This paper is an outgrowth of a continuing compilation of the geology of Chilean ore deposits by Carlos Ruiz who was the author in 1965 of Geologia y Yacimientos Metaliferos de Chile which was the definitive compilation of the ore deposits of Chile. A new version was written by him in 1988, with the co-operation of Federico Peebles L, published in Geologia, Distribucion y Genesis de los Yacimientos Metaliferos Chilenos. Over the past eight years J David Lowell studied the geology of the Chilean mineral belts in connection with planning mineral exploration for copper and gold.

All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

In the last several years we have seen the demise of the Department of Mining and Metallurgy at the University of Melbourne, the removal of extraction metallurgy from the Department of Metallurgy and incorporation of it within a School of Mines at the University of New South Wales, and the joining of a small Department of Metallurgy with a Department of Chemical Engineering to form a Department of Chemical and Materials Engineering at the University of Newcastle. Most of these changes have been forced by the logical application of the principles of accounting, the currency for such accounting being the Whole Student Unit (WSU). It is not my intent to address the problem of attracting young people into courses in metallurgy (including extraction metallurgy) which, at present, is the only way to introduce black ink into the WSU accounting ledger. Rather, I wish to express my disquiet over the trends, illustrated by some of the above occurrences, of separating out extractive metallurgy from METALLURGY by suggesting in broad terms how a course in metallurgy should be structured. I firmly believe that the mechanical metallurgist and materials engineer need an exposure to chemical and extractive metallurgy; similarly, the extractive and process metallurgist should, in my view, have a good grounding in the interrelationships between composition, structure, and properties, this topic being the core of the basic subject physical metallurgy.

ABS'TRACT For a number of years research efforts have been directed towards improving the efficiency of sampling and analysing coal mine roadway dusts. In the past decade the practicality of rapid, on site analysis of the incombustible content of these dusts using a radioactive technique has been receiving close attention both in Australia and overseas. Accurate measurement of the total incombustibles present is only possible by time consuming chemical methods. As the densities of the solid incombustible materials are greater than that of coal, they absorb a higher proportion of incident low energy gamma radiation than does coal. The amount of such radiation "back scattered" from mine dust samples is therefore inversely related to their average densities, and hence to their incombustible contents. This phenomenon can be used as a measure of incombustible content by employing an appropriately designed and calibrated instrument.

The Mt Todd Project is located 42 km northwest of Katherine in the Northern Territory. The identified mineral resource estimate for the Batman gold deposit is 66.7 million tonnes (Mt) grading 1.4 grams/tonne (g/t). Proved and Probable Ore Reserves total 42.3 Mt grading 1.5 g/t. Orebody definition and reserve estimation is based on extensive percussion and diamond drilling. Exhaustive bias analysis comparing grades produced from different drilling techniques has been undertaken. Similarly, detailed check assaying programs have been run to validate grade data produced by commercial laboratories used during the exploratory drilling phase. Significant biases were established from both studies and appropriate 'corrections' were made to drillhole databases prior to final resource and reserve estimation. 3D geostatistical modelling has been utilised for resource and reserve estimation, with specialist consultants contracted for this work. The current methods for predicting pillar strengths are reviewed. A two-dimensional model, based on the Mohr-Coulomb failure criterion, is proposed for determining the compressive strength across the width of a long pillar. The model can be used to determine pillar strength and the depth of the crushed (ie yielding) zone from the pillar edges. The values of the parameters in the model, namely the cohesion and internal friction angle of the coal seam, friction angles at the contact of the coal seam with the roof and floor are determined by matching the strengths predicted by this model with the Bieniawski pillar strength formula for pillar width to height ratios up to 5. It is found that the derived values of these parameters are quite close to the results from laboratory tests. Based on the model, a preliminary analysis of pillar stability is made.

The St George orebodies are situated within the tectonically disrupted eastern limb of the Boogardie Syncline.Highly disturbed rafts of banded chert formations occur within a sequence of felsic volcanic tuffs. The chert forms the hostrock for the gold mineralization.The gold distribution within the irregular and narrow banded chert formations is erratic and patchy. The average gold content of the two orebodies is between 3 - 4 g/t Au.Economic mining of these relative small, irregular and low grade St. George orebodies can be carried out by using a highly selective mining method.The highly selective mining method uses an excavator as the principle mining tool. Blasting, breaking and loading of the rocks is done in a different way than by using a front-end loader as with the conventional mining method. Simple, and therefore cheaper, blasting breaks the rocks and lifts them up without major displacements.

