New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

The development and introduction of a preventive maintenance scheme in the coke ovens department, coal preparation section, of The Broken Hill Proprietary Co. Ltd., Newcastle steelworks, is described together with its operation and the results achieved during the first 12 months.'fhe scheme consists essentially of an engineering analysis of the plant to establish maintenance schedules, and to record the details on reference cards.Items are reviewed progressively and a weekly work schedule is prepared, from which work orders are passed on to the maintenance foremen. These foremen in turn originate action orders and issue inspection sheets as required. Results are then reported back to the maintenance planner and used to revise norms, practices, and cycles.INTRODUCTIONWhat is maintenance? Some people consider maintenance to be the work involved in putting things together again after they have fallen apart. Sluiceboxes can provide a much higher concentration ratio than most other gravity concentrators (up to 50 000:1) at very high overall placer gold recoveries (greater than 99 per cent). They are also very reliable, inexpensive and simple to operate. This combination is very difficult to beat and explains why the sluicebox is still the most important placer gold concentrator in northwestern Canada, Alaska and the rest of the world. A sluicebox is a rectangular fl ume containing riffles on matting, through which a dilute (<12 per cent) slurry of water and alluvial gravel flows. Sluiceboxes are actually centrifugal concentrators with settling velocity playing a minor role in gold recovery. Due to their higher density, gold particles tend to segregate to the bottom of the slurry flow where they form a streamline that is diverted by a low pressure zone into a riffle. Under ideal conditions, this ribbon of slurry will be overturned as it flows down the rear of the following riffle and will continue fl owing in a circular path to form a vortex. At the bottom of this vortex, centrifugal and gravitational forces combine to drive gold particles into or beside the matting. To remove the gold concentrates, sluiceboxes are shut down and the riffles and matting are taken apart and cleaned. The slurry velocity provides the energy that powers the vortex. If the velocity of the slurry is reduced through overloading with solids, insufficient water flows or shallow gradients it may not sustain a full size vortex. If the riffles are too close, too far apart, too tall, or if there is not enough energy available to the vortex, the vortex will not be formed properly and gold recovery will be reduced. If the slurry velocity is too high, extreme turbulence and the resulting scouring will also cause gold losses. Testing sluiceboxes with conventional sampling and evaluation techniques is very costly, time consuming and problematic. Most placer gold ores contain a very small number of gold particles in a large volume of pay gravels. Sluiceboxes can lose coarse gold particles. The presence or absence of one of these particles in a tailings sample can lead to high unpredictable errors (nugget effect) even when large sample volumes are processed with care. Every time conventional samples are upgraded, additional errors are introduced due to the inefficiency of recovery equipment. Nuclear tracer tests are more accurate, faster, cheaper and safer than conventional sampling. In 1989 through 2002, the recovery efficiency of dozens of sluicing systems was determined by mixing radioactive gold particles (tracers) into the feed streams of dozens of placer mines in the Yukon Territory, British Columbia, Alaska and Guyana. Four distinct sizes of nuclear tracers were used and their recovery was related to the design and operational characteristics of the individual sluiceboxes and their pay gravels. At clean up, scintillometers were used to detect the very low level X-ray and gamma ray radiation emitted by these tracers and locate them in the sluice runs. The effectiveness of any given section of riffles was easily diagnosed by the presence or absence of tracers. At every mine the gravel feed rates, water flows, equipment dimensions and riffle performance were measured. After the gold tracers were removed from the fi nal concentrate and counted, the concentrate was sieved and weighed. These gold recovery, weight and sieve data were used to calculate the quantities and size distributions of the gold particles in the original pay gravels and those lost in the tailings. The expired tracers were stored in a lead lined container until their radioactivity was near background levels (about two months). The standard errors from these radiotracer tests were estimated from binomial probability theory with the equation: SE = {(n + p + q) ^ 0.5}/n. Where n was the total number of radiotracers added, p is the proportion recovered and q was the proportion lost. Each overall recovery estimate would be within one standard error of the true recovery value (14 times out of 20) and almost always within two standard errors of the true recovery (19 times out of 20). The maximum standard error with 100 tracers was five per cent and occurred when the recovery approached 50 per cent. With higher recoveries, standard errors usually ranged from one to two per cent.

PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. The trends are analysed to extract the reasons behind the changes and most importantly, what can be done about it.CITATION:Lumley, G, 2012. The green energy transition is speculated to cause an increase in the demand for raw materials while recycling rates are improving; discoveries are required to maintain supply. Geological remote sensing offers a cost-effective way of exploring mineral resources. While satellite and airborne imaging are routinely used for exploration targeting, a gap remains at the outcrop scale. Hyperspectral imaging (HSI) is advantageous for large-scale regional mapping, typically performed from satellite or airborne platforms. Accurately mapping geological lithologies remains challenging in inaccessible areas, such as rough terrain or mine sites. Proximal sensing techniques can boost geological activities’ reliability, safety, and efficiency in exploration or during mining activities. It also generates objective, reproducible results and valuable raw data that can be archived, further processed, and re-interpreted. Ground-based hyperspectral imaging of outcrops has steadily increased during the last decade due to sensor development and better processing routines. There is often a big technology gap related to mineral mapping, integration of images and spectra (reduction in manual identification of minerals and types) and hyperspectral data visualisation through remote sensing. TEXMiN Foundation, in collaboration with its industry partner Dassault Systemes Foundation, carried out the project, ‘Developing Hyperspectral Image Processing and Analysis, build a rich library of Hyperspectral images of a vast range of minerals from India which will help in increasing prediction accuracy of mineral deposit for mining exploration’.

Carrapateena is a copper-gold sub level caving operation located in the Gawler Craton, South Australia. One of Australia’s largest undeveloped copper deposits, the project will be a 4.25 Mtpa underground operation, with an estimated mine life of 20 years (OZ Minerals, 2017). First concentrate production was achieved in December 2019, within the Iron Ore Copper Gold (IOCG) hematite breccia complex. The Carrapateena orebody is overlain by 500 m of barren sediments of the Stuart Shelf, which hosts two aquifers. The cover sequence is dominated by shales, quartzites and sandstones in order of thickness. The cover sequence presented challenges to the mine ventilation system as a result of highly variable rock strengths. On this basis, the site developed the first vent rise, Vent Rise 5 (VR5), earlier than required as a means to test the empirical stability assessment. Assessment for VR5 was completed in 2017, with the mine yet to develop through much of the cover sequence. Due to the geotechnical data available at the time, it was anticipated that break out would occur within the vent rise walls as a function of the low strength Woomera shales. VR5 was developed to 4.5 mᴓ in late 2018. The timing of the VR5 development enabled the site technical team to calibrate empirical stability factors for the assessment of future vent rises. At the time of writing, four additional vent rises have been successfully developed to a diameter of 5.5 m. No significant overbreak has been observed within any of the vent rises. This paper is intended for geotechnical practitioners designing large-diameter vent rises in geological environments similar to the Stuart Shelf where a similar approach to vent rise design may be warranted.

