Your committee's secretary submits the following report, or summary, to the- members of the committee, in an endeavor to lay before them a general review of the information so far received and also his own knowledge .of the work as carried on at a number of plants, this being done in part to secure further information and suggestions from members and lead to a more effective means of furthering the work of the committee. It is suggested that more detailed data be compiled regarding engineering features involved, and that papers be contributed which will deal with the safeguarding of underground electrical installations. There are few operating companies which have not started a more or less systematic campaign to safeguard their employees from accidental injuries and unhealthful surroundings, but a great deal is to be gained by experience. All may welcome the advice and cooperation of those who have been actively engaged in the work and have demonstrated the results obtainable by organized effort, and it is, therefore, exceedingly gratifying to note the ready assistance and hearty cooperation rendered by the companies that may be truly termed pioneers in the movement. No solution of the safety problem is to be found in a strict standardization of methods, rules or devices, as' the various mining, milling and metallurgical practices present too' many conditions differing broadly in general principles, but some standard system embodying principles, already proven to be efficient should be created, which may be modified or elaborated to meet specific requirements of each individual. company, or to fit working conditions as they exist in the various mining camps throughout the country. An industrial plant is -primarily a business undertaking, therefore the economic side-of a safety or welfare campaign is of importance. Many small operators have been deterred from undertaking the work by their belief that it involved an expense beyond their means, and one that could not be counterbalanced by greater efficiency or saving along other lines. This idea is generally clue to a lack of knowledge of the actual costs of such work, and of the results secured by judicious selection of a method commensurate with the. size and nature of the opera-

The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. Permission for its publication was given by the officials of the Midwest Refining Co. and the Ohio Oil Co. The Grass Creek oil field is located in Ts. 98-99 W., R. 46 N., Hot Springs County, Wyo. The productive area includes about 2 1/2 mi. (4 km.) on the apex of a great anticlinal fold occupying more than 150 sq. mi. Fig. 1 shows the structural contours of the field. Oil was dicovered in the field in June, 1914; development proceeded rapidly and production rose to a maximum in 1918. The marketed production has been approximately as follows: Barrels Barrels 1915.................... 94,073.5 1918................... 2,946,774.27 1916................... 1,404,183.97 1919................... 2,000,584.84 1917.................... 2,780,697.51 1920................... 1,485,080.94 About 350 wells, 800 to 1500 ft. These Frontier, or "Wall Creek" sands are also productive in the Salt Creek, Big Muddy, and Elk Basin fields and, therefore, are much the most important reservoirs of light oil in Wyoming. At Grass Creek, the sands in the Formation are more numerous than in the other fields and much less uniform in thickness and character. JaRvis,* El Oro, Estado de México, México.—The practical problem raised by Mr. Wisser—that is, the determination of the lower limit of ore deposition, below which it is useless to look for ore shoots—is one of the most important in economic geology. He asks: "Can we learn to determine the position of such a line?" For individual districts, yes; but its determination has always been by empirical methods; that is by actually exploring the veins to such depths that the values drop below the economic limits. Usually the signs are plain enough that values have been bottomed without confirmation by the chemist or assayer. Most veins, when approaching their limit, begin to split into branches or stringers; the vein matter itself undergoes a change from "lively looking" rock to one that is dull and unpromising, the quartz, instead of having segregated into clean vein matter, has simply spread itself into the country rock, rendering this more siliceous but no richer—these, together with inclusions of the country rock in the vein, are all positive indications of the limit. Mr. Wisser seems disposed not to accept the law of cause and effect, which he calls "empiricism." He says: "Empiricism embodies an assumption perhaps not evident at first glance. It is this: that like effects spring from like causes and therefore necessarily have a common meaning." There can be no doubt as to the validity of this law, since it is the foundation stone upon which are built all inductive sciences, including economic geology. When demonstrable, proved facts become confused with inferences, as they seem to be generally in the paper under examination, no sound conclusions can be reached. Mr. Wisser has failed to give sufficient data covering the two vein systems which he cites as examples. Presumably they are situated in the Pachuca District of Mexico, but not everybody is familiar with the vein systems there in spite of the fact that it is world famous as a silver producer. Are these two systems separated some distance horizontally from one another and how far? He has given no estimate of the amount and kind of rock that has been eroded from over the present veins. His description of the two systems appears on page 100, beginning: "1. East-west veins," and ends on page 101, "they would lack spaces there in which to deposit." On page 101, with the paragraph beginning "On the other hand," he gives a picture of what he believes takes place in class 2 veins. The sum of this seems to be, according to Mr. Wisser's observations, that, in the east-west veins, class 1, there has been an invasion of an "altering solution," which I judge has been responsible for the formation of extensive "alteration haloes"; that these alteration solutions have followed along pre-existing fractures or fissures; and that after these alteration solutions finished their work the mineralizing solutions deposited the vein matter and metallic values. Mr. Wisser does not specify clearly what the "alteration haloes" consist of; in other words, what change the original rock has suffered, whether oxidizing, carbonating, or sulphidizing. The New York talc deposits of commercial importance are in St. Lawrence and Lewis counties, in the northwest Adirondack Mountains (Fig 1). All of the deposits are of pre-Cambrian age and occur within highly deformed and recrystallized marble of the Grenville series. The deposits in St. Lawrence County, near Gouverneur, are the largest and most productive of their type known in the Western Hemisphere. In 1948 the seven mines which are in operation will produce about 130,000 tons of ground talc. All talc production in Lewis County is from one mine. There the annual production ranges from 15,000 to 30,000 tons. These so called talcs of New York State include earth materials of differ- ent chemical and mineral compositions. In general the mineral talc is sub- ordinate in amount to other minerals in both the Gouverneur and Natural Bridge deposits.

