The new structure of The Institute is vital as we move forward in times of globalisation, rationalism, increasing litigation, criminalisation of risk and increased focus on corporate governance. This address looks forward to ways The AusIMM and professionals of the future are positioning themselves for these and other challenges.

The co-mixing of tailings and waste rock involves the intimate blending of tailings and waste rock to create a new material (Co-Mix) with superior physical and hydraulic properties. The new material has a low hydraulic conductivity, low compressibility, high water retaining capacity and high shear strength. Co-mixed tailings and waste rock restrict oxygen entry and water seepage to minimise acid generation and metal leaching. When compacted, Co-Mix materials have low volume change characteristics with respect to total stress and matric suction together with high shear strength. Co-mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures or a full depth waste repository. The theoretical properties of Co-Mix blends are investigated. The results of a laboratory program to characterise the physical and hydraulic properties of co-mixed tailings and waste rock are presented. Various ratios of tailings were blended with different waste rock materials. Hydraulic conductivity tests were conducted at confining pressures ranging between 0 and 400 kPa. The saturated hydraulic conductivity for the Co-Mix materials was found to vary between 4 + 10-5 m/s and 5 + 10-9 m/s depending on blend ratio, waste rock type and confining pressure. These results together with other physical properties show excellent hydraulic and strength characteristics can be achieved for Co-Mix materials.

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. Thallous chloride and cadmium metal were recovered from a thallium-cadmium concentrate by a method suited to the treatment of small batches. Differences in oxide solubility and control of pH were employed to separate the thallium and cadmium. The cadmium metal produced by zinc reduction analysed better than 99.95 per cent Cd and thallous chloride of high purity was precipitated from solution.

Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

Commencing in 1956, Rio TInto Australian Exploration Pty Limited in association with Electrolytic Zinc Co of Australasia, Limited, has been carrying out a mineral prospecting program in North-West Tasmania over an area of about 4000 square miles.The program has comprised extensive airborne geophysical surveys, detailed geological mapping, ground geophysical and geochemical investigations. Out of the wealth of new data, and the examination of previous records, has emerged a new structural concept of regional ore control and distribution in North-West Tasmania. This roncept stems from the discovery of an ancient 'fossil' rift valley (graben), named the Owen Rift Valley, along which are located the major mines of the area and numerous well-known prospects. The known mines and prospects from north to south include Mt Bischoff (tin); the Pinnacles (zinc, lead, ropper); the Chester (pyrites); Rosebery-Hercules (lead, zinc, ropper, silver, gold); Mt Tyndall (lead, ropper, zinc); Comstock and Tasman (copper, lead, zinc); Mt Lyell (copper, pyrites, gold); Mt Jukes and Mt Darwin (ropper). The identification of the West Coast (Owen Conglomerate) Range as a fossil rift valley is due to Or B Campana, who carried out extensive geological mapping and interpretation work, and who, with S B Dickinson, are the senior authors of this paper.S B Dickinson, who introduced B Campana to the geological problems of West Tasmania, had previously investigated the Mt Lyell and Rosebery mining fIeld, to which reference is made in this work.D King assisted in the regional mapping and in providing numerous data on the mineral distribution of the area.R S Matheson rontributed to the fmdings on ore emplacement and rontrol in the discussions held on this subject. A model has been developed for drum scrubbing which allows selection of geometry and power input. Specific aspects considered are: Calculation of total static and operating volumes. Total residence time based on total operating volume. Solids residence time based on solids operating volume. Selection of the aspect ratio. Alteration of operating fill to allow for smaller or larger feed openings. Selection of proportion of critical speed. Calculation of shell and motor power requirements. The model uses either solids or total residence time to calculate the required operating volume. The solids residence time is based on the proportion of coarse solids in the feed. Material finer than the reject size is considered as part of the slurry. The solids operating volume is the static volume plus the surcharge on the discharge weir required for flow of the solids from the unit. The total operating volume is the static volume plus the surcharge on the discharge weir for the total flow to exit the scrubber. The burden density is calculated from the coarse solids bulk density and the slurry density that includes all the fine solids. Power is calculated using the Liddell and Moys correlations for burden position and shape, and the operating rotational speed. Results from the model (especially power) have been verified from industrial installations of significant size. Predicted and observed power draws are within two per cent. A check against the JKMRC mill model shows power draw prediction agreement to within four per cent.

