In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. This paper presents preliminary resu]ts from field studies which were conducted to establish, among other things. the influence of medium viscosity on the partitioning behaviour of dense medium cyclones and drums in mineral applications, using frrrosilicon- ba_sed media. The desorption of gold from activated carbon is promoted by adding organic solvents to aqueous cyanide solutions. At 65-80¦ the elution of gold is fast and is not affected by water quality. This paper descrioes a case history of a coal mine which developed un'tahle roof conditions due to mass sliding of the overburden strata on a claystone band within the coal seam. The sliding is believed to have been initiated by stress relief associated with the removal of overburden alongside the entry portal of the underground workings. Once in motion, the roof block was kept moving by bulking due to roof collapse in the normal underground goafing operations. Control measures in the form of an earth and rockfill buttress against the entry portal and a sequential mining plan to create goaf areas alongside the entry portal have been initiated to attempt to limit movement. The operation has been continually monitored and a gradually decreasing pattern of movement is being re, orded.

The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

Renison Goldfields Consolidated Limited (RGC) and Consolidated Gold Fields Plc (CGF) purchased New Guinea Goldfields Limited (NGG) in 1982 as an exploration venture. Following an intensive drilling programme in the Upper Ridges area sufficient ore reserves were outlined to justify the installation of a new 700 tonnes of ore per day gravity gold extraction plant. Major considerations in the design of the new plant were to minimise production inter- ruptions in the existing plant and to include simple, but technically efficient, equipment that could be operated and maintained by a workforce with limited experience in modern technology. These goals were achieved over a six month period, commissioning being carried out in April, 1983. Mining the epithermal gold deposit is by open cut benching and truck haulage. The gravity concentrator includes a scrubber, wet hammer mill and rod mill, to crush, grind and prepare the ore for sizing and desliming. Gold recovery units consist of a jig, spirals, shaking tables and amalgam barrels. Although the majority of the gold is in the minus 100 plus 20 microns size fraction a recovery of 63 percent, from a head grade of 2.0g/tonne, is Achieved.

Ion chromatography utilising an anion exchange column and UV detection has facilitated an improved understanding of sulfide mineral leaching in cyanide solutions. By analysing for sulfide, sulfite, thiocyanate, thiosulfate and metal cyanides it is possible to show that chalcocite dissolution is a non-oxidative process in which copper cyanide and sulfide ions are formed in solution. Further, the homogeneous oxidation of the sulfide ions by dissolved oxygen is slow, but catalysed by a surface of lead sulfide or pyrite. Polysulfides may also be formed as an intermediate oxidation product and these undergo further reaction to produce thiocyanate, thiosulfate and sulfite. The leaching of copper from a pyrite concentrate sample is shown to be rapid, and accompanied by significant iron dissolution; however, the iron is not believed to be from pyrite, pyrrhotite or chalcopyrite. The rate of iron leaching and cyanide consumption is reduced by maintaining low cyanide and high oxygen concentrations. Preoxidation or the addition of lead(II) ions does not reduce the iron dissolution from this pyrite concentrate.

On a world scale, many Mid-Proterozoic fluvial sediments are prospective for low grade, large-tonnage gold deposits. A significant area of the Northern Territory is covered by such Mid-Proterozoic sediments, the gold potential of which has been barely tested. The geological knowledge of these sediments is summarised. The Westmoreland Conglomerate, the basal Mid-Proterozoic formation of the McArthur Basin, has been subjected to detailed sedimentological studies in order to determine the paleoenvironments and to assess the possibility of paleoplacer occurrences. The results indicate that the sandstones and conglomerates of the formation were deposited by braided rivers and debris flows as an alluvial fan which originated in source areas to the north east. The formation contains several upward-fining cycles of sedimentation, which are related to repeated periods of uplift in the source areas. The formation of placer-type gold occurrences is possible in such depositional environments. Very limited heavy mineral sampling has indicated a cassiterite- wolframite-gold suite in the sediments of the Westmoreland Conglomerate. Disconformities at the base of sedimentation cycles are deemed to be the most likely sites for large-tonnage paleoplacer concentrations.

