Simcoa Operations is the only silicon smelter in the region and since the plant was commissioned in late-1989, has progressed from supplying silicon metal to the secondary aluminium market to the current position of supplying in excess of 90 per cent of its production to the high quality chemical and primary aluminium markets. This position has been achieved through the unique advantage which Simcoa has developed within the industry, namely raw materials, people and Simcoa's ability to adopt and use modern technology. A quality culture was instilled into the workforce prior to commissioning which ultimately led to AS3902 qualification in 1992. Simcoa has continued its quality drive through the formation of 'Simcoa's Quality Leadership Process' which is planned to make Simcoa the best silicon producer in the world.

Orebodies in the Mt. Charlotte-Hannan's North area N. and E. of the town of Kalgoorlie provide a marked contrast to the pyritetelluride lodes of the Golden Mile, although both groups of orebodies appear to be fundamentally related.These highly siliceous telluride-free orebodies N. of the Golden Mile are closely related to strong oblique faulting. The Golden Mile lodes, while possessing an apparent overall relationship to the oblique faults also have a close relationship to E. dipping strike faults.INTRODUCTIONThe Mt. Charlotte-Hannan's North area lies N. and E. of the town of Kalgoorlie and is separated from the Golden Mile by the Golden Pike fault. The orebodies discussed lie in an area approximately 3 miles long by 1 mile wide (Fig. 1).The area includes the site of the original discovery of gold in the Kalgoorlie district in 1893. There have been numerous mining operations over the years, the bulk of the production coming from two orebodies, Mt. Charlotte and Hannan's North. These have provided approximately 900,000 tons of the 1,100,000 tons of ore mined in the area.Production to date from the principal orebodies in the area has been as follows.1. Kestrel Mine co-disposes around 1.5 Mt of fine (2SO4/t and to date around 9 Mt has been deposited. The mine plans to co-dispose of approximately 39 Mt of material, creating a dump with a maximum height of 35 m and a disturbance footprint of 260 ha. Benign materials suitable for rehabilitation are severely limited and no successful rehabilitation strategy has yet been demonstrated. A rigorous measurement and modelling program is resolving outstanding issues associated with acid rock drainage (ARD). The objective of the program is to develop and validate a strategy for dump rehabilitation that will control ARD and allow for mine closure. The strategy includes using a soil cover to reduce water flux into the dump to control the overall oxidation rate and to control effluent release. Monitoring of the oxygen distribution and water flux in the uncovered material commenced in February 2001 and monitoring in waste under a trial cover commenced in February 2002. Carbonaceous and sulfidic oxidation rates have been measured. Initial modelling indicates that the carbonaceous material has the general effect of slowing the rate of pyrite oxidation, lowering the maximum sulfate production rate and extending the time to oxidise all the sulfides. The combined approach of measurement and modelling provides a sound basis for assessing the performance of the trial cover and predicting the long-term quality and quantity of effluent at the base of the rehabilitated waste dump.

During 2009 the technical services staff at Barrick Gold Corporation's Australian Business Unit conducted a review of their five underground mines that utilise pastefill as the backfill component for these operations. Of the five mines reviewed three use dry tailings and two use wet tailings plants. The primary aim for these reviews was to determine whether pastefill was the right option to be used, and if not, what where the alternatives. The reviews undertaken focus on several areas including, paste plant operation, reticulation and barricade techniques, the geotechnical requirements for pastefill in regards to the current mining methods, the consideration of alternative methods, capital and operating cost histories compared to initial estimates, and a cost benefit analysis of pastefill against other mining methods. The main benefits from the use of pastefill is increasing the extraction of the resource, reducing or eliminating the need to leave pillars. In some mines the use of pastefill is geotechnically driven, to manage high stress environments or mining induced seismicity. A third benefit of using pastefill in some circumstances is that it reduces dilution, however it is considered that this is not a valid argument for most of the mines reviewed. At two mines no alternative to pastefill was determined, whilst differing extraction and filling strategies were potentially identified at the other three mines. The reviews developed cost benefit curves for those sites that had alternative mining methods to assist in determining whether pastefill is the right option to use for any particular stope. At the grades typically mined in each operation, pastefill was the preferred option to use. In all mines, pastefill was determined to be the best option at this time.

Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

Xstrata CopperÆs Mount Isa Copper Operations is located in mineral rich north-west Queensland and is one of the largest sources of copper in the world. This world-class underground operation is planned to produce over 6.6 million tonnes of copper ore in 2007 from the X41 and Enterprise Mines. With an underground mining history of over 50 years and underground reserves of over 83 million tonnes at 2.6 per cent copper, mine planning for the future becomes an exciting challenge for the technical team due to the older nature of certain areas. The 1100 Orebody of the X41 mine was one of the first places that copper mining occurred, with its discovery in 1953 - 1954 and mining commencing in the 1960s. Sublevel open stoping mining methods have been employed since that time as the means of extraction, using a primary-secondary sequence to maximise stope turnaround time. Large Transverse Pillars within the 1100 orebody were not mined out in order to provide access for ventilation, power, orepasses and other services. The Panel Pillar, 4180XC and 4010XC pillars are three such Transverse Pillars in the 1100 orebody that will be mined as a final retreat. This paper discusses the technical challenges and issues associated with the extraction of Q390 stope, one of the stopes located in the Panel Pillar, and the design solutions to overcome these issues. Managing the exposure of backfilled stopes of variable fill strength, ensuring the stability of the crown, stope walls and drawpoints, managing vertical openings, re-establishing service networks, and stope filling are the critical issues given consideration for the final design of Q390 stope and other such stopes within a Transverse Pillar. Communication and coordination between the different departments in the mine are essential for the necessary work to be completed in a timely manner to bring pillar stopes into production.

Societal influences, needs, and uses for recyclable materials are becoming increasingly important business and economic factors in the traditional natural resource companies. Several metals (such as steel, aluminium, zinc, lead and cadmium) are amenable ro recycle which eliminates solid waste generation and decreases the depletion of natural resources. In recent years, the non-ferrous industries have begun to recycle more materials and the next decade will see even larger recycle efforts. In addition to the traditonal recyclable materials, existing metallurgical plants are, or should be, able to handle and recycle materials viewed as 'hazardous'. Unfortunately, some national and regional regulations hinder, and in some cases prevent, the recycling of certain materials. Zinc Corporation of America (ZCA) is currently the largest producer of zinc metal in the USA and one of the world's largest producers of value-added zinc products. Over the last few years, ZCA has become one of the world's largest recyclers of zinc from various diverse materials. ZCA considers these recyclable materials as valuable 'land mines' that provide economic alternatives to the depletion of natural resources while serving society in the minimisation of solid waste disposal. Using the current production facilities of ZCA as a model, this paper overviews the recycling of zinc-bearing materials with special emphasis on: 1. the amenability for recycle within ZCA's pyrometallurgical and hydrometallurgical operations, 2. the quantities and economics of recycle, 3. the problems of recycling hindered by current national and regional regulations, 4. the concepts of total recycle rather than just recovering zinc while generating a modified solid waste, and 5. the motivators for recycling.

Sun Metals Corporation Pty Ltd (SMC), a wholly owned subsidiary of Korea Zinc Co Ltd (KZC) is a company formed to develop, construct and operate a zinc refinery, 11 km south of Townsville in North Queensland. The project opportunity exists because of on-going consumption growth for refined zinc metal, technological, environmental and economic obsolescence of existing zinc processing plants, and a prolonged ædroughtÆ of new zinc processing capacity under construction. The Project will utilise proven technology developed by KZC at the Onsan refinery in Korea. The Townsville Refinery has been designed to be the most environmentally-friendly zinc refinery in the world, and in particular to resolve the issue of secure, long term treatment of the ironbearing content of the zinc raw materials.

Carbothermic reduction of sulphide minerals for achieving a selective separation of metallic species from complex minerals has been discussed by considering the prevailing oxygen potential during the course of reaction. Construction of univariant plots for the reduction of sulphides with carbon monoxide gas or carbon and in the presence of either lime or anhydrous calcium sulphate is the key feature of this work. The theoretical calculations for univariants in the Cu-Fe-S-O system indicated a preferential separation of metallic copper and iron by imposing a chemical potential. This is evident from a logarithmic plot of sulphur dioxide partial pressure against reciprocal temperature. The results are compared with empirical data for the reduction equilibrium. The reduction behaviour of the constituent sulphides are also discussed together with the experimental results and theoretically predicted phase stability diagrams.

