All strata not yielding oil or gas in commereial quantities or a corresponding amount of water may be called dry in a wide sense. In petroleum geology, however, we may exclude all sands of too low or fine porosity to yield gaseous or fluid contents to the hole drilled in the sand before any original pressure that its contents may be under is disturbed. Most rocks are of this class and they are not reservoirs in our definition; their "dryness" is wholly a matter of course. What are the contents of the pores or what is the exact porosity of such rocks is of almost no concern to us, for economically they are "dry." What does interest us is the content of a rock having sufficient porosity and the pores of sufficient size to yield oil or gas in commercial quantities, if they were present under original pressure. Dryness of these reservoirs is a matter of supreme practical importance. Three views current as to such dryness seem, to me, to apply in a few cases only. It is the purpose of this paper to give reasons for this position and for believing that, in ordinary sedimentary rocks, there is only rarely a reservoir of competent porosity and undisturbed pressure that is dry in the sense of not yielding water, oil, or gas when first penetrated. 1. Gardnerl writes of some Kentucky sands, "There has never been present any salt water or other water in the sand." Absence of water cannot demonstrate this position. It is necessary to show that the rocks were not laid down in water, but in air, and that they became so enclosed, while still above the water-table of the ground water, that water has not been able to enter since. Most of these sands, and certainly the productive limestones, were deposited in water; and such sands as have been commercially productive show no reason for believing that the overlying shale or limestone was not laid down progressively from one direction and in water that would have flooded it. NO adequate explanation has been offered for this hypothesis, which is so inherently improbable. 2, Reeves2 urges that "sands originally water filled may have been drained of their water and not filled when later covered." Published data on the activity of carbon in binary and ternary austenite at 1000°C are reviewed. The composition variables are . The coefficient, Vj, has the value for substitutional elements but may be assigned a ualue -1 for silicon to effect a simplification on the mathematical treatment. The activity coefficient PC = is obtained from gas equilibrium data. For the ternary systems studied the Henrian activity coefficient is given by the expression: The principle advantage in cornparison with the analogous expression in terms of atom fractions is found in the fact that for most systems the final term and in many the last two terms are zero. Values of the interaction parameters are tabulated and the graphical comparison of the equation with experirt~ental data is sho,wn in several figures. The thermodynamic properties of the solid solution, austenite, are of considerable importance in the heat-treatment of alloy steels and in other aspects of ferrous metallurgy. Early studies embodied in the Fe-C diagram have been extended to include other binary and some ternary diagrams. Our best hope of obtaining a useful thermodynamic treatment of reactions in complex alloy steels will not be found in quaternary and quinternary phase diagrams but in determinations of activities and interaction relations among the several solute elements. The foundation for such a development was laid by smith' in his early studies of the activity of carbon in Fe-C alloys and his subsequent work on Fe-C-Si, Fe-C-Mn, Fe-C-Ni, and Fe-C-Co solid solutions.2"4 Other observers have also made noteworthy contributions and these will be discussed and correlated here in the light of a somewhat simplified mathematical treatment of solute interactions. Fe-C AT 1000°C In a recent review of the thermodynamic properties of binary Fe-C austenite it was shown that the simple mathematical treatment employed by smith' was capable of describing all the published results on this solution. The treatment utilizes the atom ratio, yc = nC/nF,, rather than the atom fraction. The activity of carbon is proportional to the equilibrium gas ratio, either measured on a scalk in which the activity of graphite is taken as unity or, alternatively, aC may be set equal to yc at infinite dilution. In either case the ratio aC/y = (PC, the activity coefficient. It was found that the experimental data of smith1 and those of Diin-wald and wagner; Bungardt, Preisendanz, and Lehn-ert,' and Scheil, Schmidt, and Wiinnings at temperatures of 800" to 1200° C as well as reliable data on the solubilities of graphite and cementite could be represented by the equation for which graphite is the standard state: The data on alloyed austenite have been obtained at 1000°C. For this temperature, the "Henrian" activity coefficient (which is unity at infinite dilution) is: FOr an interstitial solute such as carbon in austenite it has been shown by statistical mechanicsg that the activity in the infinitely dilute solution is proportional to the ratio of the number of lattice sites occupied by carbon to the number of yet unfilled lattice sites. A variable zz proportional to this ratio serves as a useful measure of concentration:" in which b is the number of lattice sites provided by each atom of solvent; in austenite b = 1. The Henrian activity approaches zz at infinite dilution and the ratio a is the activity coefficient. The effect of a change in concentration is then given by: It has been shown further that in some systems the derivative in Eq. [4] remains constant over a wide range of concentrations. In such a case second-order terms become negligible and the Henrian activity coefficients is:

