Large-scale infrastructure construction needs to comprehensively manage risks that can impact the health and well-being of many people, from workers (temporary, contracted or full time), to families and surrounding communities. This paper starts with an analysis of incidents (injury, fatality, other damage) in tunnel construction between 2000 and 2014 and assesses the distribution of these events by continent, year, and severity of outcomes. These incidents are then analysed and mapped to a framework of hazards derived from RISKGATE (2014). A comparative register of current tunnel construction risk management guidance is derived from current Australian codes of practice and this register is also mapped to the RISKGATE framework of hazards to identify where coal industry knowledge may offer utility to the tunnelling industry.An initiative of the Australian Coal Association Research Program (ACARP), RISKGATE is an interactive online risk management system developed to assist the mining industry in implementing continual improvement in the management of major unwanted events. To date, a comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, outbursts, coal bumps and bursts, human/machine interface, manual tasks, slips/trips/falls, inrush and occupational hygiene. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper proposes and outlines how knowledge within the RISKGATE platform could be applied to managing the significant health and safety risks associated with tunnelling. The authors suggest that to varying degrees the knowledge already captured in RISKGATE is likely to be transferable to tunnelling construction operations. Opportunities to improve mill operations are often cited by mining companies and recognised in many concentrators spread throughout the world but are not always followed through. Copper-molybdenum concentrator operations are challenged by a continuously increasing list of detrimental factors. They include deteriorating ore characteristics and poor mineralogical information on deeper ores, water quality and availability, steel wear and increasing power costs. Rapidly declining productivity, sustainability and environmental factors, new taxes, mining industry global skill set shortages, to name but a few, must also be considered. The days of maximising value by just increasing production or simple cost cutting are fading and will not be sufficient for the future of more complex mineral processing operations and larger plants. As a result, FLSmidth’s Global Process Technology Group has launched a plant and process optimisation program based on mineralogical and metallurgical surveys.Copper-molybdenum concentrators of the future need a paradigm shift. Modelling and simulation tools alone are not the answer to complex mineralogical associations and larger scale equipment and operations. Detailed area by area review aimed at identifying process constraints in terms of equipment and operating practice in conjunction with robust diagnostic work, ie mineralogical and metallurgical characterisation, are mandatory for process optimisation. The navigational beacon, for all operations who want to remain competitive, will be ‘process efficiency’. Since the use of automated mineral analysers has become more readily available and reliable, mineralogical-metallurgical plant surveys have proven themselves as the most efficient tool for optimising plant performance.The following paper will illustrate how operations can move toward eliminating under-performing flow sheets, fixing run-away flotation conditions, maximising individual process equipment performance, preventing shortcuts in Bond work index testing which may cause the failure of comminution models and minimising costly and time-consuming ‘debottlenecking’. As previous plant surveys have shown, the net project cash flow can be increased by 50 to 200 per cent if a combination of robust ore characterisation and plant process mineralogy is performed. The combined plant survey approach has been demonstrated successfully in a multitude of operations. Froth flotation is widely used for the separation of particulate materials in the world. It is a complex process whose operational behaviour in process plants is difficult to predict. A comprehensive phenomenological dynamic flotation model was presented at the 1982 IMPC. This model uniquely linked the particle/bubble interactions and water transport phenomena to the flotation cell hydrodynamics. The model was used as a dynamic framework to analyse and develop process optimisation strategies. New developments in mineralogical characterisation, real time information management systems and data validation simplify the implementation of flotation technologies for mine to mill grade recovery optimisation. With recent developments in software programming, dynamic simulation enables process engineers to develop process alternatives interactively. This paper presents such an implementation of current process analysis tools and an updated froth flotation dynamic model. It demonstrates how this new environment can be used to improve our technological knowledge of flotation, eg alternative bubble/particle attachment and detachment microprocesses can be incorporated. The dynamic flotation model has several manipulated variables (such as feed flow rate, per cent solids, aeration, wash water flow rate, frother flow rate, specific power energy (impeller speed/delta pressure), cell geometry and tails flow rate) and evaluates the dynamic effects of these variables on grade and recovery.

