For the last decade Australia has been the leading exporter of both steam and coking coal. In the ten-year period 1989 - 1998 steam coal exports increased by 93 per cent and metallurgical coal exports increased by 50 per cent. However, profitability of the steam coal sector has been disappointing. The coking coal sector, especially the hard coking coal segment, has fared better but its profitability was more because of its ability to maintain relatively high prices rather than its inherent productivity. Until quite recently the Australian coking coal sector was widely expected to be able to maintain this comfortable state without undue effort for the three major æpartnersÆ; the companies, the State Government and the unions. But coking coal could now be heading down the path followed by steam coal that ends with long-term over-supply and, despite steady improvements in productivity, poor profitability. Steam coal entered the ænewÆ era of long-term over-supply some years ago. Over-supply was due to the rapid increase in production in Indonesia, often from new mines and Australia. AustraliaÆs production rise was underlain by the apparent belief that the best way to lower costs was to increase production. In the first couple of years costs didnÆt fall much but the additional tonnage was sold at lower and lower prices into the spot market. By mid-1998 the difference between the contract price set with Japanese utilities and spot sales was often in excess of $US12 per tonne. Japanese contract prices and tonnages have since fallen significantly. Steam coal has moved from being a product to being a commodity. Any profits are due more to the low Australian dollar rather than inherent mine productivity. Seaborne coking coal trade has been dominated by Australia, Canada and the USA, with the USA becoming less competitive. Unfortunately, when the Queensland capacity expansion was well down the pipeline, the Asian financial crisis occurred and the Japanese economy entered what appears to be a long-term recession. Contract prices fell 18 per cent, tonnages decreased and some mines have been reclassified as supplying lower priced coking coal. The paper analyses past and expected future trends in labour and mine productivity, rail freight and FOB export port cash and total costs of the Australian steam coal and coking coal sectors and discusses the market outlook for Australia. The future economic viability of the industry is analysed and discussed in the light of the rapidly changing global environment.

The long continuing controversy over the Origin of fusain, whether it is a product of primeval forest fires, or of special conditions of weathering (including bacterial decay) of the vegetal debris concerned prior to, burial, has now been extended, to include the possibility that fusain is a product of the coalifaction process subsequent to deposition, so that doubt may reach even to its time of formation.The conflicting views on this point are summarised in the following quotations from two recent publications (my italics in each quotation):1. "Recent observations made in peat and brown coal deposits in Australia, England and Germany strongly suggest that practically all fusain is formed by coalifaction after deposition and 'preliminary compression. In deposits of advanced brown coal rank, it normally takes the shape of pieces of wood compressed parallel to the bedding plane; and some fragments consisting partly of fusain and partly of vitrain exhibit the same amount of compression throughout. This would seem to indicate fusinisation after burial, as hard brittle charcoal would be crushed, or else retain its original irregular shape if strong enough to withstand pressure.In some immature deposits, however, where cover is of a hydrostatic nature rather than a vertical compressionar force, occasional pieces of fusinised wood showing very little flattening are present, but such immature deposits seldom contain the proportion of fusain found in higher rank coals. In view of this, and the possibility of introduction of charcoal into peat deposits, it is felt that a small amount of the fusain in coal may represent wood charred before burial, but most of it almost certaInly originated as a product of fusinisation after burial" (Dulhunty, 1948, p.14).

Cement and resin encapsulated tendons are widely used in the stabilisation of mine roadways. One of the main factors in controlling the efficiency of the reinforcement is the ability of the tendon to generate load in response to rock deformation. The analysis of field data from instrumented reinforcing tendons complimented with extensive laboratory investigations have more accurately defined the mechanisms by which load generation occurs. The role of reinforcing tendon profiles, hole geometry and encapsulation medium properties in controlling the reinforcement stiffness and capacity are discussed. The results of the investigation have implications in both the design of rock reinforcing systems and the optimisation of encapsulation mediums and tendons.