Most developing projects face a range of technical and non-technical challenges, and examination of development histories can potentially provide insights into improved approaches to project development. The Kestanelik project in the Canakkale region of Western Turkey was acquired by Chesser Resources Ltd in 2008. Turkey is a significant and growing source of gold production, with sector participation by both domestic and international companies. While the broad ranges of challenges faced by developing projects is well known, there are relatively few case studies in which the range of technical, environmental, social and governance challenges are presented in a single contribution. Recent studies of undeveloped complex orebodies have particularly shown the extent to which environment, social and governance (ESG) complexities contribute to project delays and failures. The Kestanelik project faced a full range of technical and ESG complexities, and provides an illustrative example of the associated challenges. CITATION: Valenta, R, 2018. Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

A continued exploration programme has further defined the geology of the Tolukuma vein system, verified the resource indicated by Newmont, and identified potential for additional mineralisation. The resource at Tolukuma Hill, designated as zone C, is a mine recoverable 432,000 t at 18.1 g/t Au & 46 g/t Ag. Mining will be by a combination of open pit and underground at a rate of 100,000 t per annum. Processing will be by SAG mill, gravity circuit and CIL plant. A diatreme breccia, localised at an intersection of structures and a relationship of gold to base metal sulphides, are indicative of a strong porphyry association. Typical epithermal features such as crustiform banded quartz and quartz pseudomorphing platy calcite are also present and locally contain lesser gold mineralisation. Pre-existing dilatant structures have acted as a host to the ore fluids, resulting in the formation of the semi-continuous Tolukuma-Gulbadi veins over a 1100 m strike. A fluid flow model suggests that mineralizing fluids were sourced from a diatreme margin and migrated laterally along dilatant structures. Bonanza gold grades are interpreted to be derived through fluid quenching in the flexure between a hanging wall split, which hosts much of the Tolukuma Hill resource, and the feeder graben structure. Thus, the relationship between the pre-mineral structural geometry and fluid upflow at the margins of a diatreme breccia, controls the ore setting.

A 3-D computerised model of the southern part of Greymouth Coal Limited's Coal Mining Licence area has recently been completed. This model, and associated 3-D CAD tools, has/is being used to optimise drillhole spacing during exploratory data collection and as a visualisation and interpretation aid. This model will also provide the basis for future mine planning, with the emphasis on an optimal mine outline to maximise safety and profitable coal extraction. Previous use of computer techniques was restricted to drillhole database entry, storage and log production. Recently a 3-D geological/structural model was created for the Southern Rapahoe Sector of the Greymouth Coalfield. Geostatistical analysis of the database highlights the inadequacy of the present drillhole spacing for preliminary mine planning. The sparsity of hard data at depth results in a lower level of confidence in the accuracy of the 3-D model. Nevertheless, the model and 3-D CAD techniques has been used to target and refine ongoing resource evaluation, and provides the basis for initial reserves. In the future the geologic model will be used as the basis for preliminary and later (optimal) mine planning. It is also expected to accommodate other forms of data input in seam drilling and seismic. Development of the 3-D computer model was a first in the Greymouth Coalfield and highlights both the use of computerised techniques for resource evaluation and mining, and the effects of wide spaced drillhole data on model accuracy. The computer will continue to provide the most efficient and cost effective tool for optimal resource evaluation and mine planning as Greymouth Coal Limited moves from feasibility/mine planning to full production. The increased use of computer-based methods for mine planning should be seen as part of 'The Changing Face of West Coast Mining' in line with the theme of this Conference.

