The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

A novel approach is suggested for the solution of planning and development problems in the coal, mining industry. The formation of coal measures depends to a significant extent on sequential geological processes and events which are probably best defined in a "system of processes and responses." The great number of variables in such a system is a characteristic feature of geological environments. Research work over the past two decades, in particular, has successfully established analytical procedures for the identification and definition of relevant and irrelevant variables for mining developments in specific geological situations. Such situations are typifiable within the regional geological setting of coal deposits. Scale gaps can be bridged by reliance on common symmetrical attributes and pervasive geometric features. Depositional processes and their resulting attributes are responsible for the development of mechanically significant rockmass "defects" and anisotropies; such features have to be identified and assessed for the selection of colliery design criteria. It is suggested that the procedural frame- work of systems engineering analysis is a most appropriate tool for the assessment of those geological features that can influence the mechanical behaviour of the "floor-seam-roof" system in "high technology" mining operations of the future. Access to land for exploration, development and mining purposes is extremely critical to the viability of the mining industry and subsequently the well being of society.The mining industry has been subject to environmental controls and considerations for the past 20 years. Today there is greater land use competition and more debate as to its use. To retain reasonable access the mining industry must comply with the rules and regulations by which it is governed.A new set of rules and regulations have been approved for use in Queensland, known as the Mineral Resources Act 1989. This Act clearly outlines the titles available and the requirements to obtain access.There are three main titles of interest to mining companies. These are an Exploration Permit, Mineral Development Licence and a Mining Lease.The Exploration Permit (EP) is for exploration purposes. Applications for EP's are assessed on their content and past performances. An EP is granted subject to a security deposit and conditions. Prior to entry the EP holder is required to inform the land owner of the proposed activities and times of entry.

The application of high pressure water jet technology to the drilling of longholes in coal has resulted in the development of a system currently capable of drilling to lengths greater than 200m. Field tests at the German Creek Mine have demonstrated directional control of the holes within a 0.5m section of the seam. Initial application of the technique at the German Creek operations is for drilling methane drainage holes. The present value of the future profits of a mining operation, using a discount factor which represents the effective cost of venture capital, provides a measure of the projected success of the operation. The present value can be maximised by appropriate selection of cut-off grades successively through the life of the operation. A case study is presented in which detailed optimisation of cut-off grade results in a worthwhile increase in profitability compared with the use of a constant, break even, cut-off grade.Some implications of this approach to profit optimisation are discussed.

Sydney is the capital city of NSW and has a population of approximately four million people. Eighty per cent of the cityÆs water is supplied by Warragamba Dam, which is situated some 75 kilometres south west of the city centre. A risk assessment was carried out on the dam and future predictions of water flows into the catchment area showed that there was a risk of a one in 700-year flood not being contained by the dam. The predicted loss of life and property damage warranted the construction of an auxiliary spillway on the eastern side of the existing dam to cater for any uncontrollable influx of water. A test blasting program was instigated and the blasting parameters were established that would lead to routine production blasting of the sandstone rock making it more cost effective to excavate. Blast induced vibrations were a concern to the owners and the dam wall and ancillary infrastructure was instrumented with sensitive vibration monitoring equipment during the test blasting phase of the operation. Once the blasting parameters were established from the testing program production blasting was carried out on a daily basis to maintain æstockpileÆ of fragmented ground for the excavation equipment. Blast vibration models were developed to predict vibration levels for more sensitive areas of the dam to give the operators more confidence in their operations. The blast induced vibration levels recorded did not cause any structural damage to the dam wall and the waveform frequencies of the blasting operation were much higher than that experienced during a recent earthquake. The integrity of the SCAÆs assets were at no time jeopardised.