What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Australia has many potentially important tin deposits, particularly on the eastern shore of the continent and in Tasmania. A number of these have been worked on a meagre scale, while some of them, because of metallurgical, transport, and other difficulties, have not as yet been developed.Believing that the full development of the tin fields of the Commonwealth of Australia is in part dependent upon the adoption of the most efficient methods of milling and smelting, the Development and Migration Oommission arranged for the first-mentioned author to visit the mining fields of Cornwall, one of the oldest tin-producing districts of the world, and prepare a report for the information of the Commission.This paper, now presented to the Australasian Institute of Mining and Metallurgy with the hope that it will assist the full development of tin mining in Australia, is the joint work of both authors.For over two thousand years tin has been produced from the Cornish mines. Even the ancient Greek historians made mention of tin mining in Cornwall, and it is probable that during the earliest periods the mining was alluvial. As early as 1602 a stamp battery working in Cornwall was described, and in 1671 calcination and buddling was a recognised scheme of treating pyritic ore. In the first half of the 16th century the output of tin from Cornwall was 700 tons per annum, and, from then on, production increased to the maximum in 1914 of 6500 tons. At present (Oct., 1929) the Cambourne-Redruth area produces over 95% of the Cornish tin output. This area includes such mines as the South Crofty, East Pool, Dolcoath, Parkanchy, Polhigey, and Wheal Kitty. The remaining 5% is largely supplied by the Levant and Geevor mines at Pendeen, St. Just area, near Land's End.

A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.

Refractory application in the major iron and steelmaking units are discussed. Mechanis- ms of refractory consumption as revealed by pre- vious studies are reviewed and current practice is evaluated. Deficiencies in refractories now in use are noted and some lines of development are indicated. The iron and steelmaking units discussed are generally restricted to those subject to slagging, structural change or erosion at steel or iron making temperatures, and include the Blast Furnace, Hot Blast Stoves, Hot Metal Ladles, Basic Oxygen Furnaces, Continuous Cast- ing Units and Steel Teeming Ladles.

Transformations of minerals to processed mineral products fundamentally involve wholesale chemical change, and therefore have a high potential for the release of chemicals and wastes. In this regard minerals processing contrasts with downstream production operations, which involve mainly physical changes. The contrast with mining, which must take place where the minerals are found, is that mineral processing allows choices as to location, processes, fuels and reductants. These choices provide a foundation for dealing with issues of resource stewardship. This paper locates the mineral processing industry in the global perspective by quantifying the masses of major material inputs and outputs, based on current processing choices. Estimates for recycling have also been collated, revealing figures that differ surprisingly from commonly held impressions. The paper draws on a variety of current sources, mainly those available through the Internet, to rank the major transformed virgin mineral products by production, price and value. The figures demonstrate the dominance of Portland cement and steel in the global environmental impacts of mineral processing. Aluminium comes a distant third in the list, and the metals particularly associated with localised environmental impacts have relatively small global effects compared with those of the staple materials of our built environment. This global macro input/output perspective, with materials flows expressed per unit of virgin product, provides a benchmark for grasping sustainability challenges within specific operating businesses. Because of the global scope and pervasive impact of the minerals processing industry, the issue of resource stewardship is rising as a matter for public concern. There appears to be a developing view that the mining and mineral processing sector should take responsibility for these products throughout their various life cycles. However, in a future of stabilising consumption, dematerialisation and intensive recycling, the mining industry would only need to provide the top-up to a stock of recirculating materials. The question of responsibility for stewardship over SocietyÆs stock of materials remains open.

The Australian underground contract mining industry has grown from almost nothing 25 years ago to the point today where half the countryÆs underground mines are using contractors to produce their ore and do their development. This growth was driven by the need to change poor industrial relations and work practices in sectors of the industry, along with the needs of many small gold mine owners to preserve their capital by using contractors to do their mining. The industry is dominated by two major privately owned contractors with a number of other publicly and privately owned contractors making up the balance of the market. This paper discusses the important trends in the contract mining industry and the directions it may take in the next few years.

