THEO. N. ELY, Esq., Superintendent of Motive Power. DEAR SIR: It is now nearly three years since my first report to you on the subject of steel rails was written. That report, as you will remember, dealt principally with the question of the relation between the chemical composition and physical properties of steel rails and their power to resist crushing and fracture in actual service. Other matters were referred to or touched upon in that report, but the main question was, Why do some rails crush or break in service while others do not? You will doubtless remember that the principal conclusion arrived at was, that the softer rails are less liable to crush or break in service than the hard ones. Or, in other words, so far as conclusions could be drawn from the chemical analysis and physical test of 25 samples of steel rails which had actually been in service, these conclusions were that those rails which have the smaller amounts of carbon, phosphorus, silicon, and manganese are less liable to crush or break in service than those which have larger amounts of these elements. Or, again, looked at in the light * At the Lake George meeting of the Institute in October, 1878, I had the honor of presenting to the Institute, through the kind permission of the officers of. the Pennsylvania Railroad Company, the results of a study of twenty-five samples of steel rails, which had all been in actual service. Considerable discussion followed the publication of that paper, and there seemed to be a strong disinclination, especially on the part of the steel-rail manufacturers, to accept the conclusions presented. One of the principal objections urged against the conclusions drawn was, that they were based on too few samples; in other words, that no conclusions safe to act upon could be drawn from the examination of twenty-five rails. In view of this criticism it was decided to repeat the investigation with a larger number of samples, and with the aid of the experience gained in the first investigation. The results of this second study of steel rails are, by the permission of the officers of 'the Pennsylvania. Railroad Company, herewith presented to the Institute, with the sincere desire that they may aid in adding to our knowledge of this most important product. Like the previous paper, this is in the form of a report to one of the officers of the company, which will account for the style, and the manner of presenting the data

While the importance of the superficial alteration of golddeposits is recognized in pure science, it seems often to be singularly disregarded among engineers in practice. Its great practical bearing lies in the exploitation of new regions; and nowhere are the disastrous results of ignoring it more vividly shown than in Western Australia, where the impoverishment of the ores, and their frequent transition from free-milling' to refractory character in depth (things, as a rule, neither anticipated nor ascertained by exploration beforehand), have brought many companies to ruin, or caused the loss of much money squandered on machinery adapted only to temporary conditions.

Changes became necessary in dredging methods employed in Idaho through passage of the Dredge Mining Protective Act (1954). Among other provisions, the law requires dredge operators to construct settling ponds of sufficient capacity and character to reasonably clarify the water used in the mining process before such water is discharged into the stream. Porter Bros. Corp., a placer mining company with many years operating experience in Oregon and Montana, became interested in strategic mineral placers in Idaho in 1950 when it was learned that prospectors had discovered a radioactive mineral deposit in Bear Valley Creek, 95 miles northeast of Boise. The company acquired mining leases and proceeded with exploration and development work on the property. After extensive research had resulted in the determination of successful separation processes, contracts were negotiated with the federal government and deliveries of columbium-tantalum and uranium concentrates commenced in 1956. The mining operations are located in a primitive area of Idaho among salmon spawning grounds and crystal-clear mountain trout streams. To avoid involvement in a very controversial issue, it appeared advisable for the company to develop water treatment procedures exceeding those requirements stated in the Idaho Dredge Mining Protective Act. Operation: The company operates one 6 cu ft continuous bucketline dredge and one 4 1/4 cu ft continuous bucketline dredge on the property. The dredges are jig-equipped, with feed being screened to 3 in. by trommels. The screening and gravity concentration methods satisfactorily separate the heavy minerals from companion clays, sand, and gravel. However, this separation of the heavy minerals requires water from the dredge pond with a minimum content of silt and colloids; therefore, water for dilution is added continuously to the dredge pond to suppress solids buildup. Discharge of this highly turbid water to maintain the proper pond level would ultimately result in an excessive silt load in Bear Valley Creek. To prohibit the turbid pond water from flowing directly into Bear Valley Creek, it was necessary to isolate the dredging area. Main by-pass canals were constructed along each side of the dredge pond and numerous secondary canals were dug for diverting seepage and snow runoff. One by-pass canal, extending more than two miles along the west side of the valley, diverts the main stream as well as tributaries entering from the west; a canal east of the dredge area diverts streams entering from that direction. At the beginning of operations in 1956, the dredge pond effluent was filtered through tailings and settled by use of coagulents in a series of lagoons. The filtrate was then discharged directly into the stream. Although this procedure gave satisfactory results in conformance with the state law, ice buildup and lagoon freezing hindered the efficiency of the process during periods of low temperature. For this reason, testing began in 1956 on a water treatment process that would operate efficiently under the extreme weather conditions encountered in Bear Valley. Development of Water Treatment System: Porter Bros. Corp. established the following requirements for effective continuous treatment of dredge pond effluent to the stream which, at low flow conditions, effluent to the stream which, at low flow conditions, would not result in a turbidity exceeding 25 ppm in the stream, 2) produce a sludge sufficiently dense to minimize disposal area requirements, 3) be semi-portable to follow dredge movements, 4) be capable of operating at low temperatures, and 5) be capable of handling a variety of capacities and turbidities.

