Patent records show that the attempt to improve the burning of fuel by mixture or pretreatment with chemicals dates back to the early years of the last century. By 1845 English and French patents had included the specific beneficiations of elimination or reduction of smoke, soot and clinker; reduction of the ashes; elimination of sulphur fumes; increase of the rate of burning; increase of the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 lb. or more per ton of fuel, but after 1860 the quantity was seldom more than 4 lb. There is no record of the extent to which these patents were commercialized, but after 1874 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many proprietary products were marketed under the general name of "fuel savers," the principal sales being in small packages for the use of householders; savings of from 10 to 40 per cent of the coal were promised. Starting with 1927, the use of proprietary or other mixtures of chemicals was extended to power plants and to treatment of coals at the mines, the claims of saving of fuel being subordinated to those of general improvement and, in particular, to reduction of clinker-ing. Such expectations are attractive and a number of companies experimented with or adopted the practice. There were reports of improved operation, but, apparently, few were confident enough that these improvements were due to the salts to publish the results of tests or their records of operation. There are no data on the yearly tonnage of coal treated but indirect reports suggest that it has been relatively large. Since its establishment in 1910, the U. S. Bureau of Mines has continually received inquiries about these products. The year 1936 was a prosperous one for the oil industry in California. Increases in crude prices were posted in February and March. Re-establishment of voluntary curtailment in February was a factor in holding production at an efficient level throughout the year. Reduction of storage was effected through adherence to curtailment measures, aided by greater demand and smaller average well completions. During the first six years of voluntary curtailment, allotments were increased during the summer season and reduced during the winter season. This year, good results were obtained through a revised system of allocation, by which the California monthly quota was held constant at approximately 540,000 bbl. per day. After a 7-month period of practically unrestricted production (ending in January 1936), numerous operators found that curtailment was still necessary, as California and export market,s were not yet capable of absorbing the state's potential production, which was estimated to be in the neighborhood of 850,000 bbl. per day. Therefore, in February California operators again placed themselves under voluntary curtailment; with the result that state production dropped from around 700,000 bbl. per day in January to a low of 565,000 bbl. per day in April, and increased gradually to around 585,000 bbl. per day for December. Drilling activity during the year increased about 10 per cent over that of the preceding year, although the resultant production per well decreased. In January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it mas impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of .obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. This paper describes the computer-assisted development and implementation of new written examinations for persons desiring to become certified as underground or surface mine electricians in the State of West Virginia under the certification program defined by the WV Department of Mines and the Board of Miner Training, Education and Certification. The procedures used to develop and validate the new certification tests have simplified the administration of the new tests. Future developments in mine electrical work can also be easily incorporated into the certification program by augmenting the existing computerized pool of test questions prior to computer-production of future test forms. Most important, computerization now facilitates continual evaluation of the certification program, to contribute to greater safety in mine electrical work in West Virginia.

SEVENTY-FIVE years ago, in Wilkes-Barre, Pennsylvania, 22 men of vision banded together to initiate this great organization. Ideals and emotions mingled and united in the declaration of a twofold purpose: first, the more economic production of minerals and metals, and second, the promotion of greater safety and welfare for each man so employed-tacit recognition of the inseparability of humanitarian and utilitarian concepts of world progress. The members and honorary members then, as now, were mining engineers and associates from allied walks of life. Under the able guidance of David Thomas, our first president and outstanding ironmaster of the time, there were elected 46 members and associates, and the foundations of the Institute were laid. Conceived in a turbulent postwar era, the problems then faced had some similarity to those we face in this time of war-bashed uncertainty. With a Civil War behind them and once again dedicated to a spirit of national endeavor, they