Process industry measurement systems, once installed, are often interpreted as static black boxes delivering correct values as long as not proven otherwise. After first implementation and set-up with a distinct sampling frequency, they often run ‘forever’ without checking if this frequency is still appropriate with respect to changed raw materials characteristics, different process conditions or changed customer specifications. Failure detection is based on operator experience and skills (often close to an art form) and/or from control measurements of reference samples. This may well be too late for many industrial process contexts. An appropriate sampling frequency is a critical success factor for valid monitoring and control.Based on the methodology of variographic analysis we here illustrate how to design/re-design/optimise an industrial measurement system in terms of sampling frequency, discretisation and accuracy based on customer specifications. We also show how variographics can be used to monitor for deviations. We use experience from process industry to show how these methods can be used not only for product characterisation, but also for monitoring input factors, process indicators and measurement of these. The information hidden in the vast amounts of data that is continuously created in modern process industries can be utilised to cut costs in the measurement activities and at the same time contribute to early error detection. We illustrate by case examples from production processes at a nickel refinery, supporting the Lean and Six Sigma methodology. This will provide a standard operating procedure for monitoring the stability of measurement systems, and provide a basis with which to discuss how a variographic approach can be integrated with the Lean and Six Sigma approach as an online tool to map, characterise and validate measurement systems and thus avoid more cumbersome measurement system analysis in full detail.CITATION:Thisted, E, Thisted, U, Bøckman, O and Esbensen, K H, 2017. Following discovery in October 2004, commencement of development in February 2007 and first ore production in mid 2007, the Trident gold deposit, located in the Eastern Goldfields of Western Australia, has now been successfully mined for over three years. Three years of operational history has enabled the performance of the Trident underground mine to be reconciled against the mine plan and strategy proposed for the original feasibility study.The Trident deposit, initially based on two lode systems known as the Eastern Zone and Western Zone, has been continuously drilled, interpreted and re-interpreted over the period and as a result the addition of the Athena, Apollo and Artemis lode systems as well as numerous smaller scale lodes has been realised. The first three years has seen the Trident underground mine quickly move up to its 1 Mtpa design production rate. The mine plan and strategy used in the initial feasibility study and subsequently implemented, required sufficient flexibility to enable modification and optimisation to mine plans as ore zones were further defined. The ability to modify the mining plans has enabled Avoca to achieve its mining targets at Trident. With over 250 000 ounces gold produced to January 2010, the company is well positioned to achieve its ten year vision associated with the Higginsville Gold Project.This paper offers an account of operational experiences whilst providing comparison to assumptions and methodologies used in the original feasibility study. The paper is a sequel to a paper presented at the Tenth Underground Operators’ Conference held in Launceston, Tasmania titled Development Strategy of the Trident Underground Gold Mine.

