At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. Commencing in 1956, Rio TInto Australian Exploration Pty Limited in association with Electrolytic Zinc Co of Australasia, Limited, has been carrying out a mineral prospecting program in North-West Tasmania over an area of about 4000 square miles.The program has comprised extensive airborne geophysical surveys, detailed geological mapping, ground geophysical and geochemical investigations. Out of the wealth of new data, and the examination of previous records, has emerged a new structural concept of regional ore control and distribution in North-West Tasmania. This roncept stems from the discovery of an ancient 'fossil' rift valley (graben), named the Owen Rift Valley, along which are located the major mines of the area and numerous well-known prospects. The known mines and prospects from north to south include Mt Bischoff (tin); the Pinnacles (zinc, lead, ropper); the Chester (pyrites); Rosebery-Hercules (lead, zinc, ropper, silver, gold); Mt Tyndall (lead, ropper, zinc); Comstock and Tasman (copper, lead, zinc); Mt Lyell (copper, pyrites, gold); Mt Jukes and Mt Darwin (ropper). The identification of the West Coast (Owen Conglomerate) Range as a fossil rift valley is due to Or B Campana, who carried out extensive geological mapping and interpretation work, and who, with S B Dickinson, are the senior authors of this paper.S B Dickinson, who introduced B Campana to the geological problems of West Tasmania, had previously investigated the Mt Lyell and Rosebery mining fIeld, to which reference is made in this work.D King assisted in the regional mapping and in providing numerous data on the mineral distribution of the area.R S Matheson rontributed to the fmdings on ore emplacement and rontrol in the discussions held on this subject. The timber township of Powelltown, Victoria lies N.E. of Yarra Junction, 60 miles east of Melbourne and in the site of the mill of the Victorian Hardwood Company Proprietary Ltd.A lift gauge railway owned by the company connects Yarra Junction on the Warburton line, with the township through two or three smaller mill centres on the way.The company has been operating for some 12 years. In the divide, about four miles from Powelltown, between the Little Yarra and Latrobe rivers, cutting was continued with material being handled by winch and double incline haulage over the divide. A small bush locomotive dealt with the traffic between the divide and the cutting site.In order to reduce costs, which were heavy at the haulage, the company decided to make a continuous railway from Powelltown to the bush by means of a tunnel through the divide.Hand bore holes were put down on the proposed line of tunnel and showed that the divide at this point consisted of decomposed depth of about 100 ft. towards the eastern or Latrobe side - and that the undecomposed granite summit lay to the west of the surface summit.The bores also served to locate the underground water line, this was afterwards found to rise and fall with wet and weather.To avoid tunnelling in hard and heavy water, the grading of the was laid out with the summit of the hard granite the point in the line.

Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

The phosphorus content of the banded iron formation (BIF) and of the associated iron ore deposits in the north west of Western Australia is known to vary widely, a fact which has considerable econ~mic significance. Trendall and Blockley (1970) have described the variety of textural appearances of apatite in the Hamersley Group BlF, and suggest that apatite may account for the entire phosphorus content of the unaltered BIF.A preliminary investigation using an M.A.C. electron microprobe analyser has shown that, at least in some iron ores and in partially enriched BIF and associated shales, the phosphorus occurrence is more complicated than this. A suite of samples was examined from one location which covered the entire Dales Gorge Member and some adjoining macrobands in the Mt. McRae shale, together with samples selected for their high phosphorus content, degree of ore enrichment, and position relative to the enrichment zone. Calcium apatite was not observed in any sample of ore from this sequence, despite its ubiquitous occurrence in the BIF. Silicate mineralogy in the enriched regions also differs from that in the BIF, but this change has not yet been studied in detail.The phosphorus content of goethite in one orebody is often high and appears to be in solid solution in the goethite structure. It shows little or no variability on a micro-scale within a grain, except where theremay be a zoned enrichment near boundaries and solution channels. There is also a limited solubility of phosphorus in hematite (the maximum observed by the author is 0·1 per cent P); but where the hematite is martitic (after magnetite) its phosphorus content is always low or zero. In some bands, martitic hematite has been hydrated to goethite, and this also has a very low phosphorus content. Phosphorus was not found in the silica or silicates in the ore, and even when iron enrichment is just beginning, a limited suite of samples from the BIF suggests that the phosphorus content of the chert microbands is almost entirely in the microscopic goethite nuclei (after riebeckite) scattered throughout the chert. Krupp Polysius AG, FRG, in close cooperation with Prof. Dr. K. Schoenert, FRG have developed the principle of the high pressure grind- ing roll POLYCOM. The POLYCOM mill basically consists of two counter-rotating rolls of large diameter and relatively small width, one of which is fixed and the other moving in slide blocks. The pressure required for comminu- tion is applied via the sliding roll by a powerful hydraulic system. The comminution takes place between the rolls under high pressure in the bed of material by nipping and compacting. The top feed size-depending on the rolls diameter -may be as coarse as conventional secondary crusher feed and the product is a compacted cake containing a high amount of fines created by micro-cracking. The amount of fines depends on the pres- sure (grinding force) applied. Operating results show that even in wet griding circuits capacity increases at downstream connected grinding mills of up to 100010 can be accomplished with an interconnected POLYCOM machine and energy savings of up to 25070 may be achieved depending on application. POLYCOM can be used in existing grinding plants for low-cost upgrad- ing of capacities but also as an advanced alternative to conventional crush- ing and grinding equipment in open or closed circuit configuration. A single industrial size 2.8m roll diameter POLYCOM machine may be fed with top feed size of up to 200mm and produce a finish product as fine- grained as known from rod and ball mills but with less energy consumption. Meanwhile, the POLYCOM high pressure grinding roll has established itself world-wide in the cement industry and is now entering the mining industry. POLYCOM machines are currently designed in industrial standard sizes of 1.0m to 2.0m rolls diameter and drive units of up to 2400 kW. This paper includes: principles of high pressure grinding, main fea tures of the POLYCOM machine, results of tests on various materials including Australian gold and copper ores carried out at the POLYSIUS research centre in Germany. Some examples of industrial applications of high pressure grinding will also be presented.

The Augusta underground mine at Costerfield in Central Victoria has been in operation since mid 2006; however, AGD Operations Pty Ltd have explored and undertaken open pit operations in the area for over 20 years. The high-grade, narrow gold-antimony orebody is being mined using both mechanised and hand-held methods, to produce up to 70 000 tonnes per annum at ten grams per tonne gold and six per cent stibnite. AGD Operations Pty Ltd processes the ore on site using gravity and flotation to produce two products; a concentrate which is sold to Chinese smelters and a gravity concentrate which is refined off-site. The circuit achieves up to 30 per cent recovery of gold from gravity methods. There are many challenges in the underground mine, including an orebody with an average width of 300 mm, very poor rock mass conditions in the host rock and variable dips in the ore along strike, between 45¦ and 90¦. The upper levels of the mine have been developed ready for stoping; however, their depths range from 20 m to 70 m below surface in both oxide and transitional material. A major fault structure consisting of mud has been encountered underground and is associated with the orebody causing very poor ground conditions, water inflow and requiring additional reinforcement. The northern limit of the mine is defined by the proximity of historical workings in the South Costerfield mine, which is being continuously dewatered.

Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by two to five orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

The TerraSpec is a compact field portable mineral analyser that uses non-destructive reflectance spectroscopy for mineral identification. The instrument uses and measures infrared and visible light that is absorbed by certain covalent and molecular bonds (AlOH, FeOH, MgOH, CO32-, OH, H2O and NH4) within the lattice of a mineral at specific wavelengths producing an absorption spectral profile. A variety of minerals can be detected including clays, micas, carbonates, and hydroxides as well as some sulfates and silicates. However, not all minerals are detectable, such as quartz and feldspar. Alteration minerals replacing volcanic rocks have been studied for several epithermal prospects in the lower Waitekauri Valley (Sovereign, Jubilee, Scotia and Jasper Creek) and a geothermal field in the Taupo Volcanic Zone. At the Sovereign, Jubilee, Scotia and Jasper Creek prospects previous XRD investigations determined well developed clay mineral zonation with illite in the west (Sovereign and Jubilee) grading into interstratified illite-smectite (Scotia) and smectite (Jasper Creek) to the east. Although the percent of illite within interstratified illite-smectite could not be determined and some illite-rich illite-smectite (>90 per cent illite) and some smectite-rich illite-smectite (>90 per cent smectite) could be misidentified as illite or smectite respectively, the TerraSpec survey determined the same zonation of illite to illite-smectite and smectite. Common chlorite, rare calcite and local kaolinite were also detected. At the geothermal field, the TerraSpec was primarily used to determine the occurrence of kaolinite, dickite and alunite, which form in acid conditions. Widely spaced (every 50 to 100 m) XRD results are in excellent agreement with closely spaced (every 5 to 10 m) TerraSpec results that further determined the occurrence of these minerals in previously unrecognised intervals. It also determined the occurrence of zoned smectite, illite-smectite, illite, and chlorite alteration. Overall, the TerraSpec is a rapid mineral identification technique that is very useful in delineating the occurrence and distribution of certain minerals in both epithermal deposits and geothermal fields. Although the TerraSpec cannot detect as many minerals as XRD, the TerraSpec allows data collection at a sampling scale and speed (real time) that is not practical by XRD.