The lignites of Otago and Southland offer a potentially viable future feedstock for electricity production and possible conversion to petrochemicals or liquid fuels. The deposits, when combined, represent New ZealandÆs largest energy inventory; equivalent to about 74 000 petajoules û or approximately 35 times current natural gas reserves. Too often dismissed as irrelevant to New ZealandÆs energy future because of adverse perceptions of the value of low rank coals, the strategic value of this resource is in fact huge.   Investigations of the lignites extend back over more than 50 years (LFTB various, CRL Energy Ltd). Whilst it is not the intention of this paper to review this work, these investigations have confirmed the suitability of the resource as a feedstock for thermochemical conversion. Current estimates of South Island lignite mining costs are NZ$1.0 - 3.0/GJ (Natusch 2005), making these resources amongst the most competitively-priced energy sources available world-wide.   This value, however, will only be captured if we as a country begin to envisage a world-scale, long-life, integrated and multi-faceted development sized to supply world markets for chemicals or fuels. Recent CAE studies (Hooper and Riddolls, 2005) have emphasised the vital importance of ensuring that any exploitation of this resource maximises their value to New Zealand. The question that thus must be applied is how might large-scale utilisation of the resource fit with New ZealandÆs primary energy supply, and its potential for the export of high-value commodities.   From the broader perspective of New ZealandÆs total energy supply equation we need to examine other supply options beyond just the generation of electricity. We face in this country a situation wherein almost all our liquid fuels feedstock has to be imported with projections for an increasing dependence on imported oil. In addition NZ has a natural gas reserves-to-production ratio of less than ten years, and dwindling supply from local production. Without further natural gas discoveries, New Zealand has only a window of approximately five years before we will need to commit to imported LNG or some other thermal fuels option.   In other words, New Zealand is facing an uncertain future unless we can restore energy inventories to cover an adequate strategic reserve capacity as well as enable long-term investment in alternative sources. Within this context the South Island lignite resources are thus deserving of more attention. The extent of the resource is well known, its suitability for conversion reasonably assessed, and its magnitude such that there is little doubt that lignite conversion could adequately meet NZÆs future energy needs for many years out.   This paper reviews coal gasification technology, its application to lignite and the possibilities for future development of the lignite resources. It is argued that the strategic imperative for this country is to secure the lignite resources as a primary energy source for this country well into the latter half of this century.

The Airborne Thematic Mapper is an eleven channel digital scanner which acquires image data in the visible, near infra-red, short wave infra-red and thermal infra-red wave- lengths. A description of the system is presented which includes details of the operating wavelengths and performance parameters of the scanner. Consideration is also given to the aircraft installation requirements. During January 1984 the scanner surveyed the mineral rich areas of Leonora, Laverton and Kalgoorlie in Western Australia. This is a region of intense exploration activity for gold and base metals. Some 30,000 square kilometres were systematically surveyed in a period of ten days. This scanner was flown at 7,000 metres altitude giving a ground pixel size of 17.5 by 17.5 metres. The flight line spacing was 8 kilometres. The overall project took some thirty days from conception to completion. The planning and execution of this operation are described in detail. The resulting magnetic tapes provided 11 channels of digital image data over a 30,000 square kilometre area and a variety of image processing techniques were employed in order to capitalise fully on the results. The imagery provides a powerful tool for the geological mapping of the terrain. The data can also be used to monitor the environmental effects of mining operations.

