The fruits of industry are divided between capital, labor, and governments. Capital takes its redemption and remuneration through profits or dividends; labor takes its share through wages; governments take their share through taxes. Each must have a just share, and the question of what is a just share and the question of who-shall make the allocation are vital current political and economic issues. Certain political philosophies con- tend that government should take all the fruits and that some dictator or politician should have irrevocable discretion and power to distribute the fruits. Believers in democracy and free enterprise adhere to the view that capital is entitled to redemption and fair remuneration; that labor shall have a fair wage; and that governments shall make equitable levies. But since all human beings, both individually and in groups, are inherently selfish, there are many variable views in regard to the question of what ratios shall be applied in a division of the fruits and who shall have the power to fix these ratios. Perhaps all parties should devote more energy to means of increasing the crop, and not so much time to quarreling over a division of the existing crop. Moreover, all three parties must guard against killing the goose that lays the mineral eggs. For example, if the tax burden becomes oppressive and the taxpayer refuses to carry it, then business stagnates, with consequent unemployment, reduction of profits, and curtailment of government revenue. If a producer assumes the increased tax burden, marginal operations must be closed down, and again the consequences are increased unemployment and diminished government revenue. Quite often an increase in a rate of tax results in a reduction of government revenue. Perhaps the worst detrimental feature of selfishness and greed on the part of any one of the three distributees of the fruits of industry is the retardation of expansion of the enterprise. Any laboratory corrosion test, as judged from the practical point of view, is valuable only to the extent that it foretells what will, in all probability, occur in service. Such a test is most properly to be considered as a "pilot test," that is, a test which indicates the direction along which action may be expected to occur rather than as a truly quantitative test which would be expected to tell just how and to what extent the action would proceed. It is generally recognized that laboratory corrosion tests should be chosen with particular reference to the character of service expected for any particular type of metal, so far as it can be foreseen. Even when this requirement has been fulfilled, however, the question whether the actual service behavior of the material is in accordance and general agreement with predictions based upon such laboratory tests is always a pertinent one. The information available in the technical literature bearing on the correlation between the service behavior of metals from the corrosion standpoint, and the results obtained with the same metals in laboratory corrosion tests is very meager, indeed. The results which have been obtained in weather-exposure tests of sheet duralumin which form the body of this discussion are presented here for their bearing on this particular phase of the problem of the corrosion resistance of duralumin. Although the exposure tests described have not been completed, in the sense that all of the tests, in the series initially laid down, have been accomplished, still the general trend shown by the results is so clear that a number of definite conclusions at this stage (subject, of course, to possible modification in the light of later results) are believed to be warranted. The tests reported upon here form one phase of the much broader study of this subject which has been under way for several years in which the National Advisory Committee for Aeronautics, the Bureau of Aeronautics of the Navy Department, the Army Air Corps and the Bureau of Standards have cooperated. (communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. Planning for a surface coal mine includes selecting the best means and equipment for uncovering the coal, loading it, and transporting it to the preparation plant. The machines and methods that will ensure optimum production will depend upon the location and characteristics of the seam to be mined. Stripping Techniques The choice of stripping units is influenced primarily by the system of mining, such as contour or out-crop mining as contrasted to mining in a region of rolling terrain with relatively flat upland surfaces. Factors such as the life of the mining operations production requirements, types of overburden, local and regional dip of coal, and land reclamation are other important considerations.

Current scale-up procedures are discussed critically, including: constant specific energy criterion; determination of mill size and power for a given ore, throughput and mesh of grind; specification of operating speed and loading. A major dynamic and kinetic factor now recognized is that the ratio of media rotational flow to ore axial flow, and the number of mill revolutions that ore is subjected to during residence, both diminish as mill diameter increases. These factors can lead to capacity limitations when mill diameters reach a critical range, especially regarding coarse sizes. Experience at the Bougainville and Pinto Valley operations is contrasted. Corrective measures suggested are to reduce loading and increase speed towards the Davis best operating speed.