The transition from low stress to high stress conditions is a challenge eventually faced by most mines in Australia that extend to depths greater than (generally) about 1000 m. In areas with strongly adverse 'stress versus depth' gradients, such as some parts of Western Australia, significant stress-related problems have occurred at depths as shallow as 300 m below surface. The actual depth at which the 'transition' occurs is a function of the local pre-mining stress field, the strengths of the various rock types hosting the deposit and the layout and sequencing adopted in the mine. Stress-related damage can result in increased support costs, and delays associated with rehabilitation and disruption to production. In the worst case, where strong seismicity and associated damage occurs in active mining areas, 'exclusion' zones and 're-entry' protocols may be required. These can severely disrupt production. A key aspect of managing the transition is the recognition of the onset of stress-related ground behaviour. Damage mapping can be used to develop understanding of the relationships between mining activities and the local and regional response to them. Carefully documented case histories provide a basis for calibrating numerical models. This paper discusses some of the typical styles of ground behaviour observed in higher stress conditions in underground mines. A simple damage classification scheme is described to assist in 'damage mapping' of mine tunnels. An example of damage mapping is presented to illustrate an approach commonly used for recording stress-related damage.

The clay slime generatea in many sand washing operations is usually very difficult to de-water. Treatment of these slimes is often limited by economic considerations and the properties of the solids to a gravity-driven process. The moisture characteristics of kaolinitic slimes from two different sand washing operations were measured.From these curves, equilibrium moisture contents for sedimentation and for drainage were calculated using the methods of soil physics. The validity of these calculations were confirmed by column experiments.The results show that the increased de-watering to be gained by drainage, as compared with sedimentation, is significant. Furthermore, observed rates of outflow indicate that water can be removed considerably morerapidly when drainage is possible.The practical application of these results to the dewatering of clay slimes is discussed.

Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

Having successfully applied computer techniques to open pit mining applications, many software developers are now using their skills to tackle the much harder areas of underground mine design, planning and production.Dramatic improvements in the performance to price ratio of hardware (including high resolution graphics screens), a better understanding of the techniques of surface and solids modelling (and their subsequent display), moves towards standard user interfaces and advanced concepts of representing grade distribution in the ore body have all contributed to the recent increase in underground mining software activity.This paper details the general requirements of a workable underground mining software system, providing a minimum checklist of desirable features and emphasises the importance of ease of use, flexibility and intuitive feel. Some relevant trends in hardware, software and application techniques are highlighted and comments made on areas which require further development or are only available in a small number of packages.Finally, a comment is made on the role of computer models to provide a unifying medium for tying together all aspects of underground design, planning and production.

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. As you are aware, he had been elected an honorary member of this Institute, as well as of our sister Institutes in England and in America...

Water auditing and water conservation measures are fast becoming the quantitative tools for water balance reporting in the mining and minerals processing sector. Therefore, this paper was written to describe the process of water auditing in a goldmining environment and to contribute towards building an appropriate water management framework for The Cooperative Research Centre (CRC) for sustainable resource processing (CSRP). The research will assist with the assessment of water balances in mining and hydrometallurgical processes and ongoing probabilistic modelling for Newmont Mining Corporation, its wholly owned gold mines, and its joint venture operation of Kalgoorlie Consolidated Gold Mines (KCGM). Kalgold or KCGM are the managers of a joint venture project between Barrick Australia (50 per cent) and Newmont Mining Corporation (50 per cent) at Kalgoorlie, Western Australia (WA). Boddington Gold Mine (BGM), Western Australia, will commence operations this year and manage the new goldmine expansion project. BGM is 100 per cent Newmont owned and will operate to continue mining gold and copper from the existing (BGM) site that was decommissioned in 2001.

