Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

The wide spread introduction of SAG mills into grinding circuits 20 years ago was the last development which had a major impact on the design and economics of comminution circuits. Single SAG mills were able to replace batteries of high maintenance and cost intensive crushers in order to achieve high throughput operations. Today, where the head grades of gold and copper ores are falling, there is again a strong need for a significant breakthrough to reduce investment and operating costs as well as improve metal recoveries. High-pressure grinding rolls is the new technology available to meet this challenge. HPGRÆs are state-of-the-art in several mining and minerals applications such as the grinding of iron ores and concentrates, and diamond bearing ores. Reasons for their success in these industries are overall cost reductions and improved product properties achieved by the application of high compressive forces. But these ores are relatively soft, with unconfined compressive strengths up to 150 Mpa.

DeGrussa Copper Mine, resource status 10.2 Mt at 5.7 per cent Cu, 2.1 g/t Au (Sandfire Resources, 2013), commenced concentrate production through its 1.5 Mt/a conventional copper flotation processing plant in September 2012. Geometallurgical assessment during the feasibility study identified potential process-critical ore factors that required further investigation to determine potential impact on processing. Ore characterisation and metallurgical processing performance test work of ore types ensued and subsequently, the first quantitative DeGrussa geometallurgy model was born. Now one year into steady state production, the geometallurgical program has evolved significantly from its infancy and provides valuable insight into ore characterisation and behaviour in the processing plant. Electronic Detonators have made significant strides over the last few years, both in quality of product and performance in different blast applications. The precision and flexibility of the SMARTDET units provides the mines with a powerful means of controlling blast results, giving both cost and productivity improvements. The SMARTDET Electronic Detonator System, robust and easy to use, has been successfully deployed over the last 18 months in improving mine productivity and creating safer working conditions in both quarrying and long-hole stoping. The key to the improvements has been the precision and flexibility of the electronic timing, and the ability of the mine personnel to grasp the concept quickly and use it effectively.

The general ranges of validity of some distribution functions are assessed from their behaviour with 119 sets of fragmentation data from bench blasting obtained by sieving. The emphasis is on determining the lower size/passing limit that the size-scaled Rosin-Rammler, Grady and Swebrec functions, and their bi-component versions, can represent with reasonable precision. By fitting these functions to the data using different weights, the accuracy of the fit varies in the different size/passing zones, so that an overall knowledge of the capacity of the function is obtained across the whole size range, from the coarse zone to the fines. Reasonable ranges of use of bimodal Rosin-Rammler and extended Swebrec (all of them five-parameter, bi-component distributions) are, in terms of percentage passing p, 99 > p > 2 per cent (up to 100 per cent for the extended Swebrec), or 90 > p > 0.5 per cent, in which the expected error of the calculated size is below 15 per cent in the extremes of the range, and less than five per cent in most of the central range; maximum errors (ie errors that will only rarely be exceeded) are typically less than 50 per cent in the central range, and up to about 100 per cent in the extremes. Ranges of use for the Swebrec and the size-scaled Rosin-Rammler (three-parameter distributions), with only slightly larger errors than the bi-components, are 100 > p > 5 per cent or 80 > p > 2 per cent. The classical two-parameter Rosin-Rammler can be used in the range 95 > p > 20 per cent or 90 > p > 10 per cent, with expected and maximum errors less than about 15 per cent and 100 per cent respectively.CITATION:Sanchidrián, J A, 2015. Monitoring for signs of elevated spontaneous combustion in the active goaf behind the longwall face is crucial for early intervention of any potential heating incidents. Typically, trigger action response plans (TARPs) are established at the start of longwall mining and often are only reviewed when triggers are activated frequently and become ‘nuisance alarms’, or in the worst case scenario after a heating event. Narrabri Mine has adopted a proactive approach of reviewing the longwall active goaf spontaneous combustion monitoring TARP at the commencement of each longwall block and prior to reaching a known ‘mylonite zone’ of crushed coal, which is associated with increased coal oxidation. The review is based on information recorded from the monitoring data of the previous longwall blocks as well as interpretation of relevant spontaneous combustion propensity results for the coal. This has resulted in the mine implementing a zoned TARP approach for each longwall block covering both the longwall retreat through normal undisturbed coal and the zone where the goaf is influenced by the increased coal oxidation associated with the mylonite coal. The consequence of this approach is that it has removed the issue of having nuisance triggers being activated during mining through a known increased oxidation zone, while maintaining a high awareness of indicators of spontaneous combustion.CITATION:Baxter, H, Claassen, C, Salisbury, O, Brady, M and Beamish, B, 2015. To date, Anglo American Research Laboratories (AARL) has carried out several projects, based on the techniques developed in AMIRA International LimitedÆs (the mineral industries research association) AMIRA P9 project, to develop models for several Anglo Base Metals flotation plants. Further detailed analysis of the data which was generated has realised additional benefits: the various hydrodynamic measurements were useful in comparing cell operating parameters to literature sources, while the laboratory batch tests give an indication of plant recovery potential. A detailed cell by cell mass balance, which is a critical feature of the modelling process, is in its own right a valuable diagnostic tool. Several examples of how this can be used to highlight potential improvement areas in the plants are presented. The added understanding gained from sampling each cell is clear and this is shown to more than compensate for any necessary modifications needed to allow sampling to take place. The model fitting process generates an ore floatability distribution, which is used in the JK SimFloat simulation package to assess the effect of possible changes to each of the circuits. An example of an actual circuit change as a result of this approach is presented. The current limitations of and the potential improvements to the modelling process are also briefly discussed. Future models will be extended to include enhanced size and mineralogical information where the basic models suggest this has potential to improve understanding.

