Y.--I agree with Dr. Merica that the eutectoid has a distinct effect upon the alloy and also that, as yet, it is difficult to say at just what point this eutectoid occurs or the conditions under which it appears; that is, the percentages of copper, tin, zinc, lead, and the other elements together with the temperature of pouring and the rate of cooling that is necessary; all seem to have a contributing effect. Some authorities, Law for instance, gives it as 9 per cent. of tin, yet under certain conditions I have found it with a lower percentage of tin to copper contents than that. The hard delta and the soft alpha crystals are both necessary for a bearing alloy; the one supplements the other. I am not inclined to think that phosphorus has any effect upon the eutectoid forming. The phosphide, PCu3, forms in and around the delta but is and remains distinct and separated from it. Etching with ferric chloride and then with nitric acid shows this very distinctly; it darkens the eutectoid and the other parts and leaves the phosphide bright. The rate of cooling determines the size of the crystals and the eutectoid together with their distribution and orientation. It is possible to chill the alloy to such an extent Where no eutectoid appears. I think it has been positively demonstrated that only an alpha and a beta appear. when this copper-tin alloy has been poured between two polished ingots

TULSA SECTION At the smoker concluding the two day meeting of the Tulsa section of the American Institute of Mining and Metallurgical Engineers, Tulsa, Okla., Feb. 26, 1919, Dr. Willis T. Lee, the new head of the Geological Department of the University of Oklahoma, was introduced to the assembled geologists and mining engineers. Dr. Lee requested that the geologists and engineers who were making a specialty of petroleum geology assist him in giving a good course in practical oil geology in the Geological Department of the University. After a motion offering the services of all present in giving lectures on their special subjects had been adopted, Dr. Perrine of Hutchinson, Kans., named the geologists who were pledged to give lectures in Dr. Lee's course. The students in geology at Norman are assured of the latest information regarding practical work in petroleum geology and will have the inspiration derived from contact with men who are actually at work upon the problems which they are studying. Dr. Lee and President Brooks of the University are to be congratulated upon the introduction of this .method of instruction. The plan thus put into operation is similar to the graduate system of coaching in athletics followed at many of the large universities; what is good for instruction in athletics should also prove good for instruction in applied geology.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state's largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Galatin National Forests. The first white visitors in the district were the early trappers, who were soon followed by the prospectors. These early prospectors were drawn to the area by gold and silver discoveries at Cooke City in 1870 as well as by the large gossan formation in Verdigris Creek near the west bank of the Stillwater River and by several scattered smaller gossan exposures throughout the area. The first patented mining claims were recorded in September, 1886.

(Butte Meeting, August, 1913.) THE following paper aims to make a full explanation of the phenomena of rock jointing. It may be unnecessary to give any general description of what are termed joints in rocks, but. Professor Geikie's clear and faithful generalizations are so illuminating that no excuse need be given for introducing the following and other quotations into this paper: "Almost all rocks are traversed-by vertical or highly inclined divisional planes termed joints. These have been regarded as clue in some way to contraction during consolidation (fissures of retreat) ; and this is no doubt their origin in innumerable cases. But, on the other hand, their frequent regularity and persistence across materials of very varying texture suggest rather the effects of internal pressure-and-movement within the crust."1 General Explanation.-In this paper I show that the phenomenon of jointing may to a large extent be accounted for by the pressure of the water contained in the pores of the rock. To understand this, each constituent grain of. the porous material may be considered to be separately compressed by the 'water which submerges it. As all the grains are held together by cohesion, the whole mass is contracted by this pressure. In an indefinitely extended mass, however, there must be a limit to the possible contraction without rupture, because the material is restrained from. moving freely by other material around its boundaries. The mass of rock thus becomes broken up. This phenomenon is known as " shrinkage " jointing. The terra "shrinkage" is an apt one, if it be understood that the shrinkage of the rock is often brought about by change of stress. Stresses.-The compressive component of water stress on the individual grains is evidently the same as that of the water with which it is in contact. This is so, both. before and after the jointing is formed. Before the jointing is formed there is, however, a tensile stress in one or more directions which keeps the material from contracting.