The New Zealand rail authority, Kiwi Rail and Auckland Regional Transport Authority (ARTA), are jointly planning a new mainline rail link between Auckland’s downtown Britomart Station and the existing Western Line at Mt Eden. In 2009, APB&B, a consortia of Aecom, Beca, Parsons Brinkerhoff and Hassell Architects where commissioned to develop the conceptual design, Assessment of Environmental Effects (AEE) and business case for the new 3 km rail line towards preparing a Notice of Requirement to protect the route through Auckland’s central business district.This paper describes the engineering challenges in the development of the conceptual design for the three proposed underground stations, the running tunnels and connections to the existing network. Feasible alignment and station location options were developed and evaluated using multi-criteria analysis based on key client functional requirements, constraint mapping and environmental impacts. The resulting preferred scheme was then developed to a conceptual design suffi cient for assessment of environmental effects, risks, and the development of a robust construction methodology to allow high level capital cost estimates.The paper describes some of the major challenges overcome to develop the concept, including steep gradients, narrow street envelopes with existing buildings and structures, the need for large platform spaces with low ECBF rock cover and complex connections at Britomart and the main line near Mt Eden.The development of the conceptual design of the underground stations in particular demonstrates the need for a holistic value engineering approach to satisfying the architectural and functional requirements, in a highly constrained dense urban environment and at lowest practical cost. The construction methodology was a key input to the conceptual design development throughout.The conceptual design will be used as the fundamental basis for the development of the AEE and business case for the project in the future.

Most new engineers in the mining industry do not realise the importance of legal obligations. During investigations the first question you are asked is: Do you have any proof or evidence? The smallest detail in an underground notebook or a diary entry is able to be used as your proof and/or evidence. The importance of a paper trail is often undervalued and overlooked when you first enter the industry. As a new engineer, all too often your legal obligations, including your duty of care are not given enough consideration. Whose job is it to inform you of what your legal obligations are and when do they end? Everyone has legal obligations at every level of the industry, from graduate to mine manager. The level of these responsibilities varies depending on the position that you hold. When you first start in the industry you need to understand what your responsibilities are and how you are expected to discharge them, whether they are memos, databases or senior sign-offs, etc. In order to fulfil your obligations you must first discharge your own obligation, which in turn discharges those of your department and ultimately those of the mine. As a graduate engineer in the mining industry what I have learnt about my own legal obligations has come directly from my own experience, which will form the basis of this paper.

"Continuous improvement on metallurgical treatment plants is possible only when good data and analysis of the data are available. Good data implies appropriate and accurate mass measurement coupled with good sampling practices and accurate chemical analysis especially when carrying out monthly metallurgical metal reconciliations. Adequate characterisation of key samples (eg tailings, feed, concentrates and others) at timely intervals is an important part of a good continuous improvement program. The data from this will help identify opportunities to improve operation performance and thus profitability. Sublevel caving (SLC) is a mining method adopted in a wide range of mining depths and ground conditions with various layouts adopted to suit orebody geometry. Sublevel caving offers more flexibility and versatility compared to other cave mining methods and is a low cost alternative to open stoping. SLC also has the advantage that stopes are not required to remain stable during production, and no backfill is required. This flexibility combined with increasing pressure on mines to target deeper and lower grade mineralisation has led to increased uptake of the method. The implementation of SLC mining methods across a wide range of mining depths and rock mass conditions has led to ground control practices which vary globally from mine to mine. To date, there has been limited documentation of ground control practices in SLC mining and few benchmarks available in the literature. This paper describes the main findings from a global benchmark of sublevel cave mines conducted over three years as part of the Caving 2040 research consortium. The purpose of the project was to document and compare operational practices, technical aspects and hazard management techniques across SLC mines around the world. The review included 21 mines spread over four continents and 17 different mining companies. This paper provides an overview of geotechnical conditions, challenges and ground control practices at each of the benchmarked SLC mines. Mine design and sequencing practices adopted for ground control purposes and hazard mitigation are provided with case studies. The impact of depth and rock mass conditions on mining productivity and development rates is also described.