SEARCH for a consistent theory to explain the relationship between energy input and size reduction in a comminution process has accumulated, over the years, an enormous amount of plant and laboratory data. Although some correlation of these data has been possible for purposes of engineering design and for the advancement of research in fracture, there is still great need of a means of predicting behaviour of a solid when it is reduced in size by mechanical forces. The best known hypotheses proposed to describe the energy-size reduction relationships in crushing and grinding stem from a common origin. The present article analyzes problems of comminution in the light of the precepts of this origin. Its object is to reconcile points of difference between these well known hypotheses and to present relationships more widely applicable to comminution studies. Theoretical Considerations: Most existing relationships between energy and size reduction of a brittle solid stem from a single, simple, empirical proposition.&apos; Although this proposition can be demonstrated by observation and experiment, no theoretical derivation is yet possible. Mathematically, the proposition may be stated as follows: dE = -Cdx/xn [1] where dE = infinitesimal energy change, C = a constant, dx = infinitesimal size change, x = object size, and n = a constant. Eq. 1 states that the energy required to make a small change in the size of an object is proportional to the size change and inversely proportional to the object size to some power n. No stipulations are placed on the exponent n in either magnitude or sign. In 1867 Rittinger2 postulated that the energy required for size reduction of a solid would be proportional to the new surface area created during the size reduction. As far as can be determined there is as yet no physical basis for Rittinger&apos;s hypothesis. Rittinger&apos;s hypothesis can be stated mathematically as follows: E, = K(oa-a-0 . [2] Er = energy input per unit volume, K = a constant, <ti = initial specific surface, and o2 = final specific surface. In the size reduction of particles of size x, to particles of another smaller size, x2, Eq. 2 becomes the well known relation: ET = K&apos; {l/x2-l/xx) [3] where K&apos; is a constant. Eq. 3 may be arrived at from the proposition given in Eq. 1 by integrating and by assigning a value of 2 to the exponent n. J dE = J - C dx/x2 E = Kt (1x - 1x) where K&apos; = C. In 1885 Kick3 proposed the theory that equivalent amounts of energy should result in equivalent geometrical changes in the sizes of the pieces of a solid. For example, if one unit of energy reduced a number of equal-sized particles to particles of one half the size, then the same amount of energy applied to the particles resulting from the first test should result again in a size reduction of one half or a final size one quarter the original size. The Kick concept may be expressed as follows: Ek = K" log x1/x2 [41 K" = a constant and E, = energy per unit volume. The expression for Kick&apos;s law may be arrived at by again integrating Eq. 1 and in this case assigning a value of 1 to the exponent n. dE= J - C dx/x Eh = - C In {x/x2) = K" log (x,/x,) where K" = 2.3 C. Application of Kick&apos;s and Rittinger&apos;s laws to comminution has met with varied success. Gross and Zimmerley4 and Piret5 have shown that Rittinger&apos;s equation applies under certain conditions of experimentation. Walker and Shaw6 express the belief that in metal turning and shaping and in grinding of both metals and minerals the production of very fine particles (less than lP) follows Kick&apos;s hypothesis, whereas Rittinger&apos;s concept is valid for the size reduction of coarse particles. For the practical case of crushing and grinding, however, neither of the above hypotheses has received general acceptance. Bond&apos; has lately proposed that since neither Kick&apos;s nor Rittinger&apos;s hypotheses seem correct for plant design work, an energy-size reduction relationship somewhere between the two would be more applicable. In a recent paper, Held1 showed that rolling conditions can have a marked effect on the volume fraction of surface texture produced in low-carbon steel. This variation in rolling texture is reflected in the recrys-tallization texture and affects the plastic properties of the annealed sheet. The fact that roll friction can influence the surface deformation texture in iron and steel has been known for some time;&apos;= but the magnitude of the effect has never been shown quite so clearly before. The analogous effect during wire drawing has been recognized for many year.4 Dillamore and Roberts5 examined surface textures in warm- and cold-rolled aluminum and copper. They found that when a surface texture was present it could be described as the interior texture rotated about the transverse sheet direction. The angle of rotation was a function of the type of lubrication, the amount of reduction per pass, and the temperature of rolling. The purpose of the present note is to show that surface textures in cold-rolled iron can also be described as interior textures rotated about the transverse sheet direction. Vacuum-melted electrolytic iron* was straight- rolled 90 pct at room temperature in a two-high rolling mill with 5-in.