Cyanide has been used for over a century worldwide for gold extraction. However, the presence of several metals and metalloids in ore requires greater amount of cyanide for an efficient gold recovery due to their solubilisation in conjunction with gold. The extraction residues are discharged into tailing storage facilities (TSFs) and may cause bird mortality if there is exposure to cyanide-bearing wastewater exceeding the toxic threshold. The toxicity arises from free cyanide released from weak acid dissociable (WAD) cyanide complexes. The International Cyanide Management Code (ICMC) has deemed 50 mg/L of WAD cyanide released into TSFs to be safe for wildlife protection. However, this concentration is based on observations of an apparent lack of toxicity rather than a toxicological approach. The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) identified in 2010 that there is a lack of toxicity data to properly assess the environmental significance of cyanide levels at gold mines. Lack of knowledge for the toxicity of free cyanide and metal cyanide complexes to wildlife led to consider alternative direct assessment techniques for designating safe levels. Whilst toxicity may be assessed by using young chickens with animal ethics approval, the traditional bioassay approach to assess cyanide toxicity is impractical for gold mine TSFs. Bioassays using algal species such as Euglena gracilis, a unicellular alga, are widely used for ecotoxicological studies. A unique feature is that the Euglena gracilis Z cell has plant-like while SMZ cell has animal-like characteristics. Geometallurgical modelling of an orebody provides benefits to a mine by gaining a better understanding of the ore characteristics and how they affect the performance of the concentrator. With this knowledge, plant operating conditions can be adjusted to optimise throughput and recovery in advance of the arrival of particular ore types. Therefore, it is extremely important that the origin of the ore being processed is known as accurately as possible. Depending on the homogeneity of the ore characteristics, reliance on assumptions about stockpile residence times, scheduling and material handling can render the best geometallurgical models useless.The solution adopted at Agnico Eagle’s Kittilä mine was to utilise Metso SmartTags™ and in-house expertise to develop a system that continuously and accurately links geotechnical and lab data from the mine to the performance of the plant. This application presented several unique opportunities and challenges. For example, this was the first installation of a SmartTag™ system for geometallurgical modelling in an underground mine. Challenges included the fact that the system installation is routinely subjected to temperatures below -20°C.The system was installed and commissioned in early 2013 and has been operating continuously since. Kittilä has begun to see the benefits of the system, with an increased understanding of how different ores are processed in the concentrator. Other advantages include the ability to alert operators about the arrival of difficult ores and a better understanding of the ore handling systems.This paper describes the installation and use of the system at Kittilä and details some of the geometallurgical relationships that have been developed using the data collected so far.CITATION:La Rosa, D, Rajavuori, L, Korteniemi, J and Wortley, M, 2014. BHP-Utah Coal Limited operates 33 draglines of varying sizes in the Bowen Basin of Central Queensland. The group's operations with draglines commenced in 1963 with the establishment of opencut operations at the then TPM Moura Mine and continued through expansion of that mine, the commissioning of the Utah Development Company Blackwater Mine in 1968, and the subsequent establishment of six (6) other large opencut mines, all in the general area over the next fourteen years. These operations generally commenced with boxcuts on the sub-crop at depths of 15 to 25 metres. Over the years, depths have increased so that average depths now are in the 45 to 50m range. It was soon realised that dragline operations would have to be supplemented with additional stripping equipment. In 1981, a symposium "45m and Beyond" was held in Rockhampton to assess the problems associated with such "deep" stripping. Subsequently, dragline operations have continued and although addi- tional stripping capacity has been added, in many instances, draglines have been used and are being used to dig depths greater than 45m, some- times as much as 65 to 70m.

This paper describes the technical development of the Newman beneficiation plant over its 23 years of operation and how this development relates to the mine ore reserves of high-grade and low-grade ore. It also discusses the importance of the beneficiation product grades in the overall blending of shippable products from a range of mines to optimise overall ore resource utilisation. Also discussed is the importance of the ore reserve reconciliations in resource utilisation. Data is provided on the capacity and quality improvement results of the plant upgrade, carried out in 1999. This shows how the original capacity upgrade targets have been exceeded and the additional quality benefits that have been obtained from this capacity.

The seismic velocities of intact rock are dependent on the applied stress. Unfortunately, the low susceptibility of seismic velocity to stress changes mean that changes in seismic velocity have to be measured extremely accurately to infer stress changes from them. Previously, it was thought that measurements of this accuracy could only be made with active sources or repeating earthquakes. In this paper, we show that the noise generated by mining activity can be used to construct virtual seismic signals with which we can measure changes in seismic velocity accurately enough to see the short- and long-term effects of a production blast on the surrounding medium. The time-dependent velocity variations achieved with this method show that the blast caused weakening of the rock mass for the rock within a radius of 200 m of the blast. The weakening is healed by confining stresses over a period of five days, after which permanent changes in the seismic velocity can be seen. The size and spatial distribution of the seismic velocity changes were compared to modelled changes in static volumetric stress, which supported the notion that seismic velocity changes can be used to measure the redistribution of stress after a blast. The results of this study indicate that this method can be a powerful tool to evaluate the evolution of stress in a mine at a relatively low cost as the data that it uses would normally be discarded.CITATION:Olivier, G, Lynch, R A and Brenguier, F, 2016. Queensland is Australia's second largest mining state with world-class deposits of coal, base metals, bauxite and magnesite. The total value of Queensland's mining production is about $5 billion per annum, and coal accounts for around 55 per cent of that total. The environmental issues which arise as part of management and regulation of the industry are resolved within the EMOS process. The Environmental Management Overview Strategy is the cornerstone of the policy 'Environmental Management for Mining in Queensland' developed jointly by the Queensland Department of Minerals and Energy and the mining industry. The Gordonstone Coal Mine is the largest underground mine to gain approval under the new policy. Accordingly, Gordonstone has a well planned environmental management program which takes into account site-specific factors and provides for continuous compliance with the provisions of the Mineral Resources Act in a self-regulatory context.