The evaluation of mining projects requires a methodology that will give flexibility and manage the existing uncertainty within the projects. The discount cash flow (DCF) and other traditional evaluation approaches, which are widely used in evaluating a significant number of mining projects, have simply assumed that the main variables remain constant in their evaluation; elements such as discounted rate, mine life, operating cost and production rate. The DCF ignores managementÆs flexibility to adapt and reforecast and revise decisions. Real options valuation (ROV) is one of the modern evaluation methodologies that provide a tool to adapt and revise mining projects under uncertainty and future variables movements. ROV brings more variables into the evaluation model compared to DCF and assumes them as uncertain and dependent. Finally, ROV provides a range of solutions that can assist in managing this flexibility.This paper endeavours to compare ROV and DCF for mining projects comprehensively and applies these two techniques in the model. The paper shows that ROV will be inclusive of extra value in mining projects due to variables not allowed for, or even ignored, when the DCF model alone is used. One of the significant advantages of the ROV method is being able to evaluate mining projects under different scenarios from the inception of the projects. Furthermore, ROV gives the ability to evaluate the mining project while allowing for abandonment, temporary suspension, or expanding the mining project. In other words, the ROV evaluation process creates an analytical environment, which allows for optimisation of the mining plan within the mining project, as well as the ability to change the capital structure dependant on existing circumstances over the life of the project. The ROV is a new evaluation method that can add value in mining project analysis and offers opportunities to amplify gains, or to mitigate losses. Newcrest Mining Limited (NML) owns and manages the Ridgeway Gold Mine (RGM) located outside Orange in the state of New South Wales. RGM is a new underground sublevel caving (SLC) operation that is ramping up production to 4 Mtpa. The success of the SLC method at RGM is strongly influenced by production drill and blast practices. Distinguishing features of the Ridgeway SLC operation include choke blasting against broken rock, drawpoint brow preservation, loading of blastholes with different in-hole bulk emulsion densities, precharging of production rings and routine drawpoint fragmentation assessment. These areas are described in the context of RGMÆs required blasting objectives, production drilling and charging activities and innovative practices.

This paper addresses a gap in longwall multi-seam interactions and their predictions, providing a case study for future multi-seam operations for both anticipated conditions and a method for understanding the changes in stress regime. Multiple panels were modelled with the results analysed and compared to panel experiences to validate the parameters and properties. The software chosen (LaModel) is a numerical modelling package designed to model stresses and displacements on thin deposits. It utilises a displacement-discontinuity variation of the boundary-element method and has been used extensively throughout both the United States and Australia in multi-seam operations. Analysis of the results demonstrates a clear correlation with the above workings and regions of significant strata instability. This provides the opportunity going forward to analyse new models and incorporate into mine planning and geotechnical designs. Continuous site-based assessment should be undertaken at multi-seam operations to better understand and quantify likely vertical stress levels within the workings. With a detailed analysis of models prior to extraction and a review of models post extraction. Further research is required as LaModel is limited to vertical stress and it is likely that interactions impact both the horizontal and shear stress regime. 3-dimensional modelling could further assist in this understanding, combined with a thorough stress monitoring regime. The E26 Lift 1 North Project took 37 months from the approval on 1st January 2019 to the commencement of production on 1st March 2022. This was five months ahead of the feasibility plan. When compared to the previous E48 Block Cave construction 12 years prior, which was of a similar size and design with ten extraction drives, crusher and conveyors, the E26 Lift 1 North project has been delivered at 29 per cent less capital cost. Key metrics achieved by the project include 12.7 km of development, 240 km of production drilling for drawbells and undercut blasting, 107 drawbells fired ready for production as well as only three Lost Time Injuries compared to 16 during E48 construction. The Lift 1 North Project Team has established a significant point of difference with the delivery being completed by the ‘Owners Team Model’ not Lump Sum or Turn-key. E26 Lift 1 North is now supplying the Northparkes processing plant for the next eight years. This paper discusses major milestones achieved throughout the process, modifications to processes from previous block cave construction at Northparkes as well as novel approaches to work to achieve the successful delivery of the project.