-diam rolls. Two rolling procedures were used: a) no lubrication with reductions of about 0.035 in. per pass, and b) heavy lubrication with lano-line and reductions of about 0.002 in. per pass. The final sheet thickness was 0.030 in. (110) pole figures were determined by transmission through specimens taken from the sheet surface and sheet midplane. The surface texture of the sheet cold-rolled according to procedure a is shown in Fig. l.* The shapes of the low-intensity contour lines indicate that the texture can be described as a partial fiber texture with a (110) fiber axis normal to the sheet. The approximate range of orientstions present is (011)[211] — (0ll)[100] — (011)[211]. This range of orientations is what one would obtain by rotating the interior texture 90 deg about the transverse sheet direction. The intensity of (110) and (222) reflections from planes parallel to the surface was measured after removing metal from the surface by chemical polishing. A wide-ranging series of experiments has been carried out on value minerals (sphalerite, smithsonite and hematite) and gangue minerals (quartz and calcite) to assess the properties of various commercially available vegetable and synthetic tannins as dispersants for these minerals in a finely ground state (<5 microns). Experiments to determine the dispersing power of each reagents on every mineral have been performed through sedimentation tests run first in water and afterwards in the presence of a collector having specific action on the mineral concerned. The tests have been extended to a wide range of dispersant concentrations, maintaining the pH and collector concentrations at the levels known to be the best for the flotation of the various minerals. By comparing the results obtained on each mineral, conclusions have been drawn on the possibility of using different classes of vegetable and synthetic tannins in the selective flotation of fine particles. These results have been related to the structure of the tanning compounds and to the surface properties of the minerals.

At the Director&apos;s dinner of the A.I.M.E. on. April 22, Mr. Sengier of the Union Minière du Haut Katanga was a guest. Though a member of the Institute for sev-eral years this was the first occasion on which he had had opportunity to meet with it, and in response to an invitation from President DeGolyer, after expressing his pleasure at being present, he told informally of the present development of the Congo with which he has been so closely related. From his remarks the follow-ing has been prepared.-EDITOR. AS you know, the Belgian Congo, a fairly large colony compared with the territory of Belgium, is in the center of Africa. Natural waterways, railroads now built and new railroads under construc-tion, give increasing means of transportation and are helping toward development. The mining industry is by far the most important part of our colonial activity. Considering that we are all engineers, I will confine my figures to mining enterprise. First I will show you the relative importance of the mining industry com-pared with the total exports of the Belgian Congo. During 1925 there was exported 100,000 tons of cop-per, valued at about $25,000,000; 900,000 carats of diamonds, 8000 lb. of gold, 1700 tons of cassiterite, 300 .tons of cobalt, and 20 grams of radium, of a total value of about $35,000,000. Other products to a value of about $12,000,000 and consisting mainly of palm nuts, palm oil, cotton, ivory, copal, rubber, were also exported. From this you will see that mineral products account for about 72 per cent of the total exported value. Copper alone amounts to 52 per cent of the total and 72 per cent of the mineral exports. All minerals, with the exception of gold, which is mined by the government, belong practically toy two mining companies in which American and British capi-tal is interested with Belgian. These two companies (one called Forminière, interested in the diamond busi-ness, and the other called the Union Minière, interested in copper, cobalt, tin and radium) were formed twenty-five years ago. They started producing in 1911, but the war prevented normal operations, and active de-velopment could only be carried on after the Armistice.