The Cadjebut Mine is located 80 km southeast of Fitzroy Crossing. Cadjebut is owned 58 per cent by BHP Minerals and 42 per cent by Billiton Australia. Cadjebut is a 'Mississippi Valley Type' (MVT) deposit. Minerals present are sphalerite, galena and marcasite in a sedimentary host of dolomite and siltstone. The ore contains few deleterious impurities and no silver. The mill was commissioned in the first half of 1988 at a rate of 320 000 tonnes per annum. An expansion in the latter half of 1989 has since increased production to 550 000 tonnes per annum. The initial geological resource at the commencement of mining was 3.8 million tonnes at 13.5 per cent Zn and 4.4 per cent Pb. There is sufficient ore left to sustain operations to 1995 at a grade of 11.2 per cent Zn and 3.9 per cent Pb. The ore from underground is stockpiled on the surface via a drift conveyor and from the stockpile is fed into a grinding circuit consisting of a SAG and ball mill. Cyclone overflow at a Pgp of 90 pm gravitates to the flotation circuit. Lead and zinc are sequentially floated to produce an 80 per cent Pb grade at 90 per cent recovery and a 61 - 62 per cent Zn grade at 96 per cent recovery. The concentrates are thickened and filtered before being trucked to the port of Wyndham 600 km away. From Wyndham the concentrates are shipped to smelters in Asia, Europe and Australia.

Contaminated sediments are a multinational problem. A crucial factor in solving an environmental problem is knowledge of, not only the amounts of polluted soil, the contaminants involved and their concentration, but also the historical background of the problem. Processing polluted soil is a tailor made activity based on rational decisions resulting from a detailed treatability study. Lack of information about characteristic properties of a specific sludge/pollution combination is the main obstacle in the route from first ascertaining that a particular harbour subsoil is polluted, to final identification of the full scale treatment plant. In the first instance, information must be generated regarding the distribution of pollutants in relation to the distribution of the original geophysical components. Based on this information rational decisions can be made on separation at a particular cutpoint and what sequential techniques should be involved for a certain fraction. For this purpose a `fingerprint method' is presented especially developed for investigation of polluted soil and sediments. The heart of the fingerprint method is a series of sequential hydrocyclone separations, by which a series of products is generated. The objective of the fingerprint method is to select an optimised treatment procedure in which the pollutants are concentrated in as small a volume of material as possible, leaving the bulk of the material clean. The pollutants can then readily be destroyed or isolated from the environment. The philosophy and advantages of the fingerprint method are demonstrated for a harbour sludge containing heavy metals as main pollutants. Hydrocyclone separation combined with flotation of both the coarse and fine fraction resulted in reusable and dischargeable products. Flotation of the fraction of fines was carried out by means of an experimental flotation cyclone enabling the selective recovery of mineral particles with diameters less than 10 microns. The overall conclusion is that design and engineering of treatment flow schemes for polluted dredged materials is a tailor made activity based on rational decisions resulting from the fingerprint information.

The Top End of the Northern Territory lies in the monsoonal zone and receives rain during the November-April period. Initially, at the start of the wet season, rain storms are localised, but, following the descent of the monsoonal trough from below the equator, widespread rain occurs. Overflow incidents at mine sites tend to arise midway through the annual wet season when excess water accumulated in ponds begins to discharge to the external environment. Remote-access monitoring may be undertaken at mine sites using equipment to continuously measure water quality parameters with storage of the information on a data logger. The data is then retrieved by visiting the site and transferring it to a portable computer or by remotely accessing the system using a telemetry system and transmission via telephone, VHF/UHF or satellite. Such systems are readily available and vary in cost depending on the sophistication of the data transfer system. Available sensors for continuous monitoring include those for conductivity, temperature, pH and other ion selective electrodes, eg nitrate, and water level. Of these variables, conductivity is most useful due to its inherent accuracy and stability of reading. Remote monitoring capability is able to provide: (i) more intensive monitoring of key issues; (ii) more timely information; (iii) correct perspective on the degree of environmental problem; and (iv) information from remote locations, which would be difficult to monitor by more conventional methods. Examples are given for applications of continuously logged measurement of conductivity of waters discharging to drains and in creeks at Pine Creek, Ranger, Nabarlek and Woodcutters mines in the Northern Territory. These applications demonstrate the timeliness of the continuous monitoring technique.