In underground operations, where copper, gold and other metals are mined, the open stopes can be backfilled to stabilise surrounding workings. This fill may consist of tailings from the processing plant, usually mixed in slurry with a binder such as ordinary Portland cement (OPC). Extensive use is made of tailings in OPC-based paste fill, cemented hydraulic fill or cemented aggregate fill applications. A large underground operation such as the Mount Isa Copper Operations utilises over three million tonnes of backfill per annum. Geopolymers offer an alternative binder system with significant environmental advantages over OPC. Geopolymers are formed by polymerisation of aluminosilicate precursors in an alkali medium. They generally form products with superior strength characteristics as well as increased resistance to degradation, particularly under acidic conditions. Geopolymers have lower carbon dioxide emissions associated with their manufacture than OPC and offer further potential advantages, such as the use of less water and more waste materials. The application of geopolymers to weak material systems such as mine backfill has not been widely studied. The aims of this investigation were to assess a range of Australian mine process wastes for suitability as feedstocks in fill applications and to construct a range of these cemented minefills using a geopolymer binder. The physicochemical characteristics of each of the wastes are discussed as well as how they ultimately contribute to the geopolymer cement through direct replacement of OPC. Results from various tests on the candidate geopolymer fill formulations are presented and the potential of such fill formulations to replace OPC in mine backfilling operations is highlighted. The significant potential contribution to reducing greenhouse gas emissions from the use of geopolymer-based mine backfill across the industry is noted. Conversion of a single mine, such as the Mount Isa Copper Operations, is shown to match the reductions in greenhouse gas emissions due to the current total installed photovoltaic electricity generation capacity of Australia. A similar examination of wastes available to a gold mine could potentially yield new binders for use in established or new fill systems.

A survey of selected West Coast Streams was undertaken in Summer 2001, Summer 2002 and Winter 2002 to establish the degree of arsenic (As) contamination in waters and sediments downstream of old coal and gold mine workings on the West Coast. Of the catchments studied, Soldiers/Ford Creek and Rapid Stream showed the most significant elevated As concentrations, predominantly in dissolved form, and evidence of AMD or ARD contamination (high sulfate concentrations and/or acidity). The rate and processes of removal of dissolved arsenic from the water column (attenuation) have been studied in these catchments. The Rapid Stream and Soldiers/Ford Creek catchments are directly affected by adit drainage from the Sullivan and Blackball coal mines respectively. Both catchments have high As concentrations in the sediments, with up to 770 mg/kg in Soldiers Creek and 490 mg/kg in Rapid Stream. Dissolved As concentrations are significantly elevated in the neutral pH waters of Soldiers Creek; typically as high as 100 - 200 ¦g/kg, up to 500 m downstream of the main adit discharge (800 ¦g/kg As). Adit inflows to Rapid Stream were acidic and contained 20 - 30 ¦g/kg dissolved As, with relatively high concentrations of arsenic in the stream water in winter (up to 18 ¦g/kg), but not in summer. Analysis of concentration trends and As:SO4 ratios downstream of these obvious As sources confirmed that dissolved As had been actively removed from the water column, but varied seasonally with greater removal evident in summer. Adsorption of arsenic onto iron oxide in the stream sediments is the most likely mechanism of removal. The Snowy River catchment, on the other hand, has relatively high As concentrations in both the sediments and the water column, but there was little evidence of a distinct AMD or ARD input from the Blackwater gold mining area. Preliminary investigation suggests that dilution rather than attenuation is responsible for decreasing As concentrations downstream.

At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Several packages for the estimation of porphyry type deposits exist and produce acceptable results. Recently, however, the need for really trying to obtain maximum information from drill holes has prompted the generation of geostatistical solutions to the problem of reserve calculation. It will be shown that an understanding of a few key points is necessary in order for these solutions (variogram analysis and kriging) to he really ptimal. The most important new fact to be ecognized in open pit ore reserve estimation is that block models do not give an accurate rediction of ore tonnage when a cut-off is pplied but often yield an overestimation of p to 25%. When checked against extensive roduction records, geostatistical methods provide a practical solution to this problem. t now seems that the model used here gives he best possible results. Inasmuch as all arge deposits present very similar geostatis- ical characteristics only a few days of work re necessary to produce a complete inventory f these. The techniques used will be demon- trated using examples from five deposits and pecial emphasis will be given to the accurate rediction of tonnages of ore and waste using he new "transfer function" technique of G.

"The Corridor Sands deposit is situated approximately 190 km north east of Maputo, Mozambique adjacent to the paleo-mouth of the Limpopo River. This deposit is one of the worldÆs largest known economically viable resource of titanium, accounting for approximately one third of the global resource. As part of the pre-feasibility and feasibility study for development of the Corridor Sands project, various geological and geotechnical investigations were undertaken, selected results of which are presented in this paper. These investigations have enabled a detailed understanding of the material characteristics of the orebody as well as the tailings materials, such as the fines, to be developed. These material characteristics have had a significant impact on the selection of the mining and disposal methods currently being implemented."

Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.