Probably the largest single tungsten deposit in the U. S. is one that has yet to produce any tungsten; it is not even listed in tables showing U. S. reserves. This deposit is at Searles Lake, Calif., where the brine contains about 70 ppm WO3. Small though the concentration is, the amount of brine in the lake is so great that it is estimated at 170 million lb of WO3 (8.5 million units), equaling the total of all other known reserves in the U. S. This dry lake is located in the basin formed by the Argus and Slate ranges in the northeastern corner of the Mojave Desert (Fig. 1). It consists of a massive salt body some 35 sq miles in extent, varying in thickness from 0 to 120 ft and containing more than 3 billion tons of salt. A central section of about L. G. CARPENTER and D. Except for the exposed sodium chloride (10 to 15 ft thick) the body consists of a very complex and heterogenous mixture of soluble crystals, containing at least eight major phases. It is only about 53 pct solid, the voids being occupied by a dense brine which is the raw material for two chemical companies operating in the valley.

The State Mining Bureau of California under the direction of Fletcher Hamilton, State Mineralogist, is starting a field campaign to report on the economic minerals of California, which have an important industrial and military bearing on the present war situation. Particular interest and value attaches at the present moment to our available supplies of chrome, coal, iron, magnesite, manganese, molybdenum, quicksilver and tungsten. Trained geologists and engineers of the Bureau&apos;s staff are being sent, out to obtain information with relation to the latest developments. Advance notices will be sent to the local newspapers, from time to time, of the arrival of the engineers in the various districts. All persons interested in the minerals mentioned are earnestly urged to cooperate with the State Mining Bureau by meeting the field men while in their districts or by communicating direct with the State Mineralogist at his office in the Ferry Building, San Francisco. The State Mining Bureau has just issued Bulletin No. 72 on The Geologic Formations of California. It was written by Prof. James Perrin Smith of Stanford University, and contains a complete bibliography and resume of all of our present knowledge relative to the geological formations occurring in California. It also contains much previously unpublished data, and six tables showing geologic columns. It covers 41 pages.

ONE who has been trained in belief in the law of supply and demand and its effect upon prices finds it difficult to adjust himself to the minute regulations imposed by the New Deal, and also to the bewildering changes of government policy as expressed within a short period of time between the antitrust laws and the N.R.A., and later by the Bituminous Coal Conservation Act of 1935. A survey of the coal industry since the World War, both in this country and Great Britain, however, shows that regula-tion of some sort is needed if any stabilization is to be achieved and if the Wage structure and economic welfare of the many communities dependent solely upon coal are to be maintained. Let us look at what has happened to the industry since 1920, which can be considered as the end of the period affected by the war influence. This discussion will be confined solely to bituminous coal, although many of the general conditions are equally applicable to anthracite, the position of which now is at least as bad as that of the softer variety. Since 1920-to the end of 1934-the production of coal has decreased from 568.7 million to 358.4 million tons, or 37 per cent; the number of mines from 14,766 to 6,258, or 58 per cent; the average annual production per mine has changed from 38,512 to 57,425 tons, or 50 per cent. The number of large mines has increased considerably, and the number of men employed has decreased from 639,547 to 458,011, a reduction of 28 per cent, while the average output per employee has changed from 4.0 to 4.4 tons, or an increase of 10 per cent. The average price per ton of coal at the mine has varied from $3.75 to $1.75. During that time wages decreased largely until 1933 and since that time have increased, until now the rates paid are- considerably above those in other occupations, although the actual yearly earnings are low, because of part-time work. From 1920 to the signing of the Jacksonville wage agreement in 1924, about two-thirds of the men were union members and practically all of the nonunion mines were south of the Ohio River; with the fixing., of the high wage scale of that agreement, which soon proved to be an uneco-nomic one, many of the mines found that they could not retain their business, so gradually changed to nonunion. The relationship between the composition of the slag and that of the underlying metal during the refining of a heat of liquid steel may best be studied in the light of the two broad physicochemical concepts of equilibrium and reaction rate. Actual steel-making processes, typified by basic open-hearth practice, involve such complexities of operating variables that it is impossible to distinguish with any degree of certainty between the general limiting conditions imposed by chemical equilibrium and the effects associated with rates of diffusion or of chemical reaction. Further advances in the physical chemistry of