The State of New South Wales is highly favoured in having vast deposits of coal adjacent to and within easy reach of the coastal Ports. Not only is the quality of the fuel generally superior to any found in the other States, but it is greater in extent than in any other part of the Continent. For interesting and reliable details of the history of the discovery of coal, the geology of the coal bearing strata, analysis of the various coals and other valuable data, the readers are referred to the book recently issued by the New South Wales Government, entitled The Mineral Resources of New South Wales, by Edward F. Pittman, A.R.S.M., etc., by the direction of the Hon. T. L. Fegan, Minister for Mines. The mining community is indebted to the Minister for having had published the most valuable condensed record of the mineral resources of the State extant.For the purposes of this paper we will only give such a general description of the coal fields as will make it intelligible in connection with the subject of the coal mining in the State of New South Wales.

Apatite Fission Track Analysis (AFTA) is a thermal history reconstruction tool that enables determination of magnitude and timing of maximum paleotemperature and paleo-geothermal gradient at the time of maximum paleotemperatures. From this information, the amount of section missing at major unconfornities can be estimated and incorporated into basin models. The Gippsland Basin has a number of distinct problems that can be tackled using AFTA. 1. The nature of the regional break between the Late Cretaceous-Tertiary Latrobe Group and the underlying Early Cretaceous Strzelecki Group. 2. The tectonic history of the basement flanking the basin and its effect on sediment composition. 3. The age of igneous activity in the basin, as typified by the widespread basaltic plugs and dykes intruding the outcropping Strzelecki Group. Major uplift and erosion within, and adjacent to, the early Cretaceous rift basin in the Mid-Cretaceous, at -95 to 100 Ma, initially constrained the Latrobe Group depositional area to the central deep of the Gippsland Basin and provided an elevated source of quartz-rich detritus for the Latrobe Group reservoirs. This is in marked contrast to the preceding period in the early Cretaceous when contemporaneous volcanism dominated as a source of detritus, producing quartz-poor lithic sandstones, in which a host of attendant diagenetic reactions destroyed their reservoir potential. Initial uplift and erosion of the volcanogenic Strzelecki Group also occurred in the mid-Cretaceous as revealed by a number of distinct inversion structures, and erosion of this material will have locally provided very poor quality sand to the basal Latrobe Group.

An account is given of experimental apparatus for generating a short duration high velocity water jet and the effect of its impingement on various rock samples under air or water cover. The penetration was found to be highly dependent upon the rock structure; in general material with closely interlocking grains was resistant.The damage sustained by a stationary sample held close to the jet did not vary greatly whether the sample was in air or confined under a water layer; but when the sample was translated under the jet there was a marked increase in the damage sustained.Some consideration was given to the possible practical application of a water jet for deep hole drilling and an estimate made of the power requirements and transmission losses for such a system.

