IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway tyfanage1-s determined 011 and have long applied a test of 1000 pounds falling 101/2 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails fro; our most reliable makers, break under a G foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 138 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent. of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. I n England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. This test has been found satisfactory under heavy traffic on average road-beds, and has been invariablyPILLAR of coal, which are designed and left in our mines as the means of supporting the overlying strata of our coal-beds, and securing protection to the miner, are not only insufficient for these purposes, but the most objectionable means of providing the desired security to life and property. Though such pillars are left at a great sacrifice to the owners of collieries and mineral lands, loss to the resources of the commonwealth, and ultimate privation to the public, they defeat the very ends for which they are designed, and not only do not secure life and property, but are as fatal to the one as ruinous to the other. Propositions.-It is eminently desirable that the resources of the Common wealth-particularly our mineral wealth in anthracite coal, which is limited-should be carefully utilized and made available, not only to ourselves but our posterity. Yet, speaking as an anthracite miner, we are wasting our resources of coal with a recklessness which will bring ruin in the end, unless checked, not only to the iron manufacturing interests of the East, whose chief protection, in competition with the iron-masters of the interior, lies in a cheap and abundant supply of anthracite furnace fuel, but to the best interests of the State. It is, consequently, not only desirable, but necessary, that we should realize every ton of coal from each colliery, and every acre of coal area, in order that our resources may not be wasted at present, to breed want in the future, and to realize the greatest present benefit to the mine, the miner, and the public. It is not possible, however, to secure these ends, if we continue to leave, as we do at present, from one-third to one-half our resources in anthracite as pillars in our mines. But our sad bills of mortality, our abandoned collieries, and our yawning mountain-sides, present ample evidence that even this enormous waste of coal, though left for the purpose of protecting life and property, is as totally inade-

No symposium on die-casting could be complete without consideration of the methods of formula and impurity control. No corisideration of control would be complete without discussion of that new tool of the analytical chemist and inspector, the quartz spectrograph. Just as there is an increased appreciation of the possible applications of the die-casting process and of die castings, so too is there, slowly but surely, of the spectrograph. At present the role of the instrument might well be compared with that of brass or magnesium die castings. Neither is as widely understood or known as they will be. Product specifications are increasing and are getting more explicit and often more rigid. The designer, metallurgist and production engineer or superintendent will be forced to depend more and more on the chemical laboratory. Sampling, as well as analyses, testing and inspection problems will grow. The chemical laboratory must meet its increased responsibility and use of the spectrograph will become more common. Advantages of increased precision, greater speed, lessened labor and often lower costs cannot be ignored. It will be the purpose of this paper in part to outline the respective fields of chemical and spectrographic analyses and to indicate where one may overlap the other and in part to indicate certain possible sources of contamination of zinc-base die-cast alloys in particular. Composition Aluminum.-Aluminum die die castings are expected to conform to the specifications of the Amcrican Society for Testing Materialslt and the Society of Automotive Engineers2. The A.S.T.M. has recognized seven aluminum alloys in Tentative Specification B85-33-T. TWO are straight silicon and the remainder are of the copper-silicon type of which alloys VIII and IX have in addition respectively 2 and 4 per cent of nickel, but unlike the others are not covered by S.A.E. as well. STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the , very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1833, and A. W. Craven in 1899), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1830- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,~ there is a draft in Stephen F. The economy of jointly sponsored research as well as the limited research talent available direct attention to the advisability of projects in which a number of companies participate. After outlining the growth of industrial research, the paper discusses one successful method for organizing and financing group research programs. A systematic procedure is advocated by which engineers and scientists can bring to management practical plans for cooperative research and development programs.

THE general subject of accurate pyrometry, its great development in recent years, and the importance of its application in arts and manufactures is so ably treated in other papers that this paper will bee confined to a resume of some research work on certain temperature effects in carbon and other steels, some of which appear to, be new. The results of these researches are embodied in several papers presented to' various scientific societies during the last few years, most of them under the general title of Spontaneous Generation of Heat in Recently Hardened Steel.1 Several years ago, when studying the behavior, tinder certain conditions, of specimens of hardened tool steel, I observed that they all spontaneously generated a small quantity of heat, the rate of generation diminishing from day to day for several weeks before generation became imperceptible in the sensitive calorimeter used. In each case the steel had been hardened only a few days prior to its use. It seemed highly probable that the generation of heat was associated with some sort of "seasoning" or incipient annealing process, perhaps accompanied by slight changes of volume, and that it would be most rapid immediately after hardening. I subsequently investigated this curious phenomenon more fully. Twelve ½ in. round bars of tool steel, 5 in. long and with machined surfaces, were hardened by heating to high cherry red in a reducing atmosphere of a gas furnace and quenched in cold water. The bars then had a thin strongly adhering coating of black oxide. They were next stirred in a large quantity of water at room temperature, to acquire that temperature, wiped dry, and oiled with heavy, neutral mineral oil to prevent generation of heat by further surface oxidation, wiped free of excess of oil and placed in the copper cylinder of a heat-insulated box.