surveyed the landscape, then surged ahead toward a beckoning industrial horizon. THE United Verde mine is in the north central part of Arizona, on the northeasterly slope of the Black Hills, near the town of Jerome. Ore was first discovered in the district about 1875, and the first mining claims were located by M. A. Ruffner and associates in 1877. In 1888 the late Senator William A. Clark secured control of the property and under his ownership it developed into one of the country's most important copper producers. The property was sold to the Phelps Dodge Corporation in 1935, and since then has been under this Corporation's management. Except for shutdowns caused by general world-market conditions, production has been continuous from 189o to date. GEOLOGY The mineralized zone ranges in area from approximately 12 acres to less than 5 acres. All mineralization occurs in the pre-Cambrian intrusives. The first intrusion, according to geologic records, was the quartz porphyry, which later was intruded by augite diorite. Following the diorite intrusion through a series of intrusions of lesser magnitude, a pipelike mass of massive sulphide, quartz and rock was formed. The diorite forms the hanging wall of this mass, and the porphyry the footwall. Between the footwall and the sulphide a band of chlorite schist was formed, probably owing to metamorphic conditions. Commercial ore occurs along the contact of the schist and sulphide extending into the sulphide, sometimes entirely through the schist, and fingering out into the porphyry. The ore deposit was formed by replacement similar to deposits formed in limestone areas. Faulting and deformation occurred in pre-Cambrian times and again in the Tertiary period, removing approximately 2000 ft. from the top of the main United Verde ore body, forming the United Verde Extension ore body, the only other major ore body in the district. Major development work has shown that the sulphide mass extends to the 3300-ft. level, and diamond drilling below this level has indicated that the mass might extend below the 3700-ft. level, but in a diminished quantity. While many copper minerals exist in the mine, the chief commercial mineral is chalcopyrite. GENERAL DESCRIPTION AND PHYSICAL CONDITION OF MINE After over 50 years of active production, ore still exists on almost every level of the mine. This condition is due to many causes -mine fires, which broke out as early as 1894, caused the abandonment of certain areas; subsidence and ground movements retarded the cleaning up of others. Furthermore, in the early days there was such an abundance of ore that when mining became difficult it was a simple matter to replace the production by going to a deeper level. If the tonnage of merchantable iron ore remaining in the Lake Superior district is divided by the average of the annual shipments for the past 20 years, it will be found that this ore supply will be exhausted in approximately 35 years. This computed exhaustion period would be an indication of the future activities of the iron-mining industry if it were not for the fact that merchantable ore is being manufactured from low-grade ore, of which there is an almost inexhaustible supply in the Lake Superior district. It is true that at present only the simplest of these low-grade ores are being concentrated to any considerable extent, but progress is being made with the treatment of the more complex ores, and now, in addition to 20 washing plants on the Mesabi Range, three plants are equipped with jigs for the treatment of ore that cannot be concentrated simply by washing. The latest addition to the ore-treating plants of the Mesabi Range is a magnetic roasting and concentration plant at Cooley, Minn., in which ore that cannot be concentrated either by washing or by jigging is roasted to the magnetic state and concentrated on magnetic separators. This plant is beginning its third season of operation, and while it is too soon to make definite predictions, there are strong indications that this new process may make commercially possible the manufacture of high-grade, merchantable iron ore from large quantities of low-grade ore now considered worthless. After the iron oxide contained in an ore has been converted to magnetite, almost any desired grade of concentrate can be produced, using magnetic-concentration equipment of the types now in general use for the concentration of the natural magnetites of New York, New Jersey and Pennsylvania. The conversion of hematite (Fe203) to magnetite (Fe3O4) is easily accomplished by heating the ore to a dull red temperature in a reducing atmosphere. The reaction is slightly endothermic, and while it requires 200 B.t.u. to heat to 900' F. one pound of hematite ore containing 45 per cent Fe, it requires only 100 B.t.u. to convert the oxide into magnetite. IN view of the recent findings of a pronounced ordering of atoms in s phase alloys containing elements of the first long row of the periodic table (and including molybdenum),l it is of interest to resolve the question of ordering for s phases containing second and third-row elements. Examples of the latter have been provided recently by Greenfield and Beck2 and two of