In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

Toughness testing of fibre reinforced concrete (FRC) at 28 days age is typically undertaken as part of quality control for the many applications where fibres are used in concrete, including shotcrete, tunnel segments, and cast-in-place tunnel linings. The performance achieved at 28 days is usually assumed to be retained with increasing age. However, as the average strength grade of concrete used in most tunnelling applications, including tunnel segments, has steadily increased over the last 20 years, this assumption is becoming increasingly unviable. This is because for some types of fibre the mode of post-crack fibre behaviour depends on the strength of the concrete and can change from a desirable high-energy pull-out mode to a low-energy rupture mode as the strength and age of concrete increases. This paper describes a series of trials performed over two years in which the American Society for Testing and Materials (ASTM) C1609/C1609M beam tests were used to assess the performance of FRC reinforced with two widely used brands of steel and macro-synthetic fibre. The hooked-end steel fibres used for half the beams exhibited a dramatic fall in performance beyond 56 days age as the mode of failure changed from pull-out to rupture. The other fibre did not exhibit a fall in performance with age. This phenomenon highlights the need to quantify performance of FRC at much later ages when long-term performance is required, for example, to resist seismic events or changes in ground stress due to nearby excavations. Mill scale, which contains a high proportion of magnetite and wustite, was added to the feed to the Whyalla grate kiln pellet plant during the production of acid pellets for domestic consumption. Its addition resulted in increased production -rates together with reduced consumptions of bentonite, fireclay and fuel. Mill scale was particularly beneficial when treating feed containing difficult to process, earthy, high ignition loss iron ores. Test work in the laboratory and subsequent plant experience showed that the magnetite and wustite oxidised in the drying and preheat sections of the travelling grate. The additional heat reduced gas flows through the grate kiln system, aided the drying of green balls containing earthy ores and increased the preheat strength of the balls. These advantages were offset to some extent by higher power consumptions to grind the harder mill scale and process difficulties caused by the contamination of mill scale with oil and coke.

During 2001 the Ridgeway Gold Mine, driven by company initiatives and recent NSW legislation (General Rule 2000), developed and implemented Major Hazard Management Plans to control significant hazards identified at the underground mine. The paper presents the objectives, issues, outcomes and process involved in the development and implementation of the plans at Ridgeway. The sharing of the experience gained and an overview of the intended way forward will offer a valuable insight for other mines considering embarking on a similar journey.

The volumetric method of estimating hydrocarbon resources and recoverable reserves is and probably will remain a dominant method in petroleum engineering. The method is technically very simple, but has one main problem: how to express, measure and properly handle the variable and complex uncertainty of each estimate. The computer age brought in the Monte Carlo Simulation method which enables correct arithmetic operation using data with specified probability distribution. However, several problems are still not solved uniquely and still exist. For instance, the determination and description of the distribution of single parameters, the determination of the degree of dependency between parameters (e.g. hydrocarbon saturation-porosity), and standard probabilist- ic definition of generally used categories (e.g. proved, probable, possible). Methods for handling these problems are discussed.

The countercurrent gas-solid-heat transfer during the drying of brown coal briquettes in the pilot carbonization plant at Morwell has been analysed and theoretical gas and solid temp-erature distributions through the drier have been calculated. Although the calculations rest on several simplifying assump-tions, to be corrected as the experimental work develops, the theoretical temperature distributions compare well with those observed in practical operation. Valuable conclusions are reached as to the effects of changes in drier operating con-ditions on the rate of drying of the briquettes which-controls the 2 strength of the char produced. The analysis shows why a limitation was reached in the improvement of char-strength in the pilot plant in 1961 and a prediction is made of ' a way ' in ' which the limitation could be overcome.

The Northern Sewerage Project (NSP) is an upgrade to one of MelbourneÆs ageing, under-capacity trunk sewers. It will reduce the volume and frequency of wet-weather overflows to the Merri and Moonee Ponds Creeks and facilitate new housing developments in the northern suburbs of the city. A total of 12.4 km of tunnel and eight vertical access shafts will be excavated as part of the two project stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water (MW) and Stage 2 (NSP2) will be owned and operated by Yarra Valley Water (YVW). The owners require the project to have a service life of 100 years, a requirement significantly beyond many of the current Australian Standards, which aim to achieve service lives greater than 60 years but are typically assumed to achieve 40 to 60 years. Because of the potentially corrosive natures of the external environment along the tunnels and the internal sewer environment, durability was a key concern for NSP1 and NSP2. Stringent specifications were applicable to the tunnel lining systems. This paper describes the corrosive environments impacting NSP1 and NSP2, explains the key design differences between the two stages and details the lining systems considered and selected to achieve the clientsÆ desired 100-year service life. The project design is complete and construction began in 2007.