THE downward trend of metal prices seems to act something like a reagent that precipitates selfishness in most business men's hearts; in the same way the upward trend precipitates altruism. Operators do not say: "I continue working my mine without curtailment because I can afford the present prices while my neighbor cannot and thus will give me way." They say: "I continue working my mine because 1 consider it a service for consumers. They will get better prices on a free market. Any curtail¬ment would be an attempt to raise prices artificially, that is to say, bad economics." Copper producers have learned how fallacious is such an opinion. It perhaps was not fallacious in olden times when all mines were worked on a small scale even if operating on a big deposit. At that time the supply and demand law played fair. When prices were too low and profits were vanishing for many mines, they would. shut at once, then little by little the metal scarcity would induce prices to climb up again; finally these prices would reach the point when it became profitable to again work the closed mines. Re-opening and shutting down mines was then a normal custom. Workers and operators weakly deplored this unstability, but there was nothing effective they could, do about it.

To improve blasting methods it is necessary to know how the explosive force acts and how rock resists this force. Because of the tremendous power developed within milliseconds and the great number of other factors directly affecting the technical and economic results, an analysis of the fundamentals of blasting theory is difficult. But since the rules used for layout design and for calculations of size of explosive charges are based on theoretical assumptions, complete knowledge of blasting theory has great practical importance in mining. Analysis of Blasting Theory: It is interesting to note the opinion of blasting experts with respect to contemporary blasting theories. F. Stussi,' Professor of the University of Zurich, stated: "We do not have enough experience yet to change our army engineering regulations in blasting and base it on new fundamentals. It is our duty to collect more practical data and to do more research in blasting to close this gap." K. H. Fraenkel,' editor of the Manual on Rock Blasting published in 1953 in Sweden and written by well-known Swedish, German, Swiss, and French blasting and explosive experts, said: "To the best of our knowledge no suitable formulas for civil blasting work are to be found in the American, French or German literature."

I HAVE lately had occasion to conduct a campaign at the works of the Empire City Company, in Railroad District, Elko County, Nevada, which, if not highly satisfactory, was at least very interesting in a technical point of view, and which I therefore think worthy of communication to the Institute. The lead ores in this district occur in lenticular masses along and near the contact of crystalline limestone with a dioritic porphyry, and consist of argentiferous carbonate of lead and galena, the latter occurring in solid blocks, or in ribbons running through the limestone. Associated with these are silicate, carbonate, and suboxide of copper, and brown and calc-spar. Adding to this, that the proportion of galena in the ore is small, and that no iron pyrites exists in the district, it is at once evident that the ore-mixture is difficult to treat. For a successful reduction by smelting, it would be necessary to introduce into the charge : 1. The proper quantities of sulphur-bearing ingredients, to effect a complete separation of copper and lead ; and, 2. Sufficient silica and iron oxide, to form with the lime and magnesia of the ore, a slag of the required fluidity. The first condition could be fulfilled only very imperfectly, there being no iron pyrites in Railroad, nor in the surrounding districts. The nearest occurrence is in Battle Mountain, whence a supply could not be procured in time. The second condition, i. e., the addition of iron ore and quartz, was easily complied with, there being an abundance of these materials in the vicinity. The furnace of the Empire City Company, is a small shaft¬furnace, with an area of hearth of six square feet, and is supplied with blast by a No. 4 Root blower. In spite of this small size the furnace smelted during this campaign, which lasted 31 days, an average of 28 tons of ore, and 13 tons of fluxes, together 41 tons of charge, per twenty-four hours. AUGUST