On the first of July, 2012, the Australian GovernmentÆs Clean Energy Act commenced. From this point, a price of $23/t of CO2-e will apply to facilities that trip the liability threshold. This first part of this paper concentrates on the mechanics of the Clean Energy Future legislation and how it will be applied to the mining and mineral processing industry.The second part of this paper contains analysis of the data presented for typical mine operations. Methodologies for constructing a carbon strategy are also presented. This will entail determining what the objectives of the carbon strategy are, and defining what the strategic priorities for a business should be. An action plan to address the risks identified from the Clean Energy Act is also developed as part of the strategy.Details such as the advantages and disadvantages of opting into the carbon price scheme for liquid fuels are shown. Other considerations such as the ability to acquire permits through the carbon farming initiative or through overseas clean development mechanism projects are explained.CITATION:Allen, M and Holt, P, 2012. A soil cover isolates potentially acid-forming (PAF) mine wastes from atmospheric interaction and thereby mitigates acid mine drainage. As a cover that comprises either a single layer or a composite barrier, it essentially manages percolating rain water from flowing into these PAF materials and minimises air flow as oxygen has low diffusivity in saturated soils. However, the availability of suitable soils as cover materials is limited, especially in arid and semi-arid regions where weathering rates are low.This paper investigates the potential use of mine wastes as cover materials in a water-shedding soil cover in north-west Queensland. Four cover trial plots were built using mine wastes as cover materials. Each 2.3 m cover trial plot consisted of a 1.5 m soil cover made up of waste rocks and fines, a 0.5 m drainage layer that consisted of 0.1 m waste rock aggregates and a base layer made up of blended mine tailings. The hydrologic properties of cover materials were determined by in situ measurements and laboratory experiments, which, in turn, were used as input in a numerical model that described the cover’s transient soil moisture profile. The successful performance of the cover is reliant on the long-term stable geochemical behaviour of the substrate used as cover material. Therefore, investigations were carried out to determine the geochemical properties of the cover materials constructed from benign waste rock using static and kinetic tests, with the objective to increase the level of certainty of the material’s benign characteristics. This paper presents a rationale for selecting appropriate support elements which combine to form a support system to maintain stability in mines subjected to both strainburst and the shaking that occurs from fault slip. The overall approach was developed during the 'case for safety' study undertaken to allow the then Beaconsfield Gold mine (now Tasmania mine) to resume development and production after the 25 April 2006 ground-fall and fatality that received worldwide publicity. Issues of the sometimes competing requirements of support element performance during dynamic loading are discussed and the need for support flexibility is contrasted with the usual high support element stiffness required when these are used to reinforce rock masses. An example is presented to show the steps and technical details required to design each component of a support system to counter the de-stabilising effects of seismicity.

A vision of what the future mine involves all aspects of mining, ie orebody access, ore stoping, material transport, processing and waste material disposal. This paper examines one aspect of the future mine: rock extraction, stoping, automated for remote operation, high productivity and low cost. Concepts for the future require a re-think of the mining process and ROES® re-examines how bulk stoping of ore can be undertaken and how this should be redesigned to accommodate the possibilities that exists with remote control and automated operations.ROES® is a new mining system for underground mines and quarries utilising a shaft located close to or within the stope for the ore breakage process. The system is designed to exclude personnel from contact with production drilling, explosive placement and detonation so all of these tasks are remotely controlled or automated. Survey of the shaft, stope back and broken rock within the stope will occur, following each blast, by remote control or automated techniques. The survey will include excavation geometry, rock fragmentation, geotechnical characterisation and estimation of ore grade. Blastholes will be surveyed before placement of explosives and, with the survey data, the optimal explosive placement and blast timing will be determined with the best available information.ROES® is designed for application in open stoping or sublevel caving in disseminated, geologically defined, thick tabular or narrow vein ore bodies. Technologies developed for ROES® will also have potential applications to caving operations, reducing the risk of frozen ore and poor fragmentation. In a typical sublevel open stope application, ROES® will reduce the stope associated development by half and will allow ore to be brought on-stream sooner and at lower cost. Other savings will flow with the centralisation of mining activities and operational data, reduction in mining fleet, reduction in ventilation requirements, improved occupational safety and reduced mine complexity.