Although gold is one of the rarer metals, it is widely distributed; it is found on all of the continents and in each of the grand metallogenic provinces of the earth. It is prominent particularly in the shield areas of the earth; these areas have produced a large part of the world's lode gold and in most of them gold lodes are more important than the lodes of other metals. The Scandinavian shield is the only one that has not produced much gold. Nearly all of the world's gold has been derived from lodes and from sands and gravels where gold placers formed by the destruction of lodes. The gold derived from magmatic segregations, from pegmatites and from contact metamorphic deposits is quite subordinate to that derived from auriferous lodes. The lodes include all veins and related deposits that are formed by hot waters that move along fissures or other openings and that deposit vein 'matter :in the fissures and by replacement of the country rocks along the fissures. All of the shield areas of the earth are characterized by large areas of granitic rocks including granitic gneisses, granodiorites and other acid intrusives which here are included in the general term "granite." The granites are intruded into schists, ancient lavas and other rocks which here are designated as the "invaded" rocks. The granites are parts of what once were great batholiths: that is, they are the remaining portions of great deep-seated bodies that slope outward, have very irregular roofs and so far as known have no floors but extend downward to great though unknown depths. Some of them are scores or hundreds of miles across and contain islands or "roof pendants" of the invaded rocks at places where the roofs of the batholiths were low—that is, where erosion has not yet completely unroofed the batholiths. It is in these islands of older rocks and in the narrow marginal belts and cupolas of the batholiths that practically all of the gold lode deposits of the shields are found. Valuable lodes are lacking generally in the granites themselves except in grahite within a mile or less from .the contacts with rocks of the islands (Fig. 1). It is probable that the great areas of granites and gneisses that surround the islands are not all of the same age, and that at places unmapped granite intrudes gneiss or older

Because of the growing importance of back analysis for the interpretation of rock slope failures, particularly in open pit mines, it is suggested a methodologic sequence of activities for dealing with those problems. The principal mathematical tools for the interpretation of the most common mechanisms of slope failures are reviewed, including methods of stress and strain analysis, which seem to be more powerful for parametrization studies, and for developing more realistic explanations of slope behaviour, such as the measurement of displacements. An application of those methods is described, using slope failures detected in a Brazilian uranium mine (Cercado), thus providing reliable shearing strength parameters for the rock mass discontinuites, which were used in the final pit design. The concept of using backanalysis results to supply input data for pit design was implemented by means of the excavation of an experimental trench within mine limits, where specific instruments were installed, and several slope failures were monitored and backanalysed, in order to yield information about sliding mechanisms in the future open pit.

THIS paper gives a brief account of the geologic and production problems encountered in the Grass Creek oil field, the methods used in their solution, and the beneficial results obtained from the work. The author wishes to acknowledge the assistance received from J. H. Pearson and Miss Ninettta A. Davis in the collection of the data and the preparation of the cross-sections. Permission for its publication was given by the officials of the Midwest Refining Co. and the Ohio Oil Co. The Grass Creek oil field is located in Ts. 98-99 W., R. 46 N., Hot Springs County, Wyo. The productive area includes about 2 1/2 mi. (4 km.) on the apex of a great anticlinal fold occupying more than 150 sq. mi. Fig. 1 shows the structural contours of the field. Oil was dicovered in the field in June, 1914; development proceeded rapidly and production rose to a maximum in 1918. The marketed production has been approximately as follows: BARRELS BARRELS 1915 94,073.5 1918 2,946,774.27 1916 1,404,183.97 1919 2,000,584.84 1917 2,780,697.51 1920 1,485,080.94 About 350 wells, 800 to 1500 ft. (San Francisco Meeting, September, 1915) INTRODUCTION IT is rather gratifying that in the field of the manufacture 'of refractories, in which, as a whole, foreign practice has surpassed us, the United States stands pre-eminent in the making of silica brick. In some instances European manufacturers have refused point-blank to credit the possibility of making to such specifications as are common with us, until the actual 'completed shapes were shipped for inspection. But both the manufacturer and consumer in foreign lands are now frankly learning from us, and benefiting by our advanced practice in this field, as is evidenced by the orders placed here and the efforts put forth abroad to come up to the standard of American-made material. In no metallurgical operation has the employment of silica brick spread with. such leaps and bounds as in the building of plants for the carbonization of coal, particularly in the byproduct coke oven. Today, in practically all types of oven, the structure above the floor level (except the facings) is of silica, while in the recuperative and in some regenerative types, its use is extended to that portion of the oven below the floor as well. By reason of the fact that there are a number of classes of refractories of higher silica content than the usual so-called fire-clay brick, there is sometimes a misunderstanding as to the class of material referred to as "silica" brick. We here refer only to a brick having a silica content of 94 per cent. or more and made usually from quartzite rock with a small percentage of lime as a binder. The term "silica" brick is sometimes rather loosely applied to brick front highly siliceous clays, or to a quartzite refractory of mingled fire-clay and quartz rock; but such products are not considered in this discussion.