steelmaking will depend upon our ability to distinguish clearly between these two kinds of effects, and the experimental work that must be done falls naturally into two classifications. The first is the study of chemical equilibrium that cannot be carried out with assurance under operating conditions but must be done in the laboratory. The second is the -subject of rates of reaction and diffusion and the mechanism of the process as a whole, which can best be studied under operating conditions. The latter is not entirely independent of the former, since its interpretation often requires a knowledge of the equilibrium state. It is the purpose of this and of several papers that will follow to present the results of labora- tory investigations of equilibria involving liquid steel and slag. Open-hearth slag is a complex mixture containing at least eight major components and perhaps twice as many whose influence may be classified as probably minor. It is not surprising that progress toward a complete understanding of such a material at high temperatures has been slow. Attempts to apply the established principles of physical chemistry to the behavior of the individual components of this mixture have been beset by an almost complete lack of data on its chemical properties in the liquid state. This has necessitated the adoption of various methods of approximation based upon such assumptions as, for example, that for a given component the ratio of its mol fraction in the slag to that in the metal is a constant, or that the molecular composition of the liquid slag is the same as its crystalline constitution after solidification. From the thermo-dynamic viewpoint, such assumptions are merely useful dodges, which enable one to hazard a guess as to the magnitude of the more fundamental quantities, the chemical potentials and activities of the components of slag. The problem of determining the activity of each substance in an eight-component svstem seems too complex to be undertaken without the aid of generalizations derived from experimental data on similar systems containing a smaller number of components. What is entailed here is the extension of the sinzplified material balance formulas to encompass interference between oil fields. As previously reported, the ex-plicitness as so revealed for the cunzulative pressure drop as a function of all factors contributing to its change in the material balance equation, is now transcribed through the inter-conzmunicating aquifer to effect an increased pressure drop on an adjoining field by interference. Such is performed by mathematical analyses and the application of the Laplace transformations. What is accomplished is that the reiteration problems previously associated with interference studies are nullified, since volumetric changes for the fluids in situ are automatically adjusted by the explicitness so expressed, and what pertains to the superposition principle applies only to the impeded water drive upon a su.bject field, which is likewise incorporated in the over-all pressure drop that results. The mathematics treats with the rigorous solution of the problem, as well as with methods easily amenable to numerical interpretation by the practicing engineer. In all cases, however, what is deduced for areal extents, reveal interference between wells when time becomes large that further substantiate the analyses. Probably of equal significance, all variables and for/nation characteristics are accounted for. This applies to the differences in PVT analyses that occur from field to field and the physical parameters associated with the lithology of the reservoirs. The latter is deduced from a rigorous interpretation of the unsteady-state flow problem for sands of different permeabilities in series. Thus, what purports to be a trial-and-error calculation to include variations in sand conditions within the intercommunicating aquifer to define water drive has little importance compared to the designation of such paranzeters at the reservoir to constitute the essential criteria. INTRODUCTION In a recent publication, the reader has been introduced to the simplified material balance formulas,&apos; It has been shown that the complexities formerly associated for identifying and determining reservoir pressure in the material balance relationship can be resolved by treating with the Laplace transformations, the inversion of which reveals pressure as an explicit function of all factors contributing to its change. For an under saturated oil reservoir, this constitutes an integrated effect from the inception of production; and for a saturated oil reservoir, such represents a survey traverse. However, what is most important, for the first time we are able to express the pressure change in a reservoir directly to the oil, gas and water produced, and to the physical parameters of the formation, in the same manner that reservoir pressure has served in the past to define well interference — which opens up this avenue of endeavor for investigating interference between oil fields. The occurrence of interference is by virtue of the juxtaposition of two or more oil reservoirs producing in the same aquifer. Thus, in any one field, the extended production so incurred creates a pressure lowering in the field, as well as in the aquifer, which can now be transcribed by these simplified material balance formulas to the