In one of North AmericaÆs largest mines, which contains more than six active coal-producing faces, mine controllers must meet the complex challenge of adhering to the mine plan while also ensuring customer quality. Fleet management systems (FMS) provide many different avenues to control production flows, from the faces to the various pit crushers. Nonetheless, mine controllers must balance a variety of factors such as unplanned downs, differing customer demands, their own daily key performance indicators (KPIs) related to equipment utilisation, among others. Deviating from the short-term mine plan is the most common means of balancing the other factors, since adherence to the plan is traditionally only measured during the weekly variance meeting with engineering staff. However, such deviation may be one of the most costly responses, as long-term scheduling issues may arise such as multi-face dead-heading or insufficient stripping. This paper focuses on the development of a system for real-time adherence to mine plan within a control room environment. This system is part of a larger blending-focused, multi-million dollar project with elements of a centralised remote control room, developed at the University of ArizonaÆs Mining Information Systems and Operations Management (MISOM) Mine Control Center (MC2). The mine plan (MPL) component of the overall blending system integrates both historical and real-time FMS data with mine plan requirements directly sourced from original systems (no additional input required). The measures, displayed largely as graphs, have tools to help controllers manage the production to facilitate adherence to the plan. Some measures are designed to motivate crews to perform by inciting competition between crews, softened through a study of the controller culture. The MPL component was deployed at the mine, and the before and after deployment adherence was measured. This paper discusses the technical development of the new tool, its deployment, and an ethnography (study of culture) to understand controller motivation.