The polymerisation of silica is found to interfere with thickening of leach pulps at Risdon. Hydroxyl ion and fluoride ion are catalysts for this reaction. Stability may be obtained by the presence of aluminium or ferric iron.INTRODUCTIONAt Risdon it has been a matter for satisfaction that, although the concentration, of silica in leach solutions is appreciable, it has ,given relatively little cause for anxiety.However the margin of safety is small and some intermittent difficulty in thickening leach residues during the last few years has prompted a further investigation, certain parts of which are described here since they may be of general interest.Leaching and ClassificationThe method of leaching which is practised at Risdon has been described in, two previous articles, by W. C. Snow (1936) and S. W. Ross (1949) to whiCh the reader is referred for detail. Continuous leaching is practised, the circuit solution flowing through five air agitated pachucas in series, to tlie first of which calcine is added. The circuit solution, which also enters the first pachuca, consists of spent electrolyte from, the electrolytic cells and contains 90 -gm. of free sulphuric acid per litre. About 80 per cent of the solublezinc oxide is extracted from the calcine in the first pachuca, at a pH value of 1-1 (7 gm.H2S04/1 at 55 to 60°C. In the later pachucas the leaching rate decreases sharply. The leach pulp which leaves the 'last pachuca contains an average of 17 gm. of free acid per litre, corresponding to a pH of 1.7; but, owing to variations in extraction, the end point fluctuates between 2.5 and 0·3 gm. free acid per litre (pH:> 1·5 to 2.5). This presentation addresses the sources and weighting of project risk in coarse gold deposits with relevance to experiences at the Ballarat mine and Castlemaine goldfield. With sample representation and reliability often a source of great error in the resource estimation of coarse gold deposits, it follows that this matter should be of greatest risk to a mining project - but is it? What are the costs and efforts required to best quantify the sampling error due to nuggetty effect? After all, the main problem in Victorian gold mining ventures in the current decade is not the amount of gold available, but defi ning which portion of it can be converted to Ore Reserves or more so profitable gold bars. The author postulates that greater risk to the project lies in the geological interpretation and matching resource spatial parameters to mining methods, than the degree of uncertainty related to grade due to nuggetty gold. Recent experience in the Victorian goldfi elds is that the investor market has already severely discounted Mineral Resources reported in accordance with The JORC Code - so if they don't believe in the capacity to upgrade the resource why should we? To this end, Castlemaine Goldfi elds Ltd at its Ballarat gold project does not intend to estimate its gold mineralisation for public release, instead choosing to focus on the geological interpretation and mine planning elements. So with coarse gold deposits, is your Mineral Resource reported with The JORC Code a glass half full or half empty? Our mining forefathers in Victoria had no predictive tools which could define resources to any degree and yet were successful. By over emphasis on the definition of mineral resources and particularly the sampling error, are we ignoring the basics of cost control, solid geological interpretations and maximum mining flexibility. The design of mine ventilation systems for the BHP Steel Division Collieries is based on the acquisition of ventilation survey data for the establishment of a realistic computer net- work model. The branches which form the net- work for the computer models are calculated from a range of resistance factors incorporat- ing both a frictional and shock loss component. Since shock losses can account for up to 30 per cent of the total energy losses in mine airways the use of friction factors alone without accounting for shock losses will result in the choosing of an insufficiently performing fan. Published tables of friction factors have in- variably been taken from metalliferous or single entry studies and consequently are not reliable for Australia's mining conditions where multiple entries with regularly spaced cut-throughs are the normal practice. Typical resistance factors for roadways of rectangular cross-section 5.5 m x 2.0 m, with coal sides, have been found to vary from 0.11 Ns2/m8/km where no timber supports are used, to 0.98 Ns2/m8/km where double centre legging together with wooden chocks is used. In addition to the range of resistance factors due to varying support methods, the nature of use for a roadway is very significant because of the condition of repair and upkeep maintained.

Consultants in the mining industry have the opportunity to visit interesting deposits all over the world. Each deposit has its own set of challenges to face when it comes to defining and understanding the deposit geology and the economics to make it viable for extraction. Some of the challenges can include appropriate data capture, sampling techniques, structural characteristics, geochemistry, geophysics, lithology definition, and economic boundaries. It is essential that the practices used at each deposit (eg drilling, sampling, geological modelling, resource estimation etc) are documented and the results obtained are robust and defensible. The Competent Person is not always aware of instances where their resource estimation practices have not been substantiated. ‘You don’t know what you don’t know’ is a phrase frequently used during a mineral resource audit. Technical work to substantiate drilling, sampling, density, assaying, geological modelling and estimation processes is not always completed. Audited Competent Persons often comment: • ‘I was unaware that this was required.’ • ‘I have not had training in this area and do not know how to complete the checks required.’ • ‘This is how we’ve always done it.’ Examples of audits where it was found that geological practices were not substantiated are examined here. A discussion is included on why substantiation of these practices is important, and potential reasons as to why there are instances of unsubstantiated processes and practices are discussed.

