In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Shear-flocculation is one of a munber of potential processes for upgrading deposits of finely-grained minerals and, more generally, for separating different types of particles suspended in a fluid.The smaller the particle the more likely it is to follow the fluid streamlines, or be entrained within turbulent eddies, and the less likely it is to deviate from the streamline and attach to bubbles (froth flotation), other particles (selective flocculation) or magnetic poles (wet magnetic separation). As shown in Figure I, a number of ingenious ideas have been proposed to overcome this effect. The suspended particles are assumed to be 1 - 10 µm.Thus, the efficiency of attaching ultrafme particles of the valuable component (solid circles) to air bubbles, as in process A, is poor. The efficiency may be improved by attaching the particles to oil droplets (Ralston, Kart and Newcombe, 1984) to form agglomerates that rise or sink (B), to magnetic particles (C) (Parsonage, 1988) to allow recovery in a magnetic separator (D), to other particles to form aggregates (E) that are then either attached to bubbles (F) or recovered by sedimentation (G) (Warren, 1992), and to pieces of polyethylene (Rubio and Baltar, 1991) that rise or sink (H).In A, C, E, F and H, the forces that are generally used to ensure collisions result in adhesion are hydrophobic forces, hydrodynamic forces and inertial forces (Warren, 1992). These drag particles from the streamlines to allow particle-particle adhesion. In B and E, soluble polymeric molecules have been added to bridge between particles as they approach closely during a collision.The second major consideration is selectivity. Selective adsorption of the hydrophobe or polymer onto the valuable particles is the key. Many subtle effects of surface chemistry are involved in obtaining adequate selectivity. A complication in real systems is that the initial suspension is often naturally coagulated and needs to be dispersed before being selectively flocculated.

This article focuses on TurkeyÆs gold potential with respect to exploration, development and operation after 1985. Apart from TurkeyÆs geology, which offers a substantial number of volcanic-associated gold (Ag) and gold-copper (Au-Cu) projects, there are numerous other factors which make the country a favourable place for mining. Turkey has a mining history which goes back to pre-Roman times and an excellent mining code which ensures security for long-term production. In the country, the Government and local villagers are very positive and the country works extremely well logistically with excellent road and telecommunication links. The opportunities for new discoveries in Turkey are very high. Moreover, Turkey has its eyes turned west as it moves towards joining the European Community and it is no surprise that international companies believe it has got its timing as well as its partner relationship right. Newmont, Teck Cominco, BHP Billiton, Rio Tinto, Eldorado Gold, etc all have direct or indirect interests in Turkey, as do an increasing number of midtier and junior exploration companies. Turkish Koza Gold Mining is the first Au producing company of Turkey. The Eldorado Gold owned 245 t Kisladag Au deposit in Western Turkey is currently also producing Au. In the meantime Anatolia Minerals Development is advancing the 131 t resource at the C÷pler Au deposit in North Eastern Turkey. These are significant world-class deposits. Further encouragement for investment in the Au mining sector has been provided by the introduction of a new mining law in 1985. Foreign investments in the country were encouraged and have seen a rapid increase in the last two decades. Gross domestic product (GDP) growth is in excess of five per cent per annum, inflation is down from 70 per cent to single figures, the budget deficit has been cut by 40 per cent to 11 per cent and industrial output and productivity are increasing rapidly. Turkey is politically and economically stable, is a member of the European Customs Union, has a supportive mining legislation, is highly prospective and under-explored and hosts significant recent gold discoveries.

With the increased focus on the need for more uranium mines, this paper presents the design process currently underway for the development of the Millennium deposit in northern Saskatchewan, Canada. This deposit, located 630 - 750 m below surface, will be accessed by two shafts and will be mined by blasthole stoping methods at less than 500 t/d. Mining grade will approximate two per cent U3O8 and mine life is expected to be six to seven years. The project is a joint venture between Cameco, AREVA and JCU. This paper discusses in detail methods used to predict worker radiation exposures, the methods used to monitor the work environment and procedures unique to the uranium industry necessary to minimise worker radiation exposures.

