Listing on Australian Stock Exchange Limited ('ASX') is a means by which a company can prosper and grow by gaining access to a large capital market. This currently stands at over $300 billion for domestic securities listed on ASX. A company seeking listing will benefit from a higher profile and a greater spread of shareholders. These result from, among other things, improved communications with the investment community. ASX recognises that a decision to list is an important step for a company. Owing to the diverse nature and size of the companies that consider listing and the various steps involved, it is recommended that guidance of professional advisers is sought as early as possible in the listing process. A company seeking listing on ASX must meet the prerequisites for admission to the Official List which, along with the continuing obligations that must be complied with following admission, are contained in the Listing Rules of ASX. MineSense Technologies Ltd. is revolutionising grade control at mining operations by installing ShovelSense® sensors on buckets that measure the grade of every load before it is dumped in the truck. This allows the mine to exploit grade variations at a resolution that was not available before, reducing the amount of ore loss to the waste stream and removing waste from material destined for processing. These changes dramatically improve the profitability and sustainability of mining operations. ShovelSense relies on X-ray fluorescence analysis of the rocks as they flow in the bucket and is integrated with fleet management to direct the trucks to the right destination. Lab simulations of ShovelSense measurements on porphyry copper ores show correlations between predictions and lab measurements at 0.98 r-squared with a coefficient of variation of 10 per cent. Visualisation of copper grade predictions in three dimensions shows a reasonable match with the dig plan, but with local changes in the ore-waste contact due to more accurate contact identification, related to blast movement and other mining factors. Correct delineation of these contacts ensures ore trucks are not sent to the waste dump and waste trucks are diverted from the crusher, creating enormous value for the operation and the environment.

Ausmelt is supplying commercial quantities of an alkyl hydroxamate flotation collector AM28 for flotation of oxide and supergene base metal ores and tailings. AM28 is a non-hazardous product used as a ten per cent to 50 per cent solution in dilute potassium hydroxide. It is a selective flotation collector for oxide or oxidised base metal minerals and replaces conventional sulfidisation for oxide mineral flotation. At Radio Hill, the AM28 is used in conjunction with traditional sulfide collectors, which allows simultaneous flotation of oxide and sulfide copper minerals. The Fox Resources Radio Hill copper concentrator near Karratha, Western Australia, is currently configured to treat supergene copper ore sourced from the West Whundo open pit. This Archean VMS type copper deposit has been deformed and remobilised with uplift, erosion and weathering to form a significant supergene zone. The sulfide copper minerals present in the upper zone are digenite and chalcocite with lesser chalcopyrite and covellite. Oxide copper minerals present include cuprite, with lesser malachite and azurite. Gangue minerals include quartz, talc and chlorite. Plant trials at Radio Hill are reported for supergene West Whundo ore, where the AM28 was stage added into the circuit at nominally 80 g/t. Plant data over three months shows the copper recovery increased consistently from around 50 - 60 per cent to above 70 per cent when AM28 was added. This has been proven statistically. The grade of the concentrate was consistent with and without AM28, at nominally 22 - 24 per cent copper.

In this paper, we developed and implemented a fuzzy logic expert system capable of evaluating the degree of sustainability within the context of gold mining operations. The newly introduced approach of evaluating sustainability in the gold mining industry has the merit of sufficiently handling diverse, sustainable, development-related qualitative and quantitative data owing to fuzzy logic technology capabilities in dealing with linguistic syntax. The economic, environmental and social indicator inputs were independently evaluated and then combined with the aid of fuzzy logic to provide an overall sustainability index on a scale of zero to one. A total of 66 independent indicators were identified and applied in our model. The novelty of this work lies in providing a coherent numerical and automated approach in evaluating sustainability in the context of gold mining operations. In addition, the model can aid policy- and decision-makers in arriving at consistent decisions regarding the degree of sustainability on various aspects of gold mining operations. The functionality of this model will be illustrated through several examples.

SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia.As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary.The works are situated at Port Kembla (New SouthWales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. Thi.s will mean a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operations. The works as they exist are capable of turning out 1200 long tons of refined copper per month. It is gratifying here to note the unqualified success with whichthe E.S.A. refined copper met with on first being put on the market.

