Queensland is Australia's second largest mining state with world-class deposits of coal, base metals, bauxite and magnesite. The total value of Queensland's mining production is about $5 billion per annum, and coal accounts for around 55 per cent of that total. The environmental issues which arise as part of management and regulation of the industry are resolved within the EMOS process. The Environmental Management Overview Strategy is the cornerstone of the policy 'Environmental Management for Mining in Queensland' developed jointly by the Queensland Department of Minerals and Energy and the mining industry. The Gordonstone Coal Mine is the largest underground mine to gain approval under the new policy. Accordingly, Gordonstone has a well planned environmental management program which takes into account site-specific factors and provides for continuous compliance with the provisions of the Mineral Resources Act in a self-regulatory context.

The Emperor gold deposit occurs on the western margin of a 5 Ma caldera in a large, mafic shoshonitic shield volcano on the island of Viti Levu, Fiji. Products from two major pulses of post-caldera intermediate volcanism filled the caldera. Caldera collapse-related steep and flat faults and zones of shattered rock provided per- meable conduits for vertical and lateral fluid migration and favourable sites for ore deposition. One large hydrothermal system, operating concurr- ently with extrusion of the second pulse of resurgent volcanism, may have produced porphyry- style alteration within the caldera, epithermal mineralization at Vatukoula, and weakly minera- lized, siliceous veins and breccias in an outflow zone northeast of Vatukoula.

The End of the Line for Roadway Development By Michael Kelly, CSIRO Exploration & Mining Michael Kelly highlighted that roadway development performance remains one of the threats to expansion of Australia underground coal exports to the growing Asian market. In a recent industry study, automation was highlighted as one of seven strategies for roadway development improvement. Growing Asian markets The expansion of the Asian coal market is a long term driver for expansion of the underground coal industry in Australia - if significant productivity improvements are made. Imports of steaming coal by Asian APEC members are predicted to rise by from 150 MT to 190 MT. Australia is one of the few countries which has a potential capacity larger than predicted internal needs. Predictions are for exports of black steaming coal from Australia to increase from 50.3 MT in 1992 to 106.3 MT in 2010. To meet this prediction, an investment of $10.7 billion (in 1992 dollars) will have to be made in mining and transport facilities. This is equivalent to the opening of a major new mine each year until 2010. Many of these mines will be underground operations. However, much of Australia's capacity to respond to increased Asian demand will depend on its ability to develop underground technologies and improve productivity. The inability to make sustained improvements in roadway development rates has to date been one of the main reasons why new underground projects have failed to deliver the expected returns.

As I drove in from the airport on Sunday somebody said `On the right you will see Dun- troon, which is the military training school of Australia.' So I asked the driver, where did they get that name? `Oh,' he said, `from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources.

This paper covers only the energy uses of natural resources and does not deal with non- energy uses, which in 1975 were of the order of 10 per cent of the total consumption of energy resources. The United Nations `J' Series of Statistics ex- presses each of the various forms of energy in terms of its coal equivalent in metric tonnes and this basis is followed in this paper. A forecast of energy demand in the non-commu- nist world to the year 1990 is presented with com- ments on the expected effectiveness of conservation efforts in achieving more efficient utilization of energy. A forecast of energy supply for the same period is presented showing the contribution of oil, gas, hydropower, coal, and nuclear fuels, with brief comments on the factors constraining the rate of growth of non-oil energy supplies. The role of `synthetic fuels', i.e. liquid or gaseous fuels produced from coal, oil shale, and tar sands, is reviewed with brief discussion of factors affecting the development of this industry. In somewhat greater details, the growth of demand for oil by geographic regions is analyzed. Particular attention is directed to the source of the oil supplies which will be required. The anticipated rate of discovery of new oil reserves is discussed with comments on lead times required in the development of new discoveries in hostile environments such as the Arctic and deep oceans. The continuing importance of oil supplied from countries which are members of the Organization of Petroleum Exporting Countries (OPEC) is illustrated. Oil will continue to be the marginal ('balancing') source of world energy supply throughout the forecast period and although it now appears that oil supplies will be sufficient to balance the energy equation during the 1980s, little flexi- bility will exist to cope with unexpected growth in demand or slippage in supply. Prudent energy re- source management will require major efforts to stimulate conservation and also to stimulate the rapid development of conventional and new forms of energy supplies and changes in energy consump- tion patterns to utilize the new supplies. Because of the long lead times and the massive capital require- ments involved, governmental policies are needed soon which will stimulate conservation and which will encourage businesses to move rapidly to assure the energy supplies the world will require in the 1990s.