CONCESSION from the Chilean government granting the company use of the Rio Salado water stipulates that a minimum of 35,000 metric tons of such salty water must be diverted from the Salado daily, and be disposed of in a manner not to contaminate the Rio Loa to the east of its confluence with the Rio San Salvador at Chacance, Fig. 1. Consequently, the selection of a suitable site for the sulphide plant tailing disposal had the additional problem of the disposal of excess brackish waters. Studies of the terrain in the area directly to the south of the plant indicated that construction of tailing ponds would be costly, and generally unsatisfactory due to excessive slope of the ground, lack of flanking hills, danger of raising the groundwater level thus causing springs along the Antofagasta-Bolivia railroad; and the possibility of creating a dust nuisance at the plant site or at Calama due to blowing sands. Further to the southwest the San Salvador river canyon offered some possibilities and surveys were made at sites A to D, inclusive, Fig. 1. Here again costly dams would have been necessary to impound the tremendous quantity of tailing produced by the new plant, and provision would have to be made to handle a considerable flow of water through the disposal area to the west of the Rio Opache. Additional surveys were made in the area to the southeast of the plant which brought to light the existence of a natural basin of about 14 1/2 square miles, flanked by low-lying hills, and requiring only the most rudimentary dams to close the outlets at the western end. It has been estimated that the Salar de Talabre, as this basin is called, has the ultimate storage capacity of 1 billion tons of tailing with dam heights of only 60 ft. Pipe Line Layout After the decision had been reached to use the Salar de Talabre for the main disposal area various methods were considered for transporting the tailing from the 300 ft diam thickeners to the disposal site, 17.7 miles away. The first plan was to construct a. concrete launder on a 11 pct grade but a survey of this grade line indicated it would not lead directly into the Salar but would terminate somewhat to the north, and from that point on the slope would be considerably less than 1 pct along a natural watercourse. A slope of 2 pct or even 2 ¼ pct in such a rough watercourse or ditch is the ideal, judging from the success of operations at Cananea. Since a simple ditch is the most economical vehicle for the transportation of tailing, it was decided to use one with a 2 ¼ pct grade for as much of the distance as was possible with the existing terrain and to construct a concrete headbox, or forebay, at the terminus of the ditch to supply a steel pipe line leading the rest of the way into the Salar. Referring to the maps of the Chuquicamata area outlining the tailing disposal system, Figs. 1 and 2, one can trace the flow of the tailing from the thickeners to the Salar as follows: The 8-in. spigot pipes from the thickeners (1) discharge into a concrete sump feeding a concrete launder with a 2 pct slope. The launder carries the tailing into a concrete junction box (2) located south of the sulphide plant. The purpose of the junction box is to provide emergency facilities for diverting the tailing flow from the main disposal area to the emergency area. It also provides a junction point for the launder from the sulphide plant's future east extension. The box is fitted with a pair of radial gates controlling flow into the main tailing ditch (6) or the emergency ditch (3) which terminates on the pampa. All ditches are of the same cross section, namely 4 ft wide at the bottom with 1 : 1 side slopes and with a minimum depth of 21/2 ft. Where the nature of the ground demands it, the ditches are lined with stone rubble. The overflow from the plant's 10 million gal reservoir (4) is led into the main tailing ditch by way of a spillway ditch (5). The main ditch terminates in a trashscreen fitted, concrete forebay (7) which serves as a headbox for a 24 in. O.D. x 3/8 in. wall, Dresser coupled, steel pipe (10) and a 12 in. x 8-gage spiral welded, wedge-lock coupled, steel pipe (8). The forebay is fitted with two compartments, one for each pipe, and flow into each is controlled by radial gates. Each compartment is fitted with a 6-in. drain pipe controlled by a rubber pinch valve. No important producing developments took place in Colombia during the year 1928. This was at least partly due to the paralysis of operations by the passage, during the latter part of 1927, of a law which was regarded by the oil companies as confiscatory and unjust, and the promulgation of exceedingly stringent regulations of this law under decree No. 150, published Jan. 28, 1928. This decree, which contained 24 articles, practically prevented not only producing operations by the oil companies but even such activities as geological explorations and surveying, as severe fines were imposed for the possession of maps not registered with the Ministry of Industries. Both this regulatory decree and the law were