The Ranger Uranium Mine is located in the wet-dry monsoonal tropics approximately 250 km east of Darwin in the Northern Territory of Australia (Figure 1). Mining of open-cut ore bodies commenced in 1980 (Pit 1) and ceased in 2012 (Pit 3) and milling and production are scheduled to cease by 2021. At the conclusion of mining and milling operations, mine tailings will be returned to the mined out pits 1 and 3, which must then be physically isolated from the environment for at least 10,000 years (Australian Government 1999). The final landform also needs to have sufficient mitigation measures in place to ensure that areas downstream are not impacted by erosion products from the mine site. The proposed post-mining rehabilitated landform will cover approximately 847 hectares (8.5 km2) which represents an area that has the potential to supply sediment to catchments and streams downstream. One method of reducing runoff and associated sediment is the construction of rip lines along the contour to slow down the runoff velocity and to also trap fine sediment and nutrients in the depressions to assist vegetation growth.CITATION:Saynor, M J and Lowry, J B C, 2018. Due primarily to the publication of the Fitzgerald Report the impact of taxation on the mining industry and the amount of taxes actual- ly paid by the industry have become items of intense debate. However, the discussion has been governed more by impassioned rhetoric than considered logic. It is equally as wasteful to the economy for the mining industry as a low cost efficient export earner to be punitively taxed, as it is for the industry to be given excessive taxation assistance. A comparison of the effect of five tax- ation policies on the cash flow of a capital intensive mining project is presented. The policies considered are Liberal 1969, Liberal 1976 with and without the coal levy, Labor 1975 and Labor 1976. The mining project used in the analysis is modelled on published estimates for the proposed Nebo coal project. The analysis is equally applicable to any large mining or petroleum development.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

The discovery of minerals in any community, especially precious minerals, gives a sense of hope and optimism about development prospects within the community. However, the euphoria surrounding such a find could be short lived if the wrong perception is created at the inception of the project, that the exploitation of the mineral resource will pose a serious problem to the community. The socio-economic impact can be negative or positive but if not properly handled, the negatives will outweigh the positives. Illegal mining activity, popularly known as Galamsey in Ghana, is a typical example of the negative impact of the mineral industry. Galamsey activities have resulted in an increase in school drop-out rate, pollution of water bodies affecting entire communities bringing a lot of health problems, destruction of farm lands, destruction of rail lines resulting in transportation problems, armed robbery, prostitution, just to mention a few. The improvement of the water supply system in the surrounding communities, implementation of sustainable development programs, improvement in the infrastructure, are just a few examples of positive socio-economic impact.Factors responsible for the socio-economic and environmental impact include: the unwillingness of most companies to invest substantial resources to deal with environmental issues, lack of adequate professionals with the requisite appreciation for environmental issues related to their activities, realisation that support of surrounding communities is key to successful operations, the now globally accepted view that multinational companies should invest in the socio-economic lives of the surrounding communities, etc. In order to ensure the prevention of the negative impact of mining activities on local communities, there should be a paradigm shift in the way the training for the new crop of mining and metallurgical engineers have been structured in the past, social contract with the local communities must be drawn and implemented; it must not be an imposition on the communities but rather a contract arising out of extensive interactions between the industries and the local communities. Environmental awareness has reached a level where communities affected by the minerals industry, to a very large extent, know what they should tolerate and what they should not. There is therefore the need to ensure that effective systems are in place to exploit mineral resources without damaging the environment.

In sampling a process stream, conventional sampling theory deals only with the variation of the analyte content and neglects the impact of the variation in the mass flow on the sampling variance, whether the sampling regime is time-based or mass-based. This is an obvious simplification of the real state of affairs and it is worthwhile to study this impact via simulation.With a facility to simulate large (long) random functions having some thousands of points in the function and the ability to impose covariance functions on the mass flow and analyte variations, such a study is possible. It is also possible to evaluate the impact of correlation between analyte content and mass flows.This paper describes a limited study of the variance increase due to mass flow fluctuations over the usual sampling variance due to analyte variation during the sampling period. The bias in the sampling result is determined for specific modes of correlation. Simulation methods are used as they are the only means by which a sampling result can be compared to the true assay for the lot; in the physical circumstances of mineral process analysis, it is never possible to determine the true process stream assay.CITATION:Lyman, G J, 2017. The proportion of coal production from underground operations in Queensland, is likely to increase in the future. A portion of this increase will come from mines working under farming areas. The degree of compatibility between underground coal mining operations and farming is examined. Two case histories are considered in detail. These relate to farming areas in the Moura and Emerald districts. Mining the Moura, area has been undertaken for the last two and half decades, while in the Emerald area, large scale underground coal mining is currently being planned. Interference to watercourses and water harvesting programmes, damage to crops, and ponding in cultivated areas have been experienced in mining areas. With expansion of underground mining in farming areas, the principle areas of likely conflict are the effects of surface subsidence on irrigation and erosion control structures. Other potential problems that may arise in particular circumstances include reduction in availability of water for harvesting, pollution, surface cracking and damage to surface structures. Finely textured soils and erratic and violent rainfall patterns make farming in central Queensland particularly vulnerable to severe soil erosion unless strict precautions are taken. Soil erosion control is an essential part of farming. Contour banks are used to ensure that runoff velocities are suitably low. Where steep slopes are encountered, grassing is the most effective way to prevent erosion.