The competition between various options for the use of land is ever increasing. Commonly in Australia large tracts of land were un-encumbered by sweeping land use option limitations, but this situation has been rapidly altering in recent decades as governments are obliged to maximise the utility of the land for a broad range of competing interests. While the interests of miners have always been considered, the effects on limiting access to land for exploration and possible mining have not always been effectively incorporated into decision-making processes. As a result the challenge for national and state organisations representing these interests has been to develop a transparent process to allow for the mineral potential of an area to be systematically assessed and for information to be presented for use by specialists and non-specialists. Government agencies are called upon to implement government policy but also to provide accurate and meaningful advice which can assist in policy and land use decisions. Commonly timeframes are short and information can be less than complete. Nevertheless on-going decisions are made based upon the best available understanding. It is in this operational framework that the methods described in this paper are set. The paper describes a process for quickly and systematically providing advice on mineral potential for use by government agencies and ultimately the community within tight time and resource constraints. It is a method of combining the accumulated knowledge about mineral resources and their potential and presenting this information in an easily accessible form which can be used in a negotiation and policy development environment. Development of the method was undertaken to meet the needs of the Regional Forestry Agreement process in Australia. The method has been applied to study areas in New South Wales, Tasmania, Western Australia and elsewhere. Examples in this paper are taken from north eastern New South Wales.

Olympic Dam Operation is located in the Stuart Shelf Geological Province approximately 520 km north-north-west of Adelaide in South Australia. It is estimated to be one of the worldÆs top five copper orebodies by size and the biggest single occurrence of uranium. The deposit was discovered by Western Mining Corporation in 1975. Exploration was based on a conceptual model for the formation of sediment hosted copper deposits together with gravity and magnetic anomalies.The capital cost of the current expansion is estimated to be A$ 1.64 billion. The underground expansion includes a total of 36 km of lateral development, a railway haulage system delivering ore from a series of ore passes to a new crusher station and a significant increase in ventilation capacity and mine services.In the current underground expansion the mining method will essentially remain unchanged. The ore handling system will incorporate some recent advances in technology, improving efficiency and safety standards.Major infrastructure excavations are designed by a team of engineers attached to the Olympic Dam Expansion Project and a number of consulting groups. Once the expansion is fully completed it is expected to increase the current annual underground production level from 3.4 Mt to 9.0 Mt of ore by the year 2000. Mine design engineers working for the Olympic Dam Operation have recently completed a three year final design plan to achieve this target.Access to the existing mine is through the decline and Whenan shaft. The Whenan shaft was originally sunk as an exploration access and later upgraded for hoisting. The 4 km long service decline connecting to the Whenan shaft was later constructed to accommodate the increase in service demand. The Robinson and Sir Lindsay Clark shafts were developed at later stages to cater for the hoisting during and following the expansion lead up.

