Diamonds have been known in Australia for many years, especially in association with alluvial gold and tin occurrences. Exploration for primary sources in the Kimberely area of Western Australia has been carried out since 1968, culminating in the discovery, in 1979, of the Argyle Kimberlite No 1 (AK1) kimberlite pipe. Various techniques have been used in the search for diamonds such as geologic interpretation, aerial photography and Landsat, soil geochenical techniques, geophysics, and stream sediment sampling. Stream sediment sampling, a method developed in South Africa, using the detection of indicator minerals derived from kimberlites in gravel samples, has had wide application and success in Australia. Nevertheless, although Australian diamond bearing kimberlite and lamproite rocks contain some of the classic indicator minerals, their concentrations are generally much lower than in South Africa and Russia. Despite this paucity of indicators, stream sediment sampling is still the best known and most commonly used method of diamond prospecting in Australia. Small samples are treated by hand but larger samples require the use of diamond pans, jigs or heavy media separation plants. Each of these methods has advantages and disadvantages. The final concentrate is passed over a grease table or subjected to x-ray sorting.

Open cut mining in Australia is facing the greatest challenge in its history in attempting to compete not only with other operations internationally, but also with underground operations domestically. Most flat dip and shallow depth surface-mineable coal reserves have been depleted during the last two decades and new open cut operations must extract deeper coal deposits. As open cut coal mines move into deeper areas and the stripping ratios increase, the relative cost of overburden removal also increases. It therefore becomes even more important to design the mine around the optimum overburden removal scheme. The deeper mines are usually multi-seam operations with a more complex geology and with more geotechnical and hydrological problems. Deeper mines are subjected to greater problems requiring more detailed mine planning and design, such as selection of the optimum mining method and pit layout. In planning and design of such operations, the number of alternative methods which need to be considered is consequently greater.Dragline productivity and its stripping capabilities are directly affected by the selection of digging method, strip layout and pit geometry. Every mine has a unique combination of geological conditions. The operating methods that work well at one mine may not necessarily work at another site. Selection of an optimal stripping method, strip layout and pit geometry for a given dragline must be considered with respect to the geological conditions of the mine. With increasing geological complexity of Australian strip mines, it is becoming more important to use sophisticated techniques such as computerised mine planning methods to assist in optimising dragline operations.

An improved method of sample recovery for use with rotary percussion drilling has been developed. Cuttings can be recovered continuously from either dry or wet drilling, and the recovery under dry conditions is seldom below 99% of the cuttings brought to the surface by the rig. The system is designed for use with top drive drilling rigs using flush-jointed drill rods. The key feature of the system is a self-aligning mechanical seal around the drill rods. The sealing unit is removably fixed to a collar section of cas ing. the cuttings are recovered in a plastic bag attached to the bottom outlet of a cyclone. A valve at the bottom of the cyclone permits the cuttings representing various depths to I,e recovered separately for examination eind 0(iclysis. [u the Iron Monarch quarry, two percussion holes were drilled to depths if 30 metres and 28 metres using the unproved sample recovery system, and diamond drill holes bored 1 metre from each percussion hole. The Sto Tomas II orebody of Philex Mining Corporation is a porphyry copper deposit located at Padcal, Tuba, Benguet, Philippines. It was mined through open pit method for the first two years starting 1958 and subsequently through underground method using the Block Cave System. The slusher type of draw was employed at the upper levels of the orebody from mid-year of 1959 up to 1994 and then shifted to LHD as the ore became more competent at the lower levels. Application of rock mechanics played a vital role during the conceptualisation of the LHD method of draw, the first of its kind in the Philippines. Rock mechanics is a combined responsibility of the geology and the mine engineering staffs, with the geology providing the vital information to the mine engineering to include in the mine planning the following:the general geology of the orebody; the ground characterisation through rockmass classification; determination of the cavability of the ore column (this includes our experience on airblasts which occurred during the early stage of our last slusher blocks); undercutting sequence; fragmentation of the rockmass in the ore column; drawzone spacing; proper draw control procedure; lay-out of openings; and the design of ground supports based on the rockmass condition. For the proper interpretation of the rockmass that would cater to the diverse mining situations, Philex adopted the modified geomechanics rockmass classification (Mining Rockmass Rating, MRMR) as this system is recognised and used by most of the block cave mine worldwide. This paper aims to discuss and present the role of rock mechanics in the analysis and determination of geomechanical issues encountered in Philex mechanised block cave operation.