In both laboratory flotation experiments and from analysing the composition of the lead concentrate at the Boliden Tara lead-zinc mine in Ireland, it has been found that F-250 may replace cyanide as a pyrite depressant. Replacement or reduction of the cyanide consumption is highly desirable from a safety perspective given the toxicity of cyanide. Scrutiny of results from the plant trial indicate that F-250 is less efficient as a cyanide depressant when the flotation feed contains high levels of pyrite. Statistical analysis of the results does not capture this trend, illustrating a need to collect more data at higher pyrite ore levels. A recent model proposed for biopolymer-induced pyrite depression is reviewed and discussed next to the suggested mechanism for pyrite depression via cyanide. Review of the interactions causing pyrite depression point to different manners in achieving depression. In light of the less efficient F-250 pyrite depression at high pyrite levels, it is speculated if the two depressants may act synergistically at high levels of pyrite in the feed. This paper examines the statistical relationship between quality of life indicators and the gross value of mineral production from Australian regions. We used quality of life indicators, aggregated for 673 local government areas, of household income, housing affordability, access to communication services, educational attainment, life expectancy and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability and communication access across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the æresource curseÆ as it applies within a single country. Nevertheless, our findings are tempered by extensive anecdotal and empirical evidence of the negative social impacts of mining on specific demographic sectors, localities, families of fly-in, fly-out mining operations and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly-localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.

The Horn Island gold and mineral field produced 194 kilograms of gold in the 4 years subsequent to its discovery in 1894, from an area of shallow workings 1.5 kilometres x 0.5 kilometres. Gold deposits in the adjacent Prince of Wales, Hammond and Possession Islands also drew attention at that time.These islands form part of a Carboniferous sequence of ignimbrites (Torres Strait Volcanics) intruded by the Badu Granite and minor volcanics within the Cape York-Oriomo Ridge. Gold is associated with the epithermal stages of igneous activity. Recent exploration has defined sub-horizontal zones of disseminated gold mineralisation in the sub-surface, as well as reserves in the outcropping sub-vertical structures mined in the past. Released estimates of 170,00 tonnes proven ore and 550,000 probable ore at 4 grams per tonne gold, have been established.Gold is mostly contained in quartz vein stockworks and hydrothermal breccias within the intensely propylitised medium grained granites which form the local host rocks within the coarse grained Badu Granite. Associated vein minerals are sulphides (primarily of lead, zinc and iron) and calcite. Various intrusions of porphyry, aplite and granodiorite occur through the prospect area.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

There has been much progress on the issue of acid drainage over the past 20 years; however, significant challenges remain. The International Network for Acid Prevention (INAP) is attempting to address them by globally coordinating acid drainage information sharing and research. INAP pursues three branches of activities: it links AD research, practice, and people; it organises, sponsors, and participates in regional workshops as a forum for technology transfer; and it instigates and funds key acid drainage research projects. Through these activities INAP is helping the industry deal with what is arguably its most serious legacy issue.

Inertia cone crushers have found applications mostly in steel slag crushing operations in China. Compared with conventional eccentric cone crushers, the crusher has an obvious advantage in reducing product size. In addition, they are mostly used in two-stage open circuit crushing flow sheet, which simplifies the crushing process. However, inertia cone crushers are not widely used in the mineral processing industry due to their low crushing capacity. In this paper, the throughput performance of the inertia cone crusher was investigated in a laboratory-scale inertia cone crusher and relationships between operational parameters were identified. Iron ore was crushed using orthogonal experimental method under different machine parameters and operational conditions. The crusher throughput and product size distributions were determined. The effects of parameters such as eccentric speed, discharge gap, eccentric mass and eccentric distance on product mass flow and product size were investigated. The results of this study can help reduce the feed size of the mill in order to reduce total energy consumption of comminution.

The Enterprise Mine Project (EMP) is being developed by Mount IsaMines Limited as the future source of copper ore at the Mt Isa miningand processing complex. Environmental engineering is one of the majortechnical challenges facing the project because of the depth of theorebodies, high virgin rock temperatures and hot ambient surfacetemperatures in summer. This paper discusses the engineering principles adopted by EMP to manage the risks associated with working in these adverse thermal conditions.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

The stratigraphy of the Singleton Coal Measures is reviewed and a revised stratigrapixy which has been ratified by the N.S.W. Standing Committee for Coalfield geology is nominated and defined by a selected type section. Withir the type section the occurrence of repetitive phases are illustrated and described. Coal. Measure units within the Singleton Coal Mean sures, termed the Wollombi and Wittingham Coal Measures respectively, are correlated with the Newcastle and Tomago Coal Measures. In formal nomenclature the Singleton Coal Measures are designated the Singleton Super Group. The major depositional cycles within the Coal Mea- sures are outlined together with those lesser phases within the Coal bearing sequences that influence the mining conditions likely to be encountered. Both tectonic and sedimentary features of the Singleton Coal Measures are considered and the localized post depositional effects on the coal seams and roof strata in- duced by differential, compactions are emphar Sized.