Since 2008, Arrium has been developing and commissioning a new low-grade hematite ore benefication plant (or OBP) at its Iron Baron mine site.The Iron Baron mine, which was closed in the 1990s, could not consistently yield the high-grade hematite required for pelletising. However, in todayÆs market, the 12 Mt of waste dumps represent a significant low-grade hematite resource, ideal for benefication.Initially, an internal scoping study and several sampling campaigns were conducted to determine the ability to upgrade the available low-grade dump material to a product suitable for export. Test work was conducted at Mineral Technologies (formerly CPG), and included high intensity magnetic separation, spiralling and jigging. Due to promising results from a wet processing circuit, Arrium engaged Mineral Technologies to design a flow sheet that could provide 1 Mt/a of a mixture of high-grade lump (-32 + 8 mm) and fines (-8 mm) products for export.With construction of the plant completed in late January 2012, Arrium, in conjunction with Mineral Technologies, began two commissioning phases. Each phase ended with a toll gate to prove the plantÆs capacity to reach rate and desired grade. After an initial period of running on water, feed solids were introduced to the plant and troubleshooting of bottlenecks began. The first toll gate, whereby the plant was required to run for 24 hours at an average feed rate of 200 t/h (80 per cent of design rate), was completed on the 1 March 2012. Further troubleshooting and resolving of issues allowed the plant to steadily increase feedrate while maintaining good availability and grade. The second toll gate required the plant to run for 72 hours at an average feed rate of 200 t/h while meeting grade, yield and water consumption targets. Sampling campaigns were conducted during this period to track the performance of key equipment. Completion of the test, and full handover of the plant to Arrium, was completed on the 21 April 2012.Although the formal commissioning phases had been completed, ongoing optimisation of the OBP continued, ensuring that all major equipment was working to produce the optimum yield and grade. Sampling campaigns were conducted on the jigs and spirals, with results and correlations used for operations documentation.Overall, with successful completion of the final acceptance tests, the commissioning of the Iron Baron OBP has been established as a major success achieving all production and quality targets as per the original design intent.This paper will focus on the successful commissioning and ramp-up performance of the plant however reference will also be made to the key development stages involved with the development of the project.CITATION:Stanton, C and Bannear, M, 2013. This paper deals chiefly with the preliminary examination, when a decision has to be made as to whether a prospect has a chance of developing into a mine or not. At this stage it is important to have a fairly clear conception of what is expected of the prospect, andjust what type of mine is sought. Much money can be wasted testing a prospect suitable for a prospector or small syndicate, but which never looked like becoming a mine of sufficient size to interest a company. When undertaking an inspection, therefore, it is necessary to have a broad outline, at least, of the policy of the principals for whom the report is intended.At this early stage it is frequently necessary to form an opinion of the prospects of a property on very meagre data. When new to this type of work one's first reaction is often th~t it is impossible to pass an opinion on the data available. It. is absolutely necessary,however, that an opinion of the possibilities and chances of favourable development be given; The report should strive to convey this information, making quite ::lear the risk involved, how complete are the data on which this opinion is based, and the possible magnitude of the prize. A Preliminary report has to state whether a property has sufficient prospects to warrant testing.The following procedure is suggested in order to make best use of the data and minimise hasty conclusions influenced by preconceived ideas-an ever-present danger.Examination.The first stage is the examination. This should aim at collecting all available significant data, but avoid clouding the issue with detail which, at this stage, will not affect the decision. The following points are considered to be the main ones for which to look:-Geological Environment.As good a working knowledge as possible'of the geology of the area should be obtained. Government Geological Survey reports and maps, if available, will be a big help. A detailed knowledge of the regional geology is not necessary a,t this stage, but a broad outline of the geological setting of the prospect under review, and also of any other important mines in the district, is often helpful in the final decision.The Nature of the Ore-Body.Any facts concerning the nature or occurrence of the lode should be noted as, coupled with experience of similar bodies, they affect the ultimate decision.Structural Control.This is probably the most important factor, in the light of present geological knowledge. Its chief importance is due to two facts:-(a) Structure plays one of the prime parts in ore deposition.(b) Geological knowledge, of structure is somewhat in advance of knowledge of other factors influencing ore deposition.

Studies of the Main Seam in the Rapahoe Sector of Greymouth Coalfield have shown that the proportions of palynomorphs and palynomorph groups vary vertically within the seam, but remain laterally consistent. Subsequent examinations of other seams in the Rapahoe Sector have demonstrated that the changes in palynomorph proportions observed in the Main Seam are specific to that seam, effectively providing a seam 'fingerprint'. Such a characteristic signature may be used to identify the Main Seam where faulting or seam splitting confuses seam correlation between drillhole intersections. Palynomorph assemblages are derived from the original plants which formed the peat mire, and yield information on mire conditions such as climate, mineral matter input and chemistry. These depositional factors influence coal properties such as mineral content, volatile matter yields and coal breakability. Palynological data can therefore assist in development of depositional lTIodels for prediction of coal quality variations. Several other, thiner seams in the Rapahoe Sector have been demonstrated to also contain recognisable palynomorph assemblages, suggesting that other seams may also possess distinct palynomorph abundance profiles.