(Pittsburg meeting, March, 1910.) THE recovery of gold and silver from their ores by means of the cyanide process has been so successful in the last few years that any radical improvement would seem impossible; yet the appliance to which I wish to call attention in this paper is really a radical departure from the methods now in general use. The most modern and approved of these, known as the all-sliming method, depends for its success on the grinding of the. ore so fine that practically 90 per cent. of it will pass through a 200-mesh screen. The slimes thus produced are then agitated and aerated in tanks of various types. The main object of this treatment is to insure such a thorough admixture of the pulp and solution that every particle of the ore is surrounded by a volume of solution sufficient to insure the dissolving of the whole of the gold- and silver-content. In addition, in order to expedite the action of the cyanide, and to oxidize such elements as would, if left in their active state, become cyanicides, air is blown in under pressure. In the Pachuca tank, this air is the active and sole means of agitation. The chief objections to all the methods off agitation used heretofore are the expense of operating and maintaining the mechanical devices for keeping the pulp in suspension, and the length of time required to obtain a fairly complete extraction. of the values. These objections are inherent to any method of agitation effecting a circulation of the pulp and the solution together, by giving the whole mass a circular movement, as in the low-tank system, or a vertical circulation, as in the Pachuca-tank system. In both methods, the particles of ore are kept traveling in the same direction as the solution, and with very little difference of speed; so that, while the whole mass is in

IN two previous papersl,2 dealing with the carbon-oxygen reaction, and the simultaneous content of each, in liquid steel in the furnace, we have made use of the quantity 0[O], defined as the excess oxygen beyond what would be in equilibrium with carbon then present if the pressure of carbon monoxide were I atm,; that is, if [C] X [O] is taken as 0.00222, 0[O] = [O] - 0,00222/[C] where [O] is the percentage of oxygen by weight as measured by the method described earlier.' This quantity 0[O] proves to be substantially independent of carbon content over the range 0.08 to 1.2 per cent, as well as of the basicity of the slag, and is nearly always within the limits 0.015 to 0.025 per cent when the bath is boiling normally and is in what we have termed a steady state. Apparently it must be at least about 0.014 per cent before boiling occurs; but this threshold value seems to depend upon the ease of bubble formation at the metal-hearth interface, hence upon the condition of the surface of the hearth. In any case, 0[O], on the average, changes considerably following any disturbance of the bath, as by addition of ore. The present paper deals with the average changes in ?[O] level following addition of Spiegel or crop ends, or after procedures to promote stirring, or by tapping of the steel from the furnace. The observations were made on a large number of commercial heats, and consequently are subject to the influence of various disturbing factors; the results have the compensating merit of showing the consistency obtainable under the limitations imposed by practical operation. VARIABILITY OF EXCESS OXYGEN IN NORMAL OPEN-HEARTH OPERATION The preceding general statements refer to the average value of ?[O] particularly in heats that are boiling actively; on individual heats, which are less active, there may be a variable time lag between the disturbance and its effect, which complicates the interpretation of what is going on. For instance, if in the normal refining process boiling is sluggish, the slag usually is gaining oxygen from the gas phase above it, or from added ore, faster than it is losing oxygen to the metal; yet when the bath starts to boil vigorously, the opposite condition may prevail for some time. The consequence of this lag is a variation of ?[O], the interpretation of which in a single heat may not be immediately obvious, This condition is illustrated in Figs. I and 2. In Fig, I, ?[O] at the beginning of the test period was near the lower limit of its usual range (dashed lines) in the steady state as a consequence of the lime boil, which had ended about as indicated. The bath is now cold, carbon drop is slow, and the first small ore feed causes only a small rise in 0[O]; as the temperature rises and as lime dissolves in the slag, and the bath becomes more active, the