Supercritical fluids are gases compressed to near liquid densities and, as such, have unique properties compared to liquids: low viscosity; zero latent heat; high diffusivity and pressure-dependent, solvation characteristics. These properties are being utilised in new processes and current research is delineating areas where such processes may be applicable to extractive metallurgy. The processes and areas of interest are as follows: Supercritical Fluid Extraction in which substrates are dissolved at high pressure and fractionated at successively lower pressures. Areas of interest include extraction of organic materials for regeneration of activated carbon for the CIP process and for upgrading alumina industry products and, separation of transition metal chlorides. ò Supercritical Water Oxidation in which high pressure gaseous water acts as a medium in which substrates are oxidised while suspended or dissolved. This process may be of use for oxidation of organics in Bayer liquor and oxidation of mine waters etc. ò Supercritical Fluid Reactions where reactions occur in a supercritical fluid medium, particularly when the medium itself is a reactant. This may be of use in treating refractory or carbon-aqueous auriferous ores and in lower-temperature chlorination of transition metal oxides. Research is described which is aimed at chlorination and separation of transition metal oxides by two supercritical operations.

However, the interconnected nature of these devices has introduced complexities, resulting in inconsistencies across operations. Addressing these challenges, this research explores the application of modern digital principles to the mining industry through the Reference Architecture Model Industry 4.0 (RAMI 4.0). RAMI 4.0 offers a robust framework that integrates digital and physical systems, promoting data transparency, interoperability, and decentralised decision-making. This study aims to briefly introduced framework designed for the unique challenges of mining operations, leveraging the latest digital technologies. The lack of standardisation in the mining sector highlights the need for a comprehensive approach to tackle issues such as interoperability, scalability, security, safety, and repeatability. Establishing standard procedures can ensure smooth interaction between connected devices, ultimately enhancing operational efficiency in the growing IoT ecosystem within the mining industry. Introducing a well-defined reference architecture like RAMI 4.0 can streamline management processes and improve operational efficiency in mining. By adopting this framework, the mining industry can effectively navigate the challenges of digital transformation, leading to a more connected and resilient future. The study concludes that RAMI 4.0, with its structured approach, can significantly enhance the efficiency and productivity of mineral processing operations, fostering sustainable growth in a digitally driven industrial landscape.

Coal Mining in India had been confined in the past primarily to two or three coalfields. Unscientific mining has led to huge degradation of land including massive subsidence of strata and disturbances of water tables to a wide extent. This has caused problems not only in flooding of mines from surface water but also in further planning of the surface drainage for current mining activities. Now, therefore, surface hydrology and land-use potentialities of the area have been endangered inflicting severe damage to the overall environment and ecology of the area. The paper Discusses certain investigative aspects of the problems highlighted as above in one of the coalfields, and encompasses mainly the following areas : 1) Quantitative estimation of the damage already done to the natural surface drainage system. For this purpose damage to topography and drainage for the last fifty years have been made out through the aerial photographs and topographic map sheets 2) Analysis and comparison of different states of such photographs are carried through to indicate the extent of damage to the hydrological conditions inducing undesirable changes in its land-use pattern. Based on the analysis, concrete suggestions are made to restore the water drainage system which will be most suitable for future mining in the area containing high grade coal. The design and planning of the drainage system is based on the total system approach including the cost benefit analysis as well as hydrological considerations.

A probabilistic system for autonomous tracking of excavated ore in mining would be highly valuable. Currently, mine sites can have a vast array of sensors; examples include excavator load cells, bucket volume estimators and haul truck strut pressures which can be used to gather information about the excavated ore at different locations. These sensors can be utilised efficiently to increase the accuracy of mine estimates by introducing a real-time ore tracking system. This requires the introduction of a probabilistic ore tracking framework to consistently fuse information from any sensor input. Current modelling practices are manually intensive, deterministic (no recognition of the quality of data) and generally not a complete end-to-end system. This paper will provide a novel method for tracking extensive ore properties (mass, volume) and intensive ore properties such as chemical composition (eg Fe per cent, SiO2 per cent, Al2O3 per cent). This method is proved to ensure that correct correlations between states are conserved as material is transferred, combined and/or separated at different locations with any configuration of sensor inputs. This ensures that consistency of estimates is maintained and other benefits such as real-time probabilistic reconciliation can be implemented. A method for combining material of different mass and chemical compositions is also developed to enable accurate and efficient operation of the system. Representative experiments on a small-scale and a larger field trial which mimic the mining processes of excavation, haul and unload to ROM Stockpile will be used to verify the approach.

In underground mine planning, many potentially value-eroding decisions are made due to a lack of time and proper evaluation practices. The information required for mine planning decisions goes beyond external sources of uncertainty that are recognised by typical evaluation techniques used in the mining industry, to include technical factors (eg mine development layout) and the ability of a mineral extraction project to achieve its anticipated production levels. Due to the individual characteristics that define underground mining projects, each will exhibit a different risk profile, and thus advanced optimisation and evaluation techniques are required to capture this information.As underground mine planning tools become more sophisticated, mine planners have the capacity to investigate numerous mine sequencing options to identify the best strategy for a given project, creating higher value for shareholders. This paper describes a risk-based evaluation methodology (RbEM) that accounts for financial and technical risk in the evaluation of underground mining projects. While the use of the RbEM has been described in previous works, no benchmarking of the benefits that can be realised from a change in those decisions that are made early in the process has been undertaken. To show the benefits that can be achieved from using the RbEM, this paper updates a case study to which the RbEM was applied, and takes a retrospective look at whether additional value would have been gained by following the strategic recommendation of the RbEM versus a typical optimisation exercise that aims to maximise the net present value.CITATION:Maybee, B, 2012. The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

