Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

Deposits of gold, silver and other precious metals often display a high variability of grade values, usually a very low average metal content and are frequently not easy to sample reliably. The characteristics, together with the volatility of precious metal prices, make evaluations of precious metal deposits extremely difficult to make. Geostatistical estimation techniques can be used to make grade estimates of precious metals and to assess the reliability of these estimates. Two case studies are presented.

Accurate measurements of the moisture content of iron ore have increasing importance in modern mining operations. Knowledge of the moisture content allows process control actions to be carried out to ensure that the moisture is within prescribed limits, whether this is ensuring sufficient moisture to be above the dust extinction limit or that the moisture level is below the transportable moisture limit for sea shipments. Additionally, controlling moisture within desired limits can allow for greater throughput of iron ore by limiting the amount of water transported. There are a range of options available for operators wishing to obtain moisture data, though there are few demonstrated and proven devices that are able to provide real-time analysis of the full bed-depth of material. Scantech’s through-belt moisture systems are able to accurately analyse the full bed-depth of conveyed iron ore in real time using its unique microwave transmission technology, providing valuable data for operators. Recent advances in these systems have overcome errors associated with the highly attenuating nature of iron ore, particularly for large conveyor belts and deep ore. Furthermore, analysis of different ore mineralogy and its effect on the accuracy of moisture analysis has been examined and quantified. This paper discusses some of these recent results, demonstrating achievable accuracies in spite of changing ore mineralogy. Significant coal reserves in New South Wales lie underneath major bodies of natural and stored surface waters. In order that mining can occur safely and without any adverse effect on the surface, various statutory provisions and administrative guidelines have been framed for regulating the surface and sub-surface strata disturbance. There are particular bases for the existing guidelines and the assumptions which were made in their choice. Evaluation of the guidelines in the light of the knowledge gained during the last ten years indicates that they are conservative in some cases and can be made less restrictive without lowering the safety standards. The suggested changes include reduced width for pillars in both bord and pillar first workings and panel and pillar workings, and increased level of extraction for a given degree of subsidence. Changes, if implemented, would lead to increased coal recovery.

Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. Samples weighing O· 2 g are digested with 2 ml of 72 per cent perchloric acid for 2 hr at 180°C, and then diluted to 10 ml. with water. After settling, an aliquot of clear solution is reduced with ascorbic-citric acid, and then a zinc dithiol solution is added to form a coloured molybdenum complex which is extracted with petroleum spirit for comparison with standards.Concentrations down to 2 p.p.m. may be analysed at rates up to 150 determinations per day.

The kinetics of the thermal decomposition of MgCO3 was investigated using isothermal experiments performed in a thermogravimetric analyzer under a nitrogen atmosphere at 380¦, 400¦, 450¦ and 480¦C. The weight loss data as a function of time were modified to give the fraction that reacted (ß) and the rate of reaction (dß/dt) vs. time (t). Kinetic analysis of the experimental results, using three different methods, showed that diffusion predominates the MgCO3 decomposition over the investigated temperature range, with the data being best fitted by JanderÆs equation ([1−(1−ß)1/3]2=kt). The activation energy was estimated by Arrhenius plots using both the initial reaction rates and rate constants from fitting the above equation. The values estimated were 27.1 and 171.4 kJ/mol respectively.

ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. Fragmentation variation laws in loading and non-loading areas are obtained by cement block model blasting experiments under various stemming lengths. A reasonable ratio between loading length and stemming length is worked out according to minimum average fragment size. The present continuous loading structure, for its very long length to be stemmed, leads to insufficient fragmentation in the upper part of bench. So a new loading structure with bottom air cushion is put forward. The author analyzes blasting effects and processes of two loading structures' and proves that there exists a optimal length of air cushion.\

In this paper, the challenging points regarding the high temperature physical chemistry of slags to achieve the improved and stable electric arc furnace (EAF) or electric smelting furnace (ESF) technology on the way to green steel will be reviewed, and the recent experimental and modelling research will be discussed. For example, the initial melting phenomena of hot briquetted iron (HBI) and the slag formation behaviour was observed using a high-frequency induction furnace. Main component of gangue oxides in HBI was SiO2, Al2O3, and CaO in conjunction with unreduced iron oxide. To increase the dephosphorisation efficiency, the distribution ratio of phosphorus between metal and slag was calculated using FactSage™ software, version 8.2 (CRCT ThermFact, Inc., Montreal, Canada) and was compared to the measured results. The optimisation of slag chemistry is required not only for maximum dephosphorisation efficiency with good slag foamability but also for minimum slag volume with less refractory corrosion in EAF process. The slag chemistry is also one of key parameters affecting the operation efficiency in ESF in view of FeO reduction behaviour, viscosity, sulfide capacity, etc.