MARCH 31, 1922, undoubtedly will be long remembered as the ending of an important epoch in the coal-mining industry. On that date, contracts fixing the wages and terms of employ-ment at all anthracite mines and at approximately 60 per cent. of the bituminous mines of the country expired. For the past two years, the consuming public has been complaining bitterly against continued high cost of coal. Coal operators employing union labor have felt obligated to carry out contracts entered -into under the direction of the Bituminous Wage Commission appointed by President Wilson, and in order to do this, they have sacrificed millions of tons of business to non-union mines, and millions of dollars in wages that would have been distributed throughout unionized districts have been diverted to the non-union miners, many of whom never obtained the peak wages granted by the Bituminous Commission and others of whom accepted reductions early in 1921. Heretofore, wage contracts have overlapped as to expiration dates in different districts and renewals have had to take into consideration the competitive balance; the present situation is unique in that practi-cally every contract in the country expired on March 31, and the questions now confronting those responsible for the operation. of the coal mines of the country are: 1. Shall the operators that have heretofore employed union labor endeavor to continue contractual relations with United Mine Workers of America? 2. Shall they undertake to operate their mines with non-union labor? 3. Shall they encourage and endeavor to work out some plan of regulation or arbitration by a Government commission such as President Roosevelt appointed to settle the anthracite strike in 1902? 4. Shall the country give consideration to the demand of the miners that the coal-mining industry be "nationalized?"

IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

INTRODUCTION THE oxidation of pyrites and marcasite in coal-mine strata to produce discolored acid mine drainage has long been explained by chemical reactions occurring in three stages: I. The iron sulphide minerals are oxidized by air in the presence of water to produce a nearly colorless solution of fer¬rous (iron) sulphate and some sulphuric acid. 2. The ferrous sulphate and part of the sulphuric acid combine with additional oxygen to form ferric (iron) sulphate. 3. The ferric sulphate hydrolyzes to form a reddish-brown precipitate and additional sulphuric acid. Nevertheless, chemical data alone are not sufficient to explain all observed facts. The first stage seems to proceed more slowly in the chemical laboratory than in nature. The second and third stages nor¬mally occur to a marked extent within a few days with raw mine water. However, the visible discoloration that characterizes these latter stages will not develop for months if the mine water is sterilized. By means of bacteriological techniques, two organisms have been isolated from acid coal-mine drainage. These are believed to have a part in promoting the chemical reactions summarized above. One organism is considered to be Thio¬bacillus thiooxidans, which is known to be able to convert elementary sulphur or sodium thiosulphate to sulphuric acid. Its relation to the formation of acid mine drainage has not yet been established. Apparently it does not promote the oxida¬tion of ferrous iron compounds in mine, drainage to the ferric state. The second organism has not been identi¬fied by name but is described as "Gram negative, non-spore-forming rods approxi¬mately 0.4 micron wide by o.8 to 1.0 micron long." A pure culture of this when added to sterile mine water will cause the latter to become amber and develop the typical rusty precipitate. However, it has not been found to convert sulphur com¬pounds to sulphuric acid. Further research is planned to determine whether or not these microorganisms play a significant part in the first stage of oxidation whereby pyrites and marcasite minerals go into solution. Some of the conditions found in abandoned sections of coal mines, such as a reduced percentage of oxygen and increased percentage of carbon dioxide in the air, as well as the existing temperature and acidity ranges, will be tolerated by and may even be favorable to these organisms. After a brief consideration of the properties of zinc sulfide minerals, their flotation characteristics, and their reactions with thiol collectors, the literature on the activation of the minerals by cupric ion, their deactivation by cyanide, and their depression is reviewed in detail. The distinction between deactivation and depression is stressed. The contradictions in the published results and theories are discussed and attempts are made to resolve them. It is concluded that, whereas all aspects of the subject require further investigation, the study of depression is most likely to yield benefits in practice.

A development drilling and bulk sampling program should furnish the following information: (1) geology of the mineralized zone, (2) quantitative data on grade and tons of material within pertinent cutoff limits, (3) physical size and shape of the deposit and areas underlain by waste as well as ore, (4) mineralogical and metallurgical characteristics of the ore, (5) physical characteristics of the ore, (6) bulk samples for metallurgical testing and grade, (7) data on factors that affect mining operations, such as ground water and ground conditions. The method and equipment best suited for a particular drilling job depend upon the geologic features of the mineral deposit to be tested.

