The paper examines the difficulties encountered by objectors to mining privilege applications. It describes the various involvements of the environmental defence society in the mining controversy and makes some comment on the proposed amendments to the Mining Act 1971.

The presence of high concentrations of dissolved ions in groundwater, sea water or recycled water may alter the water structure, particle surface wettability and colloidal interactions between bubbles and particles and can have a significant effect on mineral flotation. While the impact of water quality on the flotation of precious and base metal minerals is well established, no relevant published study exists currently regarding the effect of water salinity on the flotation of rare earth bearing minerals. This paper attempts to quantify the effect of water quality variation on flotation recovery and grade of rare earth minerals and gain an understanding on which ions existing in saline water affect flotation behaviour. Specifically, it is aimed at investigating the effects of water quality on the flotation of monazite in the presence of cations such as Ca2+, Mg2+, K+, and Na+. Flotation tests, zeta potential measurements, and adsorption tests were performed to explain the flotation behaviour. It was found that monovalent ions such as Na+ and K+ have negative impact on rare earth minerals recovery and grade. The result of single mineral flotation tests showed that the floatability of monazite was significantly depressed in the presence of Ca2+ and Mg2+. The result of single mineral flotation test showed varying depression levels in the presence ions in the order of Ca2+ > Mg2+ > Na ~ K.

Long-term exposure to respirable dust continues to present an occupational health and safety hazard to mine workers in underground mines. Workers who are exposed to mine dust can develop occupational lung diseases including coal workers’ pneumoconiosis (CWP) or ‘black lung’, progressive massive fibrosis (PMF) and chronic obstructive pulmonary disease (COPD). To demonstrate the exposure impact of certain working conditions and improve dust management in longwall development panels, this paper details the development of a computational fluid dynamicsvirtual reality (CFD-VR) based training tool. The tool has been developed as an educational platform to facilitate the effective communication of workplace health and safety (WH&S) dust control measures for continuous miner operators and engineers. The study introduces a promising approach to model ventilation and dust flow patterns based on site-specific data, employing computational fluid dynamics (CFD) for a detailed analysis and visualisation of these mechanisms. Additionally, an algorithm has been developed for processing the large and complex CFD data sets into a form amenable for visualisation within a virtual reality (VR) environment using standalone VR headsets with limited processing power. This training tool has been deployed to mine sites with the specific purpose of educating users on the hazards of dust emissions and the best practices for control.

The Oregon-Idaho graben evolved after widespread tholeiitic flood basalt volcanism associated with the arrival of the plume head of the Yellowstone hotspot beneath southeastern Oregon approximately 17 - 16 Ma. The north- to north-northeast-trending, 50 km-wide graben evolved between 15.5 and 10.5 Ma during east-west extension. The graben is part of a middle Miocene back-arc rift (1100 km long) that includes the northern Nevada rift, the Baker and LaGrande grabens, and the Chief Joseph dike swarm of the Columbia River Basalt Group. The graben ceased to be a volcanotectonic depression as the cross-cutting western Snake River plain began to evolve at approximately 10.5 Ma. At about 14.3 Ma and continuing to approximately 12.6 Ma the Oregon-Idaho graben began to break up into subbasins that were bounded by intragraben fault zones. The break up was accompanied by a change to calc-alkaline volcanism that persisted within the Oregon-Idaho graben until 8.1 Ma, approximately 2.5 million years after subsidence within the graben ceased. Three intragraben fault zones have been identified and a fourth is inferred. The easternmost, the Devils Gate fault zone, coincides with the magmatic axis of the graben at approximately 14.3 Ma. By approximately 13.5 Ma the magmatic axis had shifted to the west along the Dry Creek Buttes and Wall Rock Ridge fault zones. A diffuse magmatic axis developed at approximately 12 Ma farther to the west where the fourth intragraben fault zone is inferred. In addition to serving as conduits for the ascent of basalt, basaltic andesite, rhyodacite, and rhyolite magmas, the zones focused the discharge of large geothermal systems. The intragraben fault zones display a common evolutionary pattern. The 2 to 3 km-wide zones initially control the distribution of facies in volcaniclastic sediments and the location of basalt hydrovolcanic vents. During this stage, the fault zones may have had no surface expression other than a low elevation change on a relatively low-relief landscape. As relief developed by continued deformation along the fault zones, strike-length of individual faults increased and weakly consolidated volcaniclastic sediments, silicified sediments and hot-spring sinter, and palagonite were eroded from the uplifted blocks and deposited in neighboring subbasins. It is during this stage that the large hot-spring precious-metals bearing prospects evolved. Displacements of over 150 m on a few faults within the zones and possible reversal of the sense of displacement along the zones occurred in this final stage of development. Locally, the fault zones were remobilised during the subsidence of the cross-cutting western Snake River plain. The intragraben fault zones within the Oregon-Idaho graben illustrate the relations among syntectonic volcanism and sedimentation and the evolution of geothermal systems within continental rift systems.