began with a reminder that warfare was still in progress in the world, in that the Greeks, still at war with Turkey, threatened Constantinople in spite of the small British and French forces of occupation and opened a vista of international dangers. There was in this, moreover, a recollection that religious questions in India had prevented the British from permitting a real settlement of the Turkish question, wherein the absence of Russia as a great power is missed. Civil warfare also continued in Ireland and China. Even in the military way the world is far from being at peace. Bloody fighting between the Fascisti (anti-communists) and the com-munists in Italy led to several provinces being put under martial law, but after a while these disturbances were quelled. In the latter part of the month the assassination of Michael Collins in Ireland produced a great shock. From China, however, there came rather favorable news, indicating the early reintegration of that country, which sooner or later ought to play an important part in world affairs. Economically, instead of there being any improve-ment, there grew a clearer perception of how bad things really are. Italian politics were in chaos through inability to find anyone to accept the premiership and assume the all but hopeless task of averting national bankruptcy. The French, too, began to see their own position in true colors, and especially to see how in reconstruction they had incurred debts on the strength of what they hoped to collect from Germany, with at last the understanding that the Germans could not pay and that France herself was thereby put in a desper-ate economic position. As for the Germans, them-selves their Reichsbank defaulted on ordinary bills early in August. As the month wore on the value of marks fell more and more and at the end it appeared that Germany was on the verge of economic collapse. On Aug. 7, another international conference (with America again absent) was assembled in London, this being the thirteenth since the war, and there was a general feeling that it would be the last. The prime question was what is to be done about the German reparations, but underlying was the whole subject of the entente. The conference opened like a meeting of importunate creditors, doubtful whether the debtor had any tangible assets. On Aug. 14 this conference broke up without coming to any useful conclusion. Indeed, the acrimony among the premiers was so sharp that even the entente between Great Britain and France was endangered. The international situation was saved only by the Reparations Commission excusing the Germans from the payment of 50,000,000 gold marks that come due on Aug. 15 But although the entente was nominally preserved there is no longer any illusion about the interests of Great Britain and France being different and that henceforth they will play their own hands. The London conference was really an effort to maintain the partnership, and it failed.

The principal event during 1936 was the sale of Mosul Oilfields, Ltd. to Mosul Holdings, Ltd., a British company with French and American participation, and the expansion of its wildcat activities to untested structures on its West Tigris concession. Mosul Holdings continued the exploration of its low-gravity Qaiyarah-Najmah-Jawan-Qasab field. The Iraq Petroleum Company's systematic exploration and exploitation of its Kirkuk field was continued on a scientific unitized basis. Pressures and gas-oil ratios remained satisfactory. All wells were produced by flowing. A stabilization plant large enough to supply the 4,000,000-ton pipe line to the Mediterranean was completed at Kirkuk about the close of the year and only sweet oil is now being exported. The Khanaqin Oil Co., Ltd., a subsidiary of the Anglo-Iranian Oil Co., Ltd., continued the normal exploitation of its Naft Khaneh oil field, refining and marketing through the Rafidain Oil Co., Ltd. for local Iraq market. This field lies partly on the Iraq side of the boundary and partly on the Iranian side, the latter portion being known as Naft-i-Shah. Only the Iraq side is considered in this paper. Slightly more than 30,000,000 bbl. of crude was produced in Iraq during 1936. The I.P.C. exported all crude sold outside of Iraq and showed an increase of about 2,500,000 bbl. over the preceding year. Crude production in Iraq for export in 1934 was 7,096,669 bbl.'; in 1935 it was 27,014,904 bbl. and in 1936 it was 29,521,053 barrels.