The Perth Mint receives gold and silver from various sources for evaluation and refining. The metals are received in many forms and vary widely in assay. Refining is carried out using the Miller Process and the and the resulting market quality bullion is sold in a range of weights and alloys to suit the international bullion market and public demand. INTRODUCTION The Perth Mint was established in the late nineties as a branch of the Royal Mint, London, to refine the gold from the newly established gold- fields in Western Australia. The branch was opened for business in June, 1899. After refining, the bulk of the gold was used in the manufacture of sovereigns and half-sovereigns. Nowadays, although most of the gold received comes from the W.A. goldfields, some gold is deposited by producers in other states and in Papua-New Guinea, as well as scrap and trade wastes from manufacturing jewellers and old jewellery from the general public. Silver is deposited in the form of old silverware, recoveries from-photographic processes etc. Gold or silver may be lodged at the Mint in person, through a bank or other agency or by registered post. Telegraphic advice is usually given when gold is sent by the latter, so that insurance may be effected.

This paper deals with change strategies on brownfield and greenfield sites in extractive industries. It draws upon contemporary experiences across Australian, Indonesia and Papua New Guinea (PNG). Change strategies can be used when owners of an extractive industry operation want to optimise their resource. This paper draws upon many tried and proven theories and practices, including the findings of the Tavistock Institute (Trist, Emmery, Bamford, Jaques), as well as the concepts of Adult Learning espoused by Malcolm Knowles and is supported by learnings of Australian based management consultants. This paper reviews a range of approaches that have succeeded in the integration of systems, machines and people, with the key corporate objectives of: increasing productivity; decreasing cost; improving on-time delivery performance and achieving long-term survival. Such integration needs to be measured to show the outcomes from the change strategies and the authors have worked within many measurement regimes and metrics but for the most part, found that JaquesÆ set of metrics being æquality, quantity, resources and timeÆ has gained currency across many Australian operations. This paper contends that investing money in machines alone without a commensurate investment into the people side is counter-productive. Further, if there is not an understanding of processes, ie stable and capable, core and support processes, then all that new technologies will do, is to make what is done badly, only quicker. Recent interventions for the most part, have been cognisant of this balanced approach towards change management. The change strategies described are across extractive industry implementations, using a number of tools and techniques drawn from Continuous Improvement and Six SigmaÖ (registered trade and service mark of Motorola Corporation, USA).

The Bureau of Mineral Resources has been engaged in regional geological and geophysical field work in the Alligator River and Cobourg Peninsula area since 1971, following the discovery of major uranium deposits. Geophysical work commenced with a regional airborne magnetic and radiometric survey which was followed up by some helicopter and ground work in August 1973. The interpretation of the earlier radiometric work is presented in conjunction with the results obtained from the follow-up work. Analyses of 100 outcrop and drill core samples collected have provided basic information on the physical properties and concentrations of uranium and thorium in various rock types. The uranium determinations were made by X-ray fluorescence and delayed neutron analysis, good agreement being obtained between the two methods. X-ray fluorescence was the main analytical technique used because of its ability to produce both uranium and thorium determinations.

Competing requirements for land usage sometimes make the correct all- ocation difficult. The decision can be complicated by many factors such as local resident pressure, previous government decisions, economic pres- sures and the duration or permanency of the competing land usages. This problem often confronts the extractive industries with consequent delays in granting leases and some- times considerable local dissension. A proposal to extend the high grade silica sand quarry of the Wamberal Sand Company Pty. Limited is a microcosm of these competing requirements. The sand quarry is located on the New South Wales central coast. It is an open pit operation on a near beach deposit of silica sand suitable for flint glass manufacture.

A study was conducted to examine how pretreatment of carbon-bearing gold ores with chlorine enhances gold recovery by cyanidation. It is hypothesized that metal species (including iron and copper) dissolved during chlorination adsorb on the carbon surface hindering the adsorption of dissolved gold. To test the hypothesis, samples of several sulfide minerals were subjected to reaction with sparged chlorine gas to determine which, if any, dissolve faster than gold under these conditions. Then, a synthetic carbonaceous refractory gold ore containing pyrite, chalcocite, activated carbon, and gold was subjected to gas sparging. The results of these experiments showed that chalcocite and arsenopyrite dissolve so that metal (copper and iron) is put into solution slightly faster than gold under the same chlorination conditions. Also, it was observed from the experiments that gold adsorbs on activated carbon during chlorination, but is replaced by copper and iron as the chlorination process dissolves more of the chalcocite and pyrite. The study concluded by investigating ferric chloride addition prior to chlorination to hinder gold adsorption on activated carbon.

