Mine management is often expected to make rapid evaluation decisions at different stages of projects based on limited and uncertain data. The challenge is exacerbated by having to distil technical complexity into a financial model that is usually designed to produce only one or two key indicators, eg net present value (NPV), internal rate of return (IRR). Mining is a complex environment with many sources of uncertainty ranging from sampling to economics. In order to optimise investment decision-making, an appropriately structured evaluation framework must be utilised. An evaluation framework should be designed to encapsulate and integrate the complexity across the evaluation cycle, ie sampling, resource estimation, mine planning and treatment, and financial and economic modelling. This complexity is diverse and ranges from sampling support, scale effects to understanding the impact of variability, uncertainty and flexibility on operational efficiency and economic viability. These complexities, combined with time and capital constraints, usually do not allow all facets of evaluation to be integrated into the model. The model must strike a balance between simplified estimation techniques and sufficient incorporation of aspects of the project that will make a material difference to the investment decision. This paper demonstrates the impact of the scale of measurement on the valuation of a mineral project. Comparisons are made between global estimation averages using a top-down approach and local estimates using a bottom-up approach. Three sampling campaigns were conducted on a virtual orebody to compare the relative NPV accuracies. Stochastic forward models were run on foreign exchange rates and are compared with the results from a fixed foreign exchange rate model.

Western Mining Corporation (W.M.C.) operates a nickel refinery at Kwinana, 30 km south of Perth. The refinery commenced pro- duction in May 1970, with a rated capacity of 15 000 tpa of nickel metal. A hydrometallurgical route was chosen as the most expedient way to produce nickel metal at a time when world demand for nickel was outstripping the supply. Later events dictated that an increase in production from the refinery be achieved. To this end, matte produced from Kalgoorlie Nickel Smelter, which was commissioned in 1972, was used in varying proportions as a complement to the concentrate initially utilised as input to the refinery. The effect of matte addition was to increase the capacity to 30 000 tonnes of nickel per annum. This was accompanied by other benefits which were 1. reduction in energy consumption per unit of nickel produced, 2. improved metal extraction, 3. improved precious metal recovery, 4. reduced production of ammonium sulphate by-product. Refinery operating results for the years 1970 to 1983 show how matte feed has improved refinery performance in these areas.

An experimental study of the packing of a coal heap has been carried out. The bulk density of a coal heap is considered as a function of a number of variables, viz flow rate, conveyor belt speed, the height of the disengagement point of the conveyor belt, coal particle density, moisture content, the size of the heap and coal particle size distribution. The effects of the dimensionless numbers resulting from dimensional analysis on the packing density of a coal heap have been experimentally examined and analysed. Based on the experimental results, equations have been formulated for the estimation of the bulk density of a coal stockpile. The validity of these equations are checked by comparing the predictions with measurements of real industrial Stockpiles.

Maximising shareholder value is a widely stated strategic goal of many mining companies. Mining projects can be capital intensive and achieving good returns is essential to encourage future investment in the industry. Despite the widely accepted importance of shareholder value, the minerals industry is often accused of providing relatively poor returns when compared to other industries. There are many recent and well publicised examples of minerals companies that have failed to deliver value to their shareholders. There are numerous business improvement initiatives employed within the mining industry to assist mine operators improve performance. Some are more effective at creating value than others. Benchmarking is one technique that is commonly used to identify performance gaps and target and prioritise opportunities for improvement. However to be effective, Benchmarking must be used appropriately and result in actions that lead to measurable operational improvement. When conducting a Benchmarking project it is important to remember that the aim should be to improve value. For this to be achieved, the strategic goals must be incorporated into the process. This paper details a structured and comprehensive approach to conducting a successful Benchmarking project. Focusing on Benchmarking as a technique for measuring and improving operational performance in underground mines, the underlying drivers of best practice in underground mining are identified.

The mining industry to the lay mind is one which appears peculiarly dangerous, partly because the accidents which take place are usually of a very tragic nature, and partly because other, industries claim victims more from disease than fromviolence, and their fatal nature is not advertised to the same degree so that in spite of this idea of unusual risk, it is a fact that mining will compare favourably, as regards vital statistics, with nearly all other trades requiring special training.Neverthelessthere are a larger number offatal and serious accidents occurring year by year than one would like to see, and could the deaths which take place by accident be eliminated, it is safe to say that mining would become one of the most healthy of all species of skilled labour. If we examine the accidents appearing yearly in the reports of the Mining Departments of the various colonies, it will be at once admitted that many of them need riot, and in many cases ought not to, have occurred.It is, therefore, the object of tbis essay, to pass under review the ordinary precautions which should be adopted to minimise, as far as possible, the dangerous factors whereby fatalities are brought about.