subject to attack in the courts by several of the oil companies. The regulatory decree was suspended May 22 by Presidential proclamation, until the suits against it are decided by the Supreme Court and Council of State. Though another law was introduced into the Colombian Congress at a later date, no action was taken on it, and at the time of the writing of this paper, it would appear that no oil bill will pass the Colombian Congress during the present session. The Barco concession, which was revoked in February, 1926, still continues an unsettled matter, although there have been rumors that the government was attempting to come to some decision on this rather difficult question. A hopeful sign toward the close of the year was the settlement of negotiations with the Tropical Oil Co. over the acceptance of the payment for royalties due the government from that company. This settlement, which covered a royalty on crude oil produced from June 30, 1926 to June 30, 1928, represented a cash payment for approximately 3,000,000 barrels. It is to be hoped that during the coming year the Colombian government will see its way clear to clarify its position on petroleum legislation. A good augury for the future was the statement made by President Abadia Mendez on New Year's Day, in which he courageously admitted the errors of previous legislation and said, regarding oil, "Very soon

DURING the morning session," on Feb. 17, papers were presented and discussed regarding a recent wire saw installation, cement rock quarry operations, hydration factors in gypsum deposits and the status of the phosphate industry of the West. Oliver Bolvles presided and there were about twenty-five members present. W. M. Weigel's paper (T. P. 262), "The Application of the Wire Saw in Marble Quarrying," was read by the author. He described the recent installation of the St. Clair Marble Co., near Guion, Ark. Since the use of the wire saw for quarrying is comparatively new and the fact that it has been almost entirely limited to slate quarries heretofore, ?he description and data given in this paper were of much interest.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

IN this country steel made in a Siemens furnace or Bessemer converter, is generally tapped into a ladle or shoe, and then drawn through an aperture in its base into the various moulds. In order to regulate the flow of the molten mass a refractory valve is arranged at the aperture. A plumbago nozzle is fixed firmly in this aperture, and a stopper of like material is fitted to it, making a socket valve. In order to raise and depress this stopper at will, a rod is fastened-to it, extending through, the metal and over the brim of the ladle, where it is bent back in a half circle and secured in a slide. This slide plays vertically in a frame, permanently fastened to the outside of the ladle, and is moved by a lever having as a fulcrum a pin fixed in this frame, one end, of the lever being temporarily fixed to the slide, and the other end being moved by hand. Reference being had to the drawing (see Plate 1, Fig. 1), E is the nozzle, D is the stopper, A is the rod, protected as hereinafter described, C is the cast-iron framework, B is the wrought-iron slide, B' is the offset into which the rod, A, enters, and is secured in the usual manner by a key, a. Section J, K, shows the manner of hanging the lever. J is a pin attached to the slide by which the end of the lever raises the slide, B. J is the fulcrum fastened to the frame, C. K (Fig. 1) is a hand-nut fastening the slide, B, to the frame, C, at will. Fig. 2 is a side elevation of ladle, showing the outside working of the parts above described. It is the common practice to protect the rod, A, by a coating of clay and fire-sand, kneaded to the right consistency and applied to the rod, and then thoroughly dried. Just before casting, the plumbago stopper, D, is heated at its extremity to redness separate from the ladle and, at the moment of pouring, is placed in the ladle and slide, and adjusted as well as practicable. Some very serious defects ensue, causing much trouble and vexation as well as actual loss. The fire-clay coating in drying becomes cracked and seamy, and at its best is more or less loose on the rod. It is well known that, with the exception of the so-called " niter-and-nails " method, all methods used for the fire-assay of salphide-ores,* especially those of iron, zinc, lead and copper, are very tedious and require the constant attention of the assayer. The objections to the niter-and-nails method are: The liability of the charge to boil over, due to the presence of the' niter; the low results in silver (uncorrected); and the frequently large discrepancy between the actual weight of the lead button and the calculated weight. In many cases the buttons are too small to collect all of the gold and silver contained in the sample, while in others they are too large for cupellation. It was thought that, if these objections to the niter method could be eliminated, it mould give a method for the crucible-assay of sulphide-ores, and especially the low-grade ores of zinc and copper, which would be superior to any method in use at the present time. The only similar methods of assay are those of Perkins,t Rhead and Sexton,$ and Mitchell. The method of Perkins requires too much litharge for it to be a commercial success; that of Rhead and Sexton, utilizing the prelimiilary assay we found to be the best;—the charge for the final assay, however, was modified by having borax-glass added to it; also, the oxidizing power of the niter mas determined by a charge which difters from either the preliminary or the