Times are changing for the mining industry. Civil society is demanding that miners pay more attention to the ways they impact on, and engage with, communities around their mines. Miners, in turn, are being forced to adapt and learn new social skills for which they were not originally trained. They are doing so in the middle of a broad resources boom, which is adding short-term operating challenges at the same time as miners need to be developing thoughtful solutions to longer term community issues. This paper examines a number of the issues that now loom on the horizon of mining companies. These include: human resources challenges and the crisis in minerals education; continuing community and social expectations of the resources industry and the impacts they will have, for example, on product stewardship, greenhouse gas emissions and the use of increasingly precious water resources; and current impediments to mineral exploration spending.It is concluded that the greatest challenge for the minerals industry is to develop a stronger cadre of local leaders and for the larger global miners to empower their local management to take on stronger public leadership responsibilities. There is a need for executive leadership to remember both the longer term and shorter term cyclical nature of the mining industry in developing solutions to community problems. Above all there is a compelling case for mining industry leaders to be more actively engaged with the wider community in the resolution of these issues.

This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. The Palaeoproterozoic Leveäniemi iron oxide apatite (IOA) deposit of the so-called Kiruna type is currently mined by Luossavaara-Kiirunavaara AB (publ.), commonly known as LKAB. The mineralogy of iron oxides, ie magnetite, hematite, maghemite, and goethite is more complicated compared to the neighbouring and more famous IOA deposits of Kiirunavaara and Malmberget. Furthermore, the mineral chemistry of the iron oxides in the Leveäniemi deposit is also slightly different. Especially, the information about the deportment of titanium and vanadium in iron oxides and distribution in the deposit is essential since they can have an impact in the steelmaking process. For this study 50 samples were selected from exploration drill cores and investigated by optical microscopy, FE-SEM-EDS and EPMA at LKAB and the Geological Survey of Finland. Investigations revealed that magnetite is the predominant iron oxide mineral with secondary hematite being the second most abundant mineral. Primary hematite, maghemite, and goethite seem to be less abundant. It should be noted, however, that this investigation focused on magnetite which currently is the only mineral with economic value. Vanadium occurs as a substitution element in the crystal lattice of iron oxide minerals in the Leveäniemi deposit and not as discrete stochiometric vanadium minerals. In the investigated samples vanadium concentration in magnetite ranges from 0.12 to 0.32 wt per cent V2O3 with higher concentration in the southern part of the deposit. Contrary, titanium does not substitute for iron in the crystal lattice of magnetite or secondary hematite (less than 0.018 wt per cent TiO2). It either occurs as tiny inclusions of titanium oxide minerals or as exsolution lamellae of ilmenite in magnetite. The spatial distribution for titanium in the deposit, however, remains unknown. Furthermore, results of this study indicate that alteration of primary magnetite to secondary hematite has had no significant effect on the trace element chemistry of these minerals in the Leveäniemi deposit.

This work presents the fundamental properties of CITIC magnetite concentrate and its performance in pelletising and sintering. CITIC concentrate has been widely used in pelletising to produce pellets for blast furnaces. It is also used in sintering to benefit from its sintering performance. CITIC concentrate has excellent balling properties owing to its size distribution, particle surface properties, large specific surface area and balling index, leading to strong green pellets and product pellets. When used in sintering at appropriate levels, sinter bed permeability improves, productivity is increased while coke consumption reduces, and sinter strength improves.