Earthen covers are now widely used in the mining industry to control the generation rate and/or release rate of low quality drainage from piles of sulfidic minewastes. Covers are usually designed to reduce the water infiltration rate and in some cases may also reduce the oxygen flux to the underlying sulfides. Engineered covers have only been used since the 1980s, however, and there is very little field data on their performance in the longer term. This lack of information has implications for the degree of confidence that can be placed on the predictions of the environmental impacts of sulfidic minewastes, for the acceptance of close-out criteria by regulatory authorities and for the financial liability of the mining industry. Covers were placed on sulfidic waste rock dumps at the abandoned Rum Jungle uranium mine during 1984 - 1985. These covers were designed to reduce the water infiltration to less than five per cent of incident rainfall by both water shedding and storage-release mechanisms. Regular monitoring by the Australian Nuclear Science and Technology Organisation (ANSTO) demonstrated that the covers performed better than the design criterion for around ten years, but infiltration rates have subsequently increased. There is a 66 per cent probability that the infiltration rate now exceeds five per cent of incident rainfall. The cover on the largest pile, WhiteÆs heap, was sampled in pits dug at eight locations. Sampling was carried out at the end of the monsoonal wet season and again at the end of the ædryÆ season. This, together with laboratory testing, enabled cover performance to be assessed against five criteria: design, construction, cover material characteristics, physico-chemical characteristics and biological characteristics. We are of the opinion that the design of the cover was suitable to achieve the objectives of stability, water shedding, storage-release, and provision of a substrate for vegetation growth. Over most of the surface of the heap, the construction of the covers, drains and erosion prevention structures was in accordance with design specifications. However, several small and localised bare patches on the upper surface of WhiteÆs heap coincide with a reduced cover thickness, which is likely to have been due to poor construction in those patches. The construction of covers on minewastes is dependent on an adequate source of material meeting design specifications. From our limited examination, it appears that there was shortage of material for each of the three zones û a lower impervious clay layer, the moisture storage-release layer and the upper erosion-resistant layer for vegetative growth. An indication of this was that the upper layers in some areas were observed to be thinner than specified. We are of the opinion that this shortage of suitable material has been responsible for some of the changes observed ten years after emplacement. Physical and geotechnical testing indicated that the cover materials no longer meet the original specifications. In particular, the permeability at the 8 locations was found to be greater than specified, by up to several orders of magnitude. The higher permeability may explain the higher observed rainfall infiltration and moisture content of the waste rock. This increased permeability appears to be due to a combination of biological and physical processes û galleries formed by termites and ants and an extensive system of shrinkage/desiccation cracks formed by the development of a polygonal blocky structure involving the entire lower clay layer. The desiccation cracks may fill with coarser illuviated materials and form a conduit through which roots access the underlying waste rock. Measurements were made of oxygen flux into the heap as cover layers were excavated in the pits. They indicated that the full cover currently reduces the oxygen flux to 20 - 23 per cent of that into bare waste and that this reduction seems to be proportional to the cover thickness. It was also found that the oxygen flux into the cover is about four times higher at the end of the dry season than at the end of the wet season and that the difference is due primarily to the difference in moisture content of the cover. Recommendations are made for the design and construction of covers.

McArthur River Mine is located approximately 50 km south-east of the NT township of Borroloola and approximately 120 km from the Gulf of Carpentaria. The mine hosts a series of layered shallow dipping tabular orebodies, with current reserves of approximately 22 Mt, grading 13.6 per cent zinc, 6.3 per cent lead and 65 g/t silver. Owing to economic considerations, the lower most orebody (No 2 orebody) has been selected for initial mine production. Following the completion of the No 2 orebody, mining will transfer to the lower grade and metallurgically more complex No 4 orebody. The mine employs a total of 235 people throughout the underground and surface areas. The majority of the workforce work a fly-in/fly-out, seven-day- on/seven- day- off roster with 12-hour shifts. Presently, a further 18 contractors are involved in trial mining areas. An apparent dip room and pillar technique has been selected as the primary mining method. Officially opened in September 1995, the current production rate of 1.2 Mt per annum will eventually escalate to 1.5 Mt per annum. Though most production is achieved through the use of conventional loaders, trucks and jumbos, the recent development of methods utilising scrapers, hand held machines and modified jumbos has produced encouraging results in steeper dipping areas of the mine. Initial production has been hindered by several factors including extensive and largely unpredictable faulting, worse than expected ground conditions and difficulties with some mining equipment. Compounded by the relatively thin 3 m ore seam, initial mining resulted in high dilution and poor production. This paper describes the development of unique planning and production systems that were evolved in order to overcome these problems and achieve the targeted production rates and head grade.