OneSteel and BlueScope Steel have been working with the CSIRO to develop sustainable carbon fuels and reductants which are suitable for use in the iron and steel industry. One of the initial focuses of this work has been a process called steel recarburisation which is the addition of carbon to liquid steel to produce particular steel grades. This paper reports on the preliminary work and the recent full scale recarburisation plant trials conducted at the OneSteel Sydney Steel Mill.   Preliminary experimental work involved kilogram scale recarburisation of liquid steel with a range of commercial and prepared charcoal products. This work showed that charcoal dissolves into liquid steel very quickly and that carbon recovery to steel was inversely related to the charcoal volatile content. Initial larger scale work focused on the collection of wood, and preparation of low volatile charcoal which is required for steel recarburisation. Approximately three tonnes of charcoal was prepared at the Corrimal coke ovens of the Illawarra Coke Company. This charcoal was dried, crushed, sized and packaged in a form suitable for addition to 80 tonne liquid steel ladles.   The recarburisation trial was conducted over 30 ladle heats during June 2009. The charcoal was manually added to the liquid steel in 5 kg bags using normal plant practice. Conventional commercial recarburiser was also added to the liquid steel in alternate ladle heats. The performance of the charcoal was compared with the conventional recarburiser based on the carbon recovery to steel, hydrogen pick-up by steel and the rate of carbon dissolution into steel.   An analysis of the trial results showed that the charcoal performed at least as well as commercial recarburiser in carbon recovery and rate of dissolution but may have resulted in a slightly higher hydrogen content of steel. This is probably due to the higher moisture content of charcoal. The main challenges in the future include: increasing the charcoal density to improve transport and handling economics, securing a sustainable supply of biomass for the steel industry and developing a charcoal production industry so materials of suitable quality for both production and trials on other applications can be conducted.

The geological features of the destructive plate margins of the southwest Pacific favour the formation of porphyry type deposits. The major controlling factor favouring the formation of gold-rich deposits of this type is a dense crust. This results in shallow intrusion of large magma bodies beneath andesite stratovolcanoes. Where the intrusives have near vertical sides, the comparatively low temperature of transfer of volatiles from the solidifying melt favours the partitioning of gold into bubbles of volatiles. They reduce the viscosity and density of the melt, resulting in the upward movement of a mineralised melt. With the drop of pressure with upward movement the bubbles separate into a two phase mixture, triggering freezing of the mineralised melt and the formation of a gold mineralised stockwork.

The richer, shallower sapphire deposits of the New England region of New South Wales which have been traditionally mined by the small miner are almost worked out. Larger mining and exploration companies are replacing the small miner and exploring for the primary source of sapphire or lower grade alluvial deposits.   Although in recent years considerable exploration effort has been directed at locating the primary source, commercial exploitation of sapphire is still restricted to the working of alluvial deposits.   If the Australian industry is to compete against Asian and African producers it must use cost effective exploration, mining) processing and marketing methods.

High-nugget gold orebodies are difficult to model in 3D because samples from diamond drill core are generally too small to provide reliable estimates of the gold content of the larger body of rock, and therefore interpolation of gold assay values between drill holes is also unreliable. As a result, gold resources are generally underestimated in areas of high nugget. In practice, proxies for gold mineralisation, such as presence of alteration, specific structures or high vein density, have been used by geologists to predict rocks which are favourable for mineralisation. However, there has been no automated method for combining the predictive capabilities of several proxies, except by human judgement.We have been developing a method to combine several different types of geological features or geochemical analyses into a single measure using conditional probability. Conditional probability provides a meaningful numerical measure for the favourability of rocks for containing high-grade gold mineralisation. This measure can be interpolated in the exploration space, providing a sound basis for a 3D model of the orebody. We have developed this technique using data from the Sunrise Dam Gold Mine, which is a high-nugget orebody hosted in a structurally complex Archaean greenstone belt and which has historically proved to be a very challenging orebody to model.CITATION:Hill, E J, Nugus, M J, Clark, F, Oliver, N H S, Cleverley, J S and Carswell, J T, 2013. When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Stratigraphic correlations across the Mur- phy Tectonic Ridge are crucial to regional corr. elations between the Mount Isa and McArthur River areas. Recent work in the Westmoreland and surrounding areas has substantiated the earlier general correlations between the Mount Isa and McArthur River sequences. The Mount Isa and McArthur Groups, and their equivalents, remain prime prospecting targets for major lead-zinc deposits of the Mount Isa and R.Y.C. type. A prospective area for Redbank-type copper mineralization is suggested.

The Isa Mine of Mount Isa Mines Limited produces 2.6 million tonnes of silver-lead-zinc ore annually from sub level open stopes of which approximately 40% comes from the narrow Racecourse orebodies below 15 level.Geologically the stoping environment is complicated by highly fissile shale hangingwalls and below 17 level by a high stress regime.The realization that major hangingwall failures and generally poor ground conditions could lead to serious dilution problems, and ultimately production shortfalls, prompted investigations into the use of low strength explosives.

The process of hydraulic transport through pipelines, worldwide well known for the transport of fine-grain solids is also being used to a greater extent in mining for the handling of primarily coarse-grain solid û water mixtures for the removal of, for instance û coal and waste mixtures after coal winning using hydraulic monitors, tailings for backfilling underground and washer tailings and flotation waste to the dump. A large-scale test unit was taken into service at the Bergbauforschung GmbH (Mining Research Company) in Essen-Kray, GFR, to further improve this technology. The unit was planned and built by Krupp Industrie- und Stahlbau of Duisburg in cooperation with Bergbauforschung GmbH. The paper deals in detail with the demands made on this test unit and the technical results obtained on it and with the planned experimental research work.

