Engineering Council has been elected to membership in the Chamber of Commerce of the United States. Its representative will be Mr. Harold W. Buck, of Viele, Blackwell & Buck, Consulting Engineers, New York City, Past-president of the American Institute of Electrical Engineers, his alternate being Mr. Irving E. Moultrop, of the Edison Electric Illum-inating Co., Boston, member of American Society of Mechanical Engin-eers and American Institute of Electrical Engineers. The Chamber of Commerce of the United States was formed in 1912 and now consists of more than 1100 organizations in every state of the union, in the out-lying possessions, and of all the principal American chambers of commerce abroad. One of the chief aims is to obtain the best business thought on national questions that concern business. Members of the National Chamber have the privilege of using all the facilities of the Chamber's offices in Washington when information is desired.

THE purpose of pulverizing coal before burning it is to make available every heat unit it contains. Machinery has been developed which will pulverize coal in one operation, delivering it to bins in front of the furnaces at an expenditure of about 17 hp.-hr. per ton, in a medium-sized plant. The cost of the operation depends upon the amount of moisture that must be expelled before pulverizing, the cost of labor, and the cost of coal delivered at the plant. At a small plant, requiring a pulverizer with a capacity of only ½ ton per hour, the cost per ton pulverized will naturally be greater than at a plant requiring the largest pulverizer, with a capacity of 7 tons per hour. The first step is to reduce large lumps to a size suitable for drying uniformly, before passing to the pulverizing mills; this is done in rolls, at a single pass. The second -step is the elimination of moisture, in order to facilitate pulverizing to great fineness, while also increasing the heating effect and the temperature attainable when the coal is burned. There are other mechanical advantages in the handling of, dried coal. Driers are now manufactured which are able to eliminate moisture without distilling any of the volatile combustible matter in the coal; they are fired by hand or with pulverized fuel. The heat first surrounds the shell of the drier, being confined within a chamber where complete combustion takes place; the heated gases are then led through a duct to the discharge end of the drier and enter the inside of the shell at a temperature not exceeding 300° F. This temperature is maintained by the operator and is indicated by a pyrometer. Volatile combustible matter is not likely to be distilled until the temperature rises above 400° F. On discharging from the drier, the coal is usually passed over a magnetic separator in order to prevent pieces of iron from going to the pulverizer. Two types are used: a magnetic pulley which automatically discharges its collection of iron, and a lifting type, from which the iron is removed by hand when convenient.

*Original Pages Missing From Book HANNA COAL CO., Division of Pittsburgh Consolidation Coal Co., operates three large under- ground mines in eastern Ohio. The section of Pitts- burgh No. 8 coal seam in which these mines are located varies in thickness from 52 to 64 in. It is immediately overlain by a stratum of shaly material 12 to 15 in. thick locally known as draw slate, which is structurally very weak and which disintegrates rapidly upon exposure to atmosphere. Immediately above the draw slate as it is normally found is a band of extremely high ash material 6 to 12 in. thick known as roof coal or rooster coal, and above this is a stratum of conglomerate material varying from 4 to 10 ft in depth. Overlying the conglomerate is' a relatively thick stratum of limestone, the first stable material above the Pittsburgh coal seam in eastern Ohio. With the method of full-seam mining that has been adopted, draw slate is shot down, loaded with the coal, and removed in the preparation plants. The roof coal then becomes the permanent roof. The major problem in mining the No. 8 seam in eastern Ohio is control of the roof. Since the strata above the draw slate contains no material with a structure firm enough to provide self-support, the roof begins to sag in a relatively short time after the coal and draw slate have been removed. The problem thus becomes one of getting temporary safety posts under this roof as quickly as possible to prevent a break or separation from occurring either in the roof coal or in the conglomerate above it.

