Australia is a leading producer of mineral sands and according to U.S. Bureau of Mines, produced 24, 53 and 64% of world's production of ilmenite, rutile and zircon respectively in 1983. The industry which is mainly export oriented earned in export income about $210 million in 1985. The dominant position which Australia occupies in world produc- tion of mineral sands is also maintained in many areas of research and development work on the processing and application of these minerals. Some of this research which is leading the world has been responsible for setting up industries to produce value-added and high-tech products such as synthetic rutile and partially stabilized zirconia (PSZ). The production of high purity zirconia is due to commence shortly while research in rare earths offers an exciting prospect for future Developments.

Henry Walker Eltin (HWE) are the mining contractors for Gloucester Coal at Stratford mine, which is in an environmentally sensitive area in the Avon Valley, NSW, Australia. Normal blasting at Stratford is done in a æstand upÆ or æbox cutÆ mode to suit the truck and shovel operations. Recently an opportunity of doing a throw blast became available when part of a ramp had to be blasted to accommodate changes to the pit design while not damaging the remainder of the ramp. The objective was to maximise throw into the void in order to minimise excavation costs by reducing the amount of overburden to be moved by the excavation fleet. It was necessary that the best result be achieved while staying within the vibration and airblast limits at a neighbouring property and nearby township. Both objectives were achieved through the application of OricaÆs knowledge of blast design, modelling and i-konTM electronic detonators. The i-kon system was used because of its known benefits in cast blasting and environmental control. The i-kon system provides the blaster with much greater accuracy, control and the flexibility to tailor blast designs. It has been found previously to enhance blast throw and provide cleaner high walls (Brent, 2002). The blast was a success, producing a muckpile with a high degree of looseness and consistent fragmentation, with an average throw to final spoil position of 37.5 per cent. This was achieved without any environmental exceedance. In addition, high speed filming showed that the coal edge had remained largely in place, indicating minimal coal loss. The results exceeded the expectations of HWE Stratford and the overall cost savings to HWE Stratford from this blast were recognised to be substantial. Further throw blasting opportunities at Stratford have been followed using the i-kon system to maximise benefits.

A fundamental problem in mine planning is that of determining the "optimum pit limit" of a mine. This optimum pit limit yields information which is considered essential in the evaluation of the economic potential of a mineral deposit, and in the formulation of long -, intermediate -, and short-range mine plans. Since the mid 1960's a number of mathematical techniques based on the "block model" have been proposed for solving this problem. When applied to large ore-bodies the implementation of these techniques, especially the more elaborate ones, poses considerable computational problems. In this paper we report on our work, done jointly with Systems Research Institute of Australia (SRIA), in devising strategies for overcoming these Problems.

For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.

The tailing retreatment project rated at 10 000 t/day commenced operations in October 1982. The operation consists of dredging, feed preparation, cyanide leaching and carbon-in-pulp (CIP) gold recovery followed by Zadra atmospheric stripping and electrowinning. For the first two years the operation was adversely affected by excessive cyanide consumption and low gold extraction. Investigations demonstrated that the very fine, or slime, fraction of the tailing was the dominant consumer of cyanide and dissolved oxygen. The plant flowsheet was subsequently modified by inclusion of 80 - 100 mm dia. cyclones for slimes separation and a 31 m dia. thickener for water recovery. Treatment of deslimed feed in the CIP plant has reduced sodium cyanide consumption from an average 1.85 kg/t to 1.15 kg/t. The reduced oxygen consumption by the CIP plant feed has resulted in higher dissolved oxygen levels, frequently reaching supersaturation after 4 to 5 h contact time. This has allowed much improved gold extraction from the existing CIP plant capacity. Gold extraction from the mixed pyritic siliceous tailing has improved from an average U prior to desliming to a current 57%. Investigations are continuing on the recovery of gold from the discarded slimes.

The reduction of an ilmenite concentrate with coal at 1000, 1050 and 1100¦C was investigated using thermogravimetry and X-ray diffraction, optical microscopy and electron probe microanalysis of the product. The effects of temperature, coal particle size, addition of ferric chloride and preheating of the concentrate in argon on the reduction kinetics and mechanism were determined. The rate of reduction increased significantly with temperature and was enhanced by the addition of the catalyst. The morphology of the iron was primarily determined by the degree of weathering of the particle. Significant coarsening of iron was obtained in the dense particles by the addition of ferric chloride. The sequence of reduction and the enhancement in the rate of reduction by preheating the concentrate in an inert atmosphere are discussed.