The aim of this study is to examine the volumetric and mass movement characteristics of load and haul operations using statistical modelling of relatively large samples of bucket loads that are transported as small samples in the form of truck payloads. Generally, the factors influencing bucket load variability are random, difficult to predict and to control. In the process of loading trucks the underlying variability of individual bucket loads will determine the variability of truck payloads. Bucket loads of material prepared by drilling and blasting for loading into trucks are fundamental quantities in open pit mine production. A study of payload data from a large surface mining operation indicates that bucket loads and truck payloads that are a small sample of bucket loads are normally distributed. Truck payloads have a reduced dispersion compared with bucket loads that is an inverse 0.5 power function of the number of passes per truck payload. Comparison of statistical modelling results with the æ10/10/20Æ policy promoted by Caterpillar Global Mining Inc, indicate that compliance with the æ10/10Æ part of the policy, applying to truck overloading is facilitated, as the coefficient of variation of truck payloads decreases, as a result of the increasing number of loading passes. Compliance with the more stringent æ20Æ part of the policy, relating to safe steering and braking is also facilitated, albeit at lower coefficient of variation for similar reasons.

The increasing availability of marker data in sublevel caving operations is changing the way draw can be managed to achieve positive recovery outcomes in these mines. This paper describes how marker data has been incorporated into flow simulations to help calibrate full mine ore recovery simulations for the forecasting and optimisation of recovery.Some flow modelling techniques do not use marker data, relying instead on the outcomes of physical and numerical experiments to guide assumptions about an idealised recovery flow shape. Other mines have access to marker trial data, but find it difficult to specifically link this marker trial information to their recovery models. This can make it difficult to create a link between the marker trial information and recovery forecasting and limits the potential value of the marker trials at the mine.In the simulations shown here, the marker rings are fully incorporated into the flow model, and can be tracked in the model. The model is compared against the real underground marker recovery information to give the user an indication of how accurately the flow settings in the model are reflecting the conditions in the experimental marker rings. Rio Tinto’s Argyle Diamond Mine has a history of underperformance with delivery of ore from the underground operation to the surface for processing with no real clarity in sources of loss and value. In order to increase underground production performance, the basic concepts of the Theory of Constraints model were applied to the Argyle underground production system. This prompted a revised view on bottlenecks and contributors to value loss and ultimately leading to record breaking mine performance. System loss reporting to demonstrate the best opportunity to drive value, departmental detail to develop tools to identify improvement opportunities and clarity across the team to ensure alignment and clear lines of communication were critical to the project success.

Aitik is a large copper porphyry type deposit located in northern Sweden, currently exploited at an annual rate of approximately 45 Mt. The ore’s exceptionally low head grade of 0.25 per cent Cu and varying degrees of hardness across the entire deposit pose challenges to the two fully autogenous grinding lines, each of which comprises a primary autogenous mill in series with a pebble mill. The variability in ore grindability frequently leads to fluctuations in mill throughput. Within the framework of a geometallurgical approach, the present study investigated the relationships between ore grindability and modal mineralogy. For this purpose, drill core samples from different lithologies were subjected to Boliden AB’s in-house grindability tests. This fully autogenous laboratory-scale test generates a grindability index mainly related to abrasion breakage, which is a significant breakage mechanism within autogenous mills. The test results suggested divergent degrees of grindability within and across the selected rock types. A combination of scanning electron microscopy, X-ray powder diffraction, and X-ray fluorescence analyses was performed for the grinding products and bulk mineral samples. The resulting mineralogical and elemental properties were subsequently correlated to the parameters from the grindability tests. It was shown that the main mineral phases, such as plagioclase, quartz, and micas, correlate well with the grindability indices. Similar correlations were found regarding the sample’s chemical composition, attributable to the main mineral phases. A further inverse correlation was established between the sample’s calculated average Mohs hardness and the grindability indices. Moreover, mineral liberation information provided by scanning electron microscopy was associated with the parameters mentioned earlier. The identified relationships between grindability, modal mineralogy, and element grades may help Boliden develop a predictive throughput model for Aitik based on the mine’s block model.