Ventilation on demand (VOD) has been demonstrated to significantly reduce operating costs for ventilation fans, by reducing fan output to meet demand. The most effective method for reducing operating costs is to use variable speed drives to adjust the speed of ventilation fans as required – this achieves significantly larger power savings that damper or vane control alone.However, this mode of control will significantly increase the number of speed cycles the ventilation fans will experience. Fabricated impellers have a limited number of start stop cycles based on the materials and method of construction, and the operating stresses due to centrifugal forces. This means that fans experiencing constant or regular speed changes will experience a reduced fatiguelife compared with fans that are run at constant speed.The fatigue life of fans operated under various speeds using VOD is difficult to predict, as it is dependent on the magnitude of speed changes, and the frequency, which will be varied to meet demand. It is important to be able to estimate remaining fatigue life to assist in maintenance planning and avoid unplanned maintenance activities.This paper will review extensive VOD data on fan operating conditions from two primary mine ventilation fans. This paper will demonstrate how this data can be used to calculate accumulated fatigue and predict the remaining fatigue life, and how this compares with fixed speed or non-VOD controlled fans.The increased maintenance costs for the impellers will also be estimated, and compared to the operating cost savings using VOD, to determine if the savings outweigh the additional maintenance costs.

It will be undertaken through collaborative actions that bring together the resources of private and public sector stakeholders in regional Western Australia.   The broad objectives of the project are to: describe and analyse the current situation with respect to the impediments to regional communities being more self sustaining, assess the effectiveness of the current and possible future levels of investment by extractive industry companies in the sustainable development of communities in regional Western Australia, identify and demonstrate collaborative ways in which extractive industry companies in Australia and other countries can play an enhanced role in sustainable regional and community sustainability through strategic engagement and investment; and confirm the effectiveness of the collaborative measures in delivering sustainable outcomes for regional communities by way of attracting and retaining populations and enterprises in Australia and similar environments.

The Imperial Smelting Furnace operated by Sulphide Corporation Pty. Limited at its Cockle Creek zinc-lead smelter was recently equipped with tuyeres angled at 25 degrees instead of the usual 10 degrees. This change was prompted by the results of model studies undertaken by tha Research Department of Imperial Smelting Processes Limited, at Avonmouth in the United Kingdom, and by the favourable results of operating trials on the Cockle Creek furnace using bent-tip tuyeres to simulate 25 degree inclination. The use of 25 degree angle tuyeres has made it possible to operate with lower zinc values in discard slag and has improved hearth stability over a wider range of sinter quality and composition.

Consideration is given to the factors affecting raceway activity and the hearth design of a zinc-lead blast furnace. Results of measurements made on operating furnaces are given and comparisons are made with published data both from operating iron blast furnaces and from dynamic models of the zinc-lead blast furnace. Indication is given of the methods used for assembly of the relevant information into the specification of a commercial furnace design. A discussion on the comparative merits of furnaces of circular and essentially rectangular plan is given based on the concepts explained in the paper.

The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of a gangue mineral grade limits by the concentrator may also result in significant penalties. Online grade analysers which can provide reliable real-time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades. MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at a nickel concentrator plant. The project initially focused on stabilising the final concentrate grade without directly accounting for nickel recovery. The site later procured additional Blue Cube MQi analysers, resulting in the expansion of the FloatStar Grade-Recovery Optimiser to incorporate recovery component in the performance. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The Henty Gold Mine, located in Western Tasmania uses innovative solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. This paper covers the development of a suitable paste fill system to meet the specific needs of the Henty Gold Mine and the successful commissioning of this system for the first time in Australia.

Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. The initial paste fill design was based on the Bad Grund and Ranunelsberg Mines paste fill systems of Preussag in Germany and comprised pumping filtered tailings paste some 1.2 kin uphill from the mill to the mine portal, where cement was to be added before being distributed underground. The system was designed following initial testwork that was undertaken on a bulk sample of ore mined from the scar surface Sill Zone. Subsequently, during the mining of the Zone 96 orehody, it was found that there were significant mineralogical variations in the composition of the ore mined. Following processing, the resultant Icach residue caused significant changes in the paste rheology and therefore the pump and flow characteristics. An alternative solution was implemented that involved the use of agitator trucks to transport the cemented paste to the portal. This required modifications to the fill preparation system and also the underground distribution system. Laboratory strength tests of the HDPF using actual gold plant leach residue showed low early strengths were attained with HDPF containing only filtered leach residue. Therefore, high binder addition rates or an increase in the fill cycle time would be required to allow the fill to gain sufficient strength. A considerable amount of potentially acid generating waste rock also requires underground disposal. By blending the waste rock with the HDPF, the strengths were improved and the required cement addition rate reduced by about one-half. The potentially acid funning waste rock is encapsulated in the highly alkaline cemented paste, minimising the potential for acid generation.