Adaptive mineral processing has to rely on spatially predicted information on primary geometallurgical parameters, like phase composition, size and shape distributions of grains from various phases, portions of value elements in different grain types. Naively, one would predict these parameters geostatistically and select an optimal processing for the predicted structure. This is suboptimal, due to various kinds of non-linearities in the problem. First, some primary geometallurgical quantities themselves are measured in non-real scales, like compositional or stereologically distorted geometric information. Standard geostatistics has to be replaced by compositional and geometric geostatistics, involving complex transforms and restrictions. Further, only partial and uncertain information is available, introducing a stochastic character to the optimisation problem. Moreover, many response variables leading to costs, outcomes and eventual effects of later processing depend non-linearly on the primary geometallurgical parameters, which implies that the final monetary value is not estimated unbiasedly by kriging. Finally unbiased linear prediction (such as kriging) is not the best method of prediction for decision making. The conditional expectation of the monetary values is needed instead. The impact of these problems is explained in this paper, with simplified examples, and a first approach to a general solution is proposed. Although these earths were actually weathered basalts, the term is now applied to weathering profiles developed upon a wide range of bedrocks. The Ni-laterites are a special class within the broad laterite family.

This paper explores the use of a Process Safety Management (PSM) system to manage risk in the mineral processing and metallurgical refining industries. Important elements of a PSM system are described. International regulations and non-regulatory guidelines covering PSM for high hazard industries are reviewed. Case studies of incidents in the mineral processing and metallurgical refining industries are presented to understand the lessons learned from failure to manage risks using a PSM system. Conclusions are drawn to adopt PSM in the minerals and metals processing industry as a tool for loss prevention and risk management.

About 90 per cent of the pre-mining BIF-hosted iron ore resource of the Hamersley Province of Western Australia is of the Phanerozoic supergene martite-goethite type. The remaining ten per cent formed as supergene deposits at ~2000 ¦ 200 Ma, and were later modified by burial to form the Proterozoic martite-microplaty hematite ores. The supergene-metamorphic segment of this general unified model has been challenged by three recently published hypogene-based genetic models for the hematite ores, all requiring meteoric oxidation to produce the ore. The most recent and detailed, by Taylor et al (2001), is based on data from the small Southern Batter and North deposits of the Mount Tom Price mine. The authors proposed that during Stage 1 æoverpressured bicarbonate-saturated basin brines from the dolomite aquifer of the Wittenoom FormationÆ at 150 - 250¦C, dissolved free silica from BIF to produce a stratigraphically thinned, magnetite-carbonate-silicate-apatite rock. In Stage 2, meteoric oxidation of siderite to secondary microplaty hematite + ankerite, and magnetite to martite, at unspecified elevated temperatures and pressures, was followed by carbonate leaching (Stage 3). Finally, during Stage 4, weathering with removal of apatite, produced the typical low-phosphorus, porous martite-microplaty hematite ores of the Tom Price-Whaleback type. However, evidence of both microplaty hematite and martite reduced to magnetite, and of infill silica, apatite, and ferroan chlorite, with late-stage pyrite, in the pore space of martite-microplaty hematite ore, shows that the hydrothermal activity at Mount Tom Price is a post-ore event. Neither pyrite nor ferroan chlorite could resist the oxidation required to form hematite ore. Recrystallisation of microplaty hematite in these infilled zones to a typically coarser form than present in most of the normal ores, is a further supporting factor. A more credible, post-ore alternative to the hypogene genetic model is suggested here. Re-exposure to leaching by ground water of the metamorphosed ore deposits in the Phanerozoic resulted in the partial removal of remnant goethite. Localised modifications in the porous BIF/ore contact zones were driven by exothermic oxygen/pyrite/carbon reactions in the footwall Mt McRae Shale. Cool descending oxygenated meteoric water in the permeable ore horizons, acted as one limb of a thermal convective cell. In the other limb, heated reducing solutions rose through the permeable contact zones, to produce the observed localised modifications of BIF and ore. Expelled silica from the carbonatised BIF invaded adjacent porous ore to form erratic silicified ore zones, and to produce the local quartz vein systems found in the associated overlying BIF.