Bacterial oxidation of sulfide minerals is a familiar and commercially available process to enhance gold recovery with problem ores. Pintail Systems, a Colorado, USA based company had developed bio-processes for gold recovery based on natural mineral formation and transformation in a global mineral cycle. The biological recovery of precious metals from ore involves a number of mechanisms that are dependent on the metal-mineralogical association. These processes include: partial bio-oxidation of sulfide ores; oxidation of gangue minerals exposing gold to leaching; surfactant properties of bacteria/nutrient solutions that improve wettability of ores and solution contact with leachable gold and silver; and microbial production and excretion of trace amounts of gold lixiviants, and bio-fracturing or biological alteration of ore minerals. Pintail has demonstrated enhanced recovery of precious metals during cyanide detoxification of spent heaps at the end of mine life. Biological recovery processes also have the potential to be applied to in situ mining technologies. The in situ process application could recover gold from subgrade deposits, small deposits or those ore bodies with uneconomic stripping ratios for conventional mining. In situ biomining can be accomplished at a fraction of the cost of conventional mining and leaching and does not have the environmental liabilities associated with many conventional gold lixiviants.

A simple algebraic method of aligning large scale underground excavations such as a crusher station or workshop or indeed any large cavern or mine layout to the optimal stress condition is outlined. The method uses the stress transformation law to determine how the component stresses vary as the stress tensor is rotated around its axis. The aim is to define the orientations at which the maximum and minimum horizontal stresses occur such that the excavation can be aligned with its long axis paralleling the trend of the maximum horizontal stress leading to the minimum potential for overstressing of the side walls. The physical environment in which the stress field is acting is unchanged. At the design location, the trend and plunge of the major principal stress is unchanged. However, the coordinate system by which the location of the stress field is described is arbitrary and the stress transformation law allows that coordinate system to be rotated to a more convenient orientation and for the component stresses to be calculated within the alterative coordinate system. The stress field is typically described in terms of normal and shear stresses aligned to a north–south, east–west, vertical, coordinate system. In this scenario, there are two orientations in the 360° horizontal plane defined by the coordinate system where the horizontal normal stresses are equal, and at 45° to those orientations, two orientations where they diverge to the maximum extent. Those orientations of maximum divergence correspond to the trend of the maximum and minimum horizontal stresses, usually designated σH and σh, and that is what the algebraic manipulation seeks to determine. This technique is a first pass assessment which relies on a knowledge of the full stress tensor. It is not a replacement for numerical modelling or detailed design, but a tool to guide planning.

"Rio Tinto Iron Ore (RTIO) has an extensive history in the application of geometallurgy to the iron ore value chain. Fundamental to this has been the geological logging of material types which are assigned processing attributes such as lump per cent and density. Initially these were used for product (lump and fines) grade predictions in relation to grade blocks to be used within short-term planning horizons.More recently the predictive reach of the material types and their associated processing attributes has been extended due to their inclusion into geological block models. These predictions can now be used to influence mine plans across multiple planning horizons in such a way that the extremes of geometallurgical properties can be pre-empted and managed thus improving efficiency. Spatial material type domains are also used in the planning of metallurgical drill holes to ensure greater representivity of material than was typically obtained by chemical and/or stratigraphic criteria alone.Material type logging has also been enhanced by the introduction of modern, rapid mineralogical techniques that have complemented visual logging. This has enabled the identification and quantification of contaminant minerals and their relationships with host ore types to be established. This data is used to better manage product grade predictions and identify risks to the short-term plan.Work is ongoing in RTIO to further refine logging based predictions and in addition apply them to new areas of the business. It is my role at this juncture to report to you on behalf of the Council of Mining and Metallurgical Institutions itself. In essence, the Council is an orbital body - a little like Halley's Comet - it returns to earth, in spectacular style, once in every four years. We must acknowledge, however, that the spectacle is provided by the constituent member body organising the particular event and, on this occasion, it is The Australasian Institute of Mining and Metallurgy. On behalf of the Council and its other constituent bodies may I thank the Australasian Institute most sincerely. Our thanks go to Sir James Foots, the President of the 13th Congress, and to all the members of the organising committee and to the five sub- committees. Over 40 people are involved as full members and I am certain there will have been many more involved in very meaningful ways. None of this great- team would ask me to mention them individually, I'm sure, but to fail to acknowledge the role of John Funnell, the Honorary Secretary, would be an unforgivable omission. We must also thank the kindred institutions in Japan, Korea, Thailand, Malaysia, and Indonesia who all helped with the tours themselves or with the initial preparations. Qantas, Jetabout Australia, and Jetabout Singapore have all also made very important contributions and, in our different ways, we each owe our thanks to them. At the two most recent meetings of the Congress - in Hong Kong and Johannesburg - Professor Marston Fleming made this report on behalf of the Council and was supported on both occasions by Robert MacWilliam as vice- chairman. Marston died in 1983 and Robert died in 1984; both men contributed a great deal to CMMI and we will miss their counsel for a long time. As you know, Sir Alistair Frame succeeded Marston Fleming as chairman in 1984 and I succeeded Robert MacWilliam as Vice-chairman.
