The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

Development of Grindability Tests Based on Direct Measurement of Energy Nowadays, for the characterisation of the grindability different grindability indices - Bond-work index (Wi), Hardgrove Grindability Index (HGI) or Zeisel specific grindability (Wt) - are used. Generally, the grindability tests are carried out under relatively simplified circumstances, in a special dry batch mill with defined feed size material until prescribed conditions are reached at room temperature. However, in the fine- and ultra fine grinding, which is a frequent task (fly ash, tailings, alumina, etc), a fine material (<50 - 200 ¦m) is usually ground down to the few micrometers. The conventional grindability testing methods and apparatuses (Bond-, Hardgrove-, Zeisel-processes) for their determination, although, are not suitable directly to measure the grindability of such fine materials, since the maximal particle size of the feed material (0.5 - 3 mm) to be tested is much higher. One of the important goals of the research carried out in our Institute was to develop the novel grindability testing methods, which are suitable for the fine and ultra fine grinding, and additionally provide the possibility for the fast determination of the grindability. In order to realise the above aim the conventional Bond- and Hardgrove- mills were modified in order to directly measure the grinding work. In particular, the Hardgrove-mill was equipped with a simple torque-meter (load cell). The Bond-mill was rigged with a digital electric power measurer. The systematic experiments were carried out parallel in both mills using the conventional and the developed methods. Finally the results of both were compared. The measuring results have proved that the Bond-work index can be determined based on the developed methods. The new grindability testing methods were applied successfully in several industrial research tasks for the determination of the specific grinding energy and the Bond-work index. These methods can be also used in the industrial practice for the control of the grinding process.

It has been stressed that the intrinsic spon- taneous heating characteristics of a coal is not enough in predicting spontaneous fire risk of a mine. The influence of extraneous conditions created from the system of mining operations are also to be reckoned with, A case study was made with a mine in Jharia field, India, being proposed to be developed under short wall method with complete extraction in 4-5 slices followed by stowing.

In preparing this paper, the writer hopes to achieve two main objects. Firstly, an indication of the desirable features of coke from the viewpoint of a blast furnace operator should be of assistance and value to those connected with coal and coke research, coal mining, the manufacture of coke and the production of iron. Secondly, it is hoped that the conclusions and opinions expressed herein, which are known to be of a controversial nature, will promote some discussion and thought. In this way, other workers may see fit to contribute and enlarge our general knowledge of Australian coke and its behaviour in blast furnaces.Those properties of coke that are considered to be of importance to blast furnace operation will be examined. Although broadly speaking, the composition and characteristics of coke are inherent in the coals used, any special features of coal preparation and carbonization that affect the resultant coke will be discussed. An attempt will also be made to indicate the effect on blast furnace operation of significant irregularities in these properties.THE FUNCTION OF COKE IN A BLAST FURNACECoke has four important functions in a blast furnace:1. To reduce the oxides of iron and other elements to metal and to provide the carbon absorbed by the iron.2. To supply the necessary heat for the process.3. As the theme of this conference is æRediscover OtagoÆ it would seem appropriate to revisit the era of the gold rushes and subsequent mining industry which rapidly advanced settlement and economic prosperity for Otago, and left permanent reminders in the form of historic mining sites, many of which are now encompassed within the Otago Goldfields Park. I have been invited to give a paper at this conference on the subject of æHistoric Goldfields of Central OtagoÆ. As well as having a working involvement with historic areas through my employment with the Department of Conservation, I have a personal interest in the early goldmining industry of Central Otago as my grandfather came out from Scotland in the 1890s to help construct gold dredges on the Molyneux. My grandfather made headlines in the local paper in 1920 when he believed he saw a New Zealand otter at Island Block near Beaumont - but that's another conservation trail that I will not pursue any further today! For this paper I intend to divide my time to cover the following topics. Firstly, I would like to sketch a mental picture of the characteristics that make up the Central Otago landscape, and the general perception that early miners must have had when viewing this foreign land. Then I would like to briefly discuss the changes and the consequences in the early gold rush to Central. Finally, I would like+ to discuss the establishment of the Otago Goldfields Park, which I will illustrate with several slides.

Some attempts were made to recover uranium from aqueous systems by using various biosubstances including microbial biomass. Of hundreds species of microorganisms tested, extremely high uranium absorbing ability was found in Pseudomonas stutzeri, Neurospora sitophila, Streptomyces albus and Streptomyces viridochromogenes. In parallel to this research, various kinds of biomass and commercially available crude drugs were screened to measure their abilities to adsorb uranium. Of these biosubstances tested, high uranium adsorbing ability was observed in chestnut skin, Comi fructus, Geranii herba and Chaenomelis fructus. From these results it may be considered that the uranium adsorbing ability of these biosubstances is due to the following; the uranyl ion is co-ordinated by the polyphenolic compounds such as tannin existing in the biosubstances. Along with these fundamental researches, we have developed a new adsorbent, the immobilised persimmon tannin (kakishibu tannin), for uranium and thorium. This adsorbent can accumulate 1.71 g of uranium per gram of the adsorbent (14 mEq/g), and the uranium adsorbing capacity of this adsorbent exceeds by several times that of commercially available chelating resins (2 - 3 mEq/g). We attempted to recover uranium from uranium refining waste water by using the immobilised persimmon tannin. As a result, the immobilised persimmon tannin can recover trace amounts of uranium from uranium refining waste water containing 10 - 15 ppb uranium with high efficiency. Almost all of the uranium adsorbed onto the adsorbent can be desorbed by washing with 0.05 - 0.1 M HCl or H2SO4. Thus, the immobilised persimmon tannin can be used repeatedly in the adsorption-desorption Cycle.