This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a 'bankable project' will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank's credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term 'bankable' invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank's requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers' feasibility reports, other than those which are automatically associated with the use of the term 'ore'.

Forty two new apatite and zircon fission track analyses on the Kubor-Marum-Bena Bena area of northern Papua New Guinea severely constrain the timing of tectonic events and hence the tectonic models for New Guinea, particularly arc-continent collision. In addition, the data can be analysed regionally in terms of known and assumed lithospheric fault zones inferred to control mineralisation (eg. Corbett 1994; Kendrick et al 1995; Hill et al 1996) to determine reactivation of these zones. When combined with the new kinematic plate models for the evolution of New Guinea (Hall 1997) there is the potential to predict likely zones of mineralisation. The low-medium grade? Palaeozoic rocks of the Bena Bena terrane yielded a zircon fission track age of 17 Ma, indicating the time of cooling below 200¦C. The age is consistent with `the shift, at about 16-18 Ma, from volcanolithic sediments to mixed provenance sediments rich in quartz and metasedimentary lithic fragments in the southern Finisterre Ranges (Abbott et al. 1994). This shift was recorded in the Sukurum Formation, which ranges in age from Middle Miocene to Pliocene with quartzose and metasedimentary grains in all samples. Although recording rocks at temperatures of 200¦C and hence depths of ---5km, the 17 Ma age suggests the Bena Dena terrane was rapidly cooling at that time due to uplift and erosion, supplying metasediments to the southern flank of the Finisterre Range, currently 100 km to the east. Significantly, the Middle Miocene Akuna Intrusive Complex, dated 14-17 Ma by Page (1976), lies almost entirely within or adjacent to the Bena Bena terrane. Potentially the uplift, erosion and cooling of the terrane at 17 Ma may have been caused by the rising plutons. If so the 800 sq km exposure Akuna Intrusive Complex at the SE end of the Bena Bena terrane may have been the focus of uplift and supplied the metasedimentary detritus to the Finisterre Range. This suggests that the Finisterre Range was not far removed from the Bena Bena terrane, perhaps less than the 200 - 400 km indicated by Abbott et al (1984). The Akuna Intrusive Complex probably resulted from subduction of the Solomon Sea Plate beneath the PNG margin. In order for the subducted slab to reach depths of -100km below the area to facilitate partial melting and plutonism (Hamilton 1994), subduction probably commenced 3-5 Ma Ma before plutonism, ie at or prior to 20 Ma suggesting a significant change in the tectonic regime at -20 Ma, perhaps related to collision of the Solomons - Ontong Java Plateau collision (eg. Hall 1997). The main result to emerge from the 28 apatite fission track analyses is that the whole of the study area underwent rapid cooling due to uplift and denudation in the Late Miocene, mainly between 7-10 Ma. Results from several samples indicate that they were not totally overprinted prior to uplift indicating maximum burial of -3 km in the Middle Miocene, assuming normal temperature gradients. The burial is less if higher gradients are assumed, allowing for Middle Miocene plutonism. The Late Miocene cooling in the Mobile Belt agrees well with the Pliocene to Recent cooling in the Fold Belt to the SW, interpreted to be due to uplift and erosion associated with fold and thrust deformation of the Miocene Limestones (Hill & Gleadow 1989). This timing relationship suggests, that compressional deformation in the Mobile Belt occurred in the Late Miocene, at 105 Ma, and that the deformation migrated towards the undeformed foreland in the southwest in the