The depletion of high-grade hard and lumpy chrome ores has forced Zimbabwean ferrochrome producers to resort to low-grade friable ores that have an average of 28 per cent fines against a set limit of 12 per cent. Submerged open arc furnaces currently in use are associated with eruptions within the furnace because of the high amounts of fines, high energy consumption, as well as high SO2 and CO2 emissions. Traditionally employed agglomeration methods such as pelletising and the use of coke in the furnace have been discarded because of the pressure to lower operational costs and to achieve higher profit margins. This research aims to develop a method to incorporate lowgrade friable ore fines and unprocessed coal into production while lowering CO2 and SO2 emissions through a closed direct current (DC) arc furnace. The closed DC arc furnace could incorporate the friable ores and coal while maintaining above 90 per cent reduction rates. Preliminary findings also show that energy consumption could be reduced by up to 35 per cent by incorporating a pre-heating and pre-reduction system using the flue gases from the furnace. In the proposed circuit, the cost of production per ton of ferrochrome might be potentially lowered by an average of 30 per cent.

Despite the recognised importance of tailings management, there remain little data on the potential benefits of biological treatments compared with physical and chemical treatments. The operation of the majority of tailings storage facilities (TSFs) continues to employ mainly physical solutions, such as sub-aerial tailings slurry deposition, with increasing adoption of thickening, paste and filtration to dewater the tailings involving the addition of chemicals such as flocculants and coagulants. However, with tailings production continuing to escalate rapidly due to the increasing demand for commodities and reducing ore grades, available technologies have not demonstrated cost-effective performance at high tailings production rates. This paper examines the emerging role of bacteria to better manage tailings, reducing risks and optimising storage capacity. Bacteria have the potential to enhance tailings dewatering, maintain their permeability, delay the onset of desiccation cracking, and improve their shear strength. Bacteria-treated tailings may be suitable for use as construction materials. Bacteria also have potential in limiting the dusting of tailings and facilitating rehabilitation on closure. The paper describes a series of laboratory involving the addition of harmless bacteria to a range of tailings. The bacteria form a compact material called calcite (a common and stable form of calcium carbonate), which immobilises the tailings particles, releases water, and cements the tailings in a stable and natural matrix. The water released can be recovered or evaporated, depending on site objectives. The bacterial reactions are linked to physical and chemical processes, providing the potential for an optimal mix of technologies for particular tailings and site conditions.CITATION:Cifuentes, H and Williams, D J, 2018. Cave mining is of interest to the mining community as it offers a chance to extract large, deep orebodies with low operating costs and high production rates. It allows for extracting large low-grade orebodies, which may not have previously been considered for mining. Cave mining is done either top down (ie sublevel caving) or bottom up (ie block/panel caving). Both approaches rely on gravity, stresses and weakness of the rock to fracture and achieve a controlled collapse.Block caving starts at the base of the orebody. It progresses upward and across through continuous collapse of the roof. To achieve this, a critical hydraulic radius must be exceeded. This is accomplished by blasting drawbells, through which the caved ore passes to the production level. An entire level above the drawbells (undercut level) is excavated to help initiate the cave. The undercut level ensures the connection between drawbells and achievement of the required hydraulic radius.Conventionally, drawbells are generated by drilling and blasting several times from the production level as well as the undercut level. Mucking between each shot is required to generate enough void space for the rock to swell. The need for several blasts necessitates some downtime between each blast. Also, the cost of developing and maintaining the undercut level can constitute up to 35 per cent of the cost of mining the panel.A new blasting technique was developed to create the drawbells in a single blast from the production level. The technique ensures the connection of the drawbell to the neighbouring ones, thus, the critical hydraulic radius is reached and propagation of the cave achieved without the need for the undercut level. The technique has the potential to reduce the capital cost of a block caving operation, increase its feasibility and reduce time to reach the ore and consequently the payback period. Today underground infrastructures, like tunnels and especially wide spread underground mines, are often equipped with ethernet based communication systems. These networks are used for the unified communication of data, voice and video. As these networks stretch along the major tunnels and in increasing scale also into the production areas, a high degree of coverage can be reached. For wireless coverage, standard IEEE 802.11 WLAN access points are being used. In order to provide a maximum availability and reliability, the active components are equipped with battery backup power supplies and the network infrastructure is set up in a redundant way using ring or meshed topologies. This provides a much higher availability compared to traditional phone systems or dedicated data links using a conventional star topology.Distributed computing intelligence that is installed on active network nodes throughout the whole network, additionally supported by a central server system, creates the basis for new mine safety functions introduced in this paper for both coal and non-coal mining. These new safety functions cover the detection of potential emergencies, using the status of the network as a æsensorÆ, as well as dynamically guiding people to safe exits or rescue shelters in case of an emergency. Furthermore, these functions are of important benefit for improving the efficiency of search and rescue operations following a major incident or accident underground.