AngloGold Ashanti Ltd nominated Sunrise Dam Gold Mine as a case study via their involvement with the long-running Australian Mineral Industry Research Association (AMIRA) International P9P research program (AMIRA, 2015) . A group of researchers from the Global Comminution Collaborative (GCC) conducted a comminution circuit survey and review together with a large group of graduate metallurgists, senior metallurgists and operators. Fundamental and applied research understanding was used to identify productivity and efficiency improvements around the crushing and grinding circuits. The limitations of current scientific knowledge were identified through this process and this will allow future research to be more focussed on what is required by industry.The comminution circuit at Sunrise Dam comprises three stages of crushing followed by two stages of ball milling. The secondary crusher and primary ball mill classification were identified as the primary limitations of the circuit. The secondary crusher was found to be underperforming through overall equipment efficiency (OEE) analysis and an improved chamber design was identified by Chalmers University. This improved design will promote higher power utilisation, choke feeding and a finer crushed product for the milling circuit. The primary ball mill product is classified by a combination of a trommel, 3 sieve bends and a hydrocyclone. The combination of poor classification and coarse, competent feed led to a situation where the primary mill was overfilled with rocks, reducing grinding rate due to cushioning of impact. This paper is essentially an address, rather than a detailed presentation of facts, because the third edition of `Nuclear Electricity - An Australian Perspective' has just been completed and will be available for the seminar. That 96-page booklet contains a lot more information than The AusIMM would be prepared to print in the seminar proceedings. Hence I have kept this paper brief, and ask readers to obtain a (free) copy of Nuclear Electricity at the seminar or from The AusIMM. It can be read as a supplement to the paper (or vice versa). According to one of Australia's well known critics of nuclear power, Professor Ian Lowe, `the pro-nuclear lobby's predictions of the future use of nuclear energy .... have been regularly and consistently wrong by large amounts, always overestimating the future demand for uranium" (Aust. Society, April 1989). While I do not accept this as a bald statement applying to all those in favour of increased use of nuclear power, there is sufficient truth in it for it to be credible. Certainly in the 1950s and the 1960s, when the new technology for producing controlled power from atomic fission was first being commercialised, there were some very exaggerated projections of the role of nuclear power. Many people thought that it would take over from fossil fuel fired electricity generation in much the same way as the motor vehicle took over from horse-drawn transport. And these early projections were not simply concerned with electric power generation, they included excavating harbours and digging canals with nuclear explosives.

A large open pit is planned at the site of an existing underground mine. Strategic planning work has been undertaken to investigate the project value associated with an expansion of underground operations in conjunction with the proposed pit. Previous analysis determined that any depletion of the available pit resource that changes the optimum pushback sequence has a significant negative impact on overall project value. Therefore, to investigate the viability of an underground expansion requires a system to identify the stope resource that would add value to a combined operation if mined ahead of the pit. The key solution to this problem was to generate a resource model variable that defines the blocks, which have greater discounted value if mined by stoping rather than by the open pit. A key assumption was that the open pit is the main driver of overall project value. From the identified potential underground resource, series of mineable stope shells were generated at a range of cut-offs. This stope reserve data formed the input to a mixed integer program based software tool that was developed and used to optimise the underground mining plan, at conceptual level, for various project configurations. A dynamic programming tool was then applied to evaluate the optimum value of a combined open pit and underground operation. The overall objective of this project was to determine the strategic plan that yields the optimum value for a combined undergroundûopen pit operation. The results provided a clear focus and direction for more detailed design and planning.

Quartz, adularia and clay minerals from low-sulfidation epithermal veins at Hishikari were analyzed for their oxygen and hydrogen stable isotope compositions to establish the source of paleohydrothermal waters. Positive correlation between Au-Ag and adularia: quartz ratio, the presence of quartz pseudomorphs of bladed calcite, and Au-bearing smectite and vermiculite is indicative, but not definitive, evidence for the control of boiling on ore mineralization. Oxygen isotope equilibrium temperatures between quartz and adularia are about 220¦C and average homogenization temperatures of fluid inclusions vary between 190 to 210¦C. The calculated d18OH2O and dDH2O values (from quartz, adularia and early smectite) are consistent with paleohydrothermal fluids that were a mixture of magmatic and meteoric waters, or alternatively, the values could derive from heated meteoric water which had undergone isotope exchange during circulation through basement rock. Overall, d18Oqtz values in veins increase toward the north, most likely reflecting palaeo-fluid flow (source).