Pliocene, at 5-2 Ma. The regional Late Miocene uplift and denudation in the Mobile Belt is also consistent with that postulated by Crowhurst et al (1996; 1997) for northwest PNG, although they considered the event to have occurred mainly from 8-5 Ma. If so, then the uplift and denudation may have been migrating from east to west as well as to the south into the Fold Belt. These timing relationships place significant constraints on tectonic models for the area, indicating that the major compressional pulse in PNG commenced in the northeast at -10 Ma and migrated to the southwest and west in the latest Miocene to Pliocene. This suggests that the initial arc-continent collision and associated shortening occurred in the Late Miocene around -10-12 Ma. This immediately followed intrusion and cooling of the Akuna Intrusive Complex at -17-14 Ma and the Bismarck Intrusive Complex at -12.5 Ma (Page 1976), indicating a linkage between the end of plutonism and the start of compressional deformation. The timing is consistent with the observation of Hamilton (1994) that in areas of subduction `the common regime in overriding plates is extensional and leading edges are crumpled only in collisions. This suggests that the Middle Miocene magmatism in northern New Guinea occurred during extension above a subducting slab and was terminated by Late Miocene arc collision and resultant compression commencing at -10-12 Ma. In general, these data indicate that the acme of denudation and cooling in the Mobile Belt was in the Late Miocene, with relatively little denudation there since. In contrast, Hill & Gleadow (1989) found that the peak of denudation in basement outcrops in the Fold Belt was in the Pliocene at -4 Ma. SustainabilityÆs imperative of economic development in tandem with social advancement and environmental protection is widely accepted, but much debate remains about the practical implications for the minerals processing technologies and practices for the future. Experience in other industry sectors however suggests that sustainability can be a value-adding framework for innovation in processing technologies, business models and management systems. This position paper explores how sustainability can drive innovation in minerals processing, by reviewing pertinent ideas and experiences gained in non-minerals sectors. Sustainable innovations can generally be broadly ranked from incremental to transformative, with each category having its own typical improvement potential, timescale and technological and operational challenges. This leads to a æmud mapÆ for sustainable innovation in minerals processing with three distinct tracks: eco-efficient operations; sustainable plant design and sustainable processing. Competing models for the sustainable innovation process through either forecasting or back-casting, have in common the strong reliance on vision, perspective and competency, which in turn highlights the importance of sustainability frameworks. Such sustainability frameworks provide normative goals and option elicitation prompts to assist with the analysis of current processes and scoping of more sustainable alternatives. A comparative analysis of five prominent environmental sustainability frameworks revealed three cross cutting sustainability themes that challenge current resource processing technologies and practices. These are: fate of materials (zero dissipation of materials); compatibility of materials and processes; and materials intensity of industrial products and processes. Although the sustainability concepts presented in this paper have not been extensively road tested in the minerals processing industry, there is ample evidence that recent initiatives in the Australian resource sector illustrate the applicability of the proposed framework. It is therefore argued that more in-depth assessment of sustainable innovation concepts would be a valuable contribution to the sustainable resource processing theory and practice.

