LEAD mining has been carried on in several localities of the Province of Ontario in a desultory fashion for the past 60 years, but up to 1916 the results have not been of much commercial importance. The most ambitious attempt was made by an English company which built a lead smelter at Kingston, Ont., in, 1880 to treat the- concentrates from the . Frontenac mines. After 2 years' operation, the -mines and smelter were abandoned. Up to the present there has not been a sufficient tonnage of concentrates to support an efficient blast-furnace plant and as most of the small properties could not stand the heavy freight and duty charges into the United States, development work has not been carried on in a, systematic manner. As a result the industry has languished. At, Galetta, in southeastern Ontario, considerable prospecting and development work has been carried on in the last few years and very promising deposits of galena have been found in the Chats Island group by the James Robertson Co., Ltd., of Montreal. The chief deposit is that of the Galetta or Kingdon lead mine, located on Chats Island in. the Ottawa River about 5 miles east of the town of Arnprior. The rocks' in the vicinity of -the mines consist of an interbedded series of crystalline limestone and biotite gneisses of pre-Cambrian age. This part of the Ottawa River' basin has been severely faulted and the overlying Paleozoic limestones may be seen in normal fault contact with the pre-Cambrian. The vein filling is of a very well-marked fault fissure type and although the amount of displacement is not determined at this point, similar faults to the east show a displacement of from 1,500 to 1,800 ft. which would indicate mineralized fault fissures of considerable depth. The ore occurs in a highly crystalline calcite with some barite and fluorite, and the galena occurs more or less richly disseminated in clusters and crystal aggregates. In some cases these masses weigh several hundred pounds. Small amounts of sphalerite are occasionally encountered.

The year 1937 must be considered the most eventful one ever experienced in the development of oil and gas activity. Out of a total of 57 new pools discovered, 18 are apportioned to eastern Kansas and 39 to western Kansas. (For statistical purposes Kansas is divided along the meridian that separates ranges 3 E. and 4 E.) In addition to numerous longdistance extensions of the large Hugoton gas field of southwestern Kansas, two other gas pools were discovered in the area lying west of range 3 E. The 37 new oil pools in that area are to be found in 13 different counties, among which Rice heads the list with a total of seven oil pools and one gas pool. Ellis and Barton Counties both added six new oil pools, while Russell County follows in fourth place with four. Among eastern counties Butler heads the list with four new pools. Cowley arid Chautauqua each accounted for three new discoveries. The number of wells necessary to accomplish this result totals 2657, of which 1915 are oil wells and 128 gas wells. The initial production of the oil wells amounted to 2½ million barrels. Although most of the wells were drilled in proven territory, there was a good deal of wildcatting. The fact that 614 dry holes were completed emphasizes the ever-present risk attendant upon the efforts of pioneers. Some of the more venturesome spirits reached out to the counties farthest west in the state. An indication of the feverish excitement reached at times is recorded in the fact that no less than 600 drilling operations were in progress during one week in May, or the fact that over 100 new locations were staked during the second week in July. During one week in May, 65 successful oil wells were completed for an initial production of 68,000 barrels. Many drilling obligations came due during the year, and this perhaps accounts for the fact that one company had as many as 59 active operations at one time during September. Another evidence of great interest in oil possibilities in Kansas is furnished by the record of sales of oil properties, which in one case reached the high figure of about $3000 per acre.

President Raymond called the meeting to order, and introduced Mr. Abram S. Hewitt, who welcomed the Institute to New York. President Raymond, in behalf of the Institute, replied. The President then read the following report of the Council for the past year. The Council respectfully report that the American Institute of Mining Engineers has held four meetings-at Wilkes-Barre, Bethlehem, Troy, and Philadelphia, respectively-all of which have been well attended, and socially and professionally most successful. The proceedings of these meetings having been published in the Engineering and Mining Journal, and sent to all members and associates, are sufficiently well known. Forty-four papers, by twenty-six authors, have been read. These papers embrace s wide range of subjects, and prove the practical character of the proceedings of the Institute. The finances are in a satisfactory condition. By the report of the Treasurer it appears that $1290.10 have been received, $519.90 expended, and that $770.20 now remains in the treasury exclusive of fees for 1872. This fund, it is hoped, will be so increased by voluntary subscriptions as to enable us before long to issue s volume of our most important transactions in a permanent form. The Council has made a favorable arrangement with the Scientific Publishing Company, publishing the Engineering and Mining Journal, by which that journal became the organ of the Institute for the first publication of the proceedings, papers, and notices to members. This arrangement it is proposed to continue through the present year unless the Institute shall otherwise direct. It is not intended to supersede the publication of an annual or occasional volume, but to maintain an interest in the Institute, and to serve the convenience of members while our funds do not permit s more ambitious publication.