The seam gas content at Westcliff Colliery is 12-15m3/tonne of coal.Composition ranges from 99% CH4 to 52% C02 in one area. Desorption rates are proportional to gas contents and CH4 is preferentially desorbed. A crushed zone of reduced permeability advances with the face - at Westcliff ribside crushed zones are 2.5 to 6.5m wide. Poor strata control widens crushed zones. 12 months of pre-drainage allowed 2 heading development and longer pillars to be used in a virgin area instead of 3 or more headings without drainage. Machined coal may lose as much as 1.6m3/tonne being conveyed out of Westcliff Colliery. Experience differs from mine to mine. Permeation is affected by time, strata movements, changing water content, and changing stress. Permeabilities vary from lOmd for Pittsburgh Seam to less than 1 and for the Bulli Seam. All these data and differences await further investigation.

A number of suggestions have been made to improve the design of cells used for electro winning and electro refining of metals. Most of these designs have been aimed at increasing the current density used in order to improve cell capacity, although the purpose of some has been to produce electro deposited metals in a continuous manner. Following acquisition of the Woodlark Island tenement by Highlands Gold Limited, an exploration programme using extensive diamond drilling has confirmed that the style of gold mineralisation is similar to other SW Pacific Rim carbonate base metal gold systems. The two centres of gold mineralisation at Kulumadau and Boniavat-Busai are inferred to be related. to buried porphyry centres localised on NE trending major horst bounding structures. Individual prospects are localised on NW trending cross structures peripheral to the porphyry centres.Gold mineralisation has been derived from the mixing of hot saline magmatic fluids with cool dilute meteoric waters. While the bulk of mineralisation occurs in dilational tensional gash fractures, bonanza grades resulted from fluid quenching in feeder structures. Pre-mineralisation breccias created plumbing systems for hydrothermal fluids and similar paragenetic sequences are defined for Busai and the Kulumadau areas. These include early, distal porphyry, low sulphidation mineralisation, followed by base metal gold and carbonate deposition.

Potential means of lowering overall costs to permit deeper stripping include : 1. the use of larger diameter blastholes in highly-fissured strata (to reduce drilling costs); 2. dewatering from semi-permanent bores to reduce blasting costs (by maximising the use of bulk ANFO) and promote highwall stability; and 3. the use of inclined blastholes, bulk AN, staggered V1 patterns, adequate backfill and more cost-effective stemming columns. Each of these is covered. The pumping of bulk watergels continuously raises the blasthole water column, thereby perpetuating the demand for these blasting agents. This must be a principal consideration when choosing between a bulk and a packaged watergel. Any packaged product should exhibit dimensional permanence and an energy yield per metre length equal to that of bulk ANFO. Possible ways in which controlled trajectory blasting (CTB) could benefit deeper stripping operations are outlined. By allowing the maximum use of bulk ANFO, de- watering may be a prerequisite of a viable CTB Operation.

The northern margin of the Arunta Block is characterized by a metasedimentary and volcanic sequence of lower metamorphic grade than that of the central Arunta Block. Whereas the Harts Ranges have granulite to amphibolite metamor- phic grades, the northern margin only reached greenschist to lower amphibolite facies. Most of the high grade area of the central Arunta Block appears to be unprospective, but the lower grade marginal fringe contains most mineral pros- pects to name a few: Barrow Creek, Molyhill and the Jervois Mine. Numerous smaller prospects occur in this marginal zone. Four major lithostratigraphic units can be recognized in the Jervois Mine area: 1. Gneissic Suite consisting of granitic and rhyolitic gneisses which are characterized by a distinct intersection lineation. 2. Metasedimentary Suite of cordierite- biotite schists and chlorite-biotite schists. 3. Mine Sequence, consisting of spotted schists with andalusite and cordierite, quartz- sericite-feldspar schists with distinct rhyo- litic remnants and quartz-sericite-feldspar schists which contain the lode horizons:

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

The Fitzpatrick Orebody is a three and a half million tonne fault bounded portion of the early-middle Proterozoic Broken Hill Orebody.The Fitzpatrick Orebody was discovered in 1975 by diamond drilling from the 36 Level Exploratory Drive. This followed persistent geologically oriented exploration and a courageous decision by mine management to deepen No. 3 Shaft to provide exploratory development across the Globe Vauxhall Shear and allow effective drilling of the target area.The stratiforrn oebody consists of three lenses, the lead rich No. 2 and 3 Lenses and smaller zinc lode. They represent a down plunge extension and boudinaged, fault-bounded portion of the main Broken Hill ore lenses. The surrounding host rocks are extensively faulted and jointed due to complex history of movement on the bounding shears. This results in extremely poor ground conditions during mining. The ore was delineated for mining development using three dimensional fan drilling from exploratory and hanging wall drive drill sites.