Slope stability has now become a practical tool in the design and oper- ation of open pits. The stability of rock slope depends on many factors, including not only structural geology, the existence of weak layers, ground- water, blasting and weathering, but also the virgin stress field. This paper presents an application of a numerical method to investigate the effect of the virgin stress on slope stability. The finite element method is employed to simulate the excavation of open pits. Redistributed stress fields in the slope of open pit are computed for several different virgin stress fields. Based on the redistributed stress fields, the shear force which tends to produce sliding of a rock mass and the frictional resistance to sliding are evaluated. The possibility of potential failure is assessed by the limit equilibrium method. The combination of the finite element method with the equilibrium method provides a powerful analytical tool for slope stability. The significant effect of virgin stress on the stability of slopes is shown by studying a typical case.

Base metal sulfides at the Currawong volcanic-hosted massive sulfide deposit in the Lachlan fold belt of Victoria, south-east Australia, were formed in the late Silurian, but D2 deformation of the deposit in the Devonian Bindian orogeny was responsible for structural repetition that created the resource. The primary sulfide lenses were stacked by reverse-sense shear zones within a volcano-sedimentary sequence dominated by dacitic intrusions and turbidites. Shear zones were localised along lithological contacts, including the margins of the sulfide lenses. The competent dacitic intrusions did not fold during D2; folding was restricted to the packages of metasedimentary rocks. Overturning occurs within, but not between, the metasedimentary packages. The overall geometry of the deposit is that of a duplex, but the detailed shape does not conform to idealised duplex types, probably because of post-D2 deformation. A significant complicating factor for understanding the deposit, and for resource evaluation, is the dramatic variation in deposit geometry along strike, which may also be due to post-D2 deformation. The present day configuration of the deposit results from constructive thrust repetition of what may have been a single ore lens and destructive along-strike disruption controlled by rheology.CITATION:Blenkinsop, T G, Macklin, D and Hammond, R, 2015. The energy crisis and the general increase in fuel prices have changed the position of coal in the world. Countries need to review their policies on coal, depending on available reserves and their accessibility. On the demand side, a distinction should be made between the steel industry's specific demand for coking coal and the needs of power stations where coal is used in competition with other sources of energy. Coal consumption in these two sectors is expected to increase considerably over the foreseable future. Some countries have sufficient coal of their own to meet this increased demand but others will have to rely on imports. As a result, the tonnage of coal transported by sea may double by 1985. The coal industry lacks flexibility. The opening of new mines and the construction of a transport system to ship the coal takes time. This time-lag, coupled with the enormous expenditure involved, makes long-term contracts between producers and consumers essential.

Zircon is extensively used as moulding sand in the production of steel and high-duty iron castings. To achieve a satisfactory grade of zircon concentrate, the zircon particles may need ,to have surface coatings removed, as such coatings can hinder electrostatic and magnetic separation of zircon from associated minerals. Xn addition the presence of surface coatings on the zircon. particles can cause sinterins and fusion of the zircon to the east metal resulting in "burnt-on" sand or fritting of the casting. "Burnon" necessitates cleaning of the casting by grinding or chipping, which is expensive and results in loss of definition on the casting face.Hudson (1966) has pointed out ,that some coatings on mineral sands are lightly-adhering clays which can be removed quite readily by agitating the sands in water for a few minutes-thus their removal constitutesno problem. However, the heavy gingery coloured coating which adheres strongly to the surface of the particles in some deposits, and which has generally been considered to be a form of iron oxide (Baker, 1962; Hudson, 1966), cannot be removed effectively by attrition cleaning in water (Hudson, 1966). Such coatings limit the usefulness of these concentrates in the foundry industry.An investigation of strongly-adhering coatings on "ginger zircon" concentrates from the Yoganup deposit of Westralian Sands Ltd has shown that the stain consists of a cemented mixtvre of hydrated iron and aluminium oxides and kaolin minerals, and that it can be removed by a relatively low cost treatment.IDENTIFICATION OF THE STAIN BY XRDX-ray powder diffraction (XRD) patterns were obtained from small samples of stain scraped, individually, from the surface of hand-picked zircon and ilmenite crystals. These scrapings were mounted on quartz fibres and exposed to CoKa radiation in a 57 mm Debye camera. To avoid heavy fogging of the x-ray films, a substantial amount of the iron oxides was preferentially leached from the scrapings (before mounting) with an ammonium oxalate-oxalic acid solution (Rooksby, 1961). When times are tough in the mineral industry û as they have been for some time û typical responses by mining companies are to cut costs and/ or increase production. The latter is seen to spread fixed costs, thereby also reducing unit costs per tonne mined. However, most mineral deposits respond to increased production rates by lowering ore grades, so the reduction in cost per tonne of ore does not necessarily result in a reduced cost per unit of metal produced. The authorsÆ experience is that this process often leads to a mine plan that is a long way from optimal. Producing to the point where marginal cost equals marginal revenue may work well in a manufacturing operation, but it is not necessarily the best strategy for a mining company with a depleting resource. Variations in tonnage and grade with depth, ore reserve optimism and a variety of other factors conspire to produce variations in production rates and grade that often result in suboptimal outcomes and potential mine failure. Added to this is the focus of industry analysts and senior corporate management on such measures as unit costs and ounces in reserves. This is perceived to have the perverse effect of driving the share price down when strategies are adopted that actually improve the value of the mining operation, and vice versa! Many mine failures can be prevented by a close examination of the tonnage grade curve and an understanding of how margins, net cash flows and resulting business risk change with cut-off grades and rates of production. A few relatively simple analyses early in the evaluation of a project can demonstrate the tradeoffs between the main decision parameters, leading to right-sizing of the operation. Once major commitments to major capital items have been made, and reserves have been publicly reported, optimisation of the operation becomes much more difficult than if it had been done earlier. Such investigations can also identify the upside potential and downside risks associated with factors outside the companyÆs control. Many strategies that may enhance value in the good times significantly increase the downside risk in the bad times. What is often called risk analysis typically looks at superficial issues, and does not evaluate the major factors leading to the potential for financial disaster. This paper illustrates some of these major risks, and demonstrates how they may be fully evaluated so that corporate decision makers can make fully informed decisions that take account of the real risks.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