Gold was discovered at Waihi in 1878. In 1987 the modern Martha Mine opened in the middle of the town of Waihi. Newmont Waihi Gold as the current licence holder has been operating the mine since 2000. The current open pit was scheduled to stop production in mid 2006. An underground mine is currently being developed to the east of the town.   In 2001 serious subsidence issues from historical underground mine workings outside the mining licence and the forecast closure of the open pit acted as a catalyst for the development of new communication initiatives.   In this context Newmont Waihi Gold and the Hauraki District Council initiated a community consultation process with the people of Waihi. The Waihi Community Consultation Committee (WCCC) was established in May 2003. After an initial brief to act as a forum for community participation in closure and rehabilitation of the Martha Mine, the group quickly took on a much more proactive role working towards the long-term social, environmental, cultural, economic and spiritual sustainability of Waihi.   In the course of over three years of meetings all groups represented on the committee have presented their views, developed ideas and established an organisational structure to bring those ideas to fruition. The challenge now is to work together to consolidate likely options, seek sources of funding, produce business proposals and implement the plan for the future of Waihi.   This paper backgrounds the experience to date and describes the outcomes of the process. This paper describes the acquisition, exploration, development, initial operation and subsequent financing of the Bulawan mine by means of a listing on the Toronto Stock Exchange of a subsidiary of the parent company, Philex Mining Corporation.Located on the island of Negros in the Philippines the property is unique on at least two counts: it is a disseminated gold deposit that occurs in a region of predominantly porphyry copper mineralisation; and it is a gold deposit that is mined by a bulk method of extraction (front and block cave) instead of the normal selective mining methods.

Since the days of Adam Smith and Milton Friedman the discussion of corporate citizenship and sustainability has been flooded with multiple contradictions, with proponents of sustainability saying that it is a crucial cog in the business strategy, while those against, maintain that æthe business of business is businessÆ and therefore sustainability issues are just add-ons. Sustainability arises from a deeply held vision by corporate leaders that businesses can and should play a role beyond just making money. Businesses should embrace the understanding that everything that a company does has an impact both internally and externally (communities, employees and customers), and the natural environment. This paper highlights the approach that led to a view that there is a contradiction between profitability, sustainability and community development, and we provide a further argument to the contrary. This argument is based on a comprehensive literature review of over three decades by various scholars linking corporate social performance and corporate financial performance. Driefontein Gold MineÆs approach is that of linking the community development, natural environmental and employee well-being initiatives and projects to the mineÆs business strategy. The paper further highlights the coordination and implementation mechanism of sustainability at the mine where the accountability lies with the head of the mine operations. A two pronged approach is employed where there is an internal dialogue on sustainability between the various departments coordinated by the sustainable development department and an external tri-sector partnership with local government, interested and affected parties and the mine. These approaches are closely linked to the contributions towards the mineÆs financial bottom line.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

The Australasian Institute of Mining and Metallurgy (AusIMM) is a professional society for all those associated with the activities of the mineral industry. Differences of opinion exist within the membership of the AusIMM on the role it should play in the future as a professional society in a changing industry and world environment. This same dilemma is concerning other professional societies of which the author is a member. Some of the activities and priorities of the AusIMM are reviewed in order to clarify a frequently expressed opinion that it identifies with and supports industry at the expense of representing the interests of its individual members. By definition and by action this is certainly not the case and it is concluded that all activities whether seen to be industry or member orientated serve to benefit both. The AusIMM plays a most important role in integrating and promoting the interests of all sections of the mineral industry whether corporate or individual and the Presidential activities in education this year provide an excellent example of this.