Limestone replacement and contact metamorphic orebodies are 80 irregular that sampling and estimating are far less. exact than in more regular types of deposits; both the mineralized masses and the lenses of ore within them are extremely irregular. So much development work is required to find the ore that the expense of blocking out great tonnages is prohibitive; furthermore, the rock near these orebodies is so heavy that drifts or raises cannot be kept open for many years without excessive repairs. As a result, few mines in limestone have more than three years supply of ore in sight. As most of the ore, is developed by stoping— not by drifting, raising, or drilling—estimates of ore developed do not indicate the total amount of ore that may be expected; they simply indicate the relative condition of the mines. But even if they are to do this, they must be made according to a fixed plan, intelligently carried out. The estimates of ore in the Calumet & Arizona Copper mines, Warren District, Ariz., have been of much value to those who plan the mining and development work. This paper describes the methods of sampling and estimating used in these mines. Sampling Samples are taken in various ways and depend on the condition of the working and the purpose for which the sample is to be used. Drifts, crosscuts, and raises are sampled by channels or by taking a grab off each mine car as it is filled. Stopes are usually sampled by drill holes or by taking a representative sample off each mine car; the latter, or chute, sample is by far the best sample. All workings are studied periodically by an engineer, who makes graphic and detail notes of the geologic structure, as shown in Fig. 1. The daily car tally and assay of each particular working is added to the same sheet opposite the material it represents. These sheets make a permanent record, showing the exact boundaries as well as the grade of ore in all workings.

FROM beginning to end, the processes of coal stripping are of great interest. From the time the prospector enters upon the property to examine it and to prove it, until the coal is loaded into railroad cars, every step must be taken with careful thought and planning. In proving the merits of a prospective property, an examination and computation of the overburden is of almost equal importance to the determination of the extent and quality of the coal bed itself. Is the overburden hard, and will it require drilling and shooting? How many yards of it will have to be handled to produce a ton of coal? Will it remain in place when .put in the spoil bank, or will it spread and run back into the pit? Are the drainage problems serious, and what will it cost to handle the water? Does the coal have bad dips, and what will be the grades and curvatures for haulage? These are a few of the physical problems that confront the prospector, and they can be ascertained only by adequate and careful drilling and engineering of the property to be considered. The engineer is an ever-present necessity, not only in the prospecting but in the daily operation of the property after it has' been approved and developed. The first step in operation after the location of the tipple is the contouring of the surface to be stripped and the laying out of the pits for operation, having in view again adequate room for spoil, drainage, haulage and other problems. If the overburden is hard, as much of it is in the larger stripping areas, it must be drilled for shooting with churn or well drills, the holes continuing from the surface down to or near the coal bed. The location of these holes should be made, and marked with stakes, by the engineer, acting in conjunction with the shooting foreman. The usual practice is to drill holes 6 in. in diameter, although the present tendency is to increase the diameter of these holes so that they will hold, without springing, a larger charge of explosive. With the use of the old method of shooting, the holes were sprung or chambered several times with charges of dynamite, and in the cavity thus made, the explosive was placed, largely at the bottom of the hole; but with the use of liquid oxygen as an explosive, and with the later

The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

Replacement of active groups in corn starch, as shown by results of the starch derivatives tested, impairs rather than improves the value of corn starch as a selective iron oxide depressant. Increased ability to depress iron oxides is generally accompanied by a parallel ability to depress quartz. PEARL starch, a corn starch prepared with a minimum of alteration, is a good selective depressant for iron oxide minerals.' From what is known of the complex chemistry of corn starch, there is evidence that it consists of a mixture of saturated giant polymeric molecules, both straight and branch-chained, the constituents consisting of glucose units with hydroxyl radicals as active or polar groups. FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. The application of oil to coal for-the reduction of dust has greatly increased the consumers' satisfaction with solid fuels, especially those for domestic use. The combination of oil-treated coal and automatic firing by a small stoker has made possible clean, automatic heating with bituminous coal. This, with the added pressure of competition by other fuels, has caused a rapid development of oil treating practice. A variety of materials derived" from petroleum oils is available from which one may choose for treating a par-ticular coal. Until recently, however, little information had been published to guide the choice. It is most im-portant that the proper type and amount of oil be used in order that all coals marketed as "dustless" will be reason-ably dustless, and thereby maintain a good reputation for oil-treatment. During the past two and one-half years, an investigation of a number of the problems related to the treatment of coal with oil has been conducted at Battelle Memorial Institute. This project was jointly sponsored by Bituminous Coal Research. Inc., Standard Oil Company of New Jersey, Sun Oil Company, and Viking Manufacturing Company. A progress report giving the principal results of the work of the first year was presented before the American Society of Mechanical Engineers in December 1937.1 The present paper is a summary of the entire inves-tigation.