The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Mining One (M1) is often challenged with the task of evaluating deposits considering open cut and/or underground (UG) mining methods. In many near surface deposits a combination of both methods results in the optimum economic means of exploitation. As common as it is to have open pit mines eventually develop into underground mines, theory associated with determining the optimum underground/open pit interface location continues to be subject to refinement. With recent developments in underground software packages, the generation of rudimentary underground mining stopes from basic economic inputs is not only fast, it provides a practical underground mining solution. The determination of the open pit/underground interface is not new to Gemcom's Whittle 4X (Whittle). However, its solution has only ever claimed to be indicative, mainly due the rudimentary nature of how Whittle represents any potential underground mining. The efficient generation of the aforementioned underground mining solution has provided mining engineers with a unique opportunity. Underground mining can now be represented within the Whittle environment to allow the open pit/underground mining scenario to be modelled with increased accuracy. Providing Whittle with the ability to now consider mineable underground stopes combined with the consideration of time value of money (discounting), has delivered a solution with higher credibility than ever before.This paper will elaborate on the potential value gains associated with improved accuracies in the modelling of any potential underground mining in the Whittle environment. Furthermore, it will explain the importance of incorporating time value of money in the optimisation process to provide a consistent solution through to pit selection and final analysis.

The Corridor ore body is so named because it occurs in an east-west zone or corridor of schist bounded on the north by the siliceous conglomerates of Mount Lyell, and on the south by similar conglomerates of the Tharsis ridge (Fig. 1). It was discovered after the geophysical prospecting methods described below had defined a target zone for diamond drilling.Since the proving of copper mineralisation by drilling, the corridor orebody has served the vital function of a convenient known target body for the orientation of more recently developed geophysical methods. Traversing of the orebody by these new methods has provided experience for the evaluation of anomalies elsewhere.Some of the methods applied had not been used in Australia before, and were introduced to the west coast of Tasmania through the undertaking there of modern regional exploration programmes. The authors feel that the information gained could be of assistance to others engaged in geophysical prospecting.HISTORY OF DISCOVERYProspecting in the Mount Lyell district has been more or less continuous since 1881. Fortescue Metals Group (FMG) fines from Western Australia is a hematite and limonite mix characterised by high crystal water content. Due to its higher supply capacity and lower prices, the Wuhan Iron and Steel Corporation (Group) intended to use more FMG fines in the sinter mix. It is understood that sinter quality is closely related to its microstructure featured by the hardness and brittleness of different mineral phases, the content of micro pores, and trans-cracks. In order to maintain sinter qualities such as tumble index, reducibility and so on at higher FMG fines blend ratios, a research project was initiated to study the effects of the FMG fines blending ratio on sinter microstructure. Research results showed that at higher FMG fines ratios, the hardness of hematite and magnetite were both decreased while the hardness of calcium ferrite showed a tendency to decrease. The number of cracks that were generated during Vickers hardness measurement in various mineral phases decreased, but their length was shortened, and the variation of crack lengths increased. The contents of hematite and magnetite were also reduced and the reduction of magnetite was clearer. Also the content of calcium ferrite and pores rose and the magnitude of the increase of pores was greater. Among all the mineral phases in sinter cakes, the Vickers hardness of hematite was highest within the range of 879 N/mm2 ~ 942 N/mm2, and therefore the decrease of its content in sinter and the enhancement of its brittleness, ie the number of cracks increased, were harmful to sinter strength. Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