NATURAL resources become a source of wealth as they are exploited and made available to the people in usable form. Experience has taught us that Nature does not readily give up her treasures, but the ingenuity of man in the field of techologic progress is required to find and efficiently exploit these resources. History has also demonstrated that with advancing technologic knowledge the. world has become progressively richer in its resources. Those that could not be commercially exploited are now being turned to beneficial use. Through expanding technology and the use of substitutes and synthetics, availability of the world's sources of natural wealth is today many times that of a hundred or a thousand years ago. And so it is with petroleum. Technology is also the great multiplier of our petroleum resources. Through improvements in the art of finding, drilling, and producing, our ability to meet rapidly increasing demands over the last quarter century has been maintained. On the other hand, had our

An expression for the diffusion coefficient of inlerstitial atoms in the bcc lattice is derived which takes account of jumps between tetrahedral and octahedral interstices. The results are applied to the case of carbon diffusion in iron to find values for jump frequencies of the types, octahedral-tetrahedral, tetra-hedral-tetrahedral, and tetrahedral-octahedral. ThERE has been renewed discussion1-5 concerning the mechanism of diffusion of interstitial atoms in the bcc lattice. This lattice has both octahedral and tetrahedral interstices, and it has been pointed out that the interstitial atoms may make jumps of the octahedral-octahedral type, hereafter called o-o, octahedral-tetrahedral, o-t, and tetrahedral-tetrahedral, t-t. Doubt has been cast on the applicability of snoek's8 model for internal friction to some interstitial migrations in bcc lattices wherein he proposed 0-0 jumps as the principal mechanism of migration. Also, the anomalous excess diffusion of carbon in iron at high temperatures4 has been ascribed to t-t jumps,2,3 even though the sites normally occupied are octahedral. In this paper an expression is derived for the diffusion coefficient, taking account of the three types of jump mentioned. The relationship of the coefficient to the corresponding internal friction relaxation time is found for the limiting case corresponding to Snoek's model. These results are applied to the case of carbon in iron. In Fig. 1, the structure is shown with the locations of the interstices. Each o site has four t site neighbors coplanar with it, and each t site lies halfway between two o sites. There are four t site first neighbors of a t site lying at the vertices of a tetrahedron. THE fall meeting of the Petroleum Division at Fort Worth, Texas, Oct. 19 and 20, attracted even a larger number of members and guests than had been expected. Over three hundred registered the first day though the attendance and interest in the program was so keen that it was necessary to begin technical sessions without. waiting for registration. Members were present from as far away as Venezuela and while the larger attendance was from the Mid-Continent and Texas fields, California and the eastern states were represented by influential delegations. One pleasing feature of the meeting was the presence of a number of the older executives of the oil industry who evi-dently have come to realize the importance of the work the Division is doing in advancing technology. The meeting was held under the auspices of the Production Engineering section of the Division. E. 0. Bennett, chief production engineer for the Marland Oil Co. of Texas, and chairman of the Fort Worth Sec-tion. of the A.I.M.E., served as general chairman. J. B. Umpleby, president of the Petroleum Reclamation Co. and vice-chairman of the. Division was in charge of. the program with a special committee in charge of the technical sessions, of which A. C. Rubel of the Union Oil Co. was chairman. The sessions were held in the ball room of the Texas Hotel, which also served as general headquarters. The Wednesday morning session was devoted to the air-gas lift, John M. Lovejoy, chairman of the Division, presiding. The first paper, on the "Principles Under-lying the Air-Gas Lift." by J. 0. Lewis, was presented by R. R. Brandenthaler and discussed by Messrs. Love-joy and Millikan. Mr. Brandenthaler's own paper on the "Effect of Gas Lift on Physical Properties of Oil" followed and was discussed by Messrs. Umpleby, Walker, Mills, Bennett, Williams and Van der Gracht, the dis-cussion turning mainly on what is known and what unknown regarding oxidation of oil under various con-ditions. The third paper of the morning, "Handling Recirculated Gas," by R. D. Gibbs, was presented by Mr. Taylor. The discussion that followed was general and brought out a large amount of data on the costs and results of compression versus, absorption in total gasoline recovery from gas. The next group of papers dealt with "Mechanical Installations of Air-Gas Lift," the first by E. V. Foran on the Texas district outside the Gulf Coast, the second by L. L. Brundred on the Gulf Coast, the third on Kansas and Oklahoma other than Seminole by R. W. Bond, the fourth on Seminole by C. R. Swartz, and the fifth relating to California by H. C. Miller. Some of these were read by title in order to give more time for discussion which was active and participated in by. Mills, Griswold and others.

HISTORY The Santander Mine is located on the western flank of the Central Andes of Peru, about 100 miles northeast of Lima, at an elevation of 15,000 ft. This complex sulphide orebody, whose predominant minerals are sphalerite and marmatite with recoverable amounts of galena and chalcopyrite, was discovered around 1920. In 1956 Compania Minerales Santander, a subsidiary of St. Joe Minerals Corp. acquired the property. Construction of the camps, concentrator and power facilities started in 1957. The mine, at first an open pit operation, and mill began production in January 1959. The initial capacity of the mill was around 120,000 short tons per year (stpy). Production has increased steadily to about 312,000 stpy at present. Production statistics are shown in Table 1. [ ]