ABSTRACTMechanised cut and fill stoping in the Racecourse orebodies between II and 9 levels was started in 1964.Five stopes are in progress over the two level interval, extracting the full strike length (600-2,000 ft) of each orebody without transverse pillars.Each stope is served by a central 10 ft by 12 ft service intake ventilation raise and an 8 ft by 8 ft return air raise at each end of the stope. Each stope is divided into two sections for drilling. firing. mucking, and fillingto maintain steady production. All equipment is kept in the stope for one level lift stoping. Gardner-Denver 2 boom jumbos are used for uphole drilling and Wagner ST 5 Scooptrams for loading and transport to ore passes located in the footwall of the orebody. A Wagner PTIO is used for materials handling and scaling of the stope backs.Mill tailings, after one stage of cycloning are used to fill the stope, one section at a time. About 80 per cent of the water is removed by decantation while the remainder percolates through hessian-covered pipes and boxes.The ore is passed to 11 level where it is hauled by the 3 ft 6 in. gauge train to the tipple at the shaft area. The ore is crushed underground before hoisting to the surface.A performance of about 100 ton/manshift is achieved by the drilling, blasting, and mucking crews in the stopes.

The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

Pintail Systems, Inc, a Colorado USA based company has developed and commercially applied bioremediation processes for biological detoxification of cyanide compounds in mine waste. Site-specific microorganisms are isolated from spent ore, tailings or process solutions and augmented in the laboratory for cyanide oxidation, denitrification and metal biomineralisation. Biological processes typically treat complex contaminants (cyanide compounds, soluble metals and nitrates) in a fraction of the time of conventional remediation processes. Cyanide is used in microbial metabolic processes as a carbon or a nitrogen source. Biological detoxification processes applied at the end of mine life can end long-term liability and perpetual monitoring and containment. Case studies from commercial application and demonstration programs for the US Environmental Protection Agency will be presented in this paper.

Traditionally mill operators have been employed with varying educational backgrounds with little if any formal training in aspects of mineral processing. Pasminco Mining-Rosebery, in line with other organisations, saw the need for a prerequisite entry level for operators to enter the industry. After initial discussions between various West Coast Mines personnel, union and government representatives, an industry working group was formed in 1989 with the aim of developing a traineeship suitable for the mineral processing industry. Training and technical representatives from four of the West Coast Mines and TAFE were commissioned with the curriculum development. The resultant course, which is recognised under the Australian Traineeship system, involved an integrated on and off-the-job training program, including 13 weeks of formal off-the-job instruction.

Access to geoscience reference informa- tion including mining and mineral processing has increased considerably in the last five years in Australia. This has been due principally to the use of computer-based information storage and retrieval systems. The main reference data base for the mineral and petroleum industries and disciplines in Australia is the Australian Earth Sciences Information System (AESIS), cooperatively developed and coordinated by the Australian Mineral Foundation (AMF). AESIS is created on the CSIRO computing network (CSIRONET) which has a CYBER 76 host computer located at the CSIRO Division of Computing Research (DCR) at Canberra. Data entry was until recently carried out by AMF using a dedicated line through the Adelaide CSIRONET node to the CYBER 76 interactive system. Data entry is now done directly at the AMF on a DEC PDP 11/44 mini computer that is also a host work station on CSIRONET. Data collection via magnetic tape media input from other computer-based systems is under development. The software used for data entry and management of the data base was developed by CSIRO CILES Systems Development Group. For public interactive online use the AESIS data base is transferred by tape to AUSINET - the Australian information net- work run by ACI Computer Services, Melbourne, where the data base is converted to a form suitable for the IBM STAIRS software. CSIRO facilities at DCR Canberra are used to produce computer type-set camera ready products and output in microform, on magnetic tape or as graphic display. This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. A forecast of energy demand in the non-commu- nist world to the year 1990 is presented with com- ments on the expected effectiveness of conservation efforts in achieving more efficient utilization of energy. A forecast of energy supply for the same period is presented showing the contribution of oil, gas, hydropower, coal, and nuclear fuels, with brief comments on the factors constraining the rate of growth of non-oil energy supplies. The role of `synthetic fuels', i.e. liquid or gaseous fuels produced from coal, oil shale, and tar sands, is reviewed with brief discussion of factors affecting the development of this industry. In somewhat greater details, the growth of demand for oil by geographic regions is analyzed. Particular attention is directed to the source of the oil supplies which will be required. The anticipated rate of discovery of new oil reserves is discussed with comments on lead times required in the development of new discoveries in hostile environments such as the Arctic and deep oceans. The continuing importance of oil supplied from countries which are members of the Organization of Petroleum Exporting Countries (OPEC) is illustrated. Oil will continue to be the marginal ('balancing') source of world energy supply throughout the forecast period and although it now appears that oil supplies will be sufficient to balance the energy equation during the 1980s, little flexi- bility will exist to cope with unexpected growth in demand or slippage in supply. Prudent energy re- source management will require major efforts to stimulate conservation and also to stimulate the rapid development of conventional and new forms of energy supplies and changes in energy consump- tion patterns to utilize the new supplies. Because of the long lead times and the massive capital require- ments involved, governmental policies are needed soon which will stimulate conservation and which will encourage businesses to move rapidly to assure the energy supplies the world will require in the 1990s.