adjoining reservoir to observe the increased pressure change so induced. These effects are retroactive from field to field, to reveal a pressure drop far in excess of normal depletion to evidence the interference pattern that can result. Such is the purpose for the present undertaking — to develop the mathematical physics treating with this phenomenon of interference between oil fields, employing the simplified material balance formulas. Since Ref. 1 often will be referred to in the text, it is identified as "The Simplification", in the same connotation that another paper has been referred to as the "Laplace Trans-formation. However, the amount of material to be covered in these passages is substantial; therefore, the total emphasis will be placed upon developing these fundamental ideas treating with interference rather than attempting to offer work curves, which always can be prepared. For the practical application of these simplified material balance formulas that form the framework of the present development, the reader will find a comprehensive treatment in the Appendix of Ref. 1, illustrating a factual field example. In essence, what is proposed by this presentation is to make available to the practicing engineer a simplified means to treat with interference between oil fields, independent of the complex machine computations that have attended such undertakings in the past. As the problem unfolds, a common pattern will be discernible, whereby the many reiteration processes that previously required computing devices are eliminated.

A proper consideration of this subject is not confined to the technical channels of production and metallurgy. It concerns an industry, and should cover economic aspects which are of material importance in any program of development. The discussion may logically be treated under three subdivisions, as follows: (1) manufacture, (2) characteristics related to quality of material; (3) adaptability and exploitation of product. Manufacture of Wrought Iron The manufacture of wrought iron is the most ancient art of the ferrous metal industry. The eighty years or less of existence of processes identified with our modern "Age of Steel" is a relatively brief interval compared with the several thousand years associated with the production of wrought iron by man. From the primitive early methods of production, manufacture for many centuries followed the line of direct reduction. There were developments as experience was gained through the years; but man&apos;s needs for a strong, ductile, forgeable product were met by reducing the ore to metallic iron in a single-stage operation. Following the development several centuries ago of what has become our modern blast-furnace operation, manufacture of wrought iron was gradually transformed into a two-stage method of first producing cast iron and then refining this to the desired degree of forgeability; the forerunner in principle of today&apos;s scheme of manufacture of steel. The product retained the essential characteristics of highly refined base metal with iron-silicate slag incorporation, which were associated with the material resulting from direct reduction methods. Cort&apos;s invention of the puddling process in 1784 is a landmark in wrought-iron manufacture. (written discussion*)..-The mode of intercrystalline oxidation which the authors" have so well observed and described is characteristic of nickel that has been exposed&apos; to: the action of an oxidizing atmosphere at higher temperatures, such as, those at which; it is annealed or heated for rolling or forging. Oxidation under such conditions proceeds inward from the surface along the, crystal boundaries&apos; producing a net-work, probably of oxide; which causes a very brittle condition of this surface material. This, in turn, generally results in surface cracking and checking during further, rolling and a defective sheet or other product is produced. An example of this is shown in Fig. 2, which shows the surface, of a badly surface-cracked sheet of nickel produced by incorrect heating con-ditions. A cross-section of this sheet etched with nitric acid is shown in Fig. 1, which reveals the intercrystalline oxidation network adjacent to both surfaces.These layers are so brittle that it is not possible to deform them by rolling without severe cracking along these lines or, planes of weakness. The best, and possibly only, remedy for this condition lies in its prevention by the maintenance of a neutral soft flame for heating and annealing nickel during the entire course of its manufacture. I should like to suggest that, those making microscopic investigations of nickel and nickel-rich alloys try the use of acetic-acid .solutions of nitric acid for etching these metals rather than aqueous solutions, of nitric acid. I have found that a solution containing 50 per cent. nitric acid, from 25-45 -per. cent. acetic acid, and from 25-5 per cent. water gives excellent results with. Wrought and cast nickel and Morsel metal and superior results to those obtained with nitric acid, alone. The acetic. acid seems to inhibit the passivity that nickel often assumes toward nitric acid and much more uniform etching may, be obtained. The proportions of nitric and acetic, acid may be varied somewhat from those given without mate-rially altering the quality of the etching, although without any distinct improvement in it.