It is a well-known fact that under similar conditions a ton of pig iron can be made from any ore with less fuel when charcoal is used than when coke or anthracite is employed for heating. The cause of this superiority is entirely undiscovered, and no explanation has yet been offered which has won even temporary acceptance. Such as they are the hypotheses heretofore presented are of two general kinds, and they come from those two divisions of the working force which are so often antagonistic in all professions, the scientific and the practical men. The theory of the scientific men is drawn from the chemical reactions which are known to go on in the furnace, and it is well expressed in a recent paper by Prof. Akerman, of the Stockholm (Sweden) School of Mines. It makes the superiority of charcoal as a fuel in the blast furnace to depend upon its quick and thorough reduction of carbonic acid. This property belongs to charcoal in virtue of its porous structure. Its cells have a diameter of only one twenty-four hundredth of an inch, and one grain of charcoal has been computed to have a surface of two and four-tenths square feet. According to the theory in question, carbonic acid is formed by the first impact of the air upon the fuel; but in charcoal furnaces the acid is immediately reduced to oxide by taking the necessary amount of carbon into combination, and the gas reaches its highest reducing power even in the near vicinity of the tuyeres. Coke, being harder, does not produce so strong a reducing gas in that part of the furnace. An analysis has been made of the factors responsible for tilted fluid contacts in petroleum reservoirs. The factors are static and dynamic with the former being controlled by those variables responsible for the capillary rise of fluids, and the latter include rate of formation tilt and hydraulic circulation. The explanation that rate of formation tilt may be responsible for tilted contacts appears untenable. The role of some of these factors in the migration, fractionation. accumulation and possibly the prospecting for oil is indicated. INTRODUCTION While it is generally considered that the segregation of gas, oil, and water in a petroleum reservoir results in approximately horizontal planes separating these phases. there are factor; which modify this simplified picture to a very great extent. Some of these factors are static. and the departure of the fluid interfaces from horizontal may represent a static equlibriun. Some of these factors may be dynamic and the interface positions may be non-equilibrium and represent a steady .state condition. Of course combinations of these two situations may also exist. The reasons most commonly given for this behavior are hydraulic circulation of fluids, change in character of the formation, and a rate of tilt of the formations more rapid than the rate at which the fluids may re-establish an equilibrium. Russell's Principles of Petroleum Geology' contains an extensive discussion of tilted fluid interfaces and their importance in the migration and accumulation of petroleum. Russell cites examples of tilted water tables at Lance Creek, Wyo.; Rock River, Wyo.: Cut Bank. Mont.; Cushing, Okla.: and Graham; Okla. Also given was the Wasson Field of West Texas which has saucer shaped oil-water and gas-oil interfaces with the saucer being deeper in the case of the oil-water contact. The Bradford Field in Pennsylvania has a tilted water table. San Ardo. Coalinga None and some other California field.; have tilled contacts. A recent paper by King Hubbert discuses the effect of hydraulic circulation of the water underlying the oil in a given stratun and it- implications in the accumulation of and drilling for the oil. The foregoing would indicate that tilted fluid interfaces are not uncommon and that it would be of importance to underbtand the forces which are responsible. Further. it would be of interest to examine certain idealized models of situations which may cause tilting with the thought in mind of deriving relatinnships between the important variables. These relationships may only hold exactly for the model* assumed but the results may apply semi-quantitatively to actual formations and at least indicate trends. The discussion will be divided into the effect of static factors and the effect of dynamic factors. STATIC FACTORS It has already been mentioned that one reason given for tilted contacts is a variation in formation properties. Specifically this is a change in the pore size of the formation capilaries. If the internal surface of the reservoir is preferetially wet by water, capillarity will cause the water 10 rise to a greater extent above the free water table in a small capillary than in a large one. Consequently the water-oil contact will be higher in the lower permeability sands than in the higher permeability sand.;. The free water table may be defined as the position the oil-water interface would take if capillarity were absent. Since the phenomenon is the capillary rise of water in an oil environment, a derivation of this shold give a relationship between the variables. THE solubility of gases in metals has been of interest since Graham's time in 1866, but, although the subject was actively studied by iron and steel metallurgists during the eighties, the era of painstaking laboratory investigation begins in 1907 with the publication of Sieverts'1 thesis on the occlusion and diffusion of gases in metals. Since then, Sieverts has worked almost continuously in this field, and his views on the subject are the prevailing ones at the present time.2 Probably the most important result obtained by Sieverts, and frequently verified since by other observers, is the discovery that at a constant temperature the solubility of almost all gases in both the liquid and solid state of most of the metals is proportional to the square root of the pressure (for pressure above 100 mm.). The obvious explanation of this fact is that the gas dissolves as atoms and not as molecules, although it has been pointed out a number of times, first by Donnan and Shawl in connection with their work on the solubility of oxygen in silver at 1075° C., that the formation and solution of a compound of the metal and gas would also be indicated by a variation of the solubility with the square or higher root of the pressure. Sieverts4 himself raised the question whether the usual explanation (i. e., that the gas dissolves as atoms) may not be wrong, when he found that the square root law held also for the solubility of sulfur dioxide in molten copper; in which case dissociation into simpler molecules or atoms does not take place. I FEEL a certain sense of responsibility in bringing before you the subject of the direct process in iron manufacture. I am aware that, in such a body as I have now the honor of addressing, there are few who are not already so well informed upon its past history that it would be a weariness to them to listen to anything else than an account of practical success. Yet, to claim that success involves so much that, if I do not make good my claim, I deservedly expose myself to severe criticism. The whole literature of the art, so far as it relates to the direct process, is, up to this time, but a history of failure. It is safe to say that more money, time, and talent have been fruitlessly spent in the pursuit of this object than in all the other unsuccessful efforts in the whole line of iron metallurgy. A distinguished authority in patent law has remarked that " the invention records of the United States and of foreign countries are filled with the waifs and abandoned relics of these abortive struggles." Dr. Percy, whose great work may be taken as an epitome of all that was worth mention, whether useful or curious, in pig-iron metallurgy, up to the date of its publication (1864), after giving elaborate accounts of various attempts at the direct process, condenses his own opinion of all that had been then effected, into a brief but summary comment upon a pamphlet of one of the sanguine inventors who had said: "It is evident that the present mode of working iron