This paper describes the design and construction of twin 400 m long road tunnels as part of the Northern Motorway Extension Project in Auckland, New Zealand. Construction of the tunnel civil works is now completed and installation of mechanical and electrical systems is well underway. The tunnels are expected to be open for traffic at the end of 2008. The paper will address the design aspects of the project including: tunnel alignment and cross-section, geotechnical conditions and rock support, waterproofing and concrete lining and fire and life safety. The paper will cover the bored tunnel section, the cut-and-cover tunnel section, cross passages and portal structures. The design brief included a requirement for the tunnels to be a gateway to Auckland and this required particular attention to be given to the visual appearance of the finished tunnel structure. The final arrangement of the portal structures and a requirement for recesses in the concrete lining for emergency cabinets, deluge pipework and cable runs, reflects these requirements. The tunnels were excavated by a roadheader and road planer using a heading and bench. Initial support was provided by a combination of lattice girders, cement grouted rock bolts and steel fibre reinforced shotcrete. The permanent lining consisted of installation of a drainage geotextile and waterproof membrane, followed by cast in situ unreinforced concrete. Each portal consists of a cut-and-cover section. This paper describes the tunnel construction methods, including the particular requirements for safety, the environment and community relations. The tunnel is fitted with a compartmentalised deluge system for fire fighting purposes. The tunnel control centre is incorporated into the control centre for Auckland Harbour Bridge, some 30 km from the tunnel location.

The general principles of technical due diligence best practice that are involved in assessing a mineral property in the early stages of its development are described and a bibliography of relevant papers is attached. The issues specific to the evaluation of gold deposits are highlighted. The Australasian Institute of Mining and Metallurgy's (The AusIMM) initiatives in this area, dealing with the proper public reporting of Reserve/Resource information (JORC Code) and property assessment/valuation (VALMIN Code), will be used as a framework against which the illegal tampering with drilling samples to artificially boost their gold content (salting) from the Busang gold deposit (Kalimantan, Indonesia), owned by Bre-X Minerals Limited (Calgary, Canada), will be reviewed. While the Busang saga was based upon fraud, through salting the samples, the general lessons to learn from such a scam are worth documenting. In Australia, most of those working in the mineral industry belong to long established professional institutes and consultant associations (eg The AusIMM or Mineral Industry Consultants Association [MICA]) that require their members to work within their technical limits and to comply with best practice guidelines, or risk being judged and found wanting by their peers in the context of strong Ethics Codes. There is also a strong interface between such representative professional bodies and the corporate and financial market regulators (ASC/ASX), which closes the monitoring loop. Canada has only now seen the wisdom of having this type of early warning system in place. Fraud and deliberate deception will be always possible, but deception on the enormous scale that occurred at Busang is most unlikely with proper surveillance systems in place and the use of accredited technical professionals. There should have been more hard data available about so big and rich a deposit owned by a C$6Bn company.