Grade control programs aim to deliver economic tonnes to the mill via accurate definition of ore and waste. The foundation of a successful program is high quality sampling supported by geology and a suitable data management and modelling system. Underground sampling methods include chip, channel and panel samples; grab/muck pile samples; and drill-based samples. Grade control strategy is related to mining method and orebody type. Sampling protocols must be designed to suit the style of mineralisation in question. Holistic studies focussing on ore mineralogy and gold particle deportment, size and distribution are required for sample collection and preparation protocol optimisation through ‘Theory of Sampling’ application. Where possible, such programs should be undertaken early in the life of a project. Appropriate assaying procedures are also required. Program implementation will require suitably skilled individuals to train and mentor staff, with ongoing Quality Assurance/Quality Control (QA/QC) monitoring and review will allow protocols and staff to be updated as required.

Northparkes is located 27 km north of the township of Parkes in central New South Wales, Australia. The operations consist of underground block cave mines and an ore processing plant, which produces high-grade copper and gold concentrate. Production is currently sourced from the E48 Lift 1 block cave mine and open cut stockpiles. Mining commenced at Northparkes in 1994 as an open cut operation. Underground block cave mining began in 1997. Northparkes was the first mine in Australia to use the highly efficient block cave mining method, which relies on gravity and natural rock stresses to fragment and recover the ore.The E48 extraction level is located approximately 581 m below surface and consists of ten extraction drives and 214 drawpoints. Several stress measurements carried out at various levels in both E26 and E48 indicated a low underground regional stress environment and a low to moderate stress state in the E48 orebody. The E48 block used a post undercut strategy that was initiated in 2009, with production commencing in September 2010 and cave-through to the surface occurring approximately four months later in January 2011. Changes to the cut-off grade and fixed prices meant that Northparkes was able to develop an additional two drives to the north of the existing cave and one additional drive to the south. Modelling of the cavability of the additional drives indicated that the cave would not readily propagate to sufficient height of draw to mobilise the ore and tended to arch over to the existing cave shape. Based on modelling and a desire to reduce the risk of the project, preconditioning was adopted. Along with the requirement of safely hydrofracturing an active cave, a measure of the success of the preconditioning was desired. Mining companies are moving towards automated haul trucks and other equipment. One reason for this is that if automated trucks can operate in a standard pattern over and over again without variation, then human error is reduced, if not eliminated.The challenge for mining production leaders/managers is to ensure operators follow standard operating procedures for load and dump operations, with each operator doing the same thing, every time. However, operators are only human and inconsistent performance is rife at every mine site. The finger may be pointed at the operators for not doing as instructed. The clarity and variability of trainer instructions may be considered causal to the problem. Herein lies the problem. Almost all operators believe they are following the procedure very closely; moreover, they all demonstrate a strong desire to conform to instruction.Using video analysis and feedback, each operator can be shown where and by how much they differ from the benchmark set by their company. Operators, often for the first time, can see definitively what they are doing, compared to industry best practice.The technology utilised by real-time video (RTV) crews measures time, distance and angles. It can overlay the video of the operator at the load site, with video of the perfect pass. Operators are amazed when they see how near to, or how far they are from best practice.The footage and data gathered by RTV assists operators in understanding exactly what adjustments are required to increase proficiency. It also assists load and dump superintendents to identify where in the process they are losing time. Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. The Emmaville district is located in the northern part of the New England region of New South Wales some 400 miles north of Sypney. Better known for its substantial production of tin and tungsten ores, the Emmaville district has also been the centre of a small and somewhat sporadic production of copper, arsenic, silver, lead and zinc. This production has come principally from three mines-Webb's Silver Mine, Webb's Consols and, to a lesser extent, Pye's Creek Silver Mine.The ores from these mixed sulphide deposits are texturally and mineralogically complex and the problems of beneficiation are rather formidable.GENERAL GEOLOGYThe main rock type of the Emmanville district is a dark, brown to blackish massive siltstone of Permian age which overlies acid volcanics possibly also of Permian age. In places the siltstone gives way to conglomerates and standstones with discontinuous lenses of calcareous sediments (David, 1887).The whole series is folded but because of the massive character of the more expansive siltstone, detailed structure is difficult to delineate.Toward the close of Permian time the area was intruded by a series of intermediate to acid plutonic and hypabyssal rocks. Mineralization within the region is ascribed to the more acid of these intrusives-granodiorite, granite, and quartz-felspar porphyry (Lawrence, 1957, 1960).No intrusive rocks outcrop in the immediate neighbourhood of Webb's Silver Mine though granite occurs two miles...