WINFIELD SCOTT MORRIS, known from Coast to Coast within the petroleum industry as "Buck" Morris, is and has been for several years an outstanding man in the Petroleum Division of the A.IM.E., so it is most natural to have him as the Chairman of the Division. "Buck" has been such a vociferous promoter of everything TEXAS that most of his friends believe him to be a "Longhorn" by birth-but the records show he was born at Wilmington, N. C., on July 29, 1901. He worked his way through college and graduated from the University of North Carolina in 1924 with a B.S., followed by a C.E. in 1927. His graduation thesis was entitled "De¬sign of a Modern Oil Refinery."

COUNTRY RISK ANALYSIS A company operating in a foreign country assumes all the risks that it would at home. However, beyond these, it assumes risks that arise from the unique political economic, financial conditions of the foreign country which it operates. These risks are known as "country risks". The importance of these risks has grown appreciably in the recent past (particularly in the aftermath of Iran's revolution in the late 1970s and Mexico's debt rescheduling of 1982-83), and as a result, country risk analysis has become an increasingly useful management tool. Country risk analysis seeks to assess the probability that countries will service their aggregate foreign liabilities on time, as well as the probability that country conditions could inhibit the debt service capability of private sector debtors. This involves assessment of both the ability and the willingness of countries to meet their external liabilities in a timely fashion. "Ability" is linked economic and financial variables: principally, a country's economic structure, foreign exchange generating capacity and debt service burden. On the other hand, "willingness" is tied to political factors: mainly the economic/financial orientation of government policy and the stability of economic decision making. Ability: Economic, Financial Conditions and Prospects Judgement of a country's ability to meet foreign financial obligations begins with a detailed study of a country's external balance sheet which compares the country's foreign liabilities and assets. Table 1 below presents country balance sheets for Mexico, Korea and Indonesia. On the other hand, the relationship between Korea's external liabilities and assets ($50.5 billion and $7 billion, respectively), is more favorable and helps explain why Korea has been able to meet debt service payments and maintain its access to the international capital markets. Indonesia has even a more favorable relationship between its foreign assets and liabilities, $31 billion and $9 billion, respectively, and its debt is mostly lower interest rate, non-bank debt, making for a less onerous debt service burden. High-grade cobalt concentrates were produced from the complex Blackbird ore with very good recovery in continuous pilot-plant operations in which a low-grade bulk cobaltite-pyrite flotation concentrate was roasted in a multiple-hearth furnace to oxidize the pyrite selectively. The cobaltite was floated from the resulting calcine. THE existence of the cobalt-copper deposits in the Blackbird district, Lemhi County, Idaho, has been known for many years. However, these deposits have not yet been exploited successfully because of the low grade of the ore, absence of information on ore reserves, and lack of feasible methods for concentrating and recovering cobalt from the ore. In 1941, when it appeared that World War II might interfere seriously with imports of cobalt from overseas, the U. S. Bureau of Mines started an extensive mining and metallurgical investigation of the Blackbird deposits. Exploration by trenching and drilling1 indicated that ore reserves were adequate to warrant consideration of large-scale exploitation. A process for producing high-grade cobalt concentrates from the ore was developed at the Salt Lake City Station of the Bureau,2 and hydrometallurgical procedures for producing cobalt metal or oxide from the concentrates were developed at the Boulder City Station.3 The Howe Sound Co., through a subsidiary, the Calera Mining Co., carried out further exploratory work, which increased probable ore reserves to a tonnage commensurate with a large investment in mine, mill, transportation facilities, and refinery. Simultaneously, the metallurgical staff of the company, working in cooperation with the Bureau of Mines, further investigated the metallurgical problems. It was the opinion of both groups that pilot-plant testing was required to translate laboratory results into plant operation. In general, the Blackbird ore has a high content of pyrite and some pyrrhotite and contains 0.5 to 1 pet cobalt and 1 to 2 pet copper, which are present essentially as cobaltite and chalcopyrite. The copper can be recovered readily as a high-grade concentrate by selective notation. The