This paper describes measures taken by Ok Tedi Mining Limited (OTML) to minimise the risk of acid rock drainage (ARD) resulting from mining operations at its Mt Fubilan porphyry copper-gold mine in the remote Star Mountains of Papua New Guinea. The risk of acid generation and metal leaching as a result of oxidation of these sulfidic deposits has long been recognised by OTML. In 1998, OTML instigated the ARD Management Program to fully evaluate these risks and to formulate, if necessary, trial and implement appropriate management strategies. In implementing the ARD Management Program, OTML has adopted a risk management approach consisting of five stages: risk identification, risk analysis, risk assessment, risk treatment, and review and monitor. Significant progress has been made in relation to risk identification, analysis and assessment. The work currently underway to put in place a comprehensive risk treatment and review process will ultimately determine the success or otherwise of this approach.

Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials.This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products.This paper presents some predictions of the possible growth of nuclear power installations in Australia.These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50 per cent of new generating plant might be nuclear.Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme.The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel; in addition to satisfying the domestic demand we should actively seek export markets for these products.

The initiation of cast Pentolite primers by detonating cord has been examined by the combination of two different experimental techniques with computer simulation by the finite element hydrodynamic code DYNA2D. In the first type of experiment, the cord/primer system was placed in a water aquarium, and photographed using a high-speed image converter camera. This highlighted the emergence of the detonation front through the primer surface and the generation of shock waves in the surround- ings. Numerical simulation was used to interpret the experimental record, establishing where the cord had induced buildup to detonation inside the primer. The second experiment used the plate dent test, where the primer was placed in contact with a block of metal (here aluminium), with the resul- tant dent in the metal surface being a measure of primer output. Detailed numerical simulation of this test confirmed that the observed dent was caused by the development of a complex series of shock waves inside the Primer.

Nickel laterite approximately 40% of the remainder caning deposits. ores are the source of the world's nickel with from sulphide ore Although laterite ores are near the surface and cheap to mine they require significantly more energy to treat than sulphide ores. The escalation of oil prices comiencing in 1973 meant that nickel laterite refineries using oil as an energy source were placed at distinct disadvantage relative to sulphide refineries or those with coal derived energy. The Queensland Nickel refinery commenced a construction programme; in 1980 to allow ore drying and power generation to be converted from oil to coal. Since late 1981 ore drying has been undertaken using heated air from two moving grate spreader grate stokers. The changeover from oil to coal drying proceeded without process disruptions. This paper discusses the plant changes required to allow the receipt of coal and the operating performance obtained from the coal fired air heaters.

Coal Mining Land Use on the southern coalfields often preceded other land uses. Over the past century overlying land use has altered significantly, particularly with water supply storage development, road system building, railways, pipelines, electricity reticulation schemes and general urban develop- ment. National Parks were declared over coal bearing lands. Little regard was paid to the coal under the land surface by land developers, Government instrumentalities, central planners and the Metropolitan Water, Sewerage and Drainage Board and others, and little value was placed on this valuable energy source. These bodies derived no benefit from the under- lying mineral. In these circumstances, mine operators and such surface land users were put into adversary roles. Mass sterilisation of coal resources resulted. The loss of reserves continues, although the problem has become better under- stood. An Energy Impact Statement (EIS) submission by all surface land developers has been proposed as a means to justify the impact of the development on the coal reserves Beneath.

A small modification to current industrial practice should lead to better nickel powders for use in alloying, electroplating, and powder metallurgy. Nickel powder compacts sold for alloying are not always suitable for electroplating applications, since some presently used commercial powders will expand on sintering. Further, such nickel powders are unsuitable for use in the production of powder metal parts, because of expansion during heating of the near-net-shape preforms. Research in these laboratories has enabled the elimination of expansion, and led to techniques for the production of compacts suitable, in particular, for commercial use in both alloying and electroplating. The techniques include: powder pretreatment, cold pressing and sintering, hot pressing, and hot pressing and sintering. In this way compacts are readily prepared with densities of at least 93 per cent of solid nickel, and these, when used as anodes in Watts general purpose and bright baths, give both cathode current and plating efficiencies of 90-98 per cent.