Commercial explosives range from pure emulsions to pure ANFO, with blends of these providing interesting alternatives: energy is often adjusted through addition of aluminium, or the control of density. The energy rating of explosives is derived chiefly from detonation codes, which are used to derive expressions for the internal energy change of the detonation products as they do work under expansion. While all codes used for this purpose work on the basis of Ideal detonation, it is common knowledge that commercial explosives operate in the Non-Ideal domain, which affects the mode of energy delivery to the environment. However, since Ideality represents the foundation from which actual performance evolves, it is valuable to examine the intrinsic energy release of a formulation before attempting to understand the influence of Non-Ideality. In examining the Ideal pressure profile of fundamental formulations, remarkable correlation has been found with field performance, and this increases understanding of the influence of various formulation modifications, especially in regard to the stage at which energy is released, and the effect on rockbreaking. This work has emphasised the value of attempting to understand and define better the non-ideal detonation process.

The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.

The Engel Model search simulator is described with particular emphasis on preparation of input parameters. The computer has a "black box" role in the same way a telephone or radio is a "black box" in communications. A search technique (sensor) is selected and applied in two stages of'search, namely, reconnaissance and detailed. The model relies on knowing and quantifying the parameters of the target sought and the search technique; this is usually done by analogy studies from available literature and experience. The parameters are then balanced by feasibility studies on the search area. Case histories show that the study makes the user aware of what he is likely to find rather than what he wants or needs to find to be viable. Two case histories are presented: one for Mississippi Valley type lead- zinc deposits and another for stratiform copper. The first study showed particular benefits in the input stage and highlighted the fact that one could expect a lot of encouragement by way of interesting results but with little chance of finding the high-grade,

Shortly after Denny, Robson, and Irwin published their first paper in 1937, on the prevention of silicosis by metallic aluminium, experiments were begun on the practical application of the discovery.It was thought at that time that aluminium powder, to be effective in aluminium therapy, would have to be intimately admixed with siliceous dust at the latter's source. There followed several years of experimental work underground, during which the application of aluminium powder was tested in:(1) Speakers on machine columns, vibrated by drills.(2) Vials placed in drill holes to be blasted.(3) Both homogeneous and heterogeneous mixture with explosives.(4) Packages with tamping.(5) Compressed-air lines.(6) Special compressed-air ejectors for use while drilling and after blasting.(7) The discharge of ventilation fans.(8) The filters of respirators.It was concluded from this research that any adequate method of introducing aluminium powder into a mine atmosphere would require too much extra gear, supervision, and aluminium p;wder, and would interfere unduly with underground routine.Later, animal experiments by Denny, Robson, and Irwin2 showed that aluminium powder provided effective therapy when inhaled independent of silica dust. Therefore, some means of surface treatment was deemed more practical.APPARATUS USED IN THE DEVELOPMENT OF ALUMINIUM PROPHYLAXIS SAMPLINGA basic requirement was a method of sampling to assess accurately the particle-size concentrations of dispersed aluminium powder. Konimetry, though regularly practised at McIrityre, was inadequate for the research in mind. On the other hand, the efficiency of the thermal precipitator was recognized as being very high. The industrial practice of separating finely' around valuable minerals from associ- ated gangue materials by froth flotation is well known. Despite the obvious importance of this industrial process, the predictive tools for plant engineering evaluation of flotation process variable changes are still in a developmental stage. Consider, for example, the situation where an operating engineer is faced with evaluating a change in an existing chemical reagent scheme, possibly based on batch laboratory data. When all is said and done, the engineer must still perform detailed physical testing of the proposed reagent change on the actual equipment in plant use to be confident even of the direc- tion of change of plant results, let alone the economic viability of the change. The theory behind chemical reagent behaviour in froth flotation has been studied extensively, e.g., (Aplan {1980}, Fuerstenau {1976}, Fuerstenau {1962}, and Somasundaran {1980}), and, certainly, important progress has been made. Unfortunately, the nature of the flotation process, with its complicated heterogeneous surface chemisty activity operating on highly variable and difficut to characterize ore surfaces, coupled with com- plex mass and momentum transfer phenomena, :;l riously compromises the plant scale predictive capability of theoretically based models.