IGO Ltd’s (IGO’s) Nova-Bollinger Deposit (Nova-Bollinger) is a magmatic nickel-copper-cobalt (NiCu-Co) sulfide deposit found 160 km east-north-east of the town of Norseman in Western Australia (WA). The deposit is hosted by the Mesoproterozoic rocks of the Fraser Zone, which is part of the Albany Fraser Orogen (AFO). Since mining commenced in 2016, IGO’s Nova Operation (Nova) has mined and processed to 31 December 2020, 5.63 Mt of ore grading 2.04 per cent Ni, 0.86 per cent Cu and 0.07 per cent Co. Nova’s mine geology team (MGT) has used commercially available implicit modelling (IM) and general-purpose resource modelling (RM) industry software systems, to prepare the 31 December 2020 (CY20) update of Nova-Bollinger’s JORC Code reportable Mineral Resource estimate (MRE). This CY20 MRE update was predominantly based on ~386 km of diamond core drilling, with the drill holes having a nominal grid spacing of 12.5 by 12.5 m throughout the mineralised zones of the deposit. Using IM tools, Nova’s MGT interpreted and modelled 22 separate domains from the drill hole logging, assaying results, and the MGT’s underground mapping. These IM closed volumes were then used to control the estimation of MRE variables into conventional industry digital block models using RM and other ancillary software systems. During 2021, a commercial machine learning (ML) software was trialled by Nova’s MGT for preparing block models of Nova-Bollinger’s MRE domains. The motivation for the trial was that the ML process could expedite modelling through the direct creation of a domain coded block model from the drill hole logging. Compared to the industry standard approaches of wireframing or IM, where the modeller usually makes many subjective choices to produce the domain model, ML offers a more objective ‘hands-off’ process for determining the connectivity of domains defined in drill holes. Additionally, the ML process provides a quantitative confidence metric associated with its output that may have utility in mine production and resource classification. In this paper, the results of the Nova-Bollinger ML modelling trial are compared to the MGT’s current workflow for MRE work. The MGT’s conclusions as to the advantages and disadvantages of the IM and ML methods for preparation of MRE domains are discussed. The ML software was also tested as a method of rapidly interpreting geology outside the principal zones of MRE interest. These testing results are also presented in this paper.

In the current cycle of low commodity prices and rising costs, mine managers continue to focus on optimising mine performance and productivity. A critical component of strengthening performance and productivity is ensuring material is routed correctly and efficiently through the core mine production activities of drilling, blasting and grade control.By the time a blast is planned, an enormous amount of intellectual property has been invested in the exploration, resource development, feasibility studies and mine planning activities. The value of that knowledge is either realised or diminished during mine production. Efficient execution of the process is critical and is reflected by the quality and timeliness of the information produced.Multiple teams are involved in the mining extraction process. These teams are all under time pressure to keep the mine equipment operating. One of the root causes of this pressure is the dependency between the teams. They do not operate in isolation, but are a link in a chain depending on the outcomes of each activity. It is essential communication is efficient so tasks can be completed according to the production schedule. Unfortunately, communication fails when unintegrated systems are used because of:- different teams seeing different data, hence there is not an overall, up-to-date view of progress and priorities- lack of cross-functional visibility of data leading to failure to identify errors in time to address or correct issues- teams tending to be siloed and focusing on their part of the process rather than the overall objective.With different systems used for the parts of a common goal, supervisors and managers lack visibility of the process. This makes it difficult to identify process improvement opportunities.Streamlined communications help consolidate all data and activities resulting in improved cooperation between mine production teams. This outcome increases the confidence and efficiency of material routing decisions. It also reduces potential impact to mine performance from errors in early stage tasks like drilling and grade control. Pyrite and Cu-concentrate were roasted in vertically suspended state in an externally heated tube. Tubes of three different lengths of reaction zone were used for three different reaction times. Roasted ores were submitted to chemical analysis and the extent of roasting reactions was determined. In case of pyrite, extent of roasting reactions was not affected much by reactor length and heating temperature (above 500¦C), but was considerably by ore/air ratio. Micro- scopic and XMA examinations led to the conclus- ion that pyrite particles decomposed to pyrrho- tite and then pyrrhotite was oxidized to give Fe-S-0 melt, magnetite and hematite. The extent of reaction was not uniform in all particles but had a wide distribution from unreacted pyrite to completely oxidized particles. Combustion of Cu-concentrate from Kuroko complex sulfide ore ) was unstable under a uniform wall temperature of 450¦C, but proceed- ed rapidly at temperatures above 500¦C. Sticking of roasted ores to the wall of the reaction tube induced choking of the tube, caused by melting of roasted ores, at tempera- tures above 950¦C. Enrichment of oxygen exterted less influence on reaction rate than heating temperature of the tube. Particle size of ore had a big effect on reaction rate.