them, Re-Cr and Ru-Cr, would appear to be favorable for a study of ordering by X-ray diffraction methods because of the considerable differences in the scattering factors concerned. In addition, s phase is found to occur in the Os-Cr system, where the difference in scattering factors is even larger. Accordingly, X-ray powder intensities have been measured in an attempt to learn the nature of the ordering, if any, in these three v alloys. Since there is no reported work on intermediate phases in the Os-Cr system, an exploratory investigation was made in this system, and it was found that, in addition to the s phase, the phase with the A-15 or ß-W structure also occurs. Specimen Preparation—The alloys were prepared by compressing mixed powders of —200 mesh size and sintering in an atmosphere of pure dry hydrogen. All alloys were rapidly cooled from the annealing temperature to room temperature in a stream of cold dry hydrogen in a water-cooled chamber. Table I lists the sources and purities of the starting materials, as well as the details of processing for each of the alloys investigated. Intermediate Phases in the Os-Cr System—In the absence of information on intermediate phases in the Os-Cr system, it was suspected that this system would resemble that of Ru-Cr, where a s phase, RuCr2,2 and a phase with the A-15 structure, RuCr3,3,4 have been identified. Season cracking of 70-30 cartridge brass cases of small arms and artillery ammunition has been under investigation at the Frankford Arsenal for many years. The nature of this stress-corrosion failure has been found to be intergranular. Much of this work, however, has been directed toward improvements in method of manufacturing the cases so as to reduce the tendency to season crack and little progress had been made toward finding the source of the chemical agent producing the inter- granular corrosion. Ammonia has been shown to produce season cracking in brass and is known to be present in certain atmospheres, particularly industrial, in sufficient concentration to cause cracking. However, in the case of small arms ammunition, the hypothesis that atmospheric ammonia is the cause will not hold, since small arms ammunition is hermetically sealed during storage and yet occasional lots are found to have cracked after 3 to 5 yr. storage. Much of the early study of season cracking in small arms ammunition was done by Nicholas H. Murdza of the Frank- ford Arsenal. In 1936, he suggested that the corrosive agent might be one of the decomposition products of smokeless powder and mentioned nitrogen oxides specifically. Then in 1937, Murdza suggested that the breakdown of smokeless powder in storage resulted in the formation not only of nitrogen oxides but also ammonia

PHASE relations in the system CoO-SiO2 have been determined as a basis for further investigations of thermodynamic properties of olivine solid solutions involving Co2SiO4 as a component. Previous data on the system CoO-SiO2 are incomplete or uncertain. Biltz and Lemke1 determined the melting point of cobalt orthosilicate as 1345°C , but Asanti and Kohlmeyer2 have later found a considerably higher temperature, 1420°C. The latter authors also studied melting relations of one mixture on the CO side and two mixtures on the SiO2 side of the orthosilicate composition and sketched a tentative phase diagram for a limited composition range of the system. However, no phase identification was carried out, and the authors left unanswered the question of the possible existence of a stable meta-silicate phase. Greig3 showed that a 90 wt pct SiO2-10 wt pct Co mixture at 1725°C consists of two immiscible liquid phases. The quenching technique was used in the present investigation. Mixtures of high-purity cobalt oxide ("Fisher Certified") and dehydrated silicic acid ("Baker Analyzed") were equilibrated in air atmosphere. The samples were then quenched to room temperature and the phases present were identified by microscopic and X-ray examination. The samples were kept in small envelopes made from thin (0.0004 in.) platinum foil. Thermodynamic data which have become available recently for Pt-Co alloys4 were used to check that the losses of COO from the oxide samples by alloying of cobalt with platinum in the present investigation were too small to change significantly the compositions of the oxide material during the equilibration. A vertical tube furnace with an 80 pct Pt 20 pct Rh resistance winding was used in runs up to 1510°C. Temperatures in these runs were measured with a Pt vs 90 pct Pt 10 pct Rh thermocouple calibrated against the melting point of diopside (CaMgSi2O6, 1391.5?C). The given temperatures as measured by this technique are estimated to be accurate to *5°C. Quench runs at temperatures above 1650°C were made with a modified Roberts and Morey5 strip furnace, using strip resistors composed of a 60 pct Pt-40 pct Rh alloy. Temperatures were measured with an optical pyrometer which was calibrated against the liquidus temperature of a mixture composed of 10 wt pct CaO, 90 wt pct SiO2 (1707°C). The temperatures measured with this technique have an estimated accuracy of +15°C. The results are shown graphically in Fig. 1. Only one