Recent changes to environmental legislation and trends in the environmental regulation of mining in the Northern Territory are being driven by (among other factors) Federal Government policies and international agreements on the environment. These trends are discussed and the expected application of the NT Water Quality Management Strategy (based on the National Water Quality Objectives) over the next few years is examined with respect to mine environmental management practices. Some of the potential conflicts and changes in approach which may develop are identified and examples discussed. Proactive means of integrating trends in environmental legislation with mine planning and waste management are discussed.

In the first 20 years of the 21st century, just over 20 per cent of Australian mineral exploration expenditure was dedicated to iron ore, totalling >A$8 billion and >30 million metres of drilling (Australian Bureau of Statistics, 2021). Improvements in the cost, efficiency, safety, reliability and data quality of drilling have the potential to deliver significant productivity improvements, increasing the probability of discovery and reducing the time from discovery to mining. Currently in its third year of research, Mineral Exploration Cooperative Research Centre (MinEx CRC) is focused on a new set of exploration tools and new ways to deploy those tools which recognise the fundamental importance of collecting quantity and quality data from the subsurface, to enable exploration success for all minerals, including iron ore. MinEx CRC is focused on developing more productive, safer and environmentally friendly drilling methods to discover and drill-out deposits. This includes pioneering work on Coil Tube (CT) drilling technology and innovations in Diamond and Reverse Circulation (RC) drilling techniques aimed at improved drilling optimisation and automation. In parallel, MinEx is developing new technologies for collecting data whilst drilling. This is being undertaken in four separate industry-led projects utilising geophysical, seismic, downhole analytical and 3-dimensional (3D) modelling improvements. A National Drilling Initiative (NDI) is also underway, with two drilling programs completed in 2020. The NDI is a world-first collaboration of Geological Surveys, researchers and industry, which undertakes drilling in under-explored areas of potential mineral wealth in Australia and provides a test-bed for new mineral exploration technologies.