The Mineragraphic Section of the Council for Scientific and Industrial Research has had occasion from time to time to examine rocks, ores and concentrates from the Yatukoula goldfield, Fiji. The results of the examinations have been supplied as Mineragraphic Reports and have been supplementary to various investigations carried out by the mining companies on ore treatment, or by visiting geologists on the nature of the rocks and lodes. The presence of tellurides was determined in 1935, though incorrectly as nagyagite. The general absence of lead, except in traces, was soon afterwards discovered, and it came to be recognised as the mines were opened up that the chief telluride minerals on the field were sylvanite and native tellurium. Specimens of the tellurides have been provided from time to time by E. G. Theodore, Managing Director of the Emperor Mines Ltd., and of the Loloma (Fiji) Gold Mines N.L., and further material was recently obtained, as the result of a visit to the field at the invitation of Mr. Theodore.The aim of this paper is to describe the occurrence of the tellurides in these specimens. At the Copper Concentrator of Mount Isa Mines, the largest diluent of the copper concentrate is liberated fine pyrite. Laboratory flotation tests carried out as a function of grind and flotation Eh in combination with surface analysis by X-ray photoelectron spectroscopy (XPS) have identified the major mechanisms of iron sulphide flotation. It was found that a significant proportion of the iron sulphide minerals had surface coverages of graphitic carbon, sufficient to impart moderate hydrophobicity in the absence of collector. A smaller, but economically significant proportion of chalcopyrite was also affected by the graphitic carbon coating. Two methods were tested to reduce the impact of the natural floatability of the iron sulphides on concentrate grades. 1. Depression through the use of organic depressants. 2. Preflotation to remove the "naturally hydrophobic" iron sulphides (flotation independant of Eh ) prior to chalcopyrite flotation. Preflotation was tested at the pilot plant scale. It was found that the amount of chalcopyrite reporting to the preflotation rougher concentrate could be minimised through flotation at a mildly reducing Eh by the use of nitrogen as the flotation gas to maintain the low Eh conditions resulting from grinding. The preflotation rougher concentrate was upgraded to an iron sulphide concentrate or a low grade copper concentrate.

In industry and power production and distribution large quantities of fine wastes are produced. These are above all fly ash and phosphogypsum. Attempts are made to use them as secondary raw materials in industry and construction. Since they contain dangerous and harmful components or are nonhomogeneous their direct application is limited so that they are treated as waste. This paper reports on tests conducted with the aim of agglomerating the mentioned fine industrial wastes by pelletisation. The aim of this resarch was to obtain agglomerated product suitable for handling, transport and dumping. At the same time efforts were made to incapsulate harmful components by producing pellets with protective shells. Next, pellets without binders and with different binders were produced. Strength, resistance to freezing and solubility of pellets were tested. All the fine industrial wastes under survey were found to be suitable for pelletisation. The utilisation of appropriate binders ensures pellet strength required for safe handling and ecologically sound deposition of pelleted Material.