The application of geostatistics to coal reserve analysis is discussed. One problem in particular, the selection of the optimum locations for exploratory drill holes, is considered in detail. A new interactive program to help the geologist determine the best locations is described and applied to a specific property. The steps in the process are described and then illustrated using a mine's actual data. First, a variogram is selected based on graphical displayed information from the known sample data. Kriging estimates are made for the region of interest and the blocks within the region. The location of future exploratory drill holes is selected based on the criterion of minimizing the region estimation variance for a given number of exploratory holes. The least number of exploratory holes required to meet a specified upper limit on the regional variance is also determined. The computer generated recommendations for the exploratory drill holes are compared to a manually prepared drilling plan. The post- drilling analysis of the results is compared to the predicted values.

If one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. THE growth of and profession depends on meeting and solving new problems. It is a continuous process. 'A period free from new, or hitherto unknown, questions will be a period of arrested development in the profession it affects. The present generation has witnessed a' mechanical development that has been truly marvelous: Almost every day marks the advent of a new, or the improvement of an old; process, method or machine. Wonders are now commonplace. The impossible is regularly accomplished. Yet, with all our progress in every realm of science and with our development in the engineering field, advances which have made possible the marvelous growth in industry, we have not made commensurate gains in methods affecting the human factor. Without the cooperation of the worker, we shall always fall short of our goal in a mechanical or statistical sense. If we do not make the individual members of the human family strong, healthy, happy, and ambitious for better things for themselves and their children, we will have failed utterly, for that is the real reason for our existence as men and the purpose of our organized effort as an engineering group. Bureau of Mines Technical Paper 189 consists of a record of the scientific data obtained in the iron blast-furnace slag investigation which is reported in Technical Paper 187, "Slag Viscosity Tables for Blast-Furnace Work." It includes a description of the method of preparing the synthetic melts, construction of an improved electric furnace, and refinements in laboratory methods of measurement. Only the general features of the work and the conclusions drawn from the experimental data can be given attention here. Silicates in the Liquid State In the manufacture of refractories, Portland cement, glass, and porcelain, and in pyrometallurgical operations, importance attaches to the behavior of silicate compounds at temperatures beyond the range of common experience. This field of research has not been investigated as carefully as its scientific and industrial importance would seem to warrant. Probably the most important of the unsolved problems in the, chemistry of silicates is the question of their stability in the liquid state. That little progress toward the solution of this problem has been made is not strange if there be borne in mind the difficulties attending experiments made at temperatures at which silicates become fluid, and the comparatively short time since it became possible to measure these temperatures. On the other hand, considerable progress has been made in the study of the compounds in the solid state because of the directness and simplicity of methods of optical examination.