THE question of dealing with the small quantities of copper found in a great many of the purchased ores became a factor of importance when the Sulphide Corporation decided to refine its own lead bullion, as the presence of this impurity has a marked effect on the efficiency of the de-silverizing operations of the Parkes process. Removal of the copper from the base bullion.The copper is removed from the base bullion by drossing, which collects the copper, and at the same time has considerable gold, silver, and lead values. The drassing of the bullion is done in two stages-firstly, at the smelters; and secondly, in thecopper kettles at the refinery. In both cases a "wet" dross is produced, which is subsequently "sweated" in a suitable type of furnace. When "dry" the dross is raked out and stored until enough accumulates to warrant a nUl on dross in the small blastfurnace kept for that purpose. A typical assay of the "dry" dross is as follows...WORKING THE DROSS UP TO LOW-GRADE CU-PB MATTEThe accumulated dross is treated in a small blast furnace with the necessary fiuxes, producing a low-grade Cu-Pb matte and base lead bullion.

Many people are familiar with the use of marine echo sounders which are used by fishermen to monitor water depth and locate schools of fish. Similar technology has recently been used in some West Australian mines to provide detailed maps of ore contacts and other geological structures. Whilst drillhole intersections provide details of the location of a contact at a point, echo sounding can be used to obtain a continuous profile of the contact. A series of profiles together with drillhole intersection data can be used to build a more accurate geological model than can be inferred from drillhole intersections alone. The benefits of this are more complete ore extraction, less dilution and the ability to make more informed financial decisions. This paper presents a case history which demonstrates the successful application of the technology.

This paper reports on the implementation of the critical control concept to manage material risks in the mining and metals industries. The critical control management (CCM) approach assumes it is better to identify weaknesses in risk controls before an incident happens as opposed to discovering weaknesses from an investigation after an incident occurs. The first is sometimes referred to as active monitoring and the second as reactive monitoring (Health and Safety Executive and Chemical Industries Association, 2006). Both are needed. However, whilst methods for both active and reactive monitoring of risk controls are well established in many high hazard industries, such as oil and gas, petroleum and chemical industries, until the publication in 2015 of the International Council on Mining and Metals (ICMM) guides, (Good Practice Guide and the subsequent Implementation Guide) (ICMM, 2015), there was no specific mining and metals industry guidance on critical control management. This paper reports on progress in implementing the ICMM guidance drawing on two main sources. First, a benchmarking survey of a representative sample of coal and metalliferous mines, both underground and open cut/pit), sponsored jointly by the Queensland Resources Council and the Queensland Commissioner for Resources Safety and Health in the context of a recommendation that the Queensland mining industry adopts high reliability organisation (HRO) principals (Queensland Resources Council and Commissioner for Resources Safety and Health, 2022). Second, it draws on Noetic’s experience of implementing critical control management in mining and other high hazard industries in Australia, Africa, China and North America (Wilkinson, 2018). The paper describes good practices found and where significant improvements can be made, providing specific and actionable examples of both. From this it also identifies how future guidance on this topic could be improved.

A key environmental management issue associated with mining projects is tailing disposal. In high rainfall environments this is particularly challenging and generally requires the discharge of excess water from a tailing dam to adjacent streams or coastal waters. Such discharges can potentially have adverse impacts on downstream water quality and the environmental values associated with these waters, such as providing a drinking water supply for local villagers, maintaining a fisheries resource or protecting a fish species of high conservation significance. An alternative to the construction and operation of a conventional tailing dam is Deep Sea Tailing Placement (DSTP). The key features of such a system are:Discharge of the tailing slurry at considerable depth (approximately 120 - 150 m) below the oceanÆs surface. This requires a pipeline to be laid from the process plant to a mix tank, where the tailing is mixed with seawater and entrained air released. The pipeline then continues down the ocean floor to the required discharge depth, which is below the surface mixed layer and the euphotic zone. After discharge, formation of a density current which continues to descend along the ocean floor as long as the slope is sufficiently steep. Final deposition of the tailing in an area where the slope of the ocean floor is insufficient to maintain the density current. This typically occurs at depths of more than 800 m. Water quality issues associated with DSTP include: Impacts on the oceanic water column due to the formation of subsurface plumes which break away from the descending density current. The occurrence of elevated concentrations of contaminants in the interstitial waters of the deposited tailing solids. Fluxes of contaminants from the tailing deposits into the overlying oceanic water column. This paper discusses the water quality aspects of DSTP with particular reference to a case study in Papua New Guinea. The evaluations undertaken as part of the DSTP impact assessment included consideration of both the short- and long-term chemical behaviour of contaminants and bioassays, within the appropriate water quality assessment framework.