In recent years the mining industry has suffered from skill shortages in a range of disciplines including mine geology. As a consequence, many businesses operate with incompletely filled organisation charts and technical professionals are frequently thrust into roles earlier than previous generations of geologists, engineers and metallurgists. Exacerbating the difficulties managers face with recruiting suitably experienced professionals is the churn of people through roles. Churn may be caused by internal pressures related to the rapid increase in projects and opportunities within a company or by external factors including the high workforce mobility resulting from the advent of fly-in, fly-out (FIFO). Historically, new entrants into the mine geology profession often received on-the-job training from their more experienced colleagues. This training, supplemented with targeted skills and knowledge enhancement through dedicated short courses, ensured the wide range of skills, knowledge and abilities required in the complex role of mine geology were continually renewed. Faced with an influx of new graduates and a dearth of mine geology professionals in the critical ten to 15 year experience range, the industry needs to develop new paradigms to ensure that the full business benefit of the mine geology function is delivered. This is increasingly important as the complexity of business planning built on geologically-based variables grows. Mine geologists are now faced with the potential incorporation of geometallurgy and waste characterisation along with energy efficiency, carbon-economy and other environmental issues into their roles. Providing baseline data, models, operational control and reconciliation for a wider range of variables further stretches the already limited geological resources available to the industry and exposes personnel with relatively low levels of experience to potentially business transforming decision processes. This paper outlines a successful approach to mentoring at the individual and team level. It discusses what went well and what could have been done differently from both the mentor and menteeÆs perspective with examples from case studies and offers insights into a new approach to dealing with gaps in organisation charts and high turnover of personnel.

The Miitel nickel sulfide deposit has been overprinted by a family of late stage structures that have acted as conduits for fluids that have contaminated the orebody with arsenic minerals. This has resulted in highly variable and unpredictable arsenic grades throughout the Miitel orebody. The ore produced from Miitel is processed under a toll-treatment agreement with Western Mining Resources Kambalda Nickel Concentrator. Part of this arrangement includes a financial penalty if monthly average arsenic grades in ore delivered exceed 800 ppm. This constraint has provided an extra challenge to the Miitel mine geologist in addition to daily underground duties. Routine development and stope mapping, close spaced sampling and cross-sectional interpretation were used in building an understanding of the structural controls of arsenic mineralisation and ore repetition at the Miitel nickel mine, and in providing maximum input to mine planning and scheduling. The distribution of structures responsible for arsenic introduction is now well understood from detailed mapping, sampling, and interpretation. By applying these insights to mine scheduling, the operation has successfully managed arsenic levels within the required specifications. Geological mapping has also improved the understanding of the structural complexity of the ore deposit, leading to the addition of ore tonnes and an increased confidence in resource modelling. Regular sampling and tight controls on data quality provided confidence in a strongly skewed arsenic data set. Multiple Indicator Kriging has been used for resource estimation of the arsenic contaminated nickel ore since it allows explicit control of the spatial influence of extreme grades in the positively skewed arsenic sample population. Both the grade control and exploration data sets are used to model the arsenic distribution.

The estimate of an ore reserve is a vital statement made about a mineral occurrence by an evaluator. It is important that such a statement communicate reality to all groups involved in a mining project, be they technical, financial, company directors, Stock Exchanges or the public. Ore reserve statements should state both resources and recoverable ore reserves. Resources may be important in very long term considerations, (because mining, metallurgical technology and economics change with time) but recoverable reserves are todays reality. The important factors contributing to recoverable reserves (in a general sense) are geology, mining method (and its impact on dilution and ore loss), metallurgical recovery, costs and commodity prices. These all need to be reflected in the ore reserve statement. In this paper recoverable ore reserve concepts across a wide range of orebodies are considered and discussed with respect to geology, mining method and ore reserve calculation procedures.

The operation of the cyanide-sensitive Mintek/TB1 kegold electrode was studied in the laboratory, with regard to equilibration time and drift, the effects of pH, stirring, salinity, dissolved oxygen, zinc and copper(I) ions. Methods for valid calibration in the range 20-600 mg(NaCN)/L and pH values in the range 9 - 12 in the absence of copper were also studied. Increasing the salinity beyond a threshold of 40 g(NaCI)/L improves calibration and measurement. The sensitivity is 91 mV per decade change in the concentration of ionic cyanide, and output is reproducible to within 10 mV with attention to the factors listed above. However, salinity of 40 g(NaCI)/L also sensitises the electrode to interference by copper(1) ions. This copper sensitivity seems capable of saturation, suggesting a research strategy for possible remedies.