THE object of the present memoir is to put on record some practical experiments by the writer in smelting a silicious native magnetite with no other flux than the silicates of its own gangue: This work was undertaken in the spring of 1878 for Messrs. Naylor & Co., of Boston, to whom I am indebted for the privilege of here communicating its results, these having hitherto only been simply announced.* So far as I am aware these are the first instances of the kind in this country that non-calcareous; or rather non-carbonated, magnetites have successfully been used strictly alone as self-fluxing ores in the blast furnace; that is, without the addition of calcareous flux in the form either of limestone, quicklime, calcareous ore, or basic (calcareous). slag. Previous to the spring of 1878, when the Chateaugay magnetic ore was first brought to my notice, its use had been limited to Catalan forges, after "separation" at the ore bed. The blooms and billets made from it in the several forges of Messrs. Weed & Williams, and of Mr. Williams, were well known in the trade as among the best in the market. The Chateaugay ore beds proving of great magnitude, and the ore exceptionally low in phosphoric acid, it commended itself for blast-furnace purposes to Messrs. Naylor & Co., who employed nee to blow-in the charcoal furnace at Pittsford, Vt., on this ore in the spring of 1878., a previous trial of this ore in the same furnace in the fall of 1877 having proved abortive. This was therefore the first time that Chateaugay ore was successfully smelted in a blast furnace, although since well known as a blast-furnace ore possessing superior and exceptional qualities. The Pittsford furnace, although rebuilt in 1844, and subsequently improved by the former owner, the late J. Prichard, is one of the few furnaces of the old type with open breast (Sumpfofen) still active in this country. Prior to 1915, numerous attempts were made to treat tin concentrates in the United States, but for various reasons they were unsuccessful. Tin ore is said to have been found in nearly every state, but none of the deposits has proved to be of commercial importance. An annual output of a few hundred tons in Alaska is the only domestic production; hence any considerable production of tin in the United States must be from foreign ores. The most promising occurrence of tin was found in the Black Hills, S. Dak.; in the early development stage, it was called the Cornwall of America. Associated with the tin is tungsten The story is told that an exceedingly fine specimen of the Black Hills ore was sent to England to encourage stock promotion; the desired effect was produced until a skeptic chipped off a small piece, which the analysis showed to be wolframite. First Attempts at Smelting One of the first promising attempts at tin smelting in the United States was made by R. T. White at Bayonne, N. J., in 1903. Mr. White, after spending some time in England studying the methods of tin smelting, organized a company called the International Tin Co., and erected a plant to treat tin concentrates from the Straits of Malacca. About the time the plant was completed, the English Government placed an export duty of 40 per cent. ad valorem on tin concentrates exported to other than British smelters, which duty made it impossible to operate this plant so the enterprise was abandoned, As this export duty is still effective, the only source of tin-ore supply for the United States is the Bolivian concentrates. THE advent of the Rocky Mountain States into prominence as an oil-producing region is comparatively recent. Scarcely more than a decade has passed since the number of producing oilfields in this part of the country were few and their combined yield small and relatively unimportant. However, oil was discovered and recorded near the present site of Lander, Wyo., as early as 1833 and in 1867, on the comple-tion of the Union Pacific R. R., the site of this oil discovery was located, among other things, as a natural resource of economic importance. In that year a well was drilled for oil, to a depth of 480 ft., near Evanston, Wyo., but later was abandoned. In 1883, the Lander district witnessed the successful completion of the first oil well in the state. In Colorado, oil was first produced from shallow open wells near Canon City and sold to prospectors in 1864; in 1887, the Florence oilfield was discovered and a commercial production developed. While the Rocky Mountain States