This paper addresses, in particular, the influence of winding depth on the selection of head ropes for Koepe winders. Because this is just one aspect of winder design that affects the operational safety of the winding system, the paper starts by considering all the issues governing the life and safety of the winding ropes. Regulations from a variety of countries are reviewed and comparisons of the legislated rope factors of safety and their variation with winding depth are made. This is followed by a discussion of the typical observed mode of in-service deterioration of Koepe head ropes. This mode of deterioration is due to fatigue and is influenced by the load range occurring in the ropes. Parameters contributing to load range are discussed and the influence of winding depth is highlighted. Lessons learned from early experience with very deep Koepe winders in South Africa are recalled. Predictions of load range as a function of depth are made, from which general rope life predictions are made for ropes selected by conventional national factor of safety requirements. This is illustrated in graphs comparing rope life as a function of depth. Typically a reducing life with depth is predicted. A rope selection strategy is advocated, which is based on achieving a constant rope life irrespective of the depth of wind. A new factor of safety (or rope design factor) equation is prepared that has the trend of increasing with depth. This proposed equation is compared with other published proposals that promote an increasing rope factor of safety with depth. It is shown that smoother winder drive controls enhance winding rope life and this improvement is quantified. The paper concludes by pointing out the consistency in predicted and observed life of winding ropes selected in accordance with legislated factor of safety approaches. It recommends the adoption of a new rope design factor equation for rope selection, to be used in conjunction with appropriate codes of practice for winding rope condition assessment and for the design, installation, operation, maintenance and testing of Koepe winders. The new rope design factor equation approaches a limiting economic depth of wind at shallower depths than the existing Koepe factor of safety approaches. However these older approaches æbuild-inÆ a reducing rope life with depth. The new rope design factor is therefore a more consistent way to select Koepe ropes and to evaluate economic trade-offs between Koepe and conventional double-drum or Blair winding systems.

Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

Tailings storage facilities are geotechnically complicated structures that develop heterogeneous strength profiles and varied porewater conditions. The monitoring of porewater pressures is one of the only direct measurements that can be performed to monitor the performance of a facility throughout its life and is of particular importance in upstream facilities. Foundation underdrainage, continuous and staged tailings deposition, climate inputs (rain, snow, humidity, evaporation, etc), and stratified tailings permeabilities can complicate this critical measurement that introduces uncertainty to stability analyses. These difficult conditions manifest in vibrating wire piezometer measurements as very low or negative pressure readings, both of which are within the instrument’s range of accuracy. However, the data can be difficult to interpret, and a range of interpretations are adopted from optimistic low phreatic surfaces to conservative fully saturated tailings. Where tailings are potentially liquefiable, these very low readings introduce further uncertainty regarding the pore space saturation ratio and liquefaction potential above the estimated phreatic surface. This area of uncertainty is the vadose zone, and its affect on tailings behaviour is not well understood. The two facilities analysed in this paper are upstream, raised embankments with tailings classified as clayey, sandy silt that have been found to be potentially liquefiable. The vibrating wire piezometers (VWP) at both sites show very low or negative readings when they are initially installed near the surface and then go through cycles of re-saturation and de-saturation. Eventually the readings settle as the VWPs are buried deeper within the tailings. The instrumented sections within the tailings column do not show consistent readings that would be indicative of a hydrostatic phreatic surface at either site. Rather, they are highly variable and can be interpreted as either representing a high phreatic surface within the tailings or as a ‘perched’ phreatic zone within the tailings layers. How the VWP data is interpreted has a significant impact on how the facilities are raised and operated. The design outcome for Site 1, which adopts a lower phreatic surface, results in an embankment that meets factor of safety (FoS) requirements under residual strength conditions without any buttressing. Conversely, a conservative (high) phreatic surface has been adopted for Site 2 and has resulted in the facility requiring a significant buttress to meet FoS under residual strength conditions.

The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.