Pezzimenti Laserbore designed, fabricated and commissioned the first microtunnelling machine in Australia in 1986. The System was initially a very basic one, developed in isolation to the overseas explosion in microtunnelling growth headed by Japan and Germany. Market needs in Australia have demanded increasing flexibility in microtunnelling capacity-longer distances, variable ground conditions and larger diameters. The one constant throughout the development process is in maintaining high accuracy û the attribute which most readily differentiates microtunnelling from other limited steering techniques.This paper will highlight the features of microtunnelling by drawing on case studies of completed projects.

Some developments in copper, lead and zinc extractive metallurgy which have gone in to production or seem to be close to production scale are described with emphasis on why these innovations have been adopted.Mineral processing operations are now using: automated quantitative mineralogy,high capacity fine crushing equipment, ò fine grinding equipment, andcolumn cell flotation.Extractive metallurgy plants are using:ò bath smelting of concentrate at various scales, and ò flash converting of copper.Hydrometallurgical process developments are slower to make a commercial impact. Concerns about ability to handle impurities in the feed and production of saleable by-products are often major hurdles.An expression for the probability of implementing the first example of a new development is presented.

Geomorphology is one of the most basic elements in geographic enviroments. Geomorphological mapping is significant in the spatial distribution of representing land form and understanding various features of geomorphology. Geomorphological mapping began very early in China, as the map, showing conekarst(karst pinnacles) of Juiyishan, Hunan province, it was drawn in 168B.C., which was excavated from Han tomb. Mawangdui, Changsha. Its original idea of map-making is rather similar to that of modern map and could undoutedly be the oldest map of tropical karst discovered in the world.Before liberation, landform mapping was done piecemeally and only a small number of maps were prepared by a few editor as insets.

Investigations of the Mineragraphic Section; Commonwealth Scientific and Industrial Research Organisation, have included most of the known stannite-bearing ores in Australia, and have revealed several new occurrences of this relatively uncommon mineral. They provide information about its paragenesis, and its possible effect on tin recovery, that may be of general interest.Several of the investigations used in the preparation of this paper, were made in the first instance by pr. F. L. Stillwell or in collaboration with him.CASSITERITE-SULPHIDE ORES IN NORTH-WEST- TASMANIA Stannite is a minor component of most of the cassiterite sulphide ores of north-western Tasmania. These include the orebodies of Mount Bischoff, the Cleveland mine, Moina, the Stanley River district, Renison Bell, and the Heemskirk-Zeehan district, and form a well defined metallogenetic provence which is related to the Devonian granites of this part of Tasmania.In these ores mineralisation began. with deposition of cassiterite, a little wolfram, and quartz, topaz and tourmaline. With falling temperature, deposition of cassiterite ceased and arsenopy-rite, pyrite, and especially pyrrhotite, formed in abundance, tending to give massive sulphide ore. A little chalcopyrite; stannite, sphalerite and native bismuth accompanied the pyrrhotite. Deposition of quartz ceased after the pyrrhotite, was formed, and the later-formed nonsulphide gangue consists chiefly of carbonates and fluorite. With, the advent of the carbonates the pyrrhotite was altered to fine-gained intergrowths of marcasite and pyrite. Excess iron from the pyrrhotite entered the intergrown carbonate, or was precipitated as magnetite. Some solution of the cassiterite occurred at this stage, the tin being redeposited chiefly as stimnite replacement rims around the residual cassitellrite grains. Coal Services (Health and Safety Trust) funded ARRB Transport Research Ltd to investigate fatigue and performance of truck drivers over consecutive shifts. The main questions were to assess: What is the most important contributor to acute fatigue in mining? Is it length of shift (eg eight hours versus 12 hours) or is it time of day (eg circadian effects)? What is the limit of successive day or night shifts before chronic fatigue affects operator performance in open cut mines? The project methodology included utilising ARRB Fatigue Monitoring Devices (forced-choice stimulus reaction) in eight haul trucks, testing 24 subjects over several weeks. Each subject filled in a Fatigue Risk Questionnaire on lifestyle and health. Operators worked a 14-night, one day off, 13-day roster of 12-hour shifts in a fly-in/fly-out operation with excellent opportunities for restorative sleep between shifts. A total of 3500 hours of real-time data was collected, representing the first set of objective, real-time driver performance data for Australian mining. The data showed that for a single night of driving haul trucks, there appears to be no effect on operator fatigue from the amount of time on task (for the 12 hours). In fact performance was worse through the first eight hours than the last four. The circadian influence had a stronger affect than working more than eight hours. Of the 14 nights worked at the site, nights 13, 14, seven and two respectively, were the worst. This presents a conundrum for policy makers who may like to place caps on working hours or rosters in the hope that it will alleviate the fatigue issue. It will not. The major finding within this study is the combined influence of circadian rhythms (human body clock) and individual variability on performance. The lifestyle habits and the health of individuals have a profound effect on operator performance as shown by the strong positive correlation between high fatigue risk scores from the Fatigue Risk Questionnaire and poor performance. An individualistic approach would appear to have the best chance of reducing high potential incidents due to fatigue through successive nightshifts.