The goal of the life-of-mine plan is to ensure that while the site is left safe, stable and non-polluting, the landscape is such that optimal use can be made of the site post-mining and closure. However, in the face of evolving shareholder expectations and the current international economic climate, numerous mines are ceasing operations and moving into a care and maintenance phase. These changes bring with them a high degree of community concern, not only about the potential legacy of closed operations, but also those mines that continue to operate.While mines across Australia are committed from the earliest planning stage to develop clearly defined post-mining land use and landform objectives, broader expectations related to these objectives may change and evolve during the life of the operation. This is especially the case where a mining operation has a project approval where the land use objectives are aligned to land capability and land use commensurate to that which occurred premining. The internal stratigraphy of the Marillana Creek palaeochannel Tertiary channel iron deposits (CID) in the Hamersley Province of Western Australia was initially defined in the 1980s and redefined as the Marillana Formation in the early 2000s. Recent drilling, open pit mining and field observations in the Western deposits at BHP Billiton Iron OreÆs Marillana Creek tenements have revealed some additional details on the extent and detail of some units of the Marillana Formation stratigraphy in this area. The drill hole data at Western 1 South has identified a number of features either not previously documented in this area or whose significance has not been adequately recognised, including a denatured zone at the base of the Upper CID of the Barimunya Member, and variations in the lithology within the Munjina Member at the base of the channel. Additionally, the Western 4 pit walls show evidence of a significant near-surface clay horizon and overlying CID, which are suggested to be the equivalent of the Iowa Eastern Member in the Eastern deposits. The deposition of this unit was most likely driven by a regional climatic disruption rather than a change in sediment source area alone. The nature of the Weeli Wolli Formation-derived goethitic peloids in the Western deposits may explain the more extensive denaturing in the Western Lower CID of the Barimunya Member. In contrast, the more robust nature of the haematitic-cored pelletoids in the Central and Eastern deposits has resulted in a less denatured Lower CID in these areas. Such work reveals the value of and need for geologistsÆ ongoing face mapping observations and detailed drill hole logging, and cautions against not querying previously accepted interpretations.

In both the U.S.A. and Canada regulations concerning the reporting on mineral resources and especially ore reserves have been established. The regulations are virtually identical for the two countries with the main exceptions being who is franchised to write the report and how the various reserve categories may be used in reports to the public. Both countries divide ore reserves into "proven", "probable" and "inferred" categories. "Proven" reserves are those for material for which tonnage is computed from dimensions revealed in outcrops, trenches, underground workings or drill holes and for which the grade is composed from the results of adequate sampling. "Probable" reserves are those which are less well defined than "proven" while "inferred" reserves are generally those which may exist through geological and geophysical interpretation. The AusIMM/AMIC draft guidelines as proposed for use in Australia define more rigidly the ore reserve categories into "proved" and "probable" terms, which can only be applied following a full and favourable analysis of economic, mining, metallurgical, marketing and sociopolitical factors. If the ore reserves are not supported by this analysis they are placed into a "resource" category. Proper application of this proposed Australian model could prove useful when dealing with grass-root prospects or mining properties in the pre-feasibility stage. Combined with competent reporting, use of the proposed guidelines should ensure standardised and more verifiable analysis/valuation of a company's mineral assets.

After extensive testing and a period of plant trials to establish the benefits of Caro's acid (H2S05) as an alternative oxidant, Queensland Mines Limited (QML) decided to replace pyrolusite with Caro's acid in its acid leach uranium treatment plant at Nabarlek. The decision was based on the reagent savings and environmental gains associated with the removal of manganese from the process liquors, as well as the labour savings and improved oxidation reduction potential control possible in leaching using the Caro's acid system. The permanent Caro's acid generating plant was designed by Interox Chemicals Pty Ltd of Australia (IC) to suit QML's require- ments and differed from the unit used during the plant trials. Commissioning of the plant was completed in April 1983 and it has been continuously used since that date.

A history is given of the dust control techniques developed and applied by the mining companies at Broken Hill. A history of the regeneration works undertaken since 1936 is out- lined. Particular emphasis is placed on the stabilization of mine residue dumps which are located throughout a belt of mining leases in the middle of the city and which began in 1937. The establishment of vegetation for dust control techniques is discussed in detail and a case study is given of the successful revegetation of the sides of a 650 metre long, 350 metre wide and 35 metre high residue dump.

The value created in any mining operation is a function of the mine plan. The quality of this plan is dependent on the strategies employed during definition drilling, resource estimation and mine planning. The Alligator Rivers Region has been the scene of one of Australia's most intensive environmental monitoring efforts since the current generation of uranium mining was mooted in the 1970s. Prior to mining, the local environment and the nature of potential impacts were not well known. The initial monitoring programs therefore included large baseline characterisation and research components. After some 15 years, water, soil and sediment monitoring programs have been reduced to a fraction of their early size, as the mining and natural systems became better known and characterised, and the actual nature of the environmental impacts were established. Modem techniques allow much more rapid and thorough identification of chemical species and elements of concern, allowing much more focused monitoring programs to be designed. In the 1980s data collection was emphasised at the expense of interpretation, and monitoring programs were maintained at much higher levels than were in fact required. It is now clear that investigations are important and should be distinguished from monitoring programs, and that the timely interpretation of investigations and implementation of recommendations can greatly reduce the effort and expense that can be involved in a monitoring program. Monitoring programs based on a sound understanding of potential environmental impact may then be efficient and cost-effective, yet provide sufficient information to assess the environmental impact of mining, guide further environmental protection measures when problems are detected, and demonstrate compliance with regulatory requirements.

