Various influences determine how an Environmental Management System (EMS) for a mining or petroleum project is developed and administered. These influences include the environmental and resource legislation applying to the project, the culture of the organisation, the environmental sensitivity of the area, and the administrative policies of the regulatory agencies involved. While financial penalties and even imprisonment may be imposed for non-compliance with environmental legislation, there are other compelling reasons for the establishment of an effective EMS. If a company wishes to be considered by Governments for the grant of exploration or mining rights, it is important that it can demonstrate environmentally responsible operations at existing facilities. The development of an effective EMS requires commitment from the Board of the company and the issue of an Environmental Policy to empower all levels of the staff and workforce to achieve environmentally responsible operations. This must be supported by the provision of appropriate human and financial resources, and environmental training of staff at all levels from the Board to the mine site, workshop and office. A regular environmental auditing programme is essential to ensure that the EMS is in place and is effective in achieving compliance with regulatory requirements, corporate policies and protection of the environment. An EMS can be developed on the basis of existing management systems, quality management systems, existing and emerging environmental management standards (such as BS7750 and ISOI4000), or sophisticated computerised systems which may incorporate international experience, standards, and codes of practice.

The disadvantages of the present zinc producing methods, RLE and ISP, are high energy consumption and environmental problems. Therefore, efforts have been directed in Outokumpu Zinc towards the development of alternate routes. One interesting pyrometallurgical process to produce zinc is to inject zinc calcine together with a solid reductant into molten iron, saturated with carbon. This process has been studied by thermodynamic calculations, laboratory tests and mini-pilot test runs at Outokumpu Research Oy, Pori, Finland. The results of these tests are presented and discussed in this paper. The mini-pilot tests demonstrated that over 97 per cent evaporation of the zinc was possible using a reactive coal dust as the reducing agent. The recovery of zinc in the metal phase was at best 88 per cent of input zinc, but only part reported in molten lead in the splash condenser. The final metallic zinc contained at best 98 per cent Zn, the main impurities being dissolved lead and coal carried along with the flue dusts.

In addressing the need for non-degree tertiary training, let us examine some recent reviews of engineering and geoscience education. The Finniston Report (1) criticised the formation of engineers in the UK and stated that this was largely due to the narrow British conception of engineering as a branch of applied science which militates against an effective marriage between theory and application. It also criticised the system for not giving students sufficient grounding in the synthesis of technical, human and financial considerations within their undergraduate courses. As we all know, this report has led to the restructuring of engineering education in the UK. More recently, a Review of the Discipline of Engineering was carried out in Australia by a committee chaired by Professor Sir Bruce Williams (2). The report stated that: Australia has a fairly good system of engineering education that should be made better. more should be done to develop the communication skills of both staff and students. more attention should be paid to changes in engineering practice and the human element in technology. there is a serious shortage of state of the art equipment in most engineering schools. female enrolments in engineering courses should be increased from the current level of about 7% to 20% by 1997. employers should develop a better understanding of the need for continuing education. staff in engineering schools should develop closer relations with employers of engineers. higher education institutions with engineering schools should give financial and other inducements to staff to increase the proportion of study leave or professional development leave spent working as engineers in the business sector. there is considerable room for improvements in the teaching process and in the development of evaluation schemes for assessing the teaching contributions of staff. In its recent report to the Council of the Institution of Engineers, Australia, the Task Force on Engineering Education(3) makes the following points: managerial, entrepreneurial, professional and interpersonal skills should be introduced and integrated into the undergraduate courses but studied in depth as part of continuing education. the continuing education policy of the Institution should be promoted and strengthened with all engineers required to pursue continuing education. the Institution should develop a comprehensive guide to continuing education available from universities, colleges and other public and private sector organisations.

Stawell Gold Mines Pty Ltd operates two underground decline mines within the township of Stawell. An active exploration program and commitment by owners to improving the ore reserves has led to an improved mine life and reduced operating costs since the purchase of the operation by Mining Project Investors and Pittston Mineral Ventures in late-1992. Over the past six years of operation a cumulative 1 150 000 ounces of gold have been added to the mineral inventory. An improved geological understanding of the orebody has evolved over time increasing the ore reserves and allowing the development of long-term plans for the mines future. This has enabled important capital decisions to be made providing the impetus for improved productivity and thereby reduced operating costs. Co-operative mine planning and mine geology utilising best practice geological systems have enabled the effective extraction of a structurally complex and mineralogically varied deposit within a rural Victorian township. Detailed metallurgical research has improved the function of an aged and poorly designed circuit to boost the mill capacity whilst also improving the metallurgical recovery. The combination of metallurgical expertise and an understanding of the geological setting enable an effective control of metallurgical recovery.