Geophysical methods of discovering new mineral deposits have long been routine with both the petroleum and mining industries. Experience has shown that most subsurface structures and mineral deposits can be located, provided that detectable differences in physical properties exist. The main properties exhibited by the more common rocks and formations are: density, magnetism, electricity, electrical conductivity, and radioactivity. This entails five major geophysical methods: gravitational, magnetic, seismic, electrical, and radiation. Applications of radioactivity measurements in geophysical exploration are concerned with location of concentrations of radioactive rocks and materials, such as uranium. The search for uranium ores and minerals has been carried on for more than 50 years, ever since the first atomic breakdown from uranium to radium was discovered. However, the comprehensive search now being made throughout the world for radioactive materials is a direct result of the first atomic explosion and the subsequent development of new and more sensitive portable equipment to detect radiation.

BEFORE the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed; the men being paid monthly. In some cases, fairness to the employee, was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines.

IN comparing the living conditions of the worker or peasant of the past with those existing today, his-torians might point out many strange contrasts. From the Doomsday Book we learn that at the time of Wil-liam the Conqueror the 1,375,000 inhabitants of Eng-land and Wales owned less than 1000 horses and 5000 oxen. Even as recently as 1871 when England and Wales had a population of 31,845.000, the total number of horses in the country was estimated at 1,110,000. Compare the necessary drudgery of labor in those days with conditions in Canada today where a population of less than ten million people own 3,500,000 horses. Re-member that there is also a turbine installation in` this country of more than four million horse-power, besides steam boilers and locomotive and automobile engines which reduce the traction and hand labor of the farm and factory. Frequently, poetic license has glossed over the poverty and hardship of the common people in the "good old days," and the imagination has created an idyllic world, far from being justified by the condi-tions which actually prevailed. Simon Patten's de-scription of the Middle Ages as "A Thousand Years Without an Ice Box" came nearer portraying the true situation. No one is likely to forget that the discovery of America was an incident in Europe's attempt to find a short route to the Indies, but the fact is usually for-gotten that the summer diet in Europe in 1400-an ice-less age-was such that spices were more precious than gold. Though the glamor of the Indies may never sur-round the modern refrigerator, certainly the modern housewife is likely 'to feel that the applied art called "cookery? may attain to higher levels with the assist-ance-6f such an adjunct. Those who have spoken slightingly of the uniformity of the modern apartment and have eulogized some of the exceptional hand-made furniture which has been bequeathed by former generations, have failed to com-pare modern house furnishings with those in the typical peasant's hovel. Machine-made furniture, though with-out particularly good lines, contrasts quite favorably with the pile of rags in the corner, and the poorest gas or oil stove is better than an open fire on a dirt floor. The scientist's application of the theories of physics, chemistry, biology and mathematics .to practical prob-lems has brought about a series of kaleidoscopic trans-formations in agriculture, industry and commerce. Large scale production, improved means of communica-tion and the prevailing higher standard of living are terms which imply a very human meaning when in-terpreted as actual changes in individual living. Though the student and the teacher may deprecate the influence of commercialism upon science, humanity as a whole has received great benefits from the close relationship which has developed between science and industry, and industry in turn has done much for science through the building and endowment of laboratories and by supply-ing funds to maintain research workers.

ONE of the most common technical terms in the U. S. today is automation-a word not listed in the 1946 dictionary. The influence of automation on the national economy has been tremendous. It has even been the subject of congressional investigations. Automation, writes Aronson, substitutes mechanical, hydraulic, pneumatic, electric, and electronic devices for human effort and decision? Automatic devices and instruments are used extensively in some industries, but many others have yet to take full advantage of these great discoveries. The petroleum industry has been a leader in using automatic controls-some refineries are almost completely controlled by automatic devices. The field of geophysics is entirely dependent on instruments and has progressed at almost exactly the same rate as improvements in instrumentation. In metallurgy and mineral dressing use of instrumentation is increasing very rapidly. Mining engineers throughout the country are beginning to think in terms of instruments and controls.