cobalt then can be recovered as a bulk sulphide concentrate assaying 4 to 5 pct cobalt, but no satisfactory procedure for separating the cobalt from the pyrite and pyrrhotite directly by flotation had been found. The method developed by the Bureau for producing a high-grade cobalt concentrate is essentially an application of the old Horwood process of selective roasting.4 The bulk sulphide concentrate is roasted to form an oxide coating on the iron mineral particles, and the calcine is then treated by flotation. The oxide coating prevents the iron minerals from floating so that it is possible to obtain a high recovery of cobalt in concentrates assaying more than 20 pct cobalt. Laboratory tests by metallurgists of both the Bureau and the Howe Sound Co. had indicated the optimum roasting temperature to be 425° to 450°C. At lower temperatures the rate of oxidation of the iron minerals is too low, whereas at higher temperatures substantial quantities of cobalt are rendered water-soluble. Because of its high sulphur content (35 to 40 pct), the bulk concentrate tends to continue to burn after it has reached the optimum roasting temperature. Although excessive temperatures could be avoided in the small-scale laboratory furnaces, there was considerable doubt that the temperature could be controlled properly in industrial equipment. RECENT completion of a $40,000 lubricating oil plant will make it possible for students in the School of Petroleum Engineering at the University of Oklahoma to carry out on a large scale the entire process of refining crude oil, from the time it is received in tank cars and pumped through the 1/4-mile University pipe line to storage tanks on the campus until the various products appear in finished form. This plant is part of a $100,000 expansion program which this school has been carrying out during the past year. With the gradual depletion of the natural-gas pools of the Kansas district, together with the uncertainty of further cheap fuel developments, some of the western zinc companies turned to the coal fields, attracted by their permanency and the success of the Matthiessen & Hegeler Co. and the lllinois Zinc Co. Being then confronted with the problem of using a relatively high-priced fuel, although the ultimate supply was very great, the fuel economies of the kilns and furnaces became of far more importance, and the more modern equipments, as a result, embodied distinct gaias in this phase of the business. In addition, there have been some pronounced advances in the actual making of gas from these coals. Increased efficiency in gas making has contributed its hare to lowering costs and those plants located in the higher priced fuel districts have probably been obliged to study these economies somewhat more closely. Naturally, many beneficial changes have resulted in both practice and apparatus in these sections. On certain western coals, for instance, the actual saving in fuel consumption has been 50 per cent. By this is meant that, where about 1.75 tons were burned to smelt 1 ton of oxidized ore, 0.7 to 0.9 ton is now required. While comparisons by T. R. Ingalls1 of fuel economies in smelting in this country and Germany before the war may, in general, be correct, they do not appear to do justice to the more progressive American practice. It is doubtful whether German plants were substantially bettering these fuel ratios. Data furnished by Bender and Frams do not afford records averaging less than 0.9 ton coal per ton ore on materials from 40 per cent. to 50 per cent. zinc. Fuels As producer fuel, Illinois, Indiana, and Kansas coah offer a wide range of material, although varying much in their amenability to gasscation. A present the colleges and universities are struggling to meet the responsibilities placed upon them by the return of the veterans from the armed forces to the educational institutions as well as the youth graduating from the high schools. The problems of meeting these responsibilities are complex and upon the shoulders of the educational administrators lies much of the burden. One of those educators who is in the midst of this situation is James Rowland Cudworth, dean of the College of Engineering of the University of Alabama and Chairman of the Mineral Industry Education Division, AIME, both for 1946 and 1947. He was born at Norwich, Conn., on Sept. 23, 1897, and like his father before him went to the Massachusetts Institute of Technology where he received his Bachelor's degree in 1921. His studies at MIT were mainly in the fields of geological and mining engineering. Why a New Englander studies mining is anybody's guess, but it may be due to a love of traveling to far places which so many New Englanders do. After graduating tinder the famed Waldemar Lindgren. Jim trekked to Mexico where he worked at Pachuca for the Cia. Real del Monte and at Charcas with the American Smelting and Refining Co.