"Butte is in many ways an ideal location for a mining school. The student lives in the atmosphere of his intended profession. By the time he has spent four years at the school and in the community he has a fairly clear idea of what kind of a business he is entering upon, and is freed from any illusions about its being a primrose path he is about to follow. The mines and mills and smelters are his lecture rooms in part, and the shovel, pick and drill form part of his equipment. Most of the students work in the mines during part of their school life, which serves the double purpose of assisting them financially and increasing their practical knowledge.The School of Mines is a state institution, amply endowed and exceptionally well equipped. The school is strictly technical and no attempt is made to prepare men for any other work but mining engineering. The mining men of the community take an active interest in the welfare of the school and are of much assistance in securing employment for its graduates.The teaching staff is entirely composed of men who have had practical, commercial experience in their various specialties, and no expense is spared in securing suitable men for the faculty."

Along with tires and transmission systems, engines have been a limiting factor in the growth of large off- highway trucks. The problem, primarily, has been the development of reliable, high-performance engines that are not prohibitively heavy or expensive. For many years, horsepower to overall truck weight ratios have been in the vicinity of 300 lb per hp for rear dump units up to 50 tons capacity. This ratio is obviously very poor when compared to the much lighter and smaller highway trucks, which frequently have a performance ratio of 100 lb per hp. Unfortunately, the larger mining trucks have not been able to match even the 50-ton trucks, and in some cases, ratios have dropped as low as 450 lb per hp. This results in a performance of only 67% of that achieved by the older smaller trucks. Thus, the message is clear: what is needed is more horsepower and less weight.

The oil embargo and increasing disillusionment with nu- clear power have put this country's abundant coal reserves in growing demand. Both the government and industry are looking toward increased coal mining, and with this goes an increased interest in new and advanced methods of coal utilization. One advanced coal system stands out among the rest-magnetohydrodynamics (MHD). Its high efficiency, strong probability of sulfur dioxide control, and limited consumption of cooling water place MHD in a unique position to help the power generation industry. Another point in MHD's favor is the capital costs of operation, which are lower than those of other advanced technologies. However, initial costs are higher and realization of a commercial MHD plant in this country may be more than a decade away.

INTRODUCTION Project financing has been defined by various authors in this book. It is founded on reliance upon the project's own future cash flows and secondarily on the collateral value of the asset base developed. It is chiefly provided by the banking community who, after an assessment of the risks involved (See Chapter 9) analyse the company's presentation (See Chapter 10) in order to structure a financing package often at a leverage of up to 80% debt. This paper describes the various support and structuring techniques used to delimit and abate the risk components perceived from the banks' experience on project development especially for the period before cash flow is generated (pre completion). ADVANTAGES The advantages of project financing extend beyond the offloading of risks to banks. Among the advantages are the following: 1. Longer loan maturity than conventional, unsecured financing; 2. Loan disbursement and repayment tailored to specific mine; 3. Ability of a joint venture without a "track record" to raise financing; 4. Obtain financing where further direct borrowing (corporate credit) limited by existing indentures; 5. Possibility of arranging finance off-balance sheets; 6. Leverage return on equity; 7. Obtain tax savings with certain project financing structures; and 8. Obtain flexible loan repayment conditions. It can also be said that from the point of view of the company, project financing has certain disadvantages which can be summarised as follows: 1. Perceived higher cost (risk premium) compared with straight corporate credit; 2. More documentation; and 3. Need to negotiate risk-sharing aspects. The main attraction of project financing is the ability to pass certain risks on to the lenders within a flexibly funded transaction. (For a more detailed description of the specific risks see the author's paper at the beginning of Chapter 9. The same risk system is followed here.) The typical project financing has corporate support prior to completion and will usually carefully control the resultant cashflow after completion to ensure the bank does not unnecessarily assume further risks of an equity nature. WITHIN THE COMPANY'S CONTROL Operating Risk This is broken into three interrelated segments for ease of description. Technical Component: This must be specifically addressed if new technology or unproven adaptations are to be used. The banks will have scrutinized the sampling and bulk testing work, perhaps grilling the geological, mineral processing, metallurgical, and mining engineering staff or consultants directly. A number of supports are available such as: TECHNOLOGY GUARANTEE: Either the company itself or the process developer will guarantee that the technology will work for a period of, say, six months to two years after startup. If not, then financial penalties will apply although these are rarely sufficient to repay the loan. Many process developers are weak financially and may have little substance to back such a guarantee.

Numerous designs of linings and accessories, including dams, lifters, and heat exchangers, contribute greatly to kiln efficiencies. Greater conductivity is achieved with basic brick than with fireclay and high-alumina refractories, depending largely upon the use of steel plates in radial joints between adjacent brick to increase heat transfer through the lining. Refractory lifters expose all portions of the load to radiant or convective heat and raise some portions to higher temperatures by cascading the load down through the path of the hot gases. AMONG the many factors involved in rotary kiln efficiency, advantageous use of refractories is of major importance. So far as kiln lining alone is concerned durability is most significant, as shutdowns for repairs are costly in fuel consumption and production losses. Aside from selection of refractories best suited to the widely varying conditions under which rotary kilns are operated, lining design and accessory constructions within the kiln are highly important. The refractory most economical for any combination of operating conditions can be selected from a wide range of alumina-silica and basic refractories, including insulating, castable, and plastic fire bricks. In several cases silica brick can be used to advantage. Alumina contents of alumina-silica refractories range from 35 to 90 pct in increments of 5 to 10 pct. In general, bricks of relatively low alumina content are best for abrasion resistance, an important property for the brick used in chain sections of cement kilns or in feed end sections of limestone kilns. High-duty fireclay bricks of approximately 40 pct alumina and 55 pct silica are used to line the intermediate zones. Super-duty fireclay brick at slightly higher cost is warranted in operation of kilns with high intermediate zone temperatures and severe spalling conditions. Alumina-silica refractories with an alumina content of 50 pct and higher, termed high-alumina brick, are available in commercial classes of 50, 60, 70, 80, 85, and 90 pct alumina content. These refractories are generally used as high temperature zone linings or placed adjacent to the basic brick-lined sections when the treatment they are required to withstand is excessively severe. Use of basic refractories is confined mainly to zones of maximum temperature and most severe chemical action. Basic refractories ordinarily employed for high temperature zone linings of many rotary kilns comprise the classes shown in Table I. Each class is peculiarly well suited to various particular combinations of working conditions. The approximate chemical analyses of these classes also illustrate differences in compositions with respect to the major components.

St. Joseph Lead Company's Southeast Missouri mines have been successfully converted to the use of ammonium nitrate and fuel oil as a blasting agent. This is significant to the company because it means a savings of a quarter of a million dollars per year. It is significant to the mining industry because of the unusual conditions involved and the methods and materials used to overcome them. St. Joe has been mining the low grade lead deposits of southeast Missouri since 1864. This ore occurs as disseminated galena in widely scattered pockets within the Bonneterre dolomite. The daily production of 20,000 tons is obtained from several hundred small, room and pillar stopes covering an area 10 miles long and five miles wide. Distribution of explosives and other materials is a real problem. Drilling in the stopes is done with air legs, column- mounted machines or jumbos, depending on the size and location of the stope. Drill hole sizes vary from 1 3/8-in. diam down to 1 1/8-in. Each driller charges his own holes and shoots them at the end of the shift. Numerous shafts provide natural ventilation which is supplemented in isolated areas by churn drill holes equipped with blowers. Water, in most stopes, is not a serious problem, although the mines do produce about 20,000 gpm.