Mines are often located in remote areas that are not well served by æstiffÆ power grids. Radial transmission networks, high lightning incidence (eg in South Africa the Witwatersrand experiences seven to ten strikes/km2 per year), low short circuit strengths and diesel generation are not uncommon. All these factors result in the electric power supply to many mines being unusually prone to dips and disturbances. æLegacyÆ winder drives û cyclo converters and dc drives û convert power directly from the supply to the motor, with no intermediate energy storage element. Further, they rely on the supply network for commutation and are therefore sensitive to supply voltage disturbances. There is a high probability that a dc or cyclo mine winder will trip during a supply disturbance, often resulting in lost production time and call-outs for technical staff to reset or even repair equipment. In contrast, a voltage source inverter (VSI) ac drive stores a large quantity of energy (in the dc link capacitors) and is fully self-commutating. Hence, this topology is inherently more immune to supply voltage disturbances. Indeed, vendors of ac VSI mine winders make general statements about the superior performance of their drives during supply disturbances. However, the advantages have apparently not been previously quantified. This paper compares different winder drive topologies and their sensitivity to supply disturbances, considers categories of supply disturbances and quantifies the cost of the effects on the different drive types.

"This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. Mill operators have traditionally been forced to rely on grade-recovery curves and overall flotation rate constants when analysing proposed improvements to plants. This has led to loss in money and time when a proposed change that showed potential in laboratory scale tests failed to show improvement in the plant. Frequently, this is a result of the operators being unable to gain insight into how and why the proposed change affected the flotation performance. This is due to the classical models not including any description of the subprocesses of flotation and their individual contribution to the overall flotation performance. A new flotation model has been developed as part of the AMIRA P9 project that separates the flotation process into subprocesses and includes the contribution of both the pulp phase and froth phase to the overall flotation recovery. It is not possible to determine the individual components of this new model on traditional pilot plants as they lack the required flexibility and scale. Therefore a new pilot plant has been developed known as the Floatability Characterisation Test Rig (FCTR) that has the flexibility and features required for the determination of the flotation subprocesses. The flexibility and features of the FCTR also make it an ideal tool for investigations into many different aspects of flotation research. These include the effect of reagents, grinding, and power on the flotation performance. This paper will describe the methodology for using the FCTR in these fields of research and highlights the advantages of using the FCTR over traditional methods.

"As underground mines increasingly face the challenge of maximising production without losingfocus on safety excellence, the ability to predict the eff ectiveness of mine seals and stoppings andthe identifi cation of defects plays an increasingly important role in mine ventilation management.While technologies for sample testing installed seals provides signifi cant assurance, the difficulty of conducting tests in operational environments, combined with the production impact of destructive testing procedures, has led to the development of a new method for non-destructively testing ventilation control devices (VCDs). This paper addresses the challenges of in situ testing and reviews the approaches previously employed to verify the quality of VCD installations. It then describes a new testing methodology jointly developed by Whitfield Minerals PTY Ltd and Parsons Brinckerhoff (PB) and the range of tests that have been carried out in the laboratory, above ground, at trial underground sites and in active coal mine operations. Although this is a new approach to testing underground VCDs, the method employs recognised testing equipment in a new application. The aim of the new non-destructive technology is to not only verify the thicknessand therefore overpressure rating compliance, of new VCDs, but to allow mine operations t oidentify and locate defects in installed VCDs without causing damage to the material structure.Currently it is difficult, time-consuming and costly to carry out physical sampling and testing ofevery VCD. Therefore, a reliable and accurate means of non-destructively testing concrete andplaster seals in situ will provide substantial operational and safety benefi ts to the underground coal mining industry."