NO other man now on the Institute's Board has a record of long service to his professional society comparable with that of Karl Eilers. He joined in 1888; he was a Councilor as far back as 1909, a Vice-President as early as 1912, and for the last ten years has been continuously a Director and Treasurer. It seems fitting, therefore, that he is the only member of the present Board that is also an Honorary Member of the Institute. Karl Emrich Eilers was born near Marietta, Ohio, Nov. 20,,1865, which makes him 71 years old. Columbia School of Mines gave him his E.M. in 1889, after which

Equilibrium relations in the system FeO-Fe2O3 Cr2O3 have been determined at 1300°C at oxygen pressures ranging from that of air (0.21 atm) to 1.5 x 10-11 atm. The following oxide phases have stable equilibrium existence under these conditions : a sesquioxide solid solution with corundum-type structure (approximate composition Fe2O3-Cr2O3); a ternary solid solution with spinel-type structure (approximate composition FeO Fe2O3-FeO Cr2O3) and a ternary wüstite solid solution with periclase-type structure and compositions approaching FeO. The metal phase occurring in equilibrium with oxide phase(s) at the lowest oxygen pressures used in the present investigation is almost pure iron. The extent of solid-solution areas and the location of oxygen isobars have been determined. ThE system Fe-Cr-O has attracted a great deal of interest among metallurgists as well as ceramists and geochemists. Metallurgists have studied the system because of its importance in deoxidation equilibria, ceramists because of its importance in basic brick technology, and geochemists because of its importance for an understanding of natural chromite deposits. Chen and chipman1 investigated the Cr-O equilibrium in liquid iron at 1595°C in atmospheres of known oxygen pressures (controlled H2O/H2 ratios). The main purpose of their work was to determine the stability range of the iron-chromite phase. Hilty et al.2 studied oxide phases in equilibrium with liquid Fe-Cr alloys at 1550°, 1600°, and 1650°C. They reported the existence of two previously unknown oxide phases, one a distorted spinel with composition intermediate between FeO Cr203 and Cr3O4, the other Cr3O4 with tetragonal structure. They also sketched diagrams showing the inferred liqui-dus surface and the inferred 1600°C isothermal section for the system Fe-Cr-O. Koch et al3 studied oxide inclusions in Fe-Cr alloys and also observed the distorted spinel phase reported by Hilty et al. Richards and white4 as well as Woodhouse and White5 investigated spinel-sesquioxide equilibria in the system Fe-Cr-O in air in the temperature range of 1420" to 1650°C, and Muan and Somiya6 delineated approximate phase relations in the system in air from 1400" to 2050°C. The present study was carried out at a constant temperature of 1300° C and at oxygen pressures ranging from 0.21 atm (air) to 1.5 x 10-11 atm. The chosen temperature is high enough to permit equilibrium to be attained within a reasonable period of time within most composition areas of the system, and still low enough to permit use of experimental methods which give highly accurate and reliable results. These methods are described in detail in the following. I) EXPERIMENTAL METHODS 1) General Procedures. Two different experimental methods were used in the present investigation: quenching and thermogravimetry. In the quenching method, oxide samples were heated at chosen temperature and chosen oxygen pressure until equilibrium was attained among gas and condensed phases. The samples were then quenched rapidly to room temperature and the phases present determined by X-ray and microscopic examination. Total compositions were determined by chemical analysis after quenching. In the thermogravimetric method, pellets of oxide mixtures were suspended by a thin platinum wire from one beam of an analytical balance, and the weight changes were recorded as a function of oxygen pressure at constant temperature. The data thus obtained were used to locate oxygen isobars. The courses of the latter curves reflect changes in phase assemblages and serve to supplement the observations made by the quenching technique. 2) Materials. Analytical-grade Fe2O3 and Cr2O3 were used as starting materials. Each oxide was first heated separately in air at 1000°C for several hours. Mixtures of desired ratios of the two oxides were then prepared. Each mixture was finely ground and mixed, and heated at 1250" to 1300°C in air for 2 hr, ground and mixed again and heated at the same temperature for 5 to 24 hr, depending on the Cr2O3 content of the mixture. A homogeneous sesquioxide solid solution between the two end members resulted from this treatment. We note with sincere regret the death of H. T. Chen,, who was killed by forest fire in the mountainous re-ion of Kokiu-Chang where he had been operating as Engineer in Chief of the Yunnan Tin Trading Co. Mr. Chen graduated in 1911 from the Department, of Mines, .University of California, being the first Chinese Government scholar in mining to attend that institution; and one of the first in America. He came of a distinguished family, many members of Which are in official life in Peking and in his native province of Hunan, all of whom are noted for their classical scholarship. He was himself a Hsiao-tsai or Bachelor of Arts, a coveted degree of the old literati class, Which he won under the Manchu regime when he was still a stripling. His mining work in Yunnan was carried on with only the most primitive facilities and in a distant province, but was, nevertheless, attended with great success and profit for his company. The region is infested with brigands and rebellious troops. who frequently turn marauders and prey upon the countryside, and Mr. Chen has had to go to the mines always with a large armed guard sometimes aggregating 150 men and some hundreds of miners, also armed. Two armed squads of men keep in touch with his base 'at Kokiu-Chang every day to get supplies and food, and it is feared that the brigands who have thus been prevented from plundering and mobbing his parties have started 'he fires to burn him out, with the disastrous result reported. Mr. Chen has thus given his life to his country in the attempt to win for modern China and Chinese civilization the raw materials of her new industrial life. He did so cheerfully and with full appreciation of the dangers that beset him, and China regards this as one of the most noble sacrifices of her young sons on the altar of patriotism. He is survived by a daughter of two years and by his widow who was also a graduate of the University of California and will be remembered by her classmates as Lucy Kong, 1912.