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. Drilling and blasting constitute important activity in mining operations and account for around 20% of the total excavation cost. The utilization coefficient of energy for explosions of the fragmentation type is hardly 15 to 2035 and an enhancement in this is possible only through optimization of blast design. Designing a 'blast is a complex planning task, which for optimum results calls for matching the energy level of the explosive, rock properties and bench geometry. Optimum blast design needs a comprehensive study and an objective analysis of the intersecting elements. A cost optimised approach is often adopted with due consideration for all the cost sectors viz., drilling, blasting, loading, hauling dumping, and primary crushing, contributing to the overall miring cost. The present study deals with a performance prediction model which predicts the optimum burden for an explosive system in a given rock type to produce a certain desired fragment size. The model is framed on the inputs : shovel size, drill size, unit cost of drilling, bench dimensions, rock density, bond index, unit cost of explosive, maximum work potential. The model has been extended to compute the drilling and blasting costs for an assumed size of the bench to be blasted per round, so as to arrive at the overall cost optimization from a number of explosive systems. A comparative cost calculation with different explosive systems has been presented for a typical iron ore mine in India.

Alcoa World Alumina AustraliaÆs Huntly and Willowdale bauxite mines are located in the Darling Range of South Western Australia, which places their operations within PerthÆs surface water supply catchments. These catchments supply Perth with its highest quality drinking water. With the decreasing rainfall trend of recent years catchment yields to water supply reservoirs have reduced to such an extent that water use restrictions were necessary in Perth for 2001, 2002 and 2003. Protection of catchment water quality and water use conservation are crucial issues for AlcoaÆs operations within the Darling Range. Alcoa has been conducting bauxite mining activities in water supply catchments since the mid-1960s. During that time Alcoa has worked closely with the relevant State Government water and environmental agencies to ensure that its operations do not adversely impact catchment water yield and water quality. Monitoring and research have shown that Alcoa has the necessary environmental management systems in place to ensure it can continue to operate in a sustainable manner within water supply catchments. AlcoaÆs mines reduced the volume of water taken from public water supply catchments by 24 per cent in 2002, compared with 2000. This success has had an added benefit; Alcoa does not need to develop a new water source for its Huntly Mine. The conservation measures implemented to reduce water use include: increasing water recycling, using chemical additives for haul road dust suppression, conducting water audits, reducing water demand, monitoring water use, promoting water use targets and training staff in water conservation.

Solid. dense, air-cooled slag can fulfil most, if not all, the functions of natural stone for civil engineering purposes. The value of pumice, also, has long been appreciated, and processes for the manufacture of similar synthetic material for light-weight concretes and insulating fills have been developed in past years.Foamed slag is, in effect, blast furnace pumice and is often referred to on the European continent as metallurgical pumice. It is made by the treatment of molten blast furnace slags with a critical quantity of water during which process the slag cools and expands into a sponge-like mass. The connection between foamed slag and air-cooled slag is also considered and a basis for density control given.All blast furnace slag cannot be foamed to give a product which would comply with B.S.S.877; 1939 Foamed Blast Furnace Slag. A large proportion of the total output of molten slag lacks the necessary inherent properties. This investigation attempts to discover the conditions necessary for the production of foamed slag capable of meeting the British specification.EARLIER WORKIt was generally accepted (Parker, 1951; Gallai-Hatchard, 1955) that the spongy structure of foamed slag was caused mechanically by steam trapped in the slag when it was poured into water. It was assumed that slags which would not foam would not trap steam, because their viscosities and surface tensions were unsatisfactory, on account of temperature and/or composition. The earliest systematic investigation was made by Frisak (1923) who attempted to establish a limiting chemical composition for foamable slags. He decided that foamable slags covered most blast furnace slag compositions on the basis of silica, alumina, and lime, and further "that the replacement of lime by magnesia up to 15 per cent has no noteworthy effect on foamability, that moderate quantities of alkalis are not deleterious, that sulphur raises the foamability and that MnO is only deleterious in the presence of 1...

IT has often been stated in the past that the materials known as inert fillers were merely adulterants nsed in the manufacture of paint, and that their purpose was to cheapen paints made from more expensive pigments, such as zinc oxide or white lead. In recent years, however, practical tests in various parts of the world have proved that many of the inert fillers, when used with wisdom, possess very definite and advantageous properties.Another oft-repeated statement which had a far-reaching effect in the past, and which is not without influence to-day, is that the very best paint must always be made from a pure pigment, without admixture with either a fellow pigment or an inert filler. Both or either of these statements may be true in a few isolated instances, but for the vast majority of ordinary painting conditions there is an abundance of experimental evidence to prove that neither is true.With the desire to further investigate these points and po 'determine the best combination of pigments and fillers for use as an outside white paint on plant buildings, a number of panels were prepared in the laboratory of this company.