Underground infrastructure is often a critical component of transportation and utility schemes. It is characterised by long design lives with limited access for inspection and maintenance. The exposure environment can be difficult to assess since it will often vary substantially between different locations in the same facility and with time during construction and in service. In addition, the specific demands placed upon underground infrastructure are not well covered by the exposure classes and other guidance given within current codes of practice. When problems occur they can be difficult to rectify and involve significant disruption.Given these substantial risks the prudent designer may adopt a systematic ‘durability planning’ approach which:· defines the environment and principal deterioration mechanisms for the various elements and construction materials,· predicts the design life for alternative durability enhancement options, and· recommends associated measures to be adopted during construction and in service.This paper describes the development of durability planning within Halcrow, giving examples of its use from its first implementation on tunnels under the Suez Canal in 1993 to recent projects in the Middle East and Australia. It seeks to demystify the process, identify shortcomings and speculate on its future development within the civil and mining sectors.

The increasing complexity of ore resources and recycled materials in the feed of pyrometallurgical processes present a technical challenge to the metallurgical engineers working on maximising the recovery of the valuable elements and minimising the environmental impact of the processes. To address this challenge, the availability of computational tools that can predict the mass and energy balance in complex systems is required. Then the accurate description of phase equilibria in the complex multicomponent systems describing the chemistry of the pyrometallurgical processes becomes critical for the correct implementation of the indicated tools and facing the outlined industrial challenges. In the present study the distribution of selected elements (Pb, Zn, Fe, As, Sn, Sb, Bi and Ni) between oxide liquid and metal in the ‘CuO0.5’-CaO-AlO1.5 system in equilibrium with Cu metal at 1400°C (liquidus of CaAl2O4) was experimentally studied using the equilibration and quenching technique followed by the electron probe X-ray microanalysis of the resulted samples. The study covered a wide range of effective p(O2) over the system from 10-11 to 10-3.5 (corresponding to formation of immiscible CuO0.5-rich slag). To avoid loss of volatile elements (Pb, Zn, As, Sn, Sb and Bi), a correlation between ‘CuO0.5’ in oxide liquid and p(O2) in open system was obtained first, followed by studying the volatile elements distribution in closed conditions (Al2O3 crucible sealed in SiO2 ampoule), where ‘CuO0.5’ concentration was used as a marker to evaluate the effective p(O2) over the system. With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. A research project incorporating a number of mine site exercises to reduce the effects of fire incidents and possible consequent health and safety hazards has been undertaken focused on the application of mine fire simulation software packages for contaminate tracing and fire modelling in coal and metalliferous mines. This paper examines aspects of introduction of inert gases to underground workings to aid recovery of a mine following a fire. Broad conclusions from work undertaken at individual Australian coal mines are discussed as examples. The effort is built around the introduction of the fire simulation computer program æVentgraphÆ to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Case studies have been developed to examine usage of inertisation units and particularly application of the GAG jet engine unit. One example has focused on selection of the best surface portal location for placement of the GAG for most efficient suppression of a fire. A second has examined a situation with significant seam gas being emitted on the face. This has shown that under certain face dip angles stopping the mine surface fan to reduce dilution of GAG exhaust gases will cause reversal of face air and consequent mine explosion as gas laden air is drawn across a fire. A third examines inertisation and dilution issues in mains headings. mains headings present a complex ventilation network with often numerous parallel headings, hundreds of cut-throughs and a variety of ventilation control devices. In such a complex system (with additional interference from a fire), maintaining control of the movement of inert gas is more difficult than elsewhere in the mine. Some illustrations of this issue are given.

It is globally recognised that existing and emerging mining activities should be conducted in a æsustainableÆ manner for the entire life of mine. Many companies annually publish corporate sustainability reports to demonstrate their actions in accordance with international expectations. This concept of sustainable mining practices also applies to mine water management, with influences often extending beyond site operations, affecting surrounding catchments and community users. This paper explores differences in conceptual and operational terms of æsustainableÆ mine water management within the Philippines. Outcomes of a review of corporate sustainability reports, governance documentation, research programs, and stakeholder knowledge acquired through action-research workshops are presented. The paper aims to inform and support future capacity building exercises delivered by the International Mining for Development Centre (IM4DC), with outcomes tailored to government officials and policy makers of developing countries.