The perusal of Mr. Willard P. Ward's " Notes on the Behavior of Manganese to Carbon," presented at the Washington meeting of the Institute in February, 1882, has suggested further reflections on the same general topic, and has led to the preparation of the present paper. The same observation that Mr. Ward has put on record in his "Notes" was also made by myself at about the same time (in August, 1875), and under almost the same conditions. From a blast-furnace that was very hot, as was the furnace mentioned by Mr. Ward, I obtained a pig-iron containing about fifteen per cent. of manganese, gray in color, and very tough. It could be pulverized, but could not be cut with the chisel. I analyzed this iron and found that it contained, as I had suspected,a large amount of silicon. From this fact I drew the conclusion that the silicon had deprived the manganese of its power of dissolving carbon, since the latter, instead of occurring in the pig in combillation, appeared as graphitic carbon. I thus saw reproduced on a large scale, and demonstrated in a visible way, the property that Colonel Caron, a French scientist, had discovered in silicon,—the property of obstructing the process of hardening in steels by keeping the carbon in the graphitic condition. An attentive study of the conditions under which the phenomenon observed by Mr. Ward takes place led me to go back to operations of synthesis, and to make as I wanted them pig-irons containing varying quantities of silicon, manganese, and carbon. An iron, thus prepared, was intended to serve me as a chemical reagent in the production of steels cast without blow-holes, such as my lamented friend, Mr. A. L. Holley, has introduced and made known to the United States. THE ORDINARY well log is subjected to a great deal of criticism, much of which is well founded. Sometimes, though, the difficulty in interpreting the log is due to the fact that the geologist or engineer using the logs does not know the limitations of the drilling method used. The rotary drill, especially, has inherent limitations that make it difficult, to secure .definite information at all times. The identification of well-defined key beds is about all that can be expected from the rotary log. The formation in a drilled hole, as reported by the driller; has a direct relation to the speed with which the drill makes the hole or to the reaction of the various strata on the bit, called the "feel of the bit." When this is not thoroughly understood by the geologist or engineer endeavoring to interpret the log, the result is an erroneous correlation with other wells or a discarding of the log as worthless. GENERAL TERMS Hard and Soft.-Hard and soft are relative terms. In the case of well logs, they are very misleading as they are used in connection with both resistance to abrasion and resistance to percussion. In technical rock classification, hardness is relative resistance to abrasion. The term brittleness is used in connection with resistance to blows. These terms are misleading to the geologist or engineer who is not familiar with both the cable-tool, or standard tool, method of drilling and the rotary method. In the case of the standard tools, the driller's report of the hardness of the formation is in terms of its resistance to blows. For instance, a cable-tool driller might be able to make from 30 to 50 ft. a tour in a brittle limestone, which he would call soft and at the same time he might call a relatively soft (from a purely mineralogical standpoint) gypsum hard, because it is somewhat elastic and is not readily broken by blows. The rotary driller would reverse the terms. The limestone is hard in that it resists the abrasive action of the bit, while the gypsum might be soft in that it is readily cut by the rotary bit. INTRODUCTION The Japanese dependency for mineral raw materials from foreign sources increased rapidly within the 20 years since the Korean war. During this 20 year period Japan has attempted to industrialize and develop her economy while depending mostly on heavy import of nearly all kinds of mineral raw materials. She has fabricated them using energy generated mostly by mineral fuel that are also imported. Fabricated goods are either used domestically to accelerate more fabrication industry or exported after adding more refinement or fabrication. In this paper iron ore as a major raw material for the Iron and Steel industry, three major base metals, copper, zinc and lead, and petroleum as a major energy source have been selected as examples to represent the general features of various kinds of mineral raw materials that are imported. Among other important mineral commodities for which Japan dependa upon foreign sources are: Aluminium, nickel and cobalt, potash and phosphorous 100 percent dependent and tin, tungusten, chromium and molybdenum over 95 percent dependent. IRON ORE Statistics for the important iron and steel raw materials, namely iron ore, coal and scrap iron are shown in Tables 1, 2 and Fig. 1. Iron ore is by far the most important and basic among these three commodities. There has been practically no steel or iron imported as a metal into Japan during this period. Iron ore, including aggregate such as pellets, and metallurgical coal are mostly transported in large ore cargo boats to the port where very efficient port facilities unload them directly at the steel mill site.