A 3D, PC based computer program is currently under development by Blasting Analysis International, Inc., to analyze the kinetics of full scale blasts with two or more high-speed motion picture cameras. Todays common approach of utilizing only a single camera system can, in some cases, lead to great errors and erroneous conclusions when motion is assumed to be in a predefined plane of motion. CMe phrase, "What you see is what you get, it no longer true in 3D."). This is especially true in blasting environments which exhibit complex and/or predominant structural geology. The 3D system eliminates this problem, and includes automatic corrections for vertical and horizontal camera optic axis orientation, dimensional controls, lens distortion, field set-ups, projection imaging and digitized inputs. The only information required is the surveyed or known coordinates of at least six non coplanar points in the field of view. Motitn from each camera view is then digitized, transformed through a direct linear transformation, and processed with the 3D software, which also automatically time matches the data, even when the high-speed cameras are operated at different speeds. Eleven calibration constants are generated using an overdetermined system of linear equations to output the true 3D coordinates of motion in the time domain. Applications for this 3D approach are not restricted to just analyzing the kinetics of a blast. The system is sufficiently flexible to allow an accurate, quick and economical method of bench face profile analysis, generate muck pile profiles and estimate volumetric calculations. The recording systems for these applications can be common 35mm still photography and/or video equipment. It is envisioned that this system will soon replace expensive laser surveying systems at a fraction of the cost in the near future. It is also an excellent system to accurately quantify drill pattern layouts and the spatial locations of each blasthole. This information is required for generating single hole based synthetic seismograms to accurately predict the vibrational outputs of full scale blasts. In terms of litigation concerning claims resulting from blast induced ground vibrations to structures, the system is proving to be an excellent and economical method of performing pre-blast surveys where differential settlement is suspect.

Experimentally determined and theoretically explained phenomenon of zonal disintegration of rock around the development working brings about the radical changes in existing ideas about the mechanism of interaction rock massive with engineering constructions.The essence of the phenomenon consists in the fact, that forming of non-elastic deformations zone goes on by way of more intensive deformation and destruction of rock simultaneously in several zones, covering partially or fully output circuit and divided by zones of destructed rock. Under the influence of change of massive strained-deformational condition of depositional rock an accidental deviation of zones of supplementary expansion and compression of rock from the previous positions take place. One can observe multiplicational change of the outline, size and form of all disintegration zones in the time within the area of the working influence at massive. This phenomenon was named "fluctuation of zonal disintegration of sedimentary rock around development working".

Rheological Behaviour of Clay-Rich Gangue Mineral Dispersions During Hydrometallurgical Treatment Alumino-silicate minerals invariable may present an intractable challenge in hydrometallurgical operations employed in low grade nickel, copper and gold ore leaching or high level nuclear waste (HLNW) processing. The interactions and reactivity of alumino-silicate clay gangue minerals such as muscovite/sericite, chlorite, kaolinite and smectite under acidic (eg pH <3) or alkaline (pH >13) conditions can have a striking impact on the particle interactions. These may manifest in undesirable pulp rheology, poor extraction rates and challenges in the subsequent "handleability" and solid-liquid separation processes (eg dewatering). In the present work, a review of investigations involving the interfacial chemistry, interactions and rheological behaviour of aqueous dispersions of mica-group, layered alumino-silicate clay (muscovite / sericite) and chalcocite minerals as a function of pH in the range 2 - 9 and time at 25¦C, is presented. Particle zeta potential, reflecting interfacial chemistry, indicated a strong pH-history and particle volume fraction dependency. Pristine particles' zeta potentials measured from high to low pH indicated mineral-specific isoelectric point (iep) at pH range 2 - 5. Subsequent measurements from low to high pH showed pH-history dependency with iep shift to higher pH values, the extent of which also depended upon particle volume fraction and aging time. Pulp pH-mediated particle interactions revealed by shear yield stress analysis displayed a bifurcation behaviour and good compliance with DLVO theory. The maximum pulp yield values occurred at the iep whilst weak rheology was observed where the magnitude of the particle zeta potential was greatest. The pivotal role played by both pulp chemistry and suspension conditions in regulating the particle interactions and concomitant rheological behaviour is highlighted. The implications of the findings with regards to clay-base pulps' handleability and its control during aqueous processing are discussed.