During recent years many investigators have suggested large spacing to burden ratios to improve the fragmentation obtained in blasting. In spite of these suggestions, most operators still use a conventional ratio of 1 to 2. From single hole longitudinal charge tests in laboratory, it is shown that burden controls the fragmentation. The burden for obtaining uniform fragmentation is smaller than the burden to obtain maximum breakage. Tests on two or three holes show that a larger spacing to burden ratio can be used for smaller burdens, but it is not possible for the larger burdens chosen to obtain maximum breakage. By using finite element analysis evidence is presented to show the effect of spacing and burden relationship on blasting results.

The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.

The Banda arc, a U-shaped orogenic belt which separates oceanic crust of the Banda Sea from continental crust underlying the Australian- New Guinea shelf, has been interpreted to mark the convergent boundary between the northward-moving Indian Ocean- Australian plate and the Southeast Asian plate (Hamilton, 1979; von der Borch, 1979; Bowin et al., 1980). East of the island of Sumba (Fig. 1), the oceanic crust of the Indian Ocean has been completely subducted and Australian crust is now thrust under the Banda arc. Controversy has centered over the interpretation of the Timor trough as the surface location of subduction and the significance of the Savu Sea between Timor and Flores as either a forearc basin or the continuation of the Java trench (Karig et al., 1987). Two concentric island ridges, called the inner and outer Banda arcs (Hamilton, 1979), separate Australian continental crust from the oceanic crust of the Banda Sea (von der Borch, 1979) (Fig. 1). The inner arc is a typical volcanic island arc composed of calc-alkalic volcanic rocks of Neogene age, while older (Permian and younger) complexly deformed sedimentary and metamorphic rocks make up the outer arc. Timor is the largest and most extensively studied island of the outer arc and is separated from the inner arc by the Savu Sea. The triangular-shaped Savu Sea appears to be a complex forearc basin divided by a series of buried basement ridges (Karig et al., 1987). The resettlement and relocation program that is being carried out at Gold Fields Ghana's (GFG's) Tarkwa Mine is currently the largest of its kind in Ghana, and West Africa as a whole. While such projects have been initiated previously in Ghana, in connection with the development of the Volta River Dam, Tema, and a number of other smaller resource development projects, they were not subject to the statutory requirements of Ghana's relatively new Environmental Protection Agency (EPA). Nor were they subjected to the kind of global scrutiny that is now being applied to such projects by international agencies like the World Bank. This is a result of the international community's criticism of major energy projects like the Three Gonges Dam in China and a number of similar hydro-electric projects in Southern Asia. It has meant that for this project the expectations are considerably more challenging then they have been in the past.

A test model is presented for the simulation of dewatering by gas injection of a porous aquifer above longwall workings. A finite difference model used in the oil industry was modified to match the underground mining conditions. The model is suitable to cope with the problem of dewatering reservoirs of low transmissivity. After comparing more versions, it has been concluded, that the investigated dewatering method can be proposed under special hydrogeological conditions only.

A new watersoluble binder for mineral ore pellets has been developed by the sulfonation of bituminous materials. A highly effective binder for iron ore pellet making is obtainable from bituminous materials produced in the hightemperature cracking of crude oils. This paper deals with production process and basic properties of this binder as well as new applications in the field of iron ore pelletizing.

Many problems result when coal mine shafts are built in complicated geological conditions and serious shaft lining ruptures have often occurred in the eastern part of China since 1987. Grouting is applied as one of the major measurements for shaft lining ruptures. However, as the general location of reinforcement grouting for shaft lining is deep in or near the bottom aquifer, while using cement grout as the grouting material, the grouting mostly belongs to fracturing grouting in deep alluvium. In these conditions, the mechanism and behavior of fracturing grouting has not yet been understood. From these points of view, this paper describes the mechanism of shaft lining rupture and fracturing grouting and then discusses the effect of grout injection on the stability of shaft lining by means of numerical analysis and field data obtained so far.