At the Kristineberg mine in northern Sweden sulfide-rich, poorly buffered tailings have been deposited in five impoundments located along a valley. The tailings area has been remediated by applying a combination of till cover and flooding. A new method that has been applied to parts of the tailings area is to raise the groundwater table to saturate the tailings. By increasing pH by liming, thereby reducing metal mobility, a water-covered downstream impoundment is functioning as a trap for metals released from the till-covered impoundments upstream. In this paper the efficiency of the system approach used at Kristineberg is evaluated. Progressive changes of water quality from groundwater in the upstream till-covered impoundments via surface streams within the pond system to the water in the flooded downstream pond and its outlet are described. The results show that the system approach used in the design of the remediation programme of the tailings works as planned. The sulfide oxidation rate has decreased in the till-covered impoundments, and, as predicted, there is an out-flush of old weathering products which will continue for at least five years before equilibrium is reached. The groundwater in the till-covered impoundments has high concentrations of Fe, S, Mg and Zn, but the concentrations of metals such as Cu, Cd and Pb are much lower than before the till cover was applied. The limed pond is an efficient metal trap, with concentrations as high as 2.76 per cent Zn and 0.28 per cent Cu in the calcite-gypsum sludge developed on the tailings. The outlet from the flooded pond, and thus from the whole mining area, releases small amounts of metals to the recipient in comparison to the amounts that are in movement within the mining area. During the period May to November, 13 kg dissolved Zn and 111 kg particulate Zn was released to the recipient, whereas a total of 27 000 kg was transported by surface water within the impoundment system during the same period. The results from Kristineberg show that when planning remediation of complex mining areas, it is useful to adopt a system approach in which different methods are used on different parts of the area along the flow path of the drainage water, whereas flooding of the downstream pond is the key to the performance of the entire system.

As a part of the Newcrest, Telfer Expansion Project, a consortium of Australian, Canadian and South African Mining Contractors in joint venture have been contracted to develop the hoisting shaft. The parties namely; Byrnecut Mining Pty Ltd, Murray and Roberts RUC and Thyssen Mining Construction of Canada Ltd have combined their individual expertise to excavate the shaft. There is a particular emphasis on the use of proven shaft sinking techniques from North America and in particular integrating electric hydraulic drilling equipment and personnel from the Canadian Mining industry. The Telfer hoist shaft when completed will have a finished diameter of 7.1 metres and extend to a depth of 1170 metres below the collar. The shaft will be fully concrete lined and will later be equipped for hoisting ore from the Telfer deeps at a rate of five million tonnes per annum. The shaft when completed will be the largest shaft ever completed in Australia on a volumetric basis. This paper will examine the technical aspects of the shaft sink, as well as exploring the integration of personnel and equipment from the frozen prairies of Saskatchewan, Canada into an operation in the Great Sandy Desert of Western Australia. Alternative processes for converting coal to liquid products and their stage of development are outlined. The merits of hydrogenationprocesses in general, and the solvent refined coal process in particular, are stressed. Bench scale experimental hydrogenation procedures used by the Australian Coal Industry Research Laboratories Ltd. (ACIRL) to study the liquefaction of Australian coals and correlations between properties of such coals and their conversion to liquid products are described. Factors involved in assessing investment and operating costs for modern hydrogenation based coal refineries of different capacities are described with reference to a recent study undertaken in N.S.W. The significance of coal properties such as yield and yield structure of total liquid products and how they and other factors can influence the economics of the coal refining operations are discussed.

There exist several legislative provisions in N.S.W. which work together to control surface subsidence due to extraction of coal by underground methods. The important ones are the Coal Mining Act, Coal Mines Regulation Act, Mine Subsidence Compensation Act and Dams Safety Act. In addition, there are guidelines laid down by the Chief Inspector of Coal Mines for mining under and in the vicinity of tidal waters and the ocean. There are also conditions of coal mining leases and conditions of approvals given to undertake various methods of mining which stipulate further controls. The legislative provisions and relative controls are designed to minimise surface damage, ensure safety , of major public utilities, control- surface land use and compensate damage caused by subsidence as a result of coal mining operations. They aim at balanced and responsible development of our valuable coal resources consistent with adequate safeguards to surface improvements and natural features. The paper discusses in detail these legislative provisions and the mechanics of their operation with a view to emphasising the fact that underground coal mining operations are undertaken responsibly and in a planned and rational manner for the overall benefit of the community. Further, the paper aims to demonstrate the need for legislative measures and conditioning of mining operations to keep abreast of developments in the knowledge and skills of mining and subsidence engineers and continuing improvements in mining technologies. Likewise there is a need on the part of engineers and those associated with introduction of new technologies to appreciate the requirements and existence of legislative and other measures having a direct or indirect association with surface subsidence as a result of coal mining operation.