have never gained the prominence as an oil-producing region attained by the Pacific Coast, Mid-Continent, or Gulf fields, a substantial and increasing production is being taken from the Rocky Mountain province. At the close of 1923, the oil industry in this region has 38 oil and 21 gas fields producing, or capable of producing, oil or gas in a commercial way with a combined annual yield of nearly 47,000,000 bbl. of oil, a daily refining capacity aggregating about 90,000 bbl., upwards of 17,000,000 bbl. of crude in storage, and an 8-in. pipeline, nearing completion, 600 miles long which will connect the most prolific oilfield of the Rocky Mountain States with a trunk pipeline between Mid-Continent and the east at Carrollton, Mo. Several of the larger standard and independent operating companies are now represented in this region and, in the last ten years, there has been developed at Casper one of the large refining centers of the west. Fig. 1 illustrates the rise in production of four of the larger fields, also in the total production of the state; in addition there is given the yield of the larger fields of Wyoming and Montana for 1923.

The sudden and untimely death of Dr. Charles R. Van Hise, late' president of the University of Wisconsin, was one of the greatest losses, not only to the educational world and science of geology, for which he was a great leader and pathfinder, but also to the world of mining and allied interests, for which he was an adviser and helper who blazed trails and pointed out paths of development, which the practical men of englneering and industry will follow long after his death. To the general public, Dr. Van Hise stood as a great educator who conceived and wrought out a new idea in the people's university .of .a commonwealth and as a great active mind that could not be held within the bounds of education and science but, by its own bigness and broadness, was forced into the contemplation of the larger affairs of the nation. To the engineering profession, dr. Van Hise will be remembered as a tireless worker who solved some of the most complex problems in geolpgy and the development of mineral resources and recorded these findings In a form that is of lasting value to those who follow him in similar labor. In this combination of thinker and worker, educator and economic student, scientist and practical engineer, lies Dr. Van Hise's contribution to his generation. As an educator, Dr. Van Hise attained perhaps his widest recognition, for in the University of which he was president he evolved and accomplished a new idea, which caused it to be called, in 1908, by President Eliot of Harvard, "the leading State University." At the time of his death, Nov. 19, 1918, he was just completing fourteen years as president and forty-three years as student and teacher in the University. His entire life of 61 years had been devoted to his State and its University. He was the first alumnus of the University and the first Wisconsin-born citizen to become its president—and he enjoyed the longest term as president of the institution. Since his graduation from its College of Engineering in 1879, he had been constantly a member of its faculty. As Chief Justice John B. Winslow, of the Wisconsin Supreme Court said at the time of President Van Hise's death, " Wisconsin has had many able sons, men who have served their Country and their State with ais-tinguished honor in various fields of effort, but among them all none, I believe, has rendered greater service in his time than President Van Hise. The University will be his true monument, for to him, more than to any one person, we owe the present commanding position of that, great Institution." What his "new ideal of a State University" was maybe best expressed in the words which he used to outline it in his inaugural address in 1904. "I shall never be content until the beneficent influence of the University of Wisconsin reaches every family of the State. This is my ideal of a State University. When the University of Wisconsin attains this ideal, it will be the first perfect State University.... The University of Wisconsin desires to prevent that greatest of all economic losses to the State, the loss of talent. To prevent this loss of talent, the University must not only provide for those who come to Madison for instruction, but must go out to the people of the State with the knowledge which they desire and need." Hence it was said early in his administration that "the boundaries of the State are the campus fence."

I WAS wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind-that is to say his religion. Our President asked me if I would say something this afternoon and I find in the bulletin that the text of the discourses which we are to have here this afternoon is "International Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather .than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources: some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity-or, to use the .word now more common and of deeper significance-brotherhood.