This paper summarizes the results of an investigation sponsored by The Coates Steel Products Company. The objective was to determine the relative effects of certain chemical and physical properties on the wear resistance of grinding balls when grinding cement. In making this study, a number of types of balls were used in both dry and wet grinding in commercial ball mills. The radioactive-tracer technique was used in separating the test balls from the rest of the mill charge and in sorting the different types of halls that were all tested at the same time for each of the grinding operations. PROCESSING OF GRINDING BALLS In order to determine whether the properties of grinding balls, namely, composition, microstructure and hardness, can be related to the rate of wear, the halls used in this study were selected to represent various combinations of these properties. It was recognized that the mechanism of wear was not the same in the wet mill as in the dry mill. Therefore, the types of balls tested in each of the two environments were not necessarily the same. However, all of the types of balls evaluated in the dry mill were tested simultaneously for one time period, while those evaluated in the wet mill were tested simultaneously for three different time periods. All of the test balls were separated from the charge when the mill was dumped. All of the balls were of 0.940-inch diameter when charged, and all but the regular production balls were finish ground to this size to eliminate the decarburized surface layers. The steels and processing methods used, as well as the micro-structures and hardness levels of the balls, are described as follows: Regular production forged SAE 1095 steel balls were used in both the wet and dry mills. They were forged to a nominal diameter of 0.940 inch and quenched in oil from the forging temperature. Each retained a partially decarburized surface layer from the forging bar stock; the maximum depth of this layer was about 0.030 inch and the decarburization was negligible where the ball was sheared from the bar. The hardness at the surface was 40 to 46 Rock-well C in the partially decarburized area and 57 to 62 Rockwell C in the areas not decarburized. The hardened zone extended to a depth of about one-third of the radius. Below the decarburized layer, the hardened zone consisted primarily of hard as-quenched martensite with varying amounts of retained austenite. This structure changed to fine pearlite at a depth of about one-third of the radius. In order to eliminate the effect of the decarburized layer, a set of production balls of SAE 1095 steel was forged to about a 1-inch diameter, quenched in oil from the forging temperature, and ground on ball-bearing grinding equipment to a 0.940-inch diameter to remove the decarburized layer. The balls' hardened zones were similar to those in the previous set. The hardness of the finished surfaces was 52 to 60 Rockwell C. A slight amount of decarburization apparently remained after the removal of about 0.030 inch from the surface. Balls of this type were tested in the dry mill only. In 1900, Elmore found that if an acidulated pulp was stirred up with an oil which was relatively insoluble in and lighter than water, and the mixture was allowed to stratify, much of the sulfide would be found hanging to the lower surface of the floating body of oil and could be skimmed off or overflowed with it. The action of the flotation agent here is twofold, first to select the sulfide from the gangue—what today is called collection—and second, to buoy the collected sulfide away from the gangue. The action in collecting is illustrated by Fig. 1: which contrasts the behavior of drops of oil brought, under water, to the surfaces of gangue and sulfide particles, respectively. The oil displaces water from the surface of the sulfide; the water displaces oil from the gangue surface. If, instead of considering the solid particles the fixed parts of the system of oil, water and solids. we consider the oil and water fixed and the solids presented to the surface of contact, the condition will be as shown in Fig. 2; the sulfide tends to be drawn into the interface and the gangue to be excluded. The sulfide particles are held in the oil-water surface by the tension of this surface. The buoyant effect is supplied by the oil droplets in bringing the sulfides to the water surface, but not in holding them there. Gas as Buoyant Medium of Flotation In 1906 Sulman. Picard and Ballot discovered a practical and substantially fool-proof method of doing what Everson, in 1886, and Fro-nlcnt. DeBavay Bessel and Elmore had been doing in the intervening years, viz.: using gas in place of oil as the buoyant medium for flotation, but retaining oil as the agent. To all of these inventors "oil," with no qualification as to its kind and no true understanding of its function, was the important thing. Hut they placed on the oil an additional burden viz.: froth-making, and it soon became apparent that not all oils were suitable for the dual purpose. As a matter of fact, it is probable that each of these inventors knew only one suitable oil at the time he wrote his patent, but used the generic term in the patent with the usual idea