The evaluation of historical goldfields has been common over the past 15 years, reflecting changing economic conditions, improvements in knowledge and technology and lack of greenfield sites. Many goldfields comprise narrow gold-quartz veins, which are structurally complex with an irregular distribution of gold, have variable geometry and architecture and display late deformational effects. The study of historical mine records can be an important tool during early and advanced project evaluation, since it contributes to understanding the orebody, exploration target size and setting expectations. Mine records include documents such as plans, sections, reports, news cuttings, production tabulations, etc. A major advantage for the modern explorer is the capability of computer modelling to display this data in 3D. Historical records can give the explorer substantial information on various deposit characteristics, not least grade and geological continuity, geometry and architecture, mineralogy, metallurgical properties, bulk density and ground conditions. From an evaluation perspective, historical records can be used to support a Mineral Resource estimate, though its application will depend upon the quality and quantity of the data and judgement of the Competent Person. Effectively used, historical records can reduce geological uncertainty and focus evaluation efforts û thus reducing project risk.

This paper reviews an analytical model that defines the relationship of weight-weighted or volume-weighted average haulage distance with bench height and other related parameters; presents the optimum bench heights under various conditions in terms of minimising the weighted average haulage distance of ore/waste during the full lifetime of an open pit mine, and discusses the truck-haulage economics of mining open pits by high bench, specifically by 15 m, 18 m and 20 m bench through marginal analysis. The observations from these analyses disprove the previous conflicting assertions that the overall weighted average haulage distance either increases or decreases monotonically with bench height. It is concluded that: (i) an increase of bench height to 15 m from 12 m is likely to be viable under the general conditions of large-scale deep open-pit mines; (ii) the reduction of haulage cost is limited with the case of increasing bench height to 18 m from 15 m; and (iii) the feasibility of mining open pits by 20 m benches is generally questionable. These conclusions may serve as a useful guide for those who advocate open pit mining by high benches.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

Replies to a comprehensive questionnaire on mine water resource management systems (WRMS), which were distributed to a selection of Australian mining operations in 1991, are analysed. Although the replies cannot be considered fully representative of the industry, they do provide a good qualitative indication of water resource management in the industry at that time.Within Australia's largely arid land mass, a majority of mines nonnally need to conserve water, a few need to dispose of water and a number face a seasonally varying position. An assessment of the importance of WRMS compared with management of ore extraction and processing is given. A risk assessment of failure is given; there is more acceptance of WRMS failure in the mine compared with the mill. An assessment is made of considerations in WRMS design. Managements are generally pro-active in the design of WRMS and in the setting of perfonnance standards. The operational characteristics of mine systems are examined in detail.Companies generally do not appear to allocate sufficient resources for the collection of basic WRMS monitoring data and knowledge of the water budget to efficiently manage the system. This indicates scope for considerable cost savings in most mines.

Three key areas of C.I.P. plant design, viz. leach- ing time, adsorption and the gold loading on the carbon, are discussed and illustrated with examples. The need for accurate pilot plant data for use in assessing and optimising design is emphasized. This approach should minimize capital and maximise return on capital. It is demonstrated that, as regards adsorption, economics favours short retention time, high gold loadings and mechanically agitated, draft tube reactors. INTRODUCTION Little attempt appears to have been made in Australia to design the present generation of C.I.P. plants to achieve an economic optimum. Most would, seem to have been based on pre- liminary leaching data, gold extraction and value and rule of thumb which, in general, has led to over design and over capitalisation. An essential step to effective economic design is a comprehensive pilot plant study to establish definitive operating parameters, yields and reagent costs. In most cases the cost of developing this data will be more than offset against capital savings in plant; the operating profit should be increased substantially, and profit is maximised for known

With the continued implementation of stricter limitations on the discharge of excess process water from all existing and future mining and metallurgical operations, the design and operation of the entire process water circuit must form an integral part of any total operational package. It is far better to æanticipate and circumvent the problemÆ rather than be forced into an expensive remediation program after the event. By far the greatest problem relates to the treatment and disposal of what is generically known as acid drainage. In simple terms, an acidic metal sulfate solution is generated by a series of chemical and biological reactions as soon as most sulfide minerals are exposed to air and water. Treatment of this solution by one or more of a wide range of chemical and physical options can involve substantial capital and operating costs, although there are recent processing options that yield saleable by-products, thereby reducing the financial liability of what is effectively a waste stream. This presentation provides an overview of the Australian situation compared with the rest of the world and outlines the basic features of a number of the more advanced passive and active acid drainage options.