The wedge shape theory of the rock fragmentation range in bench blasting is presented according to the dynamic characteristics of rock fragmentation by blasting in open pit under the condition of hole-by-hole initiation. The finite element software ABAQUS was used to analyse the rock fragmentation mechanism. The rock mass stress contours, crack propagation and damage evolution of different moments were obtained. The results showed that the wedge shape theory of blasting is closer to the rock fragmentation in hole-by-hole blasting and is useful to the design and calculation of charge weight.CITATION:Yang, J, Chen, Z-Y, Yu, Q and Ren, G, 2015. In Munich's peculiar hydrogeological conditions (water bearing sand strata between layers of impermeable clay, silt or marl) are proper functioning groundwater lowering methods of decisive importance for underground construc- tion. Shield tunnelling with compressed air has al- ready proved to be successful. In view of growing application of shotcrete tunnelling it was obvious to consider the use of compressed air even here. After a preliminary research-project the first subway section "shotcrete under compressed air" was 1979 awarded in Munich and since that time five sections have been awarded, respectively completed. On the basis of the experiences meanwhile obtained reports will be given stating the frame conditions in which this new construction method can be applied. The tunnels consist of two shells. The outer ist driven by shotcrete under compressed air. In order to keep the air overpressure low, the groundwater often is previously detensioned or partially lowered. The inner shell of watertight concrete is built under atmosperic pressure.

Industrial minerals contribute about 50% of the NZ$1.2 billion generated annually by the minerals industry in New Zealand. The value is supplemented by a further NZ$500 million of minerals imported to supply our vital agricultural and industrial activity. As globalisation of the world's economy precedes, sources of minerals are being processed by fewer companies giving an ever-increasing control over global markets. If only to protect its primary production New Zealand needs to aggressively develop its mineral resources. The successful development of a deposit requires identification of the preferred market. While low-value aggregates dominate New Zealand industrial mineral production it is more specialised minerals supplied to the manufacturing and industrial sectors that provide more value per tonne. Minerals that have highly desirable intrinsic properties, or through value-added processing provide desirable properties, have the ability to fill niche markets both locally and overseas. Research and development towards enhancement or creation of desirable mineral properties could benefit New Zealand with both increased mineral potential and export of technological information. But, it is nearly always the market not the resource that dictates the viability of an industrial mineral and, with the globalisation of industrial mineral markets resulting in fewer but larger companies, any supplier must be ready to explore niche markets in order to compete on a more global basis.

One of the most significant problems experienced in land reclamation work has been the tendency of earthmovers to over-compact the subsoils and topsoils. The need for extensive subsoil drainage, because of over-compaction, becomes a very expensive exercise and can be attributed to poor planning. The problem has been addressed both at the Waihi and Huntly open-cast mines through the use of low ground pressure machines in the placement of subsoils and contouring. The use of subsoilers working to contour to aerate the soils is essential to integrate both the sub and topsoils so that significant root growth and drainage is established. Waihi's rainfall (approximately 200 mm annually) and light soils create difficulties in preparing for the final seed bed. A noticeable factor in preparation of the growing medium was the reaction of the lime particularly in the subsoils (damp), from a lumpy, quite heavy texture to almost a seed-bed texture within a period of approximately 72 hours. Also the high incidence of stone and debris which was not apparent in the placement of subsoils meant the job became very labour intensive. This will be overcome with the importation of a machine from the USA. All of the rubber tyred tractors used on these projects are four wheel drive in the 6S-aOhp range which for weight distribution and the safety factors allows for good landscaping techniques. Good engineering practices should ensure that slopes of no more than 3:1 be designed, keeping in mind that the long term planning must allow for maintenance and stock management of restored land.  In the preparation of the final growing medium the equipment used included: Caterpillar 05 LPG and blade; three-four wheel drive rubber tyre tractors; Super flow subsoiler; hydraulic twin spinner manure spreader; discs û two types; harrows; MF Seeder; Cambridge Roller and Duncan Rotatiller.

It is a great honour to be privileged to address The Institute for a second time as President and I appreciate it more than I can say. Eight years ago in Hobart I tried to cover the development of the mineral industry in Tasmania. That was a general subject. Tonight I want to be more specific - I propose to talk to you about rutile.The choice of subject for a Presidential Address is never easy. One is addressing an informed audience and the best one can do is to try to crystallize a particular subject and to present it in a form that willbe of interest to those who listen.I looked carefully at the addresses given by our Presidents over the past seven or eight years. The titles are impressive, the content excellent, and the length, as published, much greater than I had hoped.It is therefore with some trepidation that I have chosen as a subject one only of the three crystal forms of titanium dioxide. This subject is not as limited as may at first appear.There are two aspects with which I can deal - the mineral itself, which has become familiar as the major product of the East Coast beach sand operations, and the lesser-known "synthetic" product, which is the major pigment in almost all the white paints in common use today, and in cosmetics and white-walled tyres and toothpaste, and even the better types of fine papers. The synthetic form of rutile is' the "whitest"of white pigments.