intermediate phase, the orthosilicate Co2SiO4 with olivine-type structure, is stable in addition to the end members cobalt oxide and silica. The melting point of the orthosilicate was found to be 1415" ± 5°C. The metastilicate CoSiO3 is not stable at the temperatures of the present investigation. The two eutectic points in the system CoO-SiO2 where COO plus olivine, and olivine plus silica, coexist with liquid were found to be 72 wt pct COO and 1407°C and 63 wt pct COO and 1381°C, respectively. The melting point of cobalt oxide in air was taken as 1745?C, based on the previous data of Aukrust and Muan.6 Within limits of error (+ 5?C), identical eutectic temperatures to those determined in air were found when two representative mixtures were equilibrated at 1 atm O2 pressure and in an atmosphere of 84 vol pct CO2, 16 vol pct H2. This suggests that changes in oxidation state of cobalt in the condensed phases are not significant as far as their effect on the phase relations are concerned. This inference was substantiated by failure to detect7 any "excess oxygen" (i.e., oxygen in excess of that contained in Co2SiO4) in a sample of orthosilicate composition equilibrated in air 10°C above the liquidus temperature and subsequently quenched to room temperature. IN approaching the problems of sampling coal, a brief statement of certain facts that are more or less taken for granted may he helpful: 1. The coal-mine operator needs reliable data as to the physical and chemical characteristics of his coal in order to plan and control intelligently its mining, preparation, and marketing. The consumer needs such data in order to select the equipment and the coal best suited to meet his requirements, to check the quality of fuel delivered, and the efficiency of its use. Various government control agencies require such data as a basis for classifications and establishment of limits, for use in carrying out the requirements of federal, state or municipal laws. 2. All such data must be obtained by analyses, measurements, or tests made on samples, which are taken to represent the coal tested. It is now becoming generally recognized that, in accordance with statistical laws, test results from samples are not expected to represent the exact qualities of the lot or lots from which they are taken, except within statistical, or "expected" limits. Such limits are definitely specified by some present standards of the American Society for Testing Materials and the British Standards Institution. 3. Samples that give ash within satisfactory limits are usually assumed to be sufficiently accurate for other analyses, except under special conditions such as meeting close specifications for coals showing wide variability in sulphur, fusibility of ash, or other quality. 4: In. modern coal sampling the increment is recognized as the basis for taking samples. For a given accuracy the number and weight of increments specified are increased with: (a) the expected ash, and (b) the top size designation of the lot to be sampled. 5. It is extremely important that every sampler recognize that: the specified number and weight of increments are minimums, and that. the precautions to be used in order to take them properly are also minimums; that in the reduction of the gross sample the sizes specified for the coal after each stage of the crushing are maximum; that the quantities specified to be taken after each crushing stage are minimum; that any short cuts or failures to meet the requirements specified will reduce the statistical accuracy of the results, although it is possible that one or two checks on a few results may seem to show otherwise.

It is now becoming generally recognized that, in accordance with statistical laws, test results from samples are not expected to represent the exact qualities of the lot or lots from which they are taken, except within statistical, or "expected" limits. Such limits are definitely specified by some present standards of the American Society for Testing Materials and the British Standards Institution. 3. Samples that give ash within satisfactory limits are usually assumed to be sufficiently accurate for other analyses, except under special conditions such as meeting close specifications for coals showing wide variability in sulphur, fusibility of ash, or other quality. 4. In modern coal sampling the increment is recognized as the basis for taking samples. For a given accuracy the number and weight of increments specified are increased with: (a) the expected ash, and (b) the top size designation of the lot to be sampled. 5. It is extremely important that every sampler recognize that: the specified number and weight of increments are minimums, and that the precautions to be used in order to take them properly are also minimums; that in the reduction of the gross sample the sizes specified for the coal after each stage of the crushing are maximum; that the quantities specified to be taken after each crushing stage are minimum; that any short cuts or failures to meet the requirements specified will reduce the statistical accuracy of the results, although it is possible that one or two checks on a few results may seem to show otherwise.