In an ironmaking blast furnace (BF), molten slag and hot metal form in the softening-melting (cohesive) zone and then trickle through the coke packed bed before being discharged from the taphole. During their downward flow, there are significant interactions occurring between liquids and other phases, such as gas and packing particles. Overall, the formation, dripping and discharging of these liquid phases, particularly molten slag, have a significant impact on BF operations in terms of furnace permeability, fuel consumption, process stability, product quality and ultimately, productivity. Hence, understanding the liquid flow behaviour in the BF lower zone is critical for designing optimal operations. In the current investigation, the flow behaviour of slag droplets was investigated at a mesoscopic level using a combined numerical and physical modelling approach. The interaction between slag and carbonaceous materials was studied using sessile drop wetting experiments, slag flow through a funnel and a high temperature packed bed and the Volume of Fluid (VOF) modelling technique. Molten slag flow and counter-current gas-slag flow in the packed bed was investigated in terms of superficial gas velocity, slag properties and packing structure. The gas-slag flow behaviour at a mesoscopic level was numerically visualised, with gas velocity gradually increased up to the flooding point. The strong interaction between gas and slag was uniquely identified, which can cause localised slag flooding as well as gas channelling. Detailed information concerning the effect on slag holdup distribution, residence time and flow patterns of wettability, slag properties and bed structure were obtained. The current investigation highlights the significant role of research at a mesoscopic level in understanding macroscopic slag flow behaviour. Gas channelling, which is a critical phenomenon in a packed bed with counter-current gas-slag flow, is predicted. It can be speculated that significant gas channelling in the BF can inevitably occur prior to operational limits being reached. In the BF process, the formation of permanent gas channelling and large slag rivulets should be avoided to maintain appropriate contact between phases and hence, furnace permeability.

The paper also discusses trends in coal utilisation for power generation and how new technologies may require coal with different characteristics. Research and development into options for CO2 sequestration are discussed including carbon storage in forests, and removal of CO2 from flue or fuel gas in power stations, and its disposal.

Spoil piles are produced routinely in open cut coal mines. Spoil piles may contain waste coal and other carbonaceous horizons. Coal and carbonaceous materials react with oxygen in the atmosphere, producing heat. If the rate at which heat is generated is greater than the rate at which heat can be dissipated, the temperature of the spoil pile rises. If the heating remains unchecked, spontaneous combustion can occur. Spontaneous combustion poses significant safety, environmental and economic problems if it should become established in spoil piles. Using the basic features of self heating in spoil, the use of model is directed toward developing quantitative prediction of spontaneous combustion in open cut coal mine spoil Piles.

Due to the perceived potential to extract the second economic manganese seam at its Black Rock Operations in the Northern Cape Province, South Africa, Assmang commissioned an investigation with respect to mining method and sequencing of the two orebodies in 2007. Based on this initial study into multiseam potential, conditions and impacts, the rock engineering aspect was expanded to determine conceptual rules to govern the extraction of both manganese seams using the normal bord-and-pillar layout implemented at this operation. This work included the theoretical analysis using basic pillar design practices and numerical modelling, including the use of Map3D, UDEC and Phase2 codes.In 2013, Assmang launched a large-scale investigation into the potential to increase mine output from all possible manganese sources at the operation. Included in this investigation was the requirement to confirm or modify the conceptual multiseam extraction rules to implementation. As part of this confirmation process, stress measurements, borehole camera audits and additional numerical modelling were performed at a particular site on the operation where a limited extraction of both seams had been undertaken. The results obtained from this process provided confidence in the conceptual extraction rules and allowed the derivation of final extraction rules that will be implemented at the operation as the multiseam mining process becomes more widespread.CITATION:Hanekom, J W L, Roberts, M K C, Magwaza, M G, Lousteau, R and Piper, P, 2014. Adsorption Behaviours of Humic Substances onto Iron Ore Particle Surface Humic substances extracted from lignite mainly consist of fulvic acids (FA) and humic acids (HA), which have been successfully used as good composite binders for iron ore pellets in laboratory tests and industrial production. However, there exists a general lack of understanding of the interaction between humic substances and iron ore particles surfaces. In this research, by means of zeta potential measurements, Fourier Transform Infrared (FTIR) spectrum, colorimetric method and Environmental Scanning Electron Micrograph (ESEM) imaging, the adsorption behaviours of FA and HA onto the surfaces of iron ore particles are investigated. The zeta potential results indicate that adsorption of FA on the iron ore particles can be characterised by specific and electrostatic interactions, while adsorption of HA is by electrostatic and chemical adsorption interactions. FTIR spectrum results show that adsorption force of FA on the iron ore particle surfaces is stronger than that of HA. From results of colorimetric method, compared with HA, adsorption amount and adsorption rate of FA is more and faster, respectively. FA molecule presents on the surface of magnetite in the shape of an araneose network structure according to the ESEM images, while HA molecule appears on the surface of magnetite in the form of small flocs or microclusters. Humic substances are effective to iron ore pelletisation. Comparsion of agglomeration results show that the different mechanisms of adsorption result in varied agglomeration behaviours. Theses findings above would be beneficial to the implications of composite binder for agglomeration.