The æMountain Camp reefÆ at Alford's mine, Wakamarina,Marlborough, had no recorded gold production although assays of 5 - 26 g/t were reported, but it did produce c. l000 kg of scheelite. The lode consists of a lower massive quartz layer, and upper, cm-banded, ribboned quartz layers, and has a very low sulphide content. Within the massive layer, relict early fine-grained mosaic quartz with idioblastic scheelite is surrounded by recrystallised granoblastic coarse-grained quartz with calcite and plagioclase, in which an original ribbon banding texture is mimiced by strings of tiny inclusions. In both the banded and massive layers, rounded quartz grains, created by cataclastic milling of grain margins and along syn-vein fractures, have been partially annealed within later quartz overgrowths. Late fibrous quartz and calcite fill brittle cross fractures.   Deformation events D1 and D2 are associated with mid-late Jurassic metamorphism of the Pelorus Group, D2 producing the main regional schistosity (S2, and the earliest scheelite. D3 is an extensional mylonitic shear event that formed the dominant schistosity in Alford's mine (S3). The quartz lode was emplaced within the mylonite by a series of individual dilation pulses (D4). The D5 event caused crenulation of the S3 mylonite, kink banding and chevron folding of the S2 schist and S3 mylonite, and reverse faulting, rodding and cross-fracturing with late fibrous quartz-calcite veining of the D4 quartz lode.   Fluid influxes during successive dilations of D4 fractures progressively caused recrystallisation of earlier quartz bands on the footwall, annealing and recrystallisation of quartz along milled crystal margins and fractures, and deposition of minor sulphides. There was thus a dynamic interplay between fault dilation, lode fracture, fluid influx, lode band deposition, and lode recrystallisation. While the new Minister of Economic Development sends his apologies at being unable to speak at this Conference, I am delighted to present on his behalf. The Ministry of Economic Development is not only responsible for managing the Crown mineral estate, but also for developing initiatives and policies to promote regional economic development and for managing the GovernmentÆs broader economic development strategy. IÆd like to talk to you today about the critical links that need to exist between these three areas.   I am going to start with a question for all of you. What do these towns have in common? +        Waiuku, +        Thames, +        New Plymouth, +        Nelson, +        Greymouth, +        Arrowtown, +        Reefton, +        Palmerston, and +        Dunedin.   The answer is minerals. These towns were nearly all founded on the back of minerals and mining. In the case of Greymouth it was gold that brought the people to the mouth of the Grey River and it is coal that sustains the town.   In 1870 the town of Shortland had 20 000 people, 90 hotels and was twice the size of Auckland. We now know Shortland as Thames, and of course Auckland is considerably larger. One wonders whether the good folk of Shortland suffered from ætraffic jamsÆ with 90 pubs to navigate between. Gold mining in the Aorere River near Collingwood led early entrepreneurs to develop the land surrounding Nelson as a food basket to sustain the mining population. Nelson is still thriving on this legacy today. The town of Palmerston was founded in 1862 as a stopping point for gold miners heading into central Otago. The gold rush made Dunedin New ZealandÆs first highly industrialised city. Reefton on the West Coast was the first town in New Zealand to have electric lights and in the recent past we were wondering whoÆd be left to turn them off. New Plymouth, and Waiuku are still known as energy and mining centres.   By contrast once thriving towns like Capleston, Canvastown and Blackball are just names on a map now, and at the extreme you have places like Waiuta which has been reclaimed by the West Coast forest. Queenstown was built off the back of the gold rush, but by 1900 with the gold gone, only 190 people lived there yet Queenstown has managed to rebuild itself thanks to some other stunning natural assets. These examples help illustrate three key points that I am sure will each be extensively linked with our minerals and mining industries. First, NZÆs development and that of its regions has been, and continues to be, inextricably linked with our minerals and mining industries.   Second, things change. Sectors, regions and countries must continually adapt and improve if the are to avoid the fate of the Waiutas of this world. And third, the development challenges faced by NZ and its mining industry in the 21st century are vastly more complex than in the past. Governments and industry alike must balance and respond to a range of domestic and international environmental, cultural, economic and other interests and considerations. If you thought of your industry as æjust digging holes in the groundÆ then you may as well simply stick your head in one!

Laboratory leach tests have been carried out by the Australian Atomic Energy Commission to compare the effectiveness of Caro's acid (permonosulphuric acid) as an alternative oxidant to pyrolusite in the leaching of uranium ores. Results demonstrated that Caro's acid reduced acid consumption in leaching and the lime required for neutralisation of tailings liquor. The uranium extraction was unaffected by choice of oxidant.Following this study, Interox Chemicals Pty Ltd arranged a plant trial using Caro's acid at the Nabarlek uranium mill of Queensland Mines Ltd. The trial confirmed that significant savings in acid and lime usage can be achieved under plant conditions.Plant operations also demonstrated that Caro's acid has a number of significant operating advantages over pyrolusite.Queensland Mines Ltd have recently decided to convert their leaching process from pyrolusite to Caro's acid.