The Newcrest Mining Limited Telfer Gold Mine consists of an underground sublevel cave (SLC) operation located 734 m directly below active open pit operations. Open pit and underground current production rates are 50 million and 5.7 million tonnes per anum (Mt/a) respectively. The SLC was initiated in late 2006 with breakthrough planned to occur on the 5484 bench of the west wall in late 2009. Risk to the south ramp was identified during this time, resulting in the construction of the north ramp. The SLC was continually tracked from initiation with a suite of monitoring systems and managed with a Major Hazard Management Plan (MHMP) and associated Trigger Action and Response Plans (TARP). At breakthrough the eastern limb of the cave was located within a 70 m horizontal distance from the south ramp. The south ramp was closed in October 2009 due to significant slope deformation, extensive cracking in the berms and batters between the ramp and breakthrough bench and a major failure 250 m to the north of the cave breakthrough. Wall response was first identified from slope deformation measurements taken by the wall monitoring radar in May 2009, at which point the SLC was 160 m from breakthrough. The impact of the SLC on the slope is a unique case with the monitoring systems in place able to provide data on the slope reaction to the SLC progression. This paper will discuss the management of the south ramp such as the early interpretation of risk associated with cave breakthrough, monitoring systems implemented to track the cave progression and wall deformation, data integration and interpretation and risk management. Following the closure of the south ramp further instrumentation programs and risk assessments were conducted to determine the risk of re-opening this haulage route. The outcomes of this program will also be presented.

During the design and operation stages of a block caving project, a large amount of research and development work has been undertaken in the Tongkuangyu Copper Mine. This paper presents the research achievements from these studies, including a rock mass quality evaluation method, cavability prediction, fragmentation evaluation, caving mechanisms, a computerised production scheduling model and the optimised draw control system. The main features of the block caving system in the Tongkuangyu Copper Mine are also discussed.

The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag, the main system formed in the Ruhrstahl-Heraeus (RH) vacuum degasser, was measured at 1873 K to understand the effect of slag compositions on the carbon contamination in the ultra-low carbon (ULC) steels. The stable form of carbon was demonstrated to be carbonate by plotting the log [(wt%C)/aC] ratio against the log p(O2) which ranged -11 < log p(O2,atm) < -9. The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag can be estimated using thermodynamic model. The distribution ratio of carbon increased with increasing concentration of FeO due to the FeO reduction reaction and increased basicity of slag. The carbonate capacity of the CaO-Al2O3-FeO-SiO2-MgO slag can be expressed as a linear function of the activity of lime and the optical basicity.

The present study &apos;of pure ZnS and NiS and ZnS (marmatite) by detailed electrokinetic methods has shown that by careful control of experimental parameters much new&apos; information on sulphide-water interfaces can be obtained. Time-dependent processes of alteration of sulphide surfaces are foHowed by electrokinetic methods and indicate that the isoelectric point of the surface depends on elemental sulphur coverage, oxidation product coverage, and the conditions which promote or minimize such reaotions in the presence and absence of activator.

There is no other effective way for study ing firedamp and coaldust explosions than to produce controlled explosions in a pre-monitor- ed environment - either mine openings kept for the purpose, or special surface galleries. Such explosion testing facilities have been employed historically at Buxton in U.K., with lesser known installations at Bruceton, U.S.A., Tremonia, West Germany, Katowice-Mikolow, Poland and elsewhere. Both firedamp and coal dust explosions are studied. Normally coal dust explosions are initiated by somewhat standardised methane air mixtures, by explosives, or purely by coal dust. Various structures and suppression installations are installed in roadways and galleries prior to explosion to simulate destruction and suppression, and the results of such tests form the basis of suppression installations, especially stone dust barriers and water barriers. Other data collected from these experiments include rev- ersals of explosion waves, pressures and temperatures and duration of explosion waves, analyses of aftergases etc. Other uses of explosion testing galleries include testing of explosives, electrical equipment and frictional . sparking.