ALASKA'S coal consumption is now about 130,000 tons annually. About one-quarter of this amount is used in the southeastern part of the territory and in settlements on the western coast and comes from Seattle and from British Columbia mines. About 60,000 tons is sub-bituminous coal from the Healy River mine in central Alaska, and is used mainly at Fairbanks, sixty miles to the north, for heating and the development of electric energy, for the city and the gold-dredging operations of the Fairbanks Exploration Co. The remaining 40,000 or 50,000 tons is bituminous coal from Matanuska Valley, in the south-central part of the territory. These coal deposits extend intermittently for about forty miles along the valley, which trends eastward from the upper end of Cook Inlet.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. The Gulf Coast of southern Louisiana during the year of 1940 was subjected to an extensive exploration and development campaign, as a result of which 16 oil fields and about 38 new producing sands were found. Although this record of discovery appears in keeping with the rate of 1939 actually in amount of new proven reserves, it may fall short of that of the previous year. Only five or six of the discoveries rated as first-class or important fields at the close of the year. The most prominent new fields opened during the year were Neale field in Beaure-gard Parish, the West Cote Blanche field in St. Mary Parish, the Stella field and the West Bay field in Plaquemines Parish, and the Lake Salvador field in St. Charles Parish. There were many important oil-sand discoveries in proven fields, such as in the Bayou Perot field, the Golden Meadows field, the Iowa field, West Lake Verrett field, and the Venice field. During the year, 1047 weUs were drilled in southern Louisiana, of which 768 were completed as oil-producing wells, 17 as gas wells and 262 as dry holes. The Neale field in northwest Beauregard Parish is considered one of the most important discoveries of the year. The f~eld centers around the north half of sec. 26, 'Y.3 S., R.I I W., just north of the town of Neale. It was discovered by the Atlantic Refining Co., using reflection seismograph to locate the structure. Production was found in the second well drilled in the Wilcox sand on the downthrown side of a fault. The structure is known as the "Tepetate" type, being similar to that of the well-known Tepetate field. There were 12 oil wells and 3 dry holes drilled during the year. The Wilcox sand in this field occurs between 8350 and 8400 ft. and averages 30 ft. in thickness. The West Cote Blanche Bay field, in West Cote Blanche Bay, St. Mary Parish, is a 1940 discovery by the Texas Company, credited to reflection seismograph exploration. The oil is from two sands occurring at 3110 to 3140 ft. and from 4950 to 5020 it. Four wells were drilled during the year, three oil wells and one dry hole. The deepest hole drilled reached 9491 ft. without encountering salt or dome material. In Plaquemines Parish, south of New Orleans, the California company has a new field known as the Stella field. The sand was found at a depth of 7485 ft., and 5 ft. of perforations made a well capable of producing 486 bbl. of oil in 24 hr. through a 9.is-in. choke. The oil is 42" gravity. The discovery well was drilled to a total depth of 10,258 ft. and other producing sands were indicated. A good field appears assured, although only one well was completed within the year. The Lake Salvador field, in the center of Lake Salvador, St. Charles Parish, gives promise of being one of the most important discoveries of the year. The discovery well was perforated at 9775 to 9800 ft. making 850 bbl. of 33.7° gravity oil daily through a 1/4-in. choke. The scope of this paper is the description of two districts in Peru in which deposits of vanadium have been found, and the consideration of much laboratory-work that I and others have done to determine the nature of these deposits. It is with regret that I present some of the data in a state of evident incompletion, particularly the analyses of a few of the minerals, which leaves some doubt as to whether the true nature of the migerals is understood. I make no apology, however, since in this case, as in many others referring to ore-deposits, conclusive opinions cannot be stated until a great amount of work has been done, and the deposit has been thoroughly exploited. I believe that the data and the tentative conclusions here presented indicate a unique and interesting condition which may assist others in work along similar lines; arid further, what is of more practical importance, stimulate a search for a metal which, though long considered rare, is probably so merely because proper care has not been taken to recognize it. An excellent bibliography on the occurrence of vanadium in nature is given by I?. W. Clarke in his paper, Data of Geochemistry;' and in the preparation of this paper 1 have consulted many of the references contained in the Bibliography of the Chemistry of Vanadium, by M. Moisan.2 A brief review of the subject having special reference to the metallurgy of vanadium is contained in the small book by P. There has been considerable discussion of late as to the best method of determining the silver-contents of sulphides of silver resulting from the leaching of silver-ores, and also as to the relative merits of the crucible- and the scorification-method for the determination of the silver-contents of ores. Owing to the great depression in the silver-market, these are questions of considerable importance, at the present time, to both the producer and the smelter and refiner. In the hope of throwing some further light on this subject, the following experiments were recently made by the writer:

Instantaneous outbursts of coal in underground workings have occurred frequently in various coal fields in Nova Scotia; British Columbia; Canada; South Staffordshire, England; and the states of Washington, Virginia, West Virginia and eastern Kentucky in the United States. Such outbursts in eastern Kentucky have been called "mountain bumps " because they are more likely to occur under mountain cover than elsewhere, but recently they have become generally known as "coal bumps." The eastern Kentucky coal field has been troubled by these outbursts since 1923. Many men have been injured and killed, and the morale of the workmen in the vicinity of such outbursts has been affected to such an extent that mine production has suffered for a considerable period following each outburst. Such phenonlenal occurrence in any coal field naturally has led to discussion as to the cause and means of prevention. In the eastern Kentucky field, local mine officials, workmen, mining engineers, and many others have offered many ideas as to the cause and many methods of prevention have been suggested, and tried without success. Some of the plans were either practically or economically unsound and in general impossible to follow. To enumerate all the suggestions would require a large volume. One cause mentioned was that they might be due to gas under high pressure, as in Lower Silesian mines, and the remedy reeommcnded was to drain the gas by drilling holes into a suspected area. A hole 30 ft. long was drilled into a 60-ft. pillar to allow the gas to drain off, hut the pillar bumped the next day. Instantaneous outbursts of coal in underground workings have occurred frequently in various coal fields in Nova Scotia; British Columbia; Canada; South Staffordshire, England; and the states of Washington, Virginia, West Virginia and eastern Kentucky in the United States. Such outbursts in eastern Kentucky have been called "mountain bumps " because they are more likely to occur under mountain cover than elsewhere, but recently they have become generally known as "coal bumps." The eastern Kentucky coal field has been troubled by these outbursts since 1923. Many men have been injured and killed, and the morale of the workmen in the vicinity of such outbursts has been affected to such an extent that mine production has suffered for a considerable period following each outburst. Such phenonlenal occurrence in any coal field naturally has led to discussion as to the cause and means of prevention. In the eastern Kentucky field, local mine officials, workmen, mining engineers, and many others have offered many ideas as to the cause and many methods of prevention have been suggested, and tried without success. Some of the plans were either practically or economically unsound and in general impossible to follow. To enumerate all the suggestions would require a large volume. One cause mentioned was that they might be due to gas under high pressure, as in Lower Silesian mines, and the remedy reeommcnded was to drain the gas by drilling holes into a suspected area. A hole 30 ft. long was drilled into a 60-ft. pillar to allow the gas to drain off, hut the pillar bumped the next day. A THOROUGHLY satisfactory crowd turned out at the fall meeting of the Industrial Minerals Division and took an active part in the entire program. On Thursday afternoon, Sept. 24, a limestone plant was inspected, technical sessions occupying the attention of the visitors all day Friday and Saturday morning. Headquarters were at the Nittany Lion Inn, an attractive hostel on the Penn State campus, at State College, right in the center of Pennsylvania. We are still in the dark, despite inquiries, as to just what breed of lions Nittany lions are. As nearly as we could find out, Nittany is not a Biblical name, as it sounded to us, but a corruption of the name of an Indian princess, or maiden, or maybe just girl that haunted those parts in bygone times and after whom a near-by mountain was named. Penn State athletes are "lions" and there you are. The meeting was supposed to be a joint one with the American Ceramic Society's Materials and Equipment Division; but it was quite evident that the Institute had a much better publicity agent than the Society, which bothered Ross. Purdy, the aggressive secretary of the ceramic people, no end. However, Secretary Purdy saw to it that everyone present fully understood that the Ceramic Society was present, so that that contingent all but stole the show, its representatives presiding at every meeting. The Pittsburgh Section of the American Ceramic Society was also supposed to be holding its fall meeting there at the same time, but made no trouble at all for anybody, as one of the speakers remarked.