Traditional methods of gold extraction have involved comminution and processing via cyanide leaching, all of which are associated with energy, cost and environmental implications. Subsequently, numerous opportunities for improvement and optimisation strategies in gold mining and processing have been explored, including heap leaching, which has significantly lowered comminution costs. This paper explores the effect of the more energy efficient high-pressure grinding rolls (HPGR) on the comminution behaviour (especially on the crack density) and cyanide leaching performance of laboratory reactors study on run-of-mine gold ore comprising the Ventersdorp Contact Reef (VCR) and the Elsburg Reefs (ER), sourced from Carletonville in the Witwatersrand Basin in South Africa. The ore was comminuted using HPGR at three different pressure settings (120, 90 and 60 bar). Large (-16/+11.2 mm) and small (-5.6/+4 mm) particles of the HPGR product where then mineralogically characterised using optical microscopy, quantitative evaluation of minerals by scanning electron microscopy (QEMSCAN) and X-ray computer tomography (CT) before cyanidation. The results of the leach experiments indicated a correlation between gold extraction, particle size and crack density. Mineralogical characterisation of the ore indicates that the Fe-sulfides present in the VCR are likely to be more reactive than those in the ER, thus having a more favourable influence on gold cyanidation. The Clogau St DavidÆs gold mine has a recorded production of around 81 000 oz Au and it is the largest mine in the Dolgellau gold-belt and BritainÆs most prolific historical producer. The original mine was first worked for copper, however; in 1854, gold was found in waste material from the St DavidÆs section. In recent times the mine has operated intermittently between 1983 - 2007. The principal black shale-hosted gold-bearing reef (Main Reef) can be traced for about 3 km, striking approximately NE-SW and dipping steeply between 60¦ - 90¦ SE. The reef system pinches and swells, changes strike and splits into a number of smaller branches. Reef width is variable, ranging from over 6 m to a few cm and in places reducing to small irregular blobs. The reef is internally complex and composed of swarms of narrow (1 - 300 mm) subparallel veins separated by country rock sheets. The gold-bearing veins within the reef package are discontinuous; though generally possess bonanza grades running 10s - 100s oz/t Au. It has historically been shown that some gold-rich vein segments can grade up to 300 oz/t Au. The predictability of the gold-rich segments is poor, but has been shown to be related to presence of the Clogau (black shale) Formation, and/or the mechanical interactions of the reef with greenstone sills, reef branching and splitting and/or cross-fractures to form ore shoots. At Newmont Corporation drill hole spacing studies are done to support the business in understanding the cost of collecting additional information (with a specific focus on drill hole sampling density) versus the value of additional drilling in terms of resource risk reduction. For the last 20 years drill hole spacing studies have been executed in an effort to answer the following question: What spacing should the deposit be drilled at to achieve a certain level of resource confidence so that when mining occurs the resource model delivers as predicted ie what is the optimal sampling density? The optimal sampling density supports a resource model that provides a sound foundation for mine planning purposes and resource/reserve reporting. At Newmont Corporation drill hole spacing studies are now a requisite for understanding drill data density needs for new deposits and near mine expansions. This paper details the evolution of drill hole spacing studies at Newmont Corporation in terms of methodology and usage.

The Cadia mine has shifted from an open pit operation to the Cadia East underground panel cave. The resulting increase in milled tonnes, more competent ore and the decrease in fines production through shifting to panel caving were predicted to require an increase of over 25 per cent in installed power. This expansion was accomplished via the installation of secondary and high pressure grinding rolls (HPGR) crushing of the ore, with the semi-autogenous grinding (SAG) mill receiving a combination of primary, secondary and HPGR crushed feed. This design, criteria and rationale for selection was presented at the SAG Conference 2011. An examination was made of the filtration characteristics of a haematite slurry using a range of polyacrylamide based flocculants in solutions containing up to 3 per cent sodium chloride. The polymers used were "high" and "Iow" molecular weight and had from 0 to 40 per cent charged groups.Increasing charge density tends to reduce the dose required to achieve optimum performance measured by filtration rate and by cake moisture. In general increased salt addition tends to increase the dosage required to achieve these optima. Both these observations result from the change in polymer extension and accord well with the bridging theory of flocculation.The dose required for optimal cake moisture is up to three times greater than that required for optimal filtration rate. This effect is reasonably consistent for all polymers studied and appears to be non-linearly dependent on salt concentration, with the difference being small at 0 and 3 per cent but quite significant at 1 per cent.

