the mines from the Coal Catalog, and then to complete the list by inquiries from the companies directly, from Operators' Associations and from Inspection Depart-ments. The phosphate ores mined in middle Tennessee typically consist of granular rock phosphate particles disseminated in a clayey matrix. In the TVA plant near Columbia, Tenn., the phosphate ore is mined, made into a slurry with the addition of a small amount of sodium hydroxide as dispersant, and treated in a hydroseparator to remove minus 10 micron material. The hydro-separator underflow, comprising a rough concentrate, is transported by pipeline to the plant; the hydro-separator overflow, comprising a tailing, is flocculated by addition of calcium sulphate and is discharged to settling ponds at a rate of about 1400 gpm. Sedimentation in the ponds produces a clarified effluent, which may be recycled for use as process water or discharged to surface drainage. This method of tailing treatment is not entirely satisfactory since poor sedimentation characteristics of the tailing result in poor ultimate utilization of pond storage volume.

Almost every metallurgist who has given the Howe Memorial Lecture has had a personal contact with the distinguished gentleman to whose honor this hour is devoted. Unfortunately for me, such personal contacts were not possible. However, in the preparation of a thesis on the open-hearth process, one of my earliest tasks was to make a survey of the literature, and it was from Professor Howe's Metallurgy of Iron and Steel that I drew a number of references to previous work which formed the foundation for my reading. In his volume there is such a complete exposition of the then current thought on the subject of slags and on their role in the elimination of phosphorus from steel that I feel no hesitation in discussing in this Howe Lecture the subject of "Slag Control." In the present era of close specification, the drive for uniformity of product, and the close inspection of the product and of the cost sheet, the utmost efforts must be made to control the steelmaking variables to the best advantage of the steel producer. One of the major variables is the slag in the furnace and its effect upon the composition and quality of the metal. What advantages are to be gained from slag control? In the broad sense the advantages must be tremendous, because the very foundations of good steel melting are based on "shaping up" the slag to a point where, with proper temperature, the heat is ready for the final additions. Every melter works toward these ends through his experience with innumerable heats of steel. The elimination of undesirable constituents such as phosphorus and sulphur is entirely a matter of slag composition and physical nature, a point well known for over half a century. The role played by the slag in assisting in proper heat transfer from roof and flame to the steel has been equally well known. In more recent years there has come the problem of oxygen control in the more accurate gauging of additions for making high-grade rimmed steel for the new strip mills, and in the deoxidizing additions for grain-size control and cleanliness of forging steels, both carbon and alloy. In this problem the oxidizing characteristics of the slag are of prime importance.

Fine colloidal gold near Carlin, Nevada is disseminated in leached carbonate strata of the Roberts Mountains Formation in the Lynn "window" of the Roberts Mountains thrust fault. The ore body is generally stratiform and is more or less conformable to altered beds near the top of the formation, underlying Devonian limestones. Two sequences of mineralization are recognized: ( 1) an earlier base metal-barite assemblage related to early Cretaceous intrusives (121 ± 5 m.y.), and (2) a later low temperature Au-As-Hg-Sb assemblage of near surface emplacement. The earlier sequence consisting of sparse galena and sphalerite in barite with anomalous amounts of zinc, lead, nickel and copper, associated with dikes of dacitic composition, is of little economic importance. The later sequence of gold, realgar, cinnabar, and stibnite associated with extensive silicification and argillic alteration of limestone beds, has resulted in important deposits of gold. Argillic alteration of hydrothermally leached carbonate strata has provided the environment in which the most prominent gold deposition took place. Carbonate minerals in the limestone host rock have been replaced by microcrystalline quartz and chalcedony to form stratiform silica masses and recrystallized lenses of euhedral quartz. Zones of porous silicification are light gray to white, elliptical in shape, and more or less follow bedding. Silicification is bordered by argillic alteration and pyritization. Deposition of gold usually lies in a zonal pattern that encircles chimney areas of silicification.

MINING geology, both theoretical and practical, continued to make noteworthy progress during 1938. Mining companies generally, stimulated especially by the improvement in economic conditions during the latter part of the year, extended their workings and developed new ore bodies. Federal and state surveys expanded their search for favorable localities and actual ore bodies, with corresponding enlargement of regional knowledge. Theoretical investigations covered geochemistry of ore deposition, structural control of mineralization, and mineralogy of the ores (chiefly aided by the microscope). More geochemical work is greatly needed: ore searching is still too purely empirical, based on features that have been recognized else- where. PRioR to the year 1902 electricity was used in the Butte district only for lighting, for the tramming of ores on the surface, and for the electrolytic refining of copper. In that year the Canyon Ferry hydro-electric plant on the Missouri river, with a transmission line to Butte and Anaconda, was completed, and enabled the mining operators to purchase electric current in large quantities at reasonable rates, and its application and use in the various mining operations and reduction works proceeded rapidly. The principal applications of electric current in metal mining may be listed as follows: Compressing air for hoisting. Compreeaing air for rock drills and pneumatic tools. Pumping. Ventilating. Lighting. Tramming. Compressing air for blast furnaces and converters Running shop and miscellaneous motors. Compressed Air for Hoisting. The Anaconda Copper Mining Co. operates 22 mine shafts and plants at Butte. Of these, 15 are large plants and hoists, through which most of its ores are hoisted. In 1912 this company commenced using compressed air in place of steam, in operating a number of its large hoists, and at this date has 10 main hoisting engines and 10 auxiliary hoists driven by compressed air. The compressed air is furnished from a central plant containing six compressors, each having a capacity of 7,500 cu. ft. of free air per minute compressed to 90 lb. pressure in large receivers, and conducted by suitable pipe lines to the various hoists, the air being reheated before passing to the engines. Each of these compressors is driven by a 1,200-h.p. synchronous motor, directly attached to the drive shaft, and takes electric current at 2,200 volts.