Introduction When one thinks about world metal economics today, it seems to me he must go beyond the traditional factors such as exploration, discovery, economic feasibility of development, management, labor, and the application of technology. These elements have been and will continue to be very important, of course, in making available the resources that experts believe the world will require during the remainder of this century. There are, however, some new forces as well as new or different emphasis on some of the old factors that could materially affect the development of the world metal mining industries. For example, in my own company two of the most significant considerations affecting our economics today have to do with foreign political decisions and with environmental concerns here in the U. S. -both of which play a far more significant role in our economic considerations than they did as recently as 10 years ago. After a brief look at some historical data and some projections of probable future demands for the world's major metals, I shall then identify and comment upon some of the factors that I believe will have an increasing impact on the future of the economics of our industries. I do not have any magic solutions to the problems we will face; nevertheless, we in the mining industries of the world are going to have to cope with these matters and find satisfactory answers to the problems they will create. The Past Although the age in which we live has been described as the atomic age, the space age and the computer age, we are, in fact, living in a metals age, and we have lived in a metals age for a very long time. The discovery of copper smelting, for example, is placed at about 4000 B.C. Gold was used in a primitive way before that. Other metals - lead, silver, tin, iron and mercury - were discovered and used before 2000 B.C. In all probability, we will be dependent upon metals beyond the vision of anyone living today. In industrialized nations of the world, man's mode of living is based to a great extent on metals, and it is extremely unlikely

As already said Pattin's map and the later one of Evans' showed coal in several places in Ohio as early as 1750, and possibly 1748; the reference on the latter map was' to an exposure near Bolivar, in Tuscarawas County, as well as along the Hocking River. So far. as now known, it 'was not mined in either place until 1810. George Croghan, in descending the Ohio with his party in 1765, mentions an "Alum Hill" which they saw near the present site of Pomeroy, probably an exposure of saline deposits, but does not mention coal. As settlement north of the Ohio River was prohibited until 1787, no coal was mined until long after that date. In 1785 a survey of seven ranges in the Ohio country was made, the line running west from a point on the north bank of 'the Ohio River, due north of the western termination of the southern boundary of Pennsylvania. The surveyors noted, "from hence to Stoney Brook between two very steep and high Ridges; it is eight yards wide, its bottom is of Slate and Sand Stone, and in many parts of it are large pieces of excellent Coal washed by, the Rains from the Neighboring Hills."' This was the present Yellow Creek, and the coal was from some of the lower measures. The Scioto Company published a pamphlet in French in 1787, to promote the sale of their lands and emigration to them, in which was said,

WITH imperfect instruments it is impossible to make accurate surveys; the results are inaccurate maps, with their attendant consequences. The design of the writer is to describe an improved form of tripod head, and certain defects in an English transit and a miners' dial, with the method taken to remedy the defects of the transit. When the present transit superseded the surveyor's compass, there was one special objection brought against it, and with some show of reason ; namely, that the tripod of the compass with its ball and socket motion, allowed a quicker levelling-up (and, consequently, more work) than was possible with the transit. To this objection it was replied, that the ball and socket would not allow the instrument to be levelled with the same degree of precision that could be attained with the levelling screws, and that if time was sacrificed greater accuracy was attained. Nevertheless, it is a well-known fact that in this country, and especially in England, the compass or miners' dial holds its ground solely from its rapid adjustment. Ever since the introduction of the transit, efforts have been made to give to this instrument the same facility of levelling possessed by the compass or dial, and the same means have been tried, i. e., a . ball and socket motion, since a modification of this in some form was the only method that would answer. The upper part of a transit is, however, much heavier than the corresponding parts of a compass, and, therefore, requires more binding power, which cannot be ob¬tained with an ordinary ball and socket joint. It has been a study with instrument-makers to combine the facility of these two tripods -the quickness of the ball and socket with the steadiness and accuracy of the screws; but in all attempts in this direction the ball and socket of the compass has been literally followed, the entire stability of the instrument depending upon the friction of the ball in its socket. There is great need for a tripod that can be more easily manipulated than the present form, for it rarely happens that an engineer has a level surface on which to set his instrument, and very often