Dynamic market and operating conditions, coupled with an environment in which multiple objectives and trade-offs are common, pose major challenges for planners and schedulers working in any mining entity. Many mining companies recognise the need to shift from a siloed mining-focused push model to an integrated value chain, demand-driven approach, but there are still fundamental barriers in business process and the supporting technology preventing a consideration of end-to-end optimality.This paper presents some elements of experiences working with companies to adopt such advanced approaches. In addition to algorithmic elements, an approach to phased and gradual deployment of progressively more sophisticated optimisation models is described. From a practical software adoption perspective, it is believed that this last concern is also of primary importance. Next generation approaches to the optimisation of complex bulk commodity demand chains, namely iron ore and coal are presented, with case studies in the world’s largest integrated operations in Western Australia and Queensland from the raw material mined through to market. Utilising accurate simulation models supported by metaheuristic optimisation techniques, a range of ways to engineer a dynamic decision support framework that can adapt and change with the inevitable changes in commodity markets is explored. Objectives such as total revenue, margin, cost, NPV, throughput, asset utilisation, contractual penalties and bonuses, and energy consumption can be managed simultaneously across the mine, plant, logistics network, port operation, shipping and sales domains.CITATION:Balzary, J and Mohais, A, 2014. The Athena gold deposit was discovered in 2007 by Gold Fields Australia Ltd, at the St Ives Gold Mine, 35 km southeast of Kambalda, Western Australia. Gold anomalism was identified in sheared Paringa Basalt as a result of a regional scale aircore drilling program, in association with geophysics. In the 18 months following discovery, the deposit was intensely drilled and by June 2009, it was announced that the Athena deposit contained an ore reserve of 1.7 Mt @ 5.6 g/t for 316 koz. This was followed by a feasibility study, and as a result mine development commenced in November 2009.The Athena mineralisation is hosted in a discrete, north-south striking, steep to moderately dipping shear zone within the southwest dipping Paringa Basalt. Vein intensity has a strong correlation to grade and vein type varies from early thin quartz-albite-sulfide (pyrite and/or pyrrhotite) shear parallel veins to strong brecciation and irregular veining with quartz-albite-actinolite-biotite-pyrrhotite infill. The geology preproduction process developed at the Argo mine was refined and improved following a business improvement project. The aim of the process is to construct detailed geological interpretations prior to development allowing informed mining decisions to be made. The process delivers significant cost savings and revenue enhancements.The development of macroscopic classification scheme was critical to determine ore or waste in the early phases of mining. The Style of Deformation, Alteration and Veining (SAV) Code was the result, and has been enhanced as greater geological knowledge is gained over time.

The DeGrussa copper-gold deposit is located 900 km North of Perth. Copper-gold bearing massive sulfide lenses occur in lower greenschist facies meta-sedimentary and mafic volcanics of the Bryah Basin. Regional folding, faulting, and tilting of the stratigraphy primarily occurred during the Capricorn Orogen (Johnson, 2013). The Shiraz Fault and Merlot Fault are regional oblique-sinistral faults that offset the DeGrussa massive sulfides lenses into three fault blocks by ~350 m and ~120 m, respectively. A network of deposit-scale brittle-ductile faults splay from, and in one example are cut by, the Shiraz and Merlot faults. This results in localised ore displacement, selvage alteration and degradation of the rock mass integrity. Historically, only the Shiraz and Merlot Faults were modelled and validated during mining and grade control. The requirement for a comprehensive structural model became more relevant as mining became advanced and confining stresses on local rock mass became more complicated. The DeGrussa Structural Model has been developed to delineate areas of structural complexity and is an important tool in mitigating rockfall risk through well informed technical design. During this process, every accessible excavation was walked and structurally mapped. New workflows in Leapfrog Geo and new technology, including an app that runs on mobile phones streamlined the validation process. Drill hole orientation was a limiting factor during validation. At the time of writing this submission, the DeGrussa Structural Model consists of 34 faults, and is now an important tool for the Technical Service team when developing mine plans and schedules. Applied structural geology is often seen as exclusive to those with a PhD in the field. Faults at DeGrussa have been modelled and reconciled by a Mine Geologist and Geotechnical Engineer, using first principles geological characterisation. This is a simple process that demonstrates any geologist can contribute to a structural model, provided they understand the fundamentals of unbiased structural measurements and consistent record of observation