SMC Resources Limited is implementing a selective mining approach at the Hadleigh Castle mine, formerly operated by Aurora Gold Limited. The main ore zone has a length of 250 metres and dips at 40 - 45¦ to the south. Gold mineralisation occurs in a variety of quartz-sulphide lodes in sericitised granodiorite. Shallow dips, alteration intensity and mineralisation style combine to make mining relatively difficult. Previously unworked, high-grade, shallow dipping (30 - 45¦), narrow quartz-sulphide lodes within the hanging-wall of the deposit are also being selectively exploited. Annual production of 35 000 oz Au is forecast from 185 000 tpa ore grading 6.5 g/t Au over a currently envisaged mine life of six years. Operations completed to-date include deepening the decline and access development of the first two levels beneath the previous workings. Longhole stoping operations have commenced in the main ore zone with air leg stoping also underway in the hanging wall lodes.

Newcrest Mining LimitedÆs Telfer Mine is a world-class gold and copper producer, situated in the Great Sandy Desert, in the north west of Western Australia. The mine has a number of distinctive characteristics such as being one of AustraliaÆs most remote mine sites, being within 270 km of the hottest town in the southern hemisphere (Marble Bar) and having been shut down and reopened after a two-year feasibility study. The construction of a new plant and reopening of the mine gave Newcrest the opportunity to review their mining practices and systems including the opportunity to incorporate reconciliation as a core process. Telfer is now well on the way to being one of the largest gold and copper concentrate producers in Australia. When the mine reopened in June 2003, Telfer implemented SnowdenÆs Reconcilor software system to facilitate reconciliation of geological models, production data and plant measurements. The system was implemented on site in June 2004, as a web-based information management system, integrating other existing mining and plant software packages. It continues to provide an auditable process and consistency of data, providing ease of analysis with standard and customised reporting. This paper provides a case study of the reconciliation system implementation at Telfer. It outlines the consolidation of a number of management systems into one centralised system that can be used to compare and reconcile the tonnes and grades from the mine through to the mill. The authors outline the key estimates and measures that are used for reconciliation at Telfer, detailing the characteristics of the system used to capture the information and the benefits that have been gained through the use of a rigorous reconciliation process on a complex orebody.

The sole reason for a mine to exist is to extract the finite mineral resource. Accurate grade control is critical to the economics of any mine. If grade control is not optimised, then no matter how good the downstream processes are, the full potential of the operation will not be realised. The detailed implementation of grade control varies but typically consists of sampling and assaying to determine the location of the ore zones. A lot of time, money and effort are spent defining the location of the ore as accurately as possible à but then it is blown up! The effect that blasting has on grade control is rarely adequately accounted for when the rock is excavated because there has never been an accurate and practical method for measuring blast movement. This paper draws on over six years of research into measuring and understanding blast movement, which started at the Julius Kruttschnitt Mineral Research Centre (JKMRC) of the University of Queensland. The research has made a unique contribution to open pit blasting by helping to develop a practical tool for measuring blast movement, which was then used to improve the understanding of three-dimensional blast movement dynamics. However, these achievements would be of largely academic interest without taking the final step of using this technology and knowledge to account for blast movement by translating the ore polygons in response to the measured movement vectors. This paper provides an overview of blast movement but focuses on one site where blast movement was measured during three separate periods, with significantly different orientation of the mineralisation on each occasion. The theoretical ore loss varied from nine per cent to 24 per cent. The differences are primarily due to the orientation of the ore polygons relative to the direction of movement. The optimum grade control solution is a combination of accurately accounting for blast movement and designing appropriate blasts.

Lichens are a symbiosis of fungi and algae. Air borne elements and gases are absorbed very efficiently over the entire surface of the lichen, because they have no protective structures such as a waxy cuticle or stomata. A survey in 1977 (one year before the Sudbury Regreening program began), indicated that several Cladonia spp had invaded the soil in Sudbury’s open birch woodlands. Pollution sensitive species such as Cladonia rangiferina and C. mitis occurred 20–25 km from the smelters. It was anticipated that the improvements in air quality and reclamation efforts would allow a natural invasion of pollution sensitive species into what once was a lichen desert that surrounded the smelters. The purpose of this project was to study the invasion of terricolous (soil-inhabiting) communities of lichens and mosses on reclaimed land in the Sudbury region 45 years after commencement of the Sudbury Regreening Program.