Modelling and simulation are important aspects of flotation research, which may assist in the design of new circuits and the optimisation of existing ones. Flotation research in the AMIRA P9 project has developed a methodology for flotation plant modelling based on determination of cell (pulp) characteristics. froth characteristics, and ore floatability (using floatability components). The implementation of this methodology requires the determination of ore floatability, to which end a small flotation pilot plant known as the Floatability Characterisation Test Rig (FCTR) has been designed and then built and kindly made available to the AMIRA P9 project by Baker Process. The FCTR has a 2 tph capacity and consists of six 130 litre rougher/scavenger cells and six 50 litre cleaner/recleaner cells. The Mintek FloatStar pulp level control system is used to control the pulp level in all cells. A number of experimental procedures have been developed for using the FCTR to obtain the data required for the P9 flotation models. These procedures include how to determine the floatability parameters, Pi and mi, the bubble surface area flux, Sb, the mean residence of the pulp in the cell, t, water recovery. Rw, froth zone recovery, Rf, and the degree of entrainment, ENT. The flexibility of the FCTR allows it to be used in numerous flotation studies such as stream characterisation, reagent testing, grinding experiments, power studies, oxidation studies, and scale-up and simulation studies. This paper will describe the design and operation of the FCTR and the procedures that will be used to obtain data from the rig for modelling purposes.

Higher bed height up to 680 mm, including 30 mm hearth layer of sized return sinter and high suction below the grate bars up to 1400 mm WG have resulted in increasing the productivity to a level of 33 t/m2/day and reduced coke rate to a level of 46 kg/tonne sinter. The ferro-wastes like blue dust, flue dust, mill scale, collection from dust catcher and gas cleaning plant, etc have been successfully added in charge mix to produce quality sinters. In this paper, brief description of the work done at Regional Research Laboratory (CSIR) in last few years and two case studies are discussed including the successful development of pan sintering units.

In all metallurgical plants metallurgists require analyses of the various intermediate products, eg flotation feeds, flotation concentrates, tailings, mattes, slags, etc to monitor the efficiency of the plant processes and for plant control purposes. Traditionally these samples have gone to off-site laboratories and there can be some considerable delay before analytical data are received. On-line monitors have to be used for plant control purposes and these are difficult to maintain and can give poor quality data. Recent technological advances in automation in analytical laboratories now allow a far quicker turn-around time for analytical data so they can be of more use to the metallurgist. Automation, which involves the use of robots and fewer people in laboratories, has the added benefit of providing higher quality data as the possibility of human error and bias is minimised. Differences between conventional manual laboratories and automated laboratories are described. Automated analytical laboratories are now becoming the laboratories of choice for mining companies which require large numbers of samples to be analysed on a 24/7 basis on similar sample types using the same sample preparation methods and analytical procedures. Automated laboratories have now been installed in platinum, iron ore, copper and aluminium producing mining companies. A further advantage to metallurgical plants is now the possibility of siting automated analytical laboratories in-plant and designing the plant around the laboratory. Concentrator streams, slags, etc can be sampled by automated samplers, the samples transferred by automation to the in-plant laboratories and all sample preparation and analyses carried out by automated processes. These laboratories require a minimum of staff. Such automated in-plant laboratories have been installed on a platinum mine flotation plant, a platinum mine smelter and steel plants. One is in process of being installed on an iron-ore mine with the sampling being carried out by an automated sampling tower. The procedures followed in planning an automated analytical laboratory for a metallurgical plant are described in detail in the paper. The platinum plant smelter automated system which includes rapid transport of samples by air-tube to the laboratory for the analysis of the samples by XRFS is also described in the paper. It is concluded that automated analytical laboratories can be retro-fitted to most metallurgical plants but they are best suited to greenfield sites.