THE application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of &apos;the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing of metals have even been suggested, for example, the microscopic method of Tammann,1 and the thereto-electric, method of Turner2 for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what .may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done.

Nucleation theory is applied to martensite nucleation in substitutional iron alloys. Composition fluctuations are neglected, and a steady rate of nucleation is predicted for any composition and temperature. The maximum rate of nucleation (as a function of temperature) is shown to be measurable only for on extremely narrow composition range, being too great or too small outside this range. A number of experimental observations, including completely isothermal transformation in some alloys and composition-dependence of M. temperature in others, are compared with the calculated behavior. IN a previous report,¹ nucleation theory was applied to the formation of isothermal martensite in an Fe-Ni-Mn alloy. The experimental observations of Cech and Hollomon² were accounted for quantitatively. It now is of interest to examine the predictions of nucleation theory with respect to martensite transformation in substitutional iron alloys of other compositions. Since Fe-Ni alloys have received considerable attention, both as to their transformation kinetics and their free energies, they will be treated in detail, although the results apply with equal validity to other substitutional alloys. In substitutional alloys, where composition fluctuations can be neglected in volumes of critical nuclear size, the rate of nucleation of martensite in subcooled austenite is¹ n - Nv exp (—W*/kT) [I] where the free energy of formation of the critical size nucleus is W* = 8192 p (?² s³) [2] In the expressions for n and W*, the symbols have the following meanings: N is the number of atoms per unit volume; v, the atomic vibration frequency; 8, a function of the elastic constants of austenite and the shear angle of martensite; , the austenite/mar-tensite inter facial free energy; and ?fc is the free energy change per unit volume accompanying the transformation. Jones and Pumphrey² have determined the austenite to martensite free energy change as a function of nickel content and temperature for Fe-Ni alloys. Their expression is ?F = 2500 C + 1.25 (1 —C)?FFc cal per mol [3] where C is the atom fraction of nickel, and ?Ffe is the free energy change per unit volume for pure iron as tabulated by Zener4 (or, equivalently, Fisher"). From Eqs. 1 to 3, it is possible to calculate isothermal nucleation rates as a function of temperature and composition for Fe-Ni alloys. The only unknown parameter is (?² s³). The best value of this parameter for Fe-Ni alloys, determined from M. temperatures in a manner to be described shortly, is (?² s³)= 9.92 (10)21 cgs units [4] Taking this value of (?² s³), C-curves for isothermal nucleation were calculated for Fe-Ni alloys of several compositions, and are plotted in Fig. 1. It is evident from Fig. 1 that completely isothermal nucleation of martensite in Fe-Ni alloys can be observed experimentally for only a very narrow range of compositions. Cech and Hollomon find that a nucleation rate of about 10&apos; nuclei per cc per sec is as fast as they can follow dilatometrically, and a rate of about 10-1 nucleus per cc per sec is about the slowest that can be measured conveniently. If the nucleation rate is to lie between the limits 10-1 10 the nickel content of an Fe-Ni alloy must fall in the atomic fraction range 0.299 5 C 5 0.302. Nickel contents lower than 0.299 correspond to nucleation rates too great to follow, and those higher than 0.302 to nucleation rates too slow to measure in a reasonable time.* In view of the narrow corn- position range in which successful isothermal measurements can be made, it is not surprising that only one substitutional alloy has been described&apos; that comes close to being in the proper range.