Perhaps the greatest challenge to the non-ferrous extractive industry, aside from discovery and cost reduction, is the continuous effort toward the total recovery of metals. This is-and must continue to be-a joint endeavor on the part of the miner and the smelter, the first to trend constantly toward that form of concentration most amenable to the smelter and the latter to upgrade technical efficiency on the product delivered. What follows will be a smelter's-eye view of the relative value of gold, silver, copper, lead and zinc as they each are contained in copper, lead and zinc concentrates. The variety of combinations is obviously of such a magnitude that it will be necessary to restrict the observations to fundamental concepts.

AT the Edwards mine a 4 by 81/2-ft two-compartment shaft is used for men and supplies in the older workings down to the 900-ft level. All ore is hoisted through a 5 by 15-ft three-compartment vertical shaft which extends to the 1500-ft level. Ore pockets are on the 1300- and 1500-ft levels. The two-compartment countershaft used below the latter level is 6 by 12 ft inclined at 42°. Ore from the countershaft is hoisted to the 1350-ft level where it flows by gravity to the 1500-ft level ore pocket. One-ton skips are used in balance in the countershaft and two-ton skips, also in balance, from the 1500-It level to the surface. These skips are slung under the man cages. Each level has an ore pocket of 200 tons' capacity. Development at Edwards is similar to that at Balmat except that haulage drifts are only 7 by 7 ft. They are mucked with Eimco-Finlay No. 12 loaders. A drill carriage similar to that used at Balmat is being tried out on the new 2300-ft level, the present bottom of the mine. Drifts are driven below grade and later raised 6 in. and ballasted with waste leaving a ditch 6 by 12 in. at one side for drainage. All development is done on an incentive bonus system, the miner paying for his explosives.

In recent years, solders containing 20 per cent tin with no bismuth or cadmium have been developed by a few companies, and personnel have been properly instructed in their use. In addition, since the tin shortage, a number of solders containing less than 10 per cent Sn, and some with no tin, are being used in special applications; however, a solder of this type has yet to be developed that is satisfactory for general use. The Purpose of this investigation was to develop an alloy containing a maximum of 15 per cent tin, with no cadmium or bismuth, having solder properties equivalent to or better than those of substitute solders now specified containing 18 to 20 per cent tin (Table I), or even approaching the properties of the standard 40 to 60 tin-lead solder. The wartime restriction of bismuth and cadmium, elements that have beneficial effects on fluidity, solidification range and strength, makes it increasingly difficult to develop a general-purpose solder containing a maximum of 15 per cent tin. In the course of this investigation, 11 elements were used in various combinations with the basic I5-85 tin-lead alloy. These elements were antimony, silver, copper, indium, thallium, lithium, calcium, barium, potassium, sodium and arsenic. In all, 116 low-tin solders were investigated, with the idea of developing a solder that will give satisfactory working properties, specifically in regard to "wetting" of copper, brass and iron, solidification range, capillarity and shear strength of a soldered joint. The relative importance of these various properties plays an important role in the search for substitute solders, since it is almost impossible to retain all of the desired qualities of a high-tin solder and still make drastic changes in the alloy composition. Because of the expected uses of a general-purpose solder, it is necessary that it have properties, especially in regard to wet-tability, that will enable it to be used on the metals in common use. C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting' the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States' greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day's regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.

EXPERIMENTS, in what has come to be known as flash roasting began some ten years ago. The principle underlying the operation was not a new one, but the experimental work started at that time was the first that was carried through to a logical conclusion, followed by construction and operation of a pilot plant, and then full-scale production. For a short working definition, flash roasting may he considered the instantaneous and complete oxidation of finely ground sulphide particles, partially suspended in air or gas, the oxidation reaction evolving enough heat to make the reaction self-sustaining, or nearly so.

In connection with other investigations on the properties and characteristics of chilled-iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the trcad and inside of the flange will show white iron to a depth of from 5/8 to in. (15 to 22 mm.), the remainder of the wheel becoming graph itized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the formation of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in whitc iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfie1d.l Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gay upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below. 2. The more rapid the rate of cooling, the less is the extent of graphitization.