The following is a discussion of a new approach to safety when developing or applying a new mining technology. In the form of an engineering process, the following approach had its inception in the military and aviation industries and is also very strongly evident in the chemical industry.The process has been developed and applied in the mining industry by the author. It is called 'Incremental Development and Management of New Technology'.The process is a composite of carefully selected System Safety Management, System Engineering and Financial techniques and methods. It consists of modules which can be modified to suit the requirements of a specific project. Modules provide an organised framework of activities to facilitate a gradual acquisition of pertinent knowledge and information and to enable progressive evaluation or verification of produced outcomes against specified requirements.

The movement of materials is normally associated with a number of problems, some more easily overcome than others. Orebodies are frequently located in remote areas to which transport lines have to be opened. In the case of Mount Isa Mines Limited, the geographical isolation from the major consumer areas necess- itates long lines of transport and communica- tion. The problems associated with transport of metals and minerals vary from time to time because of the changing industrial environment. The increased size of vessels, changes in handling methods, and the economic pressures brought on by increased costs of transport without any guarantee of aligned increase in metal prices all contribute to difficulties which have to be faced by the mining companies in their effort to reach the markets with their products.

The Centre for Mining Technology and Equipment was established in 1991 to develop innovative technologies for the mining and processing industries, to introduce these technologies to the industry, and where appropriate, to co-operate with equipment manufacturers to transform these technologies into equipment products. It is an unincorporated joint venture between the University of Queensland, CSIRO and the Australian Minerals Industries Research Association. Base funding for the CMTE is provided by the Federal Government as a Co-operative Research Centre.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

A 'research model' can be used to investigate cause and effect relations and generally improve the understanding of extractive metallurgical processes. As such, it is a useful research technique which complements the traditional methods of laboratory and plant measurement. The procedure of model development is iterative and involves observation of the process, hypothesis of phenomena, prediction using mathematical descriptions of the phenomena and comparison of predictions with real-world measurements. Lack of agreement of predictions with real-world measurements usually indicates an inadequacy in the hypotheses and necessitates revision. Experimentation has an integral role in the process of model development but its emphasis is different from that when experimentation alone is used to study processes. Since a process as a whole is investigated by using a model, experimentation is restricted to the study of specific phenomena to aid the description of these in the model, to the characterisation of the raw materials (for initial values of the model parameters) and to the measurement of physical and chemical constants required in the model equations. Similarly, plant measurements are made for the purpose of comparison with the model predictions not to establish cause and effect relations. This makes plant experimentation much simpler and cheaper'since most measurements-can be taken during normal operation.

The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

All minerals contain radioactive elements, from the uranium ores of the Gabon, which contained sufficient uranium to initiate a natural nuclear reactor, to the very low levels of some recent evaporites. The commonly occurring heavy minerals such as ilmenite, rutile and zircon are no exception to this and contain varying qualities of radionuclides, depending on the source. With recent changes in legislation many natural minerals may become officially classed as radioactive. Such moves can inhibit the sales and exploration of many minerals in the heavy minerals suite. The many negative perceptions associated with the word radioactivity can produce an over cautious reaction from regulators and users. This paper presents a method of managing the radioactivity issues associated with minerals such that the safety aspects of workers and public are not compromised, whilst allowing the commercial use of such minerals to continue in a sensible manner. The paper focuses mainly on the mineral zircon and its uses. However the legislation changes particularly in Europe and the USA have the potential to affect all minerals imported into or produced in those countries. The model developed for addressing the issues of zircon radioactivity may be readily applied to other minerals since legislation governing such matters is not mineral specific. There is a strong need for education of both regulators and users of minerals. Regulators are usually not aware of the specific properties or uses of individual minerals. Similarly mineral users are not aware of the radioactive nature of their materials or how to manage this property. The paper concludes by recommending strong cooperative action by both producers and users of minerals to protect the future of their industry.

A 1991 survey of 48 mining companies, employing more than 24 000 employees, showed that disabling injury and disease rates continue to be the most common measurements of safety management effectivness in the Australian mining industry.Of the companies surveyed, 22 claimed to be making regular safety audits. Of these only two listed the improvement of audit scores among their goals for 1991.Influenced by loss control management thinking, some managers have expanded the scope of their safety programs to include all accidental operational losses adversely affecting mine profitability.Learning from their new experience with total quality management some managers are now recognising that successful safety management outcomes depend on the effective management of program inputs. They are thus turning away from measurements of accident consequences - the failures of the management system - to measurements of management control.The new focus of safety management attention is now on corrective actions before accidents happen.