Optimal drill and blast design is a process often neglected by many underground hard rock mines. This is even more important to the new mine where ring designs need to be implemented and refined in a short period of time. In today's environment where more and more mining is being carried out by contract specialists it is the co-operation between a principal and contractor, who are working towards a common goal, that achieves the highest quality end result. The development of drill and blast designs that cause minimal damage to the mine infrastructure is particularly important to Northparke's E26 Block Cave Mine, as it consists of a single extraction level which must survive intact for the life of the mine. The advanced undercut mining method implemented at Northparkes is fired in a sequence which protects the mine development from potentially damaging abutment stress. This paper details how blast designs will be optimised and sequenced to satisfy the conflicting objectives of maximum rock breakage inside the drill pattern and minimum rock damage outside the pattern.

The terms measured resources and proven reserves denote the highest level of estimation confidence in all of the major classification schemes. But what do they really bring to today’s project or mine with respect to production planning and expectations? Initial reserve declaration does not need measured resources, just indicated resources. Economic viability of a project is assessed on total reserves with nary a bonus for the amount of proven reserves. Production plans are based on grade and tonnage goals that may only coincidently correspond to proven reserves. So are the measured and proven categories still relevant? Historically, and almost exclusively in underground mines, companies only allowed mining in areas of proven reserves. Some companies still follow that philosophy. But many others will mine a mixture of probable and proven reserves without hesitation. Also what of the undeveloped project in a new district – what is to be made of their declared measured resources and proven reserves? Measured resources are commonly set either by some type of proximity to data scheme or a matter of ‘feel’ based on the qualified person’s experience. The parameters for reserve conversion focus on the project as a whole and then a portion becomes classified as proven reserves almost solely based on whether the resource category is measured. So should the mining industry continue to use these categories of resource and reserve classification? This paper will present arguments about making these categories once again more relevant. A more disciplined usage of these categories may re-introduce their relevancy in public disclosures of resources and reserves. As well a more consistent usage in operations may lead to increased confidence in managing production targets and costs.

"This paper provides an assessment of the current challenges in strategic mine planning and design and suggested approaches for addressing them. The specific challenges covered are: realistic quantification of downstream processes applied to orebody models to provide an integrated approach to mine design and optimisation modelling, estimation and simulation of geometallurgical variables and their integration into resource and reserve estimation and mine planning modelling, estimation and simulation of new variables for new forms of mining – deep mining, particularly block caving, and solution mining flexibility in planning and design to manage risk and minimise its impact information technology (IT) infrastructure and platforms for rapid online data collection, storage, access and processing.Most of these challenges require new types of data, variables, modelling and estimation methods. Foremost among the new types of variables and data are geometallurgical and dynamic rock mass characterisation variables. Multiple indicator kriging (MIK) has been used in the minerals industry for some decades. As one of the non-linear estimation methodologies, MIK has advantages related to resolving multiple or mixed populations, high variability data and strongly skewed distributions. Applying the MIK methodology requires a lot more effort when compared to other non-linear methodologies, for example localised uniform conditioning. This is due not only to the variogram modelling for multiple indicators, but the validation is also very important because the panel model is fundamental for follow-up work, including the generation of recoverable resources at the local or SMU scale. Apart from this, only a few reported case studies of MIK have documented post-processing of the estimated modelled distribution, representing the probability distribution at point scale at un-sampled locations. The MIK post processing should include the change of support from the point scale to the panel scale, and then the extraction of quantile values from the panel conditional cumulative distribution function (CCDF) for localisation of grades into the SMUs within each panel, based on a ranking estimate marking the SMUs from high to low. In this paper, we present a case study on a gold deposit with the MIK method with full-post processing implemented for recoverable resources. The MIK point estimate was carried out with an indirect lognormal change of support from point to panel scale, and localisation was done with a custom script. The localised uniform conditioning (LUC) method was also applied for comparison purposes. The comparison shows that MIK has advantages compared to LUC when comes to capturing the high-grades, especially when mixed or varying anisotropy is present within the mineralisation.