The Islamic Republic of Mauritania is a large country of over 1 000 000 square kilometres situated on the Atlantic coast of north-west Africa. It is bounded to the north by Western Sahara and Algeria, to the east by Mali, and to the south by Mali and Senegal. With the exception of a narrow strip in the south along the Senegal River valley, the country lies entirely within the Sahara. The north of the country is largely devoid of vegetation, and it is estimated that 90 per cent of the population of 2.1 million people live in the southern quarter of the country. From about the turn of the century, Mauritania was ruled by the French from Dakar in Senegal and, until 1960 when it obtained independence from the French, Mauritania did not have a capital. Today, the capital is Nouakchott, home to an estimated 600 000 Moors of mixed Arab, Berber and African descent. After independence in 1960, disputes over Spanish Sahara to the north led to a military coup in 1978 and it was not until 1991 that a democratic constitution was adopted. The new constitution declares Mauritania to be an `Islamic, African, and Arab Republic.' It provides for an executive president, elected for a six-year term, and for a bicameral legislature, consisting of a national assembly and a senate. The first presidential and legislative elections were held in 1992 under United Nations' supervision. Mauritania's economy is predominantly pastoral, and the country depends heavily on foreign aid. Its principal export industries are iron ore mining (about ten million tonnes per annum from mines near Fderik in the north) and fishing. Mines d'Or d'Akjoujt SA (MORAK), a company in which General Gold Resources NL (GGR) has 42.5 per cent equity, produces over 50 000 ounces of gold per annum, which represents the third largest export industry in the country.

Gold mineralisation at the Kerimenge-Lemenge prospects is a classical example of myltiple, overprinting events, associated with intrusive-related hydrothermal systems. Repeated emplacement of high level dacitic porphyry bodies (Edie Porphyry; 2.4 - 3.8 Ma) was accompanied by a phreatomagmatic eruption which formed a diatreme-maar complex. Later hydrothermal fluids utilised permeable fault zones and diatreme contacts. Mineralisation took place during two main events. Stage I consists of early quartz - illite/sericite - carbonate phase with associated pyrite-arsenopyrite mineralisation. This phase is zoned from quartz - sericite-pyrite/arsenopyrite in the south at depth, to dominantly manganocarbonate - illitic clay - arsenopyrite- pyrite_s significant base metals in the north and at shallow levels. The majority of known gold (18.1 Mt @ 2.0 g/t Au) at Kerimenge is associated with Stage I activity. The gold occurs primary within the lattice of the sulphides and is metallurgically refractory. Fluid inclusion studies indicate early boiling and progressive cooling and dilution of hydrothermal fluids during the evolution of the Stage I event. Near paleosurface condensation of gases, which evolved off the boiling system at depth, produced abundant low pH bicarbonate fluids. During the waning phases of Stage I activity, these bicarbonate condensate fluids descended down permeable structures and formed banded manganocarbonate veins. High grade non-refractory gold mineralisation during Stage II event is restricted to favourable structures at relatively shallow levels and in the northern regions of the prospect area. Gold in this event exhibits a distinctive Au - Ag - Te -Cu geochemical signature, and is associated with hessite - tennantite - chalcopyrite mineralisation within quartz veining. Alteration and fluid inclusion studies indicate that this style of mineralisation is a result of the quenching of pulses of hot, late magmatic mineralised fluids by the cold condensate waters.