It is argued that the capture of par- ticles by bubbles is primarily caused by hydrophobic ("structural") attraction forces. Neither dispersion forces nor double-layer forces can account for hydro- phobicity, though the latter are known to influence the kinetics of capture. The recent experiments of Israelachvili and Pashley (Nature, 300: 341-342, 1982) with hydrophobic mica plates provide the first measurements of the range and magni- tude of hydrophobic interaction forces.

Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. Indonesia remains relatively unexplored by modern methods. The great expectations created by the rush of companies taking up Contracts of Work over large areas during the epithermal gold/ring-of-fire boom (1985-7) have not been fulfilled. This is not necessarily a reflection on the prospectivity of Indonesia; on the contrary, many of the hopeful companies were,, under-staffed and under-financed to overcome the physical and logistic problems of exploring virgin jungle.After the stock market crash of 19th October, 1987, many of the weaker companies were unable to sustain their programs or to arrange farm-outs, and they have subsequently relinquished their tenements. In some cases, little or no field work has been carried out so that many areas remain untested. This poor performance will ensure much more rigorous scrutiny of future applications by the Indonesian authorities.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. The passage of a vast array of new State and Federal environmental legislation over the last couple of years has required many mine operators to sharpen their focus on environmental requirements. Established requirements, such as environmental impact assessment, minimising disturbance and rehabilitation must now be complemented by mine environmental management plans. These may not only require regular monitoring of mine operations and detailed forward planning to prevent or reduce environmental harm caused during mine operation, but annual updating. It is likely that in future these plans will be required to incorporate general principles such as pollution prevention, sustainable development, waste minimisation and conservation of biodiversity and ecological integrity.

Since the introduction of raiseboring 30 years ago there have been many operational and mechanical design improvements in the raiseboring machine, its reamers and associated cutters. These have now made the technology of raiseboring a routine and practical operation within the underground mining world. Over the last decade these advances have been aided by the introduction of robust automation packages which have allowed unattended drilling and reaming, real time performance monitoring and enhancement and the rapid diagnostic investigation of mechanical and electrical abnormalities. The constraint to higher raiseboring performance is now the drill string. However when it comes to a cost-effective solution of applying the high drill string torque and tension necessary for the next step change in performance, designers have æhit the wallÆ. Whilst carbon fiber reinforced plastic composites with abrasive resistant sheaths may offer a solution, the limit of conventional steel, drill string technology has been reached. This limit to advancement is however based on the drill string being in tension and alternative solutions may exist by literally turning the raiseboring paradigm on its head. This paper describes the story of a small Australian company engaged in the design and manufacture of mechanical excavation machines, two Australian raiseboring contractors and three Australian mines going against tradition and pushing down rather than pulling up.