In conjunction with Orica Explosives, Worsley Alumina have managed a program of continuous improvement to their cap rock blasting over the last two years. Blasting conditions are challenging because of the hard and shallow nature of the material. Blasting costs must be controlled and the environmental consideration of noise and dust is critical. Worsley have sought to determine the optimum balance between drilling and blasting costs and fragmentation. As the cap rock has few inherent weaknesses, loader productivity is strongly controlled by the degree of fragmentation from blasting. The optimum blasting solution is also constrained by maintaining airblast levels at the surrounding residences below 115 dBL . The major blast design parameters optimised during the program were stemming type, stemming length, powder factor and blasthole diameter. A series of carefully managed trial blasts were fired during 1997 and 1998 to quantify the effect of these parameters. Fragmentation was digitally measured using OricaÆs Powerseive G technique. Shovel productivity, airblast levels and blasting costs were also quantified. As a result of the project, Worsley now have an increased knowledge of the key parameters driving blast performance, and their consequent impact on downstream processes, the environment and total mining cost.

Adopting environmentally acceptable practices in New Zealand is a crucial requirement for mineral wealth development. Recent planned expansions in the coal industry have increasingly placed mining in the media spotlight. A lack of appropriate national environmental guidelines has resulted in inconsistent responses and assessments of current and prospective mine sites. Such inconsistencies have lead to delays in decisions on developing economic mineral deposits that may have only minor short-term impacts, and have also allowed unacceptable environmental management practices to continue elsewhere.   A research collaboration between CRL Energy, Landcare Research, University of Canterbury and University of Otago aims to provide regulator groups and the mining industry with a unified approach to the requirements of the Resource Management Act 1991, which is the legislation that predominantly drives the nationÆs environmental policies and guidelines. The tangible outcome of this research programme will be guidelines for an integrated decision-making framework based upon robust multidisciplinary science. The result of this unified process will facilitate the development of viable mineral deposits and prevent excessive environmental impacts.   The framework will be derived from a synthesis of four objectives. Objective 1 identifies potential water quality impact. This objective is based on a targeted geochemical study of the lithology and waterways of the West Coast and Southland. Objective 2 categorises the degree of impacts on the ecology of receiving aquatic ecosystems and determines the processes that drive aquatic ecosystem recovery. Objective 3 identifies best strategies to sufficiently manage impacted ecosystems, and to prevent future unacceptable impacts. Objective 4 combines the findings of Objectives 1 - 3 into a standard decision-making framework. The development of this framework development will include wide consultation with representatives of the mining industry and regulator groups. It is anticipated that this multidisciplinary approach will provide a robust and coherent, standardised system that will assist in achieving industry and environmental targets.

Changes in metal prices and mine output over recent years have required the Copper Concentrator of Mount Isa Mines to operate at annual tonnage rates varying from 4.0 million to 6.5 million tonnes. Several circuit combinations were operated during this period utilising up to two semi-autogenous grinding (SAG) mills and up to two ball mills. The aim was to maximise grinding efficiency and keep unit costs constant regardless of throughput rate. Measures to improve the SAG-ball mill unit operation were implemented with each circuit change. These included installation of a splitter to divert SAG Mill cyclone underflow back to the mill, increase SAG ball charge from four per cent v/v to eight per cent v/v, reduce in SAG top feed size and increase of ball mill grinding medium size. Modelling work and surveys led to a new design of the SAG liner profile from 60 rows of rail bar liners in a high-low arrangement to 40 rows of top hat liners in a high-high arrangement. An on-line SAG Mill feed sizing monitor was recently installed to improve grinding control.

Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

The Pajingo gold operation in Queensland is approximately 55 km south of Charters Towers and 134 km south-west of Townsville. The gold deposit was discovered on the northern end of the Drummond Basin in 1983 and first open pit production began in 1986. Mining progressed underground in the 1990’s and gold production peaked in the early 2000’s as the main Vera/Nancy lodes were extracted, producing 330k oz in 2003 (a record at the time). More recently, as Ore Reserves and grade have diminished, the mine has had to develop innovative mining practices to maximise recovery of the remaining Mineral Resource. This has included a modified sublevel caving method against previously mined/backfilled zones. The method has been coined modified sublevel shrinkage (MSLS). Full scale trials of the new mining method have been successfully completed. This has allowed the site to revaluate the Mineral Resource and include areas into the Ore Reserve that were once deemed sterilised, adding significant value to the operation and extending its life-of-mine. This paper describes the first of two large scale MSLS trials and key operational learnings from it.

EMR is equivalent to reporting Mineral Resource additional to Mineral Reserve, which has been permitted in jurisdictions outside the US for many years.