The complexities of mining in current economic conditions, where ore extraction schedules are varied on a weekly basis so as to ensure constant supply to the process plant, can result in a number of scenarios that pose geotechnical challenges. This paper presents a case study where alterations in the mining schedule of a particular mine resulted in the necessity to mine under a large uncompacted embankment, ie integrated tailings and mine waste land form. To effectively ensure that ore recovery was maximised, a well-designed slope monitoring system to evaluate design performance and to provide timely warning of impending failures was imperative. In order for an appropriate slope monitoring strategy to be developed, a thorough understanding of the potential slope failure mechanisms, capabilities and limitations of available monitoring techniques is required. Communication of the monitoring results and response strategy to alarms generated by monitoring systems must also be carefully considered to maximise effectiveness. The results of preliminary stability modelling can be used to guide the design of a monitoring system, which in turn can then generate data which can be used to iteratively refine the geotechnical model. This paper illustrates the development and implementation of a slope monitoring system and associated communication system, using the Daydream embankment at Fortescue Metals Group's (FMG's) Cloudbreak Operations as a case study.

This paper provides an expanded definition of industrial minerals that challenges the way we look at exploration, development and the understanding of mineral industry structure and profitability. Included in industrial minerals are bulk commodities such as iron ore and coal alongside the more traditional industrial minerals such as salt, soda ash, silica sand and clay. The profitability of industrial minerals is reviewed from a producerÆs perspective and shown in many instances to be significantly higher than for precious and base metal industries. The key drivers of profitability are examined along with some highly profitable industrial mineral industries such as borate, potash, chromite and natural soda ash. Demand for industrial minerals in Australia and Asia is reviewed, with a focus on supply bottlenecks and the opportunity this represents for investment by Australian companies. The establishment of new price benchmarks is considered and the possibility of new export grades for industrial mineral products. Investment opportunities in industrial mineral projects are outlined, including some exploration concepts in Australia and Asia. Industrial mineral project evaluation methods are discussed and the challenge issued to companies (exploration, production and finance) to become a part of the profitable action in the world of industrial minerals.

This paper quotes the results of many years of experiments and observations concerning ore drawing from mining blocks in major ore deposits mined by bulk induced caving of ore and country rock. Numerous laboratory and commercial test results of Russian, Ukrainian and Kazakh mines have been used and processed. Over 35 per cent of all ferrous, non-ferrous and other ore mined in the Russian Federation by the underground method is drawn underneath overlying caved rock (including ore drawing after bulk caving of pillars). The complexity of the process denies a logical or engineering calculation answer to many commercial production questions. Hence the massive research of ore drawing issues targeted at ore recovery forecasts in specific instances in order to assess an engineering solution or to define the design or planned ore draw performance. At first, the conditions were pictured as ideal. Subsequently, it was attempted to take into account the side contacts of ore with the country rock and the caved barren rock, the small size stuff in the caved rock, the unevenly loosening ore, end draw, and so on. The ore draw information available provides ample qualitative characteristics of the phenomena and only approximated and partially quantitative characteristics for individual cases. Many specific situations require individual studies of subject specific models.

Solid Energy New Zealand operates the Stockton Opencast Coal Mine, a unique deposit consisting of high quality hard coking and thermal coals. Stockton's uniqueness includes high variability of the shipment specifications, strict quality constraints, minimal stockpiling capacity in the coal transport chain and the variability of coal quality both vertically within the seam and laterally across the deposit. The process of resource proving and modelling results in a high level of understanding of the deposit to allow detailed planning to be undertaken. The use of computer aided mine planning tools is an important component of the mine planning at Stockton. Detailed planning is implemented in the field through selective mining practices and monitoring to minimise dilution and maximise recovery of the coal resource. The quality variability in the coal, the æjust in timeÆ approach of the coal transport chain and markedly varying quality specifications from shipment to shipment requires a large coal inventory and the mine to be driven by quality constraints rather than material movement capacities.

Six new IsaMills were installed for the George Fisher flowsheet in the Lead/Zinc Concentrator of Mount Isa Mines to produce a product P80 as fine as seven microns. The objective was better liberation of galena and sphalerite. The IsaMill commissioning was completed by the end of 1999. The six new IsaMills were running to the metallurgical specifications almost immediately after start-up. This paper reports the performance of the George Fisher IsaMills in the zinc circuits and some of the latest development in the IsaMill designs and maintenance during George Fisher commissioning.