This paper discusses the geotechnical condition of bedding shears and small- and large-scale faults and shears in Archean banded iron formation (BIF) bedrock, based on observations of core and televiewer images. Information that can be collected includes the orientation of defects, infill thickness, strength and material type, defect shape and surface roughness.The spacing and continuity of bedding shears may be critical to slope design where performance is structurally controlled with bedding dipping out of a wall. The intensity of development of the bedding shear is a useful indicator of the amount of shearing a bedding surface has been subjected to. This can allow for engineering judgement to be used in adopting peak or residual shear strengths along defect surfaces when developing the design.The spacing and continuity of bedding shears may also contribute to the blockiness and degradation of a rock mass where the structural orientation is otherwise favourable. Additionally the condition, thickness and strength of infill of major fault structures can affect slope design and performance, depending on orientation.Comparison of the condition of structures observed in core with the corresponding in situ televiewer image has been made to assess what characteristics are most accurately captured by each technique and whether the additional information gathered from using the televiewer technique is justified by the cost. As part of a long-term acid rock drainage (ARD) mitigation study, PT Freeport Indonesia has completed the construction of a highly instrumented, full-scale, experimental, overburden stockpile to further evaluate the behaviour of the waste rock system at Grasberg mine. A total of 24 lysimeters, 30 sets of thermistor strings and 48 oxygen-sampling ports were installed at select locations during stockpile construction. ARD flow rates and chemistry have been recorded since the start of overburden rock placement in April 2000. Measurements of in situ temperatures and oxygen concentrations quantify reaction rates and the oxygen pathways that control oxidation kinetics deep within the waste rock profile. Direct field observations show the significance of advective oxygen flow with respect to the onset of oxidation kinetics. Oxygen measurements show that the rubble zone that forms at the base of a waste rock bench provides a critical pathway for oxygen entry to the waste rock profile. Furthermore, rapid oxidation as evidenced by measured temperature increases deep within the panels of waste rock is observed to occur. The observations presented in this paper provide critical insight for understanding the mechanisms and behaviour of full-scale waste rock stockpiles with respect to ARD generation. The results of this program will assist in the future selection, testing and evaluation of appropriate mitigation measures with respect to surface and face treatments to reduce long-term ARD generation. This project is a work in progress, and at least another two-years will be required to fully understand site-specific ARD generation and ARD mitigation mechanisms. This paper will discuss various design and construction considerations, provide an overview of results achieved to date, and some preliminary interpretation of what is happening within the overburden stockpiles.

Longwall mining and related subsidence, and watercourse diversion for surface mining operations have the potential to impact on fluvial geomorphic processes and the health of river systems. This is evident in the Isaac River in central Queensland. The scale and likelihood of these impacts are a function of the extent of existing and proposed mining developments and of the ongoing geomorphic, hydrologic and ecological processes within the Isaac River. Understanding the objectives for the river, the past and ongoing processes at work, the cumulative impacts of longwall mining development and the options for managing those impacts is essential for the development of an effective strategy to manage the health of the river system. An assessment has been undertaken to identify and understand the cumulative impacts of mining subsidence and other mining influences on geomorphic processes and waterway health in the Isaac River over a river length of approximately 100 km near Moranbah in central Queensland. The assessment included the development of a vision and objectives for waterway health. The assessment has identified mining and landuse changes that have impacted on the hydrology, geomorphology, ecology and hence the health of the Isaac River. The assessment has then sought to identify the cumulative impact of longwall mining and related subsidence on current stream condition and the proposed vision for the system. The primary impact of longwall mining on the river was found to be associated with sediment transport. The investigation included assess- ment of total sand available for transport, the volume of sand transported annually and the fluvial process response to subsidence. Recommendations have been developed for the management of the system and for longwall mining to increase system robustness and achieve the river health objectives.