The information in this paper was collected by the author during a five years&apos; residence in the State of Minas Geraes. Outside the State itself, very little is known of the gold-field. Such accounts as have been published are antiquated and contained in publications mostly out of print. The increased attention now attracted to the natural resources of Brazil, and the probability that American capital will be, in the near future, largely invested there, will make an up-to-date account specially useful at this time. I. Historical and General. Soon after the Jesuits founded what is to-day the city of S?o Paulo, gold was discovered in the streams of the neighborhood; and this incited the natives, known as paulistas, to look for it farther afield. After many expeditions into the interior, gold was found in quantity in placer-deposits in the vicinity of Ouro Preto, in 1699, by a prospecting party headed by Antonio Dias. The name of Ouro Preto (black gold) was given because of the superficial dark coating of the gold, and the inhabitants of the district were known as mineiros (miners). Later on, the placers of Cuiaba, in the State of Matto Grosso, were discovered in 1718, and those of the State of Goyaz in 1724. All this territory was at the time a private colony, but on account of its increasing importance it was taken over by the Crown, and in 1739 a royal governor was appointed, with his nominal capital in S?o Paulo, though for a number of years the real capital was Ouro Preto. In 1711 Ouro Preto was raised to the rank of a city, with the name of Villa Rica de Ouro Preto (" rich city of black gold"); and in 1720, by reason of administrative difficulties, Minas Geraes was constituted a separate colony from S?o Paulo, with Villa Rica as its capital. The outstanding features of the Coloinbian situation for the year 1929 were legal and political. The passage of Law 84 and the promulgation of the Regulatory Decree 150 were recounted in the review for 1928, as was also the Presidential proclamation suspending this law and its accompanying decree until decision could be reached in the suits filed against them before the Supreme Court and the Council of State. Early this year the Minister of Industries, Jose Antonio Montalvo, announced the appointment of a commission of foreign experts to aid in drafting a new petroleum law. He requested all of the foreign experts employed not to consult with the oil company representatives in Bogota, and these experts were therefore shut off from receiving any suggestions from those who had actually operated in the country and knew the conditions under which operations would take place. It was to be expected that the provisions of a law suggested under such circumstances would not meet operating conditions satisfactorily. The specific objections are stated in O&apos;Shaughnessy&apos;s South American Oil Reports (April, 1929). An especially qualified commentator observes that one of the curious provisions of the proposed law was the high royalty on gas—5c. per 1000 cu. ft. of gas produced. There was also a provision requiring 20 per cent. of the stock of the company operating in Colombia to be offered for sale to Colombians. The bill failed to pass Congress in the closing hours of the session. The Supreme Court, in the meantime, handed down its decision on Law 84 of the previous year and Regulation 150 covering the enforcement of that law. Contrary to expectation, the majority opinion of the Court practically affirmed the constitutionality of both the law and the regulatory decree, with the exception of Article 20 and parts of Article 21 of the decree which referred specifically to the registration of private properties. At the time the suit was filed against Law 84 and Decree 150 the operation of these measures was suspended by the Executive. Law 84 and its Regulatory Decree 150 still remain suspended as the Council of State has not yet brought in a decision upon the questions raised in the suits instituted by the various companies against the law and decree, and at the moment of this writing it appears unlikely that such a decision will be reached by that body.

The problems associated with the processing of the Tilden ore are very much representative of the problems encountered in plants processing fine grained magnetic and nonmagnetic iron ores. I would like to comment on some of the problems mentioned in Dr. Nummela&apos;spaper and add to his list of research opportunities in the processing of iron ores. Grinding, the most important step in the processing of fine grained iron ores, is synonymous with liberation. One grinds to separate discrete grains of minerals from the gangue. By convention- al grinding in tumbling mills, mostly random size reduction is achieved with relatively little preferential liberation of minerals. Not only are discrete particles broken that should not be broken, but damage is done to the mineral surfaces. The combination of over- grinding and surface damage shows up in lower recovery figures and higher grinding costs. What is obviously needed is a better comminution process that is more discriminating and that would permit liberating mineral particles at the coarsest possible size with a minimum production of fines. Laboratory attempts at such preferential grinding have been quite successful, but technological difficulties have unfortunately prevented its use. Impact grinding is a good example of a new comminution process that has not been accepted because of equipment problems. Either these problems have to be solved or new comminution systems have to be developed to reduce grinding costs and improve liberation. In his paper Dr. Nummela mentions the change in the primary mill throughput that occurs during the winter months. Seasonal changes in the operation of the grinding circuit and other unit operations have been observed in many plants, and many explanations for this phenomenon have been advanced.