In an on-going study of the chemistry of base metal sulphide flotation, the effect of the inclusion of cyanide in the reagents suite has been studied, with special reference to ore from Pasminco Mining's Elura mine. Cyanide has been variously described as an iron sulphide depressant, a preventor of sphalerite activation and as an activator of galena. In the case described here, the cyanide appeared to act as an enhancer of the galena flotation performance, raising the lead recoveries by 25 per cent but leaving the sphalerite and pyrite responses unaffected. The lead rougher flotation performance with and without cyanide was investigated over a wide range of redox potentials (0 mV to 400 mV SHE). In all cases, the inclusion of the cyanide brought about an increase in the galena recovery and was responsible for a faster rate of galena flotation during the initial stages of the beneficiation. A surface characterisation study (XPS) of the lead flotation stage, with and without cyanide, indicated that the reagent interacted specifically with the galena and pyrite minerals. It was possible to correlate the surface absorption of the cyanide on the lead and iron sulphides with improvements to the flotation performance using the combination of surface spectroscopy and laboratory flotation Testwork.

The integration of environmental and permitting strategies into development has become a routine part of doing business for the international minerals industry. Paralleling the development schedule with the environmental and permitting schedule is critical to ensuring that design recognises environmental constraints and that the environmental and permitting program has the right focus and achieves the objective of obtaining workable permits that reflect the project design. Regulatory issues including the law of and controls established by the country the project is situated in, the requirements of international financing institutions, international politics and the role of environmental groups and the particular precedents and processes established are all important issues that must be recognised and incorporated into the permitting program by the developer. Technical issues including collecting early environmental data during exploration, establishing hydro-meteorology equipment, baseline data gathering, and getting good environmental engineering information as a part of feasibility and design are also critical issues to the success of a project which are under the direct control of the developer. Finally tying all of these issues into a single integrated strategy under the direction and control of a nominated team is necessary to maintain focus and achieve results.

Organo-sulphur-based collectors (eg xanthates, dithiocarbamates and dithiophosphates) are widely used in the flotation of sulphide minerals. Xanthates (ROC(=S)Sû), for example, adsorb strongly at sulphide mineral surfaces, in a reaction that is electrochemically coupled with the reduction of dissolved oxygen. One of the oxygen reduction products, hydrogen peroxide, reacts directly with dissolved xanthate, leading to its oxidative decomposition. Experimental work has been conducted, using ethyl xanthate, to understand the molecular mechanism by which hydrogen peroxide reacts with xanthates. A number of degradation products have been identified, some of which have not been reported previously. This oxidative decomposition reaction pathway is discussed in the broader context of xanthate decomposition in flotation systems. One of the identified ethyl xanthate decomposition products, ethyl perxanthate (ROC(=S)SOû), has been observed in the process water of a number of mineral processing operations. The interaction of this molecule with goethite (α-FeOOH) particles, typical of that found in tailings dams, has been studied in more detail using attenuated total reflectance (ATR)-FTIR. The ethyl perxanthate molecule has been found to coordinate to iron (FeIII) at the goethite surface, and undergo a surface-catalysed decomposition process. In the presence of both PbII and goethite, a ternary surface complex is formed, where ethyl perxanthate is coordinated directly to surface adsorbed PbII atoms. The results obtained give some insight into the environmental fate of ethyl xanthate in tailings streams, and a basis on which to consider the environmental importance of such species in tailings dams. Strategies for the destruction of residual xanthate levels in waste water streams are discussed in terms of the likely reaction products.

Many low sulphidation epizonal gold and zinc-lead vein deposits within magmatic arcs are situated on basement highs, and post-date both the main volcanic episode and porphyry copper (gold) mineralisation. These features are best explained by emplacement of a flat batholith a few kilometres beneath each mineral district, as recently demonstrated by geophysical data in the Baia Mare district of Romania. The batholith provides heat for the hydrothermal system, and results in extensional faulting both through up-doming of the overlying rocks, and in some arcs through incipient collapse of the thermally weakened crust under regional extensional stress. More water-rich magmas emplaced at greater depths could explain some deep epizonal and mesothermal gold deposits situated outside magmatic arcs.

Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.