Until a year ago all isotope on-stream analysis utilised flow cells similar to those designed for conventional X-ray on-stream analysis. These systems incorporated a fairly complex sampling system necessary to present a representa- tive air-free sample of the main process to the flow cell. Maintenance costs and capital costs associated with flow cells and sampling systems have been generally high. Costs can be greatly reduced and reliability greatly increased, by using isotopes incorporated in immersible on-stream analysis probes which actually dip into the main process stream eliminating the need for sampling. A bonus of other advantages associated with immersible probes includes temperature stability and ease of calibration. This paper discusses details and results of the probe systems, justifica- tion for installing on-stream analysis, comparison of conventional X-ray and isotope techniques, and a brief survey of methods of analysis using radio- isotopes in on-stream elemental determinations.

Newmont Australia Limited has for some 15 years mined a number of large open cuts associated with the Telfer Gold Dome deposits. The principal ore body exploited has been the East Flank of the Main Dome where a very high grade gold reef deposit of mixed metal sulphides, grades in excess of 20gA Au, has been mined in conjunction with dissemi- nated mineralisation contained in the overburden material. The main ore body has been under review for some years as an under- ground mine, however due to the ore body widths of less than 1 metre and a dip generally less than 35 degrees and a very weak host rocks earlier studies all resulted in a continuation of open pit mining activities. In early 1988 it was recognised that open cast mining would not be able to mine all of this valuable resource and a feasibility study was commenced to come up with a practical and economic approach to underground mining.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

A research team at the Iron and Steelmaking department at Primetals Technologies has established new upgrading measures for improving the efficiency of the beneficiation process in ironmaking plants, relying largely on pre-existing equipment. After the upgrade, the iron content in the final iron ore concentrate was shown to be significantly higher. Remarkably, the costs for employing the respective measures are surprisingly low.This case study is based on a Kazakh iron and steel producer, whose beneficiation process is currently generating a magnetite concentrate with a final iron content of 65.65 per cent. The study shows that the implementation of Primetals Technologies’ intelligent modification measures to the current beneficiation process, the realisation of more effective dewatering, and the utilisation of an innovative binder lead to an increased iron content in the resulting pellets, reaching a concentration of 69.17 per cent (iron ore concentrate) and 66.5 per cent (pellets).The current operation consists of three closed circuit grinding stages, four stages of low intensity magnetic separation, vacuum disc filters and straight-grate pelletising. By dividing the slurry after the second stage of grinding and the third stage of low intensity magnetic separation, it is possible to divert the more iron-rich fines before they would enter the third grinding stage and the fourth stage of magnetic separation. This then reduces the load on the existing third stage ball mill. Afterwards, the ground material is treated in an additional low intensity magnetic separator and mixed with the previously diverted fraction of the fines. An improved filtration procedure, combined with the application of a highly sophisticated binder, further reduces the amount of additives needed, so that a genuine direct reduced (DR)-grade iron concentrate is produced as a result.All laboratory, pilot and pelletising test work was executed at Primetals Technologies’ laboratories in Austria.CITATION:Martens, J, Petzold, L and Hiebl, B, 2017. The Main Seam occurs in two 'pods', termed North and South, separated by an east-west oriented 'want' zone (most probably a palaeo-channel). The seam on either side of the 'want' area reaches thicknesses of over 30 metres but the North Main Seam adjacent to the 'want' zone has been split into multiple seams of 10 to 15 m thickness. Rock types in the inter-burden of this area are characterised by inter-bedded sandstones and carbonaceous mudstones varying in thickness from 0.5 to 5 m. In the South Main Seam, an area of un-split coal exists and is characterised by few inorganic partings. Overburden in this area varies geographically from relatively thick mudstones in the south and east part of the coal deposit to inter-bedded sandstones and carbonaceous mudstones adjacent to the 'want' area. The sandstone/mudstone overburden probably represents a splay or splay-channel complex emanating from the larger 'want' area palaeo-channel. Modelling lithological variability is of use because it is one of the factors used in predicting cavability and roof support system design. The coal in both the north and south deposits were found to exhibit highly predictable quality and breakage parameters in relation to the coal geometry. Although ash yield and sulphur are mostly low and not variable, volatile matter and thus fixed carbon, varied in relation to seam thickness. In general, volatile matter (dat) decreased and moisture increased with decreasing seam thickness whereas moisture increased with decreasing seam thickness. In addition to these parameters it was found that the energy needed to crush the coal was lowest at the top and bottom of the seam and, on a whole seam basis, decreased with seam thickness. All of these parameters were found to vary in relation to the vitrain band content of the coal which itself was controlled by seam geometry. These parameters can therefore be modelled and inputted into mining plans and quality control operations.

This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points. Mount Isa Mines (MIM) Copper Concentrator currently utilises Agitair 120 banks for its roughing flotation circuit. Apart from a rotor change, the only other significant work completed to the Agitair banks since their installation and commissioning over 40 years ago has been a like for like refurbishment in 2016. The Agitair banks at the MIM Copper Concentrator currently utilise the Pipsa rotor design which progressively replaced the original Chile X rotor design in the 1980’s and 90’s in the copper concentrator. Since the development of the Pipsa rotors, modern rotors such as the Dorr-Oliver (DO) high shear rotors have been released to the market with proven recovery and concentrate grade improvements over previous rotor designs.