"Quebrada Blanca is a porphyry copper deposit located in the Eocene-Oligocene belt of Chilean Andes. Operation started in 1994 and original reserves for supergene mineralisation gave a life-of-mine (LOM) of 20 years; however, further exploration extended the LOM until 2020.In order to optimise the remaining five years of supergene resource, geometallurgical variables were added to the geological model including copper recovery and acid consumption. LOM plan encompasses finishing the phase number eight and the future development of phases 11 and 13.LOM lithologies include diorites, quartz monzonites, porphyries, igneous and tourmaline breccias. Main alterations are: potassic, phyllic and argillic. Litho-alterations or geometallurgical units were formed by combining five types of rocks with three types of alteration. According to statistical information, the deposit can be represented with 12 litho-alteration units, which cover 98 per cent of the LOM volume.For copper recovery information, there were 40 mini-columns tests made in order to obtain kinetics curves and copper recovery values after comparing the difference between head and tails grades. Acid consumption was obtained using an automatic neutraliser device-based test.Historical data said that copper recovery in pads after 450 days of irrigation is around 75 per cent of recoverable copper while acid consumption is around 5.5 kg/t.According to this study, lower recoveries are related with potassic-altered diorites and argillic-altered quartz monzonites with values around 60 per cent. On the other hand, best recoveries could be found in potassic-altered quartz monzonites and argillic-altered diorites with values closer to 80 per cent.It was also revealed that the most reactive rock is the potassic-altered diorite with 12 kg/t of acid consumption. This rock covers approximately 40 per cent from phases 11 and 13.The final geomet model was calculated using a program that relates each geometallurgical unit with a specific copper recovery and acid consumption value. The sustainability of mining projects is linked to informed investment decisions based on public reporting of exploration and mineral resource estimation results. In Australia, public reporting guidelines are established by the Joint Ore Reserves Committee reporting code through the JORC Code (2012). Although the assessment of uncertainty in the results reported is a requirement, this is often communicated qualitatively and evaluated subjectively. This can become a liability particularly in the early stages of mining projects when spatial domains of geological interpretation and mineralisation envelopes inform resource estimations’ reliability. A recent review of JORC reports found no reports used quantitative assessments of the geological interpretation or mineral resource estimation envelopes, and 27 per cent of reports did not address the question of quality of geological interpretation. Reports that did address the quality used 19 different terms to communicate quality. This work presents methodologies for quantitative uncertainty assessment and communication and explores how they could be applied in public reporting practice. Quantitative uncertainty reporting would benefit mine planning and financial modelling as they normally assume the geology is 100 per cent right (since no error is reported or only a single deterministic model is provided). The complexity, cost, and additional work of doing a quantitative assessment could hinder a straightforward implementation. This could be overcome if mining companies budget for quantitative uncertainty assessment and associated professional development. A compulsory requirement for the inclusion of uncertainty assessments in public reporting or adopting standardised subjective language would improve industry practice.

Fimiston Open Pit is operated by Kalgoorlie Consolidated Gold Mines (KCGM) as a joint venture between Barrick Gold and Newmont Mining. Over 110 years of underground mining resulted in the development of nearly 3500 km of underground workings including backfilled and open stopes up to half a million tonnes in size. These voids significantly complicate blasting processes at KCGM, influencing blast movement direction and magnitude. Blast movement monitoring to improve mine reconciliations was identified as an improvement project in the business plan for the geology team in 2008. Following successful trials in 2008 to 2009, blast monitoring and translation of ore blocks were implemented as a permanent grade control program from late 2009 and is now part of the Management Operating System (MOS) of the mine. This paper presents a summary of results from the Blast Movement Monitoring (BMM®) data collected to date. Ore blocks at KCGM are translated primarily using BMM® data. This data is obtained from the BMM® system which measures the movement of a radio transmitter installed in a blast pattern from a preblast position to a post-blast position. The application of the data collected by the BMM® tends to be both mine site and blast specific. At KCGM, an average distance obtained from the BMM® data within a given shot is the primary method used for translation. In the case that BMM® data is unavailable, a theoretical movement vector established from Orica Shotplus with distances gained from the historical BMM® database is used. Data is presented in an ore loss and dilution exercise for a bench undertaken at KCGM to understand the potential effects on reconciliations. Improvements that have flowed from implementing blast monitoring include improved reconciliations when combined with other grade control improvement projects. The increase in liaison between the geology and blast personnel at KCGM has been a significant improvement gained from the implementation of the blast monitoring program. This has allowed a better understanding of blast movement and the effects on ore dilution and ore loss by the mine geology team. In addition, the discussion of blasting tie-in plans between geology and blasting personnel has been improved which leads to more favourable blasting practices that take ore movement into account.

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.