The Hishikari gold deposit, discovered by the Metal Mining Agency of Japan, has become a giant class epithermal gold deposit with the highest grade of gold yet recorded in the world through detailed exploration and development by the Sumitomo Metal Mining Co Ltd. The exploration strategy involved a regional approach combining geological and gravity surveys over a 900 km2 area which had historically produced over 120 t of gold. These surveys were carried out to grasp the common geologic features of epithermal gold deposits in the survey area. A genetic model for epithermal gold deposits in the area under regional survey was also considered based on detailed research of the Kushikino epithermal gold deposit which was in operation at that time. This model was applied to the targeted areas, and important relationships between mineralisation, host lithology, intensive propylitic alteration and gravity highs became apparent. The Hishikari block was selected in this way and bonanza gold was discovered during drilling. Since the development of the Hishikari mine, information useful for further exploration for the same type of deposit has been accumulated.

Environmental Impact Assessment (EIA) and Feasibility Studies (FS) were carried out to evaluate the potential use of treated acid mine drainage (AMD) occurring at the Kingsmill Tunnel in the Central Andes of Peru. The 11 km long tunnel drains the underground works of the Morococha Mining District and discharges about 1.25 m3/sec of AMD directly into the Yauli River in the Amazon Basin. The communities living downstream cannot use the Yauli River water due to its low pH and elevated concentrations of metals (eg Cu, Zn, Fe, Mn, As, Cd) and sulfate. Studies carried out for this project included technical feasibility, EIA, economic viability and social impact assessment phases. During the æTechnical FeasibilityÆ phase, the treated AMD was produced by simulating a high density sludge (HDS) lime neutralisation/ precipitation process and was evaluated for various potential uses. Mining companies located in Morococha, in particular Centromin Peru SA, and the Water Works Company of the City of Lima (Sedapal) collaborated with Golder Associates during the studies. The Canadian International Development Agency (CIDA) provided the financial assistance. The results of the physical, chemical, biological and toxicological analyses demonstrated that the AMD could be sufficiently treated to be potentially used to supplement the drinking water supply of Lima, and for agricultural (eg irrigation and livestock) and recreational purposes. Process design and scale-up parameters were also determined for implementation of the full-scale treatment facility at the site. The use of the treated AMD as a drinking water supplement would be economically feasible.

Assessment of mineral reserves in any ore- body hinges on both mineralisation characteris- tics and the economics of extraction. The mineral reserves statement depends on interpre- tation of diamond drill information by geolo- gists, determination of the production plan and operating costs by mining and metallurgical engineers and prediction of future income by economists. The techniques used to generate the mineral reserves statement for Bougainville Copper Limited in 1969 are described and the accuracy of predictions discussed. Preliminary results from a geostatistical reassessment are comp- ared with the ore zone model, blast hole data and concentrator reconciled production results.

Drill monitors for blasthole and exploration drills have been available to the mining industry since the 1970s. The early monitors were pen strip chart recorders which were developed for the oil drilling industry and adapted to mining. They recorded drilling parameters such as depth, pull-down pressure, torque, RPM, and bailing air pressure. While these recorders could generate a large volume of paper, the amount of useful data was minimal. The data was not summarised and required an engineer to interrupt the chart traces. Being a mechanical recorder, the devices were also susceptible to frequent failures.

Perhaps no aspect of the investigation of an ore-deposit is of greater importance to the mining geologist and engineer than a consideration of its geological structure. A thorough understanding of the type, size, shape, and arrangement of any ore-body is essential to the proper conduct of exploratory, developmental, and mining, operations. Significant as these remarks are' in relationship to ore-deposits in general, they become of paramount moment when a complex structure such as the Broken Hill Lode is in question. In this connection the use of the term "lode" as applied to the Broken Hill ore-bodies may terid to confusion of ideas among those not familiar with the field or with the literature pertaining thereto, by reason of the fact that it is generally understood that a "lode" is characterised by simple, tabular form, regular outline, defined walls, and persistent attitude. The extensive literature on sulfide flotation indicates that pyrite poorly floats under alkaline condition. Xanthate concentration has a positive effect on pyrite flotation, but above a pH of 11, pyrite seems to be strongly depressed, independently of the concentration in xanthate. In this investigation, aeration and xanthate concentration effects were studied for pyrite flotation conditioned at pH 11 with lime. Results presented in this paper include surface infrared analyses and pulp chemistry measurements which have showed that aeration had a dual effect on pyrite flotation. It induced pyrite surface activation by oxygen, and oxidation of ferrous iron to ferric hydroxides or oxyhydroxides species. It also favoured dissolution of CO2, leading to calcium carbonate precipitation and adsorption onto pyrite surface. Both CO2 dissolution and ferrous oxidation generated protons and decreased pulp pH. Pyrite flotation was observed to be effective with a statistical monolayer of xanthate that could be adsorbed as mixture of dixanthogen and metal-xanthate complex. Non-floated fractions showed high amounts of carbonate, and presence of hydroxyl iron sulfate (Fen(OH)m(SO4)p, xH2O) which have inhibited the hydrophobicity effect of adsorbed xanthate. Environmental desulfurisation could be improved by aeration control causing pyrite oxidation and pH decrease to reach optimal flotation condition with a relatively low xanthate concentration.