RESIDUAL stresses in metals operate under a cloak of mystery, as they have neither been seen in the laboratory nor detected by means of the microscope. In spite of their phantom-like nature, they frequently exert metallurgical effects that cannot be ignored. In some cases the results have been detrimental, causing rejections or premature failures, but frequently the effects have been highly beneficial to the producer or consumer of metal products. First, however, what is a residual stress? When a metal is plastically deformed by bending, rolling, pressing, or by a phase transformation or precipitation from solid solution, or by a sharp temperature gradient resulting from nonuniform cooling, quenching, or welding, it remains in a state of strain. The strains or strain gradients produced by such operations and retained after all external forces are released are known as residual strains, and the accompanying stresses as internal or residual stresses. Many defects or failures in metal products have been ascribed to residual stresses, sometimes erroneously, because there was no other apparent explanation after the usual metallurgical tools of diagnosis had been applied. For example, during World War 11, the forged aluminum alloy aircraft cylinder head in the reciprocating engine began to replace the cast head with the familiar cooling fins. The fins were machined in the solid forged head by an ingenious milling operation. One plant reported an epidemic of excessive distortion during the delicate high-speed milling. A thorough examination revealed that the composition, heat treatment, mechanical properties, and metallurgical quality of these heads were comparable to those of forgings that machined satisfactorily. It was then claimed that the cause of the machining difficulties was connected with residual stresses resulting from the quenching during the solution heat treatment. An elaborate stress analysis actually demonstrated, however, that the magnitude of residual cooling stresses was lower in the cylinder heads which machined poorly than in those which were satisfactory in this respect. Subsequent tests proved that the machining problems in this case originated from variations in the tools and tool design. Sources of Residual Stresses in Metals Residual stresses are of two origins—mechanical and thermal. Thus, stresses may be produced in a metal by any cold-working process. The distribution and magnitude of these mechanically produced stresses can be calculated in a satisfactory, although approximate, manner for such simple cases as bending, torsion, and expanding of tubes. However, most manufacturing processes are too complex, and the original stress-strain relations in the products are not sufficiently known to permit calculation of the resulting residual stresses. Also, a specific process, such as wire drawing, may vary in complexity or uniformity of working, and large or small residual stresses may result, depending on the conformation of the dies and other features of the working process. THE accuracy with which grade and tonnage of a mineral deposit may be calculated from diamond-drill assays is dependent upon: (I) the reliability of core and sludge samples and (2) the validity of methods used in grade and tonnage calculations. Limitations imposed by drilling and sampling preclude elaborate methods of computation. In adjusting core and sludge assays the importance assigned the core and sludge samples may be based on either the respective weights recovered or the respective volumes represented by each. Only when core and sludge recoveries are poor do discrepancies between adjusted assays calculated by these two methods develop, in which case the "weight" method gives emphasis to the core sample and the "volume" method gives emphasis to the sludge sample. When the sludge suffers classification within the drill hole, the weight method gives more accurate results; when the sludge sample suffers no classification, the volume method gives more accurate results. Any drilling campaign offers a compromise between desired accuracy on the one hand and expediency, limited time, money, or facilities on the other. Since the determination of grade and tonnage is an approximation at best, a proper basis for their computation requires a knowledge of the limitations imposed by all phases of work upon which the calculations depend. A rational basis for coordination of these phases of work requires determination of: (I) the degree of accuracy desired, as a function of the object of examination; (2) the degree of accuracy attainable, as a function of the limitations imposed in the drilling and sampling program; and (3) the validity of method to be used in calculating grade and tonnage from core and sludge assays. This paper presents results of a comparison made between two commonly used methods of adjusting core and sludge assays, the assumptions upon which these methods are based, and the interrelationship of the phases of work upon which these calculations are dependent. OBJECT OF EXAMINATION The purpose of prospecting any mineral deposit is to secure sufficient samples from which ore grade and tonnage may be calculated. Any mine examination, preliminary or formal, has a definite purpose, although its scope may be limited or broad. The type of examination to be conducted is dependent, therefore, upon the reason for instituting the investigation; its scope and thoroughness are directly related to economic considerations. It is highly desirable, therefore, that before starting a drilling campaign a complete understanding of the extent of examination and desired degree of accuracy be determined as a means of simplifying the drilling program and unifying the